Power POSHAN helping kids & parents lead happy life

Ravita, a two-year-old, is inquisitive and curious as she ought to be like others of her age. Her mother replies to all her queries, but misses some most of the time. It looks like one small happy family with her mother, grandmother and father alongside her. But a year back, things were not all fine and happy. She was suffering from life-threatening Severe Acute Malnutrition (SAM) and her family was dejected about her condition, until they came across POSHAN programme. The Sahariya tribe Ravita belongs to is one of the most vulnerable tribal groups in Southern Rajasthan. Her village ‘Kushalpura’ at ‘Shahabad’ block is one of the remotest in Baran district which remains mostly barren throughout the year, a reason which drives many to become migrants. Some like her parents often find petty work at the agricultural fields nearby as daily wage labourers. When moving out to work, her parents often left her in the care of her grandmother who fed her with anything little that was at home without realising the nutritional requirements of the child.Time passed and Ravita fell sick with diarrhoeal issues, lack of appetite, and became lethargic. The lack of child care practices among the family, deteriorated her condition. Out of desperation, her parents took her to a local quack in the village, but to no avail. Things went out of control and after counseling by the community mobilizers, her parents took her to a Malnutrition Treatment Centre (MTC) where she stayed for a few days and after she showed signs of recovery, she was discharged. But because of continuous engagement of the parents in the fields and lack of care again deteriorated her condition- both physical and cognitive developments. They again sought treatment at MTC, but financial burden took toll and made the parents leave the treatment midway again as the family found it difficult to stay in MTC.During the next six months, Ravita’s growth fluctuated more often until the government of Rajasthan launched the phase-II of the POSHAN programme at Baran. Now as the treatment was just a doorstep away, the parents could completely do away with their trips to MTC. Also they could maintain a balance between their work and family life. Within eight weeks of undertaking the programme she grew healthy. The POSHAN programme effectively changed the life of Ravita and her family and perhaps of many more like her.SUDDEN TRANSFORMATIONRavita’s growth fluctuated more often until the government of Rajasthan launched the phase-II of the POSHAN programme at Baran. Now as the treatment was just a doorstep away, the parents could completely do away with their trips to MTC. Also they could maintain a balance between their work and family life. Within eight weeks of undertaking the programme the child grew healthy.

The year that saw rise of Congress and agitations

Looking back at 2017… One sees a politically eventful year, a year made up a series of events that have led to a mobilisation of various sections, especially the farmers and the Dalits. The discontent in these sections was successfully harnessed in the form of agitations that not only put the government’s problem solving skills to test but also created a situation wherein the agitators managed to get the upper hand as they entered into agreements with the government.The year that has passed has seen the Congress rise like the phoenix. The party that was reduced to redundancy in last elections has grown to be a force to be reckoned with. The opposition party has managed to catch the fancy of the rural population with its incessant raising of the farmers’ issues. It today has the distinction of being a state that is home to four of Rahul Gandhi’s close aides; CP Joshi, Bhanwar Jitendra Singh, Sachin Pilot and the newly added Ashok Gehlot.Congress also made its relevance felt nationally by striking emotional cord. The name for Rahul Gandhi as AICC president was proposed in Jaipur. It was projected as the logical action in the city where Rahul took charge as party vice-president.All through 2017 the die has been cast. It has laid the foundation for the years to come. The year that passes by has managed to fuel discontent to such a level that the run down to the assembly polls at the end of 2018 will be interspersed with protests and agitation.Discontent among the castes was on the rise all through the year. With no concerted effort to contain, it escalated and spread. The Gurjars, Jats and Meenas under Kirori; have an axe to grind with the present government. Rajputs and Brahmins have their own issues. This caste cauldron, while being a political irritant spells trouble for the social fabric too.As the year prepares to fade out, both BJP and Congress have decided to adopt the Gujarat model. The poll preparation will be on the lines adopted in Gujarat. Congress with its offensive campaign and the BJP plans to decentralise to the booth level to ensure each vote.

Admin made players swallow a bitter pill

The more things change, the more they stay the same. It was overwhelming to see how the left-arm pacer was pursued by one and all in the higher echelons of BCCI and its immediate sequel was that he was bought at a pretty high price of 2 crore at the auction. The then coach of Team India Anil Kumble even went on to say that the pacers Nathu Singh and Aniket Choudhary are on radar for future. While cricket was reverberating much to the pride of all, the din in the political corridors of RCA was jarring.The perennially fighting factions – Lalit Modi and CP Joshi camps, trumpeted about holding elections on the lines of Lodha recommendations with an eye on getting the 4-year long ban lifted from Rajasthan Cricket Association (RCA), but from the very outset things were murky. Amid all the melodrama, CP Joshi was elected the president of RCA, but the lust for power and supremacy of the warring office bearers from both the camp rendered the association ineffective. The number of court hearings outnumbered the number of matches held at SMS Stadium in the year 2017.BCCI too enacted their part in the plot and their reluctance to repeal the ban finally had Lalit Modi submit his resignation from all things cricket in the state. The very wary, apex cricket body lifted the ban almost 4 months after the resignation came, but with strings attached.While the political drama refused to cease, the promising players silently slipped into anonymity in the absence of any support. Now they are not in the ‘scheme of things’ of BCCI with new names from other states have come up. Now, one can only rue and regret, thinking­—how it would have been had the talented Aniket and Nathu got the support from the association to hone their skills. Jailbirds lust story ends with no love lost

The city police arrested a history-sheeter on Sunday for raping a woman on the pretext of marrying her and fraudulently transferred the woman’s property in his name. Interestingly, the woman was lodged in Central jail in Jaipur for murder of her husband when she came in contact with the history-sheeter and the duo married after getting out on parole. Notably, the man had recently fled from court when he was sentenced to life imprisonment in a murder case by District and Sessions Court at Chirawa in Jhunjhunu. The man had been hiding in Jaipur when he was arrested.In November, a case was registered at Kanota police station of the city by the victim woman, Radha (name changed), against the accused Sher Singh alias Sheriya alias Suraj alias Rajesh. Singh is a history-sheeter of Pilani police station of Jhunjhunu and has been involved in cases of murder, attempt to murder, illegal weapons and other crimes.“The woman said in her report that the man maried her and established physical relationship but also got her property transferred in his name fraudulently which he sold off and conducted fraud,” said Kunwar Rashtradeep, DCP East.The police conducted investigation and arrested the accused.“The woman was behind bars for murder of her husband, a native of Agrasen Nagar in Kishangarh. She was in Jaipur Central jail when she came in contact of Sher Singh. They grew close and in 2012 they got out on parole and married and the duo lived in a house in Vrindavan Vihar in Kanota. Physical relatationship developed between them however in meantime Sher Singh took the woman in confidence and got her properties registered in his name,” officials said.However once he got the woman’s properties, he sold off all of them and left the woman and married another one.

A happy New Year for 100 bureaucrats

The New Year brought good news for 100 bureaucrats as government approved of their promotion. In official orders released on late evening of December 31, 40 IAS, 44 IPS and 16 IFS were promoted.Following the promotion, two 86 batch IAS Deepak Utpreti and SK Agarwal were elevated to post of additional chief secretary from principal secretary at their respective departments. They along with Yaduvendra Mathur and Sanjay Dixit of the same batch have been promoted to chief secretary pay scale.IAS JagdIsh Chandra Desai had his designation changed from director to commissioner of Child Empowerment Department while IAS Suchi Sharma became commissioner ICDS from director earlier. They along with eight others have been promoted to super time pay scale. Of these, Jagdeesh Chandra Desai has received a double promotion.Promotions also shined on the police cadre and IPS Govind Gupta, Sunil Dutt and Amrit Kalash were promoted to additional director general pay scale from IG scale earlier.The promotions are expected to be followed with change in postings, even as except for six IAS the remaining officials have been asked to continue with their current designations till further orders.CS NC Goel conveyed good newsOn his first day at office, CS NC Goel was accompanied with the news of promotion orders. Before he left the office, he called up a senior IAS and told him of the promotions been approved by the chief minister. It was minutes after that the list was officially declared by department of personnel.

While the party will try to ensure that its popularity remains intact, blessings of the mahant from the Lord’s house will remain as an icing for a better tomorrow. And in Rajasthan, for any auspicious and momentous event, political parties, irrespective of the colour, industrialists and the aam aadmi seek the blessings of Moti Dungri and the Mahant.”

Rajasthan elections 2018: Rajasthan Kiska?

Rajpath – the road leading to Vidhan Sabha – is the smoothest driveway in Rajasthan. But in the coming year, the ‘Path’ ahead towards ‘Raj’ is a bumpy one for Vasundhara Raje; who faces the fiercest battle of all times.In fact, the 2018 elections will decide the political future of two stalwarts of Rajasthan politics. And for the one who loses, it may well be the end of the road or being relegated into ignominy.Raje, who turns 65 in the coming year, will have to give her best to comeback as chief minister for the second successive time. Similarly for former chief minister Ashok Gehlot, who crosses 67, it will be the last chance to claim the state.For Gehlot, it is a fight on two fronts. One within the party for a consensus about him and secondly against Raje who enjoys an edge due to being in power.The young chief of Congress in the state, Sachin Pilot too has a nerve wrenching year ahead. He has to move out of the shadow of the glorious political legacy of his illustrious father Rajesh Pilot and prove his mettle. Keeping up the traditions, Sachin is a close aide of Rahul Gandhi, just as his father Rajesh Pilot was to Rajiv Gandhi.And this year’s electoral challenges begin in the first month itself as the three bypolls are scheduled for January 29. The poll momentum will escalate over the months to culminate in the assembly elections close to the end of year.However, Raje looks confident as the sun rises to salute the new spirit of the election year. The upspin in economic activities and employment generation with setting up of refinery will tilt the balance in favour of BJP.Air connectivityAfter giving super highways with investment worth thousands of crores, Raje looks sky wards. Aiming to conquer the sky, she has started air services connecting places of her importance like Jaisalmer, Kota, Udaipur and Kishangarh. She has more routes in her plans which would end up making a robust air connectivity to Rajasthan. Prosperity then would take an aerial route, covering the shortest distance.Jal SwavlambanAnother pet project for Raje, Jal Swablamban, aims to recharge ground water and revive old baories, will have to pass through summer test this year. If her efforts succeeds in weathering water deficit this season, Raje will have more chances to strategise meeting water requirements for 5 more summers.Stumbling BlockIf the projects fail, the poll equations might tilt in different directions. Also, it would much depend on how the chief minister handles farmers agitation and appease Gurjars who are again raising voice against the High Court’s decision which has barred them from getting 5% quota benefits. This year, as Raje has indicated in her interview after completing 4 years, will be more of implementation than fancy announcements.In a relay race, last leg is vital. If the athlete races, deficits in previous stretches not only get covered but also offer a chance to grab the Gold. Raje apparently is a firm believer of this.

45-year-old mom drives e-rickshaw for daughter’s education

Do not be surprised if you spot a lady driving an e-rickshaw, offering you a ride in the city.Dressed in a pink half-sleeve shirt over her saree, 45-year-old Sonalben Joddha, a resident of Asarwa, is a new driver who has come out of her societal norms. Her only aim is to afford education for her daughter.One of these days, you may spot her outside the Flower show organized by the Ahmedabad Municipal Corporation (AMC) at Sabarmati riverfront, ferrying senior citizens.With a smile on her face, Sonalben’s enthusiasm is what attracts many. Quick enough to spot senior citizens and those who need help, Sonalben approaches them to offer a ride.She says, “I am connected with an NGO called ‘Sakhi group’ in the city and have been making ‘Kheechu’, a Gujarati dough used to make papad, since many years. Before six months, the NGO informed us that e-rickshaws are being given at low-interest rate along with training to promote greener city.””It was then I got interested and bought this rickshaw for Rs 96,000 on loan. We were given training and a license was issued. I was one of the 12 women who received this rickshaw and training from Ahmedabad.”The e-rickshaw has changed Sonalben’s life who used to earn Rs 3000 a month by stitching clothes. “Since five months, I have been driving this rickshaw and earn nearly Rs 1200 a day. It is a great relief to me as I am able to educate my daughter who is studying nursing.”Sonalben drives the rickshaw from Asarwa to Shahibaug from 10.00 to 4.00 pm after which she takes an hour break and resumes to her second job.”I make Kheechu in evenings and work till 9.00 pm every day.” My husband and my son also work. My son does two jobs but is not enough to run our family which is why we all are working hard.”When asked whether she faces any challenging incidents daily, she smiles and says, “Yes, I do. There are passengers who are very nice, whereas there are some who are not. I think I’m able to handle.”Speaking about the initiative, Shailendra Sharma, who has founded haalo.online along with his wife, Shagun, said: “Our initiative is women-driven GPRS enabled electric vehicles on rent that ensures a safe and clean system of transportation in city. To promote our aim, we have deployed two of our electric vehicle services to senior citizens for free at a flower show.”

Surat-based student makes solar dustbins

A Surat-based student has developed a solar run bin. Termed as an intelligent bin, the bin works on a sensor-based technology which compresses garbage into a bin.Milan Patel, a mechanical engineering student of CK Pithawalla College of Engineering and Technology, has designed the solar based smart dustbin. Apart from the sensor, the bin has a battery, a solar panel and a compressor. “When Prime Minister Narendra Modi envisaged the Clean India concept, I also thought of contributing to society in a noble way. Hence, I came up with the idea of a solar-based smart dustbin,” said Milan.”If the bins are kept at points across every street, a lot can be changed. Also, it will save the fuel cost as it has six times more storage than the normal bins,” said Milan.Patel says the capacity of the 120-litre bin will cost around Rs11,000. Patel presented his idea for at the event of Smart Villages & Cities Innovation Challenge, organised by Confederation of Indian Industry in Ahmedabad. The event was held on Thursday, where 15 shortlisted students gave presentation of their innovative ideas.Students across the state were asked to develop or design some projects for a smart city which could make any difference in society. 74 projects were received at CII from different colleges. Out these, around 15 were churned as innovative models. Professor Anil Roy of Dhirubhai Ambani Institute of Information and Communication Technology screened all 74 received project and found 7 projects plagiarised. He also found 15 projects good and may be able to make a difference. The shortlisted projects were for waste energy, smart streetlight option, automated railway track alters, streetlights in farms, smart farming etc.

Water dept saves Rs 6 crore on electricity

At a time when several parts of the city are not getting sufficient water supply due to a frequent breakdown in the pipeline network, the Ahmedabad Municipal Corporation (AMC) is giving presentations to other local government bodies on how its water department saved Rs6crore last year on the electricity bill.The civic authority gives credit to Supervisory Control And Data Acquisition (SCADA) not only for the saving but also for utilising 23 MLD (Million litre per day) water that was going to waste.City engineer Jagdish Patel said, “This project includes monitoring of water quantity, quality and energy parameters of 148 water distribution centres, four french wells and four water treatment plants. Soon, we will add 51 water distribution centres in the system.”He added, “After one-year monitoring on the system, we found that we have saved Rs6 crore as electricity bill and also utilised 23 MLD water which was being wasted.”Biren Raval, additional chief engineer, said, “The unit here works round the clock. We monitor all the water stations attached to the system. There is an automatic message and automatic alarm for any trouble which fixes the problem in a couple of minutes. With the online system, we have recently introduced automated valve operating system.”He added, “It will prevent discrepancies and solve water deficiency. If the water tank is filled, the valve will be closed automatically. No manual operations will be required unless there is some technical fault.”Still, there is a problem of inadequate water supply to the end user. One of the engineers said, “SCADA system monitors only measure and gives an audit of water distribution centres and treatment plant. There is no audit from water distribution centres to the end users. Many of the walled city areas have water pipelines which are more than 40 to 50-year-old and leakages occur there.”Criticising the system, leader of opposition Dinesh Sharma, said, “The BJP-run civic body always hurries in announcing its achievements. There are thousands of people in the city who have to struggle daily to get drinking water. Water tankers are being provided by the AMC to many slum pockets on a daily basis. What has the SCADA done for them?”…& ANALYSISSCADA can be effective only when it audits water till end users. There is no water audit from distribution station to water tanks and then to end users. Still thousands of litre of water goes waste.

LED, renewable energy helps civic body save Rs 30.25 crore

The introduction of LED streetlights by AMC has helped it save 26 million units of electricity helping it reduce its power bill by Rs15.50 crore a year. With this measure, the civic body says the carbon dioxide emmission would be reduced by 2,900 tonne anually.Not only this, the wind and solar power initiatives by the AMC alongwith the LED will help it ease its wallet burden by a total of Rs 30.25 crore.”We have implemented energy conservation programme under which we have installed 1.35 lakh LED bulbs on 2,800 km of road network,” said Deepak Suthar, additional chief engineer, streetlight and project, AMC. He added that by the end of January 2018, AMC will replace 14,000 more conventional streetlights with LED bulbs. “To generate a kilo watt of energy from fossil fuel, 0.546 emission of carbon dioxide occurs. We don’t use that much energy, and it has been saved. We have calculated the consumption, hence we are saying that we will reduce emission of 2,900 tonne of carbon dioxide annually,” the engineer explained.Meanwhile, a 4.2 MW wind power plant has been commissioned by AMC at Nakhtrana in Kutch which generates 11 million units of energy, which saves Rs7.14 crore a year. Another 4.2 MW capacity’s wind power plant is under construction. Both will help AMC save Rs14.3 crore a year. The civic body has also installed 540 KW solar rooftop power system as a part of renewble energy which generates 6.5 lakh electricity units annually which will help it save Rs45.5 lakh.However, city based environmentalist Mahesh Pandya scrapped AMC claims: “Construction business is mushrooming here. There is a loss in tree cover. Even for the Metro rail project, more than 2,000 trees were chopped.”…& ANALYSISThe AMC’s green efforts which are also pocket savvy are laudable. Its effort to calculate its CO2 emission reduction by introducing LED lights and renewable energy measures is noteworthy. But, it is high time that the wealthiest civic body in Gujarat shifts its focus to calculate carbon footprint on a yearly basis regularly.

Diabetics cannot claim mediclaim in first four years

If you have diabetes and hypertension, forget that you can rely on your mediclaim or health insurance policy in emergency, if the policy is not at least four years old.The Gujarat Consumer Dispute Redressal Commission has ruled that if one goes for any surgery within four years of buying an insurance policy and claims refund, it will be considered to be in violation of terms and conditions and the person won’t be entitled to health/medical claim. The commission also set aside an order by the Junagadh forum.”There is an error in the conclusion of the forum in directing the United Insurance Company Limited to pay health claim to complainant Mahendra Vazirani. As per the policy conditions, even though a disclosure is made about diabetes and hypertension, insurance benefits can be extended only after four years,” the commission concluded.It added, “In the present case, the complainant underwent a bypass surgery within two years of buying the health insurance policy. It clearly establishes the violation of the terms and conditions of the policy; so the complainant won’t be entitled to a claim.”The commission’s judicial bench of members VM Chaudhary and MD Gadhvi, while allowing the appeal of the insurance company, opined that there is merit in its submission that diabetes has a direct relationship with hypertension. In support of its contention, it cited the National Commission’s order in LIC vs Srimati Shashi Bala.In this case, complainant Mahendra had subscribed to an individual health policy from the insurance company for 2009-2010. On August 13, 2009, he underwent an angiography, after which he was asked to undergo a bypass surgery. He was operated upon at a Nadiad hospital and he had paid a medical bill of Rs1.20 lakh. As he had a health insurance policy of Rs1 lakh, he said he was entitled to 70 per cent of the insured amount.However, the company rejected his claim citing pre-existing diabetes and hypertension which he had disclosed while buying the policy.An aggrieved Mahendra then approached the Junagadh forum which then asked the insurance company to pay the claim amount. The company challenged the order before the commission.A CONDITIONAL COVERThe Gujarat Consumer Dispute Redressal Commission has ruled that a person who has diabetes and hypertension cannot demand mediclaim refund within 4 yrs of the policy

65% vehicles in Ahmedabad yet to get HSR plates

Though the Supreme Court in 2013 made High-Security Registration Plates (HSRP) mandatory for vehicles, only 25 lakh vehicles of the total 70 lakh vehicles in Ahmedabad city and rural have installed HSR plates, while the remaining 45 lakh vehicles are still to get them.On December 28, the state government issued a January 15 deadline for vehicle owners to replace their old number plates with HSRPs or be ready to pay penalty. Two-wheelers and three-wheelers will be fined Rs89, while four-wheelers and heavy vehicles will have to pay Rs150 if they are caught without HSR plates on them.GS Parmar, Regional Transport Officer, Ahmedabad, said, “HSR plates have been mandatory for vehicles since 2013. Every vehicle registered in RTO after 2013 have HSR plates installed. But the ones registered before 2013 are still to get them. Very few old vehicles come to install HSR plates. Now that a deadline has been issued, we are expecting the older vehicles to come to us to get them installed. Our staff is working on most Sundays specifically for HSRP work, but most of the time no one turns up.”According to an RTO source, till mid 2016, RTO had trouble installing HSRPs on old vehicles. During transfer of vehicles or new registrations, fresh data is entered in RTO’s system and it is linked to HSRP unit through which vehicle owners get the plate. However, it was not possible for old vehicles as the RTO didn’t have the system to update the data of old vehicles due to which the process was halted till mid 2016.”We faced difficulty tracking old vehicles because their data was registered manually. Now, even those data have been transferred to the system, and we can install HSRPs on them,” added Parmar.

Connectivity drags down Digital India in rural areas

The Ministry of Panchayati Raj has completely failed to even kick off the Digital India programme and will be unable to do so till March, 2019, as there is no mobile or internet connectivity in many rural parts of the country.Digital India, a flagship programme of the government of India with a vision to transform the country into a digitally empowered society, is one of Prime Minister Narendra Modi’s pet projects.The ministry cannot start the programme as it doesn’t have basic infrastructure or platform in place. It is dependent on the Department of Telecommunication and its initiative Bharat Net, a high-speed digital highway connecting all 2.5 lakh gram panchayats of the country. Bharat Net, expected to be the world’s largest rural broadband connectivity project using optical fibre, is estimated to be completed by March, 2019.For instance, e-Panchayat project, one of the Mission Mode Projects under the Digital India Programme, is yet to be properly started.Under the project, core common software applications had been developed to address various aspects of Panchayat functioning, including budgeting, planning, accounting, monitoring, social audit, and delivery of citizen services.But all this is of no use as “there is no network connectivity in major rural areas of the country.” A ministry note stated: “The ministry would take effective and expeditious steps to increase the connectivity coverage so that the e-Panchayat is enabled in every village.”For strengthening of Panchayats and gram sabhas, the ministry needs to reach out to multiple and diverse groups, especially the rural populace, and media and publicity play a very important and crucial role in creating awareness. Due to zero internet or mobile connectivity, however, they are unable to do anything.The ministry has prepared various audio-visual programmes, documentaries, and mobile applications, but all these serve no purpose till there is no connectivity. “The elected representatives are not aware of their rights and privileges. This has become a major hurdle in effective delivery of citizen services,” the note stated.Furthermore, the ministry has also been unable to start a scheme to provide ATM services in Panchayat bhawans. To kick it off, an inter-ministerial committee has already been constituted. But again, the connectivity problem remains. Another problem is the lack of basic infrastructure. Of the 2.5 lakh gram Panchayats, nearly 46,000 do not have their own building.

Delhi Chief Minister Arvind Kejriwal recently announced that additional bunk beds, geysers would be installed at the city’s many night shelters to ensure that homeless people do not die in the winter chill. Even the department of health started its drive to provide medical treatment to the homeless. In order to accommodate the families of patients, All India Institute of Medical Sciences (AIIMS) opened the subway where around 300 people waiting outside the hospital took refuge during on Saturday night. According to the officials, no deaths have been reported so far. People can call the Delhi Urban Shelter Improvement Board (DUSIB) control room for information on the homeless. The agency has also launched a Rain Basera mobile app, which can be used to upload photographs of the homeless with their location.In 2001, the Census pegged Delhi’s homeless at 21,895 while an independent study by Ashray Adhika Abhiyan in 2000 claimed the number stands at 52,765. The 2011 Census found that there are 46,724 homeless people in the city. The same year, the Supreme Court Commissioner’s Office (SCCO), DUSIB and other NGOs conducted an enumeration of the homeless population and found the figure to be 2,46,800.DUSIB has 83 permanent night shelters, 113 porta cabins and 55 temporary shelters, which can together accommodate around 20,000 people.In 2014, the then Lieutenant Governor Najeeb Jung had ordered that subways in areas with a dense homeless population, such as AIIMS and Kashmere Gate, be opened for the homeless during winter — providing some respite from the cold for those sleeping outside AIIMS. This year, however, subways at both locations are locked every night.HELPING THE NEEDYDUSIB has 83 permanent night shelters, 113 porta cabins and 55 temporary shelters, which can together accommodate around 20,000 people. 3 of family found dead at home

A couple and their eight-year-old son were found dead while their 12-year-old daughter was found in an unconscious state at their residence in the Chhawla area of southwest Delhi on Sunday morning.Prima facie, it appeared the man tried to kill his wife, son and daughter before killing himself. The daughter survived. A note recovered from the house stated that no one should be held responsible for the incident.Ajay Kumar lived with his wife Manju and their children Magan, 8, and Chetna, 12. Ajay’s mother also lived with them. The police said Ajay’s elder brother, who lives in the adjacent house, called them around 10 am.They said sons of Ajay’s elder brother had come to call Magan for a game of cricket. They told the police that they found their uncle hanging by the ceiling fan while their aunt and cousins were lying unconscious, with injury marks on their necks. Chetna was found in another room with similar marks.The police arrived and rushed them to hospital, where Ajay, Manju, and Magan were declared dead on arrival. Chetna was shifted to the ICU, where she is now recovering. Ajay’s mother was sleeping in another room at the time of the incident.Ajay’s elder brother had committed suicide a year-and-a-half ago. After his brother’s death, Ajay had agreed to take care of his two sons, who had also shifted next to their house.Shibesh Singh, DCP, Dwarka, said in the suicide note, Ajay addressed his mother and sister. “He apologised to them for taking the extreme step and killing his children. He did not mention any financial constraints but we are exploring all possible angles. He even sent out messages through his phone to several people, stating that it was his ‘last message’. He worked as a property dealer in the area,” Singh said.

On New Year’s Eve, restaurants see 20% surge in bookings

Leaving the agony of demonetisation behind, the Capital city is all set to welcome 2018 doing what it does best — party. The excitement is evident from the surge in bookings at the restaurants for the New Year Eve bashes. Restaurants and pubs in the Capital that faced a massive dip in sales in December last year are hopeful of doing brisk business this season.The popular outlets in markets like Connaught Place, Hauz Khas Village, Khan Market claim that booking for the parties have increased by at least 20 per cent this year compared to the slump that hit them last year.Hardly two months into demonetisation last year, the Capital welcomed 2017 with muted celebrations as restaurateurs rued their places going empty on the New Year Eve as people decided not to spend much. The scenario this year, however, seems different as outlets are running packed on Sunday.Inderjeet Singh Banga, owner, Prankster reveals that the Capital is soaked in party spirit this year. “We are already overflowing with enquiries and people are excited to be part of the farewell party at our restaurant. Our bookings were full by Sunday. There is no better time to party than New Year eve. In fact, the party season started on Christmas weekend.”Conceding to the view, Manuj M Gupta from The Darzi Bar & Kitchen in Connaught Place (CP), who is debuting its New Year bash, this year, says,”This is our first time. We have heard that last year December was badly hit because of demonetisation and the trend of partying out was restricted. However, we are enjoying a good footfall this time, as people are thronging to CP to party.”However, Umang Tewari, who runs Vault cafe and Local in Connaught Place, still feels that the influx of party revellers is not much. “December is better than the last months. I see the party season coming back to normal. However, I don’t see that much crowd because of so many restrictions imposed upon us by the government.

NRC draft final, Assam on alert

With Assam on the edge ahead of the publication of the state citizens’ list’s first draft, the home ministry officials allayed fears, saying that Indian nationals whose names don’t figure in the list will get adequate opportunities to prove their credentials.The Central government has asked the Army to remain on stand-by, while deploying 45,000 security personnel to prevent any untoward incident. The first draft of the National Register of Citizens (NRC) will be released around midnight. Intelligence inputs have suggested possible tension in some parts of the state, where names of doubtful citizens might be excluded in the draft list.”No one should have any notion that anyone or any particular community could be discriminated against. Everyone is treated equally and all Indian nationals will get adequate opportunities to prove their credentials, in case their names are excluded in the first list,” the official said.Last week, Union home secretary Rajiv Gauba spent two days in the state, reviewing the preparations for the publication of the part draft of NRC. Following a series of meetings between the Central and state governments, and the All Assam Students’ Union (AASU), it was decided to update the NRC in 2005.The exercise got a major push after the BJP came to power in the state, which had a major poll plank of driving out the illegal Bangladeshi immigrants. The Supreme Court had also ordered that the first draft of the NRC be published by December 31, after completing the scrutiny of over two crore claims, along with those submitted by nearly 38 lakh people, whose documents were suspect. Of the 3.28 crore applications submitted, there was confusion over the inclusion of 29 lakh people, who had submitted certificates issued by ‘gram panchayats’ as proof of identity, after a Gauhati High Court order in February had deemed ‘panchayat’ certificates invalid, the official said.The SC set aside the HC order and upheld the validity of the certificates as identity proof, if they were followed up with proper verification. The Apex Court also asked the authorities to stick to the original deadline for publication of the draft NRC and include names of those whose claims were verified.When the NRC was first prepared in Assam way back in 1951, the state had a population of 80 lakh. A six-year agitation, demanding identification and deportation of illegal immigrants, was launched by the AASU in 1979. It culminated with the signing of the Assam Accord on August 15, 1985, in the presence of the then prime minister Rajiv Gandhi.Assam chief minister Sarbananda Sonowal also sought to dispel apprehensions and said “genuine” Indians missing from the citizenship register would get enough opportunities to incorporate their names. “No one should have any apprehensions. If the name of a genuine Indian citizen is missing in the part draft of the NRC, he or she will get proper chance to incorporate it,” he said. “There is no need for panic. Genuine Indian citizens will not be deprived of their rights,” he added.

JeM turns to local cadres for fidayeen recruits

The two fidayeens killed in the CRPF camp have been identified as local recruits who had joined terror ranks barely two to three months ago. This throws light on the imminent danger that awaits as the Jaish-e-Mohommad (JeM) is adding a dangerous dimension to the ongoing unrest by turning local cadres into fidayeens (member of a suicide squad).CRPF spokesman Rajesh Yadav identified the fidayeens as Fardeen Ahmad Khanday of Nazeenpora, Tral, and Manzoor Ahmad Baba of Drubgam, Pulwama in south Kashmir.In a clear departure from the policy of using Pakistan nationals as fidayeens to storm camps, the Jaish has used two local boys to carry out a suicide attack. And, it is after decades that locals have carried out a fidayeen attack in Kashmir.Fardeen was a 16-year-old school dropout and the son of a policeman from Tral area, who had joined terrorism a few months ago. Baba had also joined terrorism hardly two months ago. In fact, Baba’s family had made an emotional appeal for his homecoming, taking cue from the footballer turned militant Majid Khan, who returned after his mother made a fervent appeal.Additional Director General of Police, Kashmir Zone, Munir Ahmad Khan, however, told DNA that they are still in the process of identifying the fidayeens gunned down in the incident.Five soldiers, including an officer, were killed, while three others were injured when a group of heavily-armed JeM fidayeens stormed the highly-secured Central Reserve Police Force (CRPF) training facility in south Kashmir’s Pulwama district on Sunday.JeM claimed the attack. A JeM spokesman called up local news agencies to stake the claim. He also ridiculed Operation All Out, launched by the security forces earlier this year to eliminate terrorists.

Allot vacant houses to poor: Hardeep Singh Puri to CM Arvind Kejriwal

Union minister Hardeep Singh Puri has requested Chief Minister Arvind Kejriwal to intervene in the matter of vacant houses in Delhi and get an action plan prepared to allot them to the poor.In a letter to the chief minister recently, Puri said all-out efforts were being made to provide houses to all poor in urban areas and so, “leaving completed houses unalloted to eligible beneficiaries or keeping the houses incomplete is a waste of resources”.He noted that the housing and urban affairs secretary had earlier written to the Delhi chief secretary, requesting for an action plan for utilising all completed/incomplete and unoccupied houses constructed under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) by March 31, 2018.However, a response is awaited, Puri said.“Since no progress has been made in this regard so far, I would request your personal intervention to get an action plan prepared to complete and allot the houses constructed under JNNURM to eligible beneficiaries under that scheme or Pradhan Mantri Awas Yojana (Urban),” Puri added.JNNURM was a massive city-modernisation scheme launched by the previous UPA government in 2005. However, it was replaced by the Atal Mission for Rejuvenation and Urban Transformation after the NDA government came to power in 2014.Puri also referred to a media report that said nearly 26,000 flats built for the poor remained vacant in the absence of a uniform rehabilitation policy in Delhi.“I’m informed that vacant houses mentioned in the report pertain to the houses built under the scheme of Basic Services to Urban Poor (BSUP) of JNNURM in Delhi.“I’ve been informed that 16 BSUP projects involving the central assistance of Rs 1163.04 crore for construction of 55,424 houses were sanctioned for Delhi under JNNURM,” Puri said.Out of these, 31,424 have been constructed and only 2,201 houses have been allotted, he said.

Defamation case against Addl SHO quashed

Dismissing a defamation case by a lawyer against the Additional Station House Officer (SHO) for giving an adverse report against him, a Delhi court said, “It is not defamation if a true incident or report is produced before Court of Law.”Civil Judge Pankaj Sharma rejected the claim of MS Yadav, a lawyer, stating the Additional SHO gave the report while discharging duty.”It is not defamation if a true incident/report is produced before Court of Law. The letter dated 01.05.1998 was in fact issued/published by the society, and defendant no. 1 merely produced it before the court upon directions to file a report regarding a complaint of the plaintiff. The said letter appeared to be filed in good faith and in the discharge of the official duty by defendant…,” the judge said.The case dates back to 1998 when a civil defamation suit was filed by Yadav, a resident of Manocha Housing Society in VikasPuri, against the then Additional SHO, Om Parkash, and AK Chopra, the then secretary of the society, on charges that the duo had lowered his reputation amongst all.The court, while dismissing the claim of Rs 2 lakh as compensation, stated that the officer gave the report in the discharge of his duties.”Despite having an understanding of the law, plaintiff gave a complaint to Addl SHO and did not bother to get it registered as per the procedure. Addl SHO was not duty-bound to act upon an oral complaint by the plaintiff as incharge of the PS is SHO who marks the complaints to his subordinates after it is received in due course as per procedure. Addl SHO/defendant No. 1 is not expected to assume the power of SHO,” the court said.According to the plea, Yadav was asked for Rs 15,000 in 1996 as entry fee when he had shifted in the residential complex. But he refused to pay the amount deeming it to be illegal. On March 21, 1998, BL Madan, president of the society, allegedly threatened to disconnect water supply to the plaintiff and called some outsiders of whom one Mukesh Kumar assaulted the plaintiff.20-YR-OLD MATTER The case dates back to 1998 when a civil defamation suit was filed by MS Yadav, a resident of Manocha Housing Society in VikasPuri, against then Additional SHO Om Parkash.

Abide by PMMVY: Delhi High Court tells Centre, Delhi

The Delhi High Court has directed the Centre and the Delhi government to strictly abide by the terms of the Pradhan Mantri Matru Vandana Yojana (PMMVY) and Janani Suraksha Yojana on a plea which sought the implementation of the National Food Security Act, 2013, in the slum cluster of Holambi Kalan area of the Capital.A bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar also directed the Centre and Women and Child Development Department, the government of NCT” to ensure that the schemes are strictly and efficiently implemented and all the benefits thereunder are released to the beneficiaries”.The court’s direction comes on the plea which contended that pregnant and lactating women have been facing challenges in getting the cash assistance benefit under the Indira Gandhi Matritva Sahyog Yojana (IGMSY). It sought directions to the respondents to ensure the implementation of the grievance redressal mechanism under the statutory enactment.In its response, the Centre filed an affidavit explaining that the IGMSY for pregnant women and lactating mothers was launched in October 2010, on a pilot basis in 53 districts across the country.Initially, monetary benefit of Rs 4,000 was being disbursed under this scheme which was revised to Rs 6,000 with effect from July 5, 2013, with the enactment of the National Food Security Act, 2013. The scheme was implemented through the state governments and the Union Territories and the performance/proper implementation was directly linked to the governance of the state.”Indira Gandhi Matritva Sahyog Yojana stands substituted by Pradhan Mantri Matru Vandana Yojana (PMMVY) with effect from 1st January, 2017,” the affidavit stated.On the other hand, the government of NCT submitted that there were difficulties with regard to identification of the beneficiaries for want of details of the Aadhaar card and as a result thereof, the same was not linked with their bank accounts.

Day after Kulbhushan Jadhav kin humiliation, Indo-Pak NSAs met secretly

A day after Pakistani authorities humiliated the mother and wife of Kulbhushan Jadhav, who is on death row in a Pakistan jail on trumped up charges, National Security Adviser Ajit Doval and his Pakistani counterpart Lt Gen Nasir Khan Janjua (retd) reportedly had a secret meeting in Bangkok.The foreign ministries of both the countries, including External Affairs Minister Sushma Swaraj, were in the loop about the hush-hush meeting, which had been fixed a few days ago. There was no indication if issue of humiliation of the Jadhav family in Pakistan, which rocked the Parliament also, was discussed at the meeting.The meeting and its timing have raised a lot of questions, especially in light of the strong anti-Pakistan mood in India over that country’s continued support to terrorists and ongoing violations of the ceasefire at the Line of Control (LoC) in Jammu and Kashmir. Officially, there was neither a confirmation nor a denial about the reports of the meeting, but official sources said that both countries have remained in touch through back channels to address pressing issues.Sources insisted that such interactions cannot be construed as resumption of the normal dialogue process. “The meeting is part of the agreement between the two NSAs to meet and sort out bilateral issues. Similar meetings in Bangkok had taken place in the past as well,” said an official on condition of anonymity.

App to track autos, cabs through QR code

In what can be a New Year’s gift, particularly for women, the Delhi government is set to come up with a mobile app for the safety of commuters in public transport. The app, which will track vehicles through GPS, will be able to tell if the cab or auto being taken is safe to board or not through a QR code.The move has come after a number of instances of crime against women were reported in the Capital and to overall strengthen the crumbling transport infrastructure in Delhi. The app is being developed for upgrading public transport as required under the upcoming policy to regulate public service vehicles (PSVs) under the City Taxi Scheme 2017.The app is expected to be ready for trial by January, said sources. “A central control room for real-time tracking of vehicles and receiving complaints is being built at the transport headquarters and more people to man the systems will be recruited. It will be a centralised system from where we will be able to connect all the Regional Transport Offices (RTOs) for data, queries and grievance redressal,” said an official.The control room will also be able to track and record offences by the vehicles, as the details of all PSVs will be linked with the system. “All PSVs will have a QR code and in case their GPS is not enabled, the app will immediately raise an alarm that the vehicle is not safe to board,” the official said.The need for upgrading the technology was highlighted after an app-based cab driver was held for raping a woman in 2014.

Nitin Patel gets Finance, crisis blows over

The 48-hour-long drama that kept BJP’s Gujarat political circle on tenterhooks ended on Sunday, with party chief Amit Shah granting deputy chief minister Nitin Patel the Finance portfolio, following which the veteran leader took charge.Patel, who was given Road and Building, Health, Medical Education, Narmada, Kalpsar and Capital Project during the portfolio allocation on Thursday night, stayed home and refused to take charge, making his displeasure over taking away important portfolios that he had held in the previous government evident.Addressing the media at his residence in Thaltej, Ahmedabad, around 10:45 am, Patel said, “BJP president Amit Shah called me up in the morning and assured me that I will be given a portfolio which befits my stature as the number two in the cabinet and as the deputy chief minister.””I have no more complaints. I was not happy as I didn’t get a befitting portfolio, but I never crossed the party’s line of discipline,” he added.The deputy CM thanked Prime Minister Narendra Modi, Shah, the Patel community and other leaders who stood by him. He also acknowledged the Sardar Patel Group, an outfit of the Patel community seeking reservation.Though it was a Sunday, Patel rushed to Gandhinagar and assumed charge at 11:39am.With the new allocation, Saurabh Patel, who was orginally given Finance, is now left with just one ministry — Energy.Soon after taking charge, Patel left for his Assembly constituency, Mehsana, to meet his supporters.Shortly after his arrival at Mehsana in the afternoon, Rupani announced in Gandhinagar that the Finance portfolio had been given to Patel and that the issue was over now.”We have made certain changes in the portfolios. We have given Finance to Nitinbhai. With this, the issue is over now. Such small things happen in a big family like the BJP. I have already sent a letter to the Governor, informing him of this change in the portfolios,” the chief minister told reporters.Patel maintained that the issue was not about some departments, but about “self-respect”.”I had conveyed to the party high-command to either give me respectable departments or relieve me from the cabinet,” he said.The veteran leader added that he had been serving the BJP as a “loyal and disciplined” soldier for the last 40 years.The deputy chief minister performed puja at his office and assumed charge. “I will perform all my duties with integrity and honesty. I thank my party for the responsibility they have given me. I had assumed office soon after the swearing-in ceremony and had reviewed the process of purchase of groundnuts by government from farmers at minimum support price. From Monday, the first day of the New Year, the Gujarat government will work on fast track.”In the previous government headed by Rupani, Patel used to handle key portfolios of Finance and Urban Development, among other departments.However, this time, Finance was given to Saurabh Patel, while Rupani kept Urban Development with himself. Unhappy over the allotment, Patel had refrained from taking charge of the departments, prompting the top BJP leadership to swing into action to placate the senior Patidar leader.Sending feelers to the deputy chief minister, Patidar quota agitation leader Hardik Patel on Saturday said he would extend support to him and talk to the Congress leadership to ensure that Patel got the respect he deserved from the party, if he left the BJP, along with 10 other MLAs, and joined hands with the Congress to form a new government.DISPLEASURENitin Patel, who was given Road and Building, Health, Medical Education, Narmada, Kalpsar and Capital Project refused to take charge, making his displeasure over taking away important portfolios evident.

Rape, dowry cases go up, other crimes against women dip

The Gautam Budh Nagar district has witnessed a 150 per cent hike in the number of rape cases while dowry deaths have gone up by 300 per cent compared to 2015.However, the overall cases of crimes against women (CAW) have seen a marginal decline in 2017 compared to the previous year. A total of 959 offences against women were reported in the district this year, as against 1,047 cases in the previous year and 638 were reported in 2015.A total of 93 rape cases were reported in the district this year, as against 37 in 2015 and 74 in 2016. Similarly, cases of abduction under Section 363, 366 of the IPC have seen a jump from 216 to 270 which were 193 in 2015. This figure also includes the abduction of minor boys.The number of dowry deaths under Section 304B of the IPC has also increased from 22 to 32 this year which was only 8 in 2015. The POSCO Act cases have declined from 110 to 98 which were 38 in 2015.Speaking to DNA, Preeti Bala Gupta, Superintendent of Police (crime), Gautam Budh Nagar said that the police are trying every possible way to make women feel safe.”Police are proactively working on each and every aspect leading to the safety of women to curb offences against them. We have successfully managed to pull down the overall offences against women compared to 2016, but the rise in cases of rape and dowry deaths is a cause of concern for us,”Gupta said.She further added that after the formation of the anti-Romeo squad, the number of cases of sexual harassment (354 IPC) and passing lewd remarks (294 IPC) have come down compared to 2016.Cases of sexual harassment have come down from 193 to 162, however, the number has gone up compared to 120 in 2015. While cases of passing lewd remarks have reduced from 47 to 4 which were 6 in 2015.Gupta further explained that the increase in the number of cases of violence at homes is a result of women coming forward and registering complaints which was not a case earlier.

In Mann Ki Baat, PM focuses on youth, millenials

In the final episode of the monthly radio broadcast Mann Ki Baat in 2017, Prime Minister Narendra Modi specifically targeted the youth and the millennials – those born on January 1, 2000, onwards — and told them to get registered as voters and use their right to vote in every election.Calling them ‘New India Voters’, he exhorted them to cast their votes saying it will prove to be the ‘bedrock of New India’. The Prime Minister has been regularly dwelling on his concept of New India, which he had outlined in 2016.In his address to the party’s MPs during the parliamentary meet on December 20, after a tough Gujarat election, PM Modi had asked them to rope in the youth and millennials, who would soon be ready to vote. Season’s ‘worst’ fog hits over 200 flights at IGIA

More than 200 planes flying in and out of the national Capital were delayed, diverted or cancelled as the season’s “worst” fog reduced visibility to 50 metres at the Indira Gandhi International Airport (IGIA) on the New Year’s Eve.Take-offs from the IGI Airport require a minimum visibility of 125 metres.According to the officials, as the Delhi airport has advanced technology for low-visibility landings, called the CAT IIIb system (category IIIb), aircraft qualified to land in the visibility of 25-50 metres could arrive. There were, however, nearly 50 diversions to nearby airports as many pilots deployed by the airlines were not CAT IIIB compliant.”Over 150 flights were delayed, nearly 50 diverted and an estimated 20 were cancelled. No flights could take-off from Delhi for nearly four hours between 7.30 am and 11.05 am,” said a senior official.While the visibility improved to 2,000 metres later in the day and operations were restored to normal, there were consequential delays throughout the day and a waiting time of up to six hours was common.Many people took to social media, including Twitter, to share pictures of the overcrowded domestic terminal where passengers could be seen sitting on floors and occupying staircases.”Runway visibility since 5.30 am has been between 50-75 metres. This is, so far, the worst fog we have experienced this year,”said RK Jenamani, Director, Indian Meteorological Department, Delhi area and IGI Airport said.FOGGED OUTTake-offs from the Capital’s IGI Airport require a minimum visibility range of 125 metres. Runway visibility since 5.30 am was been between 50-75 metres.

Day after Army chief’s LoC visit, Pak troops kill jawan

A day after Army chief General Bipin Rawat visited the forward posts along the Line of Control (LoC), the Pakistan Army resorted to unprovoked firing on Indian forward positions, killing a jawan, in the Nowshera sector of Rajouri district in Jammu division on Sunday.The incident took place in the early hours of Sunday, when Pakistani troops violated the ceasefire and fired indiscriminately on the Indian forward posts along the LoC in the Nowshera sector. The Indian Army troops immediately swung into action and retaliated in equal measure to silence the Pakistani guns.”In the exchange of fire, however, Sepoy Jagsir Singh was grievously injured and later succumbed,” said Colonel NN Joshi, defence spokesman at the Northern Command.Hailing from village Lohgarh, Thakhran Wala, district Firozepur of Punjab, Sepoy Jagsir Singh, 32, is survived by wife Mohinder Pall Kaur, two daughters, and a son.”Sepoy Jagsir Singh was a brave and sincere soldier. The nation will always remain indebted to him for his supreme sacrifice and devotion to duty,” Colonel Joshi said.The ceasefire violation comes just a day after the chief of the Army Staff, General Bipin Rawat, visited the forward posts in Rajouri and exhorted the troops to continue to remain “vigilant and ever-ready”.Pakistan’s latest provocation also comes six days after the Indian Army troops, in a tit-for-tat action, crossed the LoC and killed three Pakistani Army men in Rawalakot sector of Poonch on Monday. The attack was carried out 48 hours after four Army soldiers, including a Major, were killed by the Pakistan Army on December 23.Meanwhile, figures presented in the Lok Sabha have revealed that Pakistan violated the ceasefire along the LoC in J&K 771 times, till December 10 this year, and 110 times along the International Border (IB) till November-end. Nearly 30 people, including 14 Army personnel, 12 civilians, and four BSF personnel, were killed in these ceasefire violations this year.Also, last year, 449 incidents of ceasefire violations were reported, in which 13 civilians and 13 security personnel were killed and 83 civilians and 99 security personnel were injured. The truce between India and Pakistan along the IB, the LoC, and the Actual Ground Position Line in Siachen glacier came into force in November, 2003.

‘Petty’ issue leads to 30-yr-old man being shot at in GK pub

A 30-year-old man old was shot at inside the Rich Bratz 17 pub in south Delhi’s Greater Kailash area in the early hours of Sunday, after a fight over some petty issue.The accused was caught by the public and thrashed mercilessly.Initially, the police said that the altercation started in the parking lot. Later, however, they said the incident took place inside the club.Since the club was open beyond the permissible time limit of 1 am, the pub owner might lose the licence. The police officers found responsible for this will also face strict action.The incident took place around 3 am inside the Rich Bratz 17 pub in the upscale M block market in Greater Kailash.Vinay Bhati, 30, was partying with his friends at the pub, where Umesh alias Aditya Kumar was also present. A fight broke out between the two groups, following which Umesh whipped out a pistol and shot at Bhati.The bullet struck near Bhati’s collar bone. In the meantime, other people at the pub and locals caught hold of Umesh and started thrashing him. The police received a call regarding the incident at 3:48 am.”The victim did not give a clear reason behind the fight. When the police reached the location, Bhati had already been taken to hospital and Umesh, who was injured, was moved to the trauma centre. The weapon of offence was seized by the police. Umesh was arrested after his discharge from the hospital. A case of attempt to murder has been registered against him,” said Romil Baaniya, Deputy Commissioner of Police, South.After the police spoke to the victim in the morning, it was revealed that the incident took place inside the pub.The police have written to the licensing unit to cancel the pub’s licence stating that it allowed anti-social elements with weapons to come inside.On being questioned about the pub running beyond the allowed time limit, Baaniya said that a district-level inquiry is being conducted and necessary action will be taken during the course of investigation.Locals and several other visitors later claimed that fights often break out in the premises, which are generally hushed up by the club management, but also said that most clubs and pubs function beyond 1 am.The incident was reported at a time when the national capital is hosting hundreds of parties to celebrate the New Year.A major fire at a pub in central Mumbai, which claimed 14 lives, has also forced the police to remain extra cautious during this time of the year.LOOPHOLESThe pub was running beyond the permissible time limit of 1 am. Why did the local police not ensure that the pub was shut on time? The police initially stated that locals told them the incident took place in a parking lot but it was later revealed that it took place inside the pub. Why was the probe not carried out in the night? Why was the CCTV footage not checked to ascertain these claims?

Lodi Garden’s forgotten Baoli

Kyun mata-e-dil ke lut jaane ka koi gham kare, Shahr-e-dilli mein to aise vaqiye hote raheThe national Capital is like ‘Phoenix’ – a city which has been destroyed several times but has revived itself every time from the ashes. The city still holds impressions, in the form of structures/monuments, of all its bygone eras. While some of the structures have been revived over the time, few have completely lost their identity. One such forgotten structure is the Baoli, or stepwell, which once existed in the Lodi Garden, but got lost in colonial landscaping.A first monument list created by Maulvi Zafar Hasan, an archaeologist with the Archaeological Survey of India (ASI), worthy of preservation in 1916, refers to the Baoli in need of attention. Hasan’s list features 1,317 buildings in the Capital, of which 174 are currently protected by the ASI. While Hasan did not include the Baoli in his list, but he has written about it in his book ‘Monuments of Delhi, Lasting splendour of the Great Mughals and Others’.”To the North-East of the Sheesh Gumbad are the remains of a garden, the four walls of which, brick built, are broken in several places. The double-storeyed entrance is in no better condition. To the south of the latter is a mosque also ruined and neglected. The Baoli in front of the entrance outside the enclosure is in the same condition. In the center of the garden is a small brick-built enclosure furnished with arched openings, apparently intended for a tomb but now containing no grave.”The Baoli and the mosque came under the’Khairpur’village area back then. In 1936, Lady Willingdon, wife of the then Viceroy of India, got the villagers relocated and landscaped the garden which was then known as’Lady Willingdon Park’. It is believed that the Baoli was also landscaped around that time. But, its name was changed to Lodi Gardens post-independence.”There are such Baolis lost in time, most important being the ‘Palam’ and ‘Khari’Baolis, but we may never be able to unearth them due to the dense settlement around them. However, we should still try and revive this Lodi Garden Baoli. If the ASI and the government decide to restore these structures, they would attract a lot of visitors,” says Vikramjit Singh Rooprai, a heritage activist.A total 25 Baolis have been identified by historians in Delhi, of which 11, including Hauz Khas Enclave Baoli are not accessible to the public. Of these 25, 12 can be easily revived.

Govt raises health expenses of ex-servicemen

After the widow of a Kargil martyr died at a Sonipat hospital after the medical staff allegedly refused her treatment for being unable to procure her Aadhaar card, the Central government has raised health costs of ex-servicemen.A notification issued by the Ministry of Defence on December 29, has set new rates for the Ex-Servicemen Contributory Health Scheme (ECHS) increasing premiums by about 100 per cent. According to the new rates, a retired soldier and his equivalents in the Navy and Air Force will now have to shell out Rs 30,000 instead of Rs 15,000, earlier. The new rates of premium for junior commissioned officers (JCOs) have been notified as Rs 67,000, from Rs 30,000. For officers also the contribution has been increased from Rs 60,000 to Rs 1.20 lakh.On Sunday, Major General (rtd) Satibir Singh, Chairman of Indian Ex-Servicemen Movement (IESM),described the notification a double blow to soldiers, who are already angry with the government for not abiding by its commitments on one-rank-one-pension (OROP).He said, the step would add a burden on jawans and affect their morale. He has written a letter to all MPs asking them to raise the issue in the ongoing session of Parliament. Responding to their letter, main Opposition, Congress, said that they would raise the issue once Parliament reassembles on Tuesday.Party spokesperson Sushmita Dev said her party will question the government, whose leaders frequent forward areas to celebrate various festivals witht the soldiers, but, fail to attend to their basic needs.Launched in 2003, the ECHS enables ex-servicemen pensioners and their dependants to seek treatment, not only in service hospitals, but also in empanelled civil and private hospitals. The payment of the hospital bills is initially borne by the ex-servicemen, but, after the treatment, the amount is reimbursed once a claim is filed with the ECHS authorities.The scheme is currently providing healthcare to 52 lakhs beneficiaries.In a letter to the MPs, the IESM has also pointed out four anomalies arising out of the government’s OROP notification issued on November 2015. It also said that one man judicial committee report submitted to the government in October 2016 has been kept under wraps. General Singh further stated that out of 7.82 lakh vacancies reserved for ex-servicemen in the government, only 70,000 have been filled so far. He said the war veterans are drawing a paltry sum of Rs 3,500 per month, and asked the MPs to discuss the woes of the soldiers in Parliament. “We had brought the issue to the notice of the government through various communications and in-person through meetings, but there has been no redressal so far,” he said in his letter.‘PALTRY SUM’Out of the 7.82 lakh vacancies reserved for ex-servicemen in the government, only 70,000 have been filled so far. The war veterans are drawing a paltry sum of Rs 3,500 per month.

15-year-old, who killed mother and sister, shows no remorse

The 15-year-old boy, who was arrested for killing his mother and sisterat their Greater Noida residence, seems to be enjoying his time at the juvenile home. A team of doctors, including psychologists, are keeping a check on to see his behavioural changes.Speaking to DNA, the boy’s counselor, Smita Pandey, revealed that the boy is unemotional and doesn’t have seem to be guilty for killing his mother and sister.”He is a rarest of the rare case as kids come to the juvenile home with heads down and having guilt. But this boy is unstable and emotionless as he looks right into the eyes and talks. He admits to have killed his mother and sister but says that killing the mother does not make any difference in his life while as he misses his sister. He also says that he is most attached to his uncle’s son and he likes it here,” revealed Pandey.She further added that initially the boy was quiet and didn’t speak much but now he is enjoying his time as he has made a lot of friends inside the house.”The boy always expresses fascination for branded stuff as his mother never brought him suck clothes. And as he was never good in studies, he always wanted such an environment where he does not have to study at all. He also feels superior than the other kids as he is fluent in English. The boy is also insomniac as it is observed that he has a habit of being awake at night,” Pandey added.The boy is psychosexual also, as recently one of the inmates at the home had complained of sexual abuse against him.” There is an inmate named Aarav to whom the juveniles call Aarav Bhai. This boy said that Aarav reminded him of his childhood best friend but recently Aarav complained about him that he talks dirty things to him because of which his room was also changed,” Pandey stated.

OP Singh to be UP police chief

Indian Police Service officer Om Prakash Singh is all set to become the Director General of Police of Uttar Pradesh. He will succeed incumbent Sulkhan Singh, whose tenure ends on Sunday. Om Prakash Singh is presently posted as Director General of Central Industrial Security Force, which guards important industrial and nuclear installations, civil airports and metro, and has joined the force on September 26, 2016.Singh, a 1983-batch officer of Uttar Pradesh cadre, who was serving as the Director General of National Disaster Response Force (NDRF), before being appointed to head the 1.48 lakh-strong force.Singh has held several positions of responsibility in UP and at the Centre. As chief of police at Lakhimpur Kheri, a Terai district bordering Nepal, he developed key competency of turnaround strategies to deal terrorism and successfully stamped out terrorist activities in 1992-93. As chief of police at Lucknow, he had then settled of long-standing Shia-Sunni disputes over religious processions, for which he was honoured by UP government in 1998.As Director General of National Disaster Response Force, he handled successfully major disasters like Jammu and Kashmir floods, Nepal earthquake, Cyclone Hudhud and Chennai Urban floods and meticulously galvanised his response teams to carry out rescue operations saving lives of thousands of distressed and marooned victims.During Nepal earthquake in 2015, Singh coordinated, oversaw and fast-tracked rescue and relief operations. The role of NDRF was highly applauded by Nepal government and United Nations.During his tenure, CISF became the first Central Armed Police Force to get Quality Excellence Award (2017) for Best Airport Security at World Quality Congress.He has been awarded with Indian Police Medal for Gallantry, Indian Police Medal for Distinguished Services and Indian Police Medal for Meritorious Services.While working in NDRF, he was given Distinguished Leadership Award for Disaster Resilience.

Delhi High Court convicts man for rape of minor wife

A letter written by a minor Hindu wife from Nari Niketan to her Muslim husband lodged in jail on charges of kidnapping and raping her, led the Delhi High Court to acquit him of the abduction of his minor wife, though it upheld the sentence for raping his below 15-year-old wife.The story is a perfect plot for a Bollywood flick where a minor Hindu girl falls in love with an adult Muslim man. Both of them decide to marry but their religions were a hurdle. Madly in love, both decide to elope.However, the parents of the girl lodged a missing complaint soon after her disappearance in 2008 and after eight months their daughter was found with the man. When asked, the duo said they married each other and also gave a Nikahnama to prove their relationship.The girl said that she had gone with the accused on her own will. She also refused to go along with her parents following which she was sent to the Nari Niketan. The man was arrested and a chargesheet was filed against him under sections 363(Punishment for kidnapping), 366 (Kidnapping) and 376 (rape).The trial court found Sunil Khan, the accused, guilty and sentenced him to seven years of imprisonment for rape among other sentences. Khan filed a plea against his conviction following which Justice Pratibha Rani found that the girl had gone with her own consent with the accused, so it cannot be called abduction. The court also found that the girl had written letters to the accused while he was in jail. It said that the girl had ultimately agreed to accompany her parents only on the condition that no harm would be caused to her husband.”Her categorical admission that she was in deep love with the convict is also reflected in the letter sent by her to the convict from Nari Niketan, expressing her love and full support to him in the situation they were placed. She even informed him that she had been medically examined to ascertain her bony age, which was estimated to be 18 years,” the court said adding that the investigating officer has not preferred to clarify the situation in this regard.However, the court upheld the sentence awarded to the convict for raping his wife, who was below the age of 15. It modified the sentence for the offence to rigorous imprisonment of two years and since the convict had already served the punishment, he was let free.”It is the case of the prosecution that on the date of leaving the house she was aged about 13 years. Thus, at best, prosecution’s case can be that the convict had physical relations with his wife who was below 15 years of age,” the court said.PARENTS COMPLAINThe parents of the girl lodged a missing complaint soon after her disappearance in 2008 and after eight months their daughter was found with the man.

9 car-jacking cases reported in city each month last year

Almost nine incidents of car-jacking were reported every month in the national Capital in 2017, at an average. South-west, among all administrative districts of the Delhi Police, reported the highest number of incidents.According to a data, accessed by DNA, 97 car-jacking incidents were reported in the Capital in 2017 up to November 15. Of all the incidents, 33 were reported from southwest alone, while North, Central, Shahadra and New Delhi districts, reported just one incident each.However, the data further says that Southwest district also recorded the highest solving rate in the car-jacking cases, which was 13. New Delhi, Central and Shahadra districts, which recorded one incident each, could not solve any of these cases till November mid. Of the total 97 car-jacking cases reported, only 45 were solved.In 2016, Delhi witnessed 124 cases of car-jacking, of which 67 were solved. Rohini district reported 44, which was the highest among all the districts in 2016.Senior Delhi Police officials said that special drives were undertaken in 2017 to bring the menace of car-jacking down and claimed it to have been effective. “Since a surge was witnessed last year, a number of special initiatives were started. These included picketing, erecting barricades at identified car-jacking prone stretches, bike patrolling and installation of CCTV cameras in and around the dark zones,” said a senior officer, adding that awareness among car owners also helped bring the crime rate down.On solving these cases, the officer further added that a tight watch over the second-hand car dealers across the Capital and intense round-the-clock vigil over the unauthorised parking places, where these stolen vehicles are hidden by the gangs until disposed of, has also helped in recovery and arrests.As an advice to the car owners, the officer also mentioned that everyone must ensure that their vehicle has GPS installed. “In many cases, vehicles have been recovered even when it has been taken across the state borders,” he said.SOUTHWEST TOPS2017Total car-jacking: 97 Solved: 45 District with highest:Southwest (33)2016 Total car-jacking: 124Solved: 67District with highest:Rohini (44)

5,500 first-time stone pelters to be granted amnesty in 2018

Call it a New Year gift to the misguided stone throwers, Jammu and Kashmir government is reviewing cases of 5,500 youth in a bid to save their academic career and amalgam them into the mainstream.Under the amnesty scheme for misguided youth, cases of around 5,500 first-time stone pelters of 2016-17 are being currently reviewed by the expert committee constituted by the Jammu and Kashmir government.Earlier, in November, cases against 4,327 youths involved in 744 incidents of stone pelting and other law and order problems during 2010-2014, were withdrawn under the Chief Minister’s amnesty scheme. Around 634 youths involved in 104 cases of 2008-2009 were given amnesty under this scheme.”Due to the improvement in situation this year the government took a decision of amnesty for those children who were misguided and not involved in heinous cases so that their career is not ruined. Same committee has been authorised by the government to review the cases of 2016-17. There are cases against 5,500 children and the committee, which I am chairing, is examining them,” said Dr Shesh Paul Vaid, director general of police (DGP), Jammu and Kashmir.Jammu and Kashmir police have brought back 74 boys from the jaws of militancy this year in the valley. Plus the new homecoming policy for local militants too have yielded positive results. “Seven boys have come back to join their family. I hope more boys will come back. Our effort is that the local terrorists should drop guns and we will help them to join the mainstream,” said Dr Vaid.The Director General of Police said this year around 206 terrorists have been neutralised, of which 84 were locals and 121 foreign terrorists. “It (local recruitment) has come down drastically and I am sure things will further improve,” he said.Additional Director General of Police, Kashmir, Munir Ahmad Khan said this year they have targeted leadership of militants who besides taking active part of terrorism were recruiting youth to militancy.”This year they have started operation in the areas where for some reason police was not able to enter for two years. There was resistance at some places. During the course of encounters there were some civil casualties because of cross fire. We have been appealing people to avoid going to sites where encounters are on,” said Khan.This year around 24 civilians have died near the encounter sites across Kashmir. “There is misconception that Operation All Out is about killing. It is not like that. Part of it is killing but it is about overall improvement by way of getting youth back, surrender and counselling,” he said.BUILDING TRUSTJ&K police, in 2017, brought back 74 boys from the jaws of militancy. The new homecoming policy for local militants too have yielded positive results. The forces also neutralised around 206 terrorists in 2017. Of this 84 terrorists were locals and 121 of foreign origin.

No more outsourced manpower by airlines for ground handling services

Outsourced manpower used by Airlines for ground handling services at has been banned from now onwards. The Ministry of Civil Aviation has come up with a new regulation for ground handling services which clearly stated that hiring of employees through contractor or manpower supplier for ground handling services would not be permitted.Also the ministry has stated that all domestic scheduled airline operators, including helicopter service providers, would be allowed to do self-handling at airports, including the civil enclaves. Further as per new policy, the ministry has also barred foreign airlines from carrying out “self-handling” at any domestic airport.As per the Ministry of Civil Aviation (Ground Handling Services) Regulations, 2017, all domestic scheduled airline operators, including helicopter service providers would be allowed to do self-handling at airports, including the civil enclaves. Generally, civil enclaves are airports belonging to the armed forces where civilian aircraft operations are allowed. Ground handling services include those pertaining to servicing and handling of aircraft as well as loading and unloading. The regulations have been notified a few days ago.Foreign airlines may also undertake self-handling in respect of passenger and baggage handling activities excluding security functions at the airport terminals restricted to the passenger check-in at pre security hold area, at all the airports except Civil Enclaves. As per Regulations, all ground handling services shall be provided only through the regular employees and hiring of employees through handling contractor or manpower supplier shall not be permitted.”At all airports, in order to overcome space and time constraints, the airport operator only shall provide adequate number of Common User Terminal Equipment (CUTE), Common User Self Service (CUSS), Baggage Reconciliation System (BRS) and Self Bag Drop (SBD),” it noted.The regulations said that airports having annual passenger throughput of 1.5 million passengers per annum or above, the airport operator shall provide adequate number of Baggage Reconciliation System: Where the annual passenger throughput is less than 1.5 million passengers per annum, the airport operator may decide the provisions relating to Baggage Reconciliation System. All agencies concerned shall ensure the use of state-of-art equipment and best practices in line with the International Air Transport Association Airport Handling Manual,” the regulation said.All airport operators shall appoint the requisite number of ground handling agencies within a period of 120 days from the date of publication of these regulations.In the earlier ground handling policy, airlines were allowed to choose from within three agencies to get the services. Under this, the airport operators have been advised to have maximum number of three ground handling companies including Air India’s subsidiary/joint venture at all major airports as defined in AERA Act 2008.

Delhi Nursery admissions: Jamia students to help EWS families

Even as the nursery admission process for the Economically Weaker Section and Disadvantaged (EWS/DG) category is yet to begin across the Capital, few students of Jamia Millia Islamia have decided to help such families in completing their online submission process.The Engineering Department of the university has joined hands with an NGO Mission Taleem to serve help the needy families.”We had approached the university to seek their help in helping such people who have no idea about the online admission process. The department has assured us of providing every possible help in filling as many forms as possible,” said Ekramul Haque, national convener of the NGO.”We will try to reach every nook and corner of Delhi, where poor and needy people reside, and fill their forms at their homes with the help of these students,” he added.The Delhi government had switched to a centralised online admission process for the EWS category in 2015, after receiving repeated complaints of discrimination from the parents. However, the parents of the EWS kids face many hardships in the online procedure as most of them do not have access to the internet. The official data also shows a considerable decline in the number of nursery admissions in the EWS/DG category in the last three sessions.

Activists file police complaint against bullock cart race

An animal rights activist has lodged a complaint with Kashimira police station after a video of bullock carts racing on the Mira-Bhayander Road went viral on social media. The 28-second long video was shot on December 25.”I was shocked on watching the video as the race was being carried out on the busy Mira-Bhayander road at around 4.30 pm. It was fortunate that an animal lover who saw this happening decided to shoot the video otherwise there would have been no proof. What is even more appalling is the fact that the police had no information about it,” said Shakuntala Majumdar, President of Thane Society for the Prevention of Cruelty Animals (TSPCA) who submitted a formal written complaint on Sunday.The video captures two bullock carts racing on the stretch of road between D-Mart towards Silver Park signal, while the audience shouts and cheers. One cart has three men riding it while the other has four. As they ensure that the bullocks run as fast as they could, the cart with four men skids and one by one all the four fall even as the bullock with the cart swerves left.Majumdar said that the entire act is not only a violation of the order dated October 2017 of PIL No 23132 of 2017 of Bombay High Court which bans bullock cart racing in Maharashtra unless permissions have been granted by the authorities.”Apart from being a contempt of court, this activity is completely illegal as per the Prevention of Cruelty to Animals Act 1960. Going by the fact that there is evidence that the bullock cart slipped and people fell off, I have also asked the cops to register a case under Section 188 because the race on a public road could have caused danger to human life and safety,” added Majumdar and stated that the cops now need to investigate the matter and take action as per law.A cop from Kashimira police station said that they were busy with security deployment for New Year’s Eve and would investigate the matter from Monday.

MSBTE told simplify process of duplicate mark sheets

The state Right to Services Commission (RTSC) has asked Maharashtra State Board of Technical Education (MSBTE) to simplify the duplicate mark sheet procuring process and make it “user friendly”. The directives were given when an applicant, who was told that his duplicate mark sheet was delivered “by post”, did not receive it for nearly five months.Prathamesh Sorte, an applicant seeking a duplicate mark sheet, had applied to MSBTE. His application was made online on June 28, 2017. When he did not get any information, he filed the first and then subsequently a second appeal. Since no decision was given, a third appeal was filed with the RTSC.While Sorte received the duplicate mark sheet before the hearing of his third appeal, the commission was informed during the hearing that he made four applications to get a copy of it.As per the information provided by MSBTE officials, the commission was informed that the applicant was told that he would get the mark sheet “by post”. However, “by post” means it is sent to a designated officer of the technical education and not to the home of the applicant, as assumed by many applicants.”The applicants assume that they would get their mark sheet at home when they read that it would be sent by post. What they have to do is go and collect the mark sheet from the place where the board sends it to. This tends to create confusion among many. Hence, we have asked for improvement in the format. We have also asked that the system of getting mark sheets be made more user-friendly,” said Swadheen Kshatriya, Chief of RTSC.Kshatriya passed the order on December 11, 2017 and directed Secretary, MSBTE to do all that is necessary.DNA could not reach Secretary of MSBTE.

Mega block at Parel stn to end tonight

The first major block was carried out at Parel station this weekend where the Army is building a new foot-overbridge (FOB). The Central Railway (CR) is carrying out a mega block for three consecutive nights which ends on Monday night.”We will be carrying out another five hours of block on the night of January 1-2 at Parel. This is probably the first such long block given on the main line for the Parel FOB,” said SK Jain, Divisional Railway Manager (Mumbai), Central Railway.The Army and railwaymen are together constructing an extension to the Parel FOB on the north end which will go towards Elphinstone Road station. During this period – midnight to 5am – of the mega block, the authorities will lower the steel cage and bore piles into the ground. They have already drilled deep into the soil and steel pillars next to the tracks have been erected.Sources said that on Monday night, the work will be mainly between Parel and Elphinstone Road stations. Over the last two nights (December 30-31 and December 31-January 1), the CR authorities shut down train services between Matunga and Byculla stations on the slow line towards CSMT at Parel platform 2. Due to this block, 15 services towards CSMT were diverted on Up fast line. On Sunday night, Up slow line there was a block for five hours between Matunga and Byculla stations due to which nine locals were diverted on Up fast line.The Army is set to complete the work of extending this FOB by January 31. Meanwhile, work on the additional staircase for the Elphinstone Road station FOB too is ready and is expected to be open to the public soon. Terrorists storm CRPF camp, 5 personnel killed

A group of heavily armed Jaish-e-Mohammad (JeM) terrorists stormed the highly secured Central Reserve Police Force (CRPF) training facility in south Kashmir’s Pulwama district on Sunday, and killed five soldiers, including an officer, while injuring three others. Two holed-up terrorists have been neutralised so far.The outfit has claimed the responsibility for the attack. A JeM spokesman called up local news agencies to stake the claim. He also ridiculed the Operation All Out, launched by the security forces earlier this year to eliminate terrorists.The incident took place at 2 am. A group of terrorists cut the barbed wire fence of the 185th CRPF battalion, by the isolated hillside. They then lobbed grenades and fired indiscriminately. Three soldiers were injured after the terrorists stormed the facility and took refuge inside one of the three blocks to engage the troops.Security forces immediately rushed in reinforcements to track down the holed-up terrorists and rescue the soldiers trapped inside the training facility.Several people were rescued before the forces took on the terrorists inside the facility. Fierce gunfight between the two sides continued throughout the day. Five CRPF soldiers, including an inspector-rank officer, were killed and three others were injured in the gunfight. Four of them died due to gunshot wounds and another one died of a cardiac arrest during evacuation. Two terrorists were also neutralised and efforts are on to neutralise other terrorists hiding in the facility.”We have recovered bodies of two terrorists. When the room intervention (room by room sanitising operation) was on to retrieve the third body, security forces came under heavy fire from the hiding terrorists. The exchange of fire is currently on,” said Rajesh Yadav, CRPF spokesman for Kashmir.The attack comes days after JeM vowed to avenge the killing of its midget chief, Noor Mohammad Tantray alias Noor Trali, by security forces in the Samboora village of Pulwama district.”I think the inputs had been coming for the last two-three days. They had been trying. They probably could not get a place and time earlier. So, they struck last night. The challenge has always been there but as long as our neighbour (Pakistan) keeps sending people like this, my police, security forces, and the people of Kashmir have to go through this. This is unfortunate,” said Dr Shesh Paul Vaid, Director General of Police.Situated on a hillock, the 185th battalion CRPF camp is a huge complex used as a training facility for jawans and officers inducted for counter-insurgency purposes. The facility also houses the police component. The complex consists of an office and administrative block, residential quarters, and a control room.”The terrorists took shelter in the quarter block. There was no hostage-like situation. Of the four soldiers, one each is from Kashmir and Rajouri district of Jammu. Two others are from Rajasthan and Himachal Pradesh,” Yadav said.Calling the terrorist act dastardly, chief minister Mehbooba Mufti said violence has taken a heavy toll on the society in the state, in terms of death and destruction, tearing apart of social fabric, massive economic, academic, and social losses, besides the irreparable loss of human lives.The terrorist attack on CRPF facility comes almost three months after the security forces repulsed a Pathankot-type terror attack and killed three JeM terrorists, soon after they stormed a highly fortified Border Security Force (BSF) camp neighbouring the Srinagar International Airport and the Air Force Station on October 3.

SC collegium gave age criteria a miss while clearing names

When it finalised the draft of the new Memorandum of Procedure (MoP), the document that guides appointments to higher judiciary, the Supreme Court collegium — headed by (then) Chief Justice of India JS Khehar — had decided that no lawyer below the age of 45 years and above the age of 55 years should be considered for appointment as Judge of a high court.Apart from then CJI Khehar, other members of the collegium who decided this included current CJI Dipak Misra and Justices Jasti Chelameswar, Ranjan Gogoi and Madan Lokur. All, except Justice Khehar, who is now retired, are members of the larger SC collegium now.However, even as the new MoP is yet to be notified — it is pending with the government since March — the collegium has shown that it isn’t too keen to stick to its own resolution.Minutes of meeting of the three-member Supreme Court collegium show that the CJI-led panel is not immune to violating the age limit.Take for example the December 4 decision of the collegium while clearing names for Calcutta HC.The High Court collegium had recommended names of six advocates, including Sabyasachi Chaudhury and Sakya Sen, who weren’t 45 at the time their names were recommended.However, the SC collegium has recommended Sen’s name for elevation to the bench in “relaxation of the age criterion”. As for Chaudhary, he completed 45 years of age during the intervening period when his name was recommended by the HC collegium and cleared by the SC collegium.But, Madras HC lawyer AV Radhakrishnan, whose name had been recommended by the HC collegium, wasn’t so fortunate. “… He is more than 57 years of age. Even on the date of recommendation of the High Court Collegium he had crossed the maximum age limit of 55 years prescribed for Advocates recommended for elevation to the High Court Bench. Having regard to above, he is not found suitable for elevation to the High Court Bench,” the SC collegium decided on the same day when it ignored the age criteria in two other cases.Incidentally, it was on the Centre’s insistence that the SC collegium first agreed to include the age clause in the MoP. The Justice Ministry is of the view that such a cause will ensure uniformity and transparency in the appointment process and also rule out the possibility of members of the collegium adopting different yardsticks while recommending names.But it isn’t the age criterion that the SC collegium has refused to stick to while making appointments.It cleared the name of another lawyer of Calcutta HC – Ravi Krishan Kapur – who had failed to submit the undertaking from his lawyer-father as is mandated under existing rules. In doing so, the SC collegium also ignored the objection raised by the Union Ministry of Law and Justice on this subject, saying the undertaking was based on “mere administrative instructions and is not a mandatory requirement”.In yet another departure from rules, the SC collegium decided to clear a candidate – advocate Arindam Mukherjee – even though he had not submitted adequate number of reported/unreported judgments.”In our view, number of reported/unreported judgments is just one of the factors and not the only factor to determine suitability of a recommendee for purpose of elevation,” the collegium noted.

On a daily basis, MahaRERA receives several complaints from homebuyers. While some are amicably settled between the buyer and developer, the authority does gives out decisions in cases of conflict. Until now, there was no proper tribunal where one could challenge the order of MahaRERA and thus a demand from various forums that a tribunal be set. However, some are still unhappy as they were expecting a full-fledged and permanent tribunal not a designated one. "Something is better than nothing but we were expecting a permanent tribunal to look into appeals. We had brought out the issues pertaining to having a designated one and also wrote to the CM regarding the same in the past," said Adv Shirish Deshpande, Chairman, Mumbai Grahak Panchayat.”

The government has designated the responsibility to Maharashtra Revenue Tribunal located in Mumbai. The housing department released a notification on December 28 informing on this development.On a daily basis, MahaRERA receives several complaints from homebuyers. Western Railway faces real test as AC local runs up to Virar today

The Western Railway (WR) braces for a challenging first day of 2018 as it is the D-Day to operate the newly inaugurated air-conditioned local train up to Virar. On Sunday, WR officials were busy with the final checks of the AC locals as beginning Monday, the local will run for 60 kms.Over the past two days, the WR carried out basic maintenance checks and inspection in the AC rake. “Primary checks were carried out. The AC train will run on the Churchgate-Virar route as scheduled,” said Ravindra Bhakar, Chief PRO, Western Railway.After its launch on December 25, up to December 29, the AC local ran six services daily which will be upped to 12 services from January 1. Of these, eight services will run the Churchgate-Virar stretch and the remaining on the Churchgate-Borivali route. As per the decided schedule for the AC local, authorities will operate one service each during the morning and evening peak hours.Initial runs from the last week have mostly received negative feedback from commuters owing to the high fares, while some are of the opinion that the AC local is eating into the regular train services. “By replacing the existing local train services on the Churchgate-Borivali route with the AC train, almost 50,000 people have been affected,” said passenger activist Anil Galgali. Authorities are even more concerned about reactions once the AC local runs up to Virar.”The Railways should have at least lowered the fares. Who will spend Rs 205 one way from Virar to Churchgate when a second class season pass can be bought in almost the same amount,” said A Parab, a resident of Virar.A monthly pass for the AC local from Churchgate to Virar will cost Rs 2,040, fortnightly Rs 1,555, and weekly Rs 1,070. The daily ticket up to Vasai and Bhayander will cost Rs 195 and Rs 175 respectively. Between Churchgate and Virar, the AC local will halt at Mumbai Central, Dadar, Bandra, Andheri, Borivali, Bhayander and Vasai. ‘Thalaiva’ takes the poll plunge

Ending nearly two decades of speculation over his political fate, superstar Rajinikanth on Sunday announced the launch of a party, just in time to contest the next Tamil Nadu Assembly polls.”I am surely coming to politics. In the next Assembly election, I will launch a political party and contest from all 234 seats,” he said amid thunderous applause by fans, who have been waiting for this day for over two decades now. He promised people that he would usher in an era of secular and “spiritual” politics.Tamil Nadu politics seems to have taken an interesting turn. Last month, actor Kamal Haasan announced his political plunge after the death of AIADMK supremo J Jayalalithaa.Significantly, the actor’s announcement came in the wake of both the ruling AIADMK and DMK suffering shocking defeat in the bypoll to Jayalalithaa’s RK Nagar Assembly seat.The buzz over Rajinikanth’s political entry has been doing rounds since 1996, when he backed DMK-Tamil Manila Congress alliance to unseat late Jayalalithaa from power.The next state polls are due in May 2021, if the ruling AIADMK government survives its full five-year term.Rajini said he would not contest the Local Body polls, to be held next year, since he has little time for preparations. He, however, said that he would take a call on the Lok Sabha polls, which are due in 2019 at the time of elections.Rajinikanth also urged his fans to focus on expanding their associations to every nook and corner of the state, enrolling all people, including youths and women in large numbers, until the launch of the party.”I will start a political party before the state Assembly elections. Till then, I request fans to not speak about politics or speak ill of any political party,” he said.He added: “I don’t want cadres. I want saviours who will not work for their own benefit but question the wrongdoings. I will be a representative who will watch over this.” He said his party would seek the people’s support based on promises made to them. “If we are not able to fulfill the promises, we will resign from the government in three years,” he assured.Stating that he has decided to take the political plunge considering the degeneration of politics in the state, the 68-year-old actor said the developments in the last one year have made the people hang their heads in shame. “Politics has become very tainted. Democracy has become battered. The political climate in Tamil Nadu has made us hang our heads in shame. If I don’t act now, I will feel guilty. I want to change the entire political system. We need politics devoid of caste and religion. We need spiritual politics,” he said.Stating that what he intended to do was not an easy task, Rajinikanth said: “I know it is like diving in the ocean to find a pearl. I am confident that I will have god’s blessings and support of the people.”Accusing the state political parties of looting the people, the actor said: “Earlier, kings looted the country and the people. Now in the name of democracy, politicians coming to power are looting their own people. It is time for a change.”

Kamala Mills fire continues to singe ‘illegal’ city restos

The Brihanmumbai Municipal Corporation’s (BMC) hammer continued for a second day in a bid to crackdown on illegal construction of restaurants across the city. A part of Smaaash, a well known destination for various games and food arena in Kamala Mills Compound in Lower, was also demolished on Sunday as part of the drive.On day two, all three additional municipal commissioners (City, Western Suburbs and Eastern Suburbs) supervised the demolition drive.Two rooftop illegal structures of Smaaash were demolished during the two hour-long drive. Devendra Kumar Jain, Assistant Commissioner of G South ward, said that the structures were illegal, and were spread across 5,000 square feet area. He added that a total of five illegal structures in Kamala Mills Compound, including a Cafeteria on the open terrace of Welspun House, were razed.Sheesha Restaurant in Raghuvanshi Mill Compound in Lower Parel under the G South ward of BMC also faced the same fate.The kitchen and shed spread were also demolished.The BMC also took action against Bar Stock Exchange in Chembur.Two after a massive fire at 1 Above and Mojo’s Bistro restaurants killed 14 and injured several others, a total of 355 hotels and restaurants came under BMC’s hammer on Sunday.During the day-long drive, the BMC also sealed 30 hotels and restaurants across the city. While some were partially shut, others were sealed completely. Some hotels which were sealed were Orange Mint, Pramila Bar in Chembur, Mumbai King in Saki Naka, Hotel Spice, and Jai Bhawani restaurant in Phoenix Mall in Kurla, among others.Of the total 30 hotels and restaurants which were sealed, 22 were in L ward (Kurla) and three each in R North and S Wards (Bhandup), while one each in M West (Chembur) and D ward of BMC. Most of the hotels sealed were found flouting fire safety norms and had illegal extensions, among others. Some hookah parlours were also sealed by the BMC.The civic administration did not spare clubs and the Gymkhana in H West ward as well. Other clubs where the action was taken included Khar Gymkhana. In all, the BMC removed illegal extensions either on rooftops or at the front of the structures. The BMC also seized 426 cylinders during the drive.

Fail to treat wet waste? No water, power for you: MPCB

Housing societies in the city that have not yet started treating wet waste at source or set up facilities for the purpose in their premises can now prepare to face the music as the Maharashtra Pollution Control Board (MPCB) threatens to cut power and water supply to these residential units.The MPCB has sent notices to 76 large housing societies that have not yet established facilities to treat wet waste in their premises. From the original deadline of October 2, the Brihanmumbai Municipal Corporation (BMC) extended it to January 2, 2018 for the around 3,200 bulk generators of waste in the city. Once the deadline is passed, the civic body has stated that it will stop collecting untreated waste from the premises of these bulk generators.”We have issued notices to 76 societies for flouting the Solid Waste Management Rules, 2016. This list was given to us by the BMC… (in case of further default) we will submit a proposal to the Board asking for the power and water supply to be disconnected,” said Madhukar Lad, Regional Officer (Mumbai), MPCB, adding that the notices were sent in the third week of December. Lad noted that these bulk generators must establish facilities like Organic Waste Composters (OWC) for treating wet waste which aims to reduce the burden of solid waste that is dumped at the three dumping grounds in the city. He added that these societies will be given a hearing following which a period of 15 days to a month will be offered to take the necessary measures.The MPCB is in the process of sending show cause notices to more societies, many of which are in areas like Mahim, Dadar and Parel, according to MPCB officials. “These entities must segregate their waste at source and establish vermicomposting or OWC facilities to treat wet waste,” stressed Lad.Meanwhile, a senior BMC official said that the number of bulk waste generators treating their wet waste was gradually increasing. “Some have established OWCs or are doing so. Some societies have already taken permissions from their managing committees,” he explained, adding that an extension for the deadline for not lifting wet waste would be granted based on this progress. The official admitted that the 100kg average was decided on a thumb-rule basis after considering the number of size of families and average garbage generation of 450 to 500gm per head.The Mulund, Deonar and Kanjurmarg dumping grounds see around 7,300 metric tons of garbage being dumped there daily.The official said building projects of an over 20,000 square meter area needed environment clearances with a condition that all solid waste would be processed in the premises. The state had issued guidelines under which premises over 5,000 square meters are to treat their own wet waste. Though this was a condition for granting the occupation certificate, it was breached later with these spaces being used for purposes like parking, he admitted, adding that they would propose action against these violators.MATTER OF WASTEUnder the SWM Rules, 2016, all gated communities and institutions with an area of over 5,000 square meters shall segregate, process and treat waste at source. It defines bulk generators as buildings occupied by the central and state government or local body departments or undertakings, public sector undertakings, private companies, hospitals, educational institutions, hotels, commercial establishments, markets, places of worship, stadiums and sports complexes with an average daily waste generation rate exceeding 100kg.

Pulwama: Five CRPF jawans killed in JeM attack, 2 terrorists neutralised

In a pre-dawn strike, five CRPF men were killed when heavily armed terrorists carried out suicide attack on a camp of the paramilitary force in Pulwama district of south Kashmir, officials said.This is first time local terrorists carried out a suicide attack, which has been claimed by Pakistan-based Jaish-e- Mohammed. CRPF spokesperson Rajesh Yadav said the two terrorists are Manzoor Ahmad Baba from Drubgam (Pulwama) and Fardeen Ahmad Khanday from Nazeempora (Tral). Khanday is the son a serving policeman. “Five CRPF jawans have been martyred and three others are injured. The bodies of two terrorists have also been recovered. We believe another terrorist has also been killed but the body has not been retrieved,” Yadav told PTI.Also readPulwama encounter: 5 CRPF jawans martyred, 2 terrorists killedThe paramilitary force’s officials in Delhi said the two terrorists are reportedly from Jaish-e-Mohammed and their bodies have been recovered with arms and ammunition. Yadav said the deceased personnel are Inspector Kuldip Roy from Hamirpur (Himachal Pradesh), Head Constable Taufail Ahmed of Rajouri (J&K), constables Sharief-ud-din Ganaie of Chadoora in Budgam (J&K), Rajendra Nain of Churu (Rajasthan) and P K Panda of Sundargarh (Odisha). He said while Roy died of heart attack during the gunbattle, the four others succumbed to bullet injuries.The injured personnel are constables Narendra Kumar, Malam Samadhan and Mala Ram, he said. “One or two terrorists are still holed up but firing has stopped. Forces are still continuing the search operation,” he said”The heavily armed terrorists stormed the camp at about 2 AM. They were armed with under-barrel grenade launchers and automatic weapons. They (militants) were trying. They probably could not get a place and time earlier. A Jammu and Kashmir Police team is also co-located with CRPF in this camp.

The MP was booked on charges of attempting to commit culpable homicide and using criminal force with intent to dishonor a person and the case was handed over to the Delhi Police’s Crime Branch.However, the probe team is yet to “conclude the probe”, said an official.After a case was registered, a Crime Branch team visited the airport to ascertain how the argument broke out between the MP and the AI manager. 15 AI staffers were questioned, including Sukumar. “The MP has not been questioned in the case. Both the parties have reached a compromise. We might file a closure report after fulfilling legal formalities,” said an official privy to the probe. The incident had triggered massive outrage with the Air India and other private airlines even banning the MP from flying. The ban was later revoked after the MP wrote a letter to Union Civil Aviation Minister Ashok Gajapathi Raju expressing “regret” over the unfortunate incident.

IndiGo confirmed the incident and said it had been reported to the aviation regulator, the Directorate General of Civil Aviation (DGCA). “IndiGo’s Goa-Delhi flight was involved in a air turnback due to engine 2 low oil pressure,” the airline said in a statement.The aircraft was carrying 182 passengers and three infants on board, it added. After arrest of techie, online Tatkal booking softwares under CBI scanner

A number of online softwares, being used allegedly by travel agents to trick the Tatkal booking systems, have come under the scanner of the CBI during its probe against its techie who has developed a similar system, the agency sources said here today.During its probe against its own programmer, Ajay Garg, who had developed one such illicit software, the agency has noticed a large number of softwares which were easily available online for a price. These were being used to trick the railway ticketing system by speeding up the booking process and allowing multiple tickets, they said. The sources said ‘neo’ software developed by Garg is one among many such programmes available online, they said.”All such softwares are under scanner. We are examining them and may soon take action, if any illegality is found in their operations,” an official said.The sources said the softwares work on “auto fill” system where details of large number of ticket seekers are entered and kept ready even before Tatkal bookings open on the IRCTC website at 10 am for trains departing next day. They said these softwares speed up the PNR generating process, bypassing the IRCTC captcha and allowing login with multiple IDs allowing a large number of ticket bookings simultaneously on a single click of mouse. The softwares allow the users to fraudulently gain unauthorised access to computer network in contravention of rules and regulations, they said.Also readDay after CBI programmer held in tatkal ticket scam, Piyush Goyal calls for strengthened cyber security”Use of such software is illegal as per rules and regulations of the IRCTC and also under the Railways Act. It was also alleged that the accused was collecting money for the use of such software by certain booking agents and had amassed huge wealth from these activities,” CBI spokesperson Abhishek Dayal said. The CBI had arrested its assistant programmer and his front, Anil Gupta, for developing and distributing the software to agents for a price, he had said.The ticket bookings under Tatkal quota open at 10 am for AC class and 11 AM for non-AC coaches for the trains departing next day. Under the quota, a fixed number of seats, in each coach, are sold at a premium by the railways to travellers who need tickets urgently. A common complaint of passengers is that by the time they enter details on the IRCTC website or complete booking process, seats under Tatkal quota gets full within minutes of start of the booking. Their bookings are either rejected or they get a waitlisted ticket that too at a very steep prices.Some travel agents offer to provide confirmed tickets under the quota by charging premium, over and above railways prices. The arrest of Garg and Gupta has exposed the alleged software trickery used by them to exploit the vulnerabilities of IRCTC ticket booking system, the sources said. Garg, a 35-year-old software engineer, had joined the CBI in 2012 through a selection process and was working as an assistant programmer. Earlier, he had served with the IRCTC, which handles ticketing system of the railways, between 2007 and 2011.

Hyderabad: Two Nigerians arrested with drugs

Two Nigerians were arrested on Sunday for alleged possession and sale of narcotics, police said.The approximate value of the drugs in the international market is over Rs 16 lakh.The sleuths of Special Operations Team (SoT) of the Rachakonda Police picked the duo, including a woman, for allegedly possessing narcotic substances, including cocaine and heroin, which were seized, according to a police release.The duo allegedly used to sell drugs by procuring them from another Nigerian, it said.Acting on a tip-off, the duo, who came to India on student visas and pursuing undergraduate courses in the city, were arrested.Also readSeizure of party drugs rises sevenfold this yearEfforts were on to nab the third person, the release said.

Mumbai: Immediate action on safety violations, cops warn party organisers

Police today warned eateries and party organisers on the eve of New Year of immediate action if they are found violating safety norms.”We have instructed party organisers to strictly adhere to safety norms. If they are found violating any norms, immediate action will be taken against them,” Mumbai police spokesperson, DCP Deepak Deoraj said today.Officials said several measures have been put in place to ensure that celebrations to bring in the new year pass off peacefully.Several stretches of roads have been designated as no-parking zones while a ban on flying objects has been enforced.A senior official said that over 30,000 police personnel will be on the roads across the city to ensure safety and security of New Year revellers.This will include special teams formed for the safety of women and children, officials added.Women police personnel have been deployed at various important places in the city to keep an eye on eve-teasers.Officials of the rank of deputy commissioner of police would be present at locations like Gateway of India, Marine Drive, Juhu Chowpatty, Madh Island among others where revellers have traditionally gathered in large numbers to celebrate the New Year, they added.Combing operations have been carried out in many parts of the city and several persons with past criminal records have been detained as a precautionary measure, officials informed.The city police as well as specialised units like the Anti-Terrorism Squad have been placed on alert to ensure safety of citizens, officials said.

No New Year celebrations for people in Assam as they wait for first draft of NRC with bated breath

At the stroke of midnight today, the Assam government will release the first draft of the much-awaited National Register of Citizens (NRC) with names of 2.24 crore bona fide Indian citizens.Of the 3.28 crore people who had applied for inclusion in the registry, 2.24 crore have found a place in the first draft following verification of their documents. The rest will be considered in the next two drafts, Chief Minister Sarbananda Sonowal told mediapersons yesterday.”As per hon’ble Supreme Court’s order, there will be two more drafts of the NRC and the names of all genuine citizen claimants whose names do not feature in the first publication will be included in it after verification of the pending documents,” Sonowal said.Also read’Indian citizens excluded in draft NRC will get enough chance to prove credentials’ Dispelling apprehensions over security, Sonowal said no untoward situation is expected to arise as the district administrations have been conducting public meetings and campaigns to explain to the people the updation procedures.The chief minister also said the media have an important role to play in disseminating correct information to the public.Also readAASU demands error free NRC, says ‘no Bangladeshi coming to Assam after 1971 will be allowed to stay'”Social media will be monitored closely for misinformation on the NRC draft and strict action will be taken against those attempting to create trouble,” he said.Asked about a tentative date for release of the final draft, Sonowal said, “The Assam government is conducting the NRC updation process with the state government machinery, the district deputy commissioners’ offices mobilised for it on the orders of the Supreme Court… The complete draft will be published after verification of all documents of those who had applied for inclusion.”The state coordinator for NRC, Prateek Hajela, asserted that “genuine” Indian citizens need not panic if their names have not appeared in the first draft as verification process is yet to be completed.”If the name of any genuine Indian citizen does not appear in the first draft, it means the verification process of that person is yet to be completed,” Hajela said, adding there will be scope for making claims after the final draft is published.Union Home Secretary Rajiv Gauba, during his visit to the state, had also said there will be an opportunity for claims and objections after the release of the third draft.”Those who do not find their names in the first draft need not worry as there will be opportunities for subsequent investigation and document verification,” Gauba had said after reviewing the NRC updation process in Assam.The office of the State Coordinator for NRC has made elaborate arrangements for people to check their names in the first draft at NRC sewa kendras across the state from 8 am on January 1. They can also check for information online and through SMS services.Assam, which faced influx from Bangladesh since the early 20th century, is the only state having an NRC, first prepared in 1951.According to the Assam government’s official website, “The NRC is a register containing names of Indian citizens.The only time that a National Register of Citizens (NRC) was prepared was in 1951 when after conduct of the Census of 1951.”It was prepared by recording particulars of all the persons enumerated during that Census, the website said.The issue of updating the NRC of 1951 was first raised by the All Assam Students’ Union (AASU) more than three decades ago. The students’ body had submitted a memorandum to the Centre on January 18, 1980, two months after launching the anti-illegal foreigners Assam Movement.On November 17, 1999, at an official-level tripartite meeting to review the implementation of the Assam Accord, a decision was taken that the NRC would be updated and the Centre sanctioned Rs 20 lakh for the purpose and released Rs 5 lakh of it to start the exercise.The final decision to update the NRC was taken on May 5, 2005 when the then Prime Minister Manmohan Singh chaired a meeting to review the implementation of the accord.Thereafter, the government created a directorate for updating the NRC and the process of computerisation of the voters’ list up to 1971 and the NRC of 1951 began.A pilot project that was launched in two revenue circles of Barpeta and Chaygaon was suspended after a violent protest by a few organisations. The state government then formed a group of ministers (GoM) to hold talks with different organisations to draft modalities for updating the NRC.The updation process finally gained momentum after the Supreme Court started monitoring its progress and set December 31 midnight as the date for publication of the first draft of the NRC.

‘Upcoming Panchayat polls in J&K on the insistence of BJP leadership’

The BJP, which is sharing power with PDP in Jammu and Kashmir, today claimed the upcoming panchayat and Urban Local Bodies (ULB) polls were being held in the state due to the insistence of its leadership.”The polls are being held due to the insistence of BJP leadership which continued to raise the issue of early elections at different forums,” BJP state spokesperson Anil Gupta said in a statement here.He appealed to the people to ignore the boycott called given by separatists and said that total integration with the democratic institutions of India was in the best interest of all Kashmiris.The conduct of the elections will be a big challenge for the state election authorities and I have full confidence in them that they would surmount all challenges, he said.Welcoming the statement by Chief Minister Mehbooba Mufti that the panchayat polls from February 15 would be followed by ULB elections, Gupta said these elections would lead to real decentralisation of power.The BJP-PDP government is committed to the devolution of democratic powers and financial resources to the panchayats and ULBs for realising its promise of holistic development, he said.”The sincerity of the BJP-PDP alliance in financial empowerment of the panchayats can be gauged from the fact that separate budgetary allocation for them is being made by the finance minister, a clear and welcome departure from the past,” he said.As far as the ULB elections are concerned, he said these were long overdue.The elections have not been held since 2005 where in (former Chief Ministers) Ghulam Nabi Azad and Omar Abdullah led coalition governments did not dare to hold polls due to political considerations depriving the state huge amount of funds from the Centre, he said.

With an aim to boost passenger safety, the Delhi Transport department is working on a QR code based system to keep a tab on the autorickshaws and cabs plying on city roads.The department would set up a control room at its headquarters in Civil Lines, so that autorickshaws and cabs could be tracked while ferrying passengers, a senior official of transport department said.QR code stickers on cabs and autorickshaws would enable the passengers to have the details of the driver which they could also share with others through their smartphones.It would also give details of the GPS installed in the vehicle. The details of driver and GPS will help in case a passenger, specially women, face any distress while commuting in the vehicle, the officer said.Nearly 90,000 autorickshaws and over 60,000 cabs ply on city roads but only around half of them have GPS. Mandatory installation of GPS will help the department watch the routes taken by the vehicles, he said.QR code stickers are two dimensional barcodes that bear the details of the product on which they are affixed or printed.
