The year that saw rise of Congress and agitations

Looking back at 2017… One sees a politically eventful year, a year made up a series of events that have led to a mobilisation of various sections, especially the farmers and the Dalits. The discontent in these sections was successfully harnessed in the form of agitations that not only put the government’s problem solving skills to test but also created a situation wherein the agitators managed to get the upper hand as they entered into agreements with the government.The year that has passed has seen the Congress rise like the phoenix. The party that was reduced to redundancy in last elections has grown to be a force to be reckoned with. The opposition party has managed to catch the fancy of the rural population with its incessant raising of the farmers’ issues. It today has the distinction of being a state that is home to four of Rahul Gandhi’s close aides; CP Joshi, Bhanwar Jitendra Singh, Sachin Pilot and the newly added Ashok Gehlot.Congress also made its relevance felt nationally by striking emotional cord. The name for Rahul Gandhi as AICC president was proposed in Jaipur. It was projected as the logical action in the city where Rahul took charge as party vice-president.All through 2017 the die has been cast. It has laid the foundation for the years to come. The year that passes by has managed to fuel discontent to such a level that the run down to the assembly polls at the end of 2018 will be interspersed with protests and agitation.Discontent among the castes was on the rise all through the year. With no concerted effort to contain, it escalated and spread. The Gurjars, Jats and Meenas under Kirori; have an axe to grind with the present government. Rajputs and Brahmins have their own issues. This caste cauldron, while being a political irritant spells trouble for the social fabric too.As the year prepares to fade out, both BJP and Congress have decided to adopt the Gujarat model. The poll preparation will be on the lines adopted in Gujarat. Congress with its offensive campaign and the BJP plans to decentralise to the booth level to ensure each vote.

Jailbirds lust story ends with no love lost

The city police arrested a history-sheeter on Sunday for raping a woman on the pretext of marrying her and fraudulently transferred the woman’s property in his name. Interestingly, the woman was lodged in Central jail in Jaipur for murder of her husband when she came in contact with the history-sheeter and the duo married after getting out on parole. Notably, the man had recently fled from court when he was sentenced to life imprisonment in a murder case by District and Sessions Court at Chirawa in Jhunjhunu. The man had been hiding in Jaipur when he was arrested.In November, a case was registered at Kanota police station of the city by the victim woman, Radha (name changed), against the accused Sher Singh alias Sheriya alias Suraj alias Rajesh. Singh is a history-sheeter of Pilani police station of Jhunjhunu and has been involved in cases of murder, attempt to murder, illegal weapons and other crimes.“The woman said in her report that the man maried her and established physical relationship but also got her property transferred in his name fraudulently which he sold off and conducted fraud,” said Kunwar Rashtradeep, DCP East.The police conducted investigation and arrested the accused.“The woman was behind bars for murder of her husband, a native of Agrasen Nagar in Kishangarh. She was in Jaipur Central jail when she came in contact of Sher Singh. They grew close and in 2012 they got out on parole and married and the duo lived in a house in Vrindavan Vihar in Kanota. Physical relatationship developed between them however in meantime Sher Singh took the woman in confidence and got her properties registered in his name,” officials said.However once he got the woman’s properties, he sold off all of them and left the woman and married another one.

And in Rajasthan, for any auspicious and momentous event, political parties, irrespective of the colour, industrialists and the aam aadmi seek the blessings of Moti Dungri and the Mahant.”

If we can be at service for the public even once in a year, we consider it as an achievement,” said traffic control room in-charge.Even the city-based doctors take pride in being on duty and helping those in need.“I feel privileged that I am in a position to serve the people, specially after 12 O’clock. Several cases of head injuries come in and also, there are cases of young individuals who are under the influence of alcohol and rash driving. They need immediate attention. Serving them is the most satisfactory moment,” said Dr Amit Kulshrestha, senior consultant, SMS Hospital.Then there are chefs and hotel management who enjoy serving guests with food and drinks of their choice to ensure people have a good experience while they ring in New Year. “Being a chef, I am always passionate about serving food. This passion keeps us motivated.We celebrate our new year on the second day. I have not celebrated new years with my family for about 14 years,” said Piyush Mathur, chef at a city-based cafe.A city-based bartender Rameshwar Darzee said,“After the party, I narrate the way new year was celebrated at the club to my wife. That is our way of enjoyment. I like to welcome the year with my team.”

BJP all set to ‘show strength’ in refinery foundation ceremony

The programme schedule of foundation ceremony of Pachpadra refinery by Prime Minister Narendra Modi on January 14 is not out yet but the administration has made the preparations faster. Here, the Bharatiya Janata Party has started to formulate a strategy to show its strength in the program of the prime minister. Despite years of the strong hold, Congress in Marwar won only two of the 33 assembly seats in the last assembly elections. That is why BJP has focused on Marwar to keep the victory alive. In order to make Marwar ‘Congress-free’, the BJP state president himself has visited Barmer and Jodhpur five times in the last three months. Efforts are being made to strengthen the BJP from booth functioning to the state level.State president of BJP, Ashok Parnami arrived in Jodhpur on Saturday afternoon. He took a meeting of the Jodhpur division MLAs regarding Prime Minister’s program. In this meeting, while giving the lesson to strengthen the BJP in their area, they have been given the target of mobilizing supporters of Modi in the program. The BJP wants to showcase a big power in the presence of the Prime Minister during this program. The MLAs of Jodhpur, Barmer, Jaisalmer, Pali, Jalore and Sirohi have been given a target to bring crowds in buses along with the activists in the program. While Talking to media, he targeted the Congress and especially the former chief minister, Ashok Gehlot, about the refinery. Describing the leadership of Chief Minister Vasundhara Raje as proficient, he said that she has done good for the people by saving 40,000 crores in refinery cost.It is worth mentioning that former Chief Minister Ashok Gehlot presented the Pachpadra refinery as his ambitious project before the last assembly elections. Then the Congress had also demonstrated power at the earlier foundation ceremony. On the same lines, describing as the huge achievement of the Vasundhara government for reducing the cost of this project and renewing the MOU with HPCL, BJP is working on the strategy to surround the previous government.Here, Barmer-Jaisalmer former MP Harish Chaudhary has also come out in front opposing the re-foundation ceremony of the refinery by the Prime Minister. He said that the then national president of the Congress, Sonia Gandhi, has done foundation ceremony of the refinery on September 22, 2013. Now, what is the justification to again have a foundation ceremony by the Prime Minister? He said that the strategy is being formulated to protest the foundation ceremony. Soon, it will be announced at the state level to protest against this program.

PM to launch Beti Bachao, Beti Padhao nationwide on Jan 22

Prime Minister Narendra Modi will be in Jhunjhunu on January 22. He will formally launch ‘Beti Bachao, Beti Padhao’ mission that will be now implemented in every district in the country. The PM will also inaugurate ‘national nutrition mission’. Till now, ‘Beti Bachao, Beti Padhao’ mission is running in 161 districts including 14 from Rajasthan. Jhunjhunu, which once boasted the highest sex ratio has the lowest sex ratio in the state, now. The ‘Beti Bachao, Beti Padhao’ mission that began from Haryana two years ago has brought a welcome change in people’s attitude. On the third anniversary, it will be implemented in the entire country.The changed face of 10 districtsIn Rajasthan, 14 districts were selected for the mission, where the sex ratio was highest. After two years, at least ten districts have shown remarkable progress. Jhunjhunu has converted from the lowest sex ratio district to the highest sex ratio district in the country. Still, four districts, which had shown improvement in the first year of the mission, are back to square one. Sawai Madhopur, Karauli, Bharatpur and Jaisalmer are at the bottom. Yet, Rajasthan has been able to maintain its number one position in ‘Beti Bachao, Beti Padhao’ mission for which the state recently received Nari Shakti award from the President.Prime Minister Modi will facilitate 10 districts collectors from different parts of the country who did excellent work in the implementation of the mission. The PM will also directly communicate with officials in every district through video conferencing. Rajasthan’s women and child development department will be the nodal agency for the entire programme.The other flagship programme ‘national nutrition mission’ will also be expanded in every state. Earlier, it was operational in only eight states. In Rajasthan, it will cover 24 districts in place of 19 districts, at present. Later, in a phased manner, all districts in the country will be covered by 2019-20. In the current financial year, 315 districts, next year 235 and remaining will be covered in 2019-20.The mission will focus to remove stunting, malnutrition, anemia and low weight at birth through better coordination and monitoring. The states will be encouraged to achieve the targets. “A video conference was held with district officials regarding the Prime Minister’s visit. They have been given necessary instruction. The PM will launch Beti Bachao, Beti Padhao and national nutrition missions on January 22. At present these programmes are operation only a few states,” said Shuchi Sharma, director, ICDS.

Power dept pulls plug on rly stn

It was a rude shock, but it was a reality. The power company pulled the plug on Neem Ka Thana railway station at Sikar district on Friday. The department officials were anguished over electricity bills pending. Railway officials, however, denied that any dues were pending.”We have a robust system for payment of bills and they are deposited online,” said a senior officer at North Western Railway.The railway station, meanwhile, remained in the dark for a couple of hours on a wintry evening. The payment though remained pending till the supply was resumed after nearly seven hours. “The bills have been pending for several months now and total amount is nearly two lakh,” said an assistant engineer at the discom. “We have resumed the supply for now considering public interest,” he added.This is not the first time that a public office has been held a defaulter. However, as the electricity distribution companies are under financial pressure, officials are too being pushed to reduce the due.

Infra projects, includings roads, energy, drinking water, irrigation will be my priority. How do you plan to do that?A) Spadework has already been done in this regard. After the new MOU, the state will have less financial burden. The environment clearance has already been taken. Is there any project which needs completion even as you have been elevated to this position?A) Govt job is a continuous process. There are works which are in progress or are at the concept stage. I am happy that the number of tourists coming to the state have increased. When asked by the media whether he would contest the by-election, Sharma said, “I will submit my resignation, there will be a by-election after the speaker accepts it.” Sharma, who was MoS medical and health in the Gehlot government, had announced to resign from his membership of the legislative assembly to protest against the government’s mishandling of the doctors’ strike in Rajasthan. Health minister Kalicharan Saraf had termed it a publicity stunt.”

As per rules, a member can hand over resignation only to the speaker. The assembly secretary, Prithviraj was also not present. He was at an official exam for stenographers jobs at the assembly. Staff at the assembly told Sharma to come back on Monday. “The speaker had left for Bhilwara early today morning. He will be back on Monday. During the meeting, Raje instructed all the in-charge minister and organisation officials to remain in the Assembly for five days in a week till the completion of the by-elections. During this period, they will meet with booth and the mandal executives and create an environment favourable for the BJP. CM Raje said that the in-charge minister and organisation officer should work in his own Assembly constituency for the remaining two days of the week. During the meeting, BJP state president Ashok Parnami said that the state election committee has sent a panel of probable three candidates for the by-elections to the parliamentary board.”

The BJP’s organisation in-charge and minister in charge will remain in the allotted constituency for five days in a week till the polls are held in all the three by-electoral constituencies. Chief minister Vasundhara Raje instructed the same during the meeting held on Friday at the BJP state headquarters.The meeting was held to chalk out a blueprint for Prime Minister Narendra Modi’s proposed Rajasthan tour and for by-polls preparations.The by-elections in the Ajmer and Alwar Lok Sabha constituency and Mandalgarh Assembly constituency will be held on January 29. Nearly 17 Assembly constituencies are connected with these parliamentary seats. FACELIFT: Jaipur Jn gets 4th escalator this NEW YEAR !

Passengers using Jaipur Junction will soon get one more facility in the form of escalator at the second entry exit gate of the railway station in the new year.The escalator work is almost complete and soon, few more things are being done to make it ready.Sources inform that in January, the inauguration of this facility may be done though a final date is yet not fixed. The escalator would start near the stairside after the passenger crosses the baggage scanning portion of the railway station from the second entry point.It will take you to the bridge which connects various platforms of the station.The facility will be a boon for the passengers who have to carry heavy baggage through the stairs. Using an escalator would ease the burden henceforth.As DNA correspondent visited the railway station, the work of escalator was seen towards completion. While people, many of whom were senior citizens were seen carrying their luggage with difficulty.This escalator will be the fourth such escalator on the railway station. While one is at the main entrance gate near the previous meter gauge line opening , another one is located between platform number 2 and 3. There is a third one between platform number 4 and 5 .Sources informed that earlier the budget of an escalator was slated to be around 55 lakhs. However, there may have been some changes in it due to cost escalation factor.Notably, the fourth escalator one was planned in this financial year itself. It is said she he had returned from the tuition at the time of the incident and the tragedy hit when she reached the door of her home. The reason for the explosion is still unknown. Angry residents damaged torched the roadways bus, prompting the police to lob teargas shells.Around half a dozen persons including policemen have been injured in the incident.The incident took place when one Yunus Bhati got injured by a roadways bus. Soon, a rumour spread in the area that he got killed by the drunken driver of the roadways bus. A huge crowd gathered on the spot and started pelting stones at the bus. They also damaged several other vehicles and set the bus in fire.They also pelted stones at the police. Heavy reinforcement were called by the police to contain the situation. It took the police almost two hours to do so.Police has taken around 50 persons in custody. The situation is tense but under control. The victim identified as Arjun Meena (15), a resident of Salari village under Raipur police station, along with his maternal aunt Ghisebai (35) and cousin Devnarayan (15) were going to their agriculture field on a motorbike on Thursday. As they were passing through the paved path between the fields near Sameli Kalyan village, a 11KV power live wire fell over them. Arjun Meena died instantaneously while the other two were rescued by the villagers. Jaipur: Myopic bickerings make a mockery of GBMs

The development of the city has got left behind in the politics of the councillors and their mutual factionalism. Councillors talk about issues of city development and public interest outside the house, but issues related to the development and public interest are not discussed in the city corporation’s General Body Meeting (GBM). Every subsequent GBM attempts to make an unnecessary commotion. GBM has become the anarchy of the politics of BJP and Congress councillors. The seriousness of the councilor regarding this meeting can be gauged by the fact that they keep on clicking selfies and posting them on social media during the proceedings of the meeting.There were 31 proposals which were tabled on Wednesday in JMC’s General Body Meeting. In the meeting, the councillors strongly criticized the officials over the proposals related to employees. On these issue officials were charged with corruption and there was a ruckus in the house over this issue.The councillors discussed these proposals related to some employees. Half of the time of the meeting was taken on this issues. But when the number of proposals for the sewerage system, smart city, garden and fire cell associated with the city’s 40 lakhs people came, then there was not much enthusiasm in the councillors. These proposals could not be discussed. In the past, 900 plants in the various parks maintained by JMC had got dried up due to the strike of garden maintenance contractors. Due to the strike of these contractors, the public faced the problems and natural beauty suffered damaging the face of the city.Similarly, there is a problem of sewerage in many of the city’s colonies including Walled City, Mansarovar, Adarsh Nagar, Malviya Nagar, Jawahar Nagar.Misuse of powerCouncillors did not even discuss this proposal of sewerage. What is the justification for organizing GBM? Why is the public money being misused by spending lakhs of rupees on organizing meetings? Should the councillors not respond to the public? If the councillors will not answer, then the people will.

Now, Veg khao, paisa bachao: Air India style

If you have been wondering why non-vegetarian food has been missing from the menu of Air India’s domestic flight in certain categories, DNA has the answer… The ministry of civil aviation has informed that this has been done to cut costs.On Thursday, the ministry informed that it had discontinued non-vegetarian dishes in the economy class of domestic sector flights since June 20, 2017.The airlines has estimated that this step will help provide an annual saving of Rs 8-10 crore. The airline continues to serve non-vegetarian meals in all classes of international flights. Passengers who travel in the business class of domestic travel too are also served non-veg meals. However, it’s the general public which usually travels in economy class and is not getting non- veg meals in the airline. Rajasthan, West Bengal head for bypolls on Jan 29

The beginning of 2018 is again going to witness interesting poll battles between the BJP, the Congress and the Trinamool Congress. The Election Commission on Thursday announced bypolls for the Lok Sabha seats of Alwar and Ajmer as well as the Mandalgarh assembly seat of Rajasthan. Bypolls for West Bengal’s Uluberia parliamentary seat and Noapara assembly seat will also be held simultaneously. The polling for these seats will be held on January 29, 2018, and counting will take place on February 1. The last date of filing nominations is January 10 and date for scrutiny is January 11. Rajasthan bypolls will be interesting to watch as Vasundhara Raje’s government would be going through an acid test of assembly elections later in 2018. So far, only Congress has declared its candidate for Rajasthan bypolls for Alwar. The party has decided to field Karan Singh Yadav for Alwar parliamentary constituency. The seat was lying vacant after BJP’s Mahant Chand Nath passed away on September 17 following a prolonged illness. BJP’s Ajmer MP Sanwar Lal Jat had collapsed during a meeting of party MLAs and MPs with BJP chief Amit Shah in Jaipur on July 22. Jat passed away at the AIIMS hospital in New Delhi on August 9. In Ajmer, Congress playing waiting game

After declaring Karan Singh Yadav as a candidate for Alwar parliamentary bypoll, the Congress still appears to be in a fix over announcing a candidate for Ajmer constituency. Names of senior leaders like Raghu Sharma and Nathuram Sinodia are making rounds to get the ticket, though extensive tours of Rajasthan Pradesh Congress Committee chief Sachin Pilot to the area once again fuelled speculation of his candidature which was subdued recently.The sources said that party has declared candidate for Alwar and now it intends to buy more time to field a candidate, possibly waiting for BJP to announce its candidate. “Congress will open its cards in Ajmer when BJP comes up with its candidature. Hopefully, after Election commission of India (ECI) issues notification over the dates of the poll, the name of the candidate will be made public,” says a senior party functionary while talking to DNA.Adding to that the office bearer said that a non Jat candidate is being preferred by the Congress as BJP mulls to field Ramswarup Lamba, a Jat, who is the son of late MP Sanwar Lal Jat. This may be strategy to consolidate votes of Non-Jats. “As a non Jat candidate, Raghu Sharma is among the top contenders. In Jats, the party mulls Nathuram Sinodia. The final call will be taken when the saffron party declares its candidature,” added another party functionary.Sachin Pilot was the first choice of the party in Ajmer which is his home constituency. He even had wished to contest election openly provided the high command nods. Though, his candidature was put on hold as a fraction may play a role of sabotage at the time of polling. His recent extensive tours of the area have speculations, once again. “The Congress is caught in a dilemma with regard to Pilot. There is a feeling that the PCC chief should be spared for larger party work,” he added.High commandMeanwhile, party state in charge and AICC general secretary Avinash Pandey met AICC president Rahul Gandhi on Monday to discuss the strategy of the bypolls. However, the high command will take the final decision.

GST: 5 undue profiteering cases reported

There have been 5 complaints in Rajasthan against undue profiteering under GST. A four-member committee which was set up by the ministry of finance after GST was implemented to receive the complaints of undue profiteering by any entity under the GST regime has got these complaints.These complaints from the state are part of 70 complaints which have been received by this committee across the country. The highest number of complaints has been received in Haryana with 45 number of complaints while Rajasthan along with Andhra Pradesh is on number two in the list with 5-5 complaints each.These complaints are now being examined by the state level screening committee. Interestingly, these complaints were received from only 11 states and the total number of complaints was 70. Rajasthan is one of these states in the list which includes apart from Rajasthan, Haryana and Andhra Pradesh, states like Jharkhand, Maharashtra, National capital territory of Delhi, Uttar Pradesh, Punjab, Kerala, Chattisgarh, and Tamilnadu.While most of these states are considered more industrialize than Rajasthan, they all had complaints number less than Rajasthan.Notably, section 171 of GST deals with rules related to anti-profiteering and a committee and the national anti-profiteering authority may determine the methodology and procedure for determination as to whether the reduction in rate of tax on the supply of goods or services or the benefit of input tax credit has been passed on by the registered person to the recipient by way of commensurate reduction in prices.The authority while examining the case may also order to reduce the price.The complaints are currently being examined by the state level screening committee.Screening panelThe screening committee may examine if the supplier has contravened the provisions of section 171, forward the application with its recommendations to the Standing Committee for further action. The authority may also order to reduce the price.

JMC meets in its general clamour, passes 26 bills

A public property for now, the Lakshmi Villas will once again be lost in private hands in the process.”It has been decided that the Lakshmi Villas will be auctioned for being developed in hotel, a good hotel,” said Urban Development, minister Shrichand Kriplani after a meeting at the department on Wednesday.The one time motor garage of erstwhile rulers of Jaipur, the building located in heart of Central Park had stood as a heritage hotel for decades till few months back, when the Jaipur Development Authority took its possession following orders of Supreme Court. A royal stable adjoining Lakshmi Villas that in due time developed as Kanak Bhawan was also taken possession of by JDA.The six bighas of land under the hotel and another 1.5 bighas of land of adjoining Kanak Bhawan were considered to be assimilated in the Central Park and were not to be used for commercial purpose again. However, on Wednesday at a meeting the Urban Development Department decided to hand it over in private hands for being pushed in hotel industry again.It has also been decided that the Kanak Bhawan will be used a JDA guest house. Even as the Central Park and common public is to lose its claim over these, the department upheld their environmental relevance.”We acknowledge that these properties are also important for the city in respect to environment and we will ensure that the environment will be conserved at these,” said the minister.The development Authority has acquired possession of these after a long legal battle that lasted for almost 44 years. It was finally earlier this year that Supreme Court cleared all objections on JDA possession of the land.It was in 1973 that 322 bighas of land was acquired at the Rambagh Complex by the Urban Improvement Trust (UIT). The Lakshmi Villas spread over six bighas and Kanak Bhawan on another 1.5 bighas were also part of the acquired pocket. After Talkathon, doctors spike strike

After a marathon eight-hour talk and intervention of four ministers and state BJP president, the in-service doctors agreed to call off their 12-day strike on Wednesday.As per the agreement signed between All Rajasthan In Service Doctors Association (ARISDA) ARISDA and the govrnment, demands, including removal of the officer of Rajasthan Administrative Service (RAS) Girish Parashar from the health department and adjustment of leaves taken by doctors during their agitation in earlier months of this year agitation, with their earned leaves has been accepted. The agreement also reiterates the execution of the agreement done on November 12 and withdrawal of cases registered against doctors, under Rajasthan Essential Services Management Act (RESMA), during their agitation.About the recent transfers that forced the doctors to go on strike for second time in two months, nothing was mentioned in the agreement, but later on Ashok Parnami state BJP president said that ARISDA president Dr Ajay Chaudhary will be posted as Chief Medical & Health Officer (CM&HO) in Sikar.During the talks a seven-point agreement also signed between the government and resident doctors. As per the agreement, government has given assurance to initiate proceeding over demands related to stipend appreciation, hostel or transit quarters allotment, pay fixation, revised LPC, benefits payment according to 7th pay commission and age limit increase for senior residents.In the talks with doctors and resident doctors, Health Minister Kalicharan Saraf, Health Minister (state) Banshidhar Bajiya, PWD Minister Yunus Khan, Co-operative Minister Ajay Singh Kilak, State BJP President Ashok Parnami, Principal Secretary (Health) Veenu Gupta, and Secretary (Medical Education) Anand Kumar were present. ‘Kavi sammelan’ spreads cheer in jail

The courtyard at the Pratapgarh jail resonated with laughter, clapping for India. There was hearty singing of national songs too. No, it was neither Independence Day or Republic Day. The occasion was a ‘kavi sammelan’ organised for the inmates by the jail authorities as part of its efforts to initiate the inmates to the finer aspects of life.For over three hours, the prisoners listened in rapt attention to the poems of love and longing; as they wiped a tear or two in memory of those who awaited them outside the prison walls. They laughed out loud to the lightercreations and took avid interest in the poems about current issues like national security, Pakistan, Kashmir Ram Rahim and several social issues.The event organised on Monday morning was a part of the initiative by Pratapgarh jail authorities to introduce some fresh enthusiasm in the lives of the inmates. It was supported by the All India Human Rights MonitoringCommittee, Pratapgarh. There were total ten poets, four local and five from other states and one from Sharjah too.When contacted to perform in the jail, the poets were initially very apprehensive to be in the company of hardcore criminals. “My first reaction was of apprehension and fear. Performing for criminals for over four hourswas not a very comforting idea,” said Vijay Vidrohi, a local poet from Pratapgarh to DNA. “But it was an amazing experience! For four hours they were the best audience a performer can hope for. No one got up even to drinkwater,” added Vidrohi.Speaking to DNA Harish Vyas, another poet said, “I was very apprehension to perform in the jail. But it was an amazing experience. For three hours they were not inmates, they were poetry lovers. They were the best audience Ihave seen, which was very surprising for us. I would be willing to do it again in any jail.”The initiative was well received by the inmates.Inmates who had not been smiling for years were cheering and laughing at the performances. At the same time we had urged the poets to take up issues like cleanliness, national integration, Army and security personnel. They also delivered poems against liquor and crime,” informed Paras Jangid, jailer, Pratapgarh jail to DNA.

Sachin Pilot calls Vasundhara Raje sops poll gimmick

Rajasthan Pradesh Congress Committee chief Sachin Pilot on Tuesday took a jibe on Chief minister Vasundhara Raje touring to the bypoll-bound constituencies where she is showering sops and making new announcements. Terming it a poll effect, PCC chief blamed the government for not paying heed to the concerns of common man in its past four-year rule.Pilot made the scathing attack on Raje in Ajmer on Tuesday where he is campaigning extensively ahead of the bypoll. Focusing on rural belt, he visited more than a dozen gram panchayats, including Kumharia Bandanwada, Padanga, Satwadia, Jamola and held dialogue with rural folks.Addressing separate gatherings during his visit, Pilot attacked the government. “The Chief Minister has never taken care of this area in the past four years. As polls are nearing she is making populist announcements to allure people. She declares to open a college somewhere and assures to make roads and bridges at some other place, but the truth is people of the state have been deprived of basic amenities in the BJP’s rule”.Citing example of the government’s insensitivity, Pilot narrated plight of farmers and poor sections of the society. “Farmers are committing suicides due to debt, and in the CM’s constituency (Jhalarapatan) a farmer died due to severe cold while coming to his field for irrigation purpose at night . The government has deceived farmers as it had promised to provide electricity in the day time to the farmers, but even after four years this promise has not been fulfilled,” said Pilot, adding that government is privatising education and health sector which the Congress will oppose.

Talkathon on doctors’ strike continues

Plight of hapless patients extend for another day as government doctors spent Tuesday in talks. Three ministers of the government and several rounds of talks could not convince the agitating doctors till late evening. The talks are scheduled to be resumed at Zanana Hospital at 11am on Wednesday.Meanwhile earlier the government declared a deadline for doctors to join duty by Tuesday midnight though showed signs of avoiding arrest for some more time as talks apparently were heading towards consensus. However, the issue of withdrawal of transfer orders of doctor leaders remains an issue of contention. “I request all doctors to finish the strike and resume their duties as soon as possible. This is to ensure that patients are not affected by the issue. I also urge them to leave the decision on chief minister Vasundhara Raje, and I request the government to give back the assignments and duties to the doctors,” Kilak told media.Even as some doctors evading the association call responded on duty during the day, many continued with the strike. Earlier in the day, the first meeting took place early in the morning at PWD minister, Yunus Khan’s residence. This was followed by a second round of meeting which involved BJP state president Ashok Parnami, Rajasthan health minister Kali Charan Saraf, in addition to Khan.The third round took place late in the evening at state minister Ajay Kilak’s residence. This meeting was attended by Medical state minister, Banshidhar Bajiya, Saraf, Khan, and Dr Lakshman Ola, vice-president, All Rajasthan in Service Doctor Association. The final meeting happened at Parnami’s residence.Ola confirmed resuming of services on Wednesday, if the government promises no arrests. Parnami also agreed for reconciliation and assured complete cooperation towards the doctors.Notably, Rajasthan high court, on Monday, had given orders which allowed the state government to take decisions as it deems fit, in case the doctors do not show up for duties in next 24hrs.According to officials from the health department, there are about 7,000 doctors providing services in the state. Out of these, about 2,000 were already on duties, irrespective of strike, and abut 1,500 are expected to join by Wednesday morning.

Fast courts off track?

It has been five years since Nirbhaya gang rape stirred the nation, following which the victim’s mother demanded creation of fast-track courts and a law to hang juveniles in heinous crimes. While Prime Minister Narendra Modi urged the state governments vide his letter dated April 23, 2015 to allocate funds for this activity, it is shocking that at present there is not a single fast-track court functional in the state.On the contrary the 83 functional fast-track courts in the year 2005 have been reduced to zero now.A total of 83 FTCs were approved in the year 2000, following the report of the 11th Finance Commission. Out of these, all were functional till 2011, the year when this experimental scheme was supposed to end. The central government in 2005, decided to continue its support for the next 6 years (till 2011).This is also the year when the central government stopped financial support to the FTCs, after that the states were supposed to continue FTCs with expenses met from their own funds. The 14th Finance Commission has also endorsed the proposal of establishing 1,800 FTCs for a period of five years for cases of heinous crimes; cases involving senior citizens, women, children, disabled and litigants affected with HIV AIDS and other terminal ailments and civil disputes involving land acquisition and property/rent disputes pending for more than five years at a cost of Rs 4,144 crore. The 14th finance commission has allocated 214 crore rupees to Rajasthan government for the establishment of fast track court.Pendency of casesAccording to government data till December 2016, more than 14 lakh cases are pending across all the courts in the state. As per an estimate close to 2/3rd of these cases are more than 3-years old and more than 2/3rd of these cases are pending in the district & sub-ordinate courts. ‘Justice Delayed is Justice Denied’ is used whenever there is an undue delay in disposal of cases.Prime Minister’s appealThe Prime Minister vide his letter dated 23rd April 2015 urged the state governments to allocate funds for the activities mentioned in the 14th FC recommendations from their state budget from 2015-16 onwards. This issue was also discussed in the CM/CJ Conference on the 05th April 2015 and 24th April 2016, wherein it was resolved to strengthen the existing coordination and monitoring mechanism between the state government and the Judiciary for effective implementation of the recommendations of the 14th FC. The Minister of Law and Justice has further urged all the Chief Ministers of the States and the Chief Justices of the High Courts to implement the resolution of the Conference vide letters dated 03rd June 2015, 26th September 2016 and 2nd May 2017 respectively.Supreme Court’s takeIn its judgment in the Brij Mohan Lal case, the Supreme Court has endorsed the position of the Central Government and held that the continuation of FTCs is within the domain of the states with their own funds.Purpose of fast-track courtsFast track courts are meant to expeditiously clear the colossal scale of pendency in the district and subordinate courts under a time-bound programme. A laudable objective of the five-year experimental scheme is to take up sessions and other cases involving undertrials on top priority.

Remembering Mahamana, Pt Madan Mohan Malviya.

A revered figure of the Indian Freedom struggle, Madan Mohan Malviya is remembered for his numerous contribution in development of modern India. Yet among all the aspects of his majestic personality, it is for his seamless will to ‘serve the country’ that he is remembered most by followers. It was indeed a reflection of this spirit to serve the country that a staunch believer and founder of Banaras Hindu University at Varanasi, Malviya was not in favour of being cremated at the city. On being questioned for his reservation towards being cremated at Varanasi, a holy city being cremated where is considered a fortune among Hindu believers, Malviya answered “Cremated at Varanasi, a man is supposed to attain Moksha, freedom from cycle of death and reincarnation, but I aspire to take another birth to further serve the country”.This was level of his selfless dedication and servitude for the motherland, it is for the same that government of India bestowed on him with honour of Bharat Ratna and the public adored him with title of “Mahamana”. During his entire life, he contributed to establishment of several institutions in addition to Banaras Hindu University, that at time of its foundation in 1916 was the largest residential university at Asia. Among the other institutions to have bloomed under his patronage included Banaras Engineering College and Scouting at India. These institute over the years have further carried on his legacy and produced several gems to serve the country.However, this prized son of India was born in a humble family at a holy city of Prayag on December 25, 1861. His family did not had a political legacy but an academic background that reflected in his personality throughout his life. Even as a youth in colonial India, Malviya was drawn towards the independence movement, his idea for reconstruction of India was par beyond independence from British suppression. His vision was for a society free from bondages such as untouchability and caste divide. He also held immense concern for the environment and even as he paved way of development of institutes of science and engineering, he also initiated movement for safeguarding the holy river Ganga from pollution.As a grateful country remembers him on his 157th birth anniversary, the importance of his works is further reflected as nearly seven decades after Independence the Indian government has went assertive on Clean Ganga mission and Education is being emerged as a major tool for development of India’s huge population in a human resource for the country.

Leading travel agents say that Delhi-Jaisalmer air travel is costing between Rs 16,000 and Rs 18,000 and Jaipur-Jaisalmer is Rs 10,000 whereas the scheduled fare was Rs 3,029 and Rs 2,254.

Bridging the dead end

At least 33 people were killed on Saturday when a bus crashed through the railings of the bridge and fell into the Banas river in Rajasthan’s Sawai Madhopur. What was more shocking and can be termed a major infrastructure failure was that the bridge on which the tragedy took over, didn’t have warning boards and the railings were not fortified which reflects the poor state of the bridge and ‘low-class’ engineering. According to the Central ministry of road, transport and highway, there are 8 major bridges in the state which can collapse at any point of time.Bridge inventory and condition survey were carried out by the Central ministry recently. The survey was basically based on visual inspection, according to which 8 major bridges of Rajasthan were found under distress condition which means bridge could collapse anytime. According to this survey, there are 5 major bridges under Udaipur region namely Panarwa, Subedra, Gogla, Nayarahat and Looniyara which are under the threat of collapse. One bridge under Ajmer region in Nagra is also on the list. One bridge at Mohabbatpura under Dausa region and one bridge at Belapur under Jaipur region is facing severe condition.Warning from the past: Deaths due to the collapse of structures: Data from the National Crime Records Bureau (NCRB) indicates that a total of 38,363 people lost their lives due to the collapse of various structures between 2001 and 2015. Most people lost their lives due to the collapse of residential houses. In Rajasthan, 2,066 people lost their lives due to structural collapse. The NCRB categorizes the data on the collapse of structures into 5 different categories. Between 2001 and 2015, the collapse of bridges recorded the death of 1,217 people.Kota bridge collapse30 people were killed on December 2009, 2015 due to a collapse of an under-construction bridge over Chambal river in Rajasthan. After 10 months, a high-level probe identified non-compliance of construction sequence prepared by the project designer as one of the main reasons behind the accident.

Bus tragedy: FSL recreates scene; cause still unknown

After the death of 33 passengers in Sawai Madhopur on Saturday morning, post-mortem of only 19 could be conducted till late Saturday evening. However, as relatives of the deceased kept approaching the cops, the post-mortem of remaining deceased was conducted and the bodies were then handed to the family members.Since Saturday, the Sawai Madhopur police handed over 33 dead bodies to the relatives. Notably, one of the men who could not be identified on Saturday was also identified. “The man was identified as Ashok Kumar Meena, a native of Pratapgarh in Alwar district. It has come to light that he had gone to Gujarat for some work and was returning back by train. He alighted at Sawai Madhopur station and caught the bus to reach his destination,” officials said.Meanwhile, a team has been formed by the district police to investigate the incident. A team of the Forensic Science lab (FSL) also visited the spot on Sunday and took observations and evidence from the spot. The FSL would try to recreate the scene to understand how the accident occurred. “It was being though that either while overtaking, the driver lost control or the tyre burst resulted in the loss of control over the vehicle. An investigation has been initiated,” officials said.

HP’s next CM Jai Ram Thakur’s Jaipur connection unfolded

There is joy and celebration in the air. Thumping beat of the drum, happily dancing people and endless rounds of mithai are all indications of the joy the Rao family in Jhotwara feels as their son-in-law is all set to take charge as CM of Himachal Pradesh. The entire neighbourhood is celebrating because, for them, Jai Ram Thakur is Jijaji, the humble, affable and friendly son-in-law of the family who has a friendly smile and a warm word for all.Thakur was married to the daughter of veteran RSS leader from Jaipur, Shrinath Rao in 1995. The doyen leader who had joined Sangh in 1942, is now 87 and watches the celebration with a look of satisfaction. Speaking to DNA he said, “The ideology for which we struggled all our lives is being taken forward. It is heartening to see people who believe in the ideology for which we struggled all our lives taking up responsible positions across the country.” He then mumbled a few lines of a song, “Wo adhoori sadhna purn bas ho jaaye…”Thakur had lost his first election in 1993 by mere 400 votes. But he has been winning the same seat since 1998. He had been in contact with Narendra Modi when Modi was in charge of HP from 1997 to 2002. “The alliance between him and my sister Dr Sadhna was suggested by senior RSS leaders and had blessings of Sheshadri Ji,” recalls Pramod Rao, Thakur’s brother in law. “We had gone to Mandi for the wedding and all arrangements were made by his friends,” he adds. “My late mother was very apprehensive and sent my father to HP to check on the boy and the family. But over years he was her favourite jamai,” recalls Praveen Rao.Dr Vrinda Rao, the daughter in law of the family recalls, “My husband’s younger brother had a spinal injury and he was being treated at the ISIC, New Delhi. The family would sit and even sleep in the corridors on durries. Jai Ram Ji who was then a minister in HP would do the same. When the members of the staff hailing from HP came to know that it was their minister, they went out of their way to help us.”The children of the family though are a worried lot. Their favourite Phoopha Ji always take them out to watch movies, visit malls and tourist places whenever he came to Jaipur or they visited Shimla. But now they know he is poised for larger responsibilities, and they wonder if would be able to spare time for them.

Hunt for new chief secretary has intensified as Ashok Jain is left to serve only a week the topmost post until December 31. Despite being a top choice for important assignments, a but is quite obvious- why he was not preferred when Raje appointed Jain and OP Mina as CS in last one and half year.If the track of Raje government is seen in the appointment of chief secretary, it is quite clear not superseding the seniority unlike the selection for DGP. I ‘prefer’ Indira, but not against BJP either: Shatrughan Sinha

Disgruntled BJP leader Shatrughan Sinha, who had earlier refused to comment on politics earlier from the dais of Ajmer Literature Festival, expressed his liking for Indira Gandhi while speaking at the concluding session of the festival.”I would have rather followed Indira Gandhi, however, after her death I decided to join BJP and learned much from senior leaders of the party,” said Sinha.Sinha had earlier turned down politics oriented questions stating that the literature festival was a platform for ‘creativity’ and not ‘politics’. However, he continued to talk around the political lines.”People assume that I speak in disagreement with the party, but it is not so,” Sinha said. “Party is like a family and if a member is more attached to one member it does not mean he is against other,” he explained further without taking any names.As he reinstated that the party is like ‘mother’ and that he is not against ‘BJP’. He could not help comparing the party’s leadership face Narendra Modi. Even as he spoke high of Modi as prime minister, he left room open on the debate stating that Modi is ‘Nayak’ (leader) while Jai Prakash Narayan was ‘Maha-Nayak’ (great leader).Sinha was among the panelist on the concluding session of the Ajmer Literature festival that concluded on late Sunday evening.

The ambitious project is being developed with technical and financial help from Japan. “The loan from Japan is indeed a help considering the 0.01 per cent interest and payback period of 50 years. Also, the local impact on Rajasthan stating that the railways have allocated projects of Rs 3400 crore for the state this year multiple times more than Rs 700-800 crores being allocated annually by previous government. BSNL booster dose for Digital India; `499 pack

To boost Digital India and challenge the competitors, BSNL unveiled a handset and prepaid connection bundle for just Rs 499. Communication minister Manoj Sinha launched the scheme at New India Conclave 2017 of Zee Media in Jaipur on Saturday. It plans to tap the market in rural areas.“This will surely go a long way in providing mobile phone and services to rural population at a very economical rate,” said Sinha, stating that it will help in fulfilling PM Modi’s vision of ‘Sabka Saath Sabka Vikas’.The event presented by BSNL focused on creating a new India through digital technology with PM Narendra Modi’s slogan of ‘Sankalp se Siddhi’. BSNL will launch the bundled package just before the New Year to outmatch offers of its competitors and increase its customer base considerably over next six months. The package comes with a Detel brand handset and added talktime of Rs 103.“We plan to sell 5 lakh such handsets over the next six months, the annual recharge of Rs 499 will keep the connection alive, “ said CMD BSNL Anupam Shrivastav while discussing the expected targets with DNA. BSNL, lagging behind the competitors, has been putting extra efforts, plans increase its market share from 8.35 per cent in March 2016 to 9.03 per cent in October 2017. At the conclave, Anupam Shrivastav also hinted at the possibility of BSNL rolling out its VoLTE 4 G connections soon. While the minister assured the gathering that India will introduce 5G services by 2020.

2 held for Robert Vadra-linked Bikaner land scam case

The Enforcement Directorate (ED) took into custody two persons, one of them with connections to Skylight Hospitality, a company linked to Congress leader Sonia Gandhi’s son-in-law Robert Vadra, in the Bikaner 374 hectare land scam case on Friday. The two persons — Jaiprakash Bagarwa and Ashok Kumar — were arrested from Kolayat in Bikaner late on Thursday under the Prevention of Money Laundering Act (PMLA). The land scam case was registered in 2015. Confirming the arrests, sources in the ED said Ashok Kumar is a close associate of Mahesh Nagar the authorised representative of Skylight Hospitality that purchased 69.55 hectares of land for Rs 72 lakh.It then sold it for Rs 5.15 crore to Allegeny Finlease, earning massive profits. Bagarwa and Kumar allegedly knew about the fraudulent nature of the land deals. Kumar is also an accused in cases filed by the Rajasthan government.The duo were first taken to the PMLA court where the judge was absent and hence were further referred to a special court.The ED told the court that the two had not been cooperating with the investigators despite being served with several notices. It sought a 10-day remand, but the court granted them eight days’ custody, till December 30.The ED also told the court that the two have the power of attorney of many lands whose ownership is being investigated. Many lands have been transferred several times to many fictitious persons. Many people who have supposedly bought the lands do not have the financial status to do so, the agency informed the court.It also said that in many cases, money had been transferred many months and, in some cases, several years before the transfer of titles.In 2015, the ED registered a case under the PMLA after taking cognizance of an FIR lodged by a local tehsildar on alleged forgery. The agency also attached assets worth Rs 1.18 crore belonging to government employees.The ED had issued notices to the firm associated with Vadra, but had not mentioned Vadra or any company associated with him in the FIR.The Rajasthan government had in January 2015 cancelled the mutation (transfer of land) of 374.44 hectares of land, after the revenue department claimed to have found fraudulent allotments in the name of illegal persons.The case filed by the Rajasthan government relates to the land across 34 villages of Bikaner that was to be given to persons whose land was acquired for the expansion of Army’s firing range. Instead of the beneficiaries, the land was grabbed by illegal persons through forged documents. This was then purchased by firms linked to Vadra and later sold at huge profit.

BJP toes Congress line of caste-niti

Accusing Congress of resorting to caste politics in recently concluded assembly elections at Gujarat, the BJP itself seems to have learned lesson of the same. Ahead of by-elections scheduled at Rajasthan BJP has begun to strengthen its caste cadre and focus on the new voters at the state. Party’s organisation secretary, P Chandrashekhar on Thursday took a session at party state headquarters at Jaipur on its proposed ‘Nav- Matdata Abhiyan’ aimed to increase association of young voters.A day earlier Chandrashekhar along with party state president Ashok Parnami has held a session of the Dalit public representatives of the party. The party at Rajasthan has divided its legislators into caste base categories and tends to assign them a responsibility to ensure support from their respective community. “The meeting of Dalit MLA’s was first in the sequence, we will be soon holding similar meetings of public representatives of other castes,” BJP state president Ashok Parnami briefed on the party plans. BJP at Gujarat was unable to keep intact the ‘Hindu’ votes as several caste swung towards Congress, it also suffered a decline in the share of young voters below 25 years of age. Thus as the responsibility of caste votes is handed over to MLAs of the respective caste, the task to associate young voters has been assigned to the party’s youth wing, Yuva Morcha. On Thursday, BJP’s state organising secretary Chandrashekhar attended a workshop of the Yuva Morcha along with state general secretary Bhajanlal Sharma and state Yuva Morcha president Ashok Saini. Here the participants were briefed on the campaign by a trainer from Delhi. “The nav-metadata program is being launched on instructions of the central leadership and will cover all universities and colleges of the state,” said Bhajanalal Sharma. It is, however, the backward caste votes that remain a major concern for the party. Vote bank Dalits are estimated around 20% of total voters were traditionally Congress supporters but switched sides in the last y elections. A year after demonetisation situation is still grim as businessmen particularly builders and jewelers are on the verge of defaulting on loan and interest repayments.The local financial market is in a tizzy after rumour of a handicraft businessman defaulting on loan repayment of Rs 585 crore even after a year. He said to have sought more time in a meeting held at his residence last Sunday.Similarly, a jeweller on JLN Marg owes Rs 70 crore. There are reports that he settled dues by selling his property to the creditors at throwaway prices. But, not everyone is a gentleman as a builder said to have hired bouncers to keep lenders and brokers away. He reportedly owed Rs 150 crore. Some other real estate developers who have business across the country and borrowed billions are unable to pay installments on time. Same goes for jewelers in C-Scheme, shyam Nagar, Bani Park, Vaishali Nagar and in the walled city. The jewelers are not even paying interest leave alone principal. A side effect of this crisis is that some jewelers are now resorting to cheating by selling synthetic colour stones in the name of real ones. One jeweller is now facing a police case. There was a time when these businessmen because of their goodwill used to get concession on the prevailing interest rates in the parallel financial market. Now, instead of getting fresh loans, they are being pressurized for repayment. The lenders are now putting pressure on the brokers for the recovery.Those in the trade said that there is nothing lenders can do but to wait. Business is bound to get affected when money is squeezed out of circulation. The problem is that the situation has not normalized even a year after demonetisation. “Unless the property market improves there is no possibility for the creditors to get their money back,” a broker said.There are at least 20 finance brokers operating without any registration in Jaipur. State makes giant leap in mother and child healthcare

Rajasthan has become a pioneer state in terms of setting up laboratories to train ANM (Auxiliary Nurse Midwifery) and GNM (General Nursing and Midwives) in nourishment courses for the health of mothers and infants. Chief minister Vasundhara Raje launched 47 such modern labs on Tuesday, along with initiating ‘Rajsangam’ programme which is a part of Akshada program being run by the state government with the assistance of Tata Trust and Antara Foundation. “Rajasthan has become first state in the county where such modern labs equipped with latest instruments have been set for pre-service nursing education program. This costs Rs12.5 crore to the government. Of them, 33 labs are for ANM training and 14 for GNM,” said a statement released by the CMO. On this occasion, Raje stressed the need for using information technology (IT) to improve maternity services. “Nourishment levels of mother and child have been improved under Akshada programme. A big change is expected under the program when it gets implemented further with the help of IT,” said Raje. The Antara Foundation’s Akshada program focuses on the critical ‘1000 days’ between conception and age two. It is designed to influence the most critical markers of maternal and child health such as maternal anaemia, neo-natal and infant mortality and immunisation Raje said that under the program over 2,600 villages have been mapped so far in Jhalawar and Baran districts. “It is important to note that workers at grassroots level have been connected under the program. Aasha, ANM and Anganwadi workers (triple A) who work as frontline workers for mother and child health improvement have been brought together under the program and villages mapping is on.” The CM has also revealed a app ‘Triple A’, a comics titled ‘Hum he Triple A’ and a CD on ‘Jago Ri Kishori’. Alternate set up being made to handle the ailing in Kota

Amid the ongoing state-wide strike by doctors in the state, health services across the four districts of Kota region have been thrown out of gear. The situation in district hospitals, community health centres and primary health centres in rural areas is worse, however nine doctors from Kota medical college have been deployed in government hospitals in Baran and Bundi where under alternative arrangements, they are tackling the patients along with AYUSH doctors.“The situation is very difficult to handle as 250 residents, 60 senior residents and 17 medical officers who were extending services are on strike,” said Dr PK Tiwari, superintendent, MBS Hospital, Kota. As alternative arrangement, teachers, faculties and non teaching staff from Kota Medical College have been deployed to handle the patients, he said adding that surgeries have been suspended and only emergency cases are being treated.The medical and health services are not so adversely affected in Medical college as they are in district hospitals and at CHCs and PHCs in rural areas, said Dr Devendra Vijayvergiya, superintendent, Kota medical college.CM plays anchorThe CM said to have convinced the union petroleum minister that since Rajasthan is going to set up oil refinery and its oil reserves would last for years, it is essential to find new reserves in Jaisalmer and Barmer basins.

‘Policing’ on cloud

Technology is fast becoming a major tool to bring transparency in the working of several government departments. There have been several instances wherein the police have been accused of not being transparent while investigating a case, but now with the help of technology they are ensuring that their credibility is not doubted. In order to bring in more transparency, the state Crime Investigation Department (CID)- crime branch, has started a new initiative, one which not only strengthens the police’s conduct and transparency but will also put those people giving statements under scanner.For the past three months, the CID – CB has taken to video recording of statements of witnesses, accused and parties regarding different cases. In just three months since its inception, the CID officers have recorded a whopping 685 statements related to various cases being investigated by the branch.Highly placed officials said, “There have been instances wherein the investigating officers have been accused of tampering with statements of people. We record the statements under section 161 CrPC, but in court, a person can turn them down and claim that the cops tampered with it, thus affecting not only the case but even police’s credibility.”To uphold the state police’s integrity, the CID started video recording of cases. “We came up with the idea and took it ahead. Now all the cases being investigated in the CID are covered in this fashion. We provided smart phones to our officers and taught them how to record the statements on video. The video is so recorded that not just the person giving statements is seen but even the IO so that there is no allegation put on us later that a person gave a certain statement under pressure” said Pankaj Kumar Singh, Additional Director General – Crime.But what happens of the video after the statements are recorded? “As a person finishes his/her statements, immediately the video gets uploaded on the cloud. The service is provided by DoIT who provide security and other facilities for our data as well. No tampering of such a video is possible either at our end or at the other person’s end. Thus it is secure. Moreover, there is an additional feature. As soon as the video is uploaded to cloud, the concerned Superintendent (SP) and the Inspector General (IG) receive a text message which contains details of the case for which the video is uploaded and the name of person whose statements have been recorded amongst other details” the ASG informed.No statement changingAnd what happens when the case goes for trial? “When we file a chargesheet, we will mention that statements are available in video also. If any person changes statements in court, we can anytime produce those videos before the court to corroborate with our reports thus proving that the person was lying in court and not the police. Electronically recorded statements are admissible in court,” Pankaj Kumar Singh said.Contemplating to use it state-wideInterestingly, the department hopes that the newly adopted method would be implemented across the state. “We are studying the development and hoping this would be adopted in investigations in police station level, but we don’t see that happening before December. It will be taken slowly as first only a certain area of the state and certain crimes for example women related crimes would be covered. Then we would move to SC/ST crimes and so on,” an officials said.

Shekhawati heritage needs to be promoted: CM Vasundhara Raje

Chief minister Vasundhara Raje, on Tuesday, underlined the importance of promoting the heritage of Shekhawati region. During the ‘Mukhyamantri Jan Samvad’ organised at Jhunjhunu-based JJT University, Raje said that several towns of the area, including Nawalgarh, Ramgarh, Fatehpur, and Alsisar have valuable heritage which is yet not fully explored. Information about these heritage sites should be uploaded online in order to get a global recognition.While talking about the achievements of the state government in the region, Raje said that a water pipeline has been established under Kumbharam Lift Canal from Taranagar to Malsisar. This was a Rs 172 crore project which took four years to complete. She instructed the officials of Public Health Department to find a solution to the irregular availability of water in Malsisar. She asked them to consult the residents of the area for the same.Furthermore, the chief minister instructed the officials of Public Works Department to identify the broken small roads and outline a project of development of the same in Jhunjhunu, in next 10 days. During the public meeting, she said that the state government, in addition to building large roads, is also focused on connecting the towns through small roads. The roads which need re-work, expansion or renewal will be identified. In addition to this, she instructed the Chief Medical Health Officer of Jhunjhunu to keep a proper check on the Public Health Centres of the area. This came after a complaint was filed regarding two out of five positions being vacant in the PHC. The complaint also elaborated that the doctors in PHCs were not available during their duty hours.

Supreme Court’s decision helps drop case pendency

Supreme Court’s decision to hold Lok Adalat in every two months has immensely helped in reducing pending court cases. In 2017, five Lok Adalats were organised in which a number of cases resolved are more than cases disposed of by all courts in the state in last five years.The current year will be remembered for quick disposal of pending cases in the courts. The Lok Adalats were organised in February, April, July, September and December. On a call given by RALSA executive chairman Justice KS Jhaveri, even sitting judges of high court also heard matters in Lok Adalat. The move resulted in the clearing of 2.57 lakh cases in which awards to the tune of Rs 944 crore were passed.Apart from Lok Adalats, district legal service authorities have also contributed in a major way to reduce cases pendency. Cases were resolved in a speedy way in lower courts in Jaipur, Jodhpur, Tonk, Ajmer, Udaipur, Alwar and Kota. In Jaipur alone, five Lok Adalats decided 40,000 cases and passed awards of Rs 126 crore. Justice KS Jhaveri, who has taken a keen interest had also put in efforts in a big way, which have now begun to show results.

The ‘queue’less case of Jaipur Development Authority

Not so long ago, Jaipur Development Authority (JDA) used to be crowded and one of the busiest government offices. Of late, its corridors wear a deserted look. Gone are the days when chambers of officers and engineers were full of people coming in droves regarding work. There used to be a long queue of people waiting to meet officers with an application or request to resolve their problems. It was impossible for the officers to look up from the files as they would be busy in meetings. Now, there is a paucity of work that it has become tough for the officers and subordinate staff to pass the day in office. It seems as if people have stopped coming to the JDA.However, it has nothing to do with the change in weather rather the blame should go to financial crisis followed by recent court verdicts. Majority of footfalls in the JDA used to be in relation to regularization of colonies. However, since the court stay, there has been no work of regularization since November 4.The court’s ban on regularization gave a convenient excuse to lethargic officials to stop doing work. They have also stopped doing other works like name transfer, ZLC and 90A. They simply cite court order to deny work, which has been creating a problem for the public especially people in Prithviraj Nagar are unable to get water and electricity connections due to lack of patta. In the absence of regularization camps, a major source of JDA’s income has dried up having an adverse impact on the payment of salaries to the employees.Just when JDA was trying to overcome high court ban on regularization, another jolt came as Supreme Court’s ban on sand mining. It has literally stopped development works in the city. Except Dravyavati river and elevated road, at least a dozen development projects have come to a halt. Engineers have no work yet the JDC has not been able to decide on relieving engineers who came on deputation. Around a dozen engineers have been taking salaries and other facilities without work, which is only adding to its financial woes. JDA contractors too have been severely affected as their payments have been stuck since Deepawali. But, there seems to be no solution in sight.Those days!There used to be a long queue of people waiting to meet officers with request to resolve their problems. It was impossible for the officers to look up from the files as they would be busy in meetings.

Transformers pose a new threat

Despite the fatal Shahpura accident, electricity transformers continue to infest threat to public safety, mostly due to un-certified equipments. Those using such transformers are government electricity distribution companies as well.Notably, the government had earlier this year made it mandatory for distribution transformers to be ISI certified, however, no such compulsion rests on current transformers.Experts consider these uncertified transformers as threat to public safety. “Current transformers should be ISI marked. A sub standard current transformer can blast easily if the voltage goes higher than what can be handled. Anyone standing nearby will be brutally burnt due to the blast. Moreover, the sub standard product can also burn the meter if it is overloaded,” said Harish Jain, owner, Roshan Marketing, distributor of transformers from last 34 years.However, Bureau of Indian Standards believes that LT Current Transformers s are not hazardous enough to be made mandatory for ISI marking.“Current transformers are not very hazardous as compared to the distribution transformers. The actual load of electricity supply is on distribution transformers. I have not come across any CT blast. There is an ISI mark for the same but is not compulsory,” said RB Srivastava, deputy director, Jaipur BIS.It is to be noted that Rajasthan State Electricity Board had issued a notification in 1997, which has not been updated since then, which “advised”acceptance of ISI marked CTs only for private consumption. “Nobody even remembers this notification and it is completely violated when CTs are purchased from the market,” Jain explained.Furthermore, even the latest tender released by Discom does not mention anything about certification of the product for government use.“If there is a standard created by BIS for any product, that is automatically made mandatory for application on all tenders,” said Naveen Arora, technical director, Jaipur Discom.The certificationBIS certification was mandated for distribution transformers in January 2017. Transformers set up by Discom across the state were mostly set up before the date, hence are un-certified and are of sub standard quality. Rajasthan Discoms have no plans of replacing the transformers even after experiencing several blasts and loss of life in past few months.

Three die as car burst into flames

Two women and one child died when the car in which they were travelling burst into flames on the road going to Bakhasar of Barmer from Chitalwana of Jalore on Tuesday.The car driver, Deeparam Prajapat, a resident of Seswa village in Chitalwana area of Jalore, was returning home on Tuesday afternoon after showing his sick child to a doctor when the car caught fire. The bystanders tried to extinguish the fire by water and took out two children from the car, However, Deeparam’s wife and her relative who were sitting in the back seat could not be saved.After getting the information, Chitalwana police reached the spot, but by then, the women had died. Deeparam and his two sons were taken to the hospital where one of his sons died. Deeparam and his other son were referred to Gujarat after first aid. Rajasthan government, doctors remain adamant as patients suffer

As the second phase of in-service doctors’ agitation entered the fourth day on Tuesday, the situation turned worst. Amid the crippled health facilities across the state, the government remained firm on its stand to not to initiate negotiations with agitating doctors. The SMS medical college administration warned the resident doctors of suspension. Issuing a warning to all resident doctors, SMS Medical College principal and controller Dr US Agrawal, asked resident doctors to resume their duties by Wednesday otherwise they will be suspended.On the other hand, Federation of Resident Doctors’ Association (FORDA) India has extended its support to in-service doctors’ agitation, condemned the arrests made by Rajasthan government and asked the central government to intervene. In a written statement FORDA, India has said that the resident doctors across the country will be forced to take action in the support of protesting in-service doctors of Rajasthan.Meanwhile, on the fourth day of the strike, health facilities remained crippled at the government hospitals across the state. As the doctors along with resident doctors remained absent from their duties, the patients continued to suffer.At the SMS Hospital a few patients were seen. On Tuesday, the number of OPD patients dipped to the half, compared to any normal day. However, SMS Medical College principal gave the responsibility of different hospitals to all the heads of department and senior doctors to attend to the patients but these alternative arrangements proved insufficient. The strike has left the patients in a lurch as they have to wander from pillar to post for treatment. Patients from the weaker section are forced to go to private clinics and hospitals.The situation at Jaipuria, Kanwatiya, and satellite hospitals were better as most of the government doctors at these hospitals did not join the strike. But these hospitals have to face increased patient load.Meanwhile, government again claimed that the situation with alternative arrangements was normal and refused to talk with striking doctors. Health Minister Kalicharan Saraf on Tuesday said that government has fulfilled most of the demands as per the agreement done in last month and execution of others is in progress. He appealed to the agitating doctors to resume on duties. Doctors leading the agitation remained underground, keeping their phones switched off.

Yamuna water to quench thirst of Jhunjhunu: Vasundhara Raje

Water from Yamuna river will quench thirst of Jhujnhunu district, claimed chief minister Vasundhara Raje on Monday and added that pipelines will be laid instead of canal to bring water under the project.“The government is in constant touch with Union water resources ministry to consider option of laying pipelines in place of canal to bring water from Yamuna,” Raje told the locals during the ‘CM Jan Samwad programme’ held at a private school.The CM also made a veiled attack on the Congress for making no efforts to provide water to the district of Shekhawati region. “We made efforts to supply water to Jhunjhunu rising above the politics. In four-year rule so far, we brought water from Kumbharam Lift canal to several areas here. The rest will also be covered and get water from the canal as Detailed project report (DPR) is being drafted for this,” Raje said.She also said that her government plans to set up a state sports academy in Jhunjhunu on the line of NIS Patiala. Also, a military school with an estimated cost of Rs184 crore will be developed here. “Our government is committed to giving opportunities to youths to make a career in sports. We have announced to set up a sports academy here which will be linked to the rest of seven academies of the state. This will motivate youth to take up sports as a career.”

Doctors strike: Health system crippled, patients left in lurch

The ongoing agitation of government doctors became serious on Monday as resident doctors joined the strike and boycott the work. The move resulted into crippled health services at the medical colleges associated hospitals also. Medical services were already affected at district hospitals including CHCs and PHCs as doctors, associated to All Rajasthan In Service Doctors Association (ARISDA) had gone on indefinite strike since Saturday.JAIPUR PICTUREIn the SMS hospital, the largest government health facility in the state, around 900 residents doctors and 100 senior resident doctors started work boycott on Monday. This reflected into number of patients in OPD and IPD as well. On Monday 8,246 patients were registered in OPD which is around 10,000 in any normal day. Considering the threat of work boycott from residents, in the morning SMS medical college principal, Dr US Agrawal held a meeting for alternative measures, but these measures proved insufficient.JODHPUR SCENEAfter the arrest of doctors on the health centers of the villages, in-service doctors at many places are not coming to work from the past few days. The highest impact of the strike is being seen at the primary health centers of the villages. Due to the strike of in-service doctors, The medical arrangements are getting worse at 85 Primary Health Centers, 25 Community Health Centers and 30 Urban Primary Health Centers.The arrangements have started to deteriorate due to the strike of resident doctors in Dr SN Medical College affiliated Mathuradas Mathur Hospital, Mahatma Gandhi Hospital and Umaid Hospital. in this episode of the movement, They went on strike on Monday.The arrest of the doctors here also continued on Monday. Three doctors have been arrested in Jodhpur division. For this reason, most of the in-service doctors have gone underground. Gujarat poll results a wake up call for BJP in Rajasthan

Gujarat results may be reckoned as the wake up alarm for the BJP government in Rajasthan. Internal party conflicts, caste conflicts, reservation issues, resentment of various government employees, angst of the youth and farmers, rise in women related crimes coupled with a work system of bureaucracy dominating legislative representatives have created a potent mix that could spell trouble for the governnment next year. These problems are not just for chief minister Vasundhara Raje but for BJP in totality. It cannot be refuted that for BJP, the 2019 route to Delhi passes through Rajasthan and it needs to clear hurdle 2018, the state elections.The state government is already skating on thin ice. The issues that prove to be contentious are plenty.The most crucial problem is the widespread resentment among the party cadre on various factors. Dominance of bureaucracy and neglect of legislators is a major factor, “We connect to the people and for that we need to have rights,” said an anguished MLA of BJP. Picture perfect: the effectiveness of pictorial health warnings on tobacco products

The Karnataka high court on Friday struck down the 2014 amendment rules that mandated pictorial health warnings to cover 85% of tobacco product packaging space on all tobacco products sold in India. It is worth mentioning that the pictorial warnings on both sides of packages of tobacco products came into effect in April 2016 following the direction of the Rajasthan High Court and subsequently the Supreme Court too made it mandatory. After the decision of Karnataka High Court, health activists and doctors in Rajasthan have expressed their worries about the adverse effects of diluting the pictorial warning.“The second edition of Global Adult Tobacco Survey (GATS-2) says that in Rajasthan 50.4% of cigarette smokers,47.4% of bidi smokers and 60.5% of smokeless tobacco users thought of quitting smokeless tobacco use because of warning label on the packets. These figures show that the bigger pictorial warning on pack is critical to protect our youth from the dangers of tobacco and the government’s earlier decision of 85% pictorial warnings on all tobacco packages should be defended,” said Jayesh Joshi, Secretary of Vaagdhara, an NGO working for tobacco control in Rajasthan. Highlighting the severity of tobacco triggered cancer, Dr Naresh Somani, senior consultant, Medical Oncology Department at Bhagwan Mahavir Cancer Hospital and Research Centre, Jaipur said that in Rajasthan 30% of total cancers patients suffer from the cancer caused by tobacco use. “It is estimated that 30,000 new cancer patients every year reach to the hospital due to tobacco generated cancer. Cancers of oral cavity and lungs in males account for over 50% of all cancer deaths in India,” he added.Raj takes the first step:Bigger pictorial warnings were first mandated by a notification issued in October 2014. Followed by the removal of the then Union Health Minister, Dr Harsh Vardhan and the then Health Secretary Keshav Desiraju, the notification was then taken up suo motu by the Lok Sabha Committee on Subordinate Legislation, which asked the government to put the implementation on hold. While the implementation was then stayed, Rajasthan HC in July 2015 asked the government to implement it.Bigger the picture, bigger the impact:As per GATS-2, there has been a change in perception. 92% of adults surveyed under GATS-2 believed smoking caused serious illness, and 96% said use of smokeless tobacco causes serious illness. It was also found in survey that in Rajasthan 50.4% of cigarette smokers,47.4% of bidi smokers and .60.5% of smokeless tobacco users were planning or thinking of quitting tobacco use.Pictorial warning impact across IndiaIn India, more and more people of those still consuming tobacco are thinking of quitting on seeing pictorial warnings. 1971 war: Tribute paid to heroes of victory

Lt General Vijay Singh, Chief of Staff, Sapta Shakti Command, laid wreath on the Sapta Shakti Memorial to commemorate the Indian victory and pay tribute to the soldiers who fought in 1971 war. A wreath laying ceremony was held at South Western Command in Jaipur.On this day, 46 years ago, 93,000 members of Pakistani troops raised white flags and surrendered to Indian Army and Mukti Bahini. The Indo-Pakistani war was sparked by the armed liberation struggle that was taking place in East Pakistan between the dominant Bengalis and the West Pakistanis over the issue of right to governance and the constitution.The conflict started when the Awami League under the leadership of Sheikh Mujibur Rahman won a massive majority in Pakistan general elections. However, instead of inviting Sheikh Mujib to form the government, on March 25, 1971, the Pakistani military junta began a crackdown on the people of East Pakistan. It soon turned into a large-scale genocide. Pakistan’s air force launched a surprise attack on December 3 on eight military airfields in western India forced India to take a decisive military action.The Indian Army virtually ran through the then east Pakistan and reached Dacca within 11 days. A defeated and demoralised 93,000-strong Pakistan Army led by Lt Gen A A K Niazi was made to surrender on December 16.
