Sale of Dawood Ibrahim’s properties aids redevelopment plan

Bhendi Bazaar is undergoing a face-lift with old houses and narrow lanes being replaced by swanky high rise buildings. The neighbourhood was once known for being the den of India’s most notoroious criminal and underworld donDawood Ibrahim Kaskar.Dawood operated his unerworld circuit from his Pakmodia Street residence before he fled the country in late 80s.Across the street lived Dawood’s aide and fugitive gangster Chhota Shakeel in Ismail Building at Temkar Street. On November 14, this year, three Bhendi Bazaar properties of Dawood including the two-storied Shabnam Guest House building, six flats in Damarwala building and the restaurant Raunaq Afroz, also known as Delhi Zaika, went under the hammer. The Saifee Burhani Upliftment Trust (SBUT) won the three properties in an auction carried out by the Ministry of Finance, under the Smugglers and Foreign Exchange Manipulators (SAFEMA) Forfeiture of Properties Act.The trust was keen to buy the three properties for a redevelopment project carried out by them at Bhendi Bazaar.It is believed that Hotel Raunaq Afroz was one of the first properties purchased by Dawood after he took control of his smuggling business from Haji Mastan. The first and the third floor apartments in the Damarwala building belonged to Dawood’s ancestors.Even after Dawood left India in 1986, his mother continued to stay in Damarwala building. When Dawood’s brother Iqbal Kaskar was deported from Dubai, he lived in the building until August this year when the Hussaini building collapsed. Dawood’s other property — Shabnam Guest house, a double-storey structure in Yakub street was occupied by Dawood’s younger siblings — Haseena and Iqbal.”Bhendi Bazaar has always been in the news for having housed several gangsters of yesteryear. Various members of Dawood Ibrahim’s and Chhota Shakeel’s gang had connection with the area. The gangs still have their prominence in the locality. A lot of D-gang members stayed in the nearby area —Dongri and Mohammad Ali Road areas,” said a senior police official, requesting anonymity.

Kaskar’s aides spent at dance bars, say cops

All the three accused are currently in police custody in connection with a jewellery extortion case worth Rs 15 lakh from a Thane-based jeweller. On Friday, the police managed to recover a part of this extorted jewellery.During interrogation, one of the aides, Israr, told the police that they spent cash in dance bars and sold the jewellery to a jeweller in Mahim. Following his revealation, the police approached the jeweller in Mahim and recovered the gold worth Rs 3 lakh from him. “We will return the gold to the complainant and are in the process of getting back the remaining gold as well,” said a police officer from Thane crime branch.

<!– /11440465/Dna_Article_Middle_300x250_BTF –>A court today sent underworld don Dawood Ibrahim’s younger brother Iqbal Kaskar and two other accused to judicial custody till October 13 in an extortion case.Kaskar was produced before the holiday court in Thane which sent him to judicial custody.He was arrested by the crime branch of Thane Police on September 18.Kaskar was taken into custody from his house in Nagpada area in Central Mumbai by a team led by encounter specialist and the anti-extortion cell’s senior police inspector Pradeep Sharma after a complaint was filed against him by a builder, who was facing extortion threats since 2013.He is accused of issuing threats in the name of Dawood Ibrahim and demanding huge extortion money from businessmen.A case was filed under sections 384 (punishment for extortion), 386 (extortion by putting person in fear of death or grievous hurt), 34 (acts done by several persons in furtherance of common intention) of the IPC at Kasarvadavali Police Station.Kaskar, who was deported from the United Arab Emirates in 2003, is said to be operating his brother’s real estate business in the city.

The police on Friday had questioned Kaskar’s partner, a builder from Mumbai who would take contracts of construction work for redevelopment or development projects.The police said, Kaskar was allegedly in a sleeping partnership with the builder. The latter would use Kaskar and Dawood’s name to threaten landowners or tenants, and would take help of other aides of Kaskar to forcefully vacate their premises where he would carry out redevelopment. In return, the builder would give a commission or a profit margin to Kaskar in cash.”We have questioned the builder and it has been revealed that he was running a construction business with Kaskar. Although Kaskar had not invested in the business; he would get a large profit margin in every project. All the transactions were made in cash and we are trying to trace the money trail,” said a police officer.The police are also on the lookout for one RC Angadia, who on behalf of gangster Chhota Shakeel, would collect money from the fourth accused, Pankaj Gangar arrested in the case.Gangar would provide Rs 15 lakh to Angadia for Shakeel, who is in Pakistan, through hawala channels. The police suspects that Shakeel is also running a matka betting racket in Mumbai and other cities and the money would be sent by the accused as his commission in the business.”The Angadia operator and another middleman will be arrested soon. Our team is also in Bihar to look for two of Kaskar’s shooters and raids are being conducted at several locations there with the help of a Special Task Force. The police will now record the statement of these ‘victims’ of Kaskar in order to bolster their case against him.Speaking to DNA, a senior police officer, who is privy to the investigation of Kaskar’s extortion case, said, “Though the current extortion took place in 2016, Kaskar and his men are believed to have extorted as many as 20 builders, businessmen and jewellers from Mumbai Metropolitan Region to the tune of crores of rupees.”As per the officer, Kaskar used to operate smartly while targeting his victims. “Two of his henchmen, who are also accused in the current extortion case, used to meet the victims and would dial Kaskar’s number from their phone. They would then make Kaskar speak to the victims.”Since Kaskar used to drop Dawood’s name, too, while threatening the victims, the police are examining if Dawood had a role to play in the extortion threats issued by his brother. “If we get any concrete evidence against Dawood, then we would certainly add his name in the FIR as well. We are probing if calls were made and received from Pakistan by Kaskar and his men,” the officer said.As per the police, the biggest evidence in the current extortion case against Kaskar is that the group had forcibly extorted four flats and Rs 30 lakh in cash from a builder and one of the accused was found occupying the flat when the police searched it. A team of 55 police personnel headed by Senior Inspector Pradeep Sharma arrested Kaskar from his Nagpada residence on Monday night.

Thus, confessional statements were the only evidence to prove the guilt of the accused.Special public prosecutor Deepak Salvi, during the trial, had moved the Supreme Court to seek permission to allow the agency to use confessions, recorded in part A of the blasts case, be also used in part B, the current case.The Supreme Court also held that while allowing the applications, it ensured that the rights of the accused were safeguarded and that the accused were given an opportunity to meet the evidence, led by the prosecution in part A.The accused, accordingly, also exercised the right and cross examined the relevant witnessed.”The record reveals that in this trial 33 accused are still absconding. Nearly 23 years have passed and the absconding accused are not in India. It is a matter of record that prominent among them Dawood, Anees, Tiger, and Dossa have taken shelter in Pakistan.”
