Surat-based student makes solar dustbins

A Surat-based student has developed a solar run bin. Termed as an intelligent bin, the bin works on a sensor-based technology which compresses garbage into a bin.Milan Patel, a mechanical engineering student of CK Pithawalla College of Engineering and Technology, has designed the solar based smart dustbin. Apart from the sensor, the bin has a battery, a solar panel and a compressor. “When Prime Minister Narendra Modi envisaged the Clean India concept, I also thought of contributing to society in a noble way. Hence, I came up with the idea of a solar-based smart dustbin,” said Milan.”If the bins are kept at points across every street, a lot can be changed. Also, it will save the fuel cost as it has six times more storage than the normal bins,” said Milan.Patel says the capacity of the 120-litre bin will cost around Rs11,000. Patel presented his idea for at the event of Smart Villages & Cities Innovation Challenge, organised by Confederation of Indian Industry in Ahmedabad. The event was held on Thursday, where 15 shortlisted students gave presentation of their innovative ideas.Students across the state were asked to develop or design some projects for a smart city which could make any difference in society. 74 projects were received at CII from different colleges. Out these, around 15 were churned as innovative models. Professor Anil Roy of Dhirubhai Ambani Institute of Information and Communication Technology screened all 74 received project and found 7 projects plagiarised. He also found 15 projects good and may be able to make a difference. The shortlisted projects were for waste energy, smart streetlight option, automated railway track alters, streetlights in farms, smart farming etc.

Water dept saves Rs 6 crore on electricity

At a time when several parts of the city are not getting sufficient water supply due to a frequent breakdown in the pipeline network, the Ahmedabad Municipal Corporation (AMC) is giving presentations to other local government bodies on how its water department saved Rs6crore last year on the electricity bill. The civic authority gives credit to Supervisory Control And Data Acquisition (SCADA) not only for the saving but also for utilising 23 MLD (Million litre per day) water that was going to waste.City engineer Jagdish Patel said, “This project includes monitoring of water quantity, quality and energy parameters of 148 water distribution centres, four french wells and four water treatment plants. Soon, we will add 51 water distribution centres in the system.”He added, “After one-year monitoring on the system, we found that we have saved Rs6 crore as electricity bill and also utilised 23 MLD water which was being wasted.”Biren Raval, additional chief engineer, said, “The unit here works round the clock. We monitor all the water stations attached to the system. There is an automatic message and automatic alarm for any trouble which fixes the problem in a couple of minutes. With the online system, we have recently introduced automated valve operating system.”He added, “It will prevent discrepancies and solve water deficiency. If the water tank is filled, the valve will be closed automatically. No manual operations will be required unless there is some technical fault.”Still, there is a problem of inadequate water supply to the end user. One of the engineers said, “SCADA system monitors only measure and gives an audit of water distribution centres and treatment plant. There is no audit from water distribution centres to the end users. Many of the walled city areas have water pipelines which are more than 40 to 50-year-old and leakages occur there.”Criticising the system, leader of opposition Dinesh Sharma, said, “The BJP-run civic body always hurries in announcing its achievements. There are thousands of people in the city who have to struggle daily to get drinking water. Water tankers are being provided by the AMC to many slum pockets on a daily basis. What has the SCADA done for them?”…& ANALYSISSCADA can be effective only when it audits water till end users. There is no water audit from distribution station to water tanks and then to end users. Still thousands of litre of water goes waste.

LED, renewable energy helps civic body save Rs 30.25 crore

The introduction of LED streetlights by AMC has helped it save 26 million units of electricity helping it reduce its power bill by Rs15.50 crore a year. With this measure, the civic body says the carbon dioxide emmission would be reduced by 2,900 tonne anually. Not only this, the wind and solar power initiatives by the AMC alongwith the LED will help it ease its wallet burden by a total of Rs 30.25 crore.”We have implemented energy conservation programme under which we have installed 1.35 lakh LED bulbs on 2,800 km of road network,” said Deepak Suthar, additional chief engineer, streetlight and project, AMC. He added that by the end of January 2018, AMC will replace 14,000 more conventional streetlights with LED bulbs. “To generate a kilo watt of energy from fossil fuel, 0.546 emission of carbon dioxide occurs. We don’t use that much energy, and it has been saved. We have calculated the consumption, hence we are saying that we will reduce emission of 2,900 tonne of carbon dioxide annually,” the engineer explained.Meanwhile, a 4.2 MW wind power plant has been commissioned by AMC at Nakhtrana in Kutch which generates 11 million units of energy, which saves Rs7.14 crore a year. Another 4.2 MW capacity’s wind power plant is under construction. Both will help AMC save Rs14.3 crore a year. The civic body has also installed 540 KW solar rooftop power system as a part of renewble energy which generates 6.5 lakh electricity units annually which will help it save Rs45.5 lakh. However, city based environmentalist Mahesh Pandya scrapped AMC claims: “Construction business is mushrooming here. There is a loss in tree cover. Even for the Metro rail project, more than 2,000 trees were chopped.”…& ANALYSISThe AMC’s green efforts which are also pocket savvy are laudable. Its effort to calculate its CO2 emission reduction by introducing LED lights and renewable energy measures is noteworthy. But, it is high time that the wealthiest civic body in Gujarat shifts its focus to calculate carbon footprint on a yearly basis regularly.

Diabetics cannot claim mediclaim in first four years

If you have diabetes and hypertension, forget that you can rely on your mediclaim or health insurance policy in emergency, if the policy is not at least four years old.The Gujarat Consumer Dispute Redressal Commission has ruled that if one goes for any surgery within four years of buying an insurance policy and claims refund, it will be considered to be in violation of terms and conditions and the person won’t be entitled to health/medical claim. The commission also set aside an order by the Junagadh forum.”There is an error in the conclusion of the forum in directing the United Insurance Company Limited to pay health claim to complainant Mahendra Vazirani. As per the policy conditions, even though a disclosure is made about diabetes and hypertension, insurance benefits can be extended only after four years,” the commission concluded. It added, “In the present case, the complainant underwent a bypass surgery within two years of buying the health insurance policy. It clearly establishes the violation of the terms and conditions of the policy; so the complainant won’t be entitled to a claim.”The commission’s judicial bench of members VM Chaudhary and MD Gadhvi, while allowing the appeal of the insurance company, opined that there is merit in its submission that diabetes has a direct relationship with hypertension. In support of its contention, it cited the National Commission’s order in LIC vs Srimati Shashi Bala.In this case, complainant Mahendra had subscribed to an individual health policy from the insurance company for 2009-2010. On August 13, 2009, he underwent an angiography, after which he was asked to undergo a bypass surgery. He was operated upon at a Nadiad hospital and he had paid a medical bill of Rs1.20 lakh. As he had a health insurance policy of Rs1 lakh, he said he was entitled to 70 per cent of the insured amount. However, the company rejected his claim citing pre-existing diabetes and hypertension which he had disclosed while buying the policy. An aggrieved Mahendra then approached the Junagadh forum which then asked the insurance company to pay the claim amount. The company challenged the order before the commission.A CONDITIONAL COVERThe Gujarat Consumer Dispute Redressal Commission has ruled that a person who has diabetes and hypertension cannot demand mediclaim refund within 4 yrs of the policy

Connectivity drags down Digital India in rural areas

The Ministry of Panchayati Raj has completely failed to even kick off the Digital India programme and will be unable to do so till March, 2019, as there is no mobile or internet connectivity in many rural parts of the country.Digital India, a flagship programme of the government of India with a vision to transform the country into a digitally empowered society, is one of Prime Minister Narendra Modi’s pet projects. The ministry cannot start the programme as it doesn’t have basic infrastructure or platform in place. It is dependent on the Department of Telecommunication and its initiative Bharat Net, a high-speed digital highway connecting all 2.5 lakh gram panchayats of the country. Bharat Net, expected to be the world’s largest rural broadband connectivity project using optical fibre, is estimated to be completed by March, 2019.For instance, e-Panchayat project, one of the Mission Mode Projects under the Digital India Programme, is yet to be properly started.Under the project, core common software applications had been developed to address various aspects of Panchayat functioning, including budgeting, planning, accounting, monitoring, social audit, and delivery of citizen services. But all this is of no use as “there is no network connectivity in major rural areas of the country.” A ministry note stated: “The ministry would take effective and expeditious steps to increase the connectivity coverage so that the e-Panchayat is enabled in every village.”For strengthening of Panchayats and gram sabhas, the ministry needs to reach out to multiple and diverse groups, especially the rural populace, and media and publicity play a very important and crucial role in creating awareness. Due to zero internet or mobile connectivity, however, they are unable to do anything. The ministry has prepared various audio-visual programmes, documentaries, and mobile applications, but all these serve no purpose till there is no connectivity. “The elected representatives are not aware of their rights and privileges. This has become a major hurdle in effective delivery of citizen services,” the note stated.Furthermore, the ministry has also been unable to start a scheme to provide ATM services in Panchayat bhawans. To kick it off, an inter-ministerial committee has already been constituted. But again, the connectivity problem remains. Another problem is the lack of basic infrastructure. Of the 2.5 lakh gram Panchayats, nearly 46,000 do not have their own building.

On New Year’s Eve, restaurants see 20% surge in bookings

Leaving the agony of demonetisation behind, the Capital city is all set to welcome 2018 doing what it does best — party. The excitement is evident from the surge in bookings at the restaurants for the New Year Eve bashes. Restaurants and pubs in the Capital that faced a massive dip in sales in December last year are hopeful of doing brisk business this season. The popular outlets in markets like Connaught Place, Hauz Khas Village, Khan Market claim that booking for the parties have increased by at least 20 per cent this year compared to the slump that hit them last year.Hardly two months into demonetisation last year, the Capital welcomed 2017 with muted celebrations as restaurateurs rued their places going empty on the New Year Eve as people decided not to spend much. The scenario this year, however, seems different as outlets are running packed on Sunday.Inderjeet Singh Banga, owner, Prankster reveals that the Capital is soaked in party spirit this year. “We are already overflowing with enquiries and people are excited to be part of the farewell party at our restaurant. Our bookings were full by Sunday. There is no better time to party than New Year eve. In fact, the party season started on Christmas weekend.”Conceding to the view, Manuj M Gupta from The Darzi Bar & Kitchen in Connaught Place (CP), who is debuting its New Year bash, this year, says,”This is our first time. We have heard that last year December was badly hit because of demonetisation and the trend of partying out was restricted. However, we are enjoying a good footfall this time, as people are thronging to CP to party.”However, Umang Tewari, who runs Vault cafe and Local in Connaught Place, still feels that the influx of party revellers is not much. “December is better than the last months. I see the party season coming back to normal. However, I don’t see that much crowd because of so many restrictions imposed upon us by the government.

NRC draft final, Assam on alert

With Assam on the edge ahead of the publication of the state citizens’ list’s first draft, the home ministry officials allayed fears, saying that Indian nationals whose names don’t figure in the list will get adequate opportunities to prove their credentials. The Central government has asked the Army to remain on stand-by, while deploying 45,000 security personnel to prevent any untoward incident. The first draft of the National Register of Citizens (NRC) will be released around midnight. Intelligence inputs have suggested possible tension in some parts of the state, where names of doubtful citizens might be excluded in the draft list.”No one should have any notion that anyone or any particular community could be discriminated against. Everyone is treated equally and all Indian nationals will get adequate opportunities to prove their credentials, in case their names are excluded in the first list,” the official said.Last week, Union home secretary Rajiv Gauba spent two days in the state, reviewing the preparations for the publication of the part draft of NRC. Following a series of meetings between the Central and state governments, and the All Assam Students’ Union (AASU), it was decided to update the NRC in 2005.The exercise got a major push after the BJP came to power in the state, which had a major poll plank of driving out the illegal Bangladeshi immigrants. The Supreme Court had also ordered that the first draft of the NRC be published by December 31, after completing the scrutiny of over two crore claims, along with those submitted by nearly 38 lakh people, whose documents were suspect. Of the 3.28 crore applications submitted, there was confusion over the inclusion of 29 lakh people, who had submitted certificates issued by ‘gram panchayats’ as proof of identity, after a Gauhati High Court order in February had deemed ‘panchayat’ certificates invalid, the official said. The SC set aside the HC order and upheld the validity of the certificates as identity proof, if they were followed up with proper verification. The Apex Court also asked the authorities to stick to the original deadline for publication of the draft NRC and include names of those whose claims were verified. When the NRC was first prepared in Assam way back in 1951, the state had a population of 80 lakh. A six-year agitation, demanding identification and deportation of illegal immigrants, was launched by the AASU in 1979. It culminated with the signing of the Assam Accord on August 15, 1985, in the presence of the then prime minister Rajiv Gandhi.Assam chief minister Sarbananda Sonowal also sought to dispel apprehensions and said “genuine” Indians missing from the citizenship register would get enough opportunities to incorporate their names. “No one should have any apprehensions. If the name of a genuine Indian citizen is missing in the part draft of the NRC, he or she will get proper chance to incorporate it,” he said. “There is no need for panic. Genuine Indian citizens will not be deprived of their rights,” he added.

Allot vacant houses to poor: Hardeep Singh Puri to CM Arvind Kejriwal

Union minister Hardeep Singh Puri has requested Chief Minister Arvind Kejriwal to intervene in the matter of vacant houses in Delhi and get an action plan prepared to allot them to the poor.In a letter to the chief minister recently, Puri said all-out efforts were being made to provide houses to all poor in urban areas and so, “leaving completed houses unalloted to eligible beneficiaries or keeping the houses incomplete is a waste of resources”.He noted that the housing and urban affairs secretary had earlier written to the Delhi chief secretary, requesting for an action plan for utilising all completed/incomplete and unoccupied houses constructed under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) by March 31, 2018.However, a response is awaited, Puri said.“Since no progress has been made in this regard so far, I would request your personal intervention to get an action plan prepared to complete and allot the houses constructed under JNNURM to eligible beneficiaries under that scheme or Pradhan Mantri Awas Yojana (Urban),” Puri added.JNNURM was a massive city-modernisation scheme launched by the previous UPA government in 2005. However, it was replaced by the Atal Mission for Rejuvenation and Urban Transformation after the NDA government came to power in 2014.Puri also referred to a media report that said nearly 26,000 flats built for the poor remained vacant in the absence of a uniform rehabilitation policy in Delhi.“I’m informed that vacant houses mentioned in the report pertain to the houses built under the scheme of Basic Services to Urban Poor (BSUP) of JNNURM in Delhi.“I’ve been informed that 16 BSUP projects involving the central assistance of Rs 1163.04 crore for construction of 55,424 houses were sanctioned for Delhi under JNNURM,” Puri said.Out of these, 31,424 have been constructed and only 2,201 houses have been allotted, he said.

Day after Kulbhushan Jadhav kin humiliation, Indo-Pak NSAs met secretly

A day after Pakistani authorities humiliated the mother and wife of Kulbhushan Jadhav, who is on death row in a Pakistan jail on trumped up charges, National Security Adviser Ajit Doval and his Pakistani counterpart Lt Gen Nasir Khan Janjua (retd) reportedly had a secret meeting in Bangkok. The foreign ministries of both the countries, including External Affairs Minister Sushma Swaraj, were in the loop about the hush-hush meeting, which had been fixed a few days ago. There was no indication if issue of humiliation of the Jadhav family in Pakistan, which rocked the Parliament also, was discussed at the meeting. The meeting and its timing have raised a lot of questions, especially in light of the strong anti-Pakistan mood in India over that country’s continued support to terrorists and ongoing violations of the ceasefire at the Line of Control (LoC) in Jammu and Kashmir. Officially, there was neither a confirmation nor a denial about the reports of the meeting, but official sources said that both countries have remained in touch through back channels to address pressing issues.Sources insisted that such interactions cannot be construed as resumption of the normal dialogue process. “The meeting is part of the agreement between the two NSAs to meet and sort out bilateral issues. Similar meetings in Bangkok had taken place in the past as well,” said an official on condition of anonymity.

In the final episode of the monthly radio broadcast Mann Ki Baat in 2017, Prime Minister Narendra Modi specifically targeted the youth and the millennials – those born on January 1, 2000, onwards — and told them to get registered as voters and use their right to vote in every election.Calling them ‘New India Voters’, he exhorted them to cast their votes saying it will prove to be the ‘bedrock of New India’. The Prime Minister has been regularly dwelling on his concept of New India, which he had outlined in 2016.In his address to the party’s MPs during the parliamentary meet on December 20, after a tough Gujarat election, PM Modi had asked them to rope in the youth and millennials, who would soon be ready to vote. Referring to the robust social media campaign of the Congress, he had told the MPs to get active and engage with the millennials on social media, which they understand the best.”The 1st of January, 2018…in my view, is a special day… People born in the year 2000 or later; those born in the 21st century, will gradually begin to become eligible voters from the 1st of January, 2018. The Indian Democracy welcomes the voters of the 21st century, the ‘New India Voters’. I congratulate our youth & urge them to register themselves as voters. The entire nation is eager to welcome you as voters of the 21st century. As voters of this century, you too must be feeling proud,” said PM Modi.Referring to them as “My New India Youth”, the PM asked them to come forward and deliberate on how this New India — free from the poison of casteism, communalism, terrorism and corruption; free from filth and poverty — would be formed.Referring to #Positive India, using which he earlier had asked people to share their positive experiences, PM Modi listed feedbacks which spoke on how various government schemes had improved their lives. One feedback spoke about the glory of surgical strikes and the valour in Doklam. The PM also announced proudly that on this Republic Day, leaders of all ten ASEAN countries would be coming to India as chief guests.”But 26th January, 2018, will especially be remembered through the ages. This is unprecedented in India’s history… ASEAN completed its 50 years of formation in 2017 and in 2017, 25 years of India’s partnership with ASEAN was completed. On 26th January, the arrival of great leaders of 10 nations of the world as a unit is a matter of pride for all Indians,” the PM said.

Season’s ‘worst’ fog hits over 200 flights at IGIA

More than 200 planes flying in and out of the national Capital were delayed, diverted or cancelled as the season’s “worst” fog reduced visibility to 50 metres at the Indira Gandhi International Airport (IGIA) on the New Year’s Eve.Take-offs from the IGI Airport require a minimum visibility of 125 metres.According to the officials, as the Delhi airport has advanced technology for low-visibility landings, called the CAT IIIb system (category IIIb), aircraft qualified to land in the visibility of 25-50 metres could arrive. There were, however, nearly 50 diversions to nearby airports as many pilots deployed by the airlines were not CAT IIIB compliant.”Over 150 flights were delayed, nearly 50 diverted and an estimated 20 were cancelled. No flights could take-off from Delhi for nearly four hours between 7.30 am and 11.05 am,” said a senior official. While the visibility improved to 2,000 metres later in the day and operations were restored to normal, there were consequential delays throughout the day and a waiting time of up to six hours was common. Many people took to social media, including Twitter, to share pictures of the overcrowded domestic terminal where passengers could be seen sitting on floors and occupying staircases.”Runway visibility since 5.30 am has been between 50-75 metres. This is, so far, the worst fog we have experienced this year,”said RK Jenamani, Director, Indian Meteorological Department, Delhi area and IGI Airport said.FOGGED OUTTake-offs from the Capital’s IGI Airport require a minimum visibility range of 125 metres. Runway visibility since 5.30 am was been between 50-75 metres.

Lodi Garden’s forgotten Baoli

Kyun mata-e-dil ke lut jaane ka koi gham kare, Shahr-e-dilli mein to aise vaqiye hote raheThe national Capital is like ‘Phoenix’ – a city which has been destroyed several times but has revived itself every time from the ashes. The city still holds impressions, in the form of structures/monuments, of all its bygone eras. While some of the structures have been revived over the time, few have completely lost their identity. One such forgotten structure is the Baoli, or stepwell, which once existed in the Lodi Garden, but got lost in colonial landscaping.A first monument list created by Maulvi Zafar Hasan, an archaeologist with the Archaeological Survey of India (ASI), worthy of preservation in 1916, refers to the Baoli in need of attention. Hasan’s list features 1,317 buildings in the Capital, of which 174 are currently protected by the ASI. While Hasan did not include the Baoli in his list, but he has written about it in his book ‘Monuments of Delhi, Lasting splendour of the Great Mughals and Others’.”To the North-East of the Sheesh Gumbad are the remains of a garden, the four walls of which, brick built, are broken in several places. The double-storeyed entrance is in no better condition. To the south of the latter is a mosque also ruined and neglected. The Baoli in front of the entrance outside the enclosure is in the same condition. In the center of the garden is a small brick-built enclosure furnished with arched openings, apparently intended for a tomb but now containing no grave.”The Baoli and the mosque came under the’Khairpur’village area back then. In 1936, Lady Willingdon, wife of the then Viceroy of India, got the villagers relocated and landscaped the garden which was then known as’Lady Willingdon Park’. It is believed that the Baoli was also landscaped around that time. But, its name was changed to Lodi Gardens post-independence.”There are such Baolis lost in time, most important being the ‘Palam’ and ‘Khari’Baolis, but we may never be able to unearth them due to the dense settlement around them. However, we should still try and revive this Lodi Garden Baoli. If the ASI and the government decide to restore these structures, they would attract a lot of visitors,” says Vikramjit Singh Rooprai, a heritage activist.A total 25 Baolis have been identified by historians in Delhi, of which 11, including Hauz Khas Enclave Baoli are not accessible to the public. Of these 25, 12 can be easily revived.

15-year-old, who killed mother and sister, shows no remorse

The 15-year-old boy, who was arrested for killing his mother and sisterat their Greater Noida residence, seems to be enjoying his time at the juvenile home. A team of doctors, including psychologists, are keeping a check on to see his behavioural changes.Speaking to DNA, the boy’s counselor, Smita Pandey, revealed that the boy is unemotional and doesn’t have seem to be guilty for killing his mother and sister.”He is a rarest of the rare case as kids come to the juvenile home with heads down and having guilt. But this boy is unstable and emotionless as he looks right into the eyes and talks. He admits to have killed his mother and sister but says that killing the mother does not make any difference in his life while as he misses his sister. He also says that he is most attached to his uncle’s son and he likes it here,” revealed Pandey. She further added that initially the boy was quiet and didn’t speak much but now he is enjoying his time as he has made a lot of friends inside the house.”The boy always expresses fascination for branded stuff as his mother never brought him suck clothes. And as he was never good in studies, he always wanted such an environment where he does not have to study at all. He also feels superior than the other kids as he is fluent in English. The boy is also insomniac as it is observed that he has a habit of being awake at night,” Pandey added. The boy is psychosexual also, as recently one of the inmates at the home had complained of sexual abuse against him.” There is an inmate named Aarav to whom the juveniles call Aarav Bhai. This boy said that Aarav reminded him of his childhood best friend but recently Aarav complained about him that he talks dirty things to him because of which his room was also changed,” Pandey stated.

Delhi High Court convicts man for rape of minor wife

A letter written by a minor Hindu wife from Nari Niketan to her Muslim husband lodged in jail on charges of kidnapping and raping her, led the Delhi High Court to acquit him of the abduction of his minor wife, though it upheld the sentence for raping his below 15-year-old wife. The story is a perfect plot for a Bollywood flick where a minor Hindu girl falls in love with an adult Muslim man. Both of them decide to marry but their religions were a hurdle. Madly in love, both decide to elope. However, the parents of the girl lodged a missing complaint soon after her disappearance in 2008 and after eight months their daughter was found with the man. When asked, the duo said they married each other and also gave a Nikahnama to prove their relationship. The girl said that she had gone with the accused on her own will. She also refused to go along with her parents following which she was sent to the Nari Niketan. The man was arrested and a chargesheet was filed against him under sections 363(Punishment for kidnapping), 366 (Kidnapping) and 376 (rape). The trial court found Sunil Khan, the accused, guilty and sentenced him to seven years of imprisonment for rape among other sentences. Khan filed a plea against his conviction following which Justice Pratibha Rani found that the girl had gone with her own consent with the accused, so it cannot be called abduction. The court also found that the girl had written letters to the accused while he was in jail. It said that the girl had ultimately agreed to accompany her parents only on the condition that no harm would be caused to her husband.”Her categorical admission that she was in deep love with the convict is also reflected in the letter sent by her to the convict from Nari Niketan, expressing her love and full support to him in the situation they were placed. She even informed him that she had been medically examined to ascertain her bony age, which was estimated to be 18 years,” the court said adding that the investigating officer has not preferred to clarify the situation in this regard. However, the court upheld the sentence awarded to the convict for raping his wife, who was below the age of 15. It modified the sentence for the offence to rigorous imprisonment of two years and since the convict had already served the punishment, he was let free.”It is the case of the prosecution that on the date of leaving the house she was aged about 13 years. Thus, at best, prosecution’s case can be that the convict had physical relations with his wife who was below 15 years of age,” the court said.PARENTS COMPLAINThe parents of the girl lodged a missing complaint soon after her disappearance in 2008 and after eight months their daughter was found with the man.

5,500 first-time stone pelters to be granted amnesty in 2018

Call it a New Year gift to the misguided stone throwers, Jammu and Kashmir government is reviewing cases of 5,500 youth in a bid to save their academic career and amalgam them into the mainstream.Under the amnesty scheme for misguided youth, cases of around 5,500 first-time stone pelters of 2016-17 are being currently reviewed by the expert committee constituted by the Jammu and Kashmir government.Earlier, in November, cases against 4,327 youths involved in 744 incidents of stone pelting and other law and order problems during 2010-2014, were withdrawn under the Chief Minister’s amnesty scheme. Around 634 youths involved in 104 cases of 2008-2009 were given amnesty under this scheme.”Due to the improvement in situation this year the government took a decision of amnesty for those children who were misguided and not involved in heinous cases so that their career is not ruined. Same committee has been authorised by the government to review the cases of 2016-17. There are cases against 5,500 children and the committee, which I am chairing, is examining them,” said Dr Shesh Paul Vaid, director general of police (DGP), Jammu and Kashmir.Jammu and Kashmir police have brought back 74 boys from the jaws of militancy this year in the valley. Plus the new homecoming policy for local militants too have yielded positive results. “Seven boys have come back to join their family. I hope more boys will come back. Our effort is that the local terrorists should drop guns and we will help them to join the mainstream,” said Dr Vaid. The Director General of Police said this year around 206 terrorists have been neutralised, of which 84 were locals and 121 foreign terrorists. “It (local recruitment) has come down drastically and I am sure things will further improve,” he said.Additional Director General of Police, Kashmir, Munir Ahmad Khan said this year they have targeted leadership of militants who besides taking active part of terrorism were recruiting youth to militancy.”This year they have started operation in the areas where for some reason police was not able to enter for two years. There was resistance at some places. During the course of encounters there were some civil casualties because of cross fire. We have been appealing people to avoid going to sites where encounters are on,” said Khan. This year around 24 civilians have died near the encounter sites across Kashmir. “There is misconception that Operation All Out is about killing. It is not like that. Part of it is killing but it is about overall improvement by way of getting youth back, surrender and counselling,” he said.BUILDING TRUSTJ&K police, in 2017, brought back 74 boys from the jaws of militancy. The new homecoming policy for local militants too have yielded positive results. The forces also neutralised around 206 terrorists in 2017. Of this 84 terrorists were locals and 121 of foreign origin.

Delhi Nursery admissions: Jamia students to help EWS families

Even as the nursery admission process for the Economically Weaker Section and Disadvantaged (EWS/DG) category is yet to begin across the Capital, few students of Jamia Millia Islamia have decided to help such families in completing their online submission process. The Engineering Department of the university has joined hands with an NGO Mission Taleem to serve help the needy families.”We had approached the university to seek their help in helping such people who have no idea about the online admission process. The department has assured us of providing every possible help in filling as many forms as possible,” said Ekramul Haque, national convener of the NGO.”We will try to reach every nook and corner of Delhi, where poor and needy people reside, and fill their forms at their homes with the help of these students,” he added. The Delhi government had switched to a centralised online admission process for the EWS category in 2015, after receiving repeated complaints of discrimination from the parents. However, the parents of the EWS kids face many hardships in the online procedure as most of them do not have access to the internet. The official data also shows a considerable decline in the number of nursery admissions in the EWS/DG category in the last three sessions.

MSBTE told simplify process of duplicate mark sheets

The state Right to Services Commission (RTSC) has asked Maharashtra State Board of Technical Education (MSBTE) to simplify the duplicate mark sheet procuring process and make it “user friendly”. The directives were given when an applicant, who was told that his duplicate mark sheet was delivered “by post”, did not receive it for nearly five months.Prathamesh Sorte, an applicant seeking a duplicate mark sheet, had applied to MSBTE. His application was made online on June 28, 2017. When he did not get any information, he filed the first and then subsequently a second appeal. Since no decision was given, a third appeal was filed with the RTSC.While Sorte received the duplicate mark sheet before the hearing of his third appeal, the commission was informed during the hearing that he made four applications to get a copy of it.As per the information provided by MSBTE officials, the commission was informed that the applicant was told that he would get the mark sheet “by post”. However, “by post” means it is sent to a designated officer of the technical education and not to the home of the applicant, as assumed by many applicants.”The applicants assume that they would get their mark sheet at home when they read that it would be sent by post. What they have to do is go and collect the mark sheet from the place where the board sends it to. This tends to create confusion among many. Hence, we have asked for improvement in the format. We have also asked that the system of getting mark sheets be made more user-friendly,” said Swadheen Kshatriya, Chief of RTSC.Kshatriya passed the order on December 11, 2017 and directed Secretary, MSBTE to do all that is necessary.DNA could not reach Secretary of MSBTE.

The BJP, which is sharing power with PDP in Jammu and Kashmir, today claimed the upcoming panchayat and Urban Local Bodies (ULB) polls were being held in the state due to the insistence of its leadership.”The polls are being held due to the insistence of BJP leadership which continued to raise the issue of early elections at different forums,” BJP state spokesperson Anil Gupta said in a statement here.He appealed to the people to ignore the boycott called given by separatists and said that total integration with the democratic institutions of India was in the best interest of all Kashmiris. The conduct of the elections will be a big challenge for the state election authorities and I have full confidence in them that they would surmount all challenges, he said.Welcoming the statement by Chief Minister Mehbooba Mufti that the panchayat polls from February 15 would be followed by ULB elections, Gupta said these elections would lead to real decentralisation of power. The BJP-PDP government is committed to the devolution of democratic powers and financial resources to the panchayats and ULBs for realising its promise of holistic development, he said.”The sincerity of the BJP-PDP alliance in financial empowerment of the panchayats can be gauged from the fact that separate budgetary allocation for them is being made by the finance minister, a clear and welcome departure from the past,” he said.As far as the ULB elections are concerned, he said these were long overdue. The elections have not been held since 2005 where in (former Chief Ministers) Ghulam Nabi Azad and Omar Abdullah led coalition governments did not dare to hold polls due to political considerations depriving the state huge amount of funds from the Centre, he said.

BJP can be reduced to double digits in 2019: Jignesh Mevani

Challenging ruling BJP to change the Indian constitution, Dalit leader and newly elected MLA of Gujarat, Jignesh Mevani appealed all the like minded ‘liberal organisations’ to unite against BJP . “We have shown our strength in Gujarat and if we unite nationally, we can bring down BJP’s number of seats to double digits in 2019 elections,” Mevani said in Pune on Sunday.Mevani was speaking at ‘Elgar Parishad’, a conference organised at Shanivarwada to mark 200 years of Bhima Koregaon battle fought between Peshwas and small army of British East India Company mostly consisting of Dalit soldiers. Along with Mevani, Rohit Vemula’s mother Radhika Vemula, JNU student Umar Khalid, national president of Bhim army Vinay Ratan Singh also attended the conference which was being opposed by right wing groups.Mentioning the opposition to the conference in his speech, Mevani said, “There were some people who were trying to scare me to stop me from coming to Pune. I want to tell all of them that when I did not get scared of Narendra Modi and Amit Shah in Gujarat, you have long way to go to be able to scare me. I have torn apart the 56 inch chest in Gujarat.”Also readJignesh Mevani denied permission for Vadaj victory rallyReacting to the recent controversial statement given by Minister of state for skill development Anant Kumar Hegde that BJP has come to power to change the constitution, Mevani said, “I am throwing an open challenge to BJP to change the constitution if they can. We will put our entire might to save the constitution. I am appealing all the like minded liberal organisations to join hands against BJP.””BJP was talking about getting 150 seats but due to our stern fight, they were restricted to 99. Now if we unite all the organisations, we will be able to bring down the BJP’s tally to double digits in 2019,” he added. Umar Khalid in his speech said, “During Gujarat elections, Modi tried spreading communal hatred to win votes. Now since Jignesh has won election in Gujarat, we will have to support him to share his responsibility.”Also readJignesh Mevani asks PM Modi to retire, go to HimalayasSpeaking about the recent incident of Rajasthan where a man was killed and his body was burnt owing to religious hatred, Khalid said, “Today, the entire humanity is in danger. We have already seen the trailer of 2018 in Rajasthan. In the year 2018, we will keep hearing about the topic of Ram mandir, Love Jihad, Gau raksha and not the issues like development and jobs.”

Congress blasts Modi govt’s foreign policy after Pulwama attack

The Congress today slammed the government over a terror attack on a CRPF camp in Pulwama district of Jammu and Kashmir, saying it was a sign of failure of Prime Minister Narendra Modi’s foreign policy.Party spokesperson Sushmita Dev said here that such recurring attacks send a message that anti-national forces do not fear India. During elections, Modi says India is a strong nation. But the number of casualties in ceasefire violations was going up, Dev said at a press conference. “It is a sign of failure of Prime Minister Narendra Modi’s foreign policy,” she said, adding the Congress wanted him to take strong steps to deter India’s external and internal enemies.Modi had claimed he had a 56-inch chest and that he would teach Pakistan a lesson, Dev said. “What that lesson could be he should decide. The Congress will support him if he takes any step in the interest of the nation. But he must do something immediately.” Citing a report on a “secret dialogue” between national security advisers of India and Pakistan, she said the government should inform Parliament about the dialogue it was engaging in concerning defence and foreign policy. Also readPulwama encounter: 5 CRPF jawans martyred, 2 terrorists killed”You have a talk after Christmas and an attack happened today in Pulwama. We are unable to accept these two. We do not oppose dialogue (with Pakistan) but what is the result of this if an attack dampens the image of the country in the world,” Dev said. She said the Congress expected the Modi government to have “consistency” in its foreign policy. “We have been repeatedly saying India is coming across as a nation with a wishy washy foreign policy. India is being increasingly taken more and more lightly,” she said. The government, by taking the Opposition along, should give a message to the world at large that “India cannot be taken lightly”, she said and added such incidents put the country in a “weak light”. Two heavily armed militants stormed the 185th battalion camp of the Central Reserve Police Force in Awantipora in Pulwama around 2 am, killing a personnel and leaving two others injured.

Vinay Dinu Tendulkar: The other Tendulkar in Rajya Sabha

One a sporting icon with demi-god status who is rarely away from the headlines and the other a relatively low profile parliamentarian, the two Tendulkars in the Upper House of Parliament are a study in contrasts. Both Sachin Ramesh Tendulkar, 44, and Vinay Dinu Tendulkar, 56, are debutants in the Rajya Sabha. But that’s where their similarity perhaps ends. While the cricket ace, a nominated member of the House, makes news just by attending the Rajya Sabha, Vinay Tendulkar is the BJP’s man from Goa who stays behind the headlines, a quiet organisational worker who is chief of the party’s unit in the coastal state.Sachin Tendulkar’s first term began in 2012, and will end in April 2018, but Vinay Tendulkar’s run in the Rajya Sabha has just begun. He was elected to the House from the lone seat of Goa in July 2017.The Bharat Ratna awardee hit the headlines last week after he rose to speak on ‘the right to play and future of sports in India’, a discussion initiated by him.The master blaster, who has been in the public eye since he made his cricketing debut in his teens, could not complete his speech due to some heavy balling by the opposition against the government.Vinay Tendulkar’s career profile has been quite different. He quit his job in a mining company in 1994 to pursue politics full-time and went to win the Sanvordem seat twice– in 1999 and 2002. A non-controversial figure, he is known to be close to Chief Minister Manohar Parrikar.”My great-grandfather was from Maharashtra, who migrated to Goa,” Vinay Tendulkar said.He was a former environment minister in the Manohar Parrikar cabinet from 2002-2005 and vice chairman of the Goa State Infrastructure Development Corporation from 2000-2004.Vinay Tendulkar’s tenure as Goa party unit chief saw the BJP winning both the Lok Sabha seats in the state in 2014, a rare feat for the party, and returning to power early this year despite not being the single largest party in the Assembly.Vinay Tendulkar, who belongs to Dabal in South Goa, also known as the mining belt of the state, is also on the parliamentary committee on tourism, transport and culture, and has so far asked three questions, including two to the Ministry of External Affairs on Indian fishermen. But Vinay Tendulkar is more than just a politician with a mining background. He is also fond of acting and has appeared in over 150 Marathi and Konkani plays.Sandesh Prabhudesai, political analyst of Goa politics and editor of Goanews.Com described Vinay Tendulkar as a hard-working party worker with subdued communication skills.Though not so common, Tendulkar is a known surname in coastal belt in south Konkan and Goa, where linguistic and state borders came much later but people more or less have similar habits when it comes to food and traditions.Amongst the others who share the famous surname were late playwright Vijay Tendulkar, known for the hard-hitting plays like “Ghashiram Kotwal” and “Sakharam Binder”, and his daughter Priya, an actor.

2017: When outrage became our national past-time

If you started counting the number of things Indians were outraging about at 11:30 PM on 31st December 2017, you’d be well into the New Year before the list was completed. That’s because 2017 was a breakout year, where social media increasingly set the agenda in real life and we collectively jumped from one outrage to another.Facts were twisted, spliced, made into WhatsApp videos, packaged as viral posts on propaganda websites, as those who benefit from spreading falsities continued their merry ways with little disdain for the consequence of their actions. And often this systematic outrage was part of well-orchestrated campaign to peddle political agenda.Sample some of the topics from 2017 which generated fury and tonnes of coverage – Rajput royals and a little-known organisation losing their cool over Padmavati, political parties and their supporters convinced that EVMs could be hacked by Bluetooth, outraging over the celebration of festivals like Christmas and even the choice of destination of Virat Kohli and Anushka Sharma’s wedding. The problem wasn’t that particular interest groups raised hell about issues that ‘affected’ them, but them getting a modicum of legitimacy by those who claim to be serious newsmen, who instead of calling out the stupidity gave tacit support to them when it suited their agenda. And make no mistake, all the meaningless outrage and insinuation weakened the institutions which we cherish and are essential in binding together this vast country of a thousand contradictions. Thus, when the judiciary is called anti–Hindu for banning Diwali fireworks; when EC is called biased for not going back to old ballot system; when a modicum of doubt is raised about integrity of an ex- PM; when art surrenders to alter of rabble rousers, it hurts us, it dents what we hold dear, what some of us like to call the ‘Idea of India’. We seem to have become a nation dominated by WhatsApp canards, a land where hate could be normalised by using the instrument of outrage.A murder of a migrant labour can somehow be justified as retribution for love-jihad, lynching of alleged cow smuggler can be passed off as some holy deed. Whether Tipu Sultan’s birthday should be celebrated thus gets prevalence over farmers’ death, systematic rotting of infrastructure in major Indian cities, becomes a boring topic to discuss compared to Rahul Gandhi going to watch Star Wars. It as if someone has cast a spell to put the entire nation under a massive brain freeze, stalling the age-old ability of the argumentative Indian. This led to a situation that we could count on someone to get angry about something at the drop of a pin. From Anushka Sharma’s elaborate sindur to Sunny Leone’s new-year performance, everything was a cause for mass rage. And the enraged came from all quarters, irrespective of their political leanings. Gurmehar Kaur’s poster for peace enraged the right wing, Sonu Nigam’s appeal for sleep was bitter music for left-wingers. People picked up issues based on what suited them and then started the game of outrage – freedom of expression and right to disagree be damned. In the process, the echo chambers only became denser, the ideological walls more pronounced. Nothing except cricket united us. Or not. Even there, critics went after MS Dhoni’s head after one bad performance or found ways to complain about Virat Kohli’s brilliance arguing he hadn’t faced any ‘real’ bowlers of calibre to justify his presence among the pantheon of greats. Those who tried to make sense were drowned out in the sea of cacophony of loud mouths, willing to pit even the most complicated issues into banal binaries. The media, influencers, politicians can be blamed but end of the day- it’s the common people which enabled them to carry on the status-quo, making mountain out of molehills. Any pushback would have forced for an idea of recalibration, a rejig of strategy. But none was there. Can 2018 be any different? Well, it’s hard to be hopeful. With a year to go for general elections, expect more non-issues being discussed and debated both on mainstream and social media. Yet, there is always hope. In the West, a powerful #MeToo campaign shook the sexist cabal in Hollywood that has stood firmly for decades. Maybe a desi campaign will someday kick off to excoriate random outrages dating back 800 years and debate meaningful issues from today’s time for true nation-building. Till then, let’s stick to awkwardly listening to national anthem in theatres only.

Top 10 quotes from Rajinikanth’s speech to launch new political party

In an announcement that could dramatically alter political alignments in Tamil Nadu, superstar Rajinikanth today announced his political debut and said he will launch his own party which will contest all 234 constituencies in the next assembly polls in the state. The announcement ends two decades of speculation over the entry of the actor, who enjoys cult status in Tamil cinema, in the political arena. His fans called it Tamil Nadu’s New Year’s GiftAlso readTamil Nadu: Rajinikanth to float political party, says, will contest next assembly polls”December 31 will be marked as the New Year for Tamil Nadu. A new era and a new ray of hope have started. Thalaivar is going to bring accountability, transparency and good governance,” a fan told ANI.Here are 10 important points from Rajinikanth’s speech that confirmed he would soon be joining politics.1. I am not scared of entering politics, I am afraid of the media. Whatever I say will become a debate issue.2. I am surely coming to politics. In the next Assembly election, I will launch a political party and contest from all the 234 seats3. I don’t want cadres. I want saviours who will not work for their own benefit but question wrongdoings. I will be a representative who will watch over this4. I could have taken power in 1996. But I did not have political ambition at 45, so will I have it when I am 68?5. Politics has become very tainted. Democracy has become battered. The political climate in TN has made us hang our heads in shame. If I don’t act now, I will feel guilty that I didn’t act. I want to change the entire political system. We need politics devoid of caste and religion. We need ‘spiritual’ politics. Also read’Welcome! I congratulate my brother Rajinikanth on his political entry’, says Kamal Haasan6. Earlier Kings would loot the country and the people invaded by them. Now in the name of democracy, politicians who are coming to power started looting their own people. It is time for a change.7. This is politics, not cinema. We need to bring others onboard if we want to change. We have to prepare for the democratic challenge with discipline and decorum.8. I will start a political party before State Assembly Elections. Till then, I request fans not to speak about politics, speak ill of any political party.9. If we are not able to fulfil the promises, we will resign from the government in three years time10. Truth, hard work and progress is our motto. My principle is to think good, speak good, do good, and good things will happen.(With agencies inputs)

‘Welcome! I congratulate my brother Rajinikanth on his political entry’, says Kamal Haasan

Rajinikanth ended 2017 with a bang by announcing his decision to enter politics. His contemporary and his colleague, Kamal Haasan congratulated and welcomed Superstar Rajiniknath’s decision. Kamal Haasan told ANI, “I congratulate my brother Rajini for his social consciousness and his political entry. Welcome welcome.” Earlier Haasan reportedly hinted that he was willing to work with Rajinikanth if the superstar ever decided to enter politics. Rajini entered films in 1975 film, ‘Apoorva Rangapal’ which also starred Haasan in the lead. The two biggest superstars went on to share screen space in over 13 films, which is a huge number for stars of their stature. Earlier in an interview to NDTV, Kamal Haasan said, “We have been taught to look in unison. We are like a 3D camera. We are been trained by K Balachander. Fortunately, even though we are stiff competitors we have stayed brothers. We carved out our own domain. We were so wise that we were made to act in many films. We have done 13 films together and then we realised they are splitting up our remuneration and giving it. That’s when it hit us, if we go separate, we can each earn the amount they pay the two of us.” After 1985’s Geraftaar, the duo announced they won’t act together again. Swamy calls Rajinikanth ‘illiterate’, says ‘political entry only media hype, people of Tamil Nadu are intelligent’

The Bharatiya Janata Party (BJP) leader Subramanian Swamy on Sunday mocked superstar Rajinikanth’s announcement on entering politics and dubbed him as illiterate.”One more film star is entering politics, so what is the fuss about? Maybe he has got good media managers. It is just a joke. He said he will announce the party later. He is a film star and he said he can eliminate corruption. Can film stars even eliminate corruption? What will he do for Tamil Nadu? He has no details or documents, he is illiterate”, BJP leader Subramanian Swamy told ANI.He added that it is only media hype as people of Tamil Nadu are intelligent enough to understand politics.”Merely through media, these film stars cannot do politics. Once he announces his party and puts the anti-corruption issue in front, the truth will come out and he will run away. I don’t know if the BJP will support him but I will definitely oppose this,” Swamy asserted. Also readTamil Nadu: Rajinikanth to float political party, says, will contest next assembly pollsIn a much-anticipated moment for all his fans and well-wishers, superstar Rajinikanth on Sunday confirmed his entry into politics, adding that he will be contesting in the next state assembly elections by forming a new party.”My political entry is definite. In the name of democracy, politicians are robbing us of our own money on our own land. We need to bring a change from the base. As cops get strict, year-end parties move out of city

The police bandobast and checking for alcohol during year-end celebrations as well as the curb on celebration post 12.30 am in the city has had an unintended effect on parties in Ahmedabad. The number of year-end bashes being held has come down if party organisers are to be believed. They blame the police’s over enthusiasm in curbing alcohol flow as well as their insistence that the party be wrapped up after 12.30am as some of the main reason for the dip in number of bashes being held. They said that as a result most of the bashes have moved to safer locations like Udaipur, Goa or even Diu.Viresh Shetty, an event planner who has been in the business for over nine years now said over the last many years the number of parties being held in Ahmedabad has gone down. “It has been a trend for sometime. It began after the cops became strict in implementing the deadlines,” said Shetty. He said most of the happening parties are now being organised in Pune, Goa and Mumbai with many of the patrons being Amdavadis.”Over the years, the street parties and celebrations have also come down because the authorities have become strict as far as deadlines are concerned,” said Shetty.Another organiser who did not wish to be named said the cops also harass those who consume alcohol. “Then there is the problem of playing loud music after 12. Interestingly, no one complains if there is a bhajan sandhya but everyone has a complaint if it is a new year party,” said the organiser. He said Ahmedabad had in fact had a good farmhouse party scene. “In other cities where alcohol is allowed, clubs are where the trendiest parties were held. In Ahmedabad, farmhouses held the trendiest parties. But as cops continued to harass the farmhouse owners for holding parties, it began to dwindle,” said the organiser. He said now most prefer to party out of the state to avoid harassment. “Implementation of prohibition is not the issue, harassment in the name of prohibition is the issue,” he said.Raj Darji, the founder of The Organiser, an event management company said earlier a number of parties used to be held in Ahmedabad on December 31. “There was practically a proliferation of it. But over the years the number has come down substantially but the quality of parties has improved. So what we have lost in quantity we have gained in quality. A number of these parties have good music and DJs,” said Darji.

BJP’s policy to insult senior leaders, says Congress spokesperson

Describing Deputy Chief Minister Nitin Patel’s refusal to take over charge of ministries allotted to him as a result of reported tug-of-war between him and Chief Minister Vijay Rupani, the Opposition Congress took a dig at the ruling party saying it was the BJP’s policy to insult senior leaders.”It is the BJP’s policy to humiliate senior leaders and to marginalise them – starting with Keshubhai Patel, Anandiben Patel, AK Patel, Shivlal Vekaria, Vallabh Kathiria and Narottam Patel. Now, the BJP has put Deputy Chief Minister Nitin Patel in a similar position,” state Congress president Manish Doshi told reporters on Saturday. He was reacting to the crisis that has engulfed the BJP since yesterday by a sulking Nitin Patel, who feeling slighted by the ministries allocated to him, refused to take charge. A full-blown revolt is unlikely, and Nitin Patel himself ruled out any plans to quit BJP, but the crisis is seen intensifying over the next few days.Accusing the BJP of using the Patidar community as a vote-bank, Doshi said, “The BJP sought money and votes from the Patidars during the elections. Now that elections are over, the party is dealing injustice and insult to the community.”

PM to launch Beti Bachao, Beti Padhao nationwide on Jan 22

Prime Minister Narendra Modi will be in Jhunjhunu on January 22. He will formally launch ‘Beti Bachao, Beti Padhao’ mission that will be now implemented in every district in the country. The PM will also inaugurate ‘national nutrition mission’. Till now, ‘Beti Bachao, Beti Padhao’ mission is running in 161 districts including 14 from Rajasthan. Jhunjhunu, which once boasted the highest sex ratio has the lowest sex ratio in the state, now. The ‘Beti Bachao, Beti Padhao’ mission that began from Haryana two years ago has brought a welcome change in people’s attitude. On the third anniversary, it will be implemented in the entire country. The changed face of 10 districtsIn Rajasthan, 14 districts were selected for the mission, where the sex ratio was highest. After two years, at least ten districts have shown remarkable progress. Jhunjhunu has converted from the lowest sex ratio district to the highest sex ratio district in the country. Still, four districts, which had shown improvement in the first year of the mission, are back to square one. Sawai Madhopur, Karauli, Bharatpur and Jaisalmer are at the bottom. Yet, Rajasthan has been able to maintain its number one position in ‘Beti Bachao, Beti Padhao’ mission for which the state recently received Nari Shakti award from the President.Prime Minister Modi will facilitate 10 districts collectors from different parts of the country who did excellent work in the implementation of the mission. The PM will also directly communicate with officials in every district through video conferencing. Rajasthan’s women and child development department will be the nodal agency for the entire programme. The other flagship programme ‘national nutrition mission’ will also be expanded in every state. Earlier, it was operational in only eight states. In Rajasthan, it will cover 24 districts in place of 19 districts, at present. Later, in a phased manner, all districts in the country will be covered by 2019-20. In the current financial year, 315 districts, next year 235 and remaining will be covered in 2019-20.The mission will focus to remove stunting, malnutrition, anemia and low weight at birth through better coordination and monitoring. The states will be encouraged to achieve the targets. “A video conference was held with district officials regarding the Prime Minister’s visit. They have been given necessary instruction. The PM will launch Beti Bachao, Beti Padhao and national nutrition missions on January 22. At present these programmes are operation only a few states,” said Shuchi Sharma, director, ICDS.

Goel Nihal ho Gaye!

Chief minister Vasundhara Raje didn’t want to take risk in election year. She wants all her dream projects to complete before the state goes to poll. For selection of her chief secretary this time, she had limited choice, either to go with seniority or reward the merit. She preferred the firebrand top class executioner of infra projects to be at the helm. 1982 batch IAS officer Nihal Chand Goel perfectly fitted the bill. Goel’s expertise in infra projects made CM pick superseding five officers senior to him. Recently, while selecting the top cop also she gave weightage to merit over seniority picking OP Galhotra.People still remember Goel’s stint as JDA Commissioner. The way he completed first phase of Jaipur Metro against all odds, it just stamped his passion for infra development. In his current assignment as tourism department chief, he developed several tourism infra besides promoting tourism at global level.Popular among his peers as a ‘Go Getter’, this officer from Haryana has the charisma to put all Raje’s dream projects on fifth gear. Be it Ring Road, Refinery or Dravyavati River Front, he has the capability to accelerate at his own speed. He has four months left before retirement. But people who know his working style vouch for his efficiency.”That is the reason why Madam has considered him for the top post. N C Goel has the ability to fulfill CM’s promises. If he gets a start Madam wants, who knows he may also get an extended term like the former chief secretary CS Rajan,” said a senior bureaucrat. Rajan had got extension twice as chief secretary in this tenure of Raje before getting assignment as vice-chairman of CM Advisory Council.Meanwhile, all this while, Goel’s dad Prem Chand was present with his son and the Goel Parivar had a gala time which coincided with the year-end.

Most govt buildings in Gurugram don’t have fire safety document

It may seem surprising but most government buildings in Gurugram, including the mini-secretariat, do not have a fire no-objection certificate (NOC). Keeping in mind the recent tragedy at Mumbai’s Kamala mills, which claimed 14 lives, those who have still not procured their fire NOCs need to beware. In a reply to an RTI application, it was revealed that of the 18 government buildings in Gurugram, only two had fire NOCs. The list includes not just the secretariat but also the office of the commissioner of police, civil hospitals, new court complex, and all the government schools and colleges. Prompt service commission makes lives easier

When it comes to citizens applying for services under the Right to Services (RTS) Act, the response is spot on, say many.It is so prompt that many citizens compared the speed to services under the Right to Information (RTI) Act. In both, a number of them managed to get the needful done the moment they approached the RTC commission — an independent office, as compared to appeal-stage one that are part of the government — when they did not get the services they applied for.Only RTS is a more direct Act and was enacted to ensure that notified services were delivered to eligible citizens on time, while the RTI Act entitled citizens timely information that aided transparency and accountability. Under the RTI Act, a number of citizens managed to get services the moment they sought information under the RTI, which was not delivered on time. Penal action lead to officers providing services.”In most cases, citizens have written to us stating that they managed to get services after our intimation for hearing was sent to the officers,” said Swadheen Kshatriya, chief of the RTS commission. Some cases in point are about shop licences, which were not given even after the government took several initiatives towards “ease of doing”. Rushi Chavan from Pune did not get ac shop license certificate. In the first appeal stage, order was given that services be rendered. The second appeal stage too had a similar response. However, Chavan did not get the info and officers said that his application was not available. The moment the case reached the the second third appeal (commission) stage, Chavan replied that he got the certificate. In two more cases, also from Pune, authorities did not issue a license, stating that documents were not proper. However, no such reply was given in writing to the applicants. Only when the commission sent a notice for hearing were the licenses given. In all three cases, applicants said that since they got the service, a third appeal was not needed.Shailesh Gandhi, former central information commissioner, said, “An average citizen will not pursue it but the commission should ask for explanation and penalise officers. After all, the third appeal stage is laborious. Ideally, at this stage if they feel that the designated officer has a good case, he should be spared, otherwise they should be penalised to create a fear of the law. Else, there will be cases piled up at the commission.”

TN begins work to convert Jaya’s home into memorial

Tamil Nadu government on Saturday begin preparatory steps to convert late chief minister and AIADMK supremo chief Jayalalithaa’s Poes Garden residence into a memorial.Chennai district collector accompanied by revenue divisional officer, public works department and police officers visited Jayalalithaa’s residence on Saturday morning. But the presence of Income Tax department officials created a flutter as the news of fresh searches spread. However, it was clarified that the IT officials accompanied the state government officials to ensure that the two rooms of Sasikala, that were sealed by them, were not opened.Chief Minister Edappadi K Palanisami in August announced that the government would take over Jayalalithaa’s residence to convert it into a memorial.Chennai collector Anbuselvan said the inspection was part of the move to take possession of the residence to convert into a memorial. “Since two rooms in the house were sealed by the IT officials, we asked them to accompany us during the inspection,” he said, adding they had taken the measurement of the extent of land and building construction.Jayalalithaa’s niece Deepa had moved Madras High Court against the government order claiming that she and her brother were successors to her estate. She had filed a petition stated that her paternal grandmother Vedavalli alias Sandhya had purchased several properties in and around Chennai and died in 1971 leaving behind her son Jayakumar and daughter Jayalalithaa as successors to her estate.Deepa claimed that her father got married after her grandmother’s death and lived in a joint family with his wife, children as well as his sister (Jayalalithaa) in the same house for a long time. She had said that it was only for the sake of convenience that the family had to move to the present residence at T Nagar.

‘Udaan’ proves a boon to Chittorgarh’s tribal girls

The girls in tribal district of Chittorgarh, who either dropped out of mainstream education or failed to enroll due to social taboos, can now gain admission to schools — thanks to ‘Udaan’ programme.’Shiksha Chopal’, under the same programme, meanwhile, is proving a boon to government schools, helping it upgrade infrastructure on the lines of private schools through the funds being collected from rural folks. The administration holds ‘Shiksha Chopal’ at gram panchayat, organising education fair and speeches of meritorious girls, so that rural folks get motivated towards the education and also enroll their wards. Till date, 100 such chopals, held at panchayats, have got a whopping Rs 8 crore through crowd funding.”At these chopals, we hold education fair and speeches of meritorious girls. Seeing how education can change life through these activities, the rural people have started donating funds which we use for upgrading infra of the government schools. Till date Rs 8 crore have been collected from the people, of which we have spent Rs 3.5 crore already,” said Chittorgarh district Collector Inderjeet Singh, who launched the programme here.”Those who have come forward to contribute are no less than heroes,” said the Collector. “For instance, an 85-year-old person, impressed with programmes held at Shiksha Chopal, contributed Rs 35,000 which he arranged after withdrawing an FD (fixed deposit) before maturity,” he said.Shiksha Chopal is part of Udaan programme, which is aimed at ensuring that all girls in the district are enrolled in school on the lines of the Centre’s Beti Bachao Beti Padhao (BBBP) scheme. This campaign aims at reducing dropout rates at upper primary and secondary levels, reinvigorating school management committees to enhance the girl child’s access to education. “Under the campaign, a door-to-door survey was conducted at the village level. We found nearly 25741 child, majorly girls, were out from school, out of which we got 22,448 (87%) enrolled,” said the Collector.CrowdfundingChittorgarh administr-ation has so far amassed Rs 8 crore by conducting chopals at panchayats. The money is contri-buted by the rural people after realising the benefits of education.

Kamala Mills Fire: Eatery owners fear loss of business

The Kamala Mills fire has soured the last day of the year, feel many restaurant owners. The fear of losses that they may incur is slowly rippling through the sector. According to the Indian Hotel and Restaurant Association (AHAR), many restaurants in the city have already accepted the fact that there will be a huge business loss on New Year’s eve. They claim that patrons will have the Kamala Mills fire, which killed 14, in mind.”The loss of lives is so fresh in everyone’s mind. It happened on Thursday night and made the front pages everywhere. On Friday itself, many restaurant owners expressed the fear that they will suffer a loss of up to 20 per cent as people might not turn up on New Year’s eve,” said Niranjan Shetty, Chairman of MCGM committee of AHAR.According to the association, on December 31, a lot of people venture out and it is a very important day in terms of business. People visit restaurants where they are regulars, and also get guests including friends, family and relatives, which helps the restaurants earn extra bucks.Another restaurant owner said, “We are hoping for great takeaway orders at least. People normally go out, but then visiting a restaurant after the Kamala Mills fire wouldn’t be the first thing on their minds. So we are prepared for lesser business in terms of walk-ins. But we may see a larger business in terms of takeaway or home deliveries.”Apart from this, authorities have started visiting restaurants and action has been started. The associations have asked their member restaurants and hotels to cooperate. “We have directed all hotel and restaurant owners to not create any hassles and let the authorities do their work and cooperate. If they have any doubts, they should seek the help of authorities and understand what should be done to rectify the issue,” said Shetty.FALSE ALARM?After the fire engulfed the restaurants in Kamala Mills, a series of messages started doing the rounds. One such message was about parties at restaurants beings called off and it was signed by Congress leader Charan Singh Sapra. When contacted, Sapra denied sending out any such message and said it was a mischief and should be ignored. Even AHAR denied sending out any message about any party cancellation and asked people to not pay attention to rumours.PARTY STILL ONImmediately after the fire, Riyaz Amlani of Social had said that there were no party cancellations. “The parties are mostly personal ones and we cannot cancel any parties until the person who booked the place, does,” said Shetty. According to both of them, New Year’s eve will be celebrated as every year in the city too. However, till Saturday night, there were some restaurants and pubs that sent out messages about party cancellations but they were related to action taken by authorities.

Lok Sabha Bill seeks to curb big, fat Indian wedding

A ‘big fat Indian wedding’ might be what many people dream of, but not everyone is able to afford one. A Member of Parliament wants the government to control people’s wedding expenses as well, by way of a law.A private member bill seeking, “prevention and prohibition on the extravagant expenses incurred on marriages” across the country was introduced in Lok Sabha on Friday.Gopal Chinayya Shetty, MP from Mumbai North introduced the bill. The bill seeks “to provide for the prevention and prohibition of sheer extravagance and unlimited expenditure being incurred on marriages and related ceremonies in various parts of the country and for matters connected therewith or incidental thereto”.Talking to DNA over phone, Shetty said, “The intention behind introducing such a bill is to initiate a conversation on the subject. It might not necessarily become a law, but at least people will think about the issue when it is discussed in Lok Sabha. There are some people who spend huge amount of money and then there are others who hardly have any money to even get married. There should be some equality at that front also.””In my constituency I have been urging those who are having extravagant weddings to help a poor person get married as well, and some of them have even helped. I am not saying that those who have money should not spend, but some kind of equality should be there,” he added. As many as 98 private members’ bills were introduced in the Lok Sabha on December 29 including the one to constitute a board for protection and control of stray cows. The rate of private member’s bill being passed in the Parliament is significantly low. The Brihanmumbai Municipal Corporation (BMC) went on a razing rampage on illegal extensions in hotel and restaurants across the city. However, it took action only after 14 people lost their lives. It inspected a 624 eateries. BMC also seized more than 417 cylinders from the restaurants which were stored without permissions. In Raghuwanshi compound, four restaurants that faced action were Sheesha, P22, Hotel Payaana and Hotel Fumes.Prashant Sapkale, assistant commissioner of G South ward, who has now been transferred to K East ward said that he had taken action against Mojo’s Bistro in August and September following complaints of violation of open space on the terrace. “We had given three inspection reports to the owner of Mojo’s Bistro as part of the standard operating procedure (SOP) for violation of open space on the terrace and took action on August 2 and September 22,” said Sapkale. He added that he had no other option but to follow the SOP before taking action.Shockingly, the G South ward office forgot to follow the SoP and demolished illegal extension without even serving a notice. “Did the civic body follow SOP while action against these eateries,” said Dinesh Vaghela, a Right to Information Activist (RTI).“At any place where hookah is being served, no food item can be served,” said Vaghela. He added that the civic body violated rules and regulations while granting licence under section 394 of Mumbai Municipal Act.

India facing possible mental health epidemic, warns President Kovind

President Ram Nath Kovind today said India was facing a possible “mental health epidemic” and stressed the need for providing access to treatment facilities to those suffering from mental disorders by 2022.Speaking at the 22nd convocation of the National Institute of Mental Health and Neurosciences here (NIMHANS), he called for addressing the shortage of mental health professionals. “For those who are getting their degrees at the convocation, the real challenge has just begun. They are going into a world where their skills are acutely needed more than ever before,” the president said. “India does not simply have a mental health challenge… it is facing a possible mental health epidemic,” he said.Pointing out several reasons for this, he said the country was experiencing technological, economic and demographic changes that were transforming the nature of diseases.Kovind said in 2022, India would be celebrating its 75th anniversary of Independence and it should be ensured that by then at least those suffering from serious mental disorders have been diagnosed and have access to treatment facilities. “Let us take this up as a national mission,” he said. Also readDispleased with food packets being distributed, Prez Kovind stops speech midway The government, non-government sectors and all related public and private institutions need to contribute to this effort, he said, and asked the NIMHANS, as the country’s premier health institute, to draw a road map and to be the navigator towards achieving this goal. Observing that the shortage of mental health professionals was another major gap that the country has to address, Kovind said there were just about 5,000 psychiatrists and less than 2,000 clinical psychologists in the country. These numbers were very small, he said.”Especially for the purpose of diagnosis of mental illnesses, it will be advisable to use (the services of) physicians, psychologists who teach in colleges and educational institutions as well as auxiliary nurses and midwives who are at the front line of public health system across the country,” he said. On the NIMAHNS’s mental health survey, the president said the findings were alarming as 10 per cent of Indians have one or more mental health problem. In a nation of 1.3 billion people, that was a staggering figure. The number of Indians suffering from mental health problem was larger than the entire population of Japan, he said. He said the one of the biggest problems faced by those with mental and neurological issues was the stigma which lead to the matter being ignored or not discussed. In some cases it led to self diagnosis that could worsen the situation, he said, adding, “our society has to fight this culture of stigma”.”We need to talk about mental health issues and treat ailments such as depression and stress as diseases that can be cured,” he said. Other than conventional treatment, the role of counselling services and practices such as yoga and vipassana in helping those with mental health problems should also be explored with greater vigour, the president said. Karnataka Governor Vahubhai Vala, Union ministers Ananth Kumar and JP Nadda were present at the event during which sub- speciality block for Neurosciences, Medical Cyclotron facility and Intra-operative MRI with three operation theaters were inaugurated.

Puducherry Chief Minister V Narayanasamy today alleged that Lt Governor Kiran Bedi’s “style of functioning is more like a leader of opposition than an administrator” of the Union Territory.Addressing reporters here, Narayanasamy said although he had written to the Lt Governor asking her not to “overstep her constitutional and statutory limits” and not to “interfere in the routine working of the elected government,” she had been doing so.”I have written letters to her on more than 15 occasions registering protest against her style of functioning. Tiger from Bor tiger reserve killed in road accident

A young dominant male tiger from Bor Tiger Reserve became the latest casualty of ‘killer highways’ after it was found dead after being knocked down by a vehicle around 7.30pm on Friday, on the Nagpur-Amravati Highway stretch around 40 kilometers away from Nagpur. While the forest department claimed that as per primary investigations the tiger seems to be T2 but the confirmation would only be given after a detailed study of the stripes pattern during the post-mortem. However, wildlife experts and photographers confirmed that the tiger was T2 who was also famously nicknamed as Bajirao and several photographers had clicked his image.Digamber Chable a wildlife lover claimed that the tiger was hit by a vehicle on a dark patch near Bazaargaon area and it seems that it died immediately. “It was a young tiger and it’s sad that Maharashtra is losing tigers who are in their prime to road accidents,” he said. Also readAssam Shocker: Five elephants mowed down by train Dr Anish Andheria, President, Wildlife Conservation Trust (WCT) who has been one of the strongest voice demanding proper mitigation measures near wildlife corridor took to social media stating, “T2 (called Bajirao) was the most dominant male tiger of Bor, holding a huge territory that extended all the way to Kalmeshwar, a forest patch over 30 km from Bor. He shuttled between the two forests, unaware that the road that he crossed often will take his life.” He also said that the NH6 cuts vital corridor between Bor and Melghat and despite repeated appeals by conservationists no mitigation structures were built on not only this but also most of our killer roads. Wildlife experts have been calling for the need to build elevated roads near wildlife corridors. “We only wake up when a Tiger or Elephant is dead after being hit by a vehicle or Train but one should understand that over 90% of roadkills are never reported. No one accounts for the smaller mammals and reptiles that die traumatic deaths after coming under speeding vehicles,” said a wildlife conservationist adding that wildlife lovers and experts now need to show their force to the Government and demand that first no road be built through an important wildlife corridor and if there was no other option it be allowed only after proper scientific mitigation measures are adopted. As per Tigernet- the official database of the National Tiger Conservation Authority a total of 17 tiger mortality has been reported in the year 2017 making this the 18 death in Maharashtra.

Dy CM Nitin Patel wants portfolios back, threatens to quit

Deputy Chief Minister Nitin Patel has threatened to resign if he is not given all the portfolios he possessed in the previous government. The senior BJP leader wrote to Prime Minister Narendra Modi and BJP chief Amit Shah on Friday evening listing his demands.”In his letter, Nitin Patel, mentioned that he felt insulted as he has been given less significant portfolios. He has told the PM and Shah that he should get all the portfolios, including Finance and Urban Development, within two to three days or else they should accept his resignation,” said a BJP source. However, Patel has denied writing any such letter, but accepted that he has expressed his disagreement.Speaking to DNA, Patel said, “There is nothing wrong in asking for my portfolios back as it is about my self-respect. What is the point of being the deputy chief minister if I hold less important portfolios. I have aired my disagreement to the right person. I do not want to talk much on the issue, but will reveal everything when the time is right.”Sources said Patel also held closed door meeting with former chief minister Anandiben Patel. It has been learnt that she has assured him her support. “Anandiben was stung by Amit Shah and Vijay Rupani. Now, she would take this anti-Shah-Rupani movement into her own hands in the days to come,” said a senior BJP leader on condition of anonymity.

ASI finds Mughal-era paintings inside Red Fort’s Chhata Bazaar

The Archaeological Survey of India (ASI) has found rare Mughal-era wall paintings at Chhata Bazaar, set up by emperor Shah Jahan, inside the Red Fort, during lime plaster removal. India’s apex conservation body is now working on scientific treatment of the paintings.”The bazaar has been in use since the 17th century. There have been several coatings of lime plaster. After the removal of six layers, we started to see colourful patterns, well preserved in the seventh layer,” said ASI’s Dr DN Dimri. These are intrinsic floral geometric patterns in red, yellow, green and black — common during the Mughal era.Chhata Bazaar (roofed market) was earlier known as Bazaar-i-Musaqaf — ‘safaq’ means roof — as markets in those times were mainly open. This was one of its kind that led people directly from Lahori Gate to Naubat Khana and Diwan-i-Am, crossing through a fine exhibition of carpets, zari, velvets and even gold and ivories. The market still attracts crowds visiting the fort, but silk shops now mostly sell handicraft. The ASI’s work will take at least a year to complete as it is taking the layers off the entire ceilings and walls and applying chemicals to preserve the findings. There might be plans to copy the paintings on canvas for exhibition. “I had no idea that the walls are so pretty. Though they are all covered up with scaffoldings, I climbed up to see the work that and was amazed,” said Dharampal Nagar, a third-generation shopkeeper.

Kamala Mills Fire: Activist’s efforts go in vain

As the issue of poor fire prevention systems was highlighted after the Kamala Mills incident in central Mumbai, activist Vihar Durve said that the corporation and the fire department did nothing to prevent such incidents despite several requests.Since 2005, Durve has written over 100 letters pointing out the inability of the BMC and the fire department in implementation of the Maharashtra Fire Prevention and Life Safety Measures Act 2006.He also filed over 200 RTI applications to the various departments of the BMC and fire asking about the status of its implementation. “Fire safety is compromised at all levels in the city as those who run big eateries easily bribe the corporation and get away with the violation of norms. Eleven years after the act for fire safety came into effect, there has been no action on those who do not follow the requisite norms putting the lives of ordinary people at stake” Durve told DNA.In a response to one of the RTIs filed by Durve, the Mumbai Fire Brigade stated that between 2012 and 2015, a total of 1,090 people were injured while 634 people lost their lives in fire-related incidents. The response also stated that the fire department had issued notices to a total of 1,502 owners/occupiers of premises that were not complying with the fire safety norms.Durve said that when asked about the details of compliance for each of the surveyed eateries between 2012 and 2015, the reply stated that the corporation did not have the consolidated details of the same.Another RTI put before the Indian Audits and Accounts department revealed that there was no audit of the fire and disaster management department between 2013 and 2015. “Even after writing to all the authorities and the Chief Minister consistently, there was no seriousness in implementing the 2006 guidelines” he said.
