Yogi Aditynath breaks ‘jinx’, visits Noida with PM Modi to inaugurate new line

When 45-year-old, saffron-clad, UP chief minister Yogi Aditynath made successive visits to Noida this week, he broke a superstition that goes back all the way to 1988.UP CM Vir Bahadur Singh of Congress was firmly ensconced in his seat. He visited Noida in 1988 and then lost power within days. The theory of a jinx took hold and has believed by politicos ever since.BSP chief Mayawati tried to break the jinx when she visited Noida four times as the chief minister. But then she lost the 2012 Assembly election and one of the factors held responsible for the defeat was the ‘Noida jinx’.The fear of a jinx became so strong that during his entire five-year term, the then CM Akhilesh Yadav stayed away from the area. The situation was all the more ironic as Akhilesh was considered the modern face of the Samajwadi Party (SP). Throughout his tenure, he used video calls to inaugurate or launch projects in Noida and Greater Noida and never visited any of these two regions. In August 2012, Akhilesh inaugurated the Yamuna Expressway from Lucknow and avoided travelling to Noida. The following year as well, he inaugurated many infrastructural projects in Gautam Budh Nagar without visiting the city.In April 2016, Akhilesh skipped two events in Noida, which were attended by Prime Minister Narendra Modi and President Pranab Mukherjee. Before the 2017 Assembly polls in UP, Akhilesh had, in December 2016, launched several development projects in Noida through videoconferencing. He finally did set his foot in Noida but only in June this year, when he was no more the CM. He made a brief stopover in Noida while he travelling to Delhi from his family pocketborough, Saifai in UP.Yogi Adityanath, who shared the dais with Prime Minister Narendra Modi on Monday during the inauguration of the Magenta Line, became the first CM to do after years.

1,000 homebuyers stage protest, stopped from taking out march

Around 1,000 Noida homebuyers staged a silent protest against the Noida Authority and the UP government at Sector 18 on Monday, ahead of Prime Minister Narendra Modi’s arrival in Noida for inauguration of the Magenta Metro rail link. The homebuyers, who are yet to get the possession of their flats in projects such as Jaypee Wish Town Noida, Amrapali, Supertech, and Unitech, gathered near Sector 18 Metro station, from where they were to march towards the Botanical Garden Metro station and the Amity University in Sector 125. They were, however, stopped by the police at the Sector 18 Metro station. Some people still managed to reach the Amity ground in bits and pieces. “We have reached out to all officials and the state government but nothing has been done. So, we planned to communicate our plight to PM Modi. We were stopped by the police, which is a shame for us. As citizens, we cannot make our voices heard,” said Shweta Bharti, General Secretary of the Noida Extension Flat Owners Welfare Association (NEFOWA).Meanwhile, on Saturday, UP chief minister Yogi Adityanath had met the distressed homebuyers and pulled up the Noida Authority for lapses in handling of the matter. Adityanath had directed officials to hand over 40,000 flats by December 31, while another 40,000 have to be handed over by March. The UP CM also asked the Noida Authority to draw up a list of defaulter builders, categorising them as per their position — those who will be able to deliver the flats on time, those who would need help of co-developers to finish their projects, and those who won’t be able to complete their projects at all.The irked homebuyers, however, termed Adityanath’s promise of delivery of 80,000 homes in Noida, Greater Noida, and Yamuna Expressway areas by March-end an “eyewash” and demanded that the government come up with an action plan for projects.”We want the PM to intervene. The co-developer policy should be implemented. The units that have been delivered in Noida or are about to be delivered do not have the occupancy or completion certificates,” Bharti said. The protesters pointed out that despite several assurances and various announcements, nothing much has changed on the ground. It was also pointed out that despite a committee being set up to resolve the homebuyers’ issues, nothing has happened. Some other buyers alleged that even the much-touted RERA did not bring them any relief. “The Central government-notified RERA should be implemented in letter and in spirit, and no dilution should be done by the state government,” they said.According to members of the association, during the UP elections, the BJP candidates had promised flat buyers of GB Nagar that they would be given all possible support in securing possession of the homes. But after the BJP victory, the politicians forgot about the homebuyers, the protesters alleged. As many as 94 projects in Noida and nearly 190 projects in Greater Noida are stuck due to financial reasons. In a high-level meeting held in September this year, UP CM had ordered the officials to ensure that 50,000 homebuyers got their homes in Noida and Greater Noida. On December 4, a ministerial panel, during the course of a meeting with builders and officials of the Noida Authority, Greater Noida Authority, and Yamuna Expressway Industrial Development Authority (YEIDA), had declared that 32,500 flats would be delivered by the end of this month.

Yogi Adityanath meets distressed homebuyers, promises quick action

Uttar Pradesh Chief Minister Yogi Adityanath met distressed homebuyers and pulled up Noida Authority for lapses in the handling of the matter. Adityanath has directed officials to hand over 40,000 flats by December 31, while another 40,000 to be handed over by March, 2018.The UP CM also asked the Noida Authority to draw up a list of defaulter builders categorising them as per their position on the properties — one, who will be able to deliver the flats on time; two, those who need help of co-developers to complete their projects; three, those who won’t be able to complete their projects.Adityanath met distressed homebuyers at Amity University where officials of all the three authorities — Noida authority, Greater Noida Authority, and Yamuna Expressway Industrial Development Authority were present along with the heads of many home buyers’ associations.During the meeting, the distressed homebuyers kept their issues in front of Yogi and he made a note of all of them. After this, he promised the homebuyers that the 40,000 flats will be handed over to the buyers December 31, while another 40,000 would be handed over by March 31.However, the homebuyers were not satisfied with the promises made as they said the CM needed to check the ground reality. The buyers invovled in different projects in Noida, Greater Noida and Yamuna Expressway — such as Jaypee, Amrapali, Supertech, Unitech, Pan Oasis — also announced that they will protest against the government on Sunday at the Film City in Sector 16A.According to members of the association, during the UP elections, BJP candidates had promised flat buyers of GB Nagar that they would be giving all possible support in securing possession of homes. But, they alleged, after the BJP victory in the UP elections nothing was done for them.”We have been getting such promises from the past many years but no work on the ground has been done. All the people are just coming and giving hope but nothing is done. We are left hopeless,”said Shweta Bharti, General Secretary, NEFOWA (Noida Extension Flat Owners Welfare Association). The UP CM also attacked previous state governments saying that all corruption had been done in their era, but the BJP government was working for the benefit of the people. He further directed the authorities to hand over a list to the three-minister panel of the builders categorising them into three lists so that they knew who needed help and against whom do they have to take action.Ninety-four projects in Noida and around 190 projects in Greater Noida are stuck owing to financial reasons. In a high-level meeting held in September this year, UP chief minister ordered officials to ensure that 50,000 homebuyers got their homes in Noida and Greater Noida areas. On December 4, the ministerial panel — during the course of a meeting with builders and officials of Noida Authority, Greater Noida Authority and Yamuna Expressway Industrial Development Authority (YEIDA) — had declared that 32,500 flats would be delivered by the end of this month.NO HOMESAs many as 1.6 lakh homes are delayed in Noida, Greater Noida and Yamuna Expressway put together and homebuyers who are burdened withboth equated monthly instalments and rent said that delivery of flats being promised by authorities comprise projects that were, in any case, nearing completion and do not include the big builders in Noida, whose projects have been delayed for years or against whom insolvency proceedings are currently on. None of those projects have been revived.

Noida, Greater Noida don’t need a municipal corporation

Noida and Greater Noida do not have their own municipal corporations. This is despite the fact that the Industrial Development Act of 1976 mandated that every city must have a municipal corporation of its own. What’s even more surprising is that the two cities, located in Gautam Budh Nagar district, may still not get their own municipal corporations, as stakeholders, at a meeting convened by the Noida Authority on Saturday, concluded that the two cities did not need them. The stakeholders comprised members of the Federation of Noida Residents Welfare Associations (FONRWA), Confederation of NCR Residents Welfare Associations (CONRWA), Noida Entrepreneurs Association (NEA), Confederation of Real Estate Developers’ Association of India (CREDAI) and various MLAs. Most of them felt that Noida, Greater Noida and Yamuna Authority authorities were working well enough to maintain the city.According to Meerut Commissioner Prabhat Kumar, most of the suggestions declined the need for a municipal corporation for GB Nagar. Instead, he said, people wanted civic bylaws to be put in place to fix the accountability of residents and the Authority towards the city.“The majority of stakeholders in GB Nagar do not want a separate municipal body,” Kumar said The Meerut Commissioner had been appointed to look into this matter when on September 4 this year, the GB Nagar district magistrate BN Singh recommended that the municipal functions be withdrawn from the purview of Noida Authority and handed over to the Uttar Pradesh government. In October, a public notice was issued, inviting all stakeholders to submit their views on the matter. Thereafter, a government committee including BN Singh, GB Nagar district magistrate; RK Mishra, additional CEO of Noida Authority; BK Tripathi, additional CEO of Greater Noida, VP Pathak, chief law adviser of Noida Authority and CP Singh, municipal commissioner of Ghaziabad, was set up under the leadership of Prabhat Kumar, commissioner of Meerut. Kumar is now the in-charge on this matterOn other issues raised in the meeting, Kumar said they also received suggestions on parking issues and the need for a railway station in GB Nagar and an IIT college in Yamuna Expressway. No corp in noidaThe Industrial Development Act of 1976 mandated that every city must have a municipal corporation of its own.At a meeting convened by the Noida Authority, stakeholders concluded that Noida and Greater Noida did not need one.

<!– /11440465/Dna_Article_Middle_300x250_BTF –>Hundreds of buyers who had invested in different residential projects of the Amrapali Group, Supertech, Jaypee, and many others in Noida and Greater Noida staged a protest outside the BJP office at Ashoka Road in New Delhi on Saturday.Shouting slogans the buyers demanded answers from the government as to how and when they would get their houses. When complaints are lodged against builders, action should be taken by the authorities. Further, if the authorities slacken on this mandate, the government should take action on the officiating authorities.

NCLT can’t declare any builder insolvent

<!– /11440465/Dna_Article_Middle_300x250_BTF –>After the bench of the National Company Law Tribunal (NCLT) declared Amrapali and Jaypee as insolvent companies, the plight of home buyers, who are struggling for possession, has worsened. This insolvency declaration, among other things, has made Greater Noida Authority powerless in terms of intervention (from the home buyers side). Now, Greater Noida Authority has taken a decision of submitting a caveat — a notice, especially in a probate, that certain actions may not be taken without informing the person who gave the notice — to the NCLT. This would ensure that going forward NCLT cannot declare any real estate firm as insolvent without informing the Greater Noida Authority. This move is particularly pertinent in the current scheme of things. According to officials of the Greater Noida Authority, developers of several projects in the area are not paying their bank installments, and their dues.”There is a strong possibility that the banks shall soon file cases against the defaulting builders in the NCLT. As a safeguard these builders shall file insolvency petitions and a similar situation of helplessness will occur as Greater Noida Authority will then be rendered powerless.”We have a right to question the builders operating in our area and hence we are submitting this caveat per which NCLT shall have to hear our verdict against the builders before declaring their companies insolvent,” officials stated.Greater Noida Authority officials also backed their decision of caveat submission with the logic that since the land for real estate projects are granted by them they become answerable to the buyers.Bal Krishna Tripathi, additional chief executive officer of Greater Noida Authority, said that the authority is taking the help of legal experts. On August 10, the bank had moved NCLT to start insolvency proceedings against Amrapali Infrastructure, Silicon City and Ultra Homes under the Insolvency and Bankruptcy Code.

<!– /11440465/Dna_Article_Middle_300x250_BTF –>Slamming the Noida police report in a case against Managing Director of real estate firm Supertech Limited, a district court has directed the Crime Branch to reopen the case. Managing Director RK Arora has been accused of constructing extra number of flats against the map passed by the Noida Authority in one of its projects in Greater Noida.Additional Sessions Judge dismissed the final reports submitted by the Gautam Budh Nagar police in the case against Arora, who has been accused of constructing 1,904 flats, instead of the 844 sanctioned by the Greater Noida Authority in Supertech Czar in Omicron I of Greater Noida.”The police have not been able to justify the case and have not submitted satisfactory reports against Arora. We will cross verify the reports submitted by the the Noida Police and have ordered the Crime Branch to probe into the matter and take the case forward,” the order read.”When the Authority sanctioned the project for 850 flats, how can the builder construct 1,914 flats and use the greenery area for construction?” the judge rued.A complaint in this regard was filed by homebuyer Arvind Kumar Singh. The magisterial court had then, on September 25, 2014, summoned the accused to face trial for offences under Sections 420 (cheating), 467 (forgery of valuable security, will, etc), 468 (forgery for purpose of cheating), 471 (using as genuine a forged document or electronic record),504 (intentional insult with intent to provoke breach of the peace) and 506 (criminal intimidation) of the Indian Penal Code (IPC).According to the complaint, in 2009, Singh had booked a flat in Supertech’s Czar project in Greater Noida and paid the amount as per the demand of officials of the firm. He had alleged that he was supposed to receive the possession of the flat in 2011, for which he had paid the entire amount by 2010.”The possession was delayed and in 2014 they sent me the offer of possession via mail. I asked them for a proper occupancy certificate. They told me that they only offer the possession. So, I approached the Greater Noida Authority and asked them about the planand certification,” Singh said.He then cross-verified the project and found that the builder had constructed more flats than the sanctioned plan. He then wrote an application to the authority to recheck and filed a plea in the court against the builder. The court accepted the contention of the complainant in 2014 and ordered the police to probe into the matter and asked them to submit the final reports, which it did not find satisfactory.”In the given factual matrix of the case, in my view, the revisionists have rightly been summoned to face trial in the case,” it said. Many others Supertech homebuyers have also filed a complaint against Arora for duping them.Excess flatsManaging Director RK Arora of Superteach Limited has been accused of constructing extra number of flats against the map passed by the Noida Authority in one of its projects in Greater Noida.Additional Sessions Judge dismissed the final reports submitted by the Gautam Budh Nagar police in the case against Arora.

The 27-year-old is preparing for his first international kickboxing championship — the World Kickboxing Championship, 2017 — to be held in Budapest, Hungary, from November 3 to 12.It is difficult to believe that this world-class sportsman ran away from his home nearly two decades ago, only to make it to the national kickboxing team.Raj, who hails from the Madhepur village in Bihar, has a Black Belt in karate and has won 25 gold medals at national level, and five gold medals and two silver medals in international karate championships. He started kickboxing in 2010. Again, he won a gold medal at the 18th national kickboxing championship in 2011. But no medal has made him forget his past.”I was about seven years old. My stepmother rebuked me all the time. We were poor and my father used to run a small grocery kiosk. He sent me to work at a judge’s house as domestic help in exchange of a small piece of farm land. One day, the judge’s son beat me. I told my father that I won’t work there anymore, hearing which he also thrashed me. Then, I took a train to Delhi,” he said.Raj had planned to go to his uncle’s place in Delhi but did not have the address.TTHe started working for a tea stall owner at the railway station, who provided him with food and shelter but no money. In a few months, Raj had made some friends. He quit his work at the tea stall and started ragpicking with them. One day, a volunteer from an NGO for children brought him to a shelter home in central Delhi’s Paharganj and got him admitted to school. Later, he was moved to another shelter home, set up by the Delhi Metro at north Delhi’s Tis Hazari, which, too, was run by the NGO.”When I was in Class X , I saw my seniors at the shelter practising karate. I told them I wanted to join. They taught me and I started playing for the school. They then took me in the team and got me enrolled at the YMCA,” the champion said, while warming up at a stadium in Noida.Joining YMCA proved to be a turning point in Raj’s life. He was noticed by his coach, who referred him to the Chhatrasal Stadium. “After I won a silver medal in the 2005 Asian Games in karate, there was no looking back,” said Raj, who is now married and has a one-and-a-half-year-old son.The kickboxing champion lives in a Greater Noida house on rent. He’s now looking for a sponsor for the upcoming Hungary championshipm, to be held at the Budapest stadium.”I can’t ever thank the NGO people enough for bringing me here. They have told me that if I don’t get a sponsor, they will pay for it. I am practicing night and day to win a gold and make the country proud,” he said.In all these years, Raj has visited his home only once, in 2006. “Even though I remembered my address, I didn’t want to return. I went back only after becoming a national karate champion, but my father was indifferent. My brothers, however, cried. I sometimes meet my brothers,” he said, wrapping up his practice.

The parents continued to create a ruckus and demanded that the principals meet them and address their concerns.Situation took a turn for the worse at Ryan’s Noida Sector- 39 branch, where parents caught hold of two contractual conductors, who were allegedly drunk. The duo, however, were released later after police gave them a clean chit.Similarly, a group of parents created chaos outside the school’s Faridabad branch, after they found a house-keeping staffer drunk. “How can we trust the school authorities with the safety of our children when there are so many security lapses here?”asked Rishi Sharma, a parent. The authorities, however, blamed parents for “unnecessarily” creating scenes to malign the name of the school. “It has become really difficult for us to convince the parents now. They are levelling false allegations against us to bring a bad name to the school,” said a principal, requesting anonymity. The Ryan management has been under immense pressure after major security lapses were revealed by the police, including non-functional CCTV cameras and non-staffers sharing toilets with students.

CAG to audit Noida, Gr Noida, Yamuna Expressway authorities

<!– /11440465/Dna_Article_Middle_300x250_BTF –>The Uttar Pradesh government has ordered CAG audit of three industrial development authorities–Noida, Greater Noida and Yamuna Expressway– which are facing allegations of irregularities and corruption. The controversy over allowing CAG access to these authorities had erupted during the UP Assembly election campaign when Prime Minister Narendra Modi had alleged large- scale corruption in the Ghaziabad Development Authority (GDA). The state government recently gave a nod to the audit of the GDA by the Comptroller and Auditor General (CAG). The erstwhile Samajwadi Party government had denied permission to the CAG to audit the GDA, despite Governor Ram Naik’s intervention in the issue. However, after a change in regime, the Yogi Adityanath government ordered CAG auditing for Ghaziabad Development Authority. In the latest decision, the state government has ordered CAG auditing for Noida, Greater Noida and Yamuna Expressway industrial development authorities, UP Industrial Development Department Principal Secretary Alok Sinha said. The Noida Authority had earlier opposed CAG auditing, saying it is an autonomous body. Official sources said Sinha wrote to the accountant general (economic and revenue sector audit) CAG on July 11 in this regard. Apart from carrying out checks on procedures, utilisation of funds and progress of projects, the CAG audit may also scrutinise the terms of contracts, agencies and contractors to whom the projects have been awarded, they said. Allegations have been levelled by social activists and homebuyers that the three authorities had made large-scale land allotments to builders and other allottees at throwaway prices in the past 10 years. Noida, Greater Noida, Yamuna Expressway Authority and the UPSIDC have been facing charges of corruption in the past, but the previous SP government had disallowed the CAG from carrying out audits of both industrial development authorities and development authorities in general. The CAG had earlier approached the SP government for audit of development authorities, but the officials concerned said the CAG did not have any right to conduct inquiries in the autonomous bodies. Industrial Development Minister Satish Mahana, however, said that to highlight corruption in the previous government in UP it is necessary that the CAG should audit all the development authorities.(This article has not been edited by DNA’s editorial team and is auto-generated from an agency feed.)

They opened fire at the police personnel on the check-post and tried to flee. The police retaliated and after the exchange of fire for some time, Tyagi was nabbed. The other criminal managed to flee. We could not see or trace him because it was dark. HC turns down ex-Noida authority chief engineer’s bail plea in

<!– /11440465/Dna_Article_Middle_300x250_BTF –>The Lucknow bench of the Allahabad High Court has turned down the bail plea of former Noida Authority chief engineer Yadav Singh on technical grounds in connection with a money-laundering case registered by the Enforcement Directorate (ED) against him. A bench of Justice Ramesh Sinha and Justice Rekha Dixit passed the order yesterday. Singh, in his bail petition, had contended that since a chargesheet was not submitted by the investigating agency within the statutory period, he was technically entitled to bail. The petitioner had also assailed the order of the special ED court, rejecting his bail plea earlier. Opposing the plea, the ED counsel said the chargesheet was forwarded within the statutory time limit and hence, Singh’s argument did not hold water. Considering that the chargesheet was filed “in time”, the court dismissed the petition. In 2015, the ED had slapped money-laundering charges against Singh, who was the engineer-in-chief of the Noida Authority, Greater Noida Authority and Yamuna Expressway Industrial Development Authority, on the basis of an FIR lodged by the CBI. Earlier, an Income Tax raid in November 2014 had revealed that Singh’s assets were hugely disproportionate to his income, following which he was suspended by the then Uttar Pradesh government. The Allahabad High Court had directed the CBI, in July 2015, to investigate the case stating that the allegations were most serious.(This article has not been edited by DNA’s editorial team and is auto-generated from an agency feed.)

DNA Micro Edit: Highways connecting Delhi have become dens for criminals

<!– /11440465/Dna_Article_Middle_300x250_BTF –>Swanky highways and expressways have improved the Capital’s connectivity in the last few years, but criminals have had a free run targeting commuters. Authorities have failed to rein in gangs operating on these highways. The fresh incident where a woman was gang-raped after being abducted from Gurugram and dumped in Greater Noida has once again exposed the gaps in security. The fact that the three men travelled over 50 km driving for nearly eight hours but were not intercepted, shows the lack of police presence. The lack of police presence on these highways has made them vulnerable to such heinous crimes.Last month, a group of highway criminals attacked a family raping four women and killing a male relative on the Jewar- Bulanshahr off the swanky Yamuna Expressway connecting Delhi and Noida to Agra. These highways connect Delhi to Western Uttar Pradesh and Haryana — both regions known to be notorious for highway criminal gangs. This is not the first such incident on these highways. A series of heinous crimes have taken place but no lessons have been learnt. Many of these have deserted stretches and lack of police presence has given a free run to criminals. Commuters travelling at night end up being victims of highway robberies and cases of sexual assault against women are also not a first. The government of Delhi, Haryana and Uttar Pradesh need to show some urgency in securing these highways to make them safe for travel without any delay.

CBI files charge sheet against Yadav Singh in graft case

<!– /11440465/Dna_Article_Middle_300x250_BTF –>The CBI has filed a charge sheet in a Ghaziabad court against former Noida chief engineer Yadav Singh and four others in a corruption case related to the laying of underground cables. Estimates were inflated, the bill of quantities was changed and there was a cartel formation among contractors to make JSP Constructions the lowest bidder, the charge sheet stated. The tender was opened in August-September 2011 but the work had started in April, it alleged. The CBI had in March last year filed a charge sheet against Singh and had kept the probe open. After concluding he investigation, it filed a separate charge sheet today. Also, it has filed a supplementary charge sheet against the wife of an employee of the North Okhla Industrial Development Authority over alleged corruption. The case was handed over to the CBI on the directives of the Lucknow bench of the Allahabad High Court. UP may change realty Act to make it pro-homebuyers

<!– /11440465/Dna_Article_Middle_300x250_BTF –>Homebuyers in the UP-NCR, especially Noida, Greater Noida, and Ghaziabad, now have a reason to rejoice. The Yogi government is all set to make changes in the stringent Real Estate Regulatory Authority (RERA) rules, especially in the definition of the ‘ongoing projects’, to make the Act benefit homebuyers.Senior government officials told DNA that Adityanath was unhappy with the old RERA rules for being ‘pro-developers’. The CM directed the Housing Department to rework the rules and then implement the Act.According to a government official, the previous dispensation in the state had twisted the definition of ongoing projects to ensure that most projects didn’t fall in the ambit of the stringent RERA Act.As per the RERA Act, 2016, any project “for which the completion certificate has not been issued as on May 1, 2016,” is an ongoing project. The previous Akhilesh Yadav government had added four clauses to the Act to keep a majority of projects out of the RERA pool.As a result, projects where services have been handed over to the local authority for maintenance, or common areas and maintenance have been handed over to the residents welfare associations, or development works have been completed, and application has been filed with the competent authority for issuing completion certificate, were kept out of the regulator’s ambit. The present government has decided to drop these clauses. “We have proposed to bring all projects where completion certificate was not issued on May 1, 2016, under the RERA ambit,” a senior UP government official said.DNA was the first to report in the absence of a regulatory authority, the UP government appointed Governor and Additional Chief Secretary of the UP Housing and Urban Planning Department as the regulator. The state was supposed to form the authority and the tribunal within one year of the commencement of the RERA Act, which was notified on October 27, 2016.

<!– /11440465/Dna_Article_Middle_300x250_BTF –>African students in the national capital region continue to grapple with racial attacks but that hasn’t stopped them from applying to colleges. Delhi University has already received around 300 applications from African nationals even though the admission process has not begun yet.Cashing in on this response, the Varsity has decided to launch a special drive to make the academic experience holistic and better suited to cater to foreign students’ needs.”The University is overwhelmed with the response received from the African countries. We envision to increase the number manifold by providing attention to their special needs,” DU Registrar Tarun Das said in a statement.”The University is in consultation with some of the eminent ambassadors of various African countries and has received a very enthusiastic response from them,” he said. The Foreign Students’ Registry (FSR) had received 428 total applications last year.Recently, a number of attacks on African students took place in Greater Noida, where they were brutally beaten up by locals following the death of a Class XII student. Locals had blamed the Africans of plying the youth with drugs. The Varsity has been taking several initiatives for African students. Last year, it also announced to introduce a Hindi language course for them. However, the project is still in the pipeline.Delhi University offers several programmes at various levels for foreign students. It does not prescribe any entrance exam for them. “We understand the needs and aspirations of such students and we are committed to providing them an environment which is conducive to their growth,” the registrar said.”This outreach programme by the Varsity is the first of its kind in the country. Our mission is to reach out to international students, including those from Africa. This will strengthen the cultural, social, and political ties between the countries,” Das said.

Villagers in Haryana end protest over expressway construction

<!– /11440465/Dna_Article_Middle_300x250_BTF –>The construction work on the KGP and KMP Expressways has resumed as farmers at Badhkhalsa village here ended their protest after assurances from the district administration that they’d be duly compensated, the state authorities said today. The villagers had been protesting against the acquisition of their land for construction of road and roundabout of Kundli-Ghaziabad-Palwal Expressway and Kundli-Manesar-Palwal expressways since November 17, 2005, an official statement said today. “As the villagers were not ready to give up their land, the construction work had to be halted. The farmers recently ended their protest,” it said. The construction of the road was restarted after the BJP government came to power in Haryana in 2014. “On April 19, 2016, Chief Minister Manohar Lal Khattar held a meeting with the villagers where he offered the villagers land in other locations in lieu of the land to be acquired. He had also instructed the district administration to comply with these orders,” the statement read. Following this, Sonipat Deputy Commissioner, K Makrand Pandurang, held talks with the villagers and offered land or enhanced compensation. “While 70 farmers were recently paid compensation, land at other locations would be provided to the remaining 212 farmers, for which the process has already been started,” it said. The 135-km long Eastern Peripheral Expressway (KGP) envisages signal-free connectivity between Ghaziabad, Faridabad, Gautam Budh Nagar (Greater Noida) and Palwal. The two expressways were planned in 2006 following the Supreme Court order to form a ring road outside Delhi for channeling non-Delhi bound traffic bypassing the national capital.(This article has not been edited by DNA’s editorial team and is auto-generated from an agency feed.)

Court refuses to quash proceedings against Supertech top brass

<!– /11440465/Dna_Article_Middle_300x250_BTF –>A Delhi court has refused to quash criminal proceedings against three top officials of real estate major Supertech Ltd for allegedly cheating a man who had booked his dream flat in one of its projects in Greater Noida. Additional Sessions Judge R K Tripathi dismissed the revision petition filed by Managing Director R K Arora, Director G L Khera and Manager Guneet Singh of Supertech Ltd, saying they cannot escape liability and have been rightly summoned by the magisterial court. “It is well settled principle of law that a company does not act on its own. The accused persons are responsible for managing day-to-day affairs of the company. “The complainant always met these persons to know about the progress of construction of the unit booked by him in ECO Village. It was on their advice and offer that complainant agreed for relocation of his flat from ECO Village 2 to ECO Village 3. Thus, they cannot escape from their liability and they have rightly been impleaded as a party in the case,” the judge said. A magisterial court had on June 6, 2016 summoned the accused to face trial for offences under sections 420 (cheating), 403 (misappropriation of funds) and 406(criminal breach of trust) of the IPC on the complaint of Delhi resident Rakesh Chauhan. According to the complaint, Chauhan had in 2010 booked a flat in Supertech’s ECO Village 2 project in Greater Noida and paid the amount as per the demand of officials of the firm. He had alleged that he enquired about the progress of construction from the accused but when no construction commenced, the accused informed him about certain hurdles and advised him to go for the flat in their other project named ECO Village 3. The complainant accepted the offer through letters and e-mails but later through an advertisement in newspaper in 2013 he came to know that accused were selling constructed units of both projects to others and not considering his allotment, he alleged. He further said that all the three accused started avoiding him and did not respond to his queries. The court accepted the contention of the complainant and said, “Considering their acts in the commission of offence in the case, the trial court has rightly summoned them for facing trial. “In the given factual matrix of the case, in my view, the revisionists have rightly been summoned to face trial in the case,” it said. The accused, in their revision petition, had denied the allegations against them and claimed that the transaction, as alleged, was carried out between the company M/s Supertech Ltd and the complainant and no criminality can be attributed to the accused.(This article has not been edited by DNA’s editorial team and is auto-generated from an agency feed.)
