Ministerial panel’s report on Lokpal under examination: Govt

The government is still examining the recommendations of an inter-ministerial committee on the Lokpal act, two years after a parliamentary panel submitted its report on the proposed law, the Lok Sabha was informed today.The Lokpal and Lokayuktas Act, 2013 — that has provisions for establishment of a Lokpal at the Centre and Lokayuktas in states to look into cases of corruption against certain categories of public servants — came into force with effect from January 16, 2014.However, an amendment bill was moved in the Lok Sabha in December 2014 to remove certain difficulties in the operationalisation of the Act, Minister of State for Personnel Jitendra Singh said in a written reply to the Lok Sabha.The bill was referred to the Department-Related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice for examination and report.”The said Committee has submitted its report in the Parliament on December 7, 2015. The recommendations of the said Committee were presented before an Inter-Ministerial Committee (IMC) comprising seven Union ministers. The recommendation of the IMC are under consideration of the government,” Singh said.

Vasundhara Raje government draws flak from ABVP

BJP government at Rajasthan was upheld as a major ‘challenge’ for student organisation, Akhil Bhartiya Vidyarthi Parishad (ABVP) as a proposal in this regard was floated at the state level conclave of the former at Jaipur.Associated with BJP’s ideological parent RSS, the ABVP is often considered as a student wing of the party. However, the proposal said at length of the widening gap between the two organisations at the state. However, such blatant criticism of the BJP government has been most unexpected from ABVP as BJP and the student organisation share RSS ideology.The proposal to be presented at the 53rd state conclave of ABVP has arrived as much an embarrassment of BJP. It also is further a concern for the party as the student organisation openly expresses its resentment with less than a year left for assembly elections at the state. These ABVP cadres join the youth wing of BJP the to garner support of young voters for the party. Case against ex-min Jitendra Singh

Bundi City police on Thursday lodged a case against ex-union minister Bhanwar Jitendra Singh and two others under various sections of IPC allegedly for stacking his claim over the erstwhile Bundi state property by producing counterfeit and forged will papers of Bundi state.The case was today lodged on a registered post-complaint by one Avinash Kumar Chandana, a resident of Delhi. On the registered post received earlier this month, police today lodged a case under sections 420, 467, 468, 471 and 120 (B) of IPC against Bhanwar Jiterndra Singh, and two others Srinath Singh and Vijendra Singh, both residents of Bundi, CI Bundi city Ramnath Singh said. Chandana in the complaint claimed Rao Ranjeet Singh, the last member of Bundi royal family before his death declared him his successor with the property papers under his name. Bhanwar Jitendra Singh in conspiracy with the two other fabricated forged and counterfeit will papers and stuck Jitendra Singh’s claim and possession of the property, Chandana alleged in the complaint, the CI said. Notably, Avinash Kumar Chandana was one of the very close friends of late Ranjeet Singh, the last member of Bundi royal family. Ranjeet Singh also reportedly spent his last days at Avinash Chandana’s residence in Delhi and eventually died in January 2010 leaving no inborn successor of Bundi royal state. Bhanwar Jitendra Singh, the ex-union minister and members of Alwar royal family is the son of Ranjeet Singh’s only sister Mahendra Kumari and thus he is in Bundi accepted as the legal successor of the royal family and property. Avinash Kumar Chandana earlier also filed a case on property issue.

Sanjay Gandhi National Park initiates DNA mapping project for big cats

In one of its most ambitious projects, the Sanjay Gandhi National Park (SGNP) along with Thane territorial department has decided to initiate the DNA profiling of leopards — a project under which it plans to create a scientific database of individual leopards.The female leopard rescued from Andheri east recently is the first big cat to undergo DNA fingerprinting. DNA profiling is essentially a technique by which individuals can be identified and compared from their respective DNA profiles.Dr Shailesh Pethe, Veterinary Officer, SGNP who triggered the idea of DNA mapping said,”The big cat was not only micro-chipped but we also collected her blood sample for DNA, which will be sent to Centre for Cellular and Molecular Biology (CCMB). We also took photographs of her right and left flank and now we will have all the key data on this animal with us using which we can identify her.”Pethe said if this leopard were ever to become a problem animal they would be able to scientifically identify it after trapping.Dr Jitendra Ramgaonkar, Deputy Conservator of Forest (DCF), Thane said that similar profiling will be done on every leopard rescued. “We have to use all the scientific tools available for better wildlife management practises. We can only collect blood samples for DNA extraction of those leopards that are rescued for others we are planning to use scat or hair follicles for sampling in case a leopard is found visiting human dominated areas,” he said.

Sachin Pilot takes off for bypoll campaign

Congress has got active in bypoll bound parliamentary constituency Ajmer and Alwar which were extensively toured by the chief minister Vasundhara Raje recently. Rajasthan Pradesh Congress Committee president Sachin Pilot campaigned in Pushkar area of Ajmer on Thursday and he is scheduled to tour Alwar on Friday. Pilot, who has been considered top choice as the candidate from his home constituency Ajmer, met people, particularly in the rural areas of Tijara during his day-long campaigning. On this occasion, he made a veiled attack on the chief minister Vasundhara Raje.“People saw the rule of BJP and Congress, both. They have to decide which party serves people on the priority and who are those indulging into politics centralize powers only,” said Pilot in a statement released from the party office. A week back he toured both constituencies too. The bypoll bound both constituencies are crucial for both, ruling BJP and opposition Congress. Mumbai Congress office vandalised, MNS takes responsibility

Mumbai Congress office at Azad Maidan was vandalised on Friday morning. Govt considering Baswan panel report on age-limit in civil services exam

<!– /11440465/Dna_Article_Middle_300x250_BTF –> Nearly eight months after its submission, the report of Baswan committee that suggested changes in civil service exam pattern and age limit is under examination, the government has said.The committee had submitted its report to the Union Public Service Commission (UPSC) on August 9, 2016. “The Baswan Committee’s report along with UPSC’s recommendations on it has been received on March 20, 2017 and the same is under examination,” the Department of Personnel and Training said in response to an RTI query filed by a PTI correspondent. Thousands of aspirants appear in the civil service exam conducted annually by the UPSC in three stages–preliminary, main and interview–to select officers for Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS), among others.The UPSC had constituted the expert committee under the chairmanship of former human resource development secretary and retired IAS officer B S Baswan, to review the scheme of civil service examination in August 2015.The committee is understood to have recommended reduction in upper age limit of 32 years to appear in the civil service exam, official sources said. “The recommendations made by the committee including on pattern of civil service examination and age limit are presently under consideration of the UPSC,” Minister of State for Personnel Jitendra Singh had told Rajya Sabha in a written reply in November last year. In a related development, the UPSC has fixed a seven-day time frame for candidates to report mistakes or discrepancies in questions asked in the various examinations conducted by it.

Nevertheless, we are making efforts to curb this menace.” Despite repeated calls, Girish Mahajan remained unavailable for comment.”Most of the roads have heaps of garbage. The corporation does not clear the garbage regularly. Besides, the potholes are filled with either rainwater or drainage water. These spots are turning into breeding grounds for mosquitos,” said Mohit Jain, a resident of Jalgaon.Few days ago, ND Mahanor, a noted Marathi poet in Jalgaon alo suffered from dengue. Mahanor complained that piles of garbage near his residence were lying unattended. A senior BJP leader said, “Jalgaon Municipal Corporation is completely bankrupt, thanks to its local leadership. This is causing a delay in garbage lifting and cleaning the nullahs. Here, people are more interested in politics than the actual good work. Extortion cases show diminishing trend in Mumbai

While 127 cases have been detected this year with a detection rate of 82%, 168 cases were detected last year with 78% detection rate, statistics revealed.“The reason detection cases are good in extortion cases is because, in almost all the cases, the culprit is known to the victim. In cases of underworld related extortion calls, the caller himself discloses his identity to the victim. We take sustained action on criminals and gangs involved in extortion cases. However, it would improper to say that the less number of extortion cases is due to police action. A lot times victims do not approach the police due to fear,” said a police officer.On Wednesday, Nationalist Congress Party (NCP) MLA Jitendra Awhad had received a threatening phone call from gangster Suresh Pujari.Thane Police officials had stated that Awhad had received a threatening call from Suresh Pujari who demanded an extortion of Rs 25 crore. “Pujari warned Awhad with dire consequences if his demand was not met,” said a police officer.Following this, Awhad had approached the police and a probe was launched in the matter.NCP supremo Sharad Pawar had also written to Chief Minister Devendra Fadnavis stating “If the elected representatives are not safe and secured, how government can give the guarantee of the common people’s security. The accused would make passports in the name of the natives and then would change the photo with the person to whom they used to sell the passport.According to the ATS officials, Jitendra Patel, Sanjay Patel would get a customer for the fake passport through Praveen Mangle. After getting the money from the clients, the accused used to send the details to Khalid in Mumbai who used to make the fake passports of the clients. Bhagalpur NGO embezzles public money of over Rs 300 cr

Three FIRs have been lodged against the office-bearers of the NGO, bank officials and government employees without whose connivance, it was not possible to embezzle such a huge government funds. Of the embezzled money of Rs 302.70 crore, the state government had allocated Rs 270 crore for land acquisition, Rs 17.70 crore for urban development and Rs 15 crore belonged to district nazarat. Explaining as how the NGO in connivance with bank and government officials embezzled public funds, official sources said that once the state government released the funds to the district administration (say, for land acquisition), these funds were later transferred to the NGO bank account with the help of forged signature of the district magistrate in connivance with bank officials. And the NGO, which invested the funds in real estate and other business, used to return the money to the government’s bank account as and when the money was needed in the district administration’s account, sources said adding that in this way, it was very difficult to detect irregularities. The chief secretary said that they (NGO people) used forged signature of the DM to deposit the money in their bank account. “The issue (of embezzlement of public funds) came to light very recently in August itself when one of the cheques bounced,” Singh said. Singh said that he had asked all the districts to get their bank accounts verified and update in order to ascertain whether or not such embezzlement of public money had taken place any other district. He, however, refused to reveal as how long this financial irregularities by the NGO being carried out. Singh, Minister of State for Personnel, Public Grievances and Pensions, said extant instructions provide that if it is found that a government servant had furnished false information or produced a false certificate in order to secure appointment, he should not be retained in service. “Thus when an appointing authority comes to know that an employee had submitted a false/fake caste certificate, it has to initiate action to remove or dismiss such an employee from service as per the provisions of relevant service rules,” he said in a written reply to the Lok Sabha. Singh had, in another reply, on March 29 said that 1,832 appointments were allegedly secured on the basis of fake caste certificates. Of these, 276 had resulted in suspension or removal, 521 were entangled in litigations and disciplinary proceedings were pending in the remaining 1,035 cases, he had said. A total of 1,296 cases of jobs secured allegedly through fake caste certificates were under the Department of Financial Services. Singh said there are some unusual complaints received by the ministry and one such grievance recently processed was of a faulty mixer-grinder. “There was a grievance from one T Vinod Kumar in Telangana regarding problem in mixer-grinder brought by him online. We sent his complaint to the Ministry of Consumer Affairs and at last he got the machine changed,” he said, explaining the kind of complaints being received by the government. Singh said the government has cut down time taken to resolve public grievances from over eight months (253 days) in 2012 to an average 24 days in 2017. “The increase in grievances is also due to prompt disposal by the government,” said Singh. About 1.75 lakh and 2.09 lakh grievances were received in 2012 and 2013 respectively. The government had got nearly 2.7 lakh public grievances in 2014, of which 2.63 lakhs (97.47 per cent) were disposed of in an average 146 days, he said. In 2015, 8.79 lakh public grievances were received and 7.69 lakhs of them (87.53 per cent) were resolved. The ministry received a highest of 11.94 lakh public grievances last year and resolved 11.87 lakhs of them (99.35 per cent), with an average time taken to dispose them being 38 days, Singh said. So far this year, about 5.49 lakh public grievances were received and of them, 5.47 lakhs (99.53 per cent) were resolved, he said, adding that the average time taken to resolve these plaints was 24 days. “There has been an increase in public grievances this year. Seeing the number of first five months, we expect that the number of complaints may touch 12 lakhs,” Singh said. He said the government is trying to cut the time taken to process such complaints to a week from the existing about 24 days. These complaints were received mainly through the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) — an online system for addressing plaints against government departments from people. Giving details of steps being taken to resolve people’s complaints, the minister said he was also making calls to some complainants randomly to check whether their grievances were getting resolved to their satisfaction. “I called up a retired Colonel in Punjab who had raised a complaint. I introduced myself as only Jitendra Singh (rather than a Union minister) on a call made to him a few days ago to inform him about the resolution of his complaint. “We spoke for some time on the matter and after informing him about the successful resolution of the complaint I hung up only to get a return call from the person feeling extremely elated for having received a phone call from the minster himself.
