The year that saw rise of Congress and agitations

Looking back at 2017… One sees a politically eventful year, a year made up a series of events that have led to a mobilisation of various sections, especially the farmers and the Dalits. The discontent in these sections was successfully harnessed in the form of agitations that not only put the government’s problem solving skills to test but also created a situation wherein the agitators managed to get the upper hand as they entered into agreements with the government.The year that has passed has seen the Congress rise like the phoenix. The party that was reduced to redundancy in last elections has grown to be a force to be reckoned with. The opposition party has managed to catch the fancy of the rural population with its incessant raising of the farmers’ issues. It today has the distinction of being a state that is home to four of Rahul Gandhi’s close aides; CP Joshi, Bhanwar Jitendra Singh, Sachin Pilot and the newly added Ashok Gehlot.Congress also made its relevance felt nationally by striking emotional cord. The name for Rahul Gandhi as AICC president was proposed in Jaipur. It was projected as the logical action in the city where Rahul took charge as party vice-president.All through 2017 the die has been cast. It has laid the foundation for the years to come. The year that passes by has managed to fuel discontent to such a level that the run down to the assembly polls at the end of 2018 will be interspersed with protests and agitation.Discontent among the castes was on the rise all through the year. With no concerted effort to contain, it escalated and spread. The Gurjars, Jats and Meenas under Kirori; have an axe to grind with the present government. Rajputs and Brahmins have their own issues. This caste cauldron, while being a political irritant spells trouble for the social fabric too.As the year prepares to fade out, both BJP and Congress have decided to adopt the Gujarat model. The poll preparation will be on the lines adopted in Gujarat. Congress with its offensive campaign and the BJP plans to decentralise to the booth level to ensure each vote.

He started with announcing Pahlu Khan’s postmortem report even before the hospital. The year ends with his statement on roughing up cow smugglers. When asked about an alleged cow smuggler being roughed up by villagers, he said, “Gautaskari karte hain isliye maar khaate hain. Maar khaane ke liye gaye hi kyon? Gautaskari karoge to yun hi maroge kyonki janta mein gai ke prati aastha hai.” (they are beaten because they smuggle cows. Why did they go to get beaten. This is how you will get killed if you smuggle and slaughter cows because people have reverence for cows.)Daring the PMThe occasion was of celebration for the party as a post office passport seva kendra was being inaugurated in Kota, but the BJP MLA from Ladpura in Kota thought it to be the opportune time to press for airport demand. He declared, “Kota airport is apparently meant for political leaders and general public of Kota as only small aircraft of political leaders can land here. We will not let aircraft of VIPs land in Kota even if the aircraft of Prime Minister arrives here.”Nose that made newsDuring the controversy created over the Sanjay Leela Bhansali movie Padmavati, Mahipal Makrana, the state president of Shri Rajput Karni Sena issued the dire warning to chop off Deepika’s nose, “Rajputs never raise a hand on women but if need be, we will do to Deepika what Lakshman did to Shurpanakha.”Clarion callWhen asked about the encounter of the gangster Anandpal Singh by Rajasthan SOG, the state home minister Gulabchand Kataria said, “I was sleeping and not aware about it. The chief minister called me and informed me about it.”

Admin made players swallow a bitter pill

The more things change, the more they stay the same. These words by a 19th century French journalist Jean-Baptise Alphonse Karr aptly describe the last 12 months of Rajasthan cricket. 2017 began on a promising note with five players from the state being picked up by different franchises for IPL. It was overwhelming to see how the left-arm pacer was pursued by one and all in the higher echelons of BCCI and its immediate sequel was that he was bought at a pretty high price of 2 crore at the auction. The then coach of Team India Anil Kumble even went on to say that the pacers Nathu Singh and Aniket Choudhary are on radar for future. While cricket was reverberating much to the pride of all, the din in the political corridors of RCA was jarring.The perennially fighting factions – Lalit Modi and CP Joshi camps, trumpeted about holding elections on the lines of Lodha recommendations with an eye on getting the 4-year long ban lifted from Rajasthan Cricket Association (RCA), but from the very outset things were murky. Amid all the melodrama, CP Joshi was elected the president of RCA, but the lust for power and supremacy of the warring office bearers from both the camp rendered the association ineffective. The number of court hearings outnumbered the number of matches held at SMS Stadium in the year 2017.BCCI too enacted their part in the plot and their reluctance to repeal the ban finally had Lalit Modi submit his resignation from all things cricket in the state. The very wary, apex cricket body lifted the ban almost 4 months after the resignation came, but with strings attached.While the political drama refused to cease, the promising players silently slipped into anonymity in the absence of any support. Now they are not in the ‘scheme of things’ of BCCI with new names from other states have come up. Now, one can only rue and regret, thinking­—how it would have been had the talented Aniket and Nathu got the support from the association to hone their skills. A happy New Year for 100 bureaucrats

The New Year brought good news for 100 bureaucrats as government approved of their promotion. In official orders released on late evening of December 31, 40 IAS, 44 IPS and 16 IFS were promoted.Following the promotion, two 86 batch IAS Deepak Utpreti and SK Agarwal were elevated to post of additional chief secretary from principal secretary at their respective departments. They along with Yaduvendra Mathur and Sanjay Dixit of the same batch have been promoted to chief secretary pay scale.IAS JagdIsh Chandra Desai had his designation changed from director to commissioner of Child Empowerment Department while IAS Suchi Sharma became commissioner ICDS from director earlier. They along with eight others have been promoted to super time pay scale. Of these, Jagdeesh Chandra Desai has received a double promotion.Promotions also shined on the police cadre and IPS Govind Gupta, Sunil Dutt and Amrit Kalash were promoted to additional director general pay scale from IG scale earlier.The promotions are expected to be followed with change in postings, even as except for six IAS the remaining officials have been asked to continue with their current designations till further orders.CS NC Goel conveyed good newsOn his first day at office, CS NC Goel was accompanied with the news of promotion orders. Before he left the office, he called up a senior IAS and told him of the promotions been approved by the chief minister. It was minutes after that the list was officially declared by department of personnel.

Rajasthan elections 2018: Rajasthan Kiska?

Rajpath – the road leading to Vidhan Sabha – is the smoothest driveway in Rajasthan. But in the coming year, the ‘Path’ ahead towards ‘Raj’ is a bumpy one for Vasundhara Raje; who faces the fiercest battle of all times.In fact, the 2018 elections will decide the political future of two stalwarts of Rajasthan politics. And for the one who loses, it may well be the end of the road or being relegated into ignominy.Raje, who turns 65 in the coming year, will have to give her best to comeback as chief minister for the second successive time. Similarly for former chief minister Ashok Gehlot, who crosses 67, it will be the last chance to claim the state.For Gehlot, it is a fight on two fronts. One within the party for a consensus about him and secondly against Raje who enjoys an edge due to being in power.The young chief of Congress in the state, Sachin Pilot too has a nerve wrenching year ahead. He has to move out of the shadow of the glorious political legacy of his illustrious father Rajesh Pilot and prove his mettle. Keeping up the traditions, Sachin is a close aide of Rahul Gandhi, just as his father Rajesh Pilot was to Rajiv Gandhi.And this year’s electoral challenges begin in the first month itself as the three bypolls are scheduled for January 29. The poll momentum will escalate over the months to culminate in the assembly elections close to the end of year.However, Raje looks confident as the sun rises to salute the new spirit of the election year. Her path breaking initiatives and welfare schemes to especially benefit the destitute, the old and the women have gone down well with the public. All eyes will be on Raje’s dream projects that could easily help her win elections hands down.MILESTONES TO THE ROAD TO POWERRing RoadAfter years of inaction, the ambitious Ring Road is again back on track. Raje used her influence to bring in central road agency NHAI to take over this ‘contentious’ project. Her proximity with union surface transport minister Nitin Gadkari did the trick for the state.Dravyavati River FrontThis is again her ambitious project which is fast ‘galloping’ towards completion within the stipulated time. If it meets the target date, Drvyavati River Front will surely flow in votes for BJP government.Barmer RefineryThe Rs 43000-crore refinery, which is likely to be laid down this month by Prime Minister Narendra Modi, will be testimony of the grit and determination of Raje, who reworked the financials of the proposed refinery in favour of Rajasthan before taking it out of drawing board. The upspin in economic activities and employment generation with setting up of refinery will tilt the balance in favour of BJP.Air connectivityAfter giving super highways with investment worth thousands of crores, Raje looks sky wards. Aiming to conquer the sky, she has started air services connecting places of her importance like Jaisalmer, Kota, Udaipur and Kishangarh. She has more routes in her plans which would end up making a robust air connectivity to Rajasthan. Prosperity then would take an aerial route, covering the shortest distance.Jal SwavlambanAnother pet project for Raje, Jal Swablamban, aims to recharge ground water and revive old baories, will have to pass through summer test this year. If her efforts succeeds in weathering water deficit this season, Raje will have more chances to strategise meeting water requirements for 5 more summers.Stumbling BlockIf the projects fail, the poll equations might tilt in different directions. Also, it would much depend on how the chief minister handles farmers agitation and appease Gurjars who are again raising voice against the High Court’s decision which has barred them from getting 5% quota benefits. This year, as Raje has indicated in her interview after completing 4 years, will be more of implementation than fancy announcements.In a relay race, last leg is vital. If the athlete races, deficits in previous stretches not only get covered but also offer a chance to grab the Gold. Raje apparently is a firm believer of this.

45-year-old mom drives e-rickshaw for daughter’s education

Do not be surprised if you spot a lady driving an e-rickshaw, offering you a ride in the city.Dressed in a pink half-sleeve shirt over her saree, 45-year-old Sonalben Joddha, a resident of Asarwa, is a new driver who has come out of her societal norms. Her only aim is to afford education for her daughter.One of these days, you may spot her outside the Flower show organized by the Ahmedabad Municipal Corporation (AMC) at Sabarmati riverfront, ferrying senior citizens.With a smile on her face, Sonalben’s enthusiasm is what attracts many. Quick enough to spot senior citizens and those who need help, Sonalben approaches them to offer a ride.She says, “I am connected with an NGO called ‘Sakhi group’ in the city and have been making ‘Kheechu’, a Gujarati dough used to make papad, since many years. Before six months, the NGO informed us that e-rickshaws are being given at low-interest rate along with training to promote greener city.””It was then I got interested and bought this rickshaw for Rs 96,000 on loan. We were given training and a license was issued. I was one of the 12 women who received this rickshaw and training from Ahmedabad.”The e-rickshaw has changed Sonalben’s life who used to earn Rs 3000 a month by stitching clothes. “Since five months, I have been driving this rickshaw and earn nearly Rs 1200 a day. It is a great relief to me as I am able to educate my daughter who is studying nursing.”Sonalben drives the rickshaw from Asarwa to Shahibaug from 10.00 to 4.00 pm after which she takes an hour break and resumes to her second job.”I make Kheechu in evenings and work till 9.00 pm every day.” My husband and my son also work. My son does two jobs but is not enough to run our family which is why we all are working hard.”When asked whether she faces any challenging incidents daily, she smiles and says, “Yes, I do. There are passengers who are very nice, whereas there are some who are not. I think I’m able to handle.”Speaking about the initiative, Shailendra Sharma, who has founded haalo.online along with his wife, Shagun, said: “Our initiative is women-driven GPRS enabled electric vehicles on rent that ensures a safe and clean system of transportation in city. To promote our aim, we have deployed two of our electric vehicle services to senior citizens for free at a flower show.”

Water dept saves Rs 6 crore on electricity

At a time when several parts of the city are not getting sufficient water supply due to a frequent breakdown in the pipeline network, the Ahmedabad Municipal Corporation (AMC) is giving presentations to other local government bodies on how its water department saved Rs6crore last year on the electricity bill.The civic authority gives credit to Supervisory Control And Data Acquisition (SCADA) not only for the saving but also for utilising 23 MLD (Million litre per day) water that was going to waste.City engineer Jagdish Patel said, “This project includes monitoring of water quantity, quality and energy parameters of 148 water distribution centres, four french wells and four water treatment plants. Soon, we will add 51 water distribution centres in the system.”He added, “After one-year monitoring on the system, we found that we have saved Rs6 crore as electricity bill and also utilised 23 MLD water which was being wasted.”Biren Raval, additional chief engineer, said, “The unit here works round the clock. We monitor all the water stations attached to the system. There is an automatic message and automatic alarm for any trouble which fixes the problem in a couple of minutes. With the online system, we have recently introduced automated valve operating system.”He added, “It will prevent discrepancies and solve water deficiency. If the water tank is filled, the valve will be closed automatically. No manual operations will be required unless there is some technical fault.”Still, there is a problem of inadequate water supply to the end user. One of the engineers said, “SCADA system monitors only measure and gives an audit of water distribution centres and treatment plant. There is no audit from water distribution centres to the end users. Many of the walled city areas have water pipelines which are more than 40 to 50-year-old and leakages occur there.”Criticising the system, leader of opposition Dinesh Sharma, said, “The BJP-run civic body always hurries in announcing its achievements. There are thousands of people in the city who have to struggle daily to get drinking water. Water tankers are being provided by the AMC to many slum pockets on a daily basis. What has the SCADA done for them?”…& ANALYSISSCADA can be effective only when it audits water till end users. There is no water audit from distribution station to water tanks and then to end users. Still thousands of litre of water goes waste.

LED, renewable energy helps civic body save Rs 30.25 crore

The introduction of LED streetlights by AMC has helped it save 26 million units of electricity helping it reduce its power bill by Rs15.50 crore a year. With this measure, the civic body says the carbon dioxide emmission would be reduced by 2,900 tonne anually.Not only this, the wind and solar power initiatives by the AMC alongwith the LED will help it ease its wallet burden by a total of Rs 30.25 crore.”We have implemented energy conservation programme under which we have installed 1.35 lakh LED bulbs on 2,800 km of road network,” said Deepak Suthar, additional chief engineer, streetlight and project, AMC. He added that by the end of January 2018, AMC will replace 14,000 more conventional streetlights with LED bulbs. “To generate a kilo watt of energy from fossil fuel, 0.546 emission of carbon dioxide occurs. We don’t use that much energy, and it has been saved. We have calculated the consumption, hence we are saying that we will reduce emission of 2,900 tonne of carbon dioxide annually,” the engineer explained.Meanwhile, a 4.2 MW wind power plant has been commissioned by AMC at Nakhtrana in Kutch which generates 11 million units of energy, which saves Rs7.14 crore a year. Another 4.2 MW capacity’s wind power plant is under construction. Both will help AMC save Rs14.3 crore a year. The civic body has also installed 540 KW solar rooftop power system as a part of renewble energy which generates 6.5 lakh electricity units annually which will help it save Rs45.5 lakh.However, city based environmentalist Mahesh Pandya scrapped AMC claims: “Construction business is mushrooming here. There is a loss in tree cover. Even for the Metro rail project, more than 2,000 trees were chopped.”…& ANALYSISThe AMC’s green efforts which are also pocket savvy are laudable. Speak up Delhi: This winter, govt swings into action to provide warmth to homeless

As the cold wave intensifies in north India, the minimum temperature in Delhi drops to 6.4 degree Celsius. Taking this opportunity to help the homeless the Delhi government has once again rolled its ‘Winter Action’ plan to provide aid to the needy people. Delhi Chief Minister Arvind Kejriwal recently announced that additional bunk beds, geysers would be installed at the city’s many night shelters to ensure that homeless people do not die in the winter chill. Even the department of health started its drive to provide medical treatment to the homeless. In order to accommodate the families of patients, All India Institute of Medical Sciences (AIIMS) opened the subway where around 300 people waiting outside the hospital took refuge during on Saturday night. According to the officials, no deaths have been reported so far. People can call the Delhi Urban Shelter Improvement Board (DUSIB) control room for information on the homeless. The agency has also launched a Rain Basera mobile app, which can be used to upload photographs of the homeless with their location.In 2001, the Census pegged Delhi’s homeless at 21,895 while an independent study by Ashray Adhika Abhiyan in 2000 claimed the number stands at 52,765. The 2011 Census found that there are 46,724 homeless people in the city. The same year, the Supreme Court Commissioner’s Office (SCCO), DUSIB and other NGOs conducted an enumeration of the homeless population and found the figure to be 2,46,800.DUSIB has 83 permanent night shelters, 113 porta cabins and 55 temporary shelters, which can together accommodate around 20,000 people.In 2014, the then Lieutenant Governor Najeeb Jung had ordered that subways in areas with a dense homeless population, such as AIIMS and Kashmere Gate, be opened for the homeless during winter — providing some respite from the cold for those sleeping outside AIIMS. This year, however, subways at both locations are locked every night.HELPING THE NEEDYDUSIB has 83 permanent night shelters, 113 porta cabins and 55 temporary shelters, which can together accommodate around 20,000 people. There are an estimated 40,000 homeless people in the capital but a little more than 10,000 use these shelters. EXPERT SPEAKWe have asked the medical teams to visit the shelters twice a week. On New Year’s Eve, restaurants see 20% surge in bookings

Leaving the agony of demonetisation behind, the Capital city is all set to welcome 2018 doing what it does best — party. The excitement is evident from the surge in bookings at the restaurants for the New Year Eve bashes. Restaurants and pubs in the Capital that faced a massive dip in sales in December last year are hopeful of doing brisk business this season.The popular outlets in markets like Connaught Place, Hauz Khas Village, Khan Market claim that booking for the parties have increased by at least 20 per cent this year compared to the slump that hit them last year.Hardly two months into demonetisation last year, the Capital welcomed 2017 with muted celebrations as restaurateurs rued their places going empty on the New Year Eve as people decided not to spend much. The scenario this year, however, seems different as outlets are running packed on Sunday.Inderjeet Singh Banga, owner, Prankster reveals that the Capital is soaked in party spirit this year. “We are already overflowing with enquiries and people are excited to be part of the farewell party at our restaurant. Our bookings were full by Sunday. There is no better time to party than New Year eve. In fact, the party season started on Christmas weekend.”Conceding to the view, Manuj M Gupta from The Darzi Bar & Kitchen in Connaught Place (CP), who is debuting its New Year bash, this year, says,”This is our first time. We have heard that last year December was badly hit because of demonetisation and the trend of partying out was restricted. However, we are enjoying a good footfall this time, as people are thronging to CP to party.”However, Umang Tewari, who runs Vault cafe and Local in Connaught Place, still feels that the influx of party revellers is not much. “December is better than the last months. I see the party season coming back to normal. However, I don’t see that much crowd because of so many restrictions imposed upon us by the government.

NRC draft final, Assam on alert

With Assam on the edge ahead of the publication of the state citizens’ list’s first draft, the home ministry officials allayed fears, saying that Indian nationals whose names don’t figure in the list will get adequate opportunities to prove their credentials.The Central government has asked the Army to remain on stand-by, while deploying 45,000 security personnel to prevent any untoward incident. The first draft of the National Register of Citizens (NRC) will be released around midnight. Intelligence inputs have suggested possible tension in some parts of the state, where names of doubtful citizens might be excluded in the draft list.”No one should have any notion that anyone or any particular community could be discriminated against. Everyone is treated equally and all Indian nationals will get adequate opportunities to prove their credentials, in case their names are excluded in the first list,” the official said.Last week, Union home secretary Rajiv Gauba spent two days in the state, reviewing the preparations for the publication of the part draft of NRC. Following a series of meetings between the Central and state governments, and the All Assam Students’ Union (AASU), it was decided to update the NRC in 2005.The exercise got a major push after the BJP came to power in the state, which had a major poll plank of driving out the illegal Bangladeshi immigrants. The Supreme Court had also ordered that the first draft of the NRC be published by December 31, after completing the scrutiny of over two crore claims, along with those submitted by nearly 38 lakh people, whose documents were suspect. Of the 3.28 crore applications submitted, there was confusion over the inclusion of 29 lakh people, who had submitted certificates issued by ‘gram panchayats’ as proof of identity, after a Gauhati High Court order in February had deemed ‘panchayat’ certificates invalid, the official said.The SC set aside the HC order and upheld the validity of the certificates as identity proof, if they were followed up with proper verification. The Apex Court also asked the authorities to stick to the original deadline for publication of the draft NRC and include names of those whose claims were verified.When the NRC was first prepared in Assam way back in 1951, the state had a population of 80 lakh. A six-year agitation, demanding identification and deportation of illegal immigrants, was launched by the AASU in 1979. It culminated with the signing of the Assam Accord on August 15, 1985, in the presence of the then prime minister Rajiv Gandhi.Assam chief minister Sarbananda Sonowal also sought to dispel apprehensions and said “genuine” Indians missing from the citizenship register would get enough opportunities to incorporate their names. “No one should have any apprehensions. If the name of a genuine Indian citizen is missing in the part draft of the NRC, he or she will get proper chance to incorporate it,” he said. “There is no need for panic. Genuine Indian citizens will not be deprived of their rights,” he added.

Allot vacant houses to poor: Hardeep Singh Puri to CM Arvind Kejriwal

Union minister Hardeep Singh Puri has requested Chief Minister Arvind Kejriwal to intervene in the matter of vacant houses in Delhi and get an action plan prepared to allot them to the poor.In a letter to the chief minister recently, Puri said all-out efforts were being made to provide houses to all poor in urban areas and so, “leaving completed houses unalloted to eligible beneficiaries or keeping the houses incomplete is a waste of resources”.He noted that the housing and urban affairs secretary had earlier written to the Delhi chief secretary, requesting for an action plan for utilising all completed/incomplete and unoccupied houses constructed under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) by March 31, 2018.However, a response is awaited, Puri said.“Since no progress has been made in this regard so far, I would request your personal intervention to get an action plan prepared to complete and allot the houses constructed under JNNURM to eligible beneficiaries under that scheme or Pradhan Mantri Awas Yojana (Urban),” Puri added.JNNURM was a massive city-modernisation scheme launched by the previous UPA government in 2005. However, it was replaced by the Atal Mission for Rejuvenation and Urban Transformation after the NDA government came to power in 2014.Puri also referred to a media report that said nearly 26,000 flats built for the poor remained vacant in the absence of a uniform rehabilitation policy in Delhi.“I’m informed that vacant houses mentioned in the report pertain to the houses built under the scheme of Basic Services to Urban Poor (BSUP) of JNNURM in Delhi.“I’ve been informed that 16 BSUP projects involving the central assistance of Rs 1163.04 crore for construction of 55,424 houses were sanctioned for Delhi under JNNURM,” Puri said.Out of these, 31,424 have been constructed and only 2,201 houses have been allotted, he said.

JeM turns to local cadres for fidayeen recruits

The two fidayeens killed in the CRPF camp have been identified as local recruits who had joined terror ranks barely two to three months ago. This throws light on the imminent danger that awaits as the Jaish-e-Mohommad (JeM) is adding a dangerous dimension to the ongoing unrest by turning local cadres into fidayeens (member of a suicide squad).CRPF spokesman Rajesh Yadav identified the fidayeens as Fardeen Ahmad Khanday of Nazeenpora, Tral, and Manzoor Ahmad Baba of Drubgam, Pulwama in south Kashmir.In a clear departure from the policy of using Pakistan nationals as fidayeens to storm camps, the Jaish has used two local boys to carry out a suicide attack. And, it is after decades that locals have carried out a fidayeen attack in Kashmir.Fardeen was a 16-year-old school dropout and the son of a policeman from Tral area, who had joined terrorism a few months ago. Baba had also joined terrorism hardly two months ago. In fact, Baba’s family had made an emotional appeal for his homecoming, taking cue from the footballer turned militant Majid Khan, who returned after his mother made a fervent appeal.Additional Director General of Police, Kashmir Zone, Munir Ahmad Khan, however, told DNA that they are still in the process of identifying the fidayeens gunned down in the incident.Five soldiers, including an officer, were killed, while three others were injured when a group of heavily-armed JeM fidayeens stormed the highly-secured Central Reserve Police Force (CRPF) training facility in south Kashmir’s Pulwama district on Sunday.JeM claimed the attack. A JeM spokesman called up local news agencies to stake the claim. He also ridiculed Operation All Out, launched by the security forces earlier this year to eliminate terrorists.

Defamation case against Addl SHO quashed

Dismissing a defamation case by a lawyer against the Additional Station House Officer (SHO) for giving an adverse report against him, a Delhi court said, “It is not defamation if a true incident or report is produced before Court of Law.”Civil Judge Pankaj Sharma rejected the claim of MS Yadav, a lawyer, stating the Additional SHO gave the report while discharging duty.”It is not defamation if a true incident/report is produced before Court of Law. The letter dated 01.05.1998 was in fact issued/published by the society, and defendant no. 1 merely produced it before the court upon directions to file a report regarding a complaint of the plaintiff. The said letter appeared to be filed in good faith and in the discharge of the official duty by defendant…,” the judge said.The case dates back to 1998 when a civil defamation suit was filed by Yadav, a resident of Manocha Housing Society in VikasPuri, against the then Additional SHO, Om Parkash, and AK Chopra, the then secretary of the society, on charges that the duo had lowered his reputation amongst all.The court, while dismissing the claim of Rs 2 lakh as compensation, stated that the officer gave the report in the discharge of his duties.”Despite having an understanding of the law, plaintiff gave a complaint to Addl SHO and did not bother to get it registered as per the procedure. Addl SHO was not duty-bound to act upon an oral complaint by the plaintiff as incharge of the PS is SHO who marks the complaints to his subordinates after it is received in due course as per procedure. Addl SHO/defendant No. 1 is not expected to assume the power of SHO,” the court said.According to the plea, Yadav was asked for Rs 15,000 in 1996 as entry fee when he had shifted in the residential complex. But he refused to pay the amount deeming it to be illegal. On March 21, 1998, BL Madan, president of the society, allegedly threatened to disconnect water supply to the plaintiff and called some outsiders of whom one Mukesh Kumar assaulted the plaintiff.20-YR-OLD MATTER The case dates back to 1998 when a civil defamation suit was filed by MS Yadav, a resident of Manocha Housing Society in VikasPuri, against then Additional SHO Om Parkash.

Season’s ‘worst’ fog hits over 200 flights at IGIA

More than 200 planes flying in and out of the national Capital were delayed, diverted or cancelled as the season’s “worst” fog reduced visibility to 50 metres at the Indira Gandhi International Airport (IGIA) on the New Year’s Eve.Take-offs from the IGI Airport require a minimum visibility of 125 metres.According to the officials, as the Delhi airport has advanced technology for low-visibility landings, called the CAT IIIb system (category IIIb), aircraft qualified to land in the visibility of 25-50 metres could arrive. There were, however, nearly 50 diversions to nearby airports as many pilots deployed by the airlines were not CAT IIIB compliant.”Over 150 flights were delayed, nearly 50 diverted and an estimated 20 were cancelled. No flights could take-off from Delhi for nearly four hours between 7.30 am and 11.05 am,” said a senior official.While the visibility improved to 2,000 metres later in the day and operations were restored to normal, there were consequential delays throughout the day and a waiting time of up to six hours was common.Many people took to social media, including Twitter, to share pictures of the overcrowded domestic terminal where passengers could be seen sitting on floors and occupying staircases.”Runway visibility since 5.30 am has been between 50-75 metres. This is, so far, the worst fog we have experienced this year,”said RK Jenamani, Director, Indian Meteorological Department, Delhi area and IGI Airport said.FOGGED OUTTake-offs from the Capital’s IGI Airport require a minimum visibility range of 125 metres. A 30-year-old man old was shot at inside the Rich Bratz 17 pub in south Delhi’s Greater Kailash area in the early hours of Sunday, after a fight over some petty issue.The accused was caught by the public and thrashed mercilessly.Initially, the police said that the altercation started in the parking lot. Later, however, they said the incident took place inside the club.Since the club was open beyond the permissible time limit of 1 am, the pub owner might lose the licence. The police officers found responsible for this will also face strict action.The incident took place around 3 am inside the Rich Bratz 17 pub in the upscale M block market in Greater Kailash.Vinay Bhati, 30, was partying with his friends at the pub, where Umesh alias Aditya Kumar was also present. A fight broke out between the two groups, following which Umesh whipped out a pistol and shot at Bhati.The bullet struck near Bhati’s collar bone. In the meantime, other people at the pub and locals caught hold of Umesh and started thrashing him. The police received a call regarding the incident at 3:48 am.”The victim did not give a clear reason behind the fight. When the police reached the location, Bhati had already been taken to hospital and Umesh, who was injured, was moved to the trauma centre. The weapon of offence was seized by the police. Umesh was arrested after his discharge from the hospital. A case of attempt to murder has been registered against him,” said Romil Baaniya, Deputy Commissioner of Police, South.After the police spoke to the victim in the morning, it was revealed that the incident took place inside the pub.The police have written to the licensing unit to cancel the pub’s licence stating that it allowed anti-social elements with weapons to come inside.On being questioned about the pub running beyond the allowed time limit, Baaniya said that a district-level inquiry is being conducted and necessary action will be taken during the course of investigation.Locals and several other visitors later claimed that fights often break out in the premises, which are generally hushed up by the club management, but also said that most clubs and pubs function beyond 1 am.The incident was reported at a time when the national capital is hosting hundreds of parties to celebrate the New Year.A major fire at a pub in central Mumbai, which claimed 14 lives, has also forced the police to remain extra cautious during this time of the year.LOOPHOLESThe pub was running beyond the permissible time limit of 1 am. Why did the local police not ensure that the pub was shut on time? The police initially stated that locals told them the incident took place in a parking lot but it was later revealed that it took place inside the pub. Why was the probe not carried out in the night? Why was the CCTV footage not checked to ascertain these claims?

Lodi Garden’s forgotten Baoli

The city still holds impressions, in the form of structures/monuments, of all its bygone eras. While some of the structures have been revived over the time, few have completely lost their identity. One such forgotten structure is the Baoli, or stepwell, which once existed in the Lodi Garden, but got lost in colonial landscaping.A first monument list created by Maulvi Zafar Hasan, an archaeologist with the Archaeological Survey of India (ASI), worthy of preservation in 1916, refers to the Baoli in need of attention. Hasan’s list features 1,317 buildings in the Capital, of which 174 are currently protected by the ASI. While Hasan did not include the Baoli in his list, but he has written about it in his book ‘Monuments of Delhi, Lasting splendour of the Great Mughals and Others’.”To the North-East of the Sheesh Gumbad are the remains of a garden, the four walls of which, brick built, are broken in several places. The double-storeyed entrance is in no better condition. To the south of the latter is a mosque also ruined and neglected. The Baoli in front of the entrance outside the enclosure is in the same condition. In the center of the garden is a small brick-built enclosure furnished with arched openings, apparently intended for a tomb but now containing no grave.”The Baoli and the mosque came under the’Khairpur’village area back then. In 1936, Lady Willingdon, wife of the then Viceroy of India, got the villagers relocated and landscaped the garden which was then known as’Lady Willingdon Park’. It is believed that the Baoli was also landscaped around that time. But, its name was changed to Lodi Gardens post-independence.”There are such Baolis lost in time, most important being the ‘Palam’ and ‘Khari’Baolis, but we may never be able to unearth them due to the dense settlement around them. However, we should still try and revive this Lodi Garden Baoli. If the ASI and the government decide to restore these structures, they would attract a lot of visitors,” says Vikramjit Singh Rooprai, a heritage activist.A total 25 Baolis have been identified by historians in Delhi, of which 11, including Hauz Khas Enclave Baoli are not accessible to the public. Of these 25, 12 can be easily revived.

Govt raises health expenses of ex-servicemen

After the widow of a Kargil martyr died at a Sonipat hospital after the medical staff allegedly refused her treatment for being unable to procure her Aadhaar card, the Central government has raised health costs of ex-servicemen.A notification issued by the Ministry of Defence on December 29, has set new rates for the Ex-Servicemen Contributory Health Scheme (ECHS) increasing premiums by about 100 per cent. According to the new rates, a retired soldier and his equivalents in the Navy and Air Force will now have to shell out Rs 30,000 instead of Rs 15,000, earlier. The new rates of premium for junior commissioned officers (JCOs) have been notified as Rs 67,000, from Rs 30,000. For officers also the contribution has been increased from Rs 60,000 to Rs 1.20 lakh.On Sunday, Major General (rtd) Satibir Singh, Chairman of Indian Ex-Servicemen Movement (IESM),described the notification a double blow to soldiers, who are already angry with the government for not abiding by its commitments on one-rank-one-pension (OROP).He said, the step would add a burden on jawans and affect their morale. He has written a letter to all MPs asking them to raise the issue in the ongoing session of Parliament. Responding to their letter, main Opposition, Congress, said that they would raise the issue once Parliament reassembles on Tuesday.Party spokesperson Sushmita Dev said her party will question the government, whose leaders frequent forward areas to celebrate various festivals witht the soldiers, but, fail to attend to their basic needs.Launched in 2003, the ECHS enables ex-servicemen pensioners and their dependants to seek treatment, not only in service hospitals, but also in empanelled civil and private hospitals. The payment of the hospital bills is initially borne by the ex-servicemen, but, after the treatment, the amount is reimbursed once a claim is filed with the ECHS authorities.The scheme is currently providing healthcare to 52 lakhs beneficiaries.In a letter to the MPs, the IESM has also pointed out four anomalies arising out of the government’s OROP notification issued on November 2015. It also said that one man judicial committee report submitted to the government in October 2016 has been kept under wraps. General Singh further stated that out of 7.82 lakh vacancies reserved for ex-servicemen in the government, only 70,000 have been filled so far. He said the war veterans are drawing a paltry sum of Rs 3,500 per month, and asked the MPs to discuss the woes of the soldiers in Parliament. “We had brought the issue to the notice of the government through various communications and in-person through meetings, but there has been no redressal so far,” he said in his letter.‘PALTRY SUM’Out of the 7.82 lakh vacancies reserved for ex-servicemen in the government, only 70,000 have been filled so far. The war veterans are drawing a paltry sum of Rs 3,500 per month.

15-year-old, who killed mother and sister, shows no remorse

The 15-year-old boy, who was arrested for killing his mother and sisterat their Greater Noida residence, seems to be enjoying his time at the juvenile home. A team of doctors, including psychologists, are keeping a check on to see his behavioural changes.Speaking to DNA, the boy’s counselor, Smita Pandey, revealed that the boy is unemotional and doesn’t have seem to be guilty for killing his mother and sister.”He is a rarest of the rare case as kids come to the juvenile home with heads down and having guilt. But this boy is unstable and emotionless as he looks right into the eyes and talks. He admits to have killed his mother and sister but says that killing the mother does not make any difference in his life while as he misses his sister. He also says that he is most attached to his uncle’s son and he likes it here,” revealed Pandey.She further added that initially the boy was quiet and didn’t speak much but now he is enjoying his time as he has made a lot of friends inside the house.”The boy always expresses fascination for branded stuff as his mother never brought him suck clothes. And as he was never good in studies, he always wanted such an environment where he does not have to study at all. He also feels superior than the other kids as he is fluent in English. The boy is also insomniac as it is observed that he has a habit of being awake at night,” Pandey added.The boy is psychosexual also, as recently one of the inmates at the home had complained of sexual abuse against him.” There is an inmate named Aarav to whom the juveniles call Aarav Bhai. This boy said that Aarav reminded him of his childhood best friend but recently Aarav complained about him that he talks dirty things to him because of which his room was also changed,” Pandey stated.

9 car-jacking cases reported in city each month last year

Almost nine incidents of car-jacking were reported every month in the national Capital in 2017, at an average. South-west, among all administrative districts of the Delhi Police, reported the highest number of incidents.According to a data, accessed by DNA, 97 car-jacking incidents were reported in the Capital in 2017 up to November 15. Of all the incidents, 33 were reported from southwest alone, while North, Central, Shahadra and New Delhi districts, reported just one incident each.However, the data further says that Southwest district also recorded the highest solving rate in the car-jacking cases, which was 13. New Delhi, Central and Shahadra districts, which recorded one incident each, could not solve any of these cases till November mid. Of the total 97 car-jacking cases reported, only 45 were solved.In 2016, Delhi witnessed 124 cases of car-jacking, of which 67 were solved. Rohini district reported 44, which was the highest among all the districts in 2016.Senior Delhi Police officials said that special drives were undertaken in 2017 to bring the menace of car-jacking down and claimed it to have been effective. “Since a surge was witnessed last year, a number of special initiatives were started. These included picketing, erecting barricades at identified car-jacking prone stretches, bike patrolling and installation of CCTV cameras in and around the dark zones,” said a senior officer, adding that awareness among car owners also helped bring the crime rate down.On solving these cases, the officer further added that a tight watch over the second-hand car dealers across the Capital and intense round-the-clock vigil over the unauthorised parking places, where these stolen vehicles are hidden by the gangs until disposed of, has also helped in recovery and arrests.As an advice to the car owners, the officer also mentioned that everyone must ensure that their vehicle has GPS installed. “In many cases, vehicles have been recovered even when it has been taken across the state borders,” he said.SOUTHWEST TOPS2017Total car-jacking: 97 Solved: 45 District with highest:Southwest (33)2016 Total car-jacking: 124Solved: 67District with highest:Rohini (44)

Activists file police complaint against bullock cart race

An animal rights activist has lodged a complaint with Kashimira police station after a video of bullock carts racing on the Mira-Bhayander Road went viral on social media. The 28-second long video was shot on December 25.”I was shocked on watching the video as the race was being carried out on the busy Mira-Bhayander road at around 4.30 pm. It was fortunate that an animal lover who saw this happening decided to shoot the video otherwise there would have been no proof. What is even more appalling is the fact that the police had no information about it,” said Shakuntala Majumdar, President of Thane Society for the Prevention of Cruelty Animals (TSPCA) who submitted a formal written complaint on Sunday.The video captures two bullock carts racing on the stretch of road between D-Mart towards Silver Park signal, while the audience shouts and cheers. One cart has three men riding it while the other has four. As they ensure that the bullocks run as fast as they could, the cart with four men skids and one by one all the four fall even as the bullock with the cart swerves left.Majumdar said that the entire act is not only a violation of the order dated October 2017 of PIL No 23132 of 2017 of Bombay High Court which bans bullock cart racing in Maharashtra unless permissions have been granted by the authorities.”Apart from being a contempt of court, this activity is completely illegal as per the Prevention of Cruelty to Animals Act 1960. Going by the fact that there is evidence that the bullock cart slipped and people fell off, I have also asked the cops to register a case under Section 188 because the race on a public road could have caused danger to human life and safety,” added Majumdar and stated that the cops now need to investigate the matter and take action as per law.A cop from Kashimira police station said that they were busy with security deployment for New Year’s Eve and would investigate the matter from Monday.

Mega block at Parel stn to end tonight

The first major block was carried out at Parel station this weekend where the Army is building a new foot-overbridge (FOB). The Central Railway (CR) is carrying out a mega block for three consecutive nights which ends on Monday night.”We will be carrying out another five hours of block on the night of January 1-2 at Parel. This is probably the first such long block given on the main line for the Parel FOB,” said SK Jain, Divisional Railway Manager (Mumbai), Central Railway.The Army and railwaymen are together constructing an extension to the Parel FOB on the north end which will go towards Elphinstone Road station. During this period – midnight to 5am – of the mega block, the authorities will lower the steel cage and bore piles into the ground. They have already drilled deep into the soil and steel pillars next to the tracks have been erected.Sources said that on Monday night, the work will be mainly between Parel and Elphinstone Road stations. Over the last two nights (December 30-31 and December 31-January 1), the CR authorities shut down train services between Matunga and Byculla stations on the slow line towards CSMT at Parel platform 2. Due to this block, 15 services towards CSMT were diverted on Up fast line. On Sunday night, Up slow line there was a block for five hours between Matunga and Byculla stations due to which nine locals were diverted on Up fast line.The Army is set to complete the work of extending this FOB by January 31. Meanwhile, work on the additional staircase for the Elphinstone Road station FOB too is ready and is expected to be open to the public soon. SC collegium gave age criteria a miss while clearing names

When it finalised the draft of the new Memorandum of Procedure (MoP), the document that guides appointments to higher judiciary, the Supreme Court collegium — headed by (then) Chief Justice of India JS Khehar — had decided that no lawyer below the age of 45 years and above the age of 55 years should be considered for appointment as Judge of a high court.Apart from then CJI Khehar, other members of the collegium who decided this included current CJI Dipak Misra and Justices Jasti Chelameswar, Ranjan Gogoi and Madan Lokur. All, except Justice Khehar, who is now retired, are members of the larger SC collegium now.However, even as the new MoP is yet to be notified — it is pending with the government since March — the collegium has shown that it isn’t too keen to stick to its own resolution.Minutes of meeting of the three-member Supreme Court collegium show that the CJI-led panel is not immune to violating the age limit.Take for example the December 4 decision of the collegium while clearing names for Calcutta HC.The High Court collegium had recommended names of six advocates, including Sabyasachi Chaudhury and Sakya Sen, who weren’t 45 at the time their names were recommended.However, the SC collegium has recommended Sen’s name for elevation to the bench in “relaxation of the age criterion”. As for Chaudhary, he completed 45 years of age during the intervening period when his name was recommended by the HC collegium and cleared by the SC collegium.But, Madras HC lawyer AV Radhakrishnan, whose name had been recommended by the HC collegium, wasn’t so fortunate. “… He is more than 57 years of age. Even on the date of recommendation of the High Court Collegium he had crossed the maximum age limit of 55 years prescribed for Advocates recommended for elevation to the High Court Bench. Having regard to above, he is not found suitable for elevation to the High Court Bench,” the SC collegium decided on the same day when it ignored the age criteria in two other cases.Incidentally, it was on the Centre’s insistence that the SC collegium first agreed to include the age clause in the MoP. The Justice Ministry is of the view that such a cause will ensure uniformity and transparency in the appointment process and also rule out the possibility of members of the collegium adopting different yardsticks while recommending names.But it isn’t the age criterion that the SC collegium has refused to stick to while making appointments.It cleared the name of another lawyer of Calcutta HC – Ravi Krishan Kapur – who had failed to submit the undertaking from his lawyer-father as is mandated under existing rules. In doing so, the SC collegium also ignored the objection raised by the Union Ministry of Law and Justice on this subject, saying the undertaking was based on “mere administrative instructions and is not a mandatory requirement”.In yet another departure from rules, the SC collegium decided to clear a candidate – advocate Arindam Mukherjee – even though he had not submitted adequate number of reported/unreported judgments.”In our view, number of reported/unreported judgments is just one of the factors and not the only factor to determine suitability of a recommendee for purpose of elevation,” the collegium noted.

Ending nearly two decades of speculation over his political fate, superstar Rajinikanth on Sunday announced the launch of a party, just in time to contest the next Tamil Nadu Assembly polls.”I am surely coming to politics. In the next Assembly election, I will launch a political party and contest from all 234 seats,” he said amid thunderous applause by fans, who have been waiting for this day for over two decades now. He promised people that he would usher in an era of secular and “spiritual” politics.Tamil Nadu politics seems to have taken an interesting turn. Last month, actor Kamal Haasan announced his political plunge after the death of AIADMK supremo J Jayalalithaa.Significantly, the actor’s announcement came in the wake of both the ruling AIADMK and DMK suffering shocking defeat in the bypoll to Jayalalithaa’s RK Nagar Assembly seat.The buzz over Rajinikanth’s political entry has been doing rounds since 1996, when he backed DMK-Tamil Manila Congress alliance to unseat late Jayalalithaa from power.The next state polls are due in May 2021, if the ruling AIADMK government survives its full five-year term.Rajini said he would not contest the Local Body polls, to be held next year, since he has little time for preparations. He, however, said that he would take a call on the Lok Sabha polls, which are due in 2019 at the time of elections.Rajinikanth also urged his fans to focus on expanding their associations to every nook and corner of the state, enrolling all people, including youths and women in large numbers, until the launch of the party.”I will start a political party before the state Assembly elections. I want saviours who will not work for their own benefit but question the wrongdoings. I will be a representative who will watch over this.” He said his party would seek the people’s support based on promises made to them. “If we are not able to fulfill the promises, we will resign from the government in three years,” he assured.Stating that he has decided to take the political plunge considering the degeneration of politics in the state, the 68-year-old actor said the developments in the last one year have made the people hang their heads in shame. “Politics has become very tainted. Democracy has become battered. The political climate in Tamil Nadu has made us hang our heads in shame. If I don’t act now, I will feel guilty. I want to change the entire political system. We need politics devoid of caste and religion. We need spiritual politics,” he said.Stating that what he intended to do was not an easy task, Rajinikanth said: “I know it is like diving in the ocean to find a pearl. I am confident that I will have god’s blessings and support of the people.”Accusing the state political parties of looting the people, the actor said: “Earlier, kings looted the country and the people. Now in the name of democracy, politicians coming to power are looting their own people. It is time for a change.”

Western Railway faces real test as AC local runs up to Virar today

The Western Railway (WR) braces for a challenging first day of 2018 as it is the D-Day to operate the newly inaugurated air-conditioned local train up to Virar. On Sunday, WR officials were busy with the final checks of the AC locals as beginning Monday, the local will run for 60 kms.Over the past two days, the WR carried out basic maintenance checks and inspection in the AC rake. “Primary checks were carried out. The AC train will run on the Churchgate-Virar route as scheduled,” said Ravindra Bhakar, Chief PRO, Western Railway.After its launch on December 25, up to December 29, the AC local ran six services daily which will be upped to 12 services from January 1. Of these, eight services will run the Churchgate-Virar stretch and the remaining on the Churchgate-Borivali route. As per the decided schedule for the AC local, authorities will operate one service each during the morning and evening peak hours.Initial runs from the last week have mostly received negative feedback from commuters owing to the high fares, while some are of the opinion that the AC local is eating into the regular train services. “By replacing the existing local train services on the Churchgate-Borivali route with the AC train, almost 50,000 people have been affected,” said passenger activist Anil Galgali. Authorities are even more concerned about reactions once the AC local runs up to Virar.”The Railways should have at least lowered the fares. Who will spend Rs 205 one way from Virar to Churchgate when a second class season pass can be bought in almost the same amount,” said A Parab, a resident of Virar.A monthly pass for the AC local from Churchgate to Virar will cost Rs 2,040, fortnightly Rs 1,555, and weekly Rs 1,070. The daily ticket up to Vasai and Bhayander will cost Rs 195 and Rs 175 respectively. Between Churchgate and Virar, the AC local will halt at Mumbai Central, Dadar, Bandra, Andheri, Borivali, Bhayander and Vasai. Pulwama: Five CRPF jawans killed in JeM attack, 2 terrorists neutralised

In a pre-dawn strike, five CRPF men were killed when heavily armed terrorists carried out suicide attack on a camp of the paramilitary force in Pulwama district of south Kashmir, officials said.This is first time local terrorists carried out a suicide attack, which has been claimed by Pakistan-based Jaish-e- Mohammed. CRPF spokesperson Rajesh Yadav said the two terrorists are Manzoor Ahmad Baba from Drubgam (Pulwama) and Fardeen Ahmad Khanday from Nazeempora (Tral). Khanday is the son a serving policeman. “Five CRPF jawans have been martyred and three others are injured. The bodies of two terrorists have also been recovered. Yadav said the deceased personnel are Inspector Kuldip Roy from Hamirpur (Himachal Pradesh), Head Constable Taufail Ahmed of Rajouri (J&K), constables Sharief-ud-din Ganaie of Chadoora in Budgam (J&K), Rajendra Nain of Churu (Rajasthan) and P K Panda of Sundargarh (Odisha). He said while Roy died of heart attack during the gunbattle, the four others succumbed to bullet injuries.The injured personnel are constables Narendra Kumar, Malam Samadhan and Mala Ram, he said. “One or two terrorists are still holed up but firing has stopped. Forces are still continuing the search operation,” he said”The heavily armed terrorists stormed the camp at about 2 AM. They were armed with under-barrel grenade launchers and automatic weapons. After arrest of techie, online Tatkal booking softwares under CBI scanner

A number of online softwares, being used allegedly by travel agents to trick the Tatkal booking systems, have come under the scanner of the CBI during its probe against its techie who has developed a similar system, the agency sources said here today.During its probe against its own programmer, Ajay Garg, who had developed one such illicit software, the agency has noticed a large number of softwares which were easily available online for a price. These were being used to trick the railway ticketing system by speeding up the booking process and allowing multiple tickets, they said. The sources said ‘neo’ software developed by Garg is one among many such programmes available online, they said.”All such softwares are under scanner. We are examining them and may soon take action, if any illegality is found in their operations,” an official said.The sources said the softwares work on “auto fill” system where details of large number of ticket seekers are entered and kept ready even before Tatkal bookings open on the IRCTC website at 10 am for trains departing next day. They said these softwares speed up the PNR generating process, bypassing the IRCTC captcha and allowing login with multiple IDs allowing a large number of ticket bookings simultaneously on a single click of mouse. The softwares allow the users to fraudulently gain unauthorised access to computer network in contravention of rules and regulations, they said.Also readDay after CBI programmer held in tatkal ticket scam, Piyush Goyal calls for strengthened cyber security”Use of such software is illegal as per rules and regulations of the IRCTC and also under the Railways Act. It was also alleged that the accused was collecting money for the use of such software by certain booking agents and had amassed huge wealth from these activities,” CBI spokesperson Abhishek Dayal said. The CBI had arrested its assistant programmer and his front, Anil Gupta, for developing and distributing the software to agents for a price, he had said.The ticket bookings under Tatkal quota open at 10 am for AC class and 11 AM for non-AC coaches for the trains departing next day. Under the quota, a fixed number of seats, in each coach, are sold at a premium by the railways to travellers who need tickets urgently. A common complaint of passengers is that by the time they enter details on the IRCTC website or complete booking process, seats under Tatkal quota gets full within minutes of start of the booking. Their bookings are either rejected or they get a waitlisted ticket that too at a very steep prices.Some travel agents offer to provide confirmed tickets under the quota by charging premium, over and above railways prices. The arrest of Garg and Gupta has exposed the alleged software trickery used by them to exploit the vulnerabilities of IRCTC ticket booking system, the sources said. Garg, a 35-year-old software engineer, had joined the CBI in 2012 through a selection process and was working as an assistant programmer. Earlier, he had served with the IRCTC, which handles ticketing system of the railways, between 2007 and 2011.

‘Upcoming Panchayat polls in J&K on the insistence of BJP leadership’

The BJP, which is sharing power with PDP in Jammu and Kashmir, today claimed the upcoming panchayat and Urban Local Bodies (ULB) polls were being held in the state due to the insistence of its leadership.”The polls are being held due to the insistence of BJP leadership which continued to raise the issue of early elections at different forums,” BJP state spokesperson Anil Gupta said in a statement here.He appealed to the people to ignore the boycott called given by separatists and said that total integration with the democratic institutions of India was in the best interest of all Kashmiris.The conduct of the elections will be a big challenge for the state election authorities and I have full confidence in them that they would surmount all challenges, he said.Welcoming the statement by Chief Minister Mehbooba Mufti that the panchayat polls from February 15 would be followed by ULB elections, Gupta said these elections would lead to real decentralisation of power.The BJP-PDP government is committed to the devolution of democratic powers and financial resources to the panchayats and ULBs for realising its promise of holistic development, he said.”The sincerity of the BJP-PDP alliance in financial empowerment of the panchayats can be gauged from the fact that separate budgetary allocation for them is being made by the finance minister, a clear and welcome departure from the past,” he said.As far as the ULB elections are concerned, he said these were long overdue.The elections have not been held since 2005 where in (former Chief Ministers) Ghulam Nabi Azad and Omar Abdullah led coalition governments did not dare to hold polls due to political considerations depriving the state huge amount of funds from the Centre, he said.

Fringe pro-Tamil outfits, oppose him for his Marathi roots and previous Karnataka domicile.The actor had also often been targeted for allegedly not fighting for the state’s lifeline issues such as Cauvery water row with Karnataka.Every time, the Cauvery issue erupted, the pro-Tamil outfits used to target him for his “silence,” in the matter.Seeking to counter such attacks, in 2002 the actor had said he would start a people’s movement the Cauvery issue stressing on interlinking of Himalayan and peninsular rivers.The actor had also said some months ago said he was a “Pachai Tamilan.” (A pure Tamil).Pointing to living in Tamil Nadu for over four decades patronised by the people, he had said that his father was born in Tamil Nadu’s Krishnagiri district.Rajinikanth married a Tamil Brahmin woman Latha and has two daughters Aishwarya and Soundarya, who have also entered the film world as directors.

Shenzhen has wide array of manufacturing industries and as a hardware hub where patents are not created to fight copycats and exert legal pressure, but are used for trades between companies to share information. The Chinese counterfeit consumergoods industry, which are known as ‘Shanzhai’ in China, has been a key for domestic skill and job creation.

Congress blasts Modi govt’s foreign policy after Pulwama attack

The Congress today slammed the government over a terror attack on a CRPF camp in Pulwama district of Jammu and Kashmir, saying it was a sign of failure of Prime Minister Narendra Modi’s foreign policy.Party spokesperson Sushmita Dev said here that such recurring attacks send a message that anti-national forces do not fear India. During elections, Modi says India is a strong nation. But the number of casualties in ceasefire violations was going up, Dev said at a press conference. “It is a sign of failure of Prime Minister Narendra Modi’s foreign policy,” she said, adding the Congress wanted him to take strong steps to deter India’s external and internal enemies.Modi had claimed he had a 56-inch chest and that he would teach Pakistan a lesson, Dev said. “What that lesson could be he should decide. The Congress will support him if he takes any step in the interest of the nation. One a sporting icon with demi-god status who is rarely away from the headlines and the other a relatively low profile parliamentarian, the two Tendulkars in the Upper House of Parliament are a study in contrasts.Both Sachin Ramesh Tendulkar, 44, and Vinay Dinu Tendulkar, 56, are debutants in the Rajya Sabha. But that’s where their similarity perhaps ends.While the cricket ace, a nominated member of the House, makes news just by attending the Rajya Sabha, Vinay Tendulkar is the BJP’s man from Goa who stays behind the headlines, a quiet organisational worker who is chief of the party’s unit in the coastal state.Sachin Tendulkar’s first term began in 2012, and will end in April 2018, but Vinay Tendulkar’s run in the Rajya Sabha has just begun. He was elected to the House from the lone seat of Goa in July 2017.The Bharat Ratna awardee hit the headlines last week after he rose to speak on ‘the right to play and future of sports in India’, a discussion initiated by him.The master blaster, who has been in the public eye since he made his cricketing debut in his teens, could not complete his speech due to some heavy balling by the opposition against the government.Vinay Tendulkar’s career profile has been quite different.He quit his job in a mining company in 1994 to pursue politics full-time and went to win the Sanvordem seat twice– in 1999 and 2002. A non-controversial figure, he is known to be close to Chief Minister Manohar Parrikar.”My great-grandfather was from Maharashtra, who migrated to Goa,” Vinay Tendulkar said.He was a former environment minister in the Manohar Parrikar cabinet from 2002-2005 and vice chairman of the Goa State Infrastructure Development Corporation from 2000-2004.Vinay Tendulkar’s tenure as Goa party unit chief saw the BJP winning both the Lok Sabha seats in the state in 2014, a rare feat for the party, and returning to power early this year despite not being the single largest party in the Assembly.Vinay Tendulkar, who belongs to Dabal in South Goa, also known as the mining belt of the state, is also on the parliamentary committee on tourism, transport and culture, and has so far asked three questions, including two to the Ministry of External Affairs on Indian fishermen.But Vinay Tendulkar is more than just a politician with a mining background. He is also fond of acting and has appeared in over 150 Marathi and Konkani plays.Sandesh Prabhudesai, political analyst of Goa politics and editor of Goanews.Com described Vinay Tendulkar as a hard-working party worker with subdued communication skills.Though not so common, Tendulkar is a known surname in coastal belt in south Konkan and Goa, where linguistic and state borders came much later but people more or less have similar habits when it comes to food and traditions.Amongst the others who share the famous surname were late playwright Vijay Tendulkar, known for the hard-hitting plays like “Ghashiram Kotwal” and “Sakharam Binder”, and his daughter Priya, an actor.

2017: When outrage became our national past-time

If you started counting the number of things Indians were outraging about at 11:30 PM on 31st December 2017, you’d be well into the New Year before the list was completed. That’s because 2017 was a breakout year, where social media increasingly set the agenda in real life and we collectively jumped from one outrage to another.Facts were twisted, spliced, made into WhatsApp videos, packaged as viral posts on propaganda websites, as those who benefit from spreading falsities continued their merry ways with little disdain for the consequence of their actions. And often this systematic outrage was part of well-orchestrated campaign to peddle political agenda.Sample some of the topics from 2017 which generated fury and tonnes of coverage – Rajput royals and a little-known organisation losing their cool over Padmavati, political parties and their supporters convinced that EVMs could be hacked by Bluetooth, outraging over the celebration of festivals like Christmas and even the choice of destination of Virat Kohli and Anushka Sharma’s wedding.The problem wasn’t that particular interest groups raised hell about issues that ‘affected’ them, but them getting a modicum of legitimacy by those who claim to be serious newsmen, who instead of calling out the stupidity gave tacit support to them when it suited their agenda. And make no mistake, all the meaningless outrage and insinuation weakened the institutions which we cherish and are essential in binding together this vast country of a thousand contradictions.Thus, when the judiciary is called anti–Hindu for banning Diwali fireworks; when EC is called biased for not going back to old ballot system; when a modicum of doubt is raised about integrity of an ex- PM; when art surrenders to alter of rabble rousers, it hurts us, it dents what we hold dear, what some of us like to call the ‘Idea of India’. We seem to have become a nation dominated by WhatsApp canards, a land where hate could be normalised by using the instrument of outrage.A murder of a migrant labour can somehow be justified as retribution for love-jihad, lynching of alleged cow smuggler can be passed off as some holy deed. Whether Tipu Sultan’s birthday should be celebrated thus gets prevalence over farmers’ death, systematic rotting of infrastructure in major Indian cities, becomes a boring topic to discuss compared to Rahul Gandhi going to watch Star Wars. It as if someone has cast a spell to put the entire nation under a massive brain freeze, stalling the age-old ability of the argumentative Indian.This led to a situation that we could count on someone to get angry about something at the drop of a pin. From Anushka Sharma’s elaborate sindur to Sunny Leone’s new-year performance, everything was a cause for mass rage. And the enraged came from all quarters, irrespective of their political leanings. Gurmehar Kaur’s poster for peace enraged the right wing, Sonu Nigam’s appeal for sleep was bitter music for left-wingers. People picked up issues based on what suited them and then started the game of outrage – freedom of expression and right to disagree be damned. In the process, the echo chambers only became denser, the ideological walls more pronounced. Nothing except cricket united us. Or not. Even there, critics went after MS Dhoni’s head after one bad performance or found ways to complain about Virat Kohli’s brilliance arguing he hadn’t faced any ‘real’ bowlers of calibre to justify his presence among the pantheon of greats. Those who tried to make sense were drowned out in the sea of cacophony of loud mouths, willing to pit even the most complicated issues into banal binaries. The media, influencers, politicians can be blamed but end of the day- it’s the common people which enabled them to carry on the status-quo, making mountain out of molehills. Any pushback would have forced for an idea of recalibration, a rejig of strategy. But none was there.Can 2018 be any different? Well, it’s hard to be hopeful. With a year to go for general elections, expect more non-issues being discussed and debated both on mainstream and social media. Yet, there is always hope. In the West, a powerful #MeToo campaign shook the sexist cabal in Hollywood that has stood firmly for decades. Maybe a desi campaign will someday kick off to excoriate random outrages dating back 800 years and debate meaningful issues from today’s time for true nation-building. Till then, let’s stick to awkwardly listening to national anthem in theatres only.

Gujarat deputy CM Nitin Patel takes charge after Amit Shah’s intervention, gets Finance portfolio

A brewing crisis in the Gujarat government has been diffused after BJP president Amit Shah reached out to sulking deputy Chief Minister Nitin Patel, who had delayed taking charge over not getting portfolios of his choice in the new Cabinet.Patel agreed to take charge today after Shah called him up this morning and assured him that he will be given a portfolio fitting his “stature” as Number Two in the government. Later in the afternoon, he was alloted the important Finance portfolio. He used to previously hold it but CM Rupani had given the portfolio to another key leader Saurabh Patel. “BJP President Amit Shah today called up early morning and assured me that I will be given a portfolio which is fit for my stature as number two in the Cabinet and as the deputy chief minister,” Patel told reporters here. Nitin Patel was in charge of both important Finance and Urban Development departments in the previous government. The finance portfolio has been alloted to Saurabh Patel, while chief minister Rupani has kept the urban development department with himself. However, Patel has maintained that the issue was not about some departments, but about “self-respect”. “I had conveyed to party high command to either give me respectable departments or relive me from Cabinet,” he said today. Patel said he had been serving the party like a “loyal and disciplined” soldier.While announcing the portfolios two days back, Rupani had said, “It is not true that the minister, who has the finance portfolio, is the number two in the cabinet. Nitin Patel is our senior leader and will remain the number two.” Sending feelers to the deputy CM, Patidar quota leader Hardik Patel yesterday said he would extend support to Patel and talk to the Congress to give him the respect he deserved. “If Patel decided to quit the BJP and said 10 other MLAs were ready to quit with him, We will talk to the Congress to take in Nitin bhai and give him a post he deserves,” the Patidar leader had said. Senior Congress MLA Virji Thummar yesterday said Patel would be made the chief minister with the Congress’ support if he quit the BJP.Also readGujarat Deputy CM Nitin Patel assumes office on SundayThe opposition party, however, clarified that Thummar was speaking in his personal capacity and described the row over portfolio distribution as the BJP’s “internal matter”. The BJP and Congress hold 99 and 77 seats, respectively, in the 182-member House.

Triple Talaq petitioner Ishrat Jahan joins BJP

Ishrat Jahan, who was one of the five litigators who went to court against Instant Triple Talaq has joined the Bharatiya Janata Party. On presence of party leaders, she joined Bengal BJP on Saturday, reports ABP. She was instrumental in the long struggle against Triple Talaq which finally lead to SC calling it as unconstitutional. Now, the Centre has passed a bill in Lok Sabha, which seeks to give three years jail to any Muslim man giving instant triple talaq to his wife. On Saturday, Ishrat Jahan joined BJP and said that she had supported the party on the question of Triple Talaq. According to Ishrat, that finally prompted her to join the saffron party. BJP Mahila Morcha President Locket Chatterjee said that Ishrat is going through a financial crisis and they will urge the Central government to give her a job. Locket alleged that the state government hasn’t extended any hep to Ishrat Jahan, who spearheaded such a historic movement. Locket felicitated Ishrat Jahan after she joined BJP. Ishrat earlier said that her life has become worse after the verdict . Speaking to DNA at her home on Nando Ghosh Road, in Howrah district, Ishrat said that the apex court verdict has proved to be more of a bane as she had been socially ostracised and there is a growing sense of insecurity about her future. “It has been the loneliest Eid-ul-Adha (Bakri Eid) for me,” she says from her 7 feet x 10 feet room. “No one came over for the customary embrace and exchange of greetings. Since the day of the judgement, the only good thing that has happened is that the electricity connection, which was cut, had been restored. Quoting Public Health Director Najibullah Kamawal, a local news agency, Pajhwok Afghan News, said that 15 people were killed and 14 injured due to a blast in the funeral prayer of former district governor of Haskamena district.There was no immediate claim of responsibility for the apparent attack, which comes days after at least 41 people were killed and more than 80 wounded in a suicide attack on a Shi’ite cultural centre in the capital Kabul on Thursday.Islamic State claimed responsibility for that attack.

Looking forward-2018: A possible make or break year for Rahul Gandhi

Indian politics in 2017 virtually followed the trajectory of the past couple of years. A predominately saffron domination interspersed by pockets of opposition resistance. But overall the polity has slowly shifted towards right with BJP slowly and steadily becoming the numero-uno force in India, with its government in 19 states of the country, either directly or in alliance. Yet, as we turn the chapter of another year, the opposition is hopeful of breaking the pattern, of putting up a real fight in 2019 general elections. Is it a misplaced bravado, just a delusion based on one-off Gujarat results? 2018 will provide strong clues in that direction. The elections to crucial battleground states of Karnataka, Rajasthan, Madhya Pradesh and Chhattisgarh are lined up in the coming year. These states in total have 93 Lok Sabha seats and in 2014 BJP had won a staggering 79 of those seats. Hence these states are vital in the national perspective and 2018 would be a fair indicator if BJP can repeat its stupendous performance in the next general elections. Karnataka is only the major state which is currently under Congress control. Slated to go to polls in April, it is number 1 in Amit Shah’s priority as he looks to reclaim the state under saffron fold. Shah is spending New Year’s Eve in Karnataka and already the state unit has launched a spirited campaign to dislodge Siddaramaiah. And here is where Rahul Gandhi needs to act, and act fast. In Gujarat, we saw he did a commendable job in galvanising the rural discontent against BJP government for Congress. But he failed to sway the swing voters who finally made all the difference. PM Modi’s masterstroke of changing the narrative in the last phase saved BJP from blushes. Rahul Gandhi needs to be proactive in Karnataka from the word go. Congress morale is currently in high after an improved performance in Gujarat. But a reversal in Karnataka can again get them to square one. Also readLooking forward – 2018: Amit Malviya sees a positive disruption in social mediaFor Madhya Pradesh, Rajasthan and Chhattisgarh, Rahul needs to fix the leadership issue. Congress needs a strong state leader to counter BJP’s aggressive onslaught and rock-solid organisation in each of these states. Empowering the younger generation is the only way out. In Madhya Pradesh, Congress is heavily divided into several factions. Each work on their own accord, without any central planning thus giving Shivraj Singh Chouhan a free pass. Can Rahul manage the senior leaders and give a free-hand to Jyotiraditya Scindia? It may determine the fate of Congress in the state. Mandsaur agitation showed the extent of farmer’s anger in MP. A charismatic leader may just tip the scale in Congress’ favour in this BJP stronghold. Similarly for Rajasthan, Sachin Pilot needs full backing of the High Command to oust Vasundhara Raje government, which has been plagued by many problems recently. Former CM Ashok Gehlot did a stellar job for the party in Gujarat. It will be up to Rahul to give him a respectable position without upsetting the current equation in Rajasthan and giving Pilot the full authority to run the campaign, like Captain Amarinder did in Punjab. Here Rahul’s job is to scout for a leader who can take on the formidable Raman Singh. It’s not that winning these states is any guarantee to winning the General election. In 2003, BJP did commendably well in these states and then slumped to an unexpected loss in 2004. But for 132-year-old Congress gasping for life, state victories or even improved performance in some of the states will provide much needed fillip to its sagging fortunes. And more importantly, it will earn Rahul Gandhi much needed respect among his peers. That he is not merely a leader who is the President of Congress by dint of his surname, he actually has the mettle to challenge the Shah-Modi campaign. It will help Congress to get the opposition united in 2019. A BSP in UP or DMK in Tamil Nadu or even the Left, TMC may only be inclined to support Congress, if they think Rahul Gandhi has a realistic chance of becoming the next PM of India.That’s why 2018 is so politically important. A clean sheet for BJP in this year would mean Congress staring down the barrel before the 2019 LS Polls. It would significantly reduce Rahul’s legitimacy to stake claim as being the natural leader of the opposition camp. Many regional satraps will be more than willing to occupy that position. Hence 2018’s Congress fight with BJP will have the larger subtext of Rahul Gandhi establishing himself as first among the equals in the opposition camp. He has several tricky decisions to make, about how to counter BJP’s Hindutva agenda and countering their development message. Truly a tricky year in offing for the Janeu-dhari Brahmin which may make or break his political career.

Delhi govt to re-send to LG doorstep delivery of services proposal with detailed replies to questions raised

The AAP government will again send its proposal for the ambitious ‘doorstep delivery of services scheme’ to Lt Governor Anil Baijal for approval, with a detailed reply to each objection raised by him, Chief Minister Arvind Kejriwal has said.The scheme is currently at the centre of tussle between the L-G and the Delhi government with Deputy Chief Minister asking Baijal if he was trying to “protect” the corrupt system by the opposing the proposal. Recently, Baijal had returned the proposal to the Delhi government asking to reconsider it and raised several objections, including safety of citizens and corruption. “We will again send the doorstep delivery proposal to the Lt Governor with detailed replies to all objections in the next few days,” Kejriwal told PTI.He said that the government is currently preparing a response to the L-G’s objections, adding that the proposal was good for Delhiites. Under the proposal, government wants to provide 40 services at the doorstep of citizens, including driving licence, ration cards, caste certificates among others. Replying to the L-G’s pizza remark, the deputy chief minister had said that just like “pizza cannot be downloaded online, a human being seeking a certificate cannot be uploaded and sent to a government office for verification”.

Delhi sees worst fog of 2017; 90 flights affected, passengers stranded at IGI Airport

Maybe he has got good media managers. It is just a joke. He said he will announce the party later. He is a film star and he said he can eliminate corruption. Can film stars even eliminate corruption? What will he do for Tamil Nadu? He has no details or documents, he is illiterate”, BJP leader Subramanian Swamy told ANI.He added that it is only media hype as people of Tamil Nadu are intelligent enough to understand politics.”Merely through media, these film stars cannot do politics. According to reports, around 2: 10 am, the terrorists first lobbed grenades and then began firing in an effort to gain an entry into the training camp in Awantipora. According to reports, the militants are holed up inside the camp.Two jawans have reportedly been injured in the gunbattle. “Fidayeen managed to enter Lethpora camp at 0210hrs. As per report two of our men got injured during initial intrusion from J&K Police Commando training area side. There is quite a possibility of a similar type of attack on other camps also” CRPF said. As cops get strict, year-end parties move out of city

The police bandobast and checking for alcohol during year-end celebrations as well as the curb on celebration post 12.30 am in the city has had an unintended effect on parties in Ahmedabad.The number of year-end bashes being held has come down if party organisers are to be believed. They blame the police’s over enthusiasm in curbing alcohol flow as well as their insistence that the party be wrapped up after 12.30am as some of the main reason for the dip in number of bashes being held.They said that as a result most of the bashes have moved to safer locations like Udaipur, Goa or even Diu.Viresh Shetty, an event planner who has been in the business for over nine years now said over the last many years the number of parties being held in Ahmedabad has gone down. “It has been a trend for sometime. It began after the cops became strict in implementing the deadlines,” said Shetty. He said most of the happening parties are now being organised in Pune, Goa and Mumbai with many of the patrons being Amdavadis.”Over the years, the street parties and celebrations have also come down because the authorities have become strict as far as deadlines are concerned,” said Shetty.Another organiser who did not wish to be named said the cops also harass those who consume alcohol. “Then there is the problem of playing loud music after 12. Interestingly, no one complains if there is a bhajan sandhya but everyone has a complaint if it is a new year party,” said the organiser.He said Ahmedabad had in fact had a good farmhouse party scene. “In other cities where alcohol is allowed, clubs are where the trendiest parties were held. In Ahmedabad, farmhouses held the trendiest parties. But as cops continued to harass the farmhouse owners for holding parties, it began to dwindle,” said the organiser.He said now most prefer to party out of the state to avoid harassment. “Implementation of prohibition is not the issue, harassment in the name of prohibition is the issue,” he said.Raj Darji, the founder of The Organiser, an event management company said earlier a number of parties used to be held in Ahmedabad on December 31. “There was practically a proliferation of it. But over the years the number has come down substantially but the quality of parties has improved. So what we have lost in quantity we have gained in quality. A number of these parties have good music and DJs,” said Darji.

BJP’s policy to insult senior leaders, says Congress spokesperson

Describing Deputy Chief Minister Nitin Patel’s refusal to take over charge of ministries allotted to him as a result of reported tug-of-war between him and Chief Minister Vijay Rupani, the Opposition Congress took a dig at the ruling party saying it was the BJP’s policy to insult senior leaders.”It is the BJP’s policy to humiliate senior leaders and to marginalise them – starting with Keshubhai Patel, Anandiben Patel, AK Patel, Shivlal Vekaria, Vallabh Kathiria and Narottam Patel. Now, the BJP has put Deputy Chief Minister Nitin Patel in a similar position,” state Congress president Manish Doshi told reporters on Saturday.He was reacting to the crisis that has engulfed the BJP since yesterday by a sulking Nitin Patel, who feeling slighted by the ministries allocated to him, refused to take charge. A full-blown revolt is unlikely, and Nitin Patel himself ruled out any plans to quit BJP, but the crisis is seen intensifying over the next few days.Accusing the BJP of using the Patidar community as a vote-bank, Doshi said, “The BJP sought money and votes from the Patidars during the elections. Now that elections are over, the party is dealing injustice and insult to the community.”

Power dept pulls plug on rly stn

It was a rude shock, but it was a reality. The power company pulled the plug on Neem Ka Thana railway station at Sikar district on Friday. The department officials were anguished over electricity bills pending. Railway officials, however, denied that any dues were pending.”We have a robust system for payment of bills and they are deposited online,” said a senior officer at North Western Railway.The railway station, meanwhile, remained in the dark for a couple of hours on a wintry evening. The payment though remained pending till the supply was resumed after nearly seven hours. “The bills have been pending for several months now and total amount is nearly two lakh,” said an assistant engineer at the discom. “We have resumed the supply for now considering public interest,” he added.This is not the first time that a public office has been held a defaulter. However, as the electricity distribution companies are under financial pressure, officials are too being pushed to reduce the due.

Who made the mysterious call to CM Vijay Rupani?

Amid the heated political atmosphere in the state, particularly after allocation of portfolios, CM Vijay Rupani inaugurated the sixth edition of much awaited annual flower show at the Flower Park of Ahmedabad Municipal Corporation (AMC) on Saturday.While entering the nursery section, Rupani was handed over his mobile phone by his personal assistant and the CM talked for about 10 minutes with the person on the call. Speculations were rife that it might be either from Prime Minister Narendra Modi or BJP president Amit Shah.It comes in the wake of newly appointed Deputy Chief Minister Nitin Patel being displeased with the allocation of portfolio to him. He is yet to take charge of the office. It is believed that to know what is going on at the local level, someone from the said two might have called the CM, hence he spend 10 minutes over the call during the public event. After inaugurating the show, the CM said that Amdavadis now have a new place to rejoice the beauty of flowers in this pleasant winter.It is for the first time that the flower show is being organised after Ahmedabad was declared as the World Heritage City by the UNESCO. Several other events are also being organised to celebrate the heritage tag.”The annual flower show helps people in Ahmedabad get closer to nature,” he added. It is speculated that Nitin Patel might not attend the concluding event of Kankaria Carnival which is likely to take place on Sunday.WHO WAS ITSpeculations are rife about who called the Chief Minister today. Most govt buildings in Gurugram don’t have fire safety document

It may seem surprising but most government buildings in Gurugram, including the mini-secretariat, do not have a fire no-objection certificate (NOC). Keeping in mind the recent tragedy at Mumbai’s Kamala mills, which claimed 14 lives, those who have still not procured their fire NOCs need to beware.In a reply to an RTI application, it was revealed that of the 18 government buildings in Gurugram, only two had fire NOCs. The list includes not just the secretariat but also the office of the commissioner of police, civil hospitals, new court complex, and all the government schools and colleges. These institutions see a footballs of hundreds or even thousands of people and without a fire NOC, people are certainly at a risk.The authorities, who are completely aware of the prevailing situation, seem to be hardly bothered. In a recently conducted mock drill in connection with response in disaster situations, it was suggested to the authorities concerned to procure fire NOCs.Speaking to DNA, Vinay Pratap, DC Gurugram, said: “During preparations for the Earthquake Mega Mock Drill on December 21, we did a fire safety audit of the government buildings and realised that a few buildings did not have the fire NOC. Hardik Patel asks Nitin Patel to join Congress

Amid the crisis in BJP sparked by Deputy CM Nitin Patel’s refusal to take over his ministry, Patidar Anamat Andolan Samiti leader Hardik Patel had asked the senior politician to reconsider his political affiliation. Hardik said that if Nitin Patel join Congress, he would hold talks with the party to make him the Chief Minister.The Congress MLA from Lathi constituency, Virji Thumma, also said the same words. Hardik Patel was in Botad town of Saurashtra to attend the Chintan Shibir of PAAS. Before attending this meeting, Hardik said, “This is all because of Amit Shah as he never wished any Patel leader in BJP to bear any importance in the party. I invite Nitin Patel to join Congress. If he is ready, I will negotiate with Congress leader and he would become the chief minister also. What BJP has done with Nitin Patel is a sheer insult of the leader who spent many years in party and made many sacrifices.”Hardik Patel also said that he would meet Nitin Patel at his residence on Sunday. Hardik also claimed that three to four MLAs of BJP were in his contact on the issue of Nitin Patel.Hardik’s remarks Nitin Patel denied to leave BJP but on meeting with Hardik Patel he said, “My doors are open for all who wish to come to meet me. I am courteous enough to welcome the guest, who so ever it may be.” On the other hand, Congress MLA from Lathi in Amreli, Virji Thummar, said, “Nitin Patel is a leader of the Patel community. If he joins Congress, the Patel legislators would help him becoming the Chief Minister.”Gujarat Congress president Bharatsinh Solanki reportedly reprimanded Virji Thummar for the offer to Nitin Patel. State Congress spokesperson Manish Doshi also said that the invitation to Nitin Patel by Thummar to join Congress was done in individual capacity and did not represent the party’s stand.

Parakram vans, commandos to ensure safe revelry

With an aim to ensure a safe New Year’s Eve for Delhiites on Sunday, the Delhi Police will be on its toes, with special drives being launched against drunken driving, smoking in public places, and hooliganism. The police will also stay alert against threat perceptions conveyed to them by the intelligence agencies. For the purpose, anti-terror Parakram vans and additional force have been strategically deployed on the streets.Senior police officers told DNA that at some places, a special drive to identify those smoking in public places has been taken up. Those driving after drinking and violating traffic norms will also be under strict scrutiny of the Delhi Traffic Police, which will step out with additional force on Sunday.”Preventive measures against possible threat perceptions, such as vehicular attacks or lone-wolf attacks, have been taken. Parakram anti-terror commandos will be deployed at crowded places and barricades will be erected to regulate traffic flow. Pickets are also being raised on identified stretches, so that all moving vehicles are under close watch,” a senior police officer said.Talking about ensuring a safe and happier New Year, Delhi Police PRO DCP Madhur Verma said three-tier arrangements have been put in place. “Places of gathering and party hotspots will have additional deployment of Emergency Response Vehicles and Quick Reaction Teams, along with Delhi Police’s patrolling motorcycle squads. These will keep an eye on every corner of the city and will be able to reach to any spot of emergency in no time,” Verma said.The DCP further said that the police station staff and traffic police deployment has also been ensured. They will be equipped with breath analysers to keep a strict check on drunk driving.”Traffic diversions have been planned, so that neither the party goers nor the vehicular movement disrupt each other’s functioning. Senior officers will be on round and the deputy commissioners of police have been asked to personally supervise the arrangements,” he said.”Many people prefer visiting religious places on New Year’s Eve. So, temples, mosques, and other religious places are also under tight vigil and additional deployment has been ensured at such places to thwart any kind of drunken brawl, robbery, and hooliganism,” the officer said.MEASURES TAKENParakram anti-terror commandos will be deployed at crowded and party places. Deputy commissioners of police have been asked to personally supervise arrangements. Temples, mosques, and other religious places are also under tight vigil.

Noida Juvenile Home staff suspended for abuse

The Uttar Pradesh government has suspended a care taker of the Noida Juvenile Home, after the media reported torture, abuse, and prevalence of disease in the home. A committee was earlier set up and three people were accused of being involved in the abuse. The government team, however, found the allegations true against only one employee, Prakash Chandra, and suspended him on Saturday.According to a senior official, the commission observed that the objective of a juvenile home was to guide youngsters found involved in criminal activities towards the correct direction for introspection and improvement. This juvenile home, however, was pushing these youngsters towards crime-oriented activities by treating them in a grossly negligent and cruel manner.“We found allegations against Chandra to be true. So, we have suspended him of his duties,” a senior official said.The affairs inside the juvenile home, located in the Old Court building in Noida’s Phase 2, came to light after a District Legal Services Authority (DLSA) inspection on October 7, in which the authority noted several serious issues, such as torture, extortion by senior inmates, and skin problems among the juveniles.During inspection, the inmates showed their injury marks and named seven “seniors” who were in cahoots with certain officials of the Home.
