The year that saw rise of Congress and agitations

Looking back at 2017… One sees a politically eventful year, a year made up a series of events that have led to a mobilisation of various sections, especially the farmers and the Dalits. The discontent in these sections was successfully harnessed in the form of agitations that not only put the government’s problem solving skills to test but also created a situation wherein the agitators managed to get the upper hand as they entered into agreements with the government.The year that has passed has seen the Congress rise like the phoenix. The party that was reduced to redundancy in last elections has grown to be a force to be reckoned with. The opposition party has managed to catch the fancy of the rural population with its incessant raising of the farmers’ issues. It today has the distinction of being a state that is home to four of Rahul Gandhi’s close aides; CP Joshi, Bhanwar Jitendra Singh, Sachin Pilot and the newly added Ashok Gehlot.Congress also made its relevance felt nationally by striking emotional cord. The name for Rahul Gandhi as AICC president was proposed in Jaipur. It was projected as the logical action in the city where Rahul took charge as party vice-president.All through 2017 the die has been cast. It has laid the foundation for the years to come. The year that passes by has managed to fuel discontent to such a level that the run down to the assembly polls at the end of 2018 will be interspersed with protests and agitation.Discontent among the castes was on the rise all through the year. With no concerted effort to contain, it escalated and spread. The Gurjars, Jats and Meenas under Kirori; have an axe to grind with the present government. Rajputs and Brahmins have their own issues. This caste cauldron, while being a political irritant spells trouble for the social fabric too.As the year prepares to fade out, both BJP and Congress have decided to adopt the Gujarat model. The poll preparation will be on the lines adopted in Gujarat. Congress with its offensive campaign and the BJP plans to decentralise to the booth level to ensure each vote.

This is how you will get killed if you smuggle and slaughter cows because people have reverence for cows.)Daring the PMThe occasion was of celebration for the party as a post office passport seva kendra was being inaugurated in Kota, but the BJP MLA from Ladpura in Kota thought it to be the opportune time to press for airport demand. He declared, “Kota airport is apparently meant for political leaders and general public of Kota as only small aircraft of political leaders can land here. We will not let aircraft of VIPs land in Kota even if the aircraft of Prime Minister arrives here.”Nose that made newsDuring the controversy created over the Sanjay Leela Bhansali movie Padmavati, Mahipal Makrana, the state president of Shri Rajput Karni Sena issued the dire warning to chop off Deepika’s nose, “Rajputs never raise a hand on women but if need be, we will do to Deepika what Lakshman did to Shurpanakha.”Clarion callWhen asked about the encounter of the gangster Anandpal Singh by Rajasthan SOG, the state home minister Gulabchand Kataria said, “I was sleeping and not aware about it. The chief minister called me and informed me about it.”

A happy New Year for 100 bureaucrats

The New Year brought good news for 100 bureaucrats as government approved of their promotion. In official orders released on late evening of December 31, 40 IAS, 44 IPS and 16 IFS were promoted.Following the promotion, two 86 batch IAS Deepak Utpreti and SK Agarwal were elevated to post of additional chief secretary from principal secretary at their respective departments. They along with Yaduvendra Mathur and Sanjay Dixit of the same batch have been promoted to chief secretary pay scale.IAS JagdIsh Chandra Desai had his designation changed from director to commissioner of Child Empowerment Department while IAS Suchi Sharma became commissioner ICDS from director earlier. They along with eight others have been promoted to super time pay scale. Of these, Jagdeesh Chandra Desai has received a double promotion.Promotions also shined on the police cadre and IPS Govind Gupta, Sunil Dutt and Amrit Kalash were promoted to additional director general pay scale from IG scale earlier.The promotions are expected to be followed with change in postings, even as except for six IAS the remaining officials have been asked to continue with their current designations till further orders.CS NC Goel conveyed good newsOn his first day at office, CS NC Goel was accompanied with the news of promotion orders. Before he left the office, he called up a senior IAS and told him of the promotions been approved by the chief minister. It was minutes after that the list was officially declared by department of personnel.

When we speak of Gujarat polls, the recent visits of political stalwarts to Somnath Temple had created a ripple which is so very vivid still in our minds. A healthy relation between those in power and a mahant reflects peace in society. While the party will try to ensure that its popularity remains intact, blessings of the mahant from the Lord’s house will remain as an icing for a better tomorrow. And in Rajasthan, for any auspicious and momentous event, political parties, irrespective of the colour, industrialists and the aam aadmi seek the blessings of Moti Dungri and the Mahant.”

Rajasthan elections 2018: Rajasthan Kiska?

Rajpath – the road leading to Vidhan Sabha – is the smoothest driveway in Rajasthan. But in the coming year, the ‘Path’ ahead towards ‘Raj’ is a bumpy one for Vasundhara Raje; who faces the fiercest battle of all times.In fact, the 2018 elections will decide the political future of two stalwarts of Rajasthan politics. And for the one who loses, it may well be the end of the road or being relegated into ignominy.Raje, who turns 65 in the coming year, will have to give her best to comeback as chief minister for the second successive time. Similarly for former chief minister Ashok Gehlot, who crosses 67, it will be the last chance to claim the state.For Gehlot, it is a fight on two fronts. One within the party for a consensus about him and secondly against Raje who enjoys an edge due to being in power.The young chief of Congress in the state, Sachin Pilot too has a nerve wrenching year ahead. He has to move out of the shadow of the glorious political legacy of his illustrious father Rajesh Pilot and prove his mettle. Keeping up the traditions, Sachin is a close aide of Rahul Gandhi, just as his father Rajesh Pilot was to Rajiv Gandhi.And this year’s electoral challenges begin in the first month itself as the three bypolls are scheduled for January 29. The poll momentum will escalate over the months to culminate in the assembly elections close to the end of year.However, Raje looks confident as the sun rises to salute the new spirit of the election year. Her path breaking initiatives and welfare schemes to especially benefit the destitute, the old and the women have gone down well with the public. All eyes will be on Raje’s dream projects that could easily help her win elections hands down.MILESTONES TO THE ROAD TO POWERRing RoadAfter years of inaction, the ambitious Ring Road is again back on track. Raje used her influence to bring in central road agency NHAI to take over this ‘contentious’ project. Her proximity with union surface transport minister Nitin Gadkari did the trick for the state.Dravyavati River FrontThis is again her ambitious project which is fast ‘galloping’ towards completion within the stipulated time. If it meets the target date, Drvyavati River Front will surely flow in votes for BJP government.Barmer RefineryThe Rs 43000-crore refinery, which is likely to be laid down this month by Prime Minister Narendra Modi, will be testimony of the grit and determination of Raje, who reworked the financials of the proposed refinery in favour of Rajasthan before taking it out of drawing board. The upspin in economic activities and employment generation with setting up of refinery will tilt the balance in favour of BJP.Air connectivityAfter giving super highways with investment worth thousands of crores, Raje looks sky wards. Aiming to conquer the sky, she has started air services connecting places of her importance like Jaisalmer, Kota, Udaipur and Kishangarh. She has more routes in her plans which would end up making a robust air connectivity to Rajasthan. Prosperity then would take an aerial route, covering the shortest distance.Jal SwavlambanAnother pet project for Raje, Jal Swablamban, aims to recharge ground water and revive old baories, will have to pass through summer test this year. If her efforts succeeds in weathering water deficit this season, Raje will have more chances to strategise meeting water requirements for 5 more summers.Stumbling BlockIf the projects fail, the poll equations might tilt in different directions. Also, it would much depend on how the chief minister handles farmers agitation and appease Gurjars who are again raising voice against the High Court’s decision which has barred them from getting 5% quota benefits. This year, as Raje has indicated in her interview after completing 4 years, will be more of implementation than fancy announcements.In a relay race, last leg is vital. If the athlete races, deficits in previous stretches not only get covered but also offer a chance to grab the Gold. Raje apparently is a firm believer of this.

45-year-old mom drives e-rickshaw for daughter’s education

Do not be surprised if you spot a lady driving an e-rickshaw, offering you a ride in the city.Dressed in a pink half-sleeve shirt over her saree, 45-year-old Sonalben Joddha, a resident of Asarwa, is a new driver who has come out of her societal norms. Her only aim is to afford education for her daughter.One of these days, you may spot her outside the Flower show organized by the Ahmedabad Municipal Corporation (AMC) at Sabarmati riverfront, ferrying senior citizens.With a smile on her face, Sonalben’s enthusiasm is what attracts many. Quick enough to spot senior citizens and those who need help, Sonalben approaches them to offer a ride.She says, “I am connected with an NGO called ‘Sakhi group’ in the city and have been making ‘Kheechu’, a Gujarati dough used to make papad, since many years. Before six months, the NGO informed us that e-rickshaws are being given at low-interest rate along with training to promote greener city.””It was then I got interested and bought this rickshaw for Rs 96,000 on loan. We were given training and a license was issued. I was one of the 12 women who received this rickshaw and training from Ahmedabad.”The e-rickshaw has changed Sonalben’s life who used to earn Rs 3000 a month by stitching clothes. “Since five months, I have been driving this rickshaw and earn nearly Rs 1200 a day. It is a great relief to me as I am able to educate my daughter who is studying nursing.”Sonalben drives the rickshaw from Asarwa to Shahibaug from 10.00 to 4.00 pm after which she takes an hour break and resumes to her second job.”I make Kheechu in evenings and work till 9.00 pm every day.” My husband and my son also work. My son does two jobs but is not enough to run our family which is why we all are working hard.”When asked whether she faces any challenging incidents daily, she smiles and says, “Yes, I do. There are passengers who are very nice, whereas there are some who are not. I think I’m able to handle.”Speaking about the initiative, Shailendra Sharma, who has founded haalo.online along with his wife, Shagun, said: “Our initiative is women-driven GPRS enabled electric vehicles on rent that ensures a safe and clean system of transportation in city. To promote our aim, we have deployed two of our electric vehicle services to senior citizens for free at a flower show.”

Surat-based student makes solar dustbins

A Surat-based student has developed a solar run bin. Termed as an intelligent bin, the bin works on a sensor-based technology which compresses garbage into a bin.Milan Patel, a mechanical engineering student of CK Pithawalla College of Engineering and Technology, has designed the solar based smart dustbin. Apart from the sensor, the bin has a battery, a solar panel and a compressor. “When Prime Minister Narendra Modi envisaged the Clean India concept, I also thought of contributing to society in a noble way. Hence, I came up with the idea of a solar-based smart dustbin,” said Milan.”If the bins are kept at points across every street, a lot can be changed. Also, it will save the fuel cost as it has six times more storage than the normal bins,” said Milan.Patel says the capacity of the 120-litre bin will cost around Rs11,000. Patel presented his idea for at the event of Smart Villages & Cities Innovation Challenge, organised by Confederation of Indian Industry in Ahmedabad. The event was held on Thursday, where 15 shortlisted students gave presentation of their innovative ideas.Students across the state were asked to develop or design some projects for a smart city which could make any difference in society. 74 projects were received at CII from different colleges. Out these, around 15 were churned as innovative models. Professor Anil Roy of Dhirubhai Ambani Institute of Information and Communication Technology screened all 74 received project and found 7 projects plagiarised. He also found 15 projects good and may be able to make a difference. The shortlisted projects were for waste energy, smart streetlight option, automated railway track alters, streetlights in farms, smart farming etc.

If you have diabetes and hypertension, forget that you can rely on your mediclaim or health insurance policy in emergency, if the policy is not at least four years old.The Gujarat Consumer Dispute Redressal Commission has ruled that if one goes for any surgery within four years of buying an insurance policy and claims refund, it will be considered to be in violation of terms and conditions and the person won’t be entitled to health/medical claim. The commission also set aside an order by the Junagadh forum.”There is an error in the conclusion of the forum in directing the United Insurance Company Limited to pay health claim to complainant Mahendra Vazirani. As per the policy conditions, even though a disclosure is made about diabetes and hypertension, insurance benefits can be extended only after four years,” the commission concluded.It added, “In the present case, the complainant underwent a bypass surgery within two years of buying the health insurance policy. It clearly establishes the violation of the terms and conditions of the policy; so the complainant won’t be entitled to a claim.”The commission’s judicial bench of members VM Chaudhary and MD Gadhvi, while allowing the appeal of the insurance company, opined that there is merit in its submission that diabetes has a direct relationship with hypertension. In support of its contention, it cited the National Commission’s order in LIC vs Srimati Shashi Bala.In this case, complainant Mahendra had subscribed to an individual health policy from the insurance company for 2009-2010. On August 13, 2009, he underwent an angiography, after which he was asked to undergo a bypass surgery. He was operated upon at a Nadiad hospital and he had paid a medical bill of Rs1.20 lakh. As he had a health insurance policy of Rs1 lakh, he said he was entitled to 70 per cent of the insured amount.However, the company rejected his claim citing pre-existing diabetes and hypertension which he had disclosed while buying the policy.An aggrieved Mahendra then approached the Junagadh forum which then asked the insurance company to pay the claim amount. 65% vehicles in Ahmedabad yet to get HSR plates

Though the Supreme Court in 2013 made High-Security Registration Plates (HSRP) mandatory for vehicles, only 25 lakh vehicles of the total 70 lakh vehicles in Ahmedabad city and rural have installed HSR plates, while the remaining 45 lakh vehicles are still to get them.On December 28, the state government issued a January 15 deadline for vehicle owners to replace their old number plates with HSRPs or be ready to pay penalty. Two-wheelers and three-wheelers will be fined Rs89, while four-wheelers and heavy vehicles will have to pay Rs150 if they are caught without HSR plates on them.GS Parmar, Regional Transport Officer, Ahmedabad, said, “HSR plates have been mandatory for vehicles since 2013. Every vehicle registered in RTO after 2013 have HSR plates installed. But the ones registered before 2013 are still to get them. Very few old vehicles come to install HSR plates. Now that a deadline has been issued, we are expecting the older vehicles to come to us to get them installed. Our staff is working on most Sundays specifically for HSRP work, but most of the time no one turns up.”According to an RTO source, till mid 2016, RTO had trouble installing HSRPs on old vehicles. During transfer of vehicles or new registrations, fresh data is entered in RTO’s system and it is linked to HSRP unit through which vehicle owners get the plate. However, it was not possible for old vehicles as the RTO didn’t have the system to update the data of old vehicles due to which the process was halted till mid 2016.”We faced difficulty tracking old vehicles because their data was registered manually. Now, even those data have been transferred to the system, and we can install HSRPs on them,” added Parmar.

Speak up Delhi: This winter, govt swings into action to provide warmth to homeless

As the cold wave intensifies in north India, the minimum temperature in Delhi drops to 6.4 degree Celsius. Taking this opportunity to help the homeless the Delhi government has once again rolled its ‘Winter Action’ plan to provide aid to the needy people. Delhi Chief Minister Arvind Kejriwal recently announced that additional bunk beds, geysers would be installed at the city’s many night shelters to ensure that homeless people do not die in the winter chill. Even the department of health started its drive to provide medical treatment to the homeless. In order to accommodate the families of patients, All India Institute of Medical Sciences (AIIMS) opened the subway where around 300 people waiting outside the hospital took refuge during on Saturday night. According to the officials, no deaths have been reported so far. People can call the Delhi Urban Shelter Improvement Board (DUSIB) control room for information on the homeless. The agency has also launched a Rain Basera mobile app, which can be used to upload photographs of the homeless with their location.In 2001, the Census pegged Delhi’s homeless at 21,895 while an independent study by Ashray Adhika Abhiyan in 2000 claimed the number stands at 52,765. The 2011 Census found that there are 46,724 homeless people in the city. The same year, the Supreme Court Commissioner’s Office (SCCO), DUSIB and other NGOs conducted an enumeration of the homeless population and found the figure to be 2,46,800.DUSIB has 83 permanent night shelters, 113 porta cabins and 55 temporary shelters, which can together accommodate around 20,000 people.In 2014, the then Lieutenant Governor Najeeb Jung had ordered that subways in areas with a dense homeless population, such as AIIMS and Kashmere Gate, be opened for the homeless during winter — providing some respite from the cold for those sleeping outside AIIMS. This year, however, subways at both locations are locked every night.HELPING THE NEEDYDUSIB has 83 permanent night shelters, 113 porta cabins and 55 temporary shelters, which can together accommodate around 20,000 people. There are an estimated 40,000 homeless people in the capital but a little more than 10,000 use these shelters. EXPERT SPEAKWe have asked the medical teams to visit the shelters twice a week. 3 of family found dead at home

A couple and their eight-year-old son were found dead while their 12-year-old daughter was found in an unconscious state at their residence in the Chhawla area of southwest Delhi on Sunday morning.Prima facie, it appeared the man tried to kill his wife, son and daughter before killing himself. The daughter survived. A note recovered from the house stated that no one should be held responsible for the incident.Ajay Kumar lived with his wife Manju and their children Magan, 8, and Chetna, 12. Ajay’s mother also lived with them. The police said Ajay’s elder brother, who lives in the adjacent house, called them around 10 am.They said sons of Ajay’s elder brother had come to call Magan for a game of cricket. They told the police that they found their uncle hanging by the ceiling fan while their aunt and cousins were lying unconscious, with injury marks on their necks. Chetna was found in another room with similar marks.The police arrived and rushed them to hospital, where Ajay, Manju, and Magan were declared dead on arrival. Chetna was shifted to the ICU, where she is now recovering. Ajay’s mother was sleeping in another room at the time of the incident.Ajay’s elder brother had committed suicide a year-and-a-half ago. After his brother’s death, Ajay had agreed to take care of his two sons, who had also shifted next to their house.Shibesh Singh, DCP, Dwarka, said in the suicide note, Ajay addressed his mother and sister. “He apologised to them for taking the extreme step and killing his children. He did not mention any financial constraints but we are exploring all possible angles. He even sent out messages through his phone to several people, stating that it was his ‘last message’. He worked as a property dealer in the area,” Singh said.

Allot vacant houses to poor: Hardeep Singh Puri to CM Arvind Kejriwal

Union minister Hardeep Singh Puri has requested Chief Minister Arvind Kejriwal to intervene in the matter of vacant houses in Delhi and get an action plan prepared to allot them to the poor.In a letter to the chief minister recently, Puri said all-out efforts were being made to provide houses to all poor in urban areas and so, “leaving completed houses unalloted to eligible beneficiaries or keeping the houses incomplete is a waste of resources”.He noted that the housing and urban affairs secretary had earlier written to the Delhi chief secretary, requesting for an action plan for utilising all completed/incomplete and unoccupied houses constructed under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) by March 31, 2018.However, a response is awaited, Puri said.“Since no progress has been made in this regard so far, I would request your personal intervention to get an action plan prepared to complete and allot the houses constructed under JNNURM to eligible beneficiaries under that scheme or Pradhan Mantri Awas Yojana (Urban),” Puri added.JNNURM was a massive city-modernisation scheme launched by the previous UPA government in 2005. However, it was replaced by the Atal Mission for Rejuvenation and Urban Transformation after the NDA government came to power in 2014.Puri also referred to a media report that said nearly 26,000 flats built for the poor remained vacant in the absence of a uniform rehabilitation policy in Delhi.“I’m informed that vacant houses mentioned in the report pertain to the houses built under the scheme of Basic Services to Urban Poor (BSUP) of JNNURM in Delhi.“I’ve been informed that 16 BSUP projects involving the central assistance of Rs 1163.04 crore for construction of 55,424 houses were sanctioned for Delhi under JNNURM,” Puri said.Out of these, 31,424 have been constructed and only 2,201 houses have been allotted, he said.

JeM turns to local cadres for fidayeen recruits

The two fidayeens killed in the CRPF camp have been identified as local recruits who had joined terror ranks barely two to three months ago. This throws light on the imminent danger that awaits as the Jaish-e-Mohommad (JeM) is adding a dangerous dimension to the ongoing unrest by turning local cadres into fidayeens (member of a suicide squad).CRPF spokesman Rajesh Yadav identified the fidayeens as Fardeen Ahmad Khanday of Nazeenpora, Tral, and Manzoor Ahmad Baba of Drubgam, Pulwama in south Kashmir.In a clear departure from the policy of using Pakistan nationals as fidayeens to storm camps, the Jaish has used two local boys to carry out a suicide attack. And, it is after decades that locals have carried out a fidayeen attack in Kashmir.Fardeen was a 16-year-old school dropout and the son of a policeman from Tral area, who had joined terrorism a few months ago. Baba had also joined terrorism hardly two months ago. In fact, Baba’s family had made an emotional appeal for his homecoming, taking cue from the footballer turned militant Majid Khan, who returned after his mother made a fervent appeal.Additional Director General of Police, Kashmir Zone, Munir Ahmad Khan, however, told DNA that they are still in the process of identifying the fidayeens gunned down in the incident.Five soldiers, including an officer, were killed, while three others were injured when a group of heavily-armed JeM fidayeens stormed the highly-secured Central Reserve Police Force (CRPF) training facility in south Kashmir’s Pulwama district on Sunday.JeM claimed the attack. A JeM spokesman called up local news agencies to stake the claim. He also ridiculed Operation All Out, launched by the security forces earlier this year to eliminate terrorists.

Rape, dowry cases go up, other crimes against women dip

The Gautam Budh Nagar district has witnessed a 150 per cent hike in the number of rape cases while dowry deaths have gone up by 300 per cent compared to 2015.However, the overall cases of crimes against women (CAW) have seen a marginal decline in 2017 compared to the previous year. A total of 959 offences against women were reported in the district this year, as against 1,047 cases in the previous year and 638 were reported in 2015.A total of 93 rape cases were reported in the district this year, as against 37 in 2015 and 74 in 2016. Similarly, cases of abduction under Section 363, 366 of the IPC have seen a jump from 216 to 270 which were 193 in 2015. This figure also includes the abduction of minor boys.The number of dowry deaths under Section 304B of the IPC has also increased from 22 to 32 this year which was only 8 in 2015. The POSCO Act cases have declined from 110 to 98 which were 38 in 2015.Speaking to DNA, Preeti Bala Gupta, Superintendent of Police (crime), Gautam Budh Nagar said that the police are trying every possible way to make women feel safe.”Police are proactively working on each and every aspect leading to the safety of women to curb offences against them. We have successfully managed to pull down the overall offences against women compared to 2016, but the rise in cases of rape and dowry deaths is a cause of concern for us,”Gupta said.She further added that after the formation of the anti-Romeo squad, the number of cases of sexual harassment (354 IPC) and passing lewd remarks (294 IPC) have come down compared to 2016.Cases of sexual harassment have come down from 193 to 162, however, the number has gone up compared to 120 in 2015. While cases of passing lewd remarks have reduced from 47 to 4 which were 6 in 2015.Gupta further explained that the increase in the number of cases of violence at homes is a result of women coming forward and registering complaints which was not a case earlier.

Lodi Garden’s forgotten Baoli

Kyun mata-e-dil ke lut jaane ka koi gham kare, Shahr-e-dilli mein to aise vaqiye hote raheThe national Capital is like ‘Phoenix’ – a city which has been destroyed several times but has revived itself every time from the ashes. The city still holds impressions, in the form of structures/monuments, of all its bygone eras. While some of the structures have been revived over the time, few have completely lost their identity. One such forgotten structure is the Baoli, or stepwell, which once existed in the Lodi Garden, but got lost in colonial landscaping.A first monument list created by Maulvi Zafar Hasan, an archaeologist with the Archaeological Survey of India (ASI), worthy of preservation in 1916, refers to the Baoli in need of attention. Hasan’s list features 1,317 buildings in the Capital, of which 174 are currently protected by the ASI. While Hasan did not include the Baoli in his list, but he has written about it in his book ‘Monuments of Delhi, Lasting splendour of the Great Mughals and Others’.”To the North-East of the Sheesh Gumbad are the remains of a garden, the four walls of which, brick built, are broken in several places. The double-storeyed entrance is in no better condition. To the south of the latter is a mosque also ruined and neglected. The Baoli in front of the entrance outside the enclosure is in the same condition. In the center of the garden is a small brick-built enclosure furnished with arched openings, apparently intended for a tomb but now containing no grave.”The Baoli and the mosque came under the’Khairpur’village area back then. In 1936, Lady Willingdon, wife of the then Viceroy of India, got the villagers relocated and landscaped the garden which was then known as’Lady Willingdon Park’. It is believed that the Baoli was also landscaped around that time. But, its name was changed to Lodi Gardens post-independence.”There are such Baolis lost in time, most important being the ‘Palam’ and ‘Khari’Baolis, but we may never be able to unearth them due to the dense settlement around them. However, we should still try and revive this Lodi Garden Baoli. If the ASI and the government decide to restore these structures, they would attract a lot of visitors,” says Vikramjit Singh Rooprai, a heritage activist.A total 25 Baolis have been identified by historians in Delhi, of which 11, including Hauz Khas Enclave Baoli are not accessible to the public. Of these 25, 12 can be easily revived.

Govt raises health expenses of ex-servicemen

After the widow of a Kargil martyr died at a Sonipat hospital after the medical staff allegedly refused her treatment for being unable to procure her Aadhaar card, the Central government has raised health costs of ex-servicemen.A notification issued by the Ministry of Defence on December 29, has set new rates for the Ex-Servicemen Contributory Health Scheme (ECHS) increasing premiums by about 100 per cent. According to the new rates, a retired soldier and his equivalents in the Navy and Air Force will now have to shell out Rs 30,000 instead of Rs 15,000, earlier. The new rates of premium for junior commissioned officers (JCOs) have been notified as Rs 67,000, from Rs 30,000. For officers also the contribution has been increased from Rs 60,000 to Rs 1.20 lakh.On Sunday, Major General (rtd) Satibir Singh, Chairman of Indian Ex-Servicemen Movement (IESM),described the notification a double blow to soldiers, who are already angry with the government for not abiding by its commitments on one-rank-one-pension (OROP).He said, the step would add a burden on jawans and affect their morale. He has written a letter to all MPs asking them to raise the issue in the ongoing session of Parliament. Responding to their letter, main Opposition, Congress, said that they would raise the issue once Parliament reassembles on Tuesday.Party spokesperson Sushmita Dev said her party will question the government, whose leaders frequent forward areas to celebrate various festivals witht the soldiers, but, fail to attend to their basic needs.Launched in 2003, the ECHS enables ex-servicemen pensioners and their dependants to seek treatment, not only in service hospitals, but also in empanelled civil and private hospitals. The payment of the hospital bills is initially borne by the ex-servicemen, but, after the treatment, the amount is reimbursed once a claim is filed with the ECHS authorities.The scheme is currently providing healthcare to 52 lakhs beneficiaries.In a letter to the MPs, the IESM has also pointed out four anomalies arising out of the government’s OROP notification issued on November 2015. It also said that one man judicial committee report submitted to the government in October 2016 has been kept under wraps. General Singh further stated that out of 7.82 lakh vacancies reserved for ex-servicemen in the government, only 70,000 have been filled so far. He said the war veterans are drawing a paltry sum of Rs 3,500 per month, and asked the MPs to discuss the woes of the soldiers in Parliament. “We had brought the issue to the notice of the government through various communications and in-person through meetings, but there has been no redressal so far,” he said in his letter.‘PALTRY SUM’Out of the 7.82 lakh vacancies reserved for ex-servicemen in the government, only 70,000 have been filled so far. The war veterans are drawing a paltry sum of Rs 3,500 per month.

Delhi High Court convicts man for rape of minor wife

A letter written by a minor Hindu wife from Nari Niketan to her Muslim husband lodged in jail on charges of kidnapping and raping her, led the Delhi High Court to acquit him of the abduction of his minor wife, though it upheld the sentence for raping his below 15-year-old wife.The story is a perfect plot for a Bollywood flick where a minor Hindu girl falls in love with an adult Muslim man. Both of them decide to marry but their religions were a hurdle. Madly in love, both decide to elope.However, the parents of the girl lodged a missing complaint soon after her disappearance in 2008 and after eight months their daughter was found with the man. When asked, the duo said they married each other and also gave a Nikahnama to prove their relationship.The girl said that she had gone with the accused on her own will. She also refused to go along with her parents following which she was sent to the Nari Niketan. The man was arrested and a chargesheet was filed against him under sections 363(Punishment for kidnapping), 366 (Kidnapping) and 376 (rape).The trial court found Sunil Khan, the accused, guilty and sentenced him to seven years of imprisonment for rape among other sentences. Khan filed a plea against his conviction following which Justice Pratibha Rani found that the girl had gone with her own consent with the accused, so it cannot be called abduction. The court also found that the girl had written letters to the accused while he was in jail. It said that the girl had ultimately agreed to accompany her parents only on the condition that no harm would be caused to her husband.”Her categorical admission that she was in deep love with the convict is also reflected in the letter sent by her to the convict from Nari Niketan, expressing her love and full support to him in the situation they were placed. She even informed him that she had been medically examined to ascertain her bony age, which was estimated to be 18 years,” the court said adding that the investigating officer has not preferred to clarify the situation in this regard.However, the court upheld the sentence awarded to the convict for raping his wife, who was below the age of 15. It modified the sentence for the offence to rigorous imprisonment of two years and since the convict had already served the punishment, he was let free.”It is the case of the prosecution that on the date of leaving the house she was aged about 13 years. Thus, at best, prosecution’s case can be that the convict had physical relations with his wife who was below 15 years of age,” the court said.PARENTS COMPLAINThe parents of the girl lodged a missing complaint soon after her disappearance in 2008 and after eight months their daughter was found with the man.

Activists file police complaint against bullock cart race

An animal rights activist has lodged a complaint with Kashimira police station after a video of bullock carts racing on the Mira-Bhayander Road went viral on social media. The 28-second long video was shot on December 25.”I was shocked on watching the video as the race was being carried out on the busy Mira-Bhayander road at around 4.30 pm. It was fortunate that an animal lover who saw this happening decided to shoot the video otherwise there would have been no proof. What is even more appalling is the fact that the police had no information about it,” said Shakuntala Majumdar, President of Thane Society for the Prevention of Cruelty Animals (TSPCA) who submitted a formal written complaint on Sunday.The video captures two bullock carts racing on the stretch of road between D-Mart towards Silver Park signal, while the audience shouts and cheers. One cart has three men riding it while the other has four. As they ensure that the bullocks run as fast as they could, the cart with four men skids and one by one all the four fall even as the bullock with the cart swerves left.Majumdar said that the entire act is not only a violation of the order dated October 2017 of PIL No 23132 of 2017 of Bombay High Court which bans bullock cart racing in Maharashtra unless permissions have been granted by the authorities.”Apart from being a contempt of court, this activity is completely illegal as per the Prevention of Cruelty to Animals Act 1960. Going by the fact that there is evidence that the bullock cart slipped and people fell off, I have also asked the cops to register a case under Section 188 because the race on a public road could have caused danger to human life and safety,” added Majumdar and stated that the cops now need to investigate the matter and take action as per law.A cop from Kashimira police station said that they were busy with security deployment for New Year’s Eve and would investigate the matter from Monday.

Sources said that with the four new Bombardier rakes coming in, not only will the commuters get newer rakes but also more services.Confirming the same, SK Jain, Divisional Railway Manager (Mumbai), Central Railway said, “We will be introducing 24 new services on the Harbour line by the end of this month.”Currently, the CR operates 590 services on the Harbour line, 232 on the Trans Harbour line and 838 services on the Main line daily. On a daily basis, MahaRERA receives several complaints from homebuyers. While some are amicably settled between the buyer and developer, the authority does gives out decisions in cases of conflict. Until now, there was no proper tribunal where one could challenge the order of MahaRERA and thus a demand from various forums that a tribunal be set. However, some are still unhappy as they were expecting a full-fledged and permanent tribunal not a designated one. "Something is better than nothing but we were expecting a permanent tribunal to look into appeals. We had brought out the issues pertaining to having a designated one and also wrote to the CM regarding the same in the past," said Adv Shirish Deshpande, Chairman, Mumbai Grahak Panchayat.”

The government has designated the responsibility to Maharashtra Revenue Tribunal located in Mumbai. The housing department released a notification on December 28 informing on this development.On a daily basis, MahaRERA receives several complaints from homebuyers. Western Railway faces real test as AC local runs up to Virar today

The Western Railway (WR) braces for a challenging first day of 2018 as it is the D-Day to operate the newly inaugurated air-conditioned local train up to Virar. On Sunday, WR officials were busy with the final checks of the AC locals as beginning Monday, the local will run for 60 kms.Over the past two days, the WR carried out basic maintenance checks and inspection in the AC rake. “Primary checks were carried out. The AC train will run on the Churchgate-Virar route as scheduled,” said Ravindra Bhakar, Chief PRO, Western Railway.After its launch on December 25, up to December 29, the AC local ran six services daily which will be upped to 12 services from January 1. Of these, eight services will run the Churchgate-Virar stretch and the remaining on the Churchgate-Borivali route. As per the decided schedule for the AC local, authorities will operate one service each during the morning and evening peak hours.Initial runs from the last week have mostly received negative feedback from commuters owing to the high fares, while some are of the opinion that the AC local is eating into the regular train services. “By replacing the existing local train services on the Churchgate-Borivali route with the AC train, almost 50,000 people have been affected,” said passenger activist Anil Galgali. Authorities are even more concerned about reactions once the AC local runs up to Virar.”The Railways should have at least lowered the fares. Who will spend Rs 205 one way from Virar to Churchgate when a second class season pass can be bought in almost the same amount,” said A Parab, a resident of Virar.A monthly pass for the AC local from Churchgate to Virar will cost Rs 2,040, fortnightly Rs 1,555, and weekly Rs 1,070. The daily ticket up to Vasai and Bhayander will cost Rs 195 and Rs 175 respectively. Between Churchgate and Virar, the AC local will halt at Mumbai Central, Dadar, Bandra, Andheri, Borivali, Bhayander and Vasai. Pulwama: Five CRPF jawans killed in JeM attack, 2 terrorists neutralised

In a pre-dawn strike, five CRPF men were killed when heavily armed terrorists carried out suicide attack on a camp of the paramilitary force in Pulwama district of south Kashmir, officials said.This is first time local terrorists carried out a suicide attack, which has been claimed by Pakistan-based Jaish-e- Mohammed. CRPF spokesperson Rajesh Yadav said the two terrorists are Manzoor Ahmad Baba from Drubgam (Pulwama) and Fardeen Ahmad Khanday from Nazeempora (Tral). Khanday is the son a serving policeman. “Five CRPF jawans have been martyred and three others are injured. The bodies of two terrorists have also been recovered. We believe another terrorist has also been killed but the body has not been retrieved,” Yadav told PTI.Also readPulwama encounter: 5 CRPF jawans martyred, 2 terrorists killedThe paramilitary force’s officials in Delhi said the two terrorists are reportedly from Jaish-e-Mohammed and their bodies have been recovered with arms and ammunition. Yadav said the deceased personnel are Inspector Kuldip Roy from Hamirpur (Himachal Pradesh), Head Constable Taufail Ahmed of Rajouri (J&K), constables Sharief-ud-din Ganaie of Chadoora in Budgam (J&K), Rajendra Nain of Churu (Rajasthan) and P K Panda of Sundargarh (Odisha). He said while Roy died of heart attack during the gunbattle, the four others succumbed to bullet injuries.The injured personnel are constables Narendra Kumar, Malam Samadhan and Mala Ram, he said. “One or two terrorists are still holed up but firing has stopped. Forces are still continuing the search operation,” he said”The heavily armed terrorists stormed the camp at about 2 AM. They were armed with under-barrel grenade launchers and automatic weapons. Delhi transport dept may use QR codes to track autos, cabs

With an aim to boost passenger safety, the Delhi Transport department is working on a QR code based system to keep a tab on the autorickshaws and cabs plying on city roads.The department would set up a control room at its headquarters in Civil Lines, so that autorickshaws and cabs could be tracked while ferrying passengers, a senior official of transport department said.QR code stickers on cabs and autorickshaws would enable the passengers to have the details of the driver which they could also share with others through their smartphones.It would also give details of the GPS installed in the vehicle. The details of driver and GPS will help in case a passenger, specially women, face any distress while commuting in the vehicle, the officer said.Nearly 90,000 autorickshaws and over 60,000 cabs ply on city roads but only around half of them have GPS. Mandatory installation of GPS will help the department watch the routes taken by the vehicles, he said.QR code stickers are two dimensional barcodes that bear the details of the product on which they are affixed or printed.

We have no connection with the restaurant. We don’t know why we were arrested. I have no idea where the owners are,” Aditya told ANI. The Brihanmumbai Municipal Corporation (BMC) yesterday lodged a complaint against two Kamala Mills pubs – ‘1Above’ and Mojo’s Bistro – in connection with the midnight blaze. Mumbai’s Byculla Police, then, registered a case against the uncle of Sanghavi brothers, the absconding accused and owners of ‘1Above’, for allegedly shielding them in connection with the fire.The case was registered under Section 216 of Indian Penal Code (IPC). One a sporting icon with demi-god status who is rarely away from the headlines and the other a relatively low profile parliamentarian, the two Tendulkars in the Upper House of Parliament are a study in contrasts.Both Sachin Ramesh Tendulkar, 44, and Vinay Dinu Tendulkar, 56, are debutants in the Rajya Sabha. But that’s where their similarity perhaps ends.While the cricket ace, a nominated member of the House, makes news just by attending the Rajya Sabha, Vinay Tendulkar is the BJP’s man from Goa who stays behind the headlines, a quiet organisational worker who is chief of the party’s unit in the coastal state.Sachin Tendulkar’s first term began in 2012, and will end in April 2018, but Vinay Tendulkar’s run in the Rajya Sabha has just begun. He was elected to the House from the lone seat of Goa in July 2017.The Bharat Ratna awardee hit the headlines last week after he rose to speak on ‘the right to play and future of sports in India’, a discussion initiated by him.The master blaster, who has been in the public eye since he made his cricketing debut in his teens, could not complete his speech due to some heavy balling by the opposition against the government.Vinay Tendulkar’s career profile has been quite different.He quit his job in a mining company in 1994 to pursue politics full-time and went to win the Sanvordem seat twice– in 1999 and 2002. A non-controversial figure, he is known to be close to Chief Minister Manohar Parrikar.”My great-grandfather was from Maharashtra, who migrated to Goa,” Vinay Tendulkar said.He was a former environment minister in the Manohar Parrikar cabinet from 2002-2005 and vice chairman of the Goa State Infrastructure Development Corporation from 2000-2004.Vinay Tendulkar’s tenure as Goa party unit chief saw the BJP winning both the Lok Sabha seats in the state in 2014, a rare feat for the party, and returning to power early this year despite not being the single largest party in the Assembly.Vinay Tendulkar, who belongs to Dabal in South Goa, also known as the mining belt of the state, is also on the parliamentary committee on tourism, transport and culture, and has so far asked three questions, including two to the Ministry of External Affairs on Indian fishermen.But Vinay Tendulkar is more than just a politician with a mining background. He is also fond of acting and has appeared in over 150 Marathi and Konkani plays.Sandesh Prabhudesai, political analyst of Goa politics and editor of Goanews.Com described Vinay Tendulkar as a hard-working party worker with subdued communication skills.Though not so common, Tendulkar is a known surname in coastal belt in south Konkan and Goa, where linguistic and state borders came much later but people more or less have similar habits when it comes to food and traditions.Amongst the others who share the famous surname were late playwright Vijay Tendulkar, known for the hard-hitting plays like “Ghashiram Kotwal” and “Sakharam Binder”, and his daughter Priya, an actor.

2017: When outrage became our national past-time

If you started counting the number of things Indians were outraging about at 11:30 PM on 31st December 2017, you’d be well into the New Year before the list was completed. That’s because 2017 was a breakout year, where social media increasingly set the agenda in real life and we collectively jumped from one outrage to another.Facts were twisted, spliced, made into WhatsApp videos, packaged as viral posts on propaganda websites, as those who benefit from spreading falsities continued their merry ways with little disdain for the consequence of their actions. And often this systematic outrage was part of well-orchestrated campaign to peddle political agenda.Sample some of the topics from 2017 which generated fury and tonnes of coverage – Rajput royals and a little-known organisation losing their cool over Padmavati, political parties and their supporters convinced that EVMs could be hacked by Bluetooth, outraging over the celebration of festivals like Christmas and even the choice of destination of Virat Kohli and Anushka Sharma’s wedding.The problem wasn’t that particular interest groups raised hell about issues that ‘affected’ them, but them getting a modicum of legitimacy by those who claim to be serious newsmen, who instead of calling out the stupidity gave tacit support to them when it suited their agenda. And make no mistake, all the meaningless outrage and insinuation weakened the institutions which we cherish and are essential in binding together this vast country of a thousand contradictions.Thus, when the judiciary is called anti–Hindu for banning Diwali fireworks; when EC is called biased for not going back to old ballot system; when a modicum of doubt is raised about integrity of an ex- PM; when art surrenders to alter of rabble rousers, it hurts us, it dents what we hold dear, what some of us like to call the ‘Idea of India’. We seem to have become a nation dominated by WhatsApp canards, a land where hate could be normalised by using the instrument of outrage.A murder of a migrant labour can somehow be justified as retribution for love-jihad, lynching of alleged cow smuggler can be passed off as some holy deed. Whether Tipu Sultan’s birthday should be celebrated thus gets prevalence over farmers’ death, systematic rotting of infrastructure in major Indian cities, becomes a boring topic to discuss compared to Rahul Gandhi going to watch Star Wars. It as if someone has cast a spell to put the entire nation under a massive brain freeze, stalling the age-old ability of the argumentative Indian.This led to a situation that we could count on someone to get angry about something at the drop of a pin. From Anushka Sharma’s elaborate sindur to Sunny Leone’s new-year performance, everything was a cause for mass rage. And the enraged came from all quarters, irrespective of their political leanings. Gurmehar Kaur’s poster for peace enraged the right wing, Sonu Nigam’s appeal for sleep was bitter music for left-wingers. People picked up issues based on what suited them and then started the game of outrage – freedom of expression and right to disagree be damned. In the process, the echo chambers only became denser, the ideological walls more pronounced. Nothing except cricket united us. Or not. Even there, critics went after MS Dhoni’s head after one bad performance or found ways to complain about Virat Kohli’s brilliance arguing he hadn’t faced any ‘real’ bowlers of calibre to justify his presence among the pantheon of greats. Those who tried to make sense were drowned out in the sea of cacophony of loud mouths, willing to pit even the most complicated issues into banal binaries. The media, influencers, politicians can be blamed but end of the day- it’s the common people which enabled them to carry on the status-quo, making mountain out of molehills. Any pushback would have forced for an idea of recalibration, a rejig of strategy. But none was there.Can 2018 be any different? Well, it’s hard to be hopeful. With a year to go for general elections, expect more non-issues being discussed and debated both on mainstream and social media. Yet, there is always hope. In the West, a powerful #MeToo campaign shook the sexist cabal in Hollywood that has stood firmly for decades. Maybe a desi campaign will someday kick off to excoriate random outrages dating back 800 years and debate meaningful issues from today’s time for true nation-building. Till then, let’s stick to awkwardly listening to national anthem in theatres only.

Triple Talaq petitioner Ishrat Jahan joins BJP

Ishrat Jahan, who was one of the five litigators who went to court against Instant Triple Talaq has joined the Bharatiya Janata Party. On presence of party leaders, she joined Bengal BJP on Saturday, reports ABP. She was instrumental in the long struggle against Triple Talaq which finally lead to SC calling it as unconstitutional. Now, the Centre has passed a bill in Lok Sabha, which seeks to give three years jail to any Muslim man giving instant triple talaq to his wife. On Saturday, Ishrat Jahan joined BJP and said that she had supported the party on the question of Triple Talaq. According to Ishrat, that finally prompted her to join the saffron party. BJP Mahila Morcha President Locket Chatterjee said that Ishrat is going through a financial crisis and they will urge the Central government to give her a job. Locket alleged that the state government hasn’t extended any hep to Ishrat Jahan, who spearheaded such a historic movement. Locket felicitated Ishrat Jahan after she joined BJP. Ishrat earlier said that her life has become worse after the verdict . Speaking to DNA at her home on Nando Ghosh Road, in Howrah district, Ishrat said that the apex court verdict has proved to be more of a bane as she had been socially ostracised and there is a growing sense of insecurity about her future. “It has been the loneliest Eid-ul-Adha (Bakri Eid) for me,” she says from her 7 feet x 10 feet room. “No one came over for the customary embrace and exchange of greetings. Since the day of the judgement, the only good thing that has happened is that the electricity connection, which was cut, had been restored. If an imposter makes any loose comment, I will have to bear the brunt. That is why I have decided to come out of the veil.”

Quoting Public Health Director Najibullah Kamawal, a local news agency, Pajhwok Afghan News, said that 15 people were killed and 14 injured due to a blast in the funeral prayer of former district governor of Haskamena district.There was no immediate claim of responsibility for the apparent attack, which comes days after at least 41 people were killed and more than 80 wounded in a suicide attack on a Shi’ite cultural centre in the capital Kabul on Thursday.Islamic State claimed responsibility for that attack.

‘Indian citizens excluded in draft NRC will get enough chance to prove credentials’

All Indian nationals, whose names were excluded in the first draft of the National Register of Citizens, will get adequate opportunities to prove their credentials, a top Union Home Ministry official said today.The NRC is a list of the state’s citizens and as Assam anxiously awaits the publication of its part draft tonight, the official said people belonging to any creed, ethnicity or language were being treated equally and justice would be done to everyone with equal opportunities.”No one should have any notion that anyone or any particular community could be discriminated against. Everyone is treated equally and all Indian nationals will get adequate opportunities to prove their credentials in case their names are excluded in the first list,” the official said, requesting anonymity.Also readAASU demands error free NRC, says ‘no Bangladeshi coming to Assam after 1971 will be allowed to stay’After the publication of the first draft, second and third drafts will be published by the authorities before releasing the final list, said the official, who is in regular touch with the Assam government officials, who is monitoring the situation closely.”There is no need for panic. 2017: A year of roller-coaster India-China relationship

The Indian troops intervened to stop the road as it posed a security risk to Chicken Neck, the narrow corridor connecting India with its north-eastern states.The standoff ended on August 28 following mutual agreement under which China stopped the construction of road and India withdrew its troops. But after the standoff, China stationed its troops close to the standoff area ending its customary practice to vacate the area during the winter.In September, Prime Minister Narendra Modi travelled to China to attend the 9th BRICS Summit on the sidelines of which he met Chinese President Xi Jinping and held extensive talks.Putting behind the Dokalam standoff, the two sides agreed to move forward in their ties with Xi telling Modi that he wants to put the relationship on the “right track”.Long says the bilateral ties have been blighted by three major strategic contradictions: the border dispute, the Tibet issue, and India’s reckoning that China-Pakistan friendship poses a threat.”However, it is unlikely that the three interwoven conundrums will be solved in the near future; control and management are the only way out,” he said.Other analysts say 2017 also demonstrated India?s resolve to resist China?s pressure tactics.India did not attend the Belt and Road Forum, a mega event held by China with the presence of leaders of several countries this year to highlight its Belt and Road Initiative (BRI), denting Beijing?s attempt to showcase its influence.The BRI has become an issue for India as the controversial CPEC is part of it. India has protested over the project as it traverses through Pakistan-occupied Kashmir.Also India did not withdraw its troops from Doklam during the standoff despite a massive media blitzkrieg by China followed by aggressive moves by its military until PLA stopped the construction of the road.There was, however, some silver lining this year as for the first time in recent years, India?s exports to China showed promise of steady increase though the trade deficit continued to be disquietingly high.Since this year, India’s exports which were on the decline for a number of years started showing increase.In the first seven months, the exports registered 40.69 per cent year-on-year to reach USD 10.60 billion.In October alone, India’s exports to China increased by 53.04 per cent year-on-year to reach USD 1.24 billion. However, the trade deficit which last year accounted to USD 52 billion in about USD 70 billion total trade continued to climb reaching USD 44.51 billion in the first seven months.China?s investment in India, specially by mobile phone makers like Oppo, Vivo and Xiaomi besides ecommerce giant Alibaba were on the rise. The total investment were stated to be around USD 3.5 billion so far.Long says China and India have huge potential despite long list of differences.”2017 is the worst year for China-India relations. But if India would like to meet China halfway and make concerted effort, 2018 will probably become the best year for their bilateral ties,” he wrote in the article in the state-run Global Times.

Delhi sees worst fog of 2017; 90 flights affected, passengers stranded at IGI Airport

Infra projects, includings roads, energy, drinking water, irrigation will be my priority. SPG calls for Mehsana bandh on Monday

The Patel reservation outfit Sardar Patel Group (SPG) also has come in support with Nitin Patel. The SPG president Lalji Patel and his team reached Nitin Patel’s house on Saturday and gave a close call for Mehsana on Monday. However, Nitin Patel placated them to not to give such a call.Lalji Patel said, “This is an insult to Nitin Patel. He was the only BJP leader who struggled against Patel agitators during polls and worked hard to keep Patel community’s votes intact for BJP. What kind of reward BJP gave him? We are with Nitin Patel as he is the senior most leader in BJP who comes from Patel community. We give a close call for Mehsana on Monday.”The vice-president of SPG, Purvin Patel, said, “This is the time to show the strength of Patel community in politics. This is the incident that proves that BJP has been sidelining Patel leaders who are influential. The BJP has stabbed into the back of Patel community. This injustice should not be tolerated anymore.” However, Nitin Patel placated them to not to observe close on Monday. Patel said, “People’s sympathy for me is really touching. But, a close call should not be given as it would create problems for common people.”The Mehsana city BJP president, Kaushik Vyas, also said, “There is no Mehsana close call from BJP and that should be avoided. We do not support any close call and also request people that they should not join in any close calls.”

Support pours in for ‘slighted’ Deputy CM Nitin Patel

The BJP government in Gujarat is passing through a critical situation after deputy CM Nitin Patel exhibited his disagreement on the portfolios allocated to him. Instead of assuming charge, Patel remained at home on Friday and Saturday. From Saturday morning, a flock of supporters and many BJP dissidents started pouring in at his house in Thaltej.They all sympathised with Patel and demanded that he should get respectful portfolios in the government. Former minister and veteran leader Narottam Patel was first to reach. He was an MLA from Udhna seat in Surat in the last term and had expressed before the party that he did not want to contest polls. However, he wished to contest the Assembly polls later but was not given a ticket. Though he turned dissident, he supported Nitin Patel in the polls in Mehsana. The Deputy CM has been given R and B, health and family welfare, medical education and Narmada portfolios this time.Talking to mediapersons, Narottam Patel, said, “Nitin Patel has been treated in a disrespectful manner. He has been given less important portfolios, and whatever he has demanded is not wrong. The party high command should consider his demands and give him the portfolios that he wishes.”The surprise entry was of husband of former CM Anandiben Patel, Mafatbhai. He told mediapersons, “Amit Shah is responsible for all this. He has been given responsibility to handle political affairs in Gujarat, and now he should devise a solution. Patel community has great importance in Gujarat politics and that should not be ignored by him.” Several supporters of Nitin Patel in Ghatlodia area of Ahmedabad, Mehsana and his hometown Kadi also staged several protests showing solidarity for their leader. LEADERS LINE UP “Amit Shah meted injustice to Anandiben Patel in the past and now he is doing the same to Nitin Patel,” said Mafatbhai Patel, husband of former CM Anandiben. Most govt buildings in Gurugram don’t have fire safety document

It may seem surprising but most government buildings in Gurugram, including the mini-secretariat, do not have a fire no-objection certificate (NOC). Keeping in mind the recent tragedy at Mumbai’s Kamala mills, which claimed 14 lives, those who have still not procured their fire NOCs need to beware.In a reply to an RTI application, it was revealed that of the 18 government buildings in Gurugram, only two had fire NOCs. The list includes not just the secretariat but also the office of the commissioner of police, civil hospitals, new court complex, and all the government schools and colleges. These institutions see a footballs of hundreds or even thousands of people and without a fire NOC, people are certainly at a risk.The authorities, who are completely aware of the prevailing situation, seem to be hardly bothered. In a recently conducted mock drill in connection with response in disaster situations, it was suggested to the authorities concerned to procure fire NOCs.Speaking to DNA, Vinay Pratap, DC Gurugram, said: “During preparations for the Earthquake Mega Mock Drill on December 21, we did a fire safety audit of the government buildings and realised that a few buildings did not have the fire NOC. Video shows students painting wall, Noida school gets notice

The district inspector of schools of Gautam Budh Nagar issued a show-cause notice on Saturday after a video showing students of the Father Agnel School of Greater Noida painting the school’s boundary wall went viral on the social media on Friday.While the school maintained that it was a “voluntary exercise”, the practice actually pertains to child labour.According to the district inspector, in the video, nearly 10 students can be seen, who identify themselves as Bal Bhawan hostel residents. The hostel is located inside the school premises.According to the school officials, the activity was a part of the preparations for the Bal Bhawan Day celebrations, to be held on January 13. The administration has, however, sought an explanation from the school, seeking the reasons behind the activity and whether recommendation should be made to the CBSE to cancel the school’s affiliation.”We have issued a show cause notice to the school and have asked for an answer in the next seven days. Failing to do so or if found guilty, action will be taken against the school,” said P K Upadhyay, district inspector of schools (DIOS), Gautam Budh Nagar.Upadhyay further said the students belong to the economically weaker category and were a part of the over 200 students who were admitted to the school through the Agnel Charities.Prep modeAccording to school officials, the activity was part of the preparations for Bal Bhawan Day celebrations to be held on January 13. To ensure that they do not drink and drive, and reach home safely after partying, a lot of outlets are arranging for cab facility.Inderjeet Singh Banga, owner of Prankster, said: “Safety of our customers is definitely of prime importance. At the same time, we don’t want them to compromise on their enjoyment, with concerns about who will drive them back home. Hence, we are offering special arrangement to pick and drop them on Sunday.”Sahil Sambhi, who runs Molecule, has tied up with cab aggregators Ola and Uber for diners who think they won’t be able to drive back home after downing a few drinks.Vault Cafe, Junction are some of the other places in the Capital which are taking measures to avoid cases of drunk driving. Umang Tewari, a restaurateur, said: “Traffic in Delhi-NCR becomes unruly, especially on days such as NYE. L-G Anil Baijal takes stock of flyover beautification on NH-24

Lieutenant-Governor (L-G) Anil Baijal on Saturday took stock of the beautification work being done on a part of NH-24 in east Delhi’s Seemapuri. The flyover is an important link connecting Delhi and Noida.The National Highway Authority of India (NHAI), which is looking after the work, was told by the L-G to make sure that the space under the flyover was kept clean and plants and installations were used for beautification on both sides of the flyover.”The L-G further directed the agencies concerned to develop a bus lane along the highway for better connectivity,” a statement issued by the L-G House said.Besides the NHAI, the Delhi Development Authority (DDA), Public Works Department (PWD), and the East Delhi Municipal Corporation (EDMC) are involved in the work.The beautification work is expected to be completed by January 26.Meanwhile, Baijal also inspected beautification work done on the Seelampur flyover in east Delhi, which bears the artwork done by an NGO. The work was done at a cost of Rs 20 lakh. The L-G, however, told the east Corporation to outsource the maintenance work of the flyover.The L-G further told the PWD to spruce up the Vikas Marg, Ring Road, and Pushta Marg with artworks on walls, greenery, lights, and proper signages, latest by January 15.

Lajpat Nagar flyover to be shut till Jan 14

Days after cracks appeared on the busy Lajpat Nagar flyover, the route will be shut in parts till January 14. The Public Works Department will undertake the repair work in two phases.In the first phase, a carriageway from the Ashram Chowk to Moolchand will remain shut between January 1 and 14. In the second phase, the carriageway from Moolchand to Ashram will be shut during the same period.According to traffic officials, in the first phase, due to the closure of the carriageway from Ashram to Moolchand, the traffic bound to go towards the Moolchand Hospital using the Lajpat Nagar flyover will be diverted to take the adjoining road beneath the flyover.Officials, however, warned that the commuters will have to face congestion due to traffic spilling on the adjoining slip road, till the repair work is completed.In order to avoid traffic snarls on this stretch, commuters are advised to take alternative routes, including Mathura Road, Ashram Chowk, Ring Road, Moolchand flyover/Lodhi Road, and Bhishm Pitamah Marg while commuting from south Delhi to central Delhi, and vice-versa.Meanwhile, commuters coming from Noida from the DND flyway may take the Barapulla elevated road to reach south Delhi or New Delhi and vice versa.Also, officials suggested that motorists and road users must plan their journey in advance to avoid long delays.A huge gap appeared between two girders on Ashram-Lajpat Nagar flyover on the busy Ring Road linking south Delhi to Noida. The cracks appeared for the second time this year and the flyover was shut for repair earlier as well.”I use the flyover to commute daily. The government has neglected this issue time and again. Only when some tragedy happens, the authorities wake up to fix such large loopholes in the system,” said Ajay Tyagi, a daily commuter.”The gaps are life-threatening, in particular for those riding two-wheelers. The stretch witnesses heavy traffic throughout the day because of Lajpat Nagar and Nehru Place being major shopping and commercial centres,” another commuter said.

Gulmarg entices New Year’s Eve revellers with a Winter Carnival on skis

As Gulmarg becomes a star destination for tourists despite the ongoing unrest, it will now also host a Winter Carnival this year to end the year in style. With the aid of the Army, the carnival is all set to rock the famed ski resorts of Gulmarg on Sunday with music, skiing, photography, gaming, snow sculpture all part of the event.The festival is in addition to the functions being organised by the local hoteliers for tourists on the New Year’s Eve in the ski resort. For the first time in the last two years, Gulmarg is fully sold out with tourists from different parts flocking the ski resort for New Year celebrations.”The Carnival has a plethora of attractions for the tourists such as Snow Scooter, ATV Race, Snowboarding, Sliding and Snowman making competitions, which will be open to locals as well as tourists without any entry fee. Apart from this, there will be a Photography Competition and live performances by local artists and youth from the Chinar 9Jawan Club, Baramulla and Army Bands,” said an Army spokesman.The carnival is aimed at winning the hearts and minds of the people and bringing them closer to the Army. “The event has already created a lot of buzz among the prospective tourists and the local tradesmen who believe that this initiative will not only spread the message of peace and harmony but will also boost the dwindling tourism business at Gulmarg”, said the spokesman.The fledgeling tourism sector has suffered huge losses post-Burhan Wani’s killing that created unrest in the valley last year. Curfews, hartals, stone pelting and encounters have shaken the confidence of the tourists. Post-Burhan Wani killing unrest has cost the hotel industry Rs 1,100 crore.Official data revealed that around three lakh tourists had visited Kashmir between July 2015 and September 2015. The footfall of tourists, however, were reduced to a trickle in the corresponding period of 2016, because of the unrest.Figures reveal around 7.9 lakh tourists visited Kashmir this year. They include over 2.6 lakh Amarnath yatris who visited the cave shrine this year. Last year, 11.27 lakh tourists visited Kashmir — most of them before July 8, when Wani was killed.However, come New Year, and the tourists are making a beeline again to the famed ski resort to bid goodbye to 2017.”Gulmarg is fully packed. All the hotels are 100 per cent booked for two days. Fifty per cent of the people are tourists and the rest are locals. Some of the hotels have organised musical programmes for in-house guests and dinner on New Year’s Eve,” said Mukhtar Ahmad Shah, President J&K Hoteliers Club, Gulmarg.

Fire teams to conduct surprise checks at eateries

Alert and equipped, all Delhi Fire Services (DFS) officials will stand guard on the New Year’s Eve, with adequate deployment of fire tenders and emergency response vehicles. The officials have also been asked to carry out inspections and surprise visits at restaurants and pubs in their areas.A day after DNA reported that only three outlets in the Hauz Khas Village and four in the Khan Market have fire safety clearance, the Delhi Fire Services claimed to have taken sufficient preventive measures. The fact came to the fore a day after a tragic fire incident unfolded in Mumbai, killing 14 people.DFS chief fire officer Atul Garg said: “All DFS offices have been asked to carry out the inspection and make surprise visits at restaurants and pubs in their respective areas, especially at crowded places. It has also been decided that fire tenders will be placed at standby at all prominent places on the New Year’s Eve.”A day before the New Year’s bash, DNA carried out a ground reality check and visited Delhi’s party hubs to speak to owners, authorities, and Delhiites who are planning to head out to celebrate the New Year.Rajat Arora, who owns a cafe in Khan Market, said: “We have all the mechanisms ready, with fire censors in the roofs, to tackle any kind of mishap. Also, we plan to allow only a limited number of guests, so that there is no overcrowding.”Even as restaurant owners claimed to have the mechanisms in place, most of these eateries and restobars built on the first and second floors are like ticking bombs with narrow entries and only a single exit, sources said.Similarly in Connaught Place, where the civic body sealed 22 rooftop restobars earlier this year after two consecutive incidents of roof collapse, including one at the popular Unplugged Courtyard in the middle circle, only a handful have fire NOCs.Officials of the New Delhi Municipal Council (NDMC), the civic body governing Lutyen’s Delhi, said they had recieved applications from owners to de-seal the rooftops for the New Year’s Eve, but they have denied these requests.Cafe owners at Hauz Khas Village, one of the city’s most popular hang out and party zone in south Delhi, which attracts thousands of youths and families every night, have their own ways to tackle a fire mishap.Most restaurants and bars in these neighbourhoods, which are usually booked in advance for New Year’s eve, have single exit-entry points with no proper ventilation.Speaking to DNA, SK Jain, owner of building number 30 in HKV that houses more than a dozen cafes, said they have their own fire safety measures.”We know mishaps take place on New Year eve, and fire is the most common one. Hauz Khas gets really crowded as its a party hotspot for youth. But, we are well equipped and prepared,” Jain said.He further showed the fire control panel system, which is set up in the basement of the building. When DNA checked the building, it had two exits and three fire equipment were fitted in the building and all were in a working condition.Jain further stated that the building has a underground tank, which has 40,000 litre of water stored, and a rooftop tank with 30,000 litre water. All cafes in the building have ordered more fire extinguishers for safety purpose.” Hauz Khas Village is my favorite place to party and hang out as it has a lot of good cafes. We should get practical about fire incidents. Places where there are fire security measures in place can witness an incident as well,” Rachna Luthra said.CIVIC BODY ON TOESSDMC has taken many precautionary measures for New Year’s Eve celebrations. South Delhi houses the largest number of hi-end restobars and pubs. The civic body held a high-level meeting in this regard and asked the deputy commisioners of its four zones to constitute ward-wise teams to inspect all big and small restaurants, banquet halls and premises. As per a check list, the teams will find out about fire extinguishers, alarm systems, water hydrants, emergency exits, and staircases.

CM Mehbooba Mufti urges voters to not shun panchayat polls

Days after separatists linked the recently announced Panchayat polls with the Kashmir issue to enforce a voter boycott, Jammu and Kashmir chief minister Mehbooba Mufti on Saturday again called on the people to vote in large numbers to strengthen the grassroots democracy in the restive state.”The government is committed to empowering the grassroots level institutions. The proposed elections to the Panchayats and later to be followed by the urban local bodies polls are a major step in this direction and will fully empower the basic democratic institutions,” Mehbooba said.Seeking larger participation of the people in the Panchayat elections scheduled to be held from February 15, Mehbooba said her government had made a commitment on the floor of the House in June 2016 that the elections to the rural and urban local bodies would be held at the earliest.She added that the State’s Election Authority would formally set the process into motion after the Rural Development Department issues the requisite notification in accordance with the provisions of the Jammu and Kashmir Panchayati Raj Act.Mehbooba’s statement comes two days after Joint Resistance Leadership (JRL)of separatists called upon the people to boycott the Panchayat polls and claimed that India is using the election to negate Kashmiris demand for “self-determination and freedom”.JRL is an amalgam of Hurriyat hawk Syed Ali Geelani, Moderate Hurriyat Conference chairman Mirwaiz Umar Farooq and Jammu and Kashmir Liberation Front chairman Mohammad Yasin Malik.

Prompt service commission makes lives easier

When it comes to citizens applying for services under the Right to Services (RTS) Act, the response is spot on, say many.It is so prompt that many citizens compared the speed to services under the Right to Information (RTI) Act. In both, a number of them managed to get the needful done the moment they approached the RTC commission — an independent office, as compared to appeal-stage one that are part of the government — when they did not get the services they applied for.Only RTS is a more direct Act and was enacted to ensure that notified services were delivered to eligible citizens on time, while the RTI Act entitled citizens timely information that aided transparency and accountability. Under the RTI Act, a number of citizens managed to get services the moment they sought information under the RTI, which was not delivered on time. Penal action lead to officers providing services.”In most cases, citizens have written to us stating that they managed to get services after our intimation for hearing was sent to the officers,” said Swadheen Kshatriya, chief of the RTS commission.Some cases in point are about shop licences, which were not given even after the government took several initiatives towards “ease of doing”. Rushi Chavan from Pune did not get ac shop license certificate. In the first appeal stage, order was given that services be rendered. The second appeal stage too had a similar response. However, Chavan did not get the info and officers said that his application was not available. The moment the case reached the the second third appeal (commission) stage, Chavan replied that he got the certificate.In two more cases, also from Pune, authorities did not issue a license, stating that documents were not proper. However, no such reply was given in writing to the applicants. Only when the commission sent a notice for hearing were the licenses given. In all three cases, applicants said that since they got the service, a third appeal was not needed.Shailesh Gandhi, former central information commissioner, said, “An average citizen will not pursue it but the commission should ask for explanation and penalise officers. After all, the third appeal stage is laborious. Ideally, at this stage if they feel that the designated officer has a good case, he should be spared, otherwise they should be penalised to create a fear of the law. Else, there will be cases piled up at the commission.”

‘Udaan’ proves a boon to Chittorgarh’s tribal girls

The girls in tribal district of Chittorgarh, who either dropped out of mainstream education or failed to enroll due to social taboos, can now gain admission to schools — thanks to ‘Udaan’ programme.’Shiksha Chopal’, under the same programme, meanwhile, is proving a boon to government schools, helping it upgrade infrastructure on the lines of private schools through the funds being collected from rural folks.The administration holds ‘Shiksha Chopal’ at gram panchayat, organising education fair and speeches of meritorious girls, so that rural folks get motivated towards the education and also enroll their wards. Till date, 100 such chopals, held at panchayats, have got a whopping Rs 8 crore through crowd funding.”At these chopals, we hold education fair and speeches of meritorious girls. Seeing how education can change life through these activities, the rural people have started donating funds which we use for upgrading infra of the government schools. Till date Rs 8 crore have been collected from the people, of which we have spent Rs 3.5 crore already,” said Chittorgarh district Collector Inderjeet Singh, who launched the programme here.”Those who have come forward to contribute are no less than heroes,” said the Collector. “For instance, an 85-year-old person, impressed with programmes held at Shiksha Chopal, contributed Rs 35,000 which he arranged after withdrawing an FD (fixed deposit) before maturity,” he said.Shiksha Chopal is part of Udaan programme, which is aimed at ensuring that all girls in the district are enrolled in school on the lines of the Centre’s Beti Bachao Beti Padhao (BBBP) scheme. This campaign aims at reducing dropout rates at upper primary and secondary levels, reinvigorating school management committees to enhance the girl child’s access to education. “Under the campaign, a door-to-door survey was conducted at the village level. We found nearly 25741 child, majorly girls, were out from school, out of which we got 22,448 (87%) enrolled,” said the Collector.CrowdfundingChittorgarh administr-ation has so far amassed Rs 8 crore by conducting chopals at panchayats. The money is contri-buted by the rural people after realising the benefits of education.

MahaRERA allows early possession

When a group of home buyers approached the Maharashtra Real Estate Regulatory Authority (MahaRERA) for an early possession from a builder, the authority actually heard them and allowed it, too. Nearly a dozen home buyers approached the authority earlier this month against Kumar Builders Mumbai Realty Pvt Ltd to get possession in a building named Kul Tulip in Ghatkopar.The complainant had stated that the date of possession as per agreement was March 31, 2015, however, till date no possessionis were received. The developer has also put the revised proposed date of completion on the MahaRERA website as December 2019. The buyers informed the authority that they had no intention to wait so long and therefore approached the authority for and early and exact possession date. They have also sought an interest on the payments made so far and compensation for the delay in possession. The developer, in response to the complaint, had cited reasons beyond his control which delayed the completion of the project. Further, the developer also stated that since the matter was in arbitration, he had to approach the arbitrator for any construction work of the project. The construction work is still in progress and will be ready for possession by December 2019, the developer had said. The complaint was heard by Chairman MahaRERA, Gautam Chaterjee. “On the basis of the mentioned facts, we feel that the developer should hand over the possession of the said apartments to the home buyers on or before September 15, 2018, which is a reasonable time for completion of the pending work in the project along with OC and the same is also commensurate with the extent of development work pending, in accordance with rule,” Chaterjee said in his order.The authority further ruled that if the developer fails to hand over possession by September 15, 2018, the developer shall be liable to pay interest to the home buyers from September 16, 2018 till the actual date of possession, on the entire amount paid by the complainant to the developer.CASE DETAILSThe date of possession was March 31, 2015. The developer revised the date of completion on the MahaRERA website as December 2019. The authority directed the builder to handover flats on or before Sept 15, 2018. In case of delay, the builder shall be liable to pay interest to buyers.

Justice for Kashmir’s Nirbhaya

Kashmir’s Nirbhaya has finally been delivered justice. A local court sentenced the accused to death on Saturday, for raping and murdering the six-year-old in 2005.The case dates back to July 2005 when the accused, Farooq Ahmad Pinzoo, enticed a six-year-old girl to his home and raped her till she died. He later dumped the body in a trench and tried to burn her clothes to destroy the evidence.After one month, he was arrested and after spending four years in prison he was granted interim bail. Last month he was arrested again after he tried to jump the bail and flee.”The accused was 40 years old when he committed the crime. The victim was his neighbour and he enticed her to his home. He raped and smothered her to death. Postmortem has proved that even after her death, he continued to rape her,” said Mujeeb Andrabi, additional public prosecutor in the case.After hearing the arguments, second additional session judge Srinagar Tahir Khurshid Raina convicted the accused for rape and murder and sentenced him to death terming it as rarest of the rare case.”The events unfolded from July 31, 2005 when deceased went missing till his arrest and his disclosure and recovery reveal a saga of shock and dismay in the whole vicinity… The whole chain of evidence before this court when tested on the touchstone of principle quoted above put this case in the rarest of the rare category… Accordingly convict is awarded capital punishment. He shall be hanged till death,” said Judge Raina.Judge Raina noted that there is in fact a steep rise in the sexual offences against the women and children. “When child is a victim of such horrendous act, then the court has to speak in the manners which match the collective conscience of the society, and also to act as a deterrent,” he said.Judgespeak“A little doll of just six who was yet to bloom and add to the beauty of the world was crushed to death in the most horren-dous and barbaric manner “After the detestable act, he wrapped the body in a sack and threw it in a trench to conceal it from the eyes of the world,” the judge said.

Kamala Mills Fire: Fire victim was confident of bright career

Sarbajit Parida, the only resto-bar staff, who was killed in the mighty fire which broke out at 1Above, one of the most expensive pubs in Kamala Mills compound, on Thursday midnight, had dreams of making it big in Mumbai.Prakash Nayak, his cousin, recalls how Parida had mentioned that he is doing very well at work and that he was sure of reaching great heights in his profession and that too in a short span of time.Parida had completed his graduation and later had pursued a hotel management course after which he got a job as a waiter at 1Above. He belonged to a poor family, which earned its living through a small piece of farmland on which they cultivate grains once a year. Sarbajit’s father, Samarendra Parida, is a television mechanic and managed to raise him on the extra income he used to earn by repairing electronic devices.Nayak, while speaking to this correspondent, said, “Sarbajit was the only child of his parents and they had sent him to Mumbai owing to the trust they had in me as I had already been settled in the city for almost a decade. He would always tell me that he is too good at his work and that he would become a manager in a short span of time.”When asked what he can recall about the incident, Nayak said, “The moment I came across the news of the fire, I immediately tried to contact him, but as he did not pick up the phone, I was alarmed. I immediately rushed to the spot, but till then Sarbajit was dead. ”

Lok Sabha Bill seeks to curb big, fat Indian wedding

A ‘big fat Indian wedding’ might be what many people dream of, but not everyone is able to afford one. A Member of Parliament wants the government to control people’s wedding expenses as well, by way of a law.A private member bill seeking, “prevention and prohibition on the extravagant expenses incurred on marriages” across the country was introduced in Lok Sabha on Friday.Gopal Chinayya Shetty, MP from Mumbai North introduced the bill. The bill seeks “to provide for the prevention and prohibition of sheer extravagance and unlimited expenditure being incurred on marriages and related ceremonies in various parts of the country and for matters connected therewith or incidental thereto”.Talking to DNA over phone, Shetty said, “The intention behind introducing such a bill is to initiate a conversation on the subject. It might not necessarily become a law, but at least people will think about the issue when it is discussed in Lok Sabha. There are some people who spend huge amount of money and then there are others who hardly have any money to even get married. There should be some equality at that front also.””In my constituency I have been urging those who are having extravagant weddings to help a poor person get married as well, and some of them have even helped. I am not saying that those who have money should not spend, but some kind of equality should be there,” he added.As many as 98 private members’ bills were introduced in the Lok Sabha on December 29 including the one to constitute a board for protection and control of stray cows.The rate of private member’s bill being passed in the Parliament is significantly low. As per an analysis, only 14 private member’s bills have passed since Independence.Private member’s billGopal Chinayya Shetty, MP from Mumbai North introduced the bill to control wedding expenses. Kamala Mills Fire: BMC bulldozes into eateries’ violations

The Brihanmumbai Municipal Corporation (BMC) went on a razing rampage on illegal extensions in hotel and restaurants across the city. However, it took action only after 14 people lost their lives. The civic administration delayed its action just to follow the standard operating procedure (SOP) against illegal use of open spaces on terraces.The BMC in full swing started pulling down illegal extensions in restaurants and shopping malls across Mumbai on Saturday morning and took action on 314 restaurants. It inspected a 624 eateries. BMC also seized more than 417 cylinders from the restaurants which were stored without permissions.In Raghuwanshi compound, four restaurants that faced action were Sheesha, P22, Hotel Payaana and Hotel Fumes.Prashant Sapkale, assistant commissioner of G South ward, who has now been transferred to K East ward said that he had taken action against Mojo’s Bistro in August and September following complaints of violation of open space on the terrace. “We had given three inspection reports to the owner of Mojo’s Bistro as part of the standard operating procedure (SOP) for violation of open space on the terrace and took action on August 2 and September 22,” said Sapkale. He added that he had no other option but to follow the SOP before taking action.Shockingly, the G South ward office forgot to follow the SoP and demolished illegal extension without even serving a notice. “Did the civic body follow SOP while action against these eateries,” said Dinesh Vaghela, a Right to Information Activist (RTI).“At any place where hookah is being served, no food item can be served,” said Vaghela. He added that the civic body violated rules and regulations while granting licence under section 394 of Mumbai Municipal Act.

All ears for Rajinikanth’s announcement

All eyes are set on Rajinikanth for the announcement he is set to make on Sunday declaring whether or not he would take a political plunge.Many of his fans believe that the actor has taken a decision, after decades of waiting, to finally enter the world of politics.Rajinikanth, who commands a huge fan base across the country, has been hinting for quite some time that he may join politics, but stopped short of announcing it. Rajini, while addressing his fans on Tuesday, said that he would announce his final decision on politics on December 31.His fans and well-wishers see a huge opportunity for the 67-year-old actor to fill the political vacuum created by the death of AIADMK supremo J Jayalalithaa and ailing DMK president M Karunanidhi. “There is no better time to enter politics than now. No leader in the state can match the charisma and support enjoyed by our thalaivar (leader). Without any further delay, he should launch his own party,” said an office bearer of All India Rajinikanth Fans Association from Coimbatore.He said that they have made all the arrangements for welcoming the superstar’s announcement on Sunday by bursting crackers.AXW Douglas, Tuticorin district secretary of the fans association said that he has no expectation of him announcing a political plunge. “After his speech in the first day of the meet, he has been asking the fans to take care of the family first. He also stressed on the patience and to bide one’s time. We don’t know what is in his mind,” he said, adding that the actor still enjoys the biggest fan following among the Tamil actors.Veteran film producer and story writer Kalaignanam who introduced Rajinikanth as here in the 1978 movie Bairavi told a Tamil news channel that the actor would announce his political entry on December 31 in front of his fans.”He will launch his own political party. Earlier when he made up his mind on entering politics, several obstacles were created to prevent his entry. Now he has taken a firm decision to enter politics and he will not go back on it,” he said.The success of film personalities starting from DMK chief M Karunanidhi to AIADMK founder M G Ramachandran and her successor J Jayalalithaa in the politics has prompted several actors to nurture political ambitions.Rajinikanth’s contemporary Kamal Haasan has announced his political entry last month. “Both the actors – Kamal and Rajini – are aspiring to fill up the political vacuum. But they had failed to take into account that MGR and Jayalalithaa did not come to power by making a sudden political entry,” said writer and political commentator Prof Arunan. MGR was in politics since the 1950s and had parallel film and political career before floating his own party in 1972 after he was expelled from the DMK, he said, adding that while Jayalalithaa was brought to politics by MGR in the 1980s and was nominated to Rajya Sabha and then made party’s propaganda secretary. “After MGR’s death, Jayalalithaa claimed his political legacy and his party AIADMK to come to power in 1991,” he said, adding that it would not be easy to launch a new political party and aspiring to come to power in the ensuing elections.

Day after 5 Congress’ Meghalaya MLAs quit, Rahul Gandhi appoints new state unit chief

A day after five Congress MLAs resigned from the Meghalaya Assembly to join NDA constituent NPP, party president Rahul Gandhi today appointed Celestine Lyngdoh the new state unit chief replacing DD Lapang.Lyngdoh is a minister in Chief Minister Mukul Sangma’s cabinet.Lapang will be an adviser to the state unit.Gandhi appointed Vincent H Pala the working president of the Meghalaya Pradesh Congress Committee.He formed a 13-member pradesh election committee under Lyngdoh, with Mukul Sangma as a member. India facing possible mental health epidemic, warns President Kovind

President Ram Nath Kovind today said India was facing a possible “mental health epidemic” and stressed the need for providing access to treatment facilities to those suffering from mental disorders by 2022.Speaking at the 22nd convocation of the National Institute of Mental Health and Neurosciences here (NIMHANS), he called for addressing the shortage of mental health professionals. “For those who are getting their degrees at the convocation, the real challenge has just begun. They are going into a world where their skills are acutely needed more than ever before,” the president said. “India does not simply have a mental health challenge… it is facing a possible mental health epidemic,” he said.Pointing out several reasons for this, he said the country was experiencing technological, economic and demographic changes that were transforming the nature of diseases.Kovind said in 2022, India would be celebrating its 75th anniversary of Independence and it should be ensured that by then at least those suffering from serious mental disorders have been diagnosed and have access to treatment facilities. “Let us take this up as a national mission,” he said.Also readDispleased with food packets being distributed, Prez Kovind stops speech midway The government, non-government sectors and all related public and private institutions need to contribute to this effort, he said, and asked the NIMHANS, as the country’s premier health institute, to draw a road map and to be the navigator towards achieving this goal. Observing that the shortage of mental health professionals was another major gap that the country has to address, Kovind said there were just about 5,000 psychiatrists and less than 2,000 clinical psychologists in the country. These numbers were very small, he said.”Especially for the purpose of diagnosis of mental illnesses, it will be advisable to use (the services of) physicians, psychologists who teach in colleges and educational institutions as well as auxiliary nurses and midwives who are at the front line of public health system across the country,” he said. On the NIMAHNS’s mental health survey, the president said the findings were alarming as 10 per cent of Indians have one or more mental health problem.In a nation of 1.3 billion people, that was a staggering figure. The number of Indians suffering from mental health problem was larger than the entire population of Japan, he said. He said the one of the biggest problems faced by those with mental and neurological issues was the stigma which lead to the matter being ignored or not discussed. In some cases it led to self diagnosis that could worsen the situation, he said, adding, “our society has to fight this culture of stigma”.”We need to talk about mental health issues and treat ailments such as depression and stress as diseases that can be cured,” he said. Other than conventional treatment, the role of counselling services and practices such as yoga and vipassana in helping those with mental health problems should also be explored with greater vigour, the president said. Karnataka Governor Vahubhai Vala, Union ministers Ananth Kumar and JP Nadda were present at the event during which sub- speciality block for Neurosciences, Medical Cyclotron facility and Intra-operative MRI with three operation theaters were inaugurated.

Bill allowing Ayurveda, Homeopathy doctors to practice allopathy after ‘bridge course’ introduced in Lok Sabha

Doctors pursuing Indian systems of medicine, including ayurveda, and homeopathy may be allowed to practice allopathy after clearing a bridge course, according to a bill introduced in the Lok Sabha.The National Medical Commission Bill, 2017, which seeks to replace the existing apex medical education regulator, the Medical Council of India (MCI), with a new body, was moved by the government in the House yesterday.Clause 49 of the Bill calls for a joint sitting of the National Medical Commission, the Central Council of Homoeopathy and the Central Council of Indian Medicine at least once a year “to enhance the interface between homoeopathy, Indian Systems of Medicine and modern systems of medicine”.It has also proposed that specific educational modules or programmes for developing bridges across the various systems of medicine and promotion of medical pluralism, can be done with the approval of all the members present in the joint sitting.”The joint sitting, may, by an affirmative vote of all members present and voting, decide on approving specific bridge course that may be introduced for the practitioners of Homeopathy and of Indian Systems of Medicine to enable them to prescribe such modern medicine at such level as may be prescribed,” according to the Bill.It provides for the constitution of four autonomous boards entrusted with conducting undergraduate and postgraduate education, assessment and rating of medical institutions and registration of practitioners under the National Medical Commission.The commission will have a government-nominated chairman and members, and the board members will be selected by a search committee under the Cabinet Secretary, it says.A 25-member commission will replace the elected MCI, the Bill says.The proposed measure has been strongly opposed by the Indian Medical Association (IMA) which claimed that it will “cripple” the functioning of medical profession by making it completely answerable to the bureaucracy and non-medical administrators.”Regulators need to have an autonomy and be independent of the administrators. The National Medical Commission will be a regulator appointed by the administrators under their direct control,” IMA’s president K K Aggarwal said.The Bill also proposes a common entrance exam and licentiate (exit) exam which all medical graduates will have to clear to get practicing licences. The licentiate (exit) examination will have to be coducted within three years after Parliament passes it.A medical advisory council, including one member representing each state and Union territory (vice-chancellors in both cases), the chairman, University Grants Commission, and the director of the National Accreditation and Assessment Council will make recommendations to the NMC.No permission would be needed to add new seats or to start post-graduate courses, it says.The Bill is aimed at bringing reforms in the medical education sector which has been under scrutiny for corruption and unethical practices, a senior health ministry official said.

Palestine has issued regret, taking serious cognizance of envoy’s presence in Hafiz Saeed’s rally: MEA

Palestine has issued regret, a day after pictures surfaced of country’s Pak envoy attending a rally organised by 26/11 mastermind Hafiz Saeed. In a statement, MEA said that the government issued its strong response to Palestine authorities regarding Walid Abu Ali’s rally organised by the Difa-e-Pakistan Council in Rawalpindi.Difa-e-Pakistan (Defence of Pakistan) Council (DPC) is an alliance of Islamist groups in Pakistan, including Saeed’s outfit.According to MEA, Palestine authorities expressed regret and promised to take serious cognizance of envoy’s presence in that rally. MEA statement said, ” They have said they will deal with this matter appropriately. It was also conveyed that Palestine highly values its relationship with India & stands with us in war against terrorism & will not engage with those who commit acts of terror against India”. On Friday, MEA spokesperson had assured that India will take up the matter strongly after reports appeared about Palestine’s Pak enoy’s presence in Hafiz Saeed’s rally. Hafiz Saeed has been declared a global terrorist by UN who is currently out in bail in Pakistan. The Indian government has faced several questions from domestic constituency after voting against Trump’s Jerusalem decision in UN. The presence of Palestine envoy in Saeed’s rally have only added to the questions.

She won the crown for India 17 years after Priyanka Chopra won the title and no controversy can ruin her mood. So after Congress MP Shashi Tharoor apologised on social media for mocking at the government’s demonetisation decision while applauding Manushi Chhillar who won Miss World crown this week, the crowned beauty also had an epic reply to Tharoor’s comment.While Tharoor mentioned Chillar as ‘loose change’, Manushi played it cool by saying ‘Let’s not forget the ‘chill’ within Chhillar’. This Haryana girl took to Twitter and wrote, “A girl who has just won the World isn’t going to be upset over a tongue-in-cheek remark. ‘Chillar’ talk is just small change – let’s not forget the ‘chill’ within Chhillar.”
