Congress workers in Amethi on Monday celebrated the elevation of Rahul Gandhi as the party president by distributing five quintal ‘ladoos’ and bursting firecrackers in his parliamentary constituency.Party workers organised programs at various places, including Amethi, Jais, Musafirkhana and Tilot, to celebrate Mr Gandhi’s elevation. Yogi Adityanath looks for leaner bureaucracy, to merge 94 departments into 37

Not satisfied with the performance of the state bureaucracy, the Yogi government is mulling over drastic administrative reforms in Uttar Pradesh by allowing merger of 94 government departments into 37 to bring in efficiency, coordination and effective implementation of government schemes in the state.A proposal, drafted by the Additional Chief Secretary (Planning) Sanjiv Sharan, is ready and will be submitted to the government shortly for perusal and Cabinet approval. “The merger will gear up the administrative machinery and make it more accountable for effective delivery,” Sharan told media persons.During their visit to the state last month, officials of the Niti Ayog had also suggested to downsize the state machinery by merging different government departments under one for their effective functioning and greater convergence. Currently, Uttar Pradesh has as many as 94 government departments, highest than any other states in the country. The draft proposes to merge these 94 departments into one to bring down their numbers to 37.It proposes to merge important government departments like health, agriculture, cooperative, administration, cane development, Public Works department, estate and transport to streamline their functioning and better coordination.“At present, there are three to four departments for one sector which hampers the administrative functioning due to lack of coordination between them. If they are brought under one department, it will certainly help the state government to implement its various schemes more effectively,” pointed a senior officer involved in the drafting the proposals. A few senior bureaucrats are, however, against the government’s move fearing that many it may seriously affect the work allocation to the ministers and IAS officers. They suggest that the government should not drastically bring down their numbers but allow merger of only those department which have less or no work. The health department which is divided into four different departments viz family welfare, medical education, medical and health and Child Welfare is being proposed to be merged under one ministry. At present, these departments are headed by three Cabinet ministers.Dr Siddharth Nath Singh is Cabinet minister for Medical and Health, Ashutosh Tandon is Cabinet minister for Medical Education while Cabinet minister Dr Rita Bahuguna Joshi heads Child and Family Welfare.Similarly, the energy department is divided into two different departments – Energy and Renewable Energy being headed by Srikant Sharma and Brijesh Patahk respectively. The draft proposes to merge both and bring them under one Energy ministry.The draft also proposes to merge PWD, Rural Engineering, Transport and Estate under one Road and Transport department. Likewise, Secretariat Administration, General Administration, Administrative Reforms and National Integration are proposed to be merged under one department to be called General Administration.The Agriculture, Cooperative and Cane development are to be clubbed under Agriculture and Farmer Welfare. Once the proposals are approved, the Yogi Adityanath government is planning to effect a Cabinet and administrative reshuffle accordingly.

Uttar Pradesh: French tourists molested, thrashed in Mirzapur, eight accused nabbed

In yet another shocking incident in Uttar Pradesh, about a dozen French nationals, including females, were abused, molested and thrashed by local goons in Mirzapur district.This is the third such incident of attack on foreign tourists in the state in the last three months. However, reacting promptly the Mirzapur Police have arrested eight accused and registered an FIR against 13 people who were involved in the incident.About a dozen French tourists had come to visit Varanasi. On Saturday, they visited a natural waterfall in Lekhania Dari under Ahraura police station in Mirzapur along with an Indian friend. The accused was immediately arrested by the police.A Swiss couple was attacked in Fatehpur Sikri in Agra about two months ago by a group of local touts pressing for photographs. The Swiss man had suffered fractures in the attack and couple was treated at Delhi’s Apollo Hospital. Police rounded up about 50 touts and arrested a couple of them involved in the attack after public outrage over the incident. A Russian woman was allegedly raped by a bank manager in Vrindavan in Mathura in October. The bank manager was arrested after she lodged an FIR with the Mathura Police.

Mulayam says ‘lack of unity’ reason for Samajwadi Party’s loss in UP civic polls

In a surprise announcement, the Samajwadi Party patriarch Mulayam Singh Yadav today announced that he will not contest 2019 Lok Sabha polls from Azamgarh and will move to his traditional seat Mainpuri.In 2014 Lok Sabha polls, Mulayam had contested from Mainpuri and Azamgarh Lok Sabha seats simultaneously. After winning both the seats, he had left Mainpuri to retain Azamgarh. Earlier, Mulayam had won three times from Mainpuri Lok Sabha constituency which is considered a Samajwadi Party bastion. Yogi Adityanath govt to invest 50K cr in solar power sector in 4 years

Grappling with power shortage, Yogi Adityanath-led Uttar Pradesh government has decided to invest Rs 50,000 crore in the next four years in the solar power sector to produce 10,700 MW of green energy by 2022. This move is aimed at easing out the situation in the state and fulfil the CM’s election promise of providing electricity to each house in the state.While announcing the move, Minister for Law, Justice, Additional Energy Resources and Political Pension Brajesh Pathak said the government has plans to set-up ‘Green Power Corridors’ that would cost Rs 4,000 crore in Bundelkhand and eastern Uttar Pradesh with Centre’s help.Under the Solar Power Policy 2017, approved by the Cabinet, Pathak said that industrial houses in Bundelkhand region and eastern Uttar Pradesh will get cheaper power from the solar units.”A separate transmission line will be laid by the government in Bundelkhand and eastern Uttar Pradesh for transmitting power across Uttar Pradesh. The cost of the transmission line will be borne by the state government,” Pathak said.Currently, the demand and supply gap and power shortfall are being bridged through buying power from national grid and private players which is costing a lot.The new Solar Power Policy will also generate employment in the state. In its first employment scheme, the state has decided to employ about 10,000 ‘Surya Mitra’. They will be trained in setting-up solar plants and its maintenance.”Since UPNEDA is short of staff, these Surya Mitras will help consumers set-up solar plants. Many investors have already approached the state government to set-up solar power plants in the state,” claimed the Minister.A single window system has already been created at UPNEDA office for clearances and completing necessary formalities. The UPNEDA portal will also begin an online application processing services shortly.The State government has offered many sops to investors and consumers to set up captive solar plants and rooftop solar power units. Investors have been offered 50 per cent rebate in transmission charges if they sell solar poerr within state and 100 per cent if sold outside the state.Similarly, consumer setting up rooftop solar poer units will be offered a subsidy of Rs 15,000 per KW. Solar power units up to 10 KW have been exempted from Safety and security norms. Those setting up solar plants have been exempted from taking clearances from environment ministry and pollution board.The State government has already adopted RESCO Model (Renewable Energy Service Company) under which an agreement will reach between investors/consumers to purchase extra power produced. The state government will bear the cost of setting up rooftop solar power plants at public/private organizations/consumers.Yogi Adityanath government has laid emphasis on generating more power from green energy to save environment from pollution caused by thermal power plants. Since solar power is pollution-free, environment-friendly and cost effective, the CM has directed UPNEDA (Uttar Pradesh New and Renewable Energy Development Agency) to gear up for meeting the target of producing 10700 MW green energy by the 2022.GENERATING JOBSThe new Solar Power Policy will also generate employment in the state. In its first phase of employment, the state will employ about 10,000 ‘Surya Mitras’.

Uttar Pradesh becomes first state to endorse Centre’s draft bill on triple talaq

The Yogi Adityanath Cabinet gave its nod to the Central government’s draft bill banning instant triple talaq or talaq-e-biddat. With this, Uttar Pradesh has become the first in the country to endorse the Centre’s draft bill.Presided over by the Chief Minister Yogi Adityanath, Cabinet which met late Tuesday night approved the draft Muslim Women Protection of Rights on Marriage Bill 2017 and sent it back to the Centre for tabling it during the forthcoming winter session of the Parliament.Significantly, the Yogi Cabinet did not suggest any alteration and amendments into the draft bill while endorsing the Centre’s proposed law unanimously.The proposed bill provides a maximum sentence of three years’ imprisonment and fine to men pronouncing talaq-ebiddat. Under the new proposed law, instant triple talaq will become a cognizable and non-bailable offence. It has also made provisions for providing maintenance allowance and custody of minor children to the aggrieved Muslim women.The draft bill says that triple talaq in any form – spoken, in writing or by electronic means such as email, SMS, Whatsapp – would be bad, illegal and void. The provision of maintenance and custody of minor child has been incorporated to ensure legal and financial protection in case husband forcibly throws the victim out of the house. It would empower women to approach magistrate seeking maintenance and custody of minor childThe BJP Spokesperson Dr Sidharth Nath Singh said that a law on the contentious practice of instant triple talaq among Muslim men necessitated following the Supreme Court landmark judgment on August 22 banning the practice. “Even after the landmark verdict, there were cases in which Muslim women were made subject of harassment by their husbands by pronouncing instant triple talaq,” pointed Dr Singh.“There were 177 reported cases of instant talaq before the Supreme Court verdict and 66 after the apex court order. Unfortunately, Uttar Pradesh tops the list,” he added.“The proposed law would not only protect marital rights of Muslim women in the country but will be a big step in the direction of empowering them. We hope that new law will give a big relief to Muslim women in improving their status in the society,” said Srikant Sharma, another BJP Spokesperson.Though All-India Muslim Personal Law Board is yet to react to the Centre’s darft bill a few Muslim clerics have already dubbed it as interference in their religious and personal matters. “Triple talaq is made by Allah and we cannot overrule or do away with it,” reacted Maulana Khalid Rashid Firangi Mahali.

Raising ‘Jai Sri Ram’ slogans, saffron-clad Bajrang Dal and Shiv Sena activists took out a ‘victory procession’ in Ayodhya on Wednesday to celebrate 25 years of Babri mosque demolition in gross violation of Section 144 of the IPC enforced in the temple town and the advisory issued by the Central government.It is for the first time in the aftermath of Babri mosque demolition that slogan-raising saffron brigade activists took to streets to create communal frenzy in Ayodhya, despite enforcement of Section 144. Yogi Adityanth to set up social media hub

Yogi Adityanth-led BJP government in Uttar Pradesh has signed an agreement with the BECIL (Broadcast Engineering Consultants India Limited) to set up a social media hub at the CM Secretariat.The main aim of the social media hub is to increase interaction with the people of the state and take government’s policies and programs with the public. “The social media hub will act two ways. People can also lodge their complaints through the platform for quick redressal,” said AK Jha, Director Information.Reaching out people in the largest-populated state of country is a major problem and the hub will establish contact with anyone having a mobile. “We have developed the software keeping in mind the state’s huge population and mobile users. We will also enter into agreements with all telecom service providers to reach to maximum people of the state,” said a BECIL official.BECIL is a Government of India enterprise under the Ministry of Information and Broadcasting to promote Digital India, Prime Minister Narendra Modi’s dream dream project. The BECIL Deputy Managing Directir Ramit Lala said that they have already appointed a senior officer to man the Social Media hub at the CM Secretariat.

Babri Masjid demolition day: Centre issues advisory, VHP to ‘celebrate’ in Ayodhya

Ahead of the anniversary of the demolition of Babri Masjid, the Centre has asked all states to remain cautious and ensure that there was peace and no incident of communal tension anywhere in the country.In a communication to the states and union territories, the Union home ministry urged them to deploy adequate security forces at sensitive places and maintain extra vigil so that attempts to disturb peace could be foiled, a ministry official said today. The 25th anniversary of the Babri Masjid demolition could lead to demonstrations, protests and dharna by “both communities”, the ministry said, without naming them.So precautionary measures have to be taken and utmost vigil and alertness maintained to ensure peace and communal harmony, the home ministry said in the advisory sent recently. The demolition of the Babri Masjid on December 6, 1992, in Ayodhya, Uttar Pradesh, was followed by riots in which hundreds of people were killed. Home ministry officials said most of the state governments were expected to deploy additional forces in sensitive places, religious sites, markets, bus terminals and railway stations so that law and order could be maintained. On a Vishwa Hindu Parishad (VHP) call, entire Ayodhya will be decorated with ‘diyas’ on Wednesday to celebrate the silver jubilee anniversary of the Babri Mosque demolition. The VHP Spokesperson Sharad Sharma told DNA that grand celebrations are in store to mark the silver jubilee anniversary of Babri Mosque demolition. “All homes and temples in Ayodhya would be decorated with diyas and a torch procession would be taken out on Wednesday to celebrate the occasion,” said Sharma.The VHP has also organized Surya Sankalp Sabha at the Karsewakpuram to take a pledge for the construction of grand Ram temple at the disputed site. “Prominent sadhus and saints associated with the Ram temple movement will administer an oath to people to renew their pledge for the construction of the Ram temple at the earliest,” said the VHP Spokesperson. Sharma said that a unanimous decision was taken at the Dharm Sansad in Udipi (Karnataka) to construct Ram temple at the earliest. The Dharam Sansad had also made it clear that no mosque would be allowed near the temple, he added.“Our preparations are in full swing and we are only awaiting the Supreme Court final verdict to begin the construction of the Ram temple, clamed he. A booklet, containing matter related to Lord Ram birthplace, will also be released on the occasion. The same would be distributed across the country. Earlier, the Yogi Adityanath government had recreated Treta Yuga on the eve of Diwali by decorating Saryu ghats with 1.80 lakh diyas. The feat got a place in the Guinness Books of World Records. Azam Khan redux: UP Police launches search operation to recover BJP MLA’s missing buffaloes

It seems some things don’t change in Uttar Pradesh irrespective of which party is in power. In an incident similar to past when UP Police searched desperately for SP leader Azam Khan’s lost buffaloes, now police in Sitapur district have launched a search operation to trace buffaloes of a BJP MLA. The police is looking for a pair of buffaloes missing from the farmhouse of of a BJP MLA Suresh Rahi, son of former Congress Union Minister Ram Lal Rahi.A complaint was lodged by the caretaker of BJP MLA’s farmhouse that a buffalo and her calf was stolen by someone on Saturday night. The farm-house is situated about 90 kms from Lucknow near Sitapur district jail. Suresh Rahi is BJP MLA from Hargaon Assembly constituency in the district and his father Ram Lal Rahi was a former Congress Union minister in the PVNarsimha Rao government.Since the complaint was from the BJP MLA’s caretaker, the police swung into action promptly and lodged an FIR against unidentified miscreants at Sitapur Police Kotwali. The issue had made national headlines and then Akhilesh government had drawn flak for allowing police to search of Azam’s buffaloes instead of nabbing criminals to check ever-rising crime incidents in the state. To ridicule the police action, a Congress leader from Rampur had written a letter to then Governor requesting him to direct the police to locate his stolen rooster. Female MBBS student dies of anaesthesia overdose at BRD Medical college, police claim suicide

A third-year MBBS girl student died in mysterious circumstances at the BRD Medical College in Gorakhpur due to overdose of anaesthesia. The police said that it was case of suicide.The BRD Medical College hit headlines following death of 33 children on August 10 and 11 after oxygen supply to the hospital was snapped.Bharati Jha, a third-year student of the college, was found dead on Saturday in her hostel room number 35. Journalist working with Hindi daily ‘Hindustan’ shot dead in Kanpur

A journalist working with a prominent Hindi daily was brutally murdered in Kanpur’s Bilhaur area on Thursday.The victim has been identified as Naveen Gupta, who was working with Hindi daily ‘Hindustan’.According to the police, Gupta was on his way to home, when unidentified attackers riding bikes stopped him and started firing indiscriminately.Four bullets hit Gupta when the attackers opened fire on him from a close range near Nagar Palika building. Four empty cartridges were recovered by the police from the murder site. Day after voting ends for UP civic polls, Adityanath govt hikes power tariff by 12%

A day after urban bodies’ polls, the Yogi Adityanath government in Uttar Pradesh gave an electrical shock to people of the state increasing the power tariff by 12%.Announcing the hike in the tariff, the Uttar Pradesh Electricity Regulatory Authority (UPERC) Chairman SK Agarawl said that against the demand of 22% hike, the authority has allowed only overall 12% hike.The UPERC has, however, kept the industries out of the power tariff hike. The worst affected are the rural consumers who will have to shell 63% more than what they were paying now. Commercial and urban consumers will have to pay 9.89% and 8.49% more.The cap for the subsidized tariff of 150 units for BPL consumers has been reduced to 100 units. Now they will have to pay Rs 3 for first 100 units and above that Rs 4.90. The worst affected are the rural consumers who were enjoying unmetered power at the rate of Rs 180 per month fixed rental charges will have to install metres or they will be asked to pay Rs 600-700 per month. The unmetered commercial traiif in rural areas has been hiked from Rs 600 to Rs 1000.Though industries have been kept out of the hike but farmers were not spared. They will have to pay Rs 150 per bhp against Rs 100 charged earlier. The new tariff plan has also given a jolt to urban consumers. They will have to pay Rs 4.90 per unit for first 150 units against Rs 3 per unit earlier, Rs 5.40 for 150 to 300 units slab and Rs 6.20 per unit 300 to 500 slab. The power department is running huge losses to the tune of Rs 75,000 crores and was desperate to seek tariff hike to fulfil the promise of the Yogi Aityanath government to make available power in every villages by October 2018 under Power for All Mission. Uttar Pradesh Power Corporation was losing Rs 22.50 crore per day due to power theft and lines losses which about 30% against national average of 15%. There are about 88 lakh katia (illegal) connections across state. To check power theft and reduce line losses, the department has proposed to install metres in every rural and urban household to bridge gap between the power supplied and revenue collected.

1990 Ayodhya firing: Mulayam Singh Yadav killed my husband, Kar Sevak’s widow files case after 27 years

Uttar Pradesh: Orai Jail guards ‘arrests’ donkeys for grazing exotic plants

The ‘detention’ took place four days ago on the orders of the Jail Superintendent, Orai District Jail Sita Ram. “Under the Swachch Bharat Mission we had planted some exotic plants outside jail premises to increase the green cover. But to our shock, majority of the plants were grazed by stray animals. We incurred a loss of Rs 60,000.Security guards were shocked to find that donkeys and goats were grazing their plants. On the orders of Jail Superintendent, they were treated like any other criminals and ‘detained’ making grazing a crime in Uttar Pradesh. Donkeys were chained at an old house of the jailer within the jail premises. The owners were located and they were told to ‘bail out’ their animals only after filling a bond on the affidavit for committing the ‘crime’ like any other criminal.“I apologized and submitted an affidavit to the Jail Superintendent swearing in that his donkeys will never come near the jail in future. My donkeys were released only after that,” said Kamlesh, owners of donkeys.The Jail Superintendent Sita Ram justified the ‘detention’ and ‘bail out’ only after submission of an affidavit saying that it was to give a message to owners of animals not to let them roam free. “Stray animals cause accidents resulting in deaths and damage crop worth lakhs each year. This action will give a strong message to owners,” said he.When jail staff refused to release his donkeys, the owner Kamlesh approached a local BJP leader Shkati Gahoi. Both went to jail on Monday to get donkeys released on personal bond on an affidavit.

However, charges under Indian Penal Code sections pertaining to criminal breach of trust, criminal conspiracy and attempt to commit culpable homicide are still pending against him.Dr Khan, who was in-charge of the encephalitis ward of the hospital where the deaths took place, had gained prominence after it emerged that in the midst of the tragedy, he went out of his way to save as many children as possible.As first reported by DNA, Dr Khan was hailed as hero after parents of several children and others said that had it not been for his efforts, including procuring oxygen cylinders from private hospitals, the number of deaths in the hospital would have been much more.However, in a twist, the doctor was removed from his post and also named one of the nine accused in the case.Sources today told DNA that after state government’s sanction, the Gorakhpur Police have filed charge sheet against former BRD Medical College Principal Dr Rajiv Mishra, including corruption and criminal conspiracy and Dr Kafeel Khan.Originally, as per the FIR filed on the orders of Director General, Medical Education, KK Gupta, Dr Khan had also been booked under the Prevention of Corruption Act, Information Technology Act and the Indian Medical Council Act.The Investigative officer in the case, Abhishek Singh, said the police had not been able to find any material and substantive evidence during the course of investigation against Dr Khan to prove that he was involved in corruption, indulged in private practices or had violated any provisions of the IT Act.”Since no evidences were found against Dr Khan on these counts, we have dropped these charges against him,” Singh said.The police have submitted statements from 93 witnesses against Dr Mishra but could not find any evidence to prove corruption and private practice charges against Dr Khan.Meanwhile, FIRs are also likely to be filed against another former Principal of the BRD Medical College Dr KP Kushwaha and four others in connection with executing contract with oxygen supplier Pushpa Sales. During the course of investigation, it was found that Pushpa Sales was not manufacturing oxygen, but despite that, it was engaged to supply oxygen on higher price resulting in losses to state exchequer and violation of tendering process.”Instead of executing contract with Innox, the company which was producing oxygen, Pushpa Sales was given the oxygen supply contract. This raises doubts on role of five members of the committee which executed the contract,” the investigative officer told the court.The police are now probing the role played by tender committee members Dr Kushwaha, CMO Dr AR Singh, Medical Superintendent AK Srivastava, Chief Finance Officer Vinod and Financial Controller Neeraj Kumar.Dr Kushwaha, however, rubbished the police claims. “Tenders were floated three times but no company submitted quotation. Pushpa Sales was given the contract when no other company came forward to supply oxygen. The tender process has already been audited twice by experts and no irregularity was found,” he said.

Gupta had filed an FIR against Dr Khan under sections 120-B, 308, 409 of the IPC, Section 7/13 of Anti-Corruption Act, Section 66 of IT Act and Section 15 of the Indian Medical Council Act in the last week of August on the recommendation of the high-level committee headed by the Chief Secretary Rajive Kumar.

UP: Missionary school threatens to rusticate Muslim girl for wearing ‘hijab’

The girl was not only admonished by the school management but warned to be rusticated from the school if she wore the scarf again.When the girl’s father Maulana Mohammed Raza Rizvi wrote a letter to the school management protesting their dictating religious reasons, he was advised to withdraw her daughter and make her study in a madarsa or any other Islamic School.“In Islam, it is mandatory for a girl to wear hijab to cover their head after attaining puberty. It was due to religious reasons my daughter wore the scarf. It is a minority institution and most of the teachers are Christians but even then they objected to my daughter wearing hijab,” said Rizvi.But the school management refused to entertain any plea from the parents and told the father that any girl wearing hijab will not be allowed to attend classes. “It should not be repeated again. If parents have any objections they may withdraw and admit their daughter in any Islamic school,” warned the School Principal Archana Thomas.The Principal clarified that the school has a strict dress code and the management cannot allow any student to wear anything other than the school dress. “I did not mean to disrespect anyone’s religion or force any student to seek admission in an Islamic school. We had only told the parents that if they have any objections to dress code of the school then they are free to withdraw their girl and get her admitted elsewhere,” clarified the Principal.Archana Thomas claimed that the dress code and all rules of the school are clearly written in Admission Form. “We admit student only after parents agree and sign to school rules and regulations written on the admission form,” said she.“If the girl’s parents are so adamant to violate the school dress code by sending their daughter wearing a scarf then they are free to withdraw her from the school,” warned the Principal.Agitated parents have lodged a complaint with the Chief Minister Yogi Adityanath, District Magistrate and district inspector of schools (DIOS) against the missionary school diktat. “The School order is against the Constitution which protects us to practice our religious rights. I will go to the court if the order is not withdrawn,” said Rizvi whose daughter has stopped going to the school after the row over hijab wearing.A similar hijab wearing row was reported in Lucknow about two years ago when management of St. Joseph School had objected to a Muslim girl wearing hijab in the classroom. The district administration had to intervene and the Muslim girl was finally allowed to wear hijab in the classroom.

UP goes for local body polls, voters complain of rigging

However, ballot papers are still being used in the polling for Nagar Palika Parishad and Nagar Panchayats.In Kanpur alone, the returning officer changed as many as 77 alleged rigged EVMs to resume polling after violent protests by Opposition parties. The Samajwadi Party, Congress and the BSP charged the ruling BJP was using rigged EVMs to win polls.In both Kanpur and Meerut, many people complained that when they pressed the EVM button, their votes went either to the BJP or NOTA. “I had pressed the button to vote for the BSP, but EVM flashed that the vote was for BJP,” said Ramesh Kumar at Macharia in Kanpur.The incident led to widespread protests outside the polling station and police had to use mild force to disperse the agitated demonstrators. Similar complaints wer reported from Harsh Nagar, Tiwaripur, Mani Ram Bagia and few other booths in Kanpur.On complaints of voters, the presiding officer Shiv Ram also checked the EVM and said that he found the complaints “genuine”. He then stopped the polling and informed the returning officer Surendra Singh.Within half-an-hour, about 77 EVMs were changed at different booths in Kanpur. The State Election Commission, however, denied allegations of rigged EVMs.State Industries Minister Satish Mahana rubbished the allegations. “Such wild allegations were leveled during 2017 Assembly polls also. Ayodhya: Shia Board offers to give up land for temple

The Board has also agreed to build mosque in Lucknow outside Ayodhya.In an affidavit submitted to the Supreme Court for the settlement of the land dispute outside court, the Board Chairman Syed Waseem Rizvi said that the Shia Board and Ayodhya seers have reached an agreement on November 13 to resolve the land dispute amicably. As per the agreement, the Shia Board has surrendered entire 2.77 acres of land to Hindus for the construction of Ram temple and agreed to build mosque at Shia-dominated Hussainbad area in Lucknow.A four-page agreement between Shia Board and Hindus religious leaders has also been submitted along with the affidavit in the apex Court. The agreement is signed by Ram Janambhoomi Nyas Chairman Mahanat Nritya Gopal Das, All-India Akhara Parishad Chairman Mahant Narendra Giri, former BJP MP and VHP leader Dr Ram Vilas Vedanti, Mahant Dharam Das of Nirvani Akhara, Mahant Ram Das of Hanumangarhi, Mahant Suresh Das, Dr Rameshwar Das, member Kendriya Margdarshak Mandal VHP, Virendra Chaubey from Hindu side and Dr Waseem Rizvi on behalf of Shia Board and Muslim side.Rizvi said that Hindu organizations and leaders spearheading the Ram temple movement have agreed to the Shia Board formula and signed the agreement. “This will put an end to the ongoing dispute in court and erase the permanent schism between Hindus and Muslim over Babri mosque. The formula will restore peace, communal harmony and brotherhood between the two communities,” he added.Rizvi said that the Board would appeal to the Yogi Adityanth government to allot one acre land of Hussainabad Trust in Lucknow for the construction of mosque which will be named as Masjid-e-Aman. He said that the Shia Board would construct the mosque from its own resources.Rizvi said that the claim of the Sunni Centra Wakq Board over the Babri mosque land by way of February 26, 1994 order was already rejected by Faizabad District Judge and later by the High Court. “After rejection of their claim on Babri mosque and its land, only Shia Board is its rightful owner,” he pointed. He also pointed that Babri mosque was always under a Shia Mutwalli, a descendant of Meer Baqi who constructed the Babri mosque in 1528.Rejecting Shia Board formula, Sunni Central Wakq Board and All-India Muslim Personal Law Board (AIMPLB) are sticking to their guns saying that they would go by the Supreme Court final verdict.”The matter is before the Supreme Court. Who is he to hand over land to the other party ignoring High Court order. Attacks continue: RSS leader killed in Uttar Pradesh

A resident of Devinagar, Garg had left his house in the evening after campaigning for the BJP candidate in Surajkund ward. When he did not return until late, his wife Rashmi and family members lodged a police complaint.During search operation late Sunday night, police recovered a body from a gutter in Mangal Pandey Nagar near Medical College. The body was wrapped in a sack. Several injury marks from a sharp-edged weapon were found on the body. Family members identified the body as that missing Sunil Garg. The RSS leader was into the iron trade.The SP City Maan Singh said that the police have recovered his mobile from the parking of the medical college. “It appears that the killers attacked him with sharp-edged weapons and after killing him packed his body in a sack and threw it in a gutter near the medical college,” said the SP.“A case has been registered and we have formed a team to investigate the case. We have also sought CCTV footage from the medical authorities to check if anyone was accompanying Garg. The police is also taking statements from the family members to if he was having any trade-related enmity with anyone,” said the SP City.Agitated over the murder of the RSS leader, local BJP leaders and traders have demanded a high-level probe and immediate arrest of killers. On November 16, a BJP leader Shiv Kumar, close to Union minister Dr Mahesh Sharma, was shot dead in broad day light in Greater Noida along with his personal security guard, driver and girl student when assailants sprayed bullets on his vehicle.Earlier, an RSS leader Rajesh Mishra was shot dead by mobile-borne assailants at his shop in Ghazipur district on October 21. Attacks on RSS-BJP leaders in Uttar Pradesh came close to killings of several RSS leaders in Kerala and Punjab.

The department cannot allow power supply without connection as per state government orders. We have told the caretaker to take a proper connection only then the supply will be restored,” said Pathak on disconnection.Under the integrated power development scheme in the Prime Minister’s constituency Varanasi, the power department is laying cables underground. “We are restoring power connections after verification of papers and ensuring that power metres are installed at the connection point,” said the SDM.“Despite the caretaker informing the Nagar Nigam authorities about snapping of power connection, no one has taken up the issue with the power department,” alleged Ram Yash, a social worker.The social worker further alleged that they had taken up the issue with the Varanasi Commissioner and the District Magistrate but no efforts were made to restore power supply. “The memorial was well illuminated and many a people used to visit it during night. Prima facie, it looked like a suicide case since his room was bolted from inside. But no suicide note was found from his room. A case has been registered and investigation are on to ascertain reasons for his taking to such an extreme step,” said Madiyaon police.The police have seized his laptop and mobile phone to extract some information regarding his mysterious suicide. The body has been sent for the post-mortem.His classmates claimed that he was under depression due to some personal problems and was not attending classes since a last three days.He was also not taking calls from his batch-mates since then. He was not seen in the campus since November 12 and had just locked himself in the room since then. His hostel mates who peeped into the room spotted his body hanging from the ceiling.Mukherjee had joined IIM-L for management after working for a multi-national company for a few years. His family members have been informed in Kolkata by the IIM-L management.The IIM-L management expressed grief over the suicide. “He was a consistently well performing student. We are shocked over the incident,” said an IIM-L press release.

Senior IAS officers Anu Badhawan, Suresh Chandra, Deepak Trivedi and Praveer Kumar will be its members. The Committee will screen corrupt and inefficient IAS officers on the basis of their ACRs (Annual Charatcter Rolls).It may be recalled that after assuming power, the Chief Minister Yogi Adityanath had announced to forcibly retire government officers and employees who are corrupt, inefficient and not keeping pace with the work assigned.The Chief Minister had stated that such employees and officers will be given the option to take VRS or salary of three months or face legal action.The Chief Secretary Rajive Kumar said that the committee will screen ACRs of above 50 IAS officers and submit a report within a month. The confidential report will be submitted to the state government for action.Uttar Pradesh is the largest and one of the most prestigious cadre of civil servants in the country. Currently, about 621 IAS officers are posted in the state. In 1997, the UP IAS Association had created flutter in the cadre when it had selected three most corrupt IAS officers through a secret ballot during their annual general meeting (AGM).The Association had submitted the names of the three most corrupt IAS officers to then Kalyan Singh government which had, however, refused recommend any action against them to the Department of Personnel and Training (DoPT) questioning its selection process.IAS officers are up in arms against the Yogi government’s move to force retirement of their colleagues above 50 on the basis of screening of their ACRs. “ACRs can be prejudiced if your senior is not happy with you. How can that be formed the basis for initiating any action against any officers of the UP cadre,” pointed a former Secretary of the UP IAS Association.“We are governed by services rules framed by the DoPT. How can state government decide on our service matters. We are not against action against corrupt ones but then charges against them have to be proved legally,” said another senior IAS officer, not wishing to be quoted.IAS officers are likely to raise the issue during their four-day AGM, beginning December 14. “We will certainly take up the issue during the AGM to lodge our protest against any such move,” claimed the senior officer.

They can sell their produce only in mandis where they fall prey to these middlemen.The Chief Minister has already sought help from the Remote Sensing Applications Centre (RSAC) in Lucknow to provide satellite data for floods, heavy rains and drought for advance planning to minimize the effect of natural calamities.The Commission will start functioning by this month end and would come out with its suggestions by January 2018. “It’s a big challenge but the way commission has been constituted, we are sure to achieve Prime Minister’s target of doubling farmers income by 2022,” claimed RP Singh, the PAC.

Besides machinery, these mills were built on an area of over 500 hectares worth Rs 2000 crore in today’s market value. Previously, in 2004-05, the Mulayam Singh government also attempted to sell 24 sugar mills, but it was stalled due to an intervention by the High Court.During the probe, it was found that bogus companies — Namrata Marketing Private Limited and Giriyasho Private Limited — were created to buy seven mills in Bareilly, Hardoi, Deoria, Lakshmiganj, Bara Bank, Chitauni and Ramkola.On verification of their papers, it was found that both the companies were bogus and created using forged signatures of fictitious directors on fake addresses. Directors of the companies have stated to the investigating officer that they never had anything to do with these two companies.On the basis of the inquiry report, the UP State Sugar Corporation Limited managing director, SK Mehra lodged an FIR at the Gomtinagar Police Station late Thursday night against owners and directors of these two bogus companies.Sugarcane Minister Suresh Rana said, “Going by the volume of fraud in the sale of 21 sugar mills, the government may hand over further probe to the CBI to ascertain bigwigs, including politicians, involved in the sugar mill scam.”The FIR has been registered against Namrata directors Rakesh Sharma, Dharmendra Gupta, Saurabh Mukund and Mohd Javed. On the basis of the FIRs, the Gomtinagar police is conducting further investigation to dig out names of those behind over 1200 crore sugar mill scam.Interestingly, despite the CAG report, then Akhilesh government did not initiate any probe into the sugar mill scam. Then sugarcane minister Naseemuddin Siddiqui washed off his hands from the murky deal saying that he has nothing to do with the scam, as all the 21 sugar mills were sold out on the instructions of then CM Mayawati and BSP General Secretary Satish Chandra Mishra.One of the beneficiaries was liquor baron, late Ponty Chadha, whose companies had bought five prime sugar mills for a paltry Rs 206 crores while the land value of these mills was over Rs 1000 crore.

NTPC disaster to hit PM scheme

As the home state, Uttar Pradesh got the biggest piece of the pie with 173 MW out of 500 MW allocated to it.Following the disaster though, a general manager at the NTPC, on condition of anonymity, told DNA that it will take more than a year to re-energize the unit. “The entire machinery at Unit 6, including the boiler, is damaged beyond repair. The job to re-energize Unit 6 is nothing less than setting up a new 500 MW unit,” he said.Further, he admitted that Deen Dayal Upadhyaya Gram Jyoti Yojana and the PM’s ambitious Saubhagya Scheme under electrification program may suffer a setback in the eight states that were allocated power from the Unit 6 of Unchahar Thermal Power Plant. Moreover, it will increase the demand and supply gap in all these states.Uttar Pradesh will be the worst-affected. In August, the state government closed eight old and redundant units in different power stations and to make matters worse, chief minister Yogi Adityanath had set a target to electrify all villages in the states by 2018.Though Union Power Minister RK Singh has already assured Adityanath that more power will be made available to the state to achieve its target, sources claimed that the state power department is yet to come out with a blue-print to balance the demand-supply gap to keep the CM’s promises.Other beneficiariesRajasthan and Jammu and Kashmir were the other biggest beneficiaries with 74 MW and 55 MW respectively, followed by Haryana with 37 MW, Uttarakhand with 30 MW, Delhi with 27 MW, Himachal Pradesh with 22 MW and Punjab with 4 MW.

Both Yadav and Eric exchanged a few punches before the police intervened.Eric said that he did not reply to the accused as he found him drunk and was making fun of him.”He attacked me when I didn’t reply, forcing me to punch him in self-defence,” he said. The tourist was immediately rushed to hospital.Senior police officer Anand Kumar said in Lucknow that initial investigations suggested that the German national attacked the engineer first. “Both have been medically examined. The police have also taken eyewitness accounts to verify the statements,” said Kumar.A case was registered against Eric as well. Police officials said an FIR was lodged against the German national on July 5 in Himachal Pradesh’s Kullu for attacking a person with a sharp weapon. His passport and visa are deposited in the chief judicial magistrate court, they said.On Friday, the branch manager of a nationalised bank in UP’s Vrindavan was arrested for allegedly raping a 20-year-old Russian woman repeatedly since she came to India in September after they forged a friendship on Facebook.On October 22, a Swiss couple was brutally thrashed by a group of people at Fatehpur Sikri near Agra. Quentin Jeremy Clerc had a fractured skull, while his female friend Marie Droz’s arm was broken in the attack.These cases have come despite directives from UP Chef Minister Yogi Adityanath to ensure safety and security of foreign tourists at any cost. After the attack on the Swiss couple, UP police chief Sulkhan Singh had issued special guidelines to district police chiefs for deployment of plain-clothed police in and around railways stations and tourists spots. Gorakhpur: 30 more children die at BRD medical college in last 48 hours

However, we are successful in bringing down number of Acute Encephalitis Sydrome (AES) related deaths this year,” he pointed. But doctors are not ready to buy these deaths as normal. “Such large number of deaths in the last three months cannot be termed as normal. The state government must do something to save lives of children admitted at the hospital,” stated a senior doctor, on condition of anonymity.The Health Minister Dr Siddharth Singh too had termed these deaths as ‘routine’ and ‘normal’ when oxygen short supply tragedy had hit the hospital resulting in 33 deaths. “If you compare these figures with previous years, it suggests that deaths are normal,” he had stated.BRD medical College had hit headlines when 33 children had died on August 10 and 11 due to short supply of oxygen. Eight hospital staffers, including then Principal Dr Rajiv Mishra and his wife Purnima Shukla, and the oxygen supplier Manish Bhandari were held responsible for deaths. They are languishing in Gorakhpur jail. Charge-sheet against seven have been filed by the police while police is awaiting sanction from the state government to file charge-sheet against Dr Mishra and Fr Kafeel Ahmed Khan, then Head of the Paediatric ward.

Yogi directs NTPC to lodge FIR in Unchahaar tragedy

A high-level probe has been ordered. Action would be initiated against those responsible. Our government is sensitive to the families of those died and critically injured survivors. We have already made elaborate arrangements for their best possible treatment and would offer whatever help they require,” said the CM.After visiting the victims in the three hospitals, the CM directed the NTPC higher-ups to lodge an FIR in the accident on the basis of the preliminary probe. “No one would be spared if any laxity was the reason behind the accident which resulted in loss of so many lives,” he added, directing NTPC to lodge the FIR.On the other hand, Deputy Chief Minister Keshav Prasad Maurya visited Safdarganj Hospital in Delhi to meet injured admitted there.Meanwhile, post mortem was done on 19 bodies in Rae Bareli. Doctors performing the autopsy have preserved the DNA samples in case DNA test was required in future. After post mortem, the district administration made available vehicles to relatives to take bodies to their respective destinations for cremation.The CM’s order to lodge FIR in the Unchahaar tragedy has caught the NTPC management in a dilemma. For, they have to lodge FIR against their own officials for laxity and ignoring safety norms and measures. Mathura: Bank manager rapes Russian tourist

On his invitation, she came to India on September 17 and went to Vrindavan to meet him.”On September 22, Singh took me to a house and raped me,” the victim says in her complaint. Since then, he has been repeatedly raping me and threatening me with dire consequences if I dare approach the police.”She has also said that terribly frightened by the threats and could not approach the police earlier for fear of being killed. “I narrated my ordeal to another Russian woman, who has been residing in Vrindavan for a while. She advised me to lodge a complaint with the police,” she said.Meanwhile, the arrested accused has claimed that he is being framed in the case. Admitting that they were Facebook friends, Singh has claimed that the Russian woman was short of cash and had demanded money from him.When he refused, she slapped rape charges on him.”On the basis of her complaint, we have arrested Singh and sent the Russian woman for a medical examination. The investigation is on and we will charge the accused after receiving her medical report,” said VS Mishra, the Deputy Superintendent of Police (DySP), Vrindavan.The Mathura Police has sent a report in this regard to the State Home department, and informed the Ministry of External Affairs and Union Home Ministry for further action. The Russian Embassy in New Delhi has also been apprised of the incident.

One dead, ten injured in communal clash over demolition of a toilet in Aligarh

Soon it turned violent when someone opened fired killing 18-year-old Haseen Khan on the spot.The small dispute soon took communal colour and members from both the communities used sharp-edged weapons to attack each other leaving about ten injured, four of them seriously. The mob also torched a few vehicles. Eyewitnesses claimed that land adjacent to the mosque in Khurramnagar belonged to a one Om Prakash Upadhyaya. A few years ago, management of the mosque constructed a toilet on Upadhyaya’s land. The dispute over construction of toilet was on since then between members of both the communities.After fighting a court battle, Upadhyaya’s brother Ramveer Fauji obtained an order from the court to demolish the toilet constructed on the encroached land. Om Prakash, Ramveer and few others reached the site on Saturday morning to demolish the toilet only to face stiff opposition and challenge from members of the minority community.After a heated argument, both sides opened fire and threw bricks at each other. One bullet hit Haseen and he died on the spot. Om Prakash, Rajveer, Ajay, Vikash, Santosh were among eight who sustained serious injuries while Mohabbat Ali and one more person got critically injured. The injured have been admitted at the district and other hospitals. Police Force and Rapid Action Force (RAF) have been deployed in and around mosque in Khurramnagar village. The situation is tense but under control. FIRs have been lodged from both sides blaming each other for the communal clash.“The situation has been brought under control and there is no tension in the village after deployment of heavy force, including the RAF. The dispute over toilet led to the clash between the two communities. We are looking into the history of the dispute and verifying the court order. A peace committee has also been formed to settle the dispute amicably,” said Dr H.B. Yashod, the District Magistrate, Aligarh.

Uttar Pradesh NTPC blast: Toll mounts to 30, several others battling for life; govt orders high-level inquiry

Twenty people had been reported dead on Wednesday.Accompanied by UP Energy Minister Srikant Sharma, Singh announced a high-level probe panel, headed by NTPC Director Technical.The committee will submit its report within 30 days. The state government has also started a magisterial probe. A two-member technical team will submit findings within seven days, also on precautionary measures for future.NTPC Chairman Gurdeep Singh and other officials were at the plant to brief the Union Minister. NTPC has initiated its own inquiry. Prime Minister Narendra Modi also approved ex-gratia of Rs 2 lakh each for the next of kin of those who died in the blast, and Rs 50,000 each for the injured.Congress leader Rahul Gandhi took a break from his Gujarat campaign and reached the 1,550-megawatt coal-fired plant in Rae Bareli, his month Sonia Gandhi’s parliamentary constituency. He sought a judicial inquiry into the tragedy and said the victims should be better compensated. He also met Singh. Rahul went to the Rae Bareli district hospital to meet the injured and said he was sad to see their pain.Officials said blockages in the flue gas pipe in the 500-MW boiler in Unit 6 led to the blast that let out hot flue gases and steam, scalding workers. Ash had collected in the furnace beneath the boiler, which increased pressure, they said.The plant supplies electricity to nine states. NTPC said other facilities would make up for the shortfall and outages were unlikely. The other five units of the station are functioning.A 32-member team of the National Disaster Response Force (NDRF) is already at the site for relief and rescue operations.Chief Minister Yogi Adityanath, on a three-day tour to Mauritius, has asked officials to ensure effective relief and rescue operations, besides best medical facilities to the injured.The state government has announced Rs 2 lakh for the families of the dead, Rs 50,000 for those seriously burnt and Rs 25,000 for the injured.Meanwhile, the Opposition Samajwadi Party demanded a probe by a retired High Court judge into the blast. “The news of the accident is deeply saddening. We demand that this serious incident must be probed by a retired High Court judge,” senior SP leader Ahmed Hasan said. The families of the deceased should be given a Rs 50 lakh as compensation, while those injured should get Rs 10 lakh, he said.

They alleged that many of their colleagues are still missing and authorities are not giving any answers about their whereabouts.Meanwhile, three units of the plant, having a capacity of 210 MW, were shut since Thursday while unit no 6 is already out of operation following boiler blast on Wednesday.The death toll so far has risen to 30.Also, under-fire officials denied claims that the thermal plant was running under trial and said it suspected a control panel malfunction for the blast.Employees alleged that the plant was made operational six months before it was supposed to be completed without testing safety and security measures and running it on trial to ensure that it was mechanically and technically functioning as per norms. Agitating employees alleged that the authorities shut the lights since Wednesday and are not allowing them to report to duty. They have also been directed to surrender their identity cards.They alleged that many of their colleagues were burnt alive in the blast and their remnants were trapped under the debris, but authorities were not providing any information.Even after more than 24 hours of the accident, the NTPC has not released any comprehensive list of those who passed away or were injured in the explosion. It’s the hospital authorities which are keeping a record of those admitted and those who succumbed.NTPC officials have, however, denied the charge saying that since the toll is rising it was difficult to release a comprehensive list after including new deaths every hour. The corporation has all records and once injured employees admitted at different hospitals are declared out of danger and discharged it will make available the list.Under fire from all corners, the National Thermal Power Corporation (NTPC) has also denied that the Unit no 6 at its Unchahaar Thermal Power Plant was running ‘under trial’. It suspected control panel malfunction could be reason for blast.The NTPC (North Zone) office in Lucknow clarified on Thursday that the Unit was made fully operational in August and was not running under trial as reported in a section of media. “It was wrong to say that Unit no 6 with 500 MW capacity was not fully commissioned but was running under trial when the blast occurred,” claried an Additional General Manager (North India) on condition of anonymity.Another senior NTPC official, General Manager R.S. Rathi, who visited Unchahaar on Thursday also claimed that the boiler did not choke and it was not the main cause of the blast.Under fire from the Union Power Ministry, which has sought an initial report from the corporation on the massive blast, the NTPC is now scurrying for cover to cite technical reasons for the explosion at Unchahaar giving a clean chit to its officers.Highly-placed sources in NTPC claimed that a preliminary report on explosion in Unchahaar was drafted by the North Zone office in Lucknow and the same has been submitted to the ministry. NTPC sources claimed that the report suspected that due to malfunctioning of the control panel, the fans in the boiler did not trip automatically leading to high pressure and rise in temperature up to 800 to 900 degree celsius.It made a hole or ruptured the second corner of the boiler allowing sudden release of hard gases resulting in severe blast, the report added.Senior and retired power engineers, however, questioned and rejected the NTPC theory of blast. Secretary General of the All-India Power Engineers and Employees Union Shailendra Dubey said that the question is why coal ash was allowed to be deposited in the boiler?“Why it was not cleaned. There is a laid down process for this, was it followed? Instead of owning up the responsibility and fixing accountability, the NTPC is trying to web technical reasons to come out clean after the blast resulting in deaths of so many employees,” pointed Dubey, who retired as an engineer from UP Power Corporation Limited.Meanwhile, the NTPC has also announced a compensation of Rs 5 lakh for the deceased and Rs 2 lakh for the seriously injured. The corporation has also assured jobs to dependents of those killed or crippled in the explosion.

In Raebareli, Rahul Gandhi consoles NTPC blast victims, says ‘main, meri maa aapke saath hain’

He consoled wailing wives, parents, children and relatives of those killed in the tragedy. He also spoke to doctors and urged them to perform the post mortem at the earliest and hand over bodies for cremation.Before anyone could point out, the Congress Vice President himself clarified that his mother was unwell and so he rushed Raebareli. He also told them that his sister, who look after mother Sonia’s constituency, will also come to share their grief.The Congress vice-president then visited Rae Bareli district hospital and other private hospitals and personally inquired about the condition of those admitted there. Since majority of seriously burnt patients were already shifted to Lucknow, he met each of them in person and wished their speedy recovery.Later, he visited the blast site at NTPC Unchahaar Thermal Power Plant. His visit coincided with that of Union Energy minister RK Singh and State Energy Minister Srikant Sharma. Both leaders were seen talking briefly about the tragedy. Singh is reported to have assured Gandhi of best possible help to victims.Rs 20 lakh compensationMeanwhile, Union Minister Singh has formed a high-powered inquiry committee, headed by NTPC Director Technical, to probe the massive explosion at its Unchahaar Thermal Power Plant.Accompanied with State Energy Minister Srikant Sharma, Singh who rushed to Unchahaar on Thursday afternoon announced that the committee will submit its report within 30 days.“We will come to some conclusion about causes of the blast only after the investigation is completed and report submitted by the committee,” said Singh.The Union Energy Minister also announced a compensation of Rs 20 lakh by the Central government to the families of those killed in the tragedy.He further said Rs 10 lakhs would be paid to seriously injured and Rs 5 lakhs to those injured. In addition to the compensation, government will also offer a job to dependants of those who are permanently disabled in the blast, he added.

The answer seems to be in the affirmative if one goes by the startling revelations made by the plant engineers and workers.The explosion at NTPC’s Unchahaar Thermal Power is being being termed as the biggest industrial disaster in the history of power plants in India. So far, over 30 workers have died and the toll is likely to increase further. Over 100 workers have sustained severe burn injuries.A General Manager level NTPC official confided to DNA that the newly-commissioned Unit no 6 was still under trial. “It takes about 6 months to one year before a new unit is fully operational. During this period, engineers check each and every process and mechanism to ensure that the unit is functioning up to its installed capacity as per the safety norms,” he said.

This clearly suggests that the dry run of the newly-commissioned unit was still on and safety and security measures were still under testing.A worker from Jharkhand who survived the lava-like ash inferno as he went out to buy a pack of chewing tobacco, claimed that workers had complained to the head of the boiler that something was choking the boiler and steam pipes. After getting red signals, workers claim to have also submitted a written complaint requesting to shut the unit and attend to the problem urgently.“We had made a written complaint about four days ago, but no efforts were made to rectify and clean the pipes and check the boiler,” said Ram Kishun (name changed).The NTPC GM also suggested that the explosion seems to have occurred due to ‘clinker formation’. Power engineers claimed that clinker formation is a serious problem in boilers of thermal power plants. The process to remove clinkers from steam pipes and hopper of boilers is very tedious and results in severe outage which may lead to explosion if corrective steps are not initiated.“Prima facie it seems that clinker formation choked the boiler in Unit no 6 while steam continued to be pushed into the boiler without realizing that hopper of boiler is already choked. The result was severe volcano-like ash explosion,” pointed the GM.The explosion was so deafening that people within four-km radius could hear the sound. The volcano-like eruption turned the ash into lava and anyone who came under it suffered instant death or sustained serious burn injuries.Another worker, who jumped from the first floor to save his life after the blast, alleged that engineers opened the choked boiler gate in panic without following the routine drill of informing all workers present there. “Despite being told in advance about the problem, their panic-reaction led to several deaths of innocent workers,” he sobbed.Whatever are the real causes behind this major industrial disaster will be known only after the inquiry is completed, but human error, use of sub-standard material in construction of the new unit and ignoring safety and security measures seem to be reasons behind the loss of many lives.

To boost investment Yogi Adityanth govt to set up 13 commercial court

These special courts will provide quick redressal to commercial disputes filed by industrial houses. Earlier, they used to run around civil courts and high courts for years to get disposal of cases.The special courts are being set up under the provisions of the Commercial Courts, Commercial Division and Commercial Appellate Division of the High Court Act, 2015. Initially, Commmercial courts will come up in 13 districts, including Ghaziabad, Noida, Moradabad, Kanpur, Varanasi, Lucknow etc, and later they would be opened in all districts of business and industrial importance.The Central government has given an agenda to the UP government in improving its ‘ease of doing business’ in the state to attract foreign investments and woo Indian industrialists to set up industries in Uttar Pradesh.Under its new industrial policy for 2017, the Yogi Adityanath government has already provided conducive investment climate and set-up a ‘single window’ system to ensure all clearances for setting up industries at one place. To boost foreign investment, a new cell has been set up at the CM’s Office to monitor investment proposals and their follow ups.Recently, high-level delegation of top-level American companies had called on the Chief Minister and showed keen interest to invest in Uttar Pradesh. Companies which were part of the delegation included Boeing, Facebook, Honeywell, Coca Cola, Mastercard, Proctor & Gamble, Oracle, GE Health, Cargill etc.To woo global investors further, the Chief Minister Yogi Adityanath is on a three-day tour to Mauritius, beginning from Wednesday. Yogi Adityanath begins madrasa education reforms with NCERT books, Muslim community welcomes move

<!– /11440465/Dna_Article_Middle_300x250_BTF –>After making sweeping changes into the UP board, the Yogi Adityanath government has decided to change syllabus of over 19,000 madrasas in Uttar Pradesh by introducing NCERT books in their curriculum.Treading cautiously on the contentious issue, the Yogi Adityanath government has, however, decided not to replace the existing syllabus but introduce the NCERT books in addition to that and make it compulsory so that Muslim students from Class 1 to 12 can compete with their counterparts in CBSE schools. The aim is to modernize and improve the standard of education in madrasas where students don’t get proper exposure to subjects like science and English. Most of them end up learning Urdu, Arabi, Persian, Quran, Islamic theology and religious laws but lack knowledge in other subjects.Announcing modernisation of madrasas and change in their syllabus, the Deputy Chief Minister and State Education Minister Dr Dinesh Sharma said that these changes will not only help madrasa students increase their knowledge but develop their personality also. “The change in madrasa syllabus will bring parity with other educational institutions in the state and increase job prospects for Muslim students,” he said. The Yogi government had allocated Rs 1700 crore for minority welfare in its maiden budget for 2017-18. Out of this, Rs 394 crore were earmarked for modernization of madrasas. With the go ahead from the Yogi Adityanath government, the Uttar Pradesh Madrasa Board has ordered for the Urdu translation of NCERT text books books in Mathematics, Science, Computer, Social Science, History, civic science and Geography.The Board Registrar Rahul Gupta said that the new syllabus with NCERT books in Urdu would be implemented from the next session and subjects like Maths, Science, Computer, History and Geography would be made mandatory for the students from Class VIII to XII. He pointed that the standard of education in madrasa was so low that even after doing Graduation majority of the students were unable to find a proper job. Gupta said that the Board was also mulling over publishing their religious textbooks as they are hard to find in open market.“We will also provide special training to madrasa teachers on these NCERT text books so that they teach students with better skills,” added Gupta. At present, there are about 19,143 madrasa across Uttar Pradesh in which about 18 lakh Muslim students are studying. Earlier, the State government had ordered for registration of all madrasas with the Board in Uttar Pradesh so to streamline the functioning of madrasas.Significantly, the Yogi Adityanath government’s move has been welcomed by the Muslim clerics. Imam of Idgah and a prominent Sunni Cleric Maulana Khalid Rashid Firangi Mahali said that Muslim community welcomes the move to teach Muslim students NCERT books in madrasas. “This will help Muslim students to acquire knowledge about other subjects in addition to learning Islamic studies. The need of the hours is to impart such education to Muslim students in madrasas that it enhances their job prospects,” reacted Maulana Rashid.

UP Minister’s convoy mows down 8-year-old boy

The minister and his convoy did not bother to stop the vehicles to take the child to the hospital. Instead, they sped away leaving the body of the boy in a pool of blood.The Chief Minister Yogi Adityanath has expressed grief over the incident and has ordered an inquiry into the accident. He also announced a compensation of Rs 5 lakhs to the family of the boy killed.The police have registered a case of negligence and rash driving and seized the car of the minister’s convoy involved in the accident.According to boy’s father Vishwanath Gowasmi, his son Shiva was playing on the side of the road which connects Colonelganj and Paraspur in Gonda district when he was attracted by the hooter of the convoy. He came on the road to see. Before his family members, who were accompanying him, could understand anything, a speeding vehicle of the minister’s convoy hit him. He died on the spot.”Instead of stopping their vehicles, the convoy sped off from the accident site,” alleged Vishwanath. Infuriated over the incident, villagers jammed the Gonda highway with the body of the boy killed. They lifted the jam only after the senior police and district administration assured action against the erring driver and compensation.The Cabinet Minister, who is from the quota of BJP ally Suheldeo Bharatiya Samaj Party (JBSP), however, clarified that he was in another vehicle which was 25 kms away from the site where accident occurred. “I wanted to visit the boy’s family soon after I came to know about the incident but the district administration advised me not to go there as villagers were very angry,” said Rajbhar.
