Ro-Ro service to link Hazira to four places

Union minister for road transport and highways Mansukh Mandaviya on Friday announced plans to start a Ro-Ro ferry and passenger service between Hazira and four other places. The service will connect Hazira to Ghogha, Dahej, Pipavav and Victor in Rajula. Calling 2018 a golden year for water highways in Gujarat, he said plans are afoot to develop inland waterways on the Narmada and Tapi river in the state.Mandaviya made these announcements following a visit to Hazira port on Friday. He said the inland waterways had seen a tremendous development under the present BJP government. “Until the BJP came to power, the country had just five national water highways. Now, under the National Water Highways Act 2016, there are 106 more such water highways which have been announced,” the minister said.He said a feasibility study had found that apart from the five national waterways there was the scope of developing 32 new national waterways across the country in the next three years.Mandaviya further announced that of the 32 new national waterways planned.Of these eight, two are in Gujarat. One will be 126 km long waterway from Panthariya to Khambhat which will be on the Narmada river while the other will be a 173-km-long waterway connecting Hathnur Dam to Khambhat. This will be on the Tapi river. It should be noted that earlier in October, Prime Minister Narendra Modi had launched the first phase of Ro-Ro (roll-on roll-off) ferry service between Ghogha in Bhavnagar district and Dahej in Bharuch. The service was to reduce the travel time between Saurashtra and South Gujarat by five hours. It was later announced that the ferry service will be suspended for a fortnight from January 5 onwards to remove and replace the existing walkway with a linkspan at Gogha. At present, the service only ferries passengers and following installation of the linkspan, it will also be able to transport vehicles.IN THE PIPLELINEMandaviya announced that of the 32 new national waterways planned, the detailed project report of eight of them was ready.

2 Romanians held in Delhifor ATM fraud in Mumbai

A Romanian couple has been nabbed from Delhi in connection with the debit card skimming case in which almost 100 people who used an ATM in Mumbai’s central suburb of Mulund lost money from their accounts which collectively amounted to Rs 38 lakh.According to the Navghar police, they had earlier nabbed two local men who were instrumental in providing logistical support to the foreigners who skimmed cards at the ATM and withdrew money in Delhi.ATM skimming involves thieves using hidden electronics to steal personal information stored on cards. Think of it as identity theft of debit cards. The police said the accused foreign nationals came to the country on a tourist visa from Romania and had installed a skimmer — a thrice in the ATM in Mulund. After copying card data, they started withdrawing money from ATMs in Delhi and Uttar Pradesh.”We got our first lead when we got CCTV footage of the foreigners along with the two locals. We apprehended the latter. During their interrogation, they pointed us to the foreigners. We tracked the foreigners using their phones, and our team in Delhi nabbed them. We have also got CCTV footage of the time when they are withdrawing money,” said a police officer”The two locals were also involved in a similar case in Kurla two years ago in which three Romanian nationals were arrested,” he added. The police got in touch with the Romanian embassy in New Delhi, seeking details of the recently nabbed couple’s passports. As many as 100people who used an ATM in Mulund were in for a shock when they got text messages saying money had been withdrawn using their cards, even when the cards were in their possession. The victims had approached Navghar police station and lodged a case. The accused couple will be brought to the city on Friday. This is the second instance in two weeks where Romanian nationals were found to have been instrumental in committing cyber fraud.Last Friday, the Pune police nabbed three Romanian nationals for allegedly cloning ATM cards and withdrawing money to the tune of Rs 28 lakh from over 100 bank accounts after stealing details of more than 1,000 cards. They had also used skimmers.Earlier, the Mumbai police had arrested a Bulgarian national involved in skimming and cloning the cards.

49 girls saved from Delhi baba ashrams

In fresh raids at self-proclaimed godman Virendra Dev Dixit’s ashrams in Northeast Delhi’s Karawal Nagar by Delhi Commission for Women (DCW), three more minors and as many adults or ‘matas’ were rescued. This took the number of minors rescued so far to 49. Ten adults were found at an ashram West Delhi’s Nangloi.Soon after PILs were filed by Foundation for Social Empowerment, DCW, with the help of Delhi Police and locals, started raids at eight ashrams in Delhi. Five of these, including those in Vijay Nagar, Dwarka, and Palam, Karawal Nagar and Nangloi have been raided since Friday. At Karawal Nagar, a DCW team and Ajay Verma, advocate appointed as amicus curiae by the High Court, discovered that all gates and doors were locked.”It appears that Baba is running a human trafficking racket. CBI should urgently and simultaneously conduct raids at all ashrams of Baba across India and close them down,” said Swati Maliwal, DCW Chief.”Baba is getting time for a cover up. All women and girls should be immediately rescued. The teachings of Baba are irrational and evil.”Locals in Karawal Nagar and Nangloi said that many girls were moved out just before the raids. Neighbours said that they saw cars filled with girls being taken to other locations, but matas at both locations called DCW allegations wrong and said that they have been living comfortably and do not wish to be removed. The minors refused to give any information about themselves. DCW said the girls have been brain-washed and need counselling.

After 7 yrs, MHADA back with lottery of 108 shops

After a lottery of nearly 820 homes, Maharashtra Housing and Area Development Authority’s (MHADA) Mumbai Board is all set to introduce an e-auction of 108 commercial premises, for which the process was initiated on Friday when MHADA published a tender seeking a bank through which it can complete the whole process.Of the total 108 commercial establishments, 36 are in Pratiksha Nagar in Sion, four in Mazgaon, 14 in Vinoba Bhave Nagar in Kurla, five in Swadeshi Mill in Kurla, seven in Mankhurd, five in Powai, 11 in Mulund, one in Jogeshwari, four in Shastri Nagar in Goregaon, one in Siddharth Nagar in Goregaon and the remaining 20 in Charkop in Kandivili. The process of finalising the bank is expected to be complete by the first week of January. On Friday, MHADA’s Mumbai Board issued a tender inviting the expression of interest from nationalised, scheduled and commercial banks for a total solution provider for an e-auction of the shops.A senior official from MHADA’s Mumbai Board said, “We are looking for a bank that will be holding the e-auction of the shops spread over Mumbai that belong to MHADA. After the bank is finalised we will carry out the e-auction.”The offset price for the 36 shops in Pratiksha Nagar is Rs 11.45 crore while for the one shop in Jogeshwari, it is Rs 41.09 lakh. The total offset price of the 108 shops is Rs 49.93 crore. While the last such MHADA lottery for commercial premises was held in 2010, this is the first time that the Authority will be holding an e-auction of commercial premises. Until now, the MHADA had always held a manual auction.Apart from this, the MHADA also recently started the construction of buildings in Wadala, where it will be constructing nearly 280 homes in the affordable segment. The Authority is trying to get these homes constructed at the earliest because the MHADA wants the homes to be a part of the forthcoming lottery. In the previous lottery, which was held in November this year, the Authority received a lot of flak because it had only eight homes in the Economically Weaker Section (EWS) segment.WHAT’S ON ANVILProcess of finalising the bank is expected to be complete by the first week of January. MHADA’s Mumbai Board, on Friday, had issued a tender inviting the expression of interest from nationalised, scheduled and commercial banks for a total solution provider for an e-auction of the shops. Ghaziabad: Cops thrash right wing fringe group for blocking inter-religion wedding

A Right Wing group was lathicharged by the Ghaziabad Police on Friday when it tried to intervene into an inter-religion wedding ceremony in Kavi Nagar, calling it an anti-national act and love jihad. Police said no complaint has been lodged in the case.According to a Hindu Yuva Vahini member, the incident took place around 1 am, when a Muslim man was about to marry a Hindu girl.”We heard about a Hindu girl marrying a Muslim boy. We intervened to save the girl’s life and asked the boy to change his religion. We also told the girl’s family what it was and that the boy was only interested in their money,” Balraj Doongar, president of the Hindu Yuva Vahini, Northern Uttar Pradesh region, said.Doongar further said the girl’s father failed to understand it. “We tried to give him an example also as these Muslims men and boys target young girls belonging to non-Muslim communities. It is their strategy to convert Hindu girls. They make them anti-national and turn them against fellow Indians, which is a threat to the country,” Doongar said.Locals reported the incident to police, who allegedly lathicharged the Right Wing group. The group, however, has requested the authority to register a complaint against the policemen for attacking its members.

A Raja and Kanimozhi reach Chennai after 2G acquittal, get rousing welcome from DMK cadres

DMK leaders Kanimozhi and A Raja were given warm welcome by party cadres in Chennai after getting acquitted by special CBI court in the 2G court. The airport was throng with party supporters donning the traditional DMK colours. There were large number of supporters also present near DMK patriarch M Karunanidhi’s house. Both Rajya Sabha MP Kanimojhi and former Union Minister A Raja met Karunanidhi. They were welcomed by party leader and Karunanidhi’s MK Stalin. The verdict has come as a huge relief for DMK which has suffered electoral reverses and relegated to sidelines after name of their party leaders got tangled in the 2G case. DMK leader M K Stalin on Friday said the verdict in the 2G spectrum allocation case has come as a “blow” to those who wanted to “taint” the party.Hailing the acquittal of Kanimozhi and A Raja, he said the party has now emerged like “gold refined by fire.” Quoting certain observations made by the special judge in the verdict, Stalin said it showed the case was “fabricated with an aim of targeting and sidelining DMK” at the national level. “The DMK, after having faced insults and slander for baseless false charges, swam through the river of fire, and after seven years has emerged as gold refined by fire,” Stalin, DMK working president, said in a letter to partymen. The DMK was always confident of telling the truth to the world, Stalin said a day after the special court in Delhi acquitted party leaders Kanimozhi, a Rajya Sabha MP, and former Telecom minister A Raja. The DMK leader said Raja as then Telecom minister, adopted “progressive measures” in allocating 2G spectrum aimed at the welfare of the poorer sections of the society. This, Stalin claimed, led to an increase in mobile phone users even while bringing the rates down. He said CAG Vinod Rai had made charges of “presumptive loss” of Rs 1.76 lakh crore in spectrum allocation and even those who were aware of the differences between “practicality and presumption blew up” the matter. “Those with political vendetta, and media known for sensationalism blew up the issue against DMK in the electoral field,” he said in an apparent reference to the 2011 Assembly polls in Tamil Nadu which the AIADMK and its allies swept.Raja was always confident of getting justice through a legal battle and he himself put forward “strong arguments” before the court even as “Kanimozhi also proved she was not guilty,” Stalin, also state leader of opposition, added. Party president and his father M Karunanidhi was overjoyed when he was told about the outcome of the case, Stalin said. With PTI inputs

Goa: Govt. hospitals to charge nominal fee for outstation patients

The Goa government on Friday announced that they will start charging nominal fee for the patients who are non-residence of the state at the government hospitals from January 1, while locals will continue getting free of cost treatment.State Health Minister Vishwajit Rane told reporters that the state-run facilities including Goa Medical College and Hospital (GMCH) will charge nominal fee for the patients who are from outside Goa from January 1, 2018.He said the patients from outside Goa would be charged 20% of the fee as prescribed in the state’s ‘Deen Dayal Swastha Seva Yojana (DDSSY)’ charged by ‘C’ category hospitals, which comes to a nominal amount.Rane said the step was taken to ensure that the locals are given priority in these hospitals as the state government is spending crores of rupees to maintain and upkeep these facilities.”Nearly 30-40% of the patients on these hospitals arrive from outside the state, specially from Maharashtra and Karnataka. We need to provide treatment on priority to the locals,” he said.Rane said the emergency cases would be given priority in these hospitals, even if the patient arrives from outside the state. Also, he said, those patients who are “poor” will not be charged though they are not locals.”The Dean of GMC and Medical Superintendents of the district hospitals have powers to exempt the poor patients from being charged in the hospital even if they are not from Goa,” he maintained. In yet another announcement, Goa government has also made it mandatory for the local patients to provide DDSSY cards for the locals while availing free treatment facility at state run hospitals.Rane said the state government is spending more than Rs 80 crore annually to pay the premium to the insurance company under DDSSY but the number of patients taking benefit of the scheme is less.”When the state is paying so much for the insurance firm, the patients should start using the DDSSY cards,” he said adding the health department has already put up camps in various panchayats to enrol all the citizens of the state under this scheme.

Post 2G and Adarsh reliefs to Congress, Arvind Kejriwal is not a happy man

Delhi Chief Minister Arvind Kejriwal is not a happy man. On Thursday, he expressed displeasure at the CBI court’s 2G verdict, saying it was one of the biggest scams that rocked the country. Then on Friday, after the Bombay High Court gave relief to Ashok Chavan, Kejriwal tweeted that the BJP had given a clean chit to the Congress in the scam.Kejriwal came to prominence as the leader of an anti-corruption movement in India.Earlier on Friday, The Bombay High Court on Friday set aside the sanction granted to the CBI by Maharashtra Governor Ch Vidyasagar Rao to prosecute senior Congress leader Ashok Chavan in the Adarsh housing society scam. Also read2G scam judgment: A Raja writes to Karunanidhi; says he places verdict at DMK chief’s feetA division bench of Justices Ranjit More and Sadhana Jadhav ruled that though the CBI had claimed to be in possession of fresh evidence against Chavan at the time of seeking the sanction, it “failed to present any fresh evidence.”Chavan even accused the BJP of vendetta politics.A day earlier, a CBI court acquitted A Raja and Kanomozhi, who were part of the UPA government, in the 2G scam case, citing lack of evidence. While the Congress and the DMK hailed the judgment, the ruling BJP and other parties have pushed for a higher court to examine the case. The corruption had become a major political plank for opposition parties, except for AIADMK and DMK, in the 2016 assembly election with both the major Dravidian parties caught in the corruption charges. After defeating DMK in the state assembly in 2011 and Lok Sabha polls in 2014 using the 2G scam, late AIADMK supremo J Jayalalithaa found herself targeted by opposition parties on corruption charges after her conviction and subsequent acquittal in the disproportionate assets case in 2014-15. After Jayalalithaa’s death last year, the Supreme Court in February this year upheld the conviction in the assets case and jailed her close aide VK Sasikala and two others.

But unruly Congress MPs paid no heed to his requests.”We’re discussing about sports and you don’t have the sporting spirit,” Naidu scolded, before ordering the live telecast of House proceedings to be cut off.

Parliament functions finally, but threat of Opposition disruption hangs

Opposition parties, which disrupted Parliament for two days, seeking Prime Minister Narendra Modi’s apology for remarks against his predecessor Manmohan Singh, finally allowed government business on Tuesday, after back-to-back hectic parleys. But the sword of disruptions still hangs.Opposition leaders have decided not to disrupt Parliament till Friday, after Rajya Sabha Chairman M Venkaiah Naidu intervened on Tuesday, asking treasury and Opposition benches to sort out the issue outside the House.Among various proposals under consideration is also an idea that Modi and Singh could meet in the House to break the logjam. There are eight more sittings after Friday, from December 27 to 29 and from January 1 to 5, that may be hit if Opposition leaders resume protest next week. After Naidu’s directions, there was a series of meetings between Opposition leaders and members from the treasury benches.Earlier, Azad raised the issue of PM Modi’s insinuation against Singh, former Vice-President Hamid Ansari, former Foreign Minister Natwar Singh, a retired Army Chief and a former Foreign Secretary, during electioneering in Gujarat. On his concern that Singh’s “loyalty to the country has been questioned” and it was also a case of breach of (his) privilege since he is a member of the House, Naidu intervened to state “he is the most respected person” and he had already met him to express his concern.Naidu said he has read a note on what exactly was said by Modi, and that he has also read how Modi was abused during the electioneering. He said that it was better to keep in mind that the PM and the ex-PM both deserve respect. He also pulled up Congress members and made them return to their seats without another protest in the Well, saying Azad has aired his grievances and it has gone on record. He also pulled up BJP MPs led by party general secretary Bhupender Yadav, raising their voice, sternly telling them not to disturb when he was trying to search for a solution to allow the House to function. In the meetings outside the House, Opposition leaders made it clear to Finance Minister Arun Jaitley that the blockade would be resumed unless Modi regrets, clarifies and withdraws his insinuation. They however relented to an extent. “We understand the stature of the PM office. We will not insist on his apology. But he must clarify and regret,” said a top Opposition leader.Jaitley was conveyed the stand that in case no solution is found, the Opposition, which holds majority in the Rajya Sabha will be forced to protest. The Finance Minister, who is also Leader of the House, sought time to enable him to speak to Modi and get back to them.Temporary truceThe FM was told that if no solution is found, the Oppn, which holds majority in the RS, will be forced to protest Jaitley sought time to enable him to speak to Modi and get back to them

Too early to comment on GST collections, says govt

The draw of lots for next year’s Haj will be conducted in the second week of January with more than 3 lakh people applying for the pilgrimage through the the Haj Committee of India till now, a senior official said today. Out of the applications, over 1,000 applicants are women who hope to go on the pilgrimage without a ‘Mehram’. The Centre has for the first time decided to allow women pilgrims over the age of 45 to undertake the pilgrimage in groups of at least four sans ‘Mehram’. The term Mehram refers to a male, a woman cannot marry in her life (i.e. father, brother or son etc). Till now, women pilgrims would be required to be accompanied by ‘Mehram’ during the annual pilgrimage. “India and Saudi Arabia will sign an agreement related to Haj on January 15,” Chief Executive Office of the Haj committee Maqsood Ahmed Khan told PTI Bhasha. He said the committee will push for raising the Haj quota. At present, India has a quota of 1.7 lakh pilgrims. This will be the first Haj under the new Haj policy. Union minister Mukhtar Abbas Naqvi will visit Saudi Arabia on January 7 to sign an agreement on issues related to Haj. Talking about the draw of lots, Khan said this time more transparency will be maintained so that first timers can get a chance to go on the pilgrimage. People often complain about lack of transparency in the draw due to which several people get many chances to go for the pilgrimage while some do not get even a single chance. The draw will be conducted between January 8-15, he said. More than three lakh people have applied for the pilgrimage till Friday evening, he said. The last day to apply for the pilgrimage has been extended to December 22 from December 7.

Structural audit conducted for only 10% buildings

The BMC has revealed that only 10.72 per cent of societies in C/Ward, where a building collapsed on Friday, have submitted their structural audit reports in the last two years,Senior civic officials told DNA that not more than 20 per cent of the societies in the city submit their structural audit reports to the BMC, risking the lives of their inhabitants.Assistant Municipal Commissioner of C/Ward, J Ghegadmal, said, “In the last two years, a total of 1,454 notices were served to make a structural audit. However, only 156 societies have submitted their structural audit reports to us.By not auditing the structure of the old building, residents risk their own lives. Two years ago, section 353 B of MMC Act was amended where failure to audit invited strict action and prosecution.”The BMC sends notices for the audit to all buildings more than 30 years old under section 353 B of the Act. Following the notice, the buildings have to carry out repairs or if found in a dangerous condition, an evacuation notice is sent.”BMC looks after the structural audit of only 1,200 private buildings. For 4,500 cessed buildings, MHADA does not carry out a proper audit but only a visual inspection as it lacks funds for a structural audit. Hence, the spurt in collapse incidents in MHADA buildings,” a civic official said.Anil Ankalgi Resident Executive Engineer of MHADA accepted that MHADA only carried out a structural survey before the monsoon season.”Like in C/Ward, only 10 per cent of the societies have submitted their structural audit reports. the situation is more or less the same in the city. Of the total notices served, we re-send them to the buildings which are in a bad condition. However, the tenants are sentimental about the property and appoint their own auditor apart from the municipal auditor. It becomes difficult to ascertain which ones are actually dangerous,” a senior BMC official said, requesting anonymity.

New Year revelry without fireworks in Delhi NCR as SC refuses to lift ban

The Supreme Court on Friday refused to lift the ban on bursting of firecrackers in Punjab, Haryana & Chandigarh. The apex court added that itwould hear the case against the ban on January 5.Earlier, the court had banned the bursting of firecrackers in the National Capital Region (NCR) during Diwali. The court gave the verdict on a plea seeking restoration of the apex court’s last year order. The top court, through its November 11 order last year, had suspended all licences which ‘permit a sale of fireworks, wholesale and retail within the territory of NCR’.The apex court had last month temporarily lifted its earlier order suspending licences for sale of firecrackers, saying a complete ban would be an ‘extreme step’ and a graded approach was needed to curb pollution caused by them. The court, however, had said its order lifting the ban on sale of firecrackers might require a ‘review’ after Diwali depending on the ambient air quality after the festival.

Indian Railways to use GPS-enabled devices to fight fog this season

The Indian Railways has ditched the tried-and-tested method of tying crackers to the tracks to alert drivers of approaching signals, in favour of a system that can ensure trains no longer move at a snail’s pace in foggy weather. The device — Fog Pass (Fog Pilot Assistance System) or FSD — is GPS-enabled and can continuously calculate the distance of the train in relation to the next landmark, enabling drivers to know when exactly a signal is approaching. The national transporter has recently installed 4,920 such devices in the most fog-affected railway zones — northern, north-central, north-eastern and north-western.Plans are afoot to install an additional 1,175 such devices in two more zones by this Friday — east-central and northeast-frontier — to take the total to 6,095, covering the most-affected zones.”In the absence of this device, (the) crew has to reduce speed, often to walking speed in search for signals. With the deployment of FSDs, train pilots are able to know precisely and, in advance, about the location of signals, level-crossing gates and other such approaching markers,” an official said on Tuesday.Any approaching landmark will be announced by a recorded voice before 500 metres and three pre-fed marks are shown at a time on the display unit in bold letters, along with the distance to reach the first landmark. Speed and time are also displayed on the right-bottom corner. There is also a provision to cross-check history, the official added.

Go back to Manmohan Singh-Pervez Musharraf formula for peace: Khurshid Mahmud Kasuri

Former Pakistan foreign minister Khurshid Mahmud Kasuri on Friday suggested that the Manmohan Singh-Pervez Musharraf formula for diplomacy could still pave way for restoration of peace between India and Pakistan. He, however, blamed India for stalling the dialogue process by setting new ‘red lines’ for Pakistani leaders and its diplomats — barring them from meeting Kashmiri separatist leaders.”Pakistan is ready to address other issues afflicting India, but would never agree to this red line,” he said, adding that it has potential to adversely affect public opinion back in his country.Speaking at an event with Congress leader Mani Shankar Aiyar on the current relations between the two nations, he said India was too important a country for Pakistan to ignore. Admitting that there were completely different narratives on Jammu and Kashmir, he said both countries had tried everything from wars to tensions to military build-ups. “We have tried everything and it has not yielded any result. We have fought wars and suffered from it. So, India and Pakistan have to progress together,” he added. He said that besides nuclear parity, the two nations were also on equal footing as far as conventional weaponry was concerned. “Any future war between the two countries will not end in 15-17 days; it will last months and years. Neither can win, but both will lose I don’t know any condition when there was peace after hosting wars,” he said. The ex-minister also attacked United States President Donald Trump and said that Pakistan couldn’t be isolated, as it was at an important strategic location.”They will isolate Pakistan? Let me tell you, Pakistan cannot be isolated. It is important, not just for your strategic location, adding, “Today, the US is isolated, not Pakistan.”AIYAR AT EVENTStressing the need to initiate dialogue with Pakistan, he said it was important to co-operate with Pakistan rather than looking at it suspiciously regarding terror movement

Railways gangmen hold protest for your safety

The men who take care of Mumbai’s lifeline — the local trains — went on a dharna at Mumbai Central station outside Western Railway’s (WR) office on Friday to protest poor quality of work tools, lack of safety, inadequate pay and poor quarters. Easily identified by their bright orange shirts and khaki trousers, gangmen and trackmen walk along rail lines looking for anomalies on the tracks or malfunctions which could jeopardize the smooth working of the trains. The gangmen and trackmen of Western Railway are protesting inadequate facilities and poor quality of the equipment — such as hammers, tongs and even their uniform and boots — needed to maintain tracks. There were joined by railway staff belonging to Western Railway Employees Union (WREU), and raised 15-points of concern, which were submitted to railway authorities. They also protested poor salaries and bad infrastructure of their staff quarters.”The administration should have a standard of quality for the tools. Sometimes, they even break when the gangmen hit the tracks to rectify or repair them,” said J Bhosale, general secretary of WREU.The inability of gangmen and trackmen to carry out their tasks properly compromises safety of commuters as it could result in derailment, problems with signals and overhead cables. “They walk many kilometers every day, but their boots are of poor quality. At times, they are forced to even wear chappals,” adds Bhosale. The huts along the tracks, which are meant to store the heavy tools of trade, do not have electricity and water connection, and cannot be used to rest in. “The buildings leak and are in dilapidated condition,” said one gangman. “The contract with private hospitals for emergency treatments have also not been renewed.”Gangmen also risk their lives while on duty. Although there are no official numbers, it is estimated that at least 10 workers die at work each month across India. On Thursday, at a meeting with the Railway Board, workers unions demanded that gangmen be honoured when when they die in the line of duty, similar to military personnel. The body of the dead workers should be respectfully escorted to their homes.

More than a week after one of their newborn twins was erroneously declared dead by Max Hospital, Shalimar Bagh, the family heaved a sigh of relief on Friday after the Delhi government cancelled the licence of the hospital for medical negligence. The 22-week premature baby had died at a nursing home in Pitampura on Wednesday. The grieving parents of the newborn are now also demanding the immediate arrest of the two doctors who were found involved in the alleged negligence. “We welcome the Delhi government’s decision as we were also demanding the cancellation of the hospital’s licence. But why the two doctors involved in the negligence are not arrested yet, even after being declared guilty by the hospital itself?”, asked Ashish Kumar, the child’s father.“We demand immediate arrest of the two doctors. Gujarat Elections 2017: BJP released manifesto after we raised questions about it, says Rahul Gandhi

Congress Vice President Rahul Gandhi on Friday claimed that BJP was forced to release its manifesto after Congress put pressure on it. Rahul said in Anand, ” We raised questions about Manifesto & BJP hastily prepared it behind closed doors. Congress asked for it so Arun Jaitley released it.” He said that not releasing the manifesto so far showed BJP’s arrogance. Rahul claimed that BJP thinks “they’re going to govern here for 100 years”, hence had no intention on publishing its manifesto. On Friday, Union Finance Minister released BJP’s vision document for Gujarat and said that the main focus is that the growth process shouldn’t be hampered. But before that Rahul Gandhi went hammer and tongs demanding why BJP is yet to release its manifesto. “The campaign in half of Gujarat has already ended. Polling will be held shortly. But the BJP has not announced its manifesto yet. The BJP has not told you what it will do for you in the next five years,” Gandhi said. “Modi-ji used to say that the BJP will rule in Gujarat for the next hundred years. But he is not saying a single word about the future of Gujarat at his rallies. “Instead, Modi-ji talks about Afghanistan, Pakistan, China and so many global issues. This election is not about Modi or (Rahul) Gandhi…It’s about THE people of Gujarat,” he said. Also readGujarat Election 2017: BJP releases its manifesto; attacks Congress for making ‘false promises'”The BJP is ruling here for the last 22 years. Delhi government cancels license of Max Hospital in Shalimar Bagh for medical negligence

Delhi Health Minister Satyender Jain on Friday said that they are cancelling the license of Max hospital located in Shalimar Bagh due to medical negligence. The decision was taken after the health minister received the final report of the probe launched into probing alleged medical negligence by the hospital. The case relates to the birth of twins (a boy and a girl) on November 30. The parents alleged the babies were declared dead by the Max Hospital in Shalimar Bagh but they later discovered that the boy was alive.the parents said they were told by the hospital that both the babies were stillborn. The infants were handed over to them in a polythene bag, they said. The family discovered that the baby boy was breathing just before the last rites, the police said. The baby however died later. Earlier Jain had said that the preliminary report had found Max hospital guilty on several counts and promised strict action once the final report comes. It’s not the first time Max has had a run in with the authorities recently. On November 22, a notice was sent to Max Hospital for allegedly violating norms related to services to be given to EWS patients. “These two cases have been clubbed and we will take action accordingly,” Jain had promised. The family of the kid had alleged that Max hospital tried to bribe them to hush up the case. However the hospital has vehemently denied the allegation. With PTI inputs

The Electricity Act 2003 needs to be amended before electric vehicles can be manufactured in large scale. This is what the transport, power experts and incumbent and former government officials were of the view at a closed door meeting held on December 1 in Mumbai. The need has arose as the existing charging stations meant for electric vehicles (EVs) are levying around Rs 14 per unit which these experts feel that it should ideally be Rs 6-7 per unit. This comes at a time when air pollution has become a big issue — Delhi is the perfect example of what air pollution has done to the city. Meanwhile, the Brihanmumbai Electricity Supply and Transport (BEST) has introduced four electric buses which are operational in its fleet since November 11. On Friday, a closed door meeting to study the future of EVs took place at Ruia College in Matunga. “There is a need to create a new slab in the tariff structure especially for charging EVs. At present commercial rates are being charged, which is proving costly. The rates can easily be around Rs 6-7 per unit. For this amendment in the Electricity Act is needed and being thought about,” said V Sonavane, former Member, Maharashtra Electricity Regulatory Commission.

RBI fixed reference rate for US$ at Rs 64.43 and Euro at Rs 76.48

On the global front, the US dollar dropped sharply to reports that Michael Flynn, Donald Trump s former national security adviser who was charged earlier on Friday with lying to the FBI, was prepared to testify that the president directed him to make contact with Russian officials. The dollar index, which tracks the greenback against six major currencies, was a tad higher at 92.81 against 92.79 previously.Elsewhere, the common currency Euro staged a good run against the US dollar on the back of stronger-than-expected Eurozone data and the improvement in risk appetite.British Pound, however, slipped from a two-month high against the dollar, getting only a temporary boost from better-than-expected UK manufacturing data, as investors fretted about Britain reaching a deal with the European Union over the Irish border. In cross-currency trade, the rupee remained sluggish against the British pound and settled at 86.65 per pound from 86.13.The local currency, however, recovered against the Euro to finish at 76.33 as compared to 76.73 and also rebounded against the Japanese Yen to close at 57.39 per 100 yens from 58.03 last weekend. In the forward market, a premium for dollar showed a mixed trend owing to lack of market-moving factors. The benchmark six-month forward dollar premium payable for April moved down to 114-116 paise from 117-119 paise, while the far-forward contract maturing in October 2018 held steady at 256-258 paise last Friday.

Free to air news on Sunanda Pushkar’s death but respect Shashi Tharoor’s silence: Delhi HC

The Delhi High Court on Friday refused to restrain journalist Arnab Goswami and his Republic TV from airing news or debate on Shashi Tharoor’s wife Sunanda Pushkar’s death case but asked them to respect the Congress MP’s “right to silence”.Press cannot “convict anyone” or insinuate that he or she is guilty or make any other unsubstantiated claims, the Delhi High Court said while directing journalist Arnab Goswami and his channel to air any story without”tampering”. The court was hearing a plea by Congress leader Shashi Tharoor seeking to restrain Republic TV from airing news or debates relating to the mysterious death of his wife.”Press has to exercise care and caution while reporting about matters under investigation or pending trial,” Justice Manmohan said in a 61-page judgement.”Court is of the opinion that in the present case, the defendants have the right to air their stories and the same cannot be curbed, but it has to be balanced,” the court added. The observations and directions came while disposing of three applications filed by Tharoor. The court, however, said that before airing any story on Pushkar’s death, the channel should give Tharoor a written notice, by electronic mode, seeking his version. It said that the Congress leader has the”right to silence” under the Constitution and”no person can be compelled to give testimony or answer questions which may incriminate him”.It also observed that an individual affected by the story must be given an option to give his version, but he cannot be compelled to speak if he does not want to.”If the plaintiff (Tharoor) refuses or does not reply within a reasonable time, he will not be compelled to speak and the story will be aired with the disclosure that he has refused to speak to the defendants (TV channel and Goswami),” the court said. The court discussed the domestic and foreign laws and judgements to conclude that in the present case, an interlocutory injunction cannot be granted at this prima facie stage to restrain publication. However, the court added,”The culture of thrusting a microphone in the face of a person needs to be deprecated.”Sharp rebukeHC said, “The culture of thrusting a microphone in the face of a person needs to be deprecated.”The channel should give Tharoor a notice seeking his version before running a story, it said.

Rafale deal: Randeep Surjewala says PM Modi compromised national security

Congress spokesperson Randeep Surjewala on Friday accused Prime Minister Narendra Modi of compromising national security, and also alleged a huge scam in procurement of Rafale fighter jets from France.Surjewala said that when the UPA government was in power, Rafale had emerged as the lowest bidder for supplying 126 fighter planes to India with a base price of $10.2 billion (Rs54,000 crore). However, as per information available in public domain, the Narendra Modi government junked the earlier tender, and signed a deal for purchasing 36 Rafale fighter aircraft for $8.7 billion (Rs 59,000 crore).”As per the deal negotiated when Congress was in power, each fighter jet would have cost $80.95 million or Rs526 crore, while BJP government has finalised a price of $241 million or Rs1,570 crore. Who is responsible for this huge financial loss?” he questioned. The Congress leader alleged that earlier deal also include transfer of technology for manufacturing the aircraft in India by HAL, and offset clause requiring Dassault Aviation to invest 50% of the sale price in India.

Gujarat Elections 2017 | Amit Shah: Who is Rahul Gandhi to question PM?

Congress is being wiped out from the country but is dreaming of coming to power in Gujarat, said BJP national president Amit Shah in Kodinar on Friday during his tour to Veraval.Shah also said that Congress cannot see the development in Gujarat as it does not have proper vision. Addressing a gathering at Kodinar, Shah said that Congress has been suffering setbacks from successive elections it is contesting across the country, refering to the results of elections to the local self government bodies in Uttar Pradesh on Friday.”I would like to ask Rahul Gandhi on which issues Congress is contesting the Legislative Assembly elections in Gujarat. Why is there any need to seek votes from people as BJP has done all the development works in Gujarat,” said Shah. The BJP president said that Congress cannot see the work done in Gujarat as they are looking through ‘Italian spectacles’. If they use spectacles made in Kodinar, they would be able to see the development clearly.Shah alleged that Congress has divided the society in the name of caste and hatred. “No sooner they start speaking, they will start opposing Prime Minister Narendra Modi. Who is Rahul Gandhi to question Narendra Modi,” he said.Shah expressed confidence that even in absence of former BJP MLA Dinu Bogha Solanki, BJP will win the Kodinar seat and BJP will regain the reigns of Gujarat. 2 teachers held for assaulting 4-year-old in posh Kolkata school

After a day-long protest by parents and guardians on Friday, two teachers of a school in south Kolkata have been arrested on charges of sexually assaulting a four-year-old child. The two accused were charged with Sections 2 and 4 of the Prevention of Children from Sexual Offences Act (POCSO) Act.The father of the kindergarten student said that his daughter, after returning from school on Thursday, had been crying incessantly in pain and there was blood in her urine. “We took her to our family doctor. As soon as the doctor saw it she said she suspected a foul play, and advised us to take her to the police station and file a complaint,” he said. He added that later they were informed that two school teachers had lured the child with chocolate, and took her to the toilet and assaulted her. “I am surprised that we spend lakhs of rupees to get our children admitted to a school like this,” the father said adding that he would not send his daughter to that school again. After filing a police complaint, she was taken to the state-run SSKM hospital where she was kept under treatment overnight. A four-member medical team conducted two medical tests on the child.Since Friday morning, parents and guardians had put up a protest outside the school demanding action against the offenders. The parents alleged that school authorities were trying to hush up the affair. The school Principal said, “I will say that security of our students is our top priority, and we will take adequate measures to ensure that. We will install CCTV cameras inside the school.”BJP and Youth Congress members put up a protest outside Jadavpur Police Station in the evening demanding immediate action.State education minister Partha Chatterjee condemned the incident and said, “The accused would receive strictest punishment.”Chief Minister Mamata Banerjee said that police had taken required steps against offenders.Nabarun De, executive committee member of ICSE council said, “We condemn this strongly but I have heard that the incident had taken place at the Kindergarten section at an address which does not have an affiliation according to the records.” He also said that by the end of this month the council would come out with a safety manual which all the schools would have to abide by.Lawyer of the victim’s father, Priyanka Tibrewal said that they would file a case against the school alleging negligence. “We will file a writ petition to cancel the licence of the school and would also make the council a party because it is not possible that they didn’t know that a school was running without their affiliation,” she said.On November 3, 2014, a similar incident had happened at the same school when a six-year-old who was a participant in a cultural programme of the school was sexually assaulted by the driver and helper of a Volvo bus which was hired to ferry the students to the venue.Parents had put up an agitation at the school demanding installation of CCTV cameras within the school campus but it has still not been done.

Dead eating subsidised ration: Rajasthan CM discovers fraud during public outreach programme

George Eliot said the dead are not dead to us unless we have forgotten them. This saying ironically came true when Rajasthan CM Vasundhara Raje was holding a public dialogue under the CM Jan Samvad Programme, at Gudagaurji village in Jhunjhunu district. There many deceased villagers continue to ‘eat’ the subsidized rations meant only for the living. The ration is supplied by the state government at subsidized rates to poor people under Food Security Scheme. Some residents of Aduka village complained to Raje that the local ration dealer had fudged the list and many deceased individuals are still included in the list of beneficiaries under the Public Distribution System (PDS) system. They complained that Mohanlal Sharma, the sarpanch of their village who also happens to be the ration dealer continues to take supply of rations in the name of the people who are dead. They further complained that the district supply officer (DSO) Subhash Choudhary did not pay heed to their grievances and failed to take any action. Raje asked officials to verify the complaint and when it turned out that the allegations are true, a fuming Raje immediately issued chargesheet to the DSO. CM then assured those at the Jan Sanwad program that the government would take strict action against the higher officials if their subordinates fail take action. “The higher officials need to act against the subordinates if they fail to address grievances given by the commoners. We will also take action against the higher officials if the grievances remain unaddressed at lower lever,” said Raje. She then asked for compliance report on all grievances received on Friday by Saturday morning. Raje is on a two day tour to Jhunjhunu district to meet various sections of the society.

Cop dresses inappropriately, court lashes out

<!– /11440465/Dna_Article_Middle_300x250_BTF –>The Gujarat high court has taken note of police officials taking court proceedings lightly and looking unkempt before it. Tired with the casual approach, the court instructed the Director General of Police to address the issue and direct all its staff to appear in court in proper uniform. The seventh division bench of Justice Abhilasha Kumari and Justice BN Karia was hearing a habeas corpus petition. Last Friday, when the petition came up for hearing, the Deputy Superintendent of Police (SC/ST cell) was accompanied by his head constable Nazbhai Ahir. The court found that the head constable was not in his proper uniform, and unkempt and slovenly. The court found that his clothes were untidy and he was unshaven and had not bothered to comb his hair. It noted, “On the whole, he presented an untidy, scruffy and sorry picture.” It was shocked because the constable was accompanying the Deputy Superintendent of Police, who had not bothered to ensure that his colleague appeared in clean clothes. The court observed that the public prosecutor’s office was instructed to take up the matter with the DG’s office and with all district heads to at least ensure that officials appear in court in uniform and maintain decorum. Unfortunately, the instruction has not gone down well. The court also refused to take on record or accept the apologies of the head constable and the Deputy SP. It instructed the Amreli District Superintendent of Police and the Director General of Police to address the issue and ensure that police officials appearing before the court are in uniform.
