Office crunch: Ishwar Parmar to sit in SS-2

Chief Minister Vijay Rupani’s team having eight cabinet ministers and his deputy Nitin Patel took oath of office on Tuesday.The CM, Deputy CM and all cabinet ministers sit in the offices of the Swarnim Sankul-1 (SS-1) complex here, but with more cabinet ministers this time, the chambers in this complex fell short on Wednesday.The ‘junior-most’ cabinet minister Ishwar Parmar was then shifted to Swarnim Sankul-2 (SS-2), that is the complex of offices of state level ministers (MoSs).Third and fourth floor of the SS-1 are occupied by CMO, while the half of the second floor of this complex was allotted to Nitin Patel since he became deputy CM in the last term and that has been retained this time too. With this, there are only seven chambers and that is why Parmar has to sit with MoSs now.The social media was rife with messages on Wednesday that the BJP ruled government kept distance with the only Dalit minister Parmar. Some messages said that it was an injustice and therefore Parmar should resign.However, by evening, the Gujarat BJP countered this message and cited the order of General Administration Department (GAD) of making arrangements for Parmar’s office in SS-1 with other cabinet ministers.As per the order, the meeting hall named Girnar Hall on second floor, adjacent to Deputy CM Nitin Patel’s office is being converted into chamber for Parmar.The order undersigned by deputy secretary in GAD also mentioned that Parmar has been allotted office in SS-2 on temporary basis and CM Vijay Rupani ordered the department to make chamber ready for Parmar in SS-1. CM Vijay Rupani inaugurates Science Congress

Chief Minister Vijay Rupani and Deputy CM Nitin Patel swung into action soon after the swearing-in ceremony on Tuesday by staying back in Gujarat instead of going to attend the swearing-in ceremony of Himachal Pradesh CM, who is also from the BJP, and his cabinet members.Surprisingly, Rupani did not call a cabinet meeting as the general practice after swearing-in, and portfolio distribution among ministers is awaited.In his first public programme after assuming the charge of CMO in the new term, on Wednesday, Rupani inaugurated 25th National Children’s Science Congress at Science City in Ahmedabad. It was attended by 900 children from 30 states and six Asian countries, scientists, educationists and others. Addressing the gathering, Rupani said, “Former president Abdul Kalam gave slogan of Jay Vigyan that was added to former PM Lal Bahadur Shashtri’s slogan Jay Jawan, Jay Kisan. Kalam came from a very ordinary background but became a great scientist. His vision for India is showing us the path of progress. We should take inspiration from his life. This Science Congress has laid foundation stone for India’s progress that would bring our nation in top three position in world in the sector of science and technology.”His deputy Nitin Patel took charge of his office and held a meeting with officials to review process of purchase of groundnuts by government at minimum support price.Rupani also reached his residence in the afternoon and cleared pending files of the state government that were piled up on his desk after the model code of conduct came into force.

Tension rose by the minute both inside, outside Pak Foreign Office

A heavy security blanket was thrown around Constitutional Avenue that houses the Pakistan government’s main buildings, including its Foreign Office, as former India Naval officer Kulbhushan Jadhav’s mother Avanti and wife Chetana Jadhav arrived in Islamabad. Tension rose by the minute both inside and outside FO, even as Pakistani officials went on an overdrive to make the meeting a media spectacle.Police and paramilitary forces were deployed to deal with any untoward situation. Pakistani officials looked inspired by the script of Karun Anshuman’s recently released fiction Kashmir Nama that is about an Indian spy’s escape in the heart of Islamabad after the Taliban accidentally targeted a convoy transporting him for interrogation.A convoy of seven vehicles escorting Jadhav’s family accompanied by Deputy High Commissioner JP Singh and a Pakistani female official arrived at the Pakistan Foreign Office building around 2 pm. The family had landed in Islamabad via Dubai around noon and as it drove from the airport, traffic was blocked on the road.It was straightaway taken to the Indian High Commission, where it spent half an hour.At around 2 pm, it entered the ministry building’s main Agha Shahi Block. After the meeting, they once again headed to the Indian High Commission, before moving to the airport for the return journey.As the family entered the building, Pakistan Foreign Office spokesperson Mohammad Faisal took to Twitter, posting pictures and details of the meeting.While there was shock in India to see the meeting taking place across a glass screen and the women talking to Jadhav via an intercom, Faisal said settings of the meeting had been decided with Indian diplomats.He said the outline had been conveyed to Indian officials that a screen would be placed between the prisoner and his relatives. He claimed that the Indian government had acknowledged the communication a few days ago. Pakistani media also reported that the two women, who travelled from Mumbai, had also brought a gift for the prisoner and handed it over to Pakistani officials.Pakistani diplomats said, it will be handed over to Jadhav after following proper procedures. The wife and the mother greeted mediapersons with a namaste after arriving at the ministry but did not respond to their questions.Once the meeting was over, there was visible tension in the air. Pakistani officials didn’t allow the vehicle to come to the porch to allow the women to board. This angered Indian Deputy High Commissioner, who was seen having a word with a security official. But as it appeared, it was in the scheme of Pakistani officials, who wanted camerapersons sitting at a distance to take full view of the mother and wife duo walking out of the building. The vehicle, if parked, would have blocked the view. Jadhav was already at the ministry before his family arrived. But it was not known where he had been kept before being transported to the Foreign Office.

Delhi’s Deputy Chief Minister Manish Sisodia’s tweet on Arvind Kejriwal not being invited for the inauguration of Delhi Metro’s Magenta Line was retweeted by the Delhi Chief Minister, although he had earlier said he would not make any political comments on Christmas.Kejriwal was not invited to the launch of Delhi Metro’s Magenta Line out of the fear that he might publicly demand a rollback of the fare hike, his deputy Manish Sisodia said today.He also said that not inviting the chief minister to the inauguration programme at Noida was an “insult” to the people of Delhi.Sisodia’s observations came minutes after Prime Minister Narendra Modi inaugurated the 12.38-km stretch of the Magenta Line, between the Kalkaji Mandir and Botanical Garden metro stations, in the presence of Uttar Pradesh Chief Minister Yogi Adityanath.”Not calling the Delhi chief minister in an inauguration of a Delhi Metro project is an insult of the people of Delhi.There’s only one reason behind not inviting Kejriwal, the fear that he may urge the prime minister to roll back the fare hike (sic),” the Aam Aadmi Party (AAP) leader tweeted.Of the nine stations on the Magenta Line, seven are within the boundaries of Delhi, while the remaining two are in Noida.Those who had hiked the metro fares were “scared” of the AAP supremo, Sisodia said.Almost on cue, AAP leaders and volunteers started tweeting with #TakeCreditButReduceFare.When reporters asked Kejriwal for comments on the issue at a Christmas event in the city, the chief minister evaded a reply, saying the occasion was not right to talk about it.However, he retweeted Sisodia’s tweets.The Kejriwal government has been at loggerheads with the Centre and Delhi Metro Rail Corporation (DMRC) over the recent hike in the metro fares, despite the AAP’s objections. Vijay Rupani, others to take oath on Tuesday, ceremony in Gandhinagar

Gujarat BJP president Jitu Vaghani met Governor O P Kohli on Saturday and staked claim to form the government. Vaghani told media persons that party leaders would meet again and, with the consent of Chief Minister Vijay Rupani, will decide on the probable names for the cabinet.”We met the governor and staked claim to form the government. India, Russia address dip in relations, review ties

India and Russia on Saturday attempted to address the perceived dip in their relations by undertaking a comprehensive review of economic cooperation in key areas, including energy, trade and investment.The meeting of the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC) was co-chaired by External Affairs Minister Sushma Swaraj and Russia’s Deputy Prime Minister Dmitry Rogozin. Deepening the special and privileged strategic partnership, Swaraj welcomed Rogozin, MEA spokesperson Raveesh Kumar tweeted.”External affairs minister and Deputy Prime Minister of Russia Rogozin undertook a comprehensive review of economic cooperation in the areas of trade and investment, transport, energy, agriculture, industry and space under IRIGC-EC (framework),” Kumar said.Rogozin later called on Prime Minister Narendra Modi, who noted with satisfaction the marked increase in high-level exchanges between the two countries this year. Modi also recalled his own visit to St. Petersburg in June this year for the Annual Bilateral Summit.The deputy Russian Prime Minister also called on the Defence Minister Nirmala Sitharaman. Hyderabad: Charge sheet against 3 men who allegedly wanted to join ISIS

The Hyderabad Police have filed a charge sheet in a local court against three persons who allegedly attempted to join the Islamic State terror group in 2015.The charge sheet was filed in a local court but “it has not yet been numbered” (for further proceedings before the court),” Deputy Commissioner of Police Avinash Mohanty said today.The three men, in their 20s, were arrested at the Nagpur airport after a long surveillance of their activities in 2015 when they allegedly tried to head for the Middle-East to join the ISIS via Srinagar.They face charges under the Unlawful Activities Prevention Act (UAPA) and the Indian Penal Code, among other laws.The trio are currently on bail, police sources said.

Deputy Russian PM Dmitry Rogozin calls on PM Narendra Modi

The Deputy Prime Minister of Russia, Dmitry Rogozin, called on Prime Minister Narendra Modi on Saturday afternoon.Prime Minister Modi warmly welcomed Rogozin on his third visit to India this year.He noted with the satisfaction of the marked increase in high-level exchanges this year. Delhi High Court directs Delhi Govt to stay order on private school fee hike

The Delhi High Court directed the Delhi government on Wednesday to stay the order of a hike in private schools’ fees in the name of the 7th Pay Commission till further orders.Hearing a petition filed by 100 students of ASN Public School, Mayur Vihar, the bench directed the Delhi government to do the needful.Delhi’s Deputy Chief Minister and Education Minister Manish Sisodia also took to Twitter saying that he has been receiving parents’ complaints in the fee hike matter. “I’ve been getting complaints of excessive fee hike in the name of 7th Pay Commission, that schools are misusing loopholes in the govt order. I assure parents we will protect their interests,” he said.”Delhi govt committed to fighting financial malpractices in pvt schools, haven’t let fees be hiked in 2 years! We will not let pvt schools hike their fees illegitimately in the future too,” he added.The development came days after Kejriwal warned the private schools in the national capital of “strongest action” for allegedly harassing parents by arbitrarily increasing fees in schools. Earlier, there were reports suggesting that private schools substantially increased their fees to comply with the seventh central pay commission (CPC) recommendations.Several schools also moved the court, challenging the committee’s recommendations as well as a May 29 order of the Delhi government, directing refund of the excess fees charged by them and warning of de-recognition or takeover by the Directorate of Education in case of a failure to do so.Following this, the court had directed the private schools return 75 percent of the excess fees charged by them if they wanted protection from the coercive action. First year MBBS student raped in medical college campus in Bhubaneswar

A first year female MBBS student of a private medical college was alleged raped in the college campus here, police said on Wednesday.The female student in her FIR at Mancheswar Police Station alleged that she was raped by a peon of the college while she was returning to hostel on Tuesday night.”We have arrested a man based on the complaint of the girl. Both the victim and the accused have undergone medical examination,” Bhubaneswar Deputy Commissioner of Police (DCP), Satyabrata Bhoi told reporters adding that the police have also recorded the statement of the victim under Section 161 CrPC.The private medical college chairman Tirupati Panigrahi said: “The incident that occurred at around 7.30 pm yesterday came to the light at around 12 pm. The girl did not know the peon’s name. We identified the accused and handed him over to the police.”The accused has been identified as Manoj Khuntia, a resident from Athagarh in Cuttack district, police said.Khuntia claimed that he is innocent and allegations against him are false and baseless.”At around 9 PM last night, I saw the girl student and her male friend in a compromising position, while I was coming from the canteen after having my dinner. Prime Minister Narendra Modi on Tuesday met Cyclone Ockhi-affected fishermen and farmers in Tamil Nadu’s Kanyakumari district. He also chaired a a review meeting to take stock of the situation in the aftermath of the devastating natural disaster that left dead and several missing.After visiting cyclone-hit Lakshadweep in the morning, Modi reached Kanyakumari by an IAF helicopter from Thiruvananthapuram. They included widening the search operation for missing fishermen in the deep sea, satellite phones for fishermen, establishment of a naval base with helipad in the district and reservation for fishermen youth in the coast guard and Navy. BMC blames socio-economic problems for Andheri farsan shop fire

A day after 12 people were charred in a fire at an illegal condiment factory in Sakinaka, the civic body on Tuesday tried to shrug off its responsibility by attributing the tragedy to a combination of several issues.Political pressure, court cases and government failure in checking illegal supply of electricity and gas cylinders for commercial purposes the hurdles that it faces in controlling unauthorised businesses in the city, said the Brihanmumbai Municipal Corporation.”It is a socio-economic problem that people come to Mumbai to do odd jobs. The workers who died on Monday were from north India,” said Deputy Municipal Commissioner, Bharat Marathe. The Bhanu condiment factory on Khairani Road was too small to operate as a factory and accommodate 20 people, said Marathe, the in-charge of civic affairs for the area.And the issues span across Mumbai, he said. “It is a reality that 60 percent of the city have the same scenario.” Regular inspections and strict action are the need of the hour, he said.Vote-bank politics undo all the efforts of the civic body, said a BMC official, who did not wish to be named. “We are under immense political pressure to not take action in slums. It is only after court orders that we can do something.” He said only a handful of politicians allow the BMC to do its work in good faith.Resource crunch is another impediment, said the second official. “We lack staff in sanitary inspections, factory and licence departments. One person can inspect maximum 20 shops per day but in Mumbai depending on the area ranging from 60 to 200 illegal small scale businesses come up every day. Many a times we don’t even come to know that some businesses start and even closes after few months. Even if we take the owner to court, high court penalises him sometimes with just Rs 500 and the illegal business continues”, he said.BJP MP Kirit Somaiya, who has written to the BMC chief after Monday’s tragedy, said he has demanded inspection at all condiment factories in Mumbai. “It may be true that some politicians don’t allow BMC action, but it is not important at the moment. We have to look forward that such incidences should not occur and innocent should not lose their lives”.

Hot wheels: Cops crack carjacking case, two held

Delhi police have arrested two notorious carjackers who allegedly committed crimes in a unique manner.The duo is said to have used mobile phone signal jammer devices while committing the thefts in Vasant Village, police said. According to the police, the accused have been identified as Subodh Yadav, 37, and his associate Vipan Kumar, 42, who would steal the vehicles and then dispose of them after tampering with the engine and chassis number of the vehicle. The accused were arrested following a tip-off.”We had received information that they would be coming to Vasant Village to meet and finalise a deal for a stolen luxury car. A trap was laid out at 4.30 pm,” said Romil Baniya, Deputy Commissioner of Police, South District.The team swung into action and on sensing the police presence both of them tried to escape with the car but were apprehended.”The accused were thoroughly searched and sophisticated tools for reading and replicating ignition, lock system and bypassing Engine Control Module (ECM) settings and mobile phone signal jammers were recovered,” Baniya added.During interrogation, the accused revealed that they had developed a vast network of engine and chassis numbers punchers operating from Punjab and UP. The members of this syndicate purchased all the damaged vehicles from the insurance company and punched the engine and chassis numbers of total loss vehicle to stolen vehicle and sell the stolen vehicles to second-hand car buyers.”The modus operandi was unique as they used an advanced security software read-and-replicate machine to disable ignition and security system and bypass the ECM of the vehicle, and transferred this data to their programming machine.””Using this data, the accused prepared duplicate keys to steal the cars. They further used A mobile phone signal jammer device while committing theft or dealing in stolen cars to dodge decoy customers as well as police. This device was to act as a cloak for the electronic surveillance of these criminals,” Baniya added.

South Delhi Municipal Corporation beautifies space under two major flyovers

The South Delhi Municipal Corporation (SDMC) has beautified the space underneath Raja Garden flyover and Mayapuri flyover, constructed by PWD on the main roads. The aim, officials said, is to work on the look and image of the city .According to SDMC officials, an amount of Rs 78 lakh has been spent on this. The civic body had deputed employees of Horticulture and Engineering and Electrical Department and their resources for the purpose. Sarita Jindal, Chairperson, West Zone Ward Committee, said a few councilors and West Zone Deputy Commissioner Mona Srinivas were present for the occasion, along with West Delhi MP Pravesh Verma and Deputy Mayor Kailash Sankla.”The SDMC has been striving hard to beautify all its localities including flyovers that come under its jurisdiction. Keeping in view the instruction of L-G Anil Baijal, a number of flyovers have been beautified within the shortest possible time,” said Verma.He added, “The beautified spaces under the flyovers will glorify the image of Delhi in future, including in January 2018, when leaders of other countries will be in Delhi to attend a summit.”More than a dozen flyovers have been developed in the process so far. All the flyovers are being developed as per different themes. The details of the illustration for each were prepared separately and respective departments undertook the work assigned to them.”The Electrical Department also meticulously executed the work assigned to it. The entire work was undertaken under a mission to get rid of an atmosphere of filth and stink leading to an unhealthy ambiance and anti-social activities. Locals are now visiting the spaces for evening walks,” said Kailash Sankla, Deputy Mayor.”The actual work was done quickly once the unauthorised occupants were evicted. The entire work has been completed in a period of 30-40 days,” he said.

Mom, paramour kill 7-year-old with knife

A seven-year old girl was brutally murdered with a kitchen knife by her mother and her paramour after she had caught them in a “compromising position” in East Delhi’s Ghazipur area early on Thursday, police said.To mislead the police, the mother cooked up stories and said somebody killed her in the name of “black magic”. The duo was arrested in the evening.”The mother and her paramour, Sudhir, hatched a conspiracy after the minor girl saw them in an awkward position. Initially, a missing complaint was registered with the police. Later her body was recovered with her throat slit,” said Omvir Singh, Deputy Commissioner of Police (DCP), East.The girl was last seen watching TV with her younger brother. Her parents said she had gone missing, raised an alarm and alerted neighbours who also could not find her. Later, at 11 am, the police was informed.The police scanned the area and the girl was found on the terrace of an adjacent building. The building has several houses with terraces linked to each other.The prime suspect in the case was another man who lived barely a few metres away from the house and had been missing since the crime.Police officials sent the body for post-mortem. During the probe it was revealed that the mother was close to the man and he was seen entering and leaving the building at times.The mother later confessed that her daughter had caught her with her paramour in a comprising position. “The girl was hell-bent on telling her father what she had seen despite her mother pestering her not to do so. In fear that her daughter might spill the beans, she took her to the terrace of the adjacent building and asked her paramour to come along as well. The duo later killed her using a kitchen knife,” said an investigating official.

Kejriwal govt to act tough against Delhi schools hiking fees

The Delhi government has toughened its stand against private schools hiking fees citing implementation of the Seventh Pay Commission and called a meeting of all the MLAs and education department officials.Chief Minister Arvind Kejriwal and Deputy Chief Minister Manish Sisodia met at the Delhi Secretariat today following complaints from parents that schools have increased their fees and are asking for arrears.”The chief minister and his deputy discussed the issue and a meeting of all the MLAs and education department officials has been called tomorrow,” a senior govt official said.”The MLAs will get data regarding complaints against private schools in their area which have increased the fees,” the official added.The Directorate of Education (DoE) had also written to schools recently asking them to refrain from any “unjustified” hike in school fees in the name of implementation of the Seventh Pay Commission recommendations.

New contractor for beach-cleaning soon

The Brihanmumbai Municipal Corporation (BMC) has floated a tender to appoint a new contractor for ‘comprehensive management of cleanliness’ of Versova beach.The BMC this time has decided to levy three times the fine slapped on a contractor if the beach is not found cleaned. “At present, the contractor is paid around Rs 4.5 lakh monthly for picking up garbage from Versova beach.However, out of that the civic body deducts 20 per cent as fine. We have asked for more machinery and manpower from the new contractor, and additional charges will be paid for cleaning during festivals. The beach has to be cleaned for 365 days without any holiday,” said K-West ward officer Prashant Gaikwad.The contractor will have to clean and maintain the 3-km Versova beach and the 1.5-km jetty round the clock for a period of seven years. According to BMC’s Solid Waste Management Deputy Chief Engineer Vikas Rajwadkar, “The present Trimurti Contractors JV has limit of collecting garbage up to 6 metric tonnes per day. But in reality, the Versova beach has 20 to 25 metric tonnes of garbage daily. Thus, the cleaning activity lacks. The new contractor will have to collect 20 to 25 metric tonnes garbage per day and the quantity will be more during monsoon and festivals”.Activist Afroz Shah, who with his volunteers started a citizen movement to clean up the beach, said, “This is the best decision BMC has taken.”TASK AT HANDThe contractor will have to clean and maintain the 3-km Versova beach and the 1.5-km jetty for a period of seven years. Govt drafts policy for sports talent in schools

In continuation of the efforts to promote sports among students in schools, the Delhi government on Monday prepared a policy to extend financial support and specialised training for budding talent.The policy, which was drafted by the state government’s Department of Education (DoE) to support school going sports talent, was presented before Chief Minister Arvind Kejriwal and Deputy chief minister Manish Sisodia at the Secretariat. The DoE also roped in several sportspeople, coaches and experts while drafting the policy.“Under the policy, an annual financial support of Rs 2 lakh per annum will be provided to school students up to the age of 14 years, while those above this age would get Rs 3 lakh per annum as support. The financial assistance would be provided directly to the sporting talents,” the government said in a statement. The policy will cover all students who are bonafide residents of Delhi for the last three years. The government will constitute a Committee of Experts (CoE) comprising of at least five members with a sports background. “The financial assistance would be provided to each talent initially for two years and then a performance review would be taken to take a call on the continuance of the assistance,”it added. Besides, specialised assistance will also be provided to the sports talent.“Training assistance, medical assistance and insurance assistance would be provided under the scheme to the selected talent,” the government added. The DoE will also establish the Centres of Excellence (CoE) across the city under this policy, wherein specialised assistance will be provided to the budding talent with best facilities like coaches, physiotherapists and nutritionists.The Aam Aadmi Party (AAP) government in Delhi has continuously been taking several initiatives to promote sports in schools. The government has also built a swimming pool and a world-class hockey stadium in two of its schools.

Prof molested: Cops comb Connaught Place

Four days after a 32-year-old professor was molested in Connaught Place, a team of police officers, including the Deputy Commissioner of Police, New Delhi, reached the crime scene on Sunday morning to investigate the matter.The complainant was also taken along so that the sequence of events could be recreated. Meanwhile, the accused is yet to be identified.DNA had first reported about the incident on Saturday, after which the police swung into action and began their investigation. A sketch of the accused has been created and a manhunt has been launched to nab him.After the horrendous incident, the accused, probably in his mid 20s, escaped by hopping from the terrace of one building to another. The terraces of the entire H block in CP, where the incident took place, are connected to each other, making it easy for anyone to escape.In her statement, the complainant had said that she had seen the footage from one of the cameras installed in the building, and it showed the accused following her. The police then scanned the locations and identified the probable escape route that the accused might have taken.Apart from the people who work in the building, the Delhi Police have prepared a list of employees who visit the area, including courier and delivery men. Senior officers said that since the accused was unknown to the victim, it was difficult to identify him. “We are thoroughly investigating the case,” a senior police officer said.Meanwhile, the complainant’s friends, who did not wish to be named, said: “The police should have collected forensic evidence on the first day itself, so that the accused could be identified. Court summons DCP after arms dealers accuse cops of framing

Raising suspicion over the arrest of two alleged arms distributors, whom a team of Delhi Police arrested from east Delhi last year, a Delhi court has asked the Deputy Commissioner of Police, East, to be present in the court on the date of the next hearing with a status report.The directions were given by the Metropolitan Magistrate Mahima Rai on November 30, after the court termed the report submitted by the Investigating Officer (IO) as “highly unsatisfactory”.”The said report (status report) is highly unsatisfactory in nature and is silent on the main complaint filed by the complainant,” the court said, adding that it is necessary that DCP concerned be present in person with a reply to the complaint.The arrested duo — Mursalin Malik and Asif — who claim to have been running a scrap shop in Old Seelampur, were arrested in November 2016. Police had registered two FIRs against them, one under various sections of the Arms Act and the other under Section 379 (Punishment for theft) and 411 (Dishonestly receiving stolen property) of the Indian Penal Code (IPC).The court’s direction came following Malik’s complaint under 156 (3) of the CrPC after police refused to lodge a complaint against the police officers.According to the complaint filed by the duo in the court, they had been falsely implicated by the police officers. They claimed that on November 7, 2016, five to six people in civil dress, who claimed that they were officials of the Special Staff of the police station in Anand Vihar, arrested them without any “just and sufficient reason.”Following this, the duo were granted bail on production of CCTV footage which showed the officers coming to the shop and making the arrest. Malik’s brother, Mehraj made a complaint to the Commissioner of police and National Human Rights Commission but no action was taken.The police, however, in their complaint had stated that Mursalin and Asif were apprehended at Purana Seelampur Ganda Nala with a motorcycle, a country made pistol and one live cartridge following a tip-off.After the complaint by the accused, the court had called for a status report from the IO. However, when the report was submitted the court said that “it was silent on the main complaint and there was no mention about the CCTV footage provided by the complainant”.The court has fixed the next date of hearing for December 19.

Sikkim: Sino-Indian border trade clocks turnover of Rs 3.54 crore

The annual border trade through Nathu La, the frontier post at Sino-Indian border in Sikkim, ended on Friday with traders of both sides clocking a turnover of Rs 3.54 crore.The Indian traders exported oil, ghee, blankets, copper items, rice, textile and processed goods among other items to their counterparts in Tibet Autonomous Region (TAR) worth Rs 2,83,91,230 while the import comprising mostly quilt/blankets and jackets stood at Rs 70,96,750, The bilateral trade at Nathu La was suspended temporarily in July after a prolonged standoff between the two neighbours over Doklam issue, but business had resumed quietly two weeks ago.Anil Kumar Gupta, a businessman from Sikkim who had been exporting goods through the silk route since 2006, said the resumption of trade after the border standoff came as a relief to the fraternity.”We have cleared all our stocks and settled payments with the traders of the opposite side after business resumed for two weeks at the fag end of the trade window between May and November,” he told PTI.A function was held at Nathu La last evening to mark the closure of trading season this year. The programme was attended by officials from Commerce and Industries Department, Customs, and ITBP.The Deputy Secretary of Commerce and Industries Department, Tsewang Doma Bhutia, declared the trade ‘closed’ for this year.The trade will resume in May next year.

I met all three of them. There is no improvement in the law and order in the city. Following these incidents, I went to several police stations but the strength of the officials is so less that they cannot do anything. There is no improvement,” she said.On a query from the bench, Maliwal informed them that on an average three rapes are taking place on a daily basis.This drew the ire of the court, which said,”From the last three years, we have seen that nothing has been happening. However, it confirmed the order on Wednesday.The plea had claimed that the minor was born three months before the due date and weighed just 850 gms on her birth. She had spent three months in intensive care and her physical development was hampered.However, she had to be admitted in nursery in 2016-2017, when she was three, because of the Delhi government’s regulations, as per which a child not more than three years was eligible for nursery admission.The petitioner also said that during his daughter’s entire academic year in nursery class in 2016-17, she was not able to cope up with the learning/education being imparted, and scored poorly in all the assessments throughout the year.The class teacher called for repeated discussion to highlight this and it was tough for her, as well as for the parents, to help Kiara catch up with the pace.The father said that he made repeated requests to the school for repetition of the academic session 2017-18. The surveillance has revealed that illegal weapons are being mainly pumped into the national Capital from areas of Munger (Bihar) and Khargaon & Burhanpur (MP).”The Special Cell, so far, has arrested several kingpins and seized more than 650 illegal weapons, including sophisticated pistols in recent past,” informed Yadav.The interrogation revealed that the arrested person had been working as a carrier of notorious gun runner racket, being run by Anwar for eight years.

We are tracking the gang members and collecting information through our informers. CCTV camera footage has also given us a few leads in the case and we are questioning a few people suspected to be involved into the crime. We have a database of Jharkhand gang members and are trying to collect further evidence.”Sudhakar Pathare, Deputy Commissioner of Police, Zone 1, said, “The thieves are under our radar and we will soon nail them and recover the stolen booty. I’m concerned about my child’s health. Plz do something,” tweeted a parent of a nursery student. There are around 30 branches of DAV school across the city.When contacted the Jasola Vihar Branch, officials claimed that they could not suspend the classes as they did not receive any notice from DAV’s management committee. “We can’t make any announcement until we receive instructions from the head office. Also, there were exams in some classes and we can’t re-schedule them at this short level,” the official said.However, officials at DAV primary school, Daryaganj, claimed that only a handful of students turned up in primary classes. “The strength of students in primary classes was very less. We did not conduct normal classes. Only indoor activities were organised for students,” an official said.According to Dr Nisha Peshin, Director of Public Schools, DAV, the head office had received the orders late on Tuesday.

The government also announced they would constitute committees to help it in taking decisions related to the newly introduced Goods and Services Tax (GST).Delhi Chief Minister Arvind Kejriwal said that demonetisation, followed by introduction of the new tax regime GST, had adversely affected the interests of traders. “More than 40-50 per cent of small ventures/small industries have been shutdown in industrial areas of Delhi, which has shaken the economy as thousands of youth working there have become jobless,” he said in a statement.He suggested that Delhi government fix GST at 12 per cent on all commodities, with 6 per cent of the tax resting with the central government and 6 per cent given to state governments to carry out developmental activities.Kejriwal also directed the Trade and Tax Department to set up GST market support committees to make suggestions to the government on the new tax regime. “These committees can make WhatsApp groups of their respective market associations and collect their suggestions, which can later be put to the forum of GST council for broader decision-making,” he said.Delhi Deputy Chief Minister Manish Sisodia also said that regular interaction with traders is a must for better understanding of their issues. “The traders are on ventilators due to the ill-effects of the levy of GST,” he said.

Admitting that they were Facebook friends, Singh has claimed that the Russian woman was short of cash and had demanded money from him.When he refused, she slapped rape charges on him.”On the basis of her complaint, we have arrested Singh and sent the Russian woman for a medical examination. Arrestee Gaurav Sonkar alias Rahul, 30, was wanted for a robbery in the Mayapuri area of west Delhi, where he, along with some associates, robbed passengers of a bus and even injured many of them.After two years, a trial court declared Sonkar a wanted criminal for this 2008 robbery. A cash reward of Rs 25,000 was also declared for his arrest by the Commissioner of Police, Delhi. Since then, Sonkar was on the run, and according to sources, he had been hiding in Kanpur since 2010.During interrogation, Sonkar accepted his association with another criminal Raju Hakla, and his involvement in the robbery case. He also confessed to his involvement in several other cases, registered under the Arms Act.Bhisham Singh, Deputy Commissioner of Police, Crime Branch, said: “Sonkar shifted to Delhi with his family from UP, where he came in contact with Hakla, who was running a gang of pick-pockets in Sultanpuri and nearby areas.”

Court directs demolition of police post in north Delhi

<!– /11440465/Dna_Article_Middle_300x250_BTF –>The Delhi High Court has directed the NDMC and the Delhi Police to file a compliance report in connection to the removal of a police post in north Delhi’s Chandni Chowk after the SHO of the area, overriding the Deputy Commissioner of Police (DCP) of the district, said that alternative arrangements have been made for them and said the structure is not in use now.A bench of Justice S Muralidhar and Justice I S Mehta directed that the report is filed within four weeks after the two parties, NDMC and the Delhi Police agreed to demolish the encroachment following the court’s rap.The court’s order came as a follow up to its previous order of September 13, where it had asked Jatin Narwal, DCP, North to explain what was being done about the unused police chowki at Chandni Chowk main carriageway.Replying to this, Narwal handed a note to the court asserting that the”structure is very much in use and is important from policing point of view, in a crowded market”. He also claimed that since it is not causing any obstruction in the traffic, as well as the pedestrian movement, the post should not be removed.However, the court found that the stand of the DCP was “diametrically opposite” to what was stated by Secretary, PWD, Arun Barok in an affidavit dated November 26, 2014. According to the affidavit submitted in the court, the Kotwali police Chowki was an encroachment on the Chandni Chowk main carriageway and set a target of January 15, 2015, for its removal which was subsequently shifted to July 31, 2015.During the hearing on October 23, OP Lekhwal, SHO, PS Kotwali stated that the police post is not being put to use. “The photos enclosed with the note of the DCP also show the structure is dilapidated with broken window panes. It is plain that the structure is not being put to use at all. It is stated that the said structure has, in fact, not been put to use for over three years now,” the court said in its order.The court held that the DCP’s stand of the structure being very much in use is “incorrect and misleading”.”The structure having been identified as an encroachment way back in November 2014, more than three years, thereafter to assert that it is not an encroachment is simply unacceptable. The assurance to the court regarding the removal of the said structure had to be adhered to. The time target of the PWD has long exceeded.”With the court being informed that the alternate site for the police post having already been identified, there is no question of police now claiming that it requires the police post to remain, particularly since it has not been put to use for the last three years.”Following this, the NDMC and Delhi Police agreed to remove the structure within four weeks and a compliance report in this regard will be jointly be filed in the court on the next date of hearing on November 22.Appearing for the Chandni Chowk Sarvavyapar Mandal, its counsel Sanjeev Ralli had said that the structure is defunct and non-operational.The court was hearing pleas filed by NGO Manushi Sangathan and others in 2007 on the issue of redevelopment of the walled city and creation of lanes for non-motorised vehicles.

He then later demanded that they give out crucial data of customers used in the call centre. The GRP will suggest the location of the infrastructure to the railways.The WR has seven police stations to monitor 37 railway stations from Churchgate to Bordi while CR has 10 police stations to monitor 85 railway stations including the Harbour and Trans-Harbour lines.Apart from the infrastructure for better policing, the GRP has mentioned important points for putting up fences and developing boundary walls along the tracks. Officers in the survey team have also noted points at which the Railways should provide better illumination lights for monitoring situations at railway platforms.”Due to lack of chowkies and police stations, it becomes difficult to control any situation immediately. The need for better infrastructure in terms of increasing the number of police stations and chowkies will enable our policemen to enhance the response time and control any untoward incident,” said a senior GRP officer.”During the inspection of railway platforms, we also found that the lights of a few railway platforms were dim and CCTV cameras were unable to provide proper footage of the railway platforms. Few spots were in complete darkness which is a security issue, especially for women,” said the officer.The Deputy Commissioners of Police from Central Zone and West Zone will submit a detailed report on safety measures required and the need for infrastructure at railway stations. Manish Sisodia urges Arun Jaitley to bring realty sector under GST

<!– /11440465/Dna_Article_Middle_300x250_BTF –>Deputy Chief Minister Manish Sisodia on Sunday wrote to Union Finance Minister Arun Jaitley, demanding that the real estate sector be brought under the ambit of Goods and Services Tax (GST).In a letter to Jaitley, Sisodia said if real estate comes under the new indirect tax regime, exorbitant hike in land prices could be checked and the flow of black money curbed.Sisodia, who also holds the finance portfolio, said he has no hesitation in stating that “extraordinary political willpower will be required to take this step”.In the letter dated October 15, Sisodia has further stated that the move will also lead to availability of accurate record of every transaction and the input tax credit (ITC) drawn.The minister has demanded that the matter of bringing the real estate sector under the GST regime be included in the agenda for the next GST Council meeting, to be held in Guwahati on November 9.”My view is that if GST is implemented in all steps involved in development of real estate, then every recorded transaction will lead to tax input credit and exorbitant hike in land prices will be checked. The entire chain will remain intact and flow of black money in real estate could be curbed,” Sisodia stated in the letter.Since the implementation of GST in July, the Delhi Deputy CM has been demanding that the real estate sector be brought under it.Delivering a lecture on India’s tax reforms at the prestigious Harvard University in Washington, Jaitley had said that the one sector in India where maximum amount of tax evasion and cash generation takes place and which is still outside the GST was real estate.”Some of the states have been pressing for it. I personally believe that there is a strong case to bring real estate under the GST,” Jaitely added.
