A Jammu and Kashmir Police team is also co-located with CRPF in this camp.

After a case was registered, a Crime Branch team visited the airport to ascertain how the argument broke out between the MP and the AI manager. 15 AI staffers were questioned, including Sukumar. "The MP has not been questioned in the case. Both the parties have reached a compromise. We might file a closure report after fulfilling legal formalities," said an official privy to the probe. The incident had triggered massive outrage with the Air India and other private airlines even banning the MP from flying. The ban was later revoked after the MP wrote a letter to Union Civil Aviation Minister Ashok Gajapathi Raju expressing "regret" over the unfortunate incident. ”

After arrest of techie, online Tatkal booking softwares under CBI scanner

A number of online softwares, being used allegedly by travel agents to trick the Tatkal booking systems, have come under the scanner of the CBI during its probe against its techie who has developed a similar system, the agency sources said here today.During its probe against its own programmer, Ajay Garg, who had developed one such illicit software, the agency has noticed a large number of softwares which were easily available online for a price. These were being used to trick the railway ticketing system by speeding up the booking process and allowing multiple tickets, they said. The sources said ‘neo’ software developed by Garg is one among many such programmes available online, they said.”All such softwares are under scanner. We are examining them and may soon take action, if any illegality is found in their operations,” an official said. The sources said the softwares work on “auto fill” system where details of large number of ticket seekers are entered and kept ready even before Tatkal bookings open on the IRCTC website at 10 am for trains departing next day. They said these softwares speed up the PNR generating process, bypassing the IRCTC captcha and allowing login with multiple IDs allowing a large number of ticket bookings simultaneously on a single click of mouse. The softwares allow the users to fraudulently gain unauthorised access to computer network in contravention of rules and regulations, they said. Also readDay after CBI programmer held in tatkal ticket scam, Piyush Goyal calls for strengthened cyber security”Use of such software is illegal as per rules and regulations of the IRCTC and also under the Railways Act. It was also alleged that the accused was collecting money for the use of such software by certain booking agents and had amassed huge wealth from these activities,” CBI spokesperson Abhishek Dayal said. The CBI had arrested its assistant programmer and his front, Anil Gupta, for developing and distributing the software to agents for a price, he had said. The ticket bookings under Tatkal quota open at 10 am for AC class and 11 AM for non-AC coaches for the trains departing next day. Under the quota, a fixed number of seats, in each coach, are sold at a premium by the railways to travellers who need tickets urgently. A common complaint of passengers is that by the time they enter details on the IRCTC website or complete booking process, seats under Tatkal quota gets full within minutes of start of the booking. Their bookings are either rejected or they get a waitlisted ticket that too at a very steep prices. Some travel agents offer to provide confirmed tickets under the quota by charging premium, over and above railways prices. The arrest of Garg and Gupta has exposed the alleged software trickery used by them to exploit the vulnerabilities of IRCTC ticket booking system, the sources said. Garg, a 35-year-old software engineer, had joined the CBI in 2012 through a selection process and was working as an assistant programmer. Earlier, he had served with the IRCTC, which handles ticketing system of the railways, between 2007 and 2011.

No New Year celebrations for people in Assam as they wait for first draft of NRC with bated breath

At the stroke of midnight today, the Assam government will release the first draft of the much-awaited National Register of Citizens (NRC) with names of 2.24 crore bona fide Indian citizens.Of the 3.28 crore people who had applied for inclusion in the registry, 2.24 crore have found a place in the first draft following verification of their documents. The rest will be considered in the next two drafts, Chief Minister Sarbananda Sonowal told mediapersons yesterday.”As per hon’ble Supreme Court’s order, there will be two more drafts of the NRC and the names of all genuine citizen claimants whose names do not feature in the first publication will be included in it after verification of the pending documents,” Sonowal said. Also read’Indian citizens excluded in draft NRC will get enough chance to prove credentials’ Dispelling apprehensions over security, Sonowal said no untoward situation is expected to arise as the district administrations have been conducting public meetings and campaigns to explain to the people the updation procedures. The chief minister also said the media have an important role to play in disseminating correct information to the public. Also readAASU demands error free NRC, says ‘no Bangladeshi coming to Assam after 1971 will be allowed to stay'”Social media will be monitored closely for misinformation on the NRC draft and strict action will be taken against those attempting to create trouble,” he said.Asked about a tentative date for release of the final draft, Sonowal said, “The Assam government is conducting the NRC updation process with the state government machinery, the district deputy commissioners’ offices mobilised for it on the orders of the Supreme Court… The complete draft will be published after verification of all documents of those who had applied for inclusion.”The state coordinator for NRC, Prateek Hajela, asserted that “genuine” Indian citizens need not panic if their names have not appeared in the first draft as verification process is yet to be completed.”If the name of any genuine Indian citizen does not appear in the first draft, it means the verification process of that person is yet to be completed,” Hajela said, adding there will be scope for making claims after the final draft is published.Union Home Secretary Rajiv Gauba, during his visit to the state, had also said there will be an opportunity for claims and objections after the release of the third draft.”Those who do not find their names in the first draft need not worry as there will be opportunities for subsequent investigation and document verification,” Gauba had said after reviewing the NRC updation process in Assam. The office of the State Coordinator for NRC has made elaborate arrangements for people to check their names in the first draft at NRC sewa kendras across the state from 8 am on January 1. They can also check for information online and through SMS services.Assam, which faced influx from Bangladesh since the early 20th century, is the only state having an NRC, first prepared in 1951.According to the Assam government’s official website, “The NRC is a register containing names of Indian citizens. The only time that a National Register of Citizens (NRC) was prepared was in 1951 when after conduct of the Census of 1951.”It was prepared by recording particulars of all the persons enumerated during that Census, the website said. The issue of updating the NRC of 1951 was first raised by the All Assam Students’ Union (AASU) more than three decades ago. The students’ body had submitted a memorandum to the Centre on January 18, 1980, two months after launching the anti-illegal foreigners Assam Movement. On November 17, 1999, at an official-level tripartite meeting to review the implementation of the Assam Accord, a decision was taken that the NRC would be updated and the Centre sanctioned Rs 20 lakh for the purpose and released Rs 5 lakh of it to start the exercise. The final decision to update the NRC was taken on May 5, 2005 when the then Prime Minister Manmohan Singh chaired a meeting to review the implementation of the accord.Thereafter, the government created a directorate for updating the NRC and the process of computerisation of the voters’ list up to 1971 and the NRC of 1951 began.A pilot project that was launched in two revenue circles of Barpeta and Chaygaon was suspended after a violent protest by a few organisations. The state government then formed a group of ministers (GoM) to hold talks with different organisations to draft modalities for updating the NRC.The updation process finally gained momentum after the Supreme Court started monitoring its progress and set December 31 midnight as the date for publication of the first draft of the NRC.

‘Upcoming Panchayat polls in J&K on the insistence of BJP leadership’

The BJP, which is sharing power with PDP in Jammu and Kashmir, today claimed the upcoming panchayat and Urban Local Bodies (ULB) polls were being held in the state due to the insistence of its leadership.”The polls are being held due to the insistence of BJP leadership which continued to raise the issue of early elections at different forums,” BJP state spokesperson Anil Gupta said in a statement here.He appealed to the people to ignore the boycott called given by separatists and said that total integration with the democratic institutions of India was in the best interest of all Kashmiris. The conduct of the elections will be a big challenge for the state election authorities and I have full confidence in them that they would surmount all challenges, he said.Welcoming the statement by Chief Minister Mehbooba Mufti that the panchayat polls from February 15 would be followed by ULB elections, Gupta said these elections would lead to real decentralisation of power. The BJP-PDP government is committed to the devolution of democratic powers and financial resources to the panchayats and ULBs for realising its promise of holistic development, he said.”The sincerity of the BJP-PDP alliance in financial empowerment of the panchayats can be gauged from the fact that separate budgetary allocation for them is being made by the finance minister, a clear and welcome departure from the past,” he said.As far as the ULB elections are concerned, he said these were long overdue. The elections have not been held since 2005 where in (former Chief Ministers) Ghulam Nabi Azad and Omar Abdullah led coalition governments did not dare to hold polls due to political considerations depriving the state huge amount of funds from the Centre, he said.

Delhi transport dept may use QR codes to track autos, cabs

With an aim to boost passenger safety, the Delhi Transport department is working on a QR code based system to keep a tab on the autorickshaws and cabs plying on city roads. The department would set up a control room at its headquarters in Civil Lines, so that autorickshaws and cabs could be tracked while ferrying passengers, a senior official of transport department said.QR code stickers on cabs and autorickshaws would enable the passengers to have the details of the driver which they could also share with others through their smartphones. It would also give details of the GPS installed in the vehicle. The details of driver and GPS will help in case a passenger, specially women, face any distress while commuting in the vehicle, the officer said.Nearly 90,000 autorickshaws and over 60,000 cabs ply on city roads but only around half of them have GPS. Mandatory installation of GPS will help the department watch the routes taken by the vehicles, he said.QR code stickers are two dimensional barcodes that bear the details of the product on which they are affixed or printed.

Rajinikanth to float political party: The journey of Shivaji Rao Gaekwad

Superstar Rajinikanth, who rode to stardom with his unique acting style and cast a spell on people cutting across barriers, has come a long way from his humble beginnings to his much-delayed political plunge.Shivaji Rao Gaekwad, rechristened Rajinikanth on screen, is set to unveil his brand new theme of spiritual politics as he seeks to follow in the footsteps of his illustrious seniors in the industry – such as M G Ramachandran and Jayalalithaa, who rose to rule the state after successful film careers. The 67-year old actor, who had kept everyone in suspense on his political entry for the past over two decades, has chosen to make the much-awaited announcement today, saying he would form a party ahead of the next assembly elections. Also readTop 10 quotes from Rajinikanth’s speech to launch new political partyHis political plunge comes at a time when Tamil Nadu is passing through a state of flux with the death of Jayalalithaa last year and wheelchair-bound nonagenarian DMK patriarch M Karunanidhi’s virtual retirement owing to age-related issues.Born on December 12, 1950, to Ramabai and Ramoji Rao Gaekwad in Karnataka, Rajinikanth tried his hand at several odd jobs before becoming a bus conductor. Also readTamil Nadu: Rajinikanth to float political party, says, will contest next assembly pollsTo chase his dream, acting, he had to quit as a conductor on then Bangalore Transport Service’s “10 A” bus route. The first movie offer came to him when he was in the Film Institute here where he was spotted by noted director K Balachander, credited with introducing several actors who made it big in filmdom. Also readSwamy calls Rajinikanth ‘illiterate’, says ‘political entry only media hype, people of Tamil Nadu are intelligent’He made his celluloid debut in 1975 in Tamil film “Apoorva Ragangal”, a family drama directed by Balachander who gave him the screen name Rajinikanth. In his first appearance, Rajinikanth exhibited uniqueness in doing even the most mundane things like opening a gate with his leg while smoking a cigar, indicating he was a star to reckon with.He gained immense popularity with his unique style which included popping cigarettes into his mouth with ease and one- liners such as “Idhu eppadi irukku” (How is it?) in his formative years film “16 Vayadhinile”.After starting with negative image characters, Rajinikanth exploded into the Tamil film world as his potential as a hero came to the surface a few years later. His fan following kept swelling and scenes of ‘milk bath’ of his life-size cutouts and bursting of crackers became synonymous with release of his films most of which went on to become box office hits.A Padma Vibushan awardee, a honour he received last year, Rajinikanth has to his credit over 150 films, including some in Hindi and Telugu. If movies like ‘Billa’, “Aarilrundhu Arubathu Varai’ and ‘Murattu Kaalai,’ (during his formative first ten years) dramatically improved both his performance and rating as a top hero, later flicks like ‘Padayappa,’ ‘Annamalai,’ ‘Arunachalam,’ helped him become the ultimate ‘superstar’.Notably “Muthu,” became a hit even in Japan bringing him Nipponese fans.Rajinikanth’s recent super hit films include ‘Kabali’, ‘Endhiran’, ‘Chandramukhi’, and ‘Shivaji the Boss’.The cult image he had developed over the years gave away for expectations among his die-hard fans of his political foray though he appeared reluctant apparently knowing that not all matinee idols replicated their reel success in politics.Top yesteryear star and a contemporary of MGR, Shivaji Ganesan’s debut in politics turned out to be a nightmare as he was trounced his his home Thanjavur District in 1989.Many of Rajinikanth’s later films were sprinkled with “punch dialogues”, apparently aimed to please the masses.A dialogue in one of his films “Muthu” (1995) which translated “none can predict when and how I will come, but will arrive at the right time” became a rage and further fuelled hopes of his fans.Rajinikanth’s other popular punchlines including “En vazhi thani vazhi” (my way is a unique, separate way) (Padayappa), “Andavan solran Arunachalam Seiyaran (God directs me, I do it, – Arunachalam) contributed immensely to his mass appeal. For the first time, he had a taste of politics when he famously voiced his opposition to Jayalalithaa in 1996 and conversely supporting the then DMK-led coalition which captured power in the state that year.Though the actor’s opposition to Jayalalithaa was hyped by his fans as a prime factor for DMK’s success in the hustings in 1996, his declaration that he will vote for the BJP-led front in 2004 Parliamentary polls did not have any bearing.Rainikanth had said his move to support the front was based on an assurance given by the National Democratic Alliance that it would strive for linking all rivers.A spiritually inclined person, Rajinikanth has survived a serious ailment in 2011, which he referred to in his ongoing interaction with fans here yesterday and said because of their prayers to God he was alive.Despite Rajinikanth’s stature, he is not without opposition in Tamil Nadu. Fringe pro-Tamil outfits, oppose him for his Marathi roots and previous Karnataka domicile. The actor had also often been targeted for allegedly not fighting for the state’s lifeline issues such as Cauvery water row with Karnataka.Every time, the Cauvery issue erupted, the pro-Tamil outfits used to target him for his “silence,” in the matter.Seeking to counter such attacks, in 2002 the actor had said he would start a people’s movement the Cauvery issue stressing on interlinking of Himalayan and peninsular rivers. The actor had also said some months ago said he was a “Pachai Tamilan.” (A pure Tamil).Pointing to living in Tamil Nadu for over four decades patronised by the people, he had said that his father was born in Tamil Nadu’s Krishnagiri district.Rajinikanth married a Tamil Brahmin woman Latha and has two daughters Aishwarya and Soundarya, who have also entered the film world as directors.

Congress blasts Modi govt’s foreign policy after Pulwama attack

The Congress today slammed the government over a terror attack on a CRPF camp in Pulwama district of Jammu and Kashmir, saying it was a sign of failure of Prime Minister Narendra Modi’s foreign policy.Party spokesperson Sushmita Dev said here that such recurring attacks send a message that anti-national forces do not fear India. During elections, Modi says India is a strong nation. But the number of casualties in ceasefire violations was going up, Dev said at a press conference. “It is a sign of failure of Prime Minister Narendra Modi’s foreign policy,” she said, adding the Congress wanted him to take strong steps to deter India’s external and internal enemies.Modi had claimed he had a 56-inch chest and that he would teach Pakistan a lesson, Dev said. “What that lesson could be he should decide. The Congress will support him if he takes any step in the interest of the nation. But he must do something immediately.” Citing a report on a “secret dialogue” between national security advisers of India and Pakistan, she said the government should inform Parliament about the dialogue it was engaging in concerning defence and foreign policy. Also readPulwama encounter: 5 CRPF jawans martyred, 2 terrorists killed”You have a talk after Christmas and an attack happened today in Pulwama. We are unable to accept these two. We do not oppose dialogue (with Pakistan) but what is the result of this if an attack dampens the image of the country in the world,” Dev said. She said the Congress expected the Modi government to have “consistency” in its foreign policy. “We have been repeatedly saying India is coming across as a nation with a wishy washy foreign policy. India is being increasingly taken more and more lightly,” she said. The government, by taking the Opposition along, should give a message to the world at large that “India cannot be taken lightly”, she said and added such incidents put the country in a “weak light”. Two heavily armed militants stormed the 185th battalion camp of the Central Reserve Police Force in Awantipora in Pulwama around 2 am, killing a personnel and leaving two others injured.

Vinay Dinu Tendulkar: The other Tendulkar in Rajya Sabha

One a sporting icon with demi-god status who is rarely away from the headlines and the other a relatively low profile parliamentarian, the two Tendulkars in the Upper House of Parliament are a study in contrasts. Both Sachin Ramesh Tendulkar, 44, and Vinay Dinu Tendulkar, 56, are debutants in the Rajya Sabha. But that’s where their similarity perhaps ends. While the cricket ace, a nominated member of the House, makes news just by attending the Rajya Sabha, Vinay Tendulkar is the BJP’s man from Goa who stays behind the headlines, a quiet organisational worker who is chief of the party’s unit in the coastal state.Sachin Tendulkar’s first term began in 2012, and will end in April 2018, but Vinay Tendulkar’s run in the Rajya Sabha has just begun. He was elected to the House from the lone seat of Goa in July 2017.The Bharat Ratna awardee hit the headlines last week after he rose to speak on ‘the right to play and future of sports in India’, a discussion initiated by him.The master blaster, who has been in the public eye since he made his cricketing debut in his teens, could not complete his speech due to some heavy balling by the opposition against the government.Vinay Tendulkar’s career profile has been quite different. He quit his job in a mining company in 1994 to pursue politics full-time and went to win the Sanvordem seat twice– in 1999 and 2002. A non-controversial figure, he is known to be close to Chief Minister Manohar Parrikar.”My great-grandfather was from Maharashtra, who migrated to Goa,” Vinay Tendulkar said.He was a former environment minister in the Manohar Parrikar cabinet from 2002-2005 and vice chairman of the Goa State Infrastructure Development Corporation from 2000-2004.Vinay Tendulkar’s tenure as Goa party unit chief saw the BJP winning both the Lok Sabha seats in the state in 2014, a rare feat for the party, and returning to power early this year despite not being the single largest party in the Assembly.Vinay Tendulkar, who belongs to Dabal in South Goa, also known as the mining belt of the state, is also on the parliamentary committee on tourism, transport and culture, and has so far asked three questions, including two to the Ministry of External Affairs on Indian fishermen. But Vinay Tendulkar is more than just a politician with a mining background. He is also fond of acting and has appeared in over 150 Marathi and Konkani plays.Sandesh Prabhudesai, political analyst of Goa politics and editor of Goanews.Com described Vinay Tendulkar as a hard-working party worker with subdued communication skills.Though not so common, Tendulkar is a known surname in coastal belt in south Konkan and Goa, where linguistic and state borders came much later but people more or less have similar habits when it comes to food and traditions.Amongst the others who share the famous surname were late playwright Vijay Tendulkar, known for the hard-hitting plays like “Ghashiram Kotwal” and “Sakharam Binder”, and his daughter Priya, an actor.

Gujarat deputy CM Nitin Patel takes charge after Amit Shah’s intervention, gets Finance portfolio

A brewing crisis in the Gujarat government has been diffused after BJP president Amit Shah reached out to sulking deputy Chief Minister Nitin Patel, who had delayed taking charge over not getting portfolios of his choice in the new Cabinet.Patel agreed to take charge today after Shah called him up this morning and assured him that he will be given a portfolio fitting his “stature” as Number Two in the government. Later in the afternoon, he was alloted the important Finance portfolio. He used to previously hold it but CM Rupani had given the portfolio to another key leader Saurabh Patel. “BJP President Amit Shah today called up early morning and assured me that I will be given a portfolio which is fit for my stature as number two in the Cabinet and as the deputy chief minister,” Patel told reporters here. Nitin Patel was in charge of both important Finance and Urban Development departments in the previous government. The finance portfolio has been alloted to Saurabh Patel, while chief minister Rupani has kept the urban development department with himself. However, Patel has maintained that the issue was not about some departments, but about “self-respect”. “I had conveyed to party high command to either give me respectable departments or relive me from Cabinet,” he said today. Patel said he had been serving the party like a “loyal and disciplined” soldier. While announcing the portfolios two days back, Rupani had said, “It is not true that the minister, who has the finance portfolio, is the number two in the cabinet. Nitin Patel is our senior leader and will remain the number two.” Sending feelers to the deputy CM, Patidar quota leader Hardik Patel yesterday said he would extend support to Patel and talk to the Congress to give him the respect he deserved. “If Patel decided to quit the BJP and said 10 other MLAs were ready to quit with him, We will talk to the Congress to take in Nitin bhai and give him a post he deserves,” the Patidar leader had said. Senior Congress MLA Virji Thummar yesterday said Patel would be made the chief minister with the Congress’ support if he quit the BJP.Also readGujarat Deputy CM Nitin Patel assumes office on SundayThe opposition party, however, clarified that Thummar was speaking in his personal capacity and described the row over portfolio distribution as the BJP’s “internal matter”. The BJP and Congress hold 99 and 77 seats, respectively, in the 182-member House.

Delhi govt to re-send to LG doorstep delivery of services proposal with detailed replies to questions raised

The AAP government will again send its proposal for the ambitious ‘doorstep delivery of services scheme’ to Lt Governor Anil Baijal for approval, with a detailed reply to each objection raised by him, Chief Minister Arvind Kejriwal has said. The scheme is currently at the centre of tussle between the L-G and the Delhi government with Deputy Chief Minister asking Baijal if he was trying to “protect” the corrupt system by the opposing the proposal. Recently, Baijal had returned the proposal to the Delhi government asking to reconsider it and raised several objections, including safety of citizens and corruption. “We will again send the doorstep delivery proposal to the Lt Governor with detailed replies to all objections in the next few days,” Kejriwal told PTI.He said that the government is currently preparing a response to the L-G’s objections, adding that the proposal was good for Delhiites. Under the proposal, government wants to provide 40 services at the doorstep of citizens, including driving licence, ration cards, caste certificates among others. In his objections, Baijal had said the present proposal had implications on safety and security of women and senior citizens, privacy, loss of documents, and it added unnecessary expenditure for the government and the people. Also readLG vs AAP govt: Anil Baijal decries ‘misinformation campaign’ on doorstep delivery of servicesIn response to the objections, Sisodia had said that despite the online service system, people had to visit department offices once or twice to submit their documents. To the government’s comparison of the scheme with pizza delivery at the doorstep of citizens, the L-G had said “Pizza, unlike documents, cannot be downloaded”. Replying to the L-G’s pizza remark, the deputy chief minister had said that just like “pizza cannot be downloaded online, a human being seeking a certificate cannot be uploaded and sent to a government office for verification”.

All Indian nationals, whose names were excluded in the first draft of the National Register of Citizens, will get adequate opportunities to prove their credentials, a top Union Home Ministry official said today. The NRC is a list of the state’s citizens and as Assam anxiously awaits the publication of its part draft tonight, the official said people belonging to any creed, ethnicity or language were being treated equally and justice would be done to everyone with equal opportunities.”No one should have any notion that anyone or any particular community could be discriminated against. Everyone is treated equally and all Indian nationals will get adequate opportunities to prove their credentials in case their names are excluded in the first list,” the official said, requesting anonymity. Also readAASU demands error free NRC, says ‘no Bangladeshi coming to Assam after 1971 will be allowed to stay’After the publication of the first draft, second and third drafts will be published by the authorities before releasing the final list, said the official, who is in regular touch with the Assam government officials, who is monitoring the situation closely.”There is no need for panic. Genuine Indian citizens will not be deprived of their rights,” the official said.Army troops are on standby while a massive number of 45,000 security personnel were being deployed across Assam ahead of the publication of the first draft of the NRC.The Counter Insurgency (CI) grid, involving the Army, police, paramilitary and intelligence agencies, has been regularly reviewing the situation and directing all possible action to ensure peace. There have been intelligence inputs about possible tension in some parts of the state where names of doubtful citizens could be excluded in the draft list, another official said.Union Home Secretary Rajiv Gauba spent two days in the state last week, reviewing preparations for the publication of the part draft of the NRC and security arrangements, as ensuring peace in the state is a top priority for the Centre and the state government. Also readIndian citizenship: SC says claims of left out persons to be included in subsequent NRC for AssamAssam Chief Minister Sarbananda Sonowal on Wednesday also sought to dispel apprehensions and said “genuine” Indians missing from the citizenship register would get enough opportunities to incorporate their names. The exercise to update the NRC is being carried out in Assam following a decision in 2005 after a series of meetings between the central and state governments and the influential All Assam Students’ Union (AASU) in an attempt to document the bona fide Indian citizens living the state.Assam, which faced influx from Bangladesh since the early 20th century, is the only state having an NRC, first prepared in 1951.The current exercise, started in 2005 under the then Congress regime, got a major push only after the BJP came to power in the state with illegal immigration from Bangladesh as a poll plank. The Supreme Court, which is monitoring the entire process, had ordered that the first draft of the NRC be published by December 31 after completing the scrutiny of over two crore claims along with that of around 38 lakh people whose documents were suspect.Of the 3.28 crore applications submitted, there was confusion over the inclusion of 29 lakh people who had submitted certificates issued by ‘gram panchayats’ as proof of identity, after a Gauhati High Court order in February had deemed ‘panchayat’ certificates invalid, the official said. Also readRelease draft NRC by Dec 31: SCThe Supreme Court set aside the high court order and upheld the validity of the certificates as identity proof if they were followed up with proper verification. The apex court also asked authorities to stick to the original deadline for the publication of the draft NRC and include names of those whose claims were verified. When the NRC was first prepared in Assam way back in 1951, the state had 80 lakh citizens then. The process of identification of illegal immigrants in Assam has been debated and become a contentious issue in the state’s politics.A six-year agitation demanding identification and deportation of illegal immigrants was launched by the AASU in 1979.It culminated with the signing of the Assam Accord on August 15, 1985 in the presence of the then Prime Minister Rajiv Gandhi.

2017: A year of roller-coaster India-China relationship

India and China had a roller-coaster relationship in 2017 which was repeatedly blighted by issues like the Doklam standoff, blocking of India’s NSG membership bid and moves to declare the JeM chief a global terrorist, but the year ended on a promising note with both sides vowing to create favourable conditions for development of their ties.”The year 2017 is set to be a special year in the history of China-India relations,” Long Xingchun, Director of the Centre for Indian Studies at China West Normal University, said as he summed up the bilateral ties in outgoing year.”The Doklam standoff pushed the two Asian powers to the brink of war, becoming the biggest crisis between them in the past 55 years,” he said in a recent write up in the official media, highlighting the challenges faced by leaderships of the two countries to navigate ties out of the growing “contradictions”.Also readPost Doklam stand-off, next round of India-China border talks from Friday The two sides, however, ended the torrid 2017 on a promising note with the most candid talks during the visits of Chinese Foreign Minister Wang Yi to New Delhi followed by the 20th round of the border talks between National Security Adviser Ajit Doval and China’s top diplomat Yang Jiechi this month. But analysts say there is no respite as Beijing’s latest move to extend its ambitious USD 50 billion China-Pakistan Economic Corridor (CPEC) to Afghanistan and the victory of the pro-China Communist Party of Nepal (UML) leader K P S Oli in the just concluded polls in Nepal added to the long list of challenges New Delhi and Beijing will have to handle in 2018.Also readDiplomacy in Xi-Modi era: India-China to hold Track II talks to avoid Doklam-like crisisThe list includes China blocking India’s membership bid in Nuclear Suppliers Group and moves in the UN to declare Jaish-e-Muhammad chief Masood Azhar as a global terrorist and the CPEC capped by a 73-day standoff at the Doklam where the two armies dug in for a long haul despite its resolution. The Doklam standoff began on June 16 after the People’s Liberation Army began building a road in area claimed by Bhutan. The Indian troops intervened to stop the road as it posed a security risk to Chicken Neck, the narrow corridor connecting India with its north-eastern states. The standoff ended on August 28 following mutual agreement under which China stopped the construction of road and India withdrew its troops. But after the standoff, China stationed its troops close to the standoff area ending its customary practice to vacate the area during the winter. In September, Prime Minister Narendra Modi travelled to China to attend the 9th BRICS Summit on the sidelines of which he met Chinese President Xi Jinping and held extensive talks.Putting behind the Dokalam standoff, the two sides agreed to move forward in their ties with Xi telling Modi that he wants to put the relationship on the “right track”.Long says the bilateral ties have been blighted by three major strategic contradictions: the border dispute, the Tibet issue, and India’s reckoning that China-Pakistan friendship poses a threat.”However, it is unlikely that the three interwoven conundrums will be solved in the near future; control and management are the only way out,” he said.Other analysts say 2017 also demonstrated India?s resolve to resist China?s pressure tactics.India did not attend the Belt and Road Forum, a mega event held by China with the presence of leaders of several countries this year to highlight its Belt and Road Initiative (BRI), denting Beijing?s attempt to showcase its influence. The BRI has become an issue for India as the controversial CPEC is part of it. India has protested over the project as it traverses through Pakistan-occupied Kashmir. Also India did not withdraw its troops from Doklam during the standoff despite a massive media blitzkrieg by China followed by aggressive moves by its military until PLA stopped the construction of the road. There was, however, some silver lining this year as for the first time in recent years, India?s exports to China showed promise of steady increase though the trade deficit continued to be disquietingly high.Since this year, India’s exports which were on the decline for a number of years started showing increase. In the first seven months, the exports registered 40.69 per cent year-on-year to reach USD 10.60 billion. In October alone, India’s exports to China increased by 53.04 per cent year-on-year to reach USD 1.24 billion. However, the trade deficit which last year accounted to USD 52 billion in about USD 70 billion total trade continued to climb reaching USD 44.51 billion in the first seven months.China?s investment in India, specially by mobile phone makers like Oppo, Vivo and Xiaomi besides ecommerce giant Alibaba were on the rise. The total investment were stated to be around USD 3.5 billion so far.Long says China and India have huge potential despite long list of differences.”2017 is the worst year for China-India relations. But if India would like to meet China halfway and make concerted effort, 2018 will probably become the best year for their bilateral ties,” he wrote in the article in the state-run Global Times.

BJP chief Amit Shah will spend the last day of this year in poll-bound Karnataka, strategising with state party leaders, as they gear up to take on the ruling Congress in the Assembly election next year.A party statement said Shah will first hold a meeting with all BJP MPs and MLAs in the state followed by a deliberation with the in-charges of all its assembly constituencies. He will also chair meetings with the state’s core group leaders, district presidents of the party and in-charges among others. The BJP is aiming to dislodge the Congress from the only big state, which sends 20 or more MPs to the Lok Sabha, it remains in power. The 224-seat assembly is likely to go to polls in May next year. The Congress had captured power in the southern state in the last Assembly polls dethroning the BJP which was hit hard by a rebellion by B S Yeddyurappa, who had floated a party.Yeddyurappa is back in the saffron fold and has been declared the BJP’s chief ministerial candidate. The Congress campaign is being led by Chief Minister Siddaramaiah. The Congress and the BJP had won 122 and 40 seats respectively in the last assembly polls.Since the 2014 Lok Sabha polls, the BJP under Prime Minister Narendra Modi and Shah have got the better of the Congress a number of assembly elections. However, the Congress hopes to do well in Karnataka after putting up a spirited fight against the BJP in Gujarat.

Rationalist team spends night at West Bengal station listed as ‘haunted’ by Railways

A group of rationalists spent a winter night in the small obscure railway station in West Bengal’s Purulia district, which had been recorded as ‘haunted’ by the Railways, to bust the myth. The group found a few locals trying to scare them away from the station on Thursday night instead of any paranormal presence, a member of the rationalist group said today.Begunkodor station, located near the Ayodhya Hills and 50 km from Purulia town, had earned the distinction of being a ‘ghost station’ after 1967, the year its station master had reportedly died after seeing a white sari clad woman walking along the tracks in the night. The incident had caused passengers to desert the station and it had come to be known as ‘haunted’ in the Railways records.Begunkodor had been closed since then and was listed by Railways as one of its 10 ‘haunted’ stations in India. The station was reopened 42 long years later in 2009 by Mamata Banerjee during her tenure as the railways minister.Since then trains stopped at this obscure station and passengers used it only till 5 pm scared of encounters with the ghosts.A nine-member team of the rationalist organisation Paschim Banga Bigyan Manch, armed with torches, digital compasses and cameras, had camped at this station with police protection on Thursday night and busted the decades-old myth.Nayan Mukherjee, who led the team said, “We were at the Begunkodor station in Purulia district from 11 pm on Thursday night till the early morning hours the next day but there was no nocturnal activity.”He said the team did not see the ghost of a woman who is said to have committed suicide years ago or the apparition of the station master, who reportedly haunt the station. “We could only spot a snake in an adjacent well,” Mukherjee said.He said, the team had heard a peculiar noise from the darkness behind the station building deep in the night. “When we focussed the torch light on the surrounding bush at around 2 AM we saw four to five people, who appeared to be locals fleeing from the spot. We chased them for a while but they ran away.”The station was being touted by certain people for some time as a ‘ghost tourism’ spot to attract visitors. Some of the locals apparently scare them away with the noise and steal their belongings after they flee out of fear, he said. The digital compasses and cameras installed in the station compound by the team did not pick up any sign of paranormal activity, Mukherjee said. The Superintendent of Police of Purulia district Joy Biswas said the team had asked for police protection which was given to them.He said the police and the administration were aware that Begunkodor station was known as a ‘ghost station’ among the locals and had started night patrolling in the area recently. Efforts were also made to create awareness among the people over the public address systems.”I have asked the the superintendent of police to take necessary steps in the matter,” Purulia District Magistrate Aloke Prasad Roy said.

Envoy in Hafiz Saeed rally: Palestine recalls ambassador in Pak, says ‘unintended mistake’ but not justified

The Palestinian Authority today described as “unintended mistake”, but “not justified” the presence of its ambassador to Pakistan at an event also attended by Mumbai terror attack mastermind Hafiz Saeed and decided to recall him immediately.India today issued a strong demarche to Palestine after its Ambassador to Pakistan, Walid Abu Ali, was seen sharing stage with JuD chief Saeed during an event in Rawalpindi organised to express solidarity with Jerusalem. “On the basis of the principled and firm Palestinian position, the Ministry of Foreign Affairs and Expatriates considered the participation of our Ambassador in Pakistan in a mass rally in solidarity with Jerusalem, held in Rawalpindi on Friday and in the presence of individuals accused of supporting terrorism is an unintended mistake, but not justified,” a statement from the Palestinian Authority (PA) said.”Accordingly, the Minister of Foreign Affairs and Expatriates, under the direct instructions of the President of the State of Palestine, decided to recall the Palestinian Ambassador to Pakistan immediately,” it said. The statement from the PA described Palestine as a “real partner” of India in its war against terrorism and also expressed its appreciation for New Delhi’s vote in favour of the resolution at the United Nations General Assembly (UNGA) on the issue of Jerusalem. Also readEnvoy in Hafiz Saeed’s rally: Palestine issues ‘regret’, recalls himThe statement quoted the Spokesman of the Palestinian Ministry of Foreign Affairs and Expatriates stressing on the “commitment of the State of Palestine and its keenness to maintain strong and friendly relations with the Republic of India, as well as its support to the efforts made by the Republic of India in its war against terrorism”. “In that regard the State of Palestine affirms its stand with the Republic of India in dealing with its terrorist threats, as our nations are real partners in the war against terrorism,” it said.India’s vote in favour of a UNGA resolution that made US President Donald Trump’s unilateral announcement declaring Jerusalem as the Capital of Israel “null and void” was also appreciated by the PA in its announcement. “The State of Palestine highly appreciates India?s support in its tireless efforts to end the Israeli occupation and the establishment of an independent State of Palestine on the 1967 borders with East Jerusalem as its capital and this is especially seen in the honourable position that India has taken by voting in favour of the resolution in the United Nation General Assembly last week,” it further added. The External Affairs Ministry (MEA) had earlier today condemned the act by the Palestinian Ambassador in strong words and called it “unacceptable”. “The government has strongly conveyed to the Palestinian side that the Palestinian Ambassador’s association with terrorist Hafiz Saeed, who is proscribed by the United Nations, at an event in Rawalpindi on December 29 is unacceptable,” the MEA said. Here’s the full statement: The Spokesman of the Ministry of Foreign Affairs and Expatriates stressed on the commitment of the State of Palestine and keenness to maintain strong and friendly relations with the Republic of India, as well as its support to the efforts made by the Republic of India in its war against terrorism and in that regard the State of Palestine affirms its stand with the Republic of India in dealing with its terrorist threats, as our nations are real partners in the war against terrorism. The State of Palestine highly appreciates India’s support in its tireless efforts to end the Israeli occupation and the establishment of an independent State of Palestine on the 1967 boarders with East Jerusalem as its capital and this is especially seen in the honorable position that India has taken by voting in favor of the resolution in the United Nation General Assembly last week.On the basis of the principled and firm Palestinian position, the Ministry of Foreign Affairs and Expatriates considered the participation of our ambassador in Pakistan in a mass rally in solidarity with Jerusalem, held in Rawalpindi on Friday and in the presence of individuals accused of supporting terrorism is an unintended mistake, but not justified. Unhappy Guj Deputy CM Nitin Patel says it’s about ‘self-respect’, Hardik Patel courts him to join Cong

Gujarat Deputy Chief Minister Nitin Patel, who has been sulking since the announcement of portfolios in the new BJP government in the state, today said the issue was about his “self-respect”.Patidar leaders Hardik Patel and Lalji Patel have declared support for Patel. Lalji Patel has also announced a bandh in Mehsana on January 1 and demanded that Patel be made the chief minister. Patel, who is yet to take charge of the portfolios allotted to him, said he expected a proper response from the BJP high-command to his “feelings”. “I have conveyed my feelings to the party high-command and I am hopeful that they will give a proper reply to my feelings soon,” he told reporters. “This is not about some departments, this is about self- respect,” he added. The portfolios in the new BJP government, headed by Vijay Rupani, were allotted two days ago. Patel, who handled important departments such as finance and urban development in the previous government, was allotted road and building, health, medical education, Narmada, Kalpsar and capital projects this time. The deputy chief minister, who belongs to the influential Patidar community, has not taken charge of these departments so far, while his supporters today thronged his residence here to express solidarity with him. The finance portfolio has been alloted to Saurabh Patel, while chief minister Rupani has kept the urban development department with himself.Narottam Patel, who was a minister in the Narendra Modi- led Gujarat government, said Patel should be given portfolios “as per his stature”.Also read’Join Congress, bring 10 BJP MLAs with you’: Hardik’s offer to ‘sulking’ Gujarat Dy CM Nitin Patel “Nitin bhai is not an ordinary minister,” he added. Earlier in the day, Rupani skirted reporters’ questions on the issue. While announcing the portfolios, Rupani had said, “It is not true that the minister, who has the finance portfolio, is the number two in the cabinet. Nitin Patel is our senior leader and will remain the number two.”Patidar quota agitation spearhead Hardik Patel said he would extend support to Patel. Talking to reporters, he said, “As a veteran politician, Nitin bhai has worked hard for 27 years to ensure that the BJP stays in power. The (Patel) community members need to understand that such politicians are being sidelined (in the BJP).”If Patel decided to quit the BJP and said 10 other MLAs were ready to quit with him, “We will talk to the Congress to take in Nitin bhai and give him a post he deserves,” the Patidar leader said. Senior Congress MLA Virji Thummar said Patel would be made the chief minister with the Congress’ support if he quit the BJP. The opposition party, however, clarified that Thummar was speaking in his personal capacity and described the row over portfolio distribution as the BJP’s “internal matter”. “It is the BJP’s policy to disregard its senior leaders and sideline them once it finds them to be of no use. This has especially been the case with Patidar leaders like Keshubhai Patel, Anandiben Patel, Gordhan Zadaphia among others,” state Congress spokesperson Manish Doshi said. Also readGujarat: Dy CM Nitin Patel wants portfolios back, threatens to quitLalji Patel, whose Sardar Patel Group was at the forefront of the Patidar quota agitation, along with the Hardik Patel-led Patidar Anamat Andolan Samiti, met Nitin Patel in Gandhinagar. He called for a bandh in Mehsana — Nitin Patel’s Assembly constituency and a place which was the epicentre of the Patel quota agitation — on January 1. With 99 MLAs, the BJP has a simple majority in the 182- member Gujarat Assembly, against the 77 MLAs of the Congress.

Envoy in Pakistan didn’t know Hafiz Saeed, says Palestine’s ambassador in India

Palestine on Friday called back its Ambassador in Pakistan after he was seen in the company of Lashkar-e-Taiba founder Hafiz Saeed. “We are supporting India in its fight against terrorism and because of that my government decided to directly call our Ambassador to go back home and not to be a Palestine ambassador to Pakistan anymore,” Palestinian Ambassador to India Adnan Abu Al Haija told ANI.His statement has come after a photograph of Palestine’s Pakistan envoy Waleed Abu Ali sharing a platform with Saeed, who is designated as a global terrorist by the United Nations, at a rally in Rawalpindi is doing the rounds on the social media. “Our Ambassador does not know this person. When he starts speaking, he asks who is this person? Our Ambassador’s speech was after him, he made his speech and left. For us, even with that, it is not accepted and a decision has been taken,” he clarified. Saeed is accused of masterminding the Mumbai 26/11 attacks that claimed 166 lives. Also readEnvoy in Hafiz Saeed’s rally: Palestine issues ‘regret’, recalls himSpeaking on Prime Minister Narendra Modi’s upcoming visit to the country, Haija said, “Mr Modi is a great guest to Palestine, we welcome him there. I hope soon he will visit Palestine, waiting for his visit,”Earlier today, Palestine expressed deep regret after India took up the matter with its authorities. “Palestine has conveyed deep regrets over the incident and assured the Government of India that they are taking serious cognizance of their ambassador’s presence at this event,” said the Ministry of External Affairs (MEA) in a statement. The Government of India has strongly conveyed to the Palestinian side that the Palestinian Ambassador in Pakistan’s association with terrorist Saeed is “unacceptable”, it added. The MEA has conveyed the concerns to Haija as well as to the Minister of Foreign Affairs and Expatriates in Ramallah, State of Palestine. Palestine has also assured India that it will deal with this matter appropriately. “It was also conveyed that Palestine highly values its relationship with India and stands with us in the war against terrorism, and will not engage with those who commit acts of terror against India,” the MEA said.Saeed carries a bounty of 10 million USD (approx. Rs 66 crore) and continues to exercise a lot of influence in religious circles. He has recently been released from house arrest after a Pakistani court cited lack of evidence against him in the Mumbai attack case. India has protested against Pakistan time and again for ‘harbouring a terrorist’ like Saeed.

India facing possible mental health epidemic, warns President Kovind

President Ram Nath Kovind today said India was facing a possible “mental health epidemic” and stressed the need for providing access to treatment facilities to those suffering from mental disorders by 2022.Speaking at the 22nd convocation of the National Institute of Mental Health and Neurosciences here (NIMHANS), he called for addressing the shortage of mental health professionals. “For those who are getting their degrees at the convocation, the real challenge has just begun. They are going into a world where their skills are acutely needed more than ever before,” the president said. “India does not simply have a mental health challenge… it is facing a possible mental health epidemic,” he said.Pointing out several reasons for this, he said the country was experiencing technological, economic and demographic changes that were transforming the nature of diseases.Kovind said in 2022, India would be celebrating its 75th anniversary of Independence and it should be ensured that by then at least those suffering from serious mental disorders have been diagnosed and have access to treatment facilities. “Let us take this up as a national mission,” he said. Also readDispleased with food packets being distributed, Prez Kovind stops speech midway The government, non-government sectors and all related public and private institutions need to contribute to this effort, he said, and asked the NIMHANS, as the country’s premier health institute, to draw a road map and to be the navigator towards achieving this goal. Observing that the shortage of mental health professionals was another major gap that the country has to address, Kovind said there were just about 5,000 psychiatrists and less than 2,000 clinical psychologists in the country. These numbers were very small, he said.”Especially for the purpose of diagnosis of mental illnesses, it will be advisable to use (the services of) physicians, psychologists who teach in colleges and educational institutions as well as auxiliary nurses and midwives who are at the front line of public health system across the country,” he said. On the NIMAHNS’s mental health survey, the president said the findings were alarming as 10 per cent of Indians have one or more mental health problem. In a nation of 1.3 billion people, that was a staggering figure. The number of Indians suffering from mental health problem was larger than the entire population of Japan, he said. He said the one of the biggest problems faced by those with mental and neurological issues was the stigma which lead to the matter being ignored or not discussed. In some cases it led to self diagnosis that could worsen the situation, he said, adding, “our society has to fight this culture of stigma”.”We need to talk about mental health issues and treat ailments such as depression and stress as diseases that can be cured,” he said. Other than conventional treatment, the role of counselling services and practices such as yoga and vipassana in helping those with mental health problems should also be explored with greater vigour, the president said. Karnataka Governor Vahubhai Vala, Union ministers Ananth Kumar and JP Nadda were present at the event during which sub- speciality block for Neurosciences, Medical Cyclotron facility and Intra-operative MRI with three operation theaters were inaugurated.

Pakistan says 192 pilgrims denied visa by India for Nizamuddin’s Urs

Pakistan today claimed that India has denied visas to nearly 200 pilgrims who wanted to visit the country to participate in the death anniversary ceremony of Hazrat Khawaja Nizamuddin Auliya. The Foreign Office said in a statement that “Pakistan regrets the last minute postponement and non-issuance of visas by India” for the visit of 192 devotees to participate in the Urs ceremony (death anniversary) in New Delhi from January 1- 8.”As a result of this Indian decision, the Pakistani Zaireen (devotees) would be deprived of the opportunity to participate in the Urs, which is of special significance,” the statement said. The visit was to take place under the provisions of the 1974 Pakistan-India Protocol on Visits to Religious Shrines and is an annual feature.”This is unfortunate and runs counter to the letter and spirit of the 1974 Protocol and objective of people-to-people contacts,” it said. The statement said that besides being violative of the bilateral Protocol, and the basic human right to religious freedom, such measures also undermined the efforts aimed at improving the environment, increasing people-to-people contacts and normalising relations between the two countries.”It is ironic that this was done on the occasion of Urs of Hazrat Nizamuddin Auliya who was a symbol of bringing communities closer to each other,” the FO added.

Bill allowing Ayurveda, Homeopathy doctors to practice allopathy after ‘bridge course’ introduced in Lok Sabha

Doctors pursuing Indian systems of medicine, including ayurveda, and homeopathy may be allowed to practice allopathy after clearing a bridge course, according to a bill introduced in the Lok Sabha. The National Medical Commission Bill, 2017, which seeks to replace the existing apex medical education regulator, the Medical Council of India (MCI), with a new body, was moved by the government in the House yesterday.Clause 49 of the Bill calls for a joint sitting of the National Medical Commission, the Central Council of Homoeopathy and the Central Council of Indian Medicine at least once a year “to enhance the interface between homoeopathy, Indian Systems of Medicine and modern systems of medicine”.It has also proposed that specific educational modules or programmes for developing bridges across the various systems of medicine and promotion of medical pluralism, can be done with the approval of all the members present in the joint sitting.”The joint sitting, may, by an affirmative vote of all members present and voting, decide on approving specific bridge course that may be introduced for the practitioners of Homeopathy and of Indian Systems of Medicine to enable them to prescribe such modern medicine at such level as may be prescribed,” according to the Bill.It provides for the constitution of four autonomous boards entrusted with conducting undergraduate and postgraduate education, assessment and rating of medical institutions and registration of practitioners under the National Medical Commission. The commission will have a government-nominated chairman and members, and the board members will be selected by a search committee under the Cabinet Secretary, it says.A 25-member commission will replace the elected MCI, the Bill says. The proposed measure has been strongly opposed by the Indian Medical Association (IMA) which claimed that it will “cripple” the functioning of medical profession by making it completely answerable to the bureaucracy and non-medical administrators.”Regulators need to have an autonomy and be independent of the administrators. The National Medical Commission will be a regulator appointed by the administrators under their direct control,” IMA’s president K K Aggarwal said. The Bill also proposes a common entrance exam and licentiate (exit) exam which all medical graduates will have to clear to get practicing licences. The licentiate (exit) examination will have to be coducted within three years after Parliament passes it.A medical advisory council, including one member representing each state and Union territory (vice-chancellors in both cases), the chairman, University Grants Commission, and the director of the National Accreditation and Assessment Council will make recommendations to the NMC.No permission would be needed to add new seats or to start post-graduate courses, it says. The Bill is aimed at bringing reforms in the medical education sector which has been under scrutiny for corruption and unethical practices, a senior health ministry official said.

LG Kiran Bedi functioning like a leader of opposition, says Puducherry CM Narayanasamy

Puducherry Chief Minister V Narayanasamy today alleged that Lt Governor Kiran Bedi’s “style of functioning is more like a leader of opposition than an administrator” of the Union Territory.Addressing reporters here, Narayanasamy said although he had written to the Lt Governor asking her not to “overstep her constitutional and statutory limits” and not to “interfere in the routine working of the elected government,” she had been doing so.”I have written letters to her on more than 15 occasions registering protest against her style of functioning. But, she keeps functioning more like a leader of opposition than an administrator,” he said. Also readPuducherry governor Kiran Bedi bans business class air travel by officialsThe Congress leader also minced no words stating that, “Bedi has not contributed for the economic development of Puducherry and in implementation of progressive schemes.” Condemning the “autocratic style of working” of the Lt Governor, the chief minister said, “It is really a sad development that she (Bedi) held meetings with the police officers yesterday to draw up a plan of police deployment in view of the flow of tourists into Puducherry on the eve of New Year Day.”Also readKiren Bedi slams Puducherry Govt for poor quality of education in government schoolsNarayanasamy claimed that Bedi has held meetings with police officers though he had arranged one with police officers to finalise the security plan for maintenance of law and order with the Chief Secretary in charge, A Anbarasu being a coordinating officer. The chief minister maintained that “time is not far for the current situation to come to an end.” Since Bedi assumed office last year, the Congress government in Puducherry and she have been at loggerheads over several issues including medical admissions, civic problems and induction of three nominated MLAs.

Kamala Mills fire: Probe on to ascertain what caused Mumbai pub blaze

A day after a devastating blaze at a central Mumbai pub claimed 14 lives, fire brigade officials on Saturday said the department was probing whether flames during a fire stunt by a bartender, burning coal used for hookah or a short circuit led to the tragedy. The blaze had started after 12.30 am on Friday at the ‘1 Above’ pub on the terrace of Trade House Building in Kamala Mills compound in Lower Parel, a commercial hub, resulting in the collapse of its bamboo-propped canopy. The fire, which left several people injured, also engulfed Mojo’s Bistro, a pub a storey below. Most of the 14 victims died of asphyxiation.”We are probing if the flames created during a fire stunt by a bartender at the pub came in contact with plastic sheets that covered the bamboo structure and triggered the blaze. We are also trying to find out whether the burning coal used for hookah at the adjacent restaurant led to the tragedy,” a fire official said. All other possibilities, including that of short circuit, is also being probed, he added. The police have booked Hratesh Sanghvi, Jigar Sanghvi and Abhijeet Manka of C Grade Hospitality, which manages the pub, along with others, under IPC sections 304 (culpable homicide not amounting to murder), 337 (causing hurt by act endangering life or personal safety of others) and 338 (causing grievous hurt by act endangering life or personal safety of others). After the fire, some escaped to safety, while others found their way blocked by fire and suffocating smoke. Many panicked patrons took shelter in a toilet, where they were asphyxiated to death.Among those killed was Khushbu Bansali, the woman who was celebrating her 29th birthday at ‘1 Above’ pub in upscale Parel’s Kamala Mill compound, and several of her friends. The Brihanmumbai Municipal Corporation (BMC) yesterday suspended five officials, including those attached to the G- South ward for dereliction of duty. There are allegations that civic authorities turned a blind eye to construction irregularities and violation of fire safety norms in the compound. Also readKamala Mills Fire: Two young men enter into death trap to save aunt, never to come backRelated Photos

8 MLAs, including 5 from Congress, resign from Meghalaya Assembly to join BJP ally NPP

Eight MLAs in Meghalaya, including five of the ruling Congress, resigned from the state assembly today to join NDA constituent National People’s Party (NPP), just a few months ahead of elections. Those who put in their papers are former deputy chief minister Rowell Lyngdoh, Sniawbhalang Dhar, Comingone Ymbon, Prestone Tynsong, and Ngaitlang Dhar of the Congress, Remington Pyngrope of the United Democratic Party and Independents Stephanson Mukhim and Hopeful Bamon, Assembly Principal Secretary Andrew Simons told PTI.The five Congress legislators had earlier rebelled against Chief Minister Mukul Sangma and the party leadership. Also readTwo juveniles held for vandalising church in Meghalaya on Christmas DayFour of the five Congress MLAs were part of the state cabinet and were sacked by the chief minister on the grounds of “incompetence”.Rowell, a veteran Congress leader, later announced that all the eight MLAs, would join the NPP, also an alliance partner of the BJP in the Manipur government, at a rally next week. Also read4 ex-MLAs join BJP in Meghalaya ahead of next year’s Assembly pollsThe NPP, led by Conrad K Sangma, son of former Lok Sabha Speaker P A Sangma, has two MLAs in Meghalaya at present. With today’s resignation, which comes days after another MLA, PN Syiem, quit the Congress, the number of party MLAs in the 60-member Meghalaya Assembly has come down to 24 from 30.However, there is no immediate threat to the Congress government as it has support of nine Independents which takes its tally to 33.The term of the current House expires on March 6.Elections in Meghalaya, Nagaland and Tripura are due early next year.An elated Conrad Sangma said the decision of the five Congress MLAs to resign and join the NPP next week was a big boost for the party.”It is a big boost for the NPP ahead of the elections in the state … We will felicitate their joining the party next week. We welcome their decision and we are confident to form the next government in Meghalaya,” Conrad Sangma told PTI.He said their leaving the Congress and joining the NPP indicates that the party was the only alternative available to the people in the state. The NPP chief said: “More than 10 per cent of the Congress MLAs have resigned. This implies that the leadership under Chief Minister Mukul Sangma has failed.” The 79-year-old Rowell had to leave the Congress following a leadership tussle with Chief Minister Mukul Sangma and he was sacked from the cabinet last year.Rowell had contested all the nine elections in the state and was elected an MLA for the sixth time in 2013.”Eight MLAs submitted their resignation to me at the office of the Speaker today. The Speaker was on a tour and was not available at his office,” Assembly Principal Secretary Andrew Simons told PTI.He said the resignation letters have been sent by email to Speaker Abu Taher Mondal.”We are joining the NPP on January 4 at a rally at Pologrounds,” Rowell told reporters. He said it was a difficult decision to leave the Congress but he was compelled to do so “because of the people”.Hitting out at the chief minister, the former deputy chief minister said, “The autocratic style of functioning of the chief minister had made it difficult for me and others to function in the government.”Rowell said the decision to set up a medical college in the state capital Shillong on PPP mode and another one in Tura to be funded by the state government, was taken without consultations in the cabinet. He also slammed the state Congress president DD Lapang, who he alleged gave into the diktats of the chief minister and went ahead and dissolved the block Congress committee in many constituencies.Senior Congress leader and former cabinet minister Prestone Tynsong said the prospects of the Congress in Meghalaya will be badly hit.

Kamala Mills fire: 14 killed in inferno during birthday bash, BMC suspends 5 officials after Fadnavis promises action

A massive fire swept through a plush rooftop pub in downtown Mumbai during a birthday bash before swiftly raging through the building, leaving 14 people dead and 21 injured, officials said today.Among those killed was Khushbu Bansali, the woman who was celebrating her 29th birthday at “1 Above” pub in upscale Parel’s Kamala Mill compound, and several of her friends. Two American brothers of Indian origin, and their aunt, who had gone to celebrate Khushbu’s birthday, were also among the dead. The blaze, the cause of which is not clear yet, started after 12.30 am at the 1 Above pub on the terrace, resulting in collapse of its bamboo-propped canopy, as towering flames leapt metres into the dark sky. It also engulfed the Mojo’s Bistro pub a storey below. Most of the victims died of asphyxiation, said Avinash Supe, dean of the KEM hospital where the injured and dead were brought. Also readKamala Mills fire: Know the story behind this pictureThe mirth and merriment of the party gave way to mayhem as people, screaming and scamparing, looked for exit doors, toppling and trampling over each other. Some escaped to safety, while others found their way blocked by fire and suffocating smoke. Many panicked patrons took shelter in a toilet, and got asphyxiated to death. Some could make it out alive.Teams of fire brigade and police rushed to the spot and 35 injured people were pulled out from inside the pub and taken to hospital, a police official said.Several media outlets, including TV news channels Times Now, ET Now and TV9 Marathi, have offices in the complex.Harish Pathak, head of the forensic department at KEM Hospital said most of those who lost their lives in the tragedy were brought dead.Police have booked Hratesh Sanghvi, Jigar Sanghvi and Abhijeet Manka of C Grade Hospitality, which manages the pub, along with others, under various charges including cuplable homicide not amounting to murder. They have also been charged under IPC sections 337 (causing hurt by act endangering life or personal safety of others) and 338 (causing grievous hurt by act endangering life or personal safety of others). Two of those booked have been detained. The guilty won’t be spared,” Fadnavis said.Business rivals–1 Above and Mojo’s Bistro–that bore the brunt of the inferno, claimed all fire safety measures were in place at their premises. However, 1 Above claimed Mojo’s Bistro did not have an emergency exit, leading to overcrowding of its escape avenues.”1 Above has all its fire safety regulations, licences, procedures and norms in place. We’ve been able to help save many lives thanks to our fire safety protocols,” the statement claimed.A statement from Mojo’s claimed the facility had all its fire safety norms, certificates and procedures in place. The staff, it said, was “thoroughly trained” in fire drills due to which the guests could be evacuated. Some patrons of ‘1 Above’ casually took selfies of the massive flames and plumes of smoke that soared into the sky, while a few others lay immobilised in drunken stupor, delaying evacuation, eyewitnesses and rescuers said.”At around ten minutes past midnight, I got out of my office after hearing commotion. A sea of people came rushing at me. They were basically running wherever the pathway led them to,” Mahesh Sable, who works for a private security agency and helped evacuate around 150 people from the Trade House Building, told PTI.”We could hear calls for help, glasses were breaking, bottles were falling down, the entire place was in flames and engulfed by smoke. I could not go in again after getting the injured people out,” he said. His colleague Sanjay Giri, who was also on the night shift, said he was on the ground floor and rushed up to guide the patrons who were stuck. Also readMumbai’s Kamala Mills Fire | When midnight birthday bash turned into a funeral Giri said initially the drunken stupor of some of the patrons and an obsession with getting videos of the rooftop pub engulfed in fire delayed rescue efforts.”I guided whoever we could see. A few voice and video calls were also made,” Giri added. One of the survivors told a TV news channel that her friend, who had got locked inside a toilet, called her up on the mobile phone desperately seeking help. She could not be brought out alive.Dr Sulbha KG Arora, a Mumbai doctor, told NDTV news channel, she was at the 1 Above restaurant.”There was no time for anyone to reach out because the fire spread so rapidly. The staff members of the restaurant were trying to help the customers as much as possible,” she told NDTV on the phone.”There was a stampede and someone pushed me. Dyal Singh College to retain its original name, says Prakash Javadekar

Delhi University’s Dyal Singh Evening College will continue to be known by its original name as the University Grants Commission (UGC) has not received any proposal for its renaming, HRD Minister Prakash Javadekar said today.”UGC has not received any proposal from the university to consider its renaming. Hence, the question doesn’t arise to rename it. It will continue to be known as Dyal Singh College,” Javadekar told reporters. The minister had earlier this month informed Parliament that the college’s plan to rename the college to “Vande Matram Mahavidyalya” was not approved by the government and that the college had been asked to put the decision on hold.Javadekar had last week met Delhi University vice- chancellor Yogesh Tyagi and the chairman of Dyal Singh College, and advised them to think of a name for the evening college of the institution, which reflects Dyal Singh Majithia’s legacy. The decision to rename was made by the Governing Body of the institution on November 17, to establish a separate identity for the evening college once it is converted into a morning college.

Parliament panel raises concerns over lack of infra in railways to deal with cybercrimes

A parliamentary panel has expressed serious concern over lack of infrastructure in the railways’ vigilance directorate to deal with cybercrimes, days after the CBI busted a ticketing scam in the national transporter. The Railway Convention Committee that submitted its report in Parliament today on vigilance in Indian Railways said they were not satisfied that the ministry’s vigilance directorate was foolproof as far as dealing with cybercrimes was concerned. “When there is no requisite infrastructure or expertise available with the railways to effectively deal with cybercrime and software manipulation, the e-tendering and e- auction system introduced by the ministry cannot be claimed to be foolproof,” the committee has said, raising doubts over the security of all e-platforms used by the railways. The committee has urged the ministry to induct persons with “ample experience” in handling cybercrimes, either through deputation or permanent absorption, so as to eliminate any scope of “manipulation of the system by vested interests”.The parliamentary panel, chaired by BJD MP Bhartruhari Mahtab has 12 members from Lok Sabha and and six from Rajya Sabha. The Central Bureau of Investigation (CBI) on Wednesday arrested its software programmer for developing an illicit software to subvert the railways Tatkal reservation system, allowing hundreds of tickets to be booked in one go.

Manipur: Civil society members meet PM Modi over Naga peace talks

Representatives of civil society organisations of Manipur on Thursday met Prime Minister Narendra Modi seeking details of the Framework Agreement signed between Naga rebel group NSCN(IM) and the Centre. At a meeting this morning, an eight-member team apprised Modi that due to lack of transparency in the ongoing Naga peace talks, there have been apprehensions in Manipur over territorial integrity of the state, said a statement by the joint committee of the civil society bodies. These organisations include United Committee Manipur (UCM), All Manipur United Clubs Organisation (AMUCO) and Committee on Civil Societies Kangleipak (CCSK).The prime minister asked the members to have faith in Indian government and not to believe in hearsay, it added.Stating that the Centre till date has not made any announcements regarding the details of the Naga talks, Modi said that his government was always open to suggestions on various issues regarding the state, the statement said quoting the prime minister. He also asked the civil society representatives to apprise concerned officials whenever they have any suggestions or apprehensions, it added. In August 2015, the Centre and the Nationalist Socialist Council of Nagaland (NSCN-IM) faction had signed an agreement paving the way to end the country’s oldest insurgency.Termed as Framework Agreement it has, however, failed to yield a final outcome.Among others, NSCN(IM) has sought integration of Naga inhabited areas of the North East and autonomy of the proposed region. The demand affects Manipur as the state has vast areas inhabited by Nagas.During the meeting, Modi pointed out that Manipur is today among the most economically backward states in the North East due to violence and focus should be on growth and development to bring peace in the state, the statement said.
