The year that saw rise of Congress and agitations

Looking back at 2017… One sees a politically eventful year, a year made up a series of events that have led to a mobilisation of various sections, especially the farmers and the Dalits. The discontent in these sections was successfully harnessed in the form of agitations that not only put the government’s problem solving skills to test but also created a situation wherein the agitators managed to get the upper hand as they entered into agreements with the government.The year that has passed has seen the Congress rise like the phoenix. The party that was reduced to redundancy in last elections has grown to be a force to be reckoned with. The opposition party has managed to catch the fancy of the rural population with its incessant raising of the farmers’ issues. It today has the distinction of being a state that is home to four of Rahul Gandhi’s close aides; CP Joshi, Bhanwar Jitendra Singh, Sachin Pilot and the newly added Ashok Gehlot.Congress also made its relevance felt nationally by striking emotional cord. The name for Rahul Gandhi as AICC president was proposed in Jaipur. It was projected as the logical action in the city where Rahul took charge as party vice-president.All through 2017 the die has been cast. It has laid the foundation for the years to come. The year that passes by has managed to fuel discontent to such a level that the run down to the assembly polls at the end of 2018 will be interspersed with protests and agitation.Discontent among the castes was on the rise all through the year. With no concerted effort to contain, it escalated and spread. The Gurjars, Jats and Meenas under Kirori; have an axe to grind with the present government. Rajputs and Brahmins have their own issues. This caste cauldron, while being a political irritant spells trouble for the social fabric too.As the year prepares to fade out, both BJP and Congress have decided to adopt the Gujarat model. The poll preparation will be on the lines adopted in Gujarat. Congress with its offensive campaign and the BJP plans to decentralise to the booth level to ensure each vote.

45-year-old mom drives e-rickshaw for daughter’s education

Do not be surprised if you spot a lady driving an e-rickshaw, offering you a ride in the city.Dressed in a pink half-sleeve shirt over her saree, 45-year-old Sonalben Joddha, a resident of Asarwa, is a new driver who has come out of her societal norms. Her only aim is to afford education for her daughter.One of these days, you may spot her outside the Flower show organized by the Ahmedabad Municipal Corporation (AMC) at Sabarmati riverfront, ferrying senior citizens.With a smile on her face, Sonalben’s enthusiasm is what attracts many. Quick enough to spot senior citizens and those who need help, Sonalben approaches them to offer a ride.She says, “I am connected with an NGO called ‘Sakhi group’ in the city and have been making ‘Kheechu’, a Gujarati dough used to make papad, since many years. Before six months, the NGO informed us that e-rickshaws are being given at low-interest rate along with training to promote greener city.””It was then I got interested and bought this rickshaw for Rs 96,000 on loan. We were given training and a license was issued. I was one of the 12 women who received this rickshaw and training from Ahmedabad.”The e-rickshaw has changed Sonalben’s life who used to earn Rs 3000 a month by stitching clothes. “Since five months, I have been driving this rickshaw and earn nearly Rs 1200 a day. It is a great relief to me as I am able to educate my daughter who is studying nursing.”Sonalben drives the rickshaw from Asarwa to Shahibaug from 10.00 to 4.00 pm after which she takes an hour break and resumes to her second job.”I make Kheechu in evenings and work till 9.00 pm every day.” My husband and my son also work. My son does two jobs but is not enough to run our family which is why we all are working hard.”When asked whether she faces any challenging incidents daily, she smiles and says, “Yes, I do. There are passengers who are very nice, whereas there are some who are not. I think I’m able to handle.”Speaking about the initiative, Shailendra Sharma, who has founded haalo.online along with his wife, Shagun, said: “Our initiative is women-driven GPRS enabled electric vehicles on rent that ensures a safe and clean system of transportation in city. To promote our aim, we have deployed two of our electric vehicle services to senior citizens for free at a flower show.”

65% vehicles in Ahmedabad yet to get HSR plates

Though the Supreme Court in 2013 made High-Security Registration Plates (HSRP) mandatory for vehicles, only 25 lakh vehicles of the total 70 lakh vehicles in Ahmedabad city and rural have installed HSR plates, while the remaining 45 lakh vehicles are still to get them.On December 28, the state government issued a January 15 deadline for vehicle owners to replace their old number plates with HSRPs or be ready to pay penalty. Two-wheelers and three-wheelers will be fined Rs89, while four-wheelers and heavy vehicles will have to pay Rs150 if they are caught without HSR plates on them.GS Parmar, Regional Transport Officer, Ahmedabad, said, “HSR plates have been mandatory for vehicles since 2013. Every vehicle registered in RTO after 2013 have HSR plates installed. But the ones registered before 2013 are still to get them. Very few old vehicles come to install HSR plates. Now that a deadline has been issued, we are expecting the older vehicles to come to us to get them installed. Our staff is working on most Sundays specifically for HSRP work, but most of the time no one turns up.”According to an RTO source, till mid 2016, RTO had trouble installing HSRPs on old vehicles. During transfer of vehicles or new registrations, fresh data is entered in RTO’s system and it is linked to HSRP unit through which vehicle owners get the plate. However, it was not possible for old vehicles as the RTO didn’t have the system to update the data of old vehicles due to which the process was halted till mid 2016.”We faced difficulty tracking old vehicles because their data was registered manually. Now, even those data have been transferred to the system, and we can install HSRPs on them,” added Parmar.

App to track autos, cabs through QR code

In what can be a New Year’s gift, particularly for women, the Delhi government is set to come up with a mobile app for the safety of commuters in public transport. The app, which will track vehicles through GPS, will be able to tell if the cab or auto being taken is safe to board or not through a QR code.The move has come after a number of instances of crime against women were reported in the Capital and to overall strengthen the crumbling transport infrastructure in Delhi. The app is being developed for upgrading public transport as required under the upcoming policy to regulate public service vehicles (PSVs) under the City Taxi Scheme 2017.The app is expected to be ready for trial by January, said sources. “A central control room for real-time tracking of vehicles and receiving complaints is being built at the transport headquarters and more people to man the systems will be recruited. It will be a centralised system from where we will be able to connect all the Regional Transport Offices (RTOs) for data, queries and grievance redressal,” said an official.The control room will also be able to track and record offences by the vehicles, as the details of all PSVs will be linked with the system. “All PSVs will have a QR code and in case their GPS is not enabled, the app will immediately raise an alarm that the vehicle is not safe to board,” the official said.The need for upgrading the technology was highlighted after an app-based cab driver was held for raping a woman in 2014.

15-year-old, who killed mother and sister, shows no remorse

The 15-year-old boy, who was arrested for killing his mother and sisterat their Greater Noida residence, seems to be enjoying his time at the juvenile home. A team of doctors, including psychologists, are keeping a check on to see his behavioural changes.Speaking to DNA, the boy’s counselor, Smita Pandey, revealed that the boy is unemotional and doesn’t have seem to be guilty for killing his mother and sister.”He is a rarest of the rare case as kids come to the juvenile home with heads down and having guilt. But this boy is unstable and emotionless as he looks right into the eyes and talks. He admits to have killed his mother and sister but says that killing the mother does not make any difference in his life while as he misses his sister. He also says that he is most attached to his uncle’s son and he likes it here,” revealed Pandey.She further added that initially the boy was quiet and didn’t speak much but now he is enjoying his time as he has made a lot of friends inside the house.”The boy always expresses fascination for branded stuff as his mother never brought him suck clothes. And as he was never good in studies, he always wanted such an environment where he does not have to study at all. He also feels superior than the other kids as he is fluent in English. The boy is also insomniac as it is observed that he has a habit of being awake at night,” Pandey added.The boy is psychosexual also, as recently one of the inmates at the home had complained of sexual abuse against him.” There is an inmate named Aarav to whom the juveniles call Aarav Bhai. This boy said that Aarav reminded him of his childhood best friend but recently Aarav complained about him that he talks dirty things to him because of which his room was also changed,” Pandey stated.

9 car-jacking cases reported in city each month last year

Almost nine incidents of car-jacking were reported every month in the national Capital in 2017, at an average. South-west, among all administrative districts of the Delhi Police, reported the highest number of incidents.According to a data, accessed by DNA, 97 car-jacking incidents were reported in the Capital in 2017 up to November 15. Of all the incidents, 33 were reported from southwest alone, while North, Central, Shahadra and New Delhi districts, reported just one incident each.However, the data further says that Southwest district also recorded the highest solving rate in the car-jacking cases, which was 13. New Delhi, Central and Shahadra districts, which recorded one incident each, could not solve any of these cases till November mid. Of the total 97 car-jacking cases reported, only 45 were solved.In 2016, Delhi witnessed 124 cases of car-jacking, of which 67 were solved. Rohini district reported 44, which was the highest among all the districts in 2016.Senior Delhi Police officials said that special drives were undertaken in 2017 to bring the menace of car-jacking down and claimed it to have been effective. “Since a surge was witnessed last year, a number of special initiatives were started. These included picketing, erecting barricades at identified car-jacking prone stretches, bike patrolling and installation of CCTV cameras in and around the dark zones,” said a senior officer, adding that awareness among car owners also helped bring the crime rate down.On solving these cases, the officer further added that a tight watch over the second-hand car dealers across the Capital and intense round-the-clock vigil over the unauthorised parking places, where these stolen vehicles are hidden by the gangs until disposed of, has also helped in recovery and arrests.As an advice to the car owners, the officer also mentioned that everyone must ensure that their vehicle has GPS installed. “In many cases, vehicles have been recovered even when it has been taken across the state borders,” he said.SOUTHWEST TOPS2017Total car-jacking: 97 Solved: 45 District with highest:Southwest (33)2016 Total car-jacking: 124Solved: 67District with highest:Rohini (44)

IndiGo confirmed the incident and said it had been reported to the aviation regulator, the Directorate General of Civil Aviation (DGCA). “IndiGo’s Goa-Delhi flight was involved in a air turnback due to engine 2 low oil pressure,” the airline said in a statement.The aircraft was carrying 182 passengers and three infants on board, it added. After arrest of techie, online Tatkal booking softwares under CBI scanner

A number of online softwares, being used allegedly by travel agents to trick the Tatkal booking systems, have come under the scanner of the CBI during its probe against its techie who has developed a similar system, the agency sources said here today.During its probe against its own programmer, Ajay Garg, who had developed one such illicit software, the agency has noticed a large number of softwares which were easily available online for a price. These were being used to trick the railway ticketing system by speeding up the booking process and allowing multiple tickets, they said. The sources said ‘neo’ software developed by Garg is one among many such programmes available online, they said.”All such softwares are under scanner. We are examining them and may soon take action, if any illegality is found in their operations,” an official said.The sources said the softwares work on “auto fill” system where details of large number of ticket seekers are entered and kept ready even before Tatkal bookings open on the IRCTC website at 10 am for trains departing next day. They said these softwares speed up the PNR generating process, bypassing the IRCTC captcha and allowing login with multiple IDs allowing a large number of ticket bookings simultaneously on a single click of mouse. The softwares allow the users to fraudulently gain unauthorised access to computer network in contravention of rules and regulations, they said.Also readDay after CBI programmer held in tatkal ticket scam, Piyush Goyal calls for strengthened cyber security”Use of such software is illegal as per rules and regulations of the IRCTC and also under the Railways Act. It was also alleged that the accused was collecting money for the use of such software by certain booking agents and had amassed huge wealth from these activities,” CBI spokesperson Abhishek Dayal said. The CBI had arrested its assistant programmer and his front, Anil Gupta, for developing and distributing the software to agents for a price, he had said.The ticket bookings under Tatkal quota open at 10 am for AC class and 11 AM for non-AC coaches for the trains departing next day. Under the quota, a fixed number of seats, in each coach, are sold at a premium by the railways to travellers who need tickets urgently. A common complaint of passengers is that by the time they enter details on the IRCTC website or complete booking process, seats under Tatkal quota gets full within minutes of start of the booking. Their bookings are either rejected or they get a waitlisted ticket that too at a very steep prices.Some travel agents offer to provide confirmed tickets under the quota by charging premium, over and above railways prices. The arrest of Garg and Gupta has exposed the alleged software trickery used by them to exploit the vulnerabilities of IRCTC ticket booking system, the sources said. Garg, a 35-year-old software engineer, had joined the CBI in 2012 through a selection process and was working as an assistant programmer. Earlier, he had served with the IRCTC, which handles ticketing system of the railways, between 2007 and 2011.

Mumbai: Immediate action on safety violations, cops warn party organisers

Police today warned eateries and party organisers on the eve of New Year of immediate action if they are found violating safety norms.”We have instructed party organisers to strictly adhere to safety norms. If they are found violating any norms, immediate action will be taken against them,” Mumbai police spokesperson, DCP Deepak Deoraj said today.Officials said several measures have been put in place to ensure that celebrations to bring in the new year pass off peacefully.Several stretches of roads have been designated as no-parking zones while a ban on flying objects has been enforced.A senior official said that over 30,000 police personnel will be on the roads across the city to ensure safety and security of New Year revellers.This will include special teams formed for the safety of women and children, officials added.Women police personnel have been deployed at various important places in the city to keep an eye on eve-teasers.Officials of the rank of deputy commissioner of police would be present at locations like Gateway of India, Marine Drive, Juhu Chowpatty, Madh Island among others where revellers have traditionally gathered in large numbers to celebrate the New Year, they added.Combing operations have been carried out in many parts of the city and several persons with past criminal records have been detained as a precautionary measure, officials informed.The city police as well as specialised units like the Anti-Terrorism Squad have been placed on alert to ensure safety of citizens, officials said.

Delhi transport dept may use QR codes to track autos, cabs

With an aim to boost passenger safety, the Delhi Transport department is working on a QR code based system to keep a tab on the autorickshaws and cabs plying on city roads.The department would set up a control room at its headquarters in Civil Lines, so that autorickshaws and cabs could be tracked while ferrying passengers, a senior official of transport department said.QR code stickers on cabs and autorickshaws would enable the passengers to have the details of the driver which they could also share with others through their smartphones.It would also give details of the GPS installed in the vehicle. The details of driver and GPS will help in case a passenger, specially women, face any distress while commuting in the vehicle, the officer said.Nearly 90,000 autorickshaws and over 60,000 cabs ply on city roads but only around half of them have GPS. Mandatory installation of GPS will help the department watch the routes taken by the vehicles, he said.QR code stickers are two dimensional barcodes that bear the details of the product on which they are affixed or printed.

BJP can be reduced to double digits in 2019: Jignesh Mevani

Challenging ruling BJP to change the Indian constitution, Dalit leader and newly elected MLA of Gujarat, Jignesh Mevani appealed all the like minded ‘liberal organisations’ to unite against BJP . “We have shown our strength in Gujarat and if we unite nationally, we can bring down BJP’s number of seats to double digits in 2019 elections,” Mevani said in Pune on Sunday.Mevani was speaking at ‘Elgar Parishad’, a conference organised at Shanivarwada to mark 200 years of Bhima Koregaon battle fought between Peshwas and small army of British East India Company mostly consisting of Dalit soldiers. Along with Mevani, Rohit Vemula’s mother Radhika Vemula, JNU student Umar Khalid, national president of Bhim army Vinay Ratan Singh also attended the conference which was being opposed by right wing groups.Mentioning the opposition to the conference in his speech, Mevani said, “There were some people who were trying to scare me to stop me from coming to Pune. Gujarat deputy CM Nitin Patel takes charge after Amit Shah’s intervention, gets Finance portfolio

A brewing crisis in the Gujarat government has been diffused after BJP president Amit Shah reached out to sulking deputy Chief Minister Nitin Patel, who had delayed taking charge over not getting portfolios of his choice in the new Cabinet.Patel agreed to take charge today after Shah called him up this morning and assured him that he will be given a portfolio fitting his “stature” as Number Two in the government. Later in the afternoon, he was alloted the important Finance portfolio. He used to previously hold it but CM Rupani had given the portfolio to another key leader Saurabh Patel. “BJP President Amit Shah today called up early morning and assured me that I will be given a portfolio which is fit for my stature as number two in the Cabinet and as the deputy chief minister,” Patel told reporters here. Nitin Patel was in charge of both important Finance and Urban Development departments in the previous government. The finance portfolio has been alloted to Saurabh Patel, while chief minister Rupani has kept the urban development department with himself. However, Patel has maintained that the issue was not about some departments, but about “self-respect”. “I had conveyed to party high command to either give me respectable departments or relive me from Cabinet,” he said today. Patel said he had been serving the party like a “loyal and disciplined” soldier.While announcing the portfolios two days back, Rupani had said, “It is not true that the minister, who has the finance portfolio, is the number two in the cabinet. Nitin Patel is our senior leader and will remain the number two.” Sending feelers to the deputy CM, Patidar quota leader Hardik Patel yesterday said he would extend support to Patel and talk to the Congress to give him the respect he deserved. “If Patel decided to quit the BJP and said 10 other MLAs were ready to quit with him, We will talk to the Congress to take in Nitin bhai and give him a post he deserves,” the Patidar leader had said. Delhi govt to re-send to LG doorstep delivery of services proposal with detailed replies to questions raised

The AAP government will again send its proposal for the ambitious ‘doorstep delivery of services scheme’ to Lt Governor Anil Baijal for approval, with a detailed reply to each objection raised by him, Chief Minister Arvind Kejriwal has said.The scheme is currently at the centre of tussle between the L-G and the Delhi government with Deputy Chief Minister asking Baijal if he was trying to “protect” the corrupt system by the opposing the proposal. Recently, Baijal had returned the proposal to the Delhi government asking to reconsider it and raised several objections, including safety of citizens and corruption. “We will again send the doorstep delivery proposal to the Lt Governor with detailed replies to all objections in the next few days,” Kejriwal told PTI.He said that the government is currently preparing a response to the L-G’s objections, adding that the proposal was good for Delhiites. Under the proposal, government wants to provide 40 services at the doorstep of citizens, including driving licence, ration cards, caste certificates among others. India and China had a roller-coaster relationship in 2017 which was repeatedly blighted by issues like the Doklam standoff, blocking of India’s NSG membership bid and moves to declare the JeM chief a global terrorist, but the year ended on a promising note with both sides vowing to create favourable conditions for development of their ties.”The year 2017 is set to be a special year in the history of China-India relations,” Long Xingchun, Director of the Centre for Indian Studies at China West Normal University, said as he summed up the bilateral ties in outgoing year.”The Doklam standoff pushed the two Asian powers to the brink of war, becoming the biggest crisis between them in the past 55 years,” he said in a recent write up in the official media, highlighting the challenges faced by leaderships of the two countries to navigate ties out of the growing “contradictions”.Also readPost Doklam stand-off, next round of India-China border talks from Friday The two sides, however, ended the torrid 2017 on a promising note with the most candid talks during the visits of Chinese Foreign Minister Wang Yi to New Delhi followed by the 20th round of the border talks between National Security Adviser Ajit Doval and China’s top diplomat Yang Jiechi this month.But analysts say there is no respite as Beijing’s latest move to extend its ambitious USD 50 billion China-Pakistan Economic Corridor (CPEC) to Afghanistan and the victory of the pro-China Communist Party of Nepal (UML) leader K P S Oli in the just concluded polls in Nepal added to the long list of challenges New Delhi and Beijing will have to handle in 2018.Also readDiplomacy in Xi-Modi era: India-China to hold Track II talks to avoid Doklam-like crisisThe list includes China blocking India’s membership bid in Nuclear Suppliers Group and moves in the UN to declare Jaish-e-Muhammad chief Masood Azhar as a global terrorist and the CPEC capped by a 73-day standoff at the Doklam where the two armies dug in for a long haul despite its resolution.The Doklam standoff began on June 16 after the People’s Liberation Army began building a road in area claimed by Bhutan. The Indian troops intervened to stop the road as it posed a security risk to Chicken Neck, the narrow corridor connecting India with its north-eastern states.The standoff ended on August 28 following mutual agreement under which China stopped the construction of road and India withdrew its troops. But after the standoff, China stationed its troops close to the standoff area ending its customary practice to vacate the area during the winter.In September, Prime Minister Narendra Modi travelled to China to attend the 9th BRICS Summit on the sidelines of which he met Chinese President Xi Jinping and held extensive talks.Putting behind the Dokalam standoff, the two sides agreed to move forward in their ties with Xi telling Modi that he wants to put the relationship on the “right track”.Long says the bilateral ties have been blighted by three major strategic contradictions: the border dispute, the Tibet issue, and India’s reckoning that China-Pakistan friendship poses a threat.”However, it is unlikely that the three interwoven conundrums will be solved in the near future; control and management are the only way out,” he said.Other analysts say 2017 also demonstrated India?s resolve to resist China?s pressure tactics.India did not attend the Belt and Road Forum, a mega event held by China with the presence of leaders of several countries this year to highlight its Belt and Road Initiative (BRI), denting Beijing?s attempt to showcase its influence.The BRI has become an issue for India as the controversial CPEC is part of it. India has protested over the project as it traverses through Pakistan-occupied Kashmir.Also India did not withdraw its troops from Doklam during the standoff despite a massive media blitzkrieg by China followed by aggressive moves by its military until PLA stopped the construction of the road.There was, however, some silver lining this year as for the first time in recent years, India?s exports to China showed promise of steady increase though the trade deficit continued to be disquietingly high.Since this year, India’s exports which were on the decline for a number of years started showing increase.In the first seven months, the exports registered 40.69 per cent year-on-year to reach USD 10.60 billion.In October alone, India’s exports to China increased by 53.04 per cent year-on-year to reach USD 1.24 billion. However, the trade deficit which last year accounted to USD 52 billion in about USD 70 billion total trade continued to climb reaching USD 44.51 billion in the first seven months.China?s investment in India, specially by mobile phone makers like Oppo, Vivo and Xiaomi besides ecommerce giant Alibaba were on the rise. The total investment were stated to be around USD 3.5 billion so far.Long says China and India have huge potential despite long list of differences.”2017 is the worst year for China-India relations. But if India would like to meet China halfway and make concerted effort, 2018 will probably become the best year for their bilateral ties,” he wrote in the article in the state-run Global Times.

Q) What will be your priorities now as a Chief Secretary?A) There isn’t a single priority of the CS. The government’s priorities and visions are on top of my agenda. Infra projects, includings roads, energy, drinking water, irrigation will be my priority. A lot of public money is being spent for these and the same will be concluded on time.Q) You have been with JDA and have played an important role in Jaipur Metro, what will be your focus related to Jaipur?A) JDA is currently working on many fronts and is doing good work, My focus will surely be on timely completion of Drvayavati and Ring road projects.Q) You will have to bring the refinery project ASAP. How do you plan to do that?A) Spadework has already been done in this regard. After the new MOU, the state will have less financial burden. The environment clearance has already been taken. I will ensure that there is coordination between officials for the timely completion of this project .Q) You have done a lot of work in tourism and forest department. Is there any project which needs completion even as you have been elevated to this position?A) Govt job is a continuous process. There are works which are in progress or are at the concept stage. I am happy that the number of tourists coming to the state have increased. The way he completed first phase of Jaipur Metro against all odds, it just stamped his passion for infra development. In his current assignment as tourism department chief, he developed several tourism infra besides promoting tourism at global level.Popular among his peers as a ‘Go Getter’, this officer from Haryana has the charisma to put all Raje’s dream projects on fifth gear. Be it Ring Road, Refinery or Dravyavati River Front, he has the capability to accelerate at his own speed. He has four months left before retirement. L-G Anil Baijal takes stock of flyover beautification on NH-24

Lieutenant-Governor (L-G) Anil Baijal on Saturday took stock of the beautification work being done on a part of NH-24 in east Delhi’s Seemapuri. The flyover is an important link connecting Delhi and Noida.The National Highway Authority of India (NHAI), which is looking after the work, was told by the L-G to make sure that the space under the flyover was kept clean and plants and installations were used for beautification on both sides of the flyover.”The L-G further directed the agencies concerned to develop a bus lane along the highway for better connectivity,” a statement issued by the L-G House said.Besides the NHAI, the Delhi Development Authority (DDA), Public Works Department (PWD), and the East Delhi Municipal Corporation (EDMC) are involved in the work.The beautification work is expected to be completed by January 26.Meanwhile, Baijal also inspected beautification work done on the Seelampur flyover in east Delhi, which bears the artwork done by an NGO. The work was done at a cost of Rs 20 lakh. The L-G, however, told the east Corporation to outsource the maintenance work of the flyover.The L-G further told the PWD to spruce up the Vikas Marg, Ring Road, and Pushta Marg with artworks on walls, greenery, lights, and proper signages, latest by January 15.

Probe, identify & take action against violators: BJP leader Vivekanand Gupta

Seeking an inquiry into the illegal structures and fire compliance of all rooftop restaurants, malls, shops, and establishments, BJP leader Vivekanand Gupta filed a petition before the Maharashtra State Human Rights Commission asking for action against those violating the building code and legal provisions.This comes after the death of 26 people in two fire-related mishaps at the Bhanu Farsan shop at Saki Naka and the Kamala Mills compound. Gupta, who is the secretary of the Mumbai BJP, has called on the commission to direct the state government, the police, the BMC and the chief fire officer to probe the open space violations, fire compliance and building violations in all commercial establishments and then revert with the action taken against the offenders.The petition, which was filed before the commission on Saturday, has sought that the Human Rights Commission call for all documents and noting from the BMC and the fire department about the steps taken regarding the illegal structures at the farsan shop and the Kamala Mills compound, complaints received, and subsequently, the action taken.The petition also calls for an inquiry into the violation of human rights and for information about the steps taken by these agencies to prevent such incidents from recurring in the future.“In a span of just around 10 days, 26 deaths have occurred due to massive fires. This is because of the negligent attitude of the civil servants,” said Gupta after filing the petition. He added that those who lost their lives in these tragedies must be given compensation by state agencies. The petition seeks that the commission must conduct an inquiry into the violation of human rights, negligence and abetment by the state government officials.

The Curious Cases of Lalu Prasad Yadav

Bihar’s socio-political landscape is still replete with stories of Karpoori Thakur, who faced stiff upper caste resentment for implementing 26 per cent reservation for Other Backward Classes (OBCs), when he became the state Chief Minister (CM) in 1977. The political decision cost him his job, but the social division was to play a big role in the emergence of another towering leader, Lalu Prasad Yadav.A byproduct of the popular 1974-75 JP movement, Lalu became Bihar’s CM in 1990. He quelled protests triggered by a move to grant reservation to OBCs, this time by the Central government. The social division became even sharper. Vast chunks of population felt liberated and new breeds of politicians, bureaucrats and criminals rose in the post-Mandal era. Bihar came to be known as a byword for violence, poverty and corruption.Politicians had espoused the cause of the poor, but Lalu was able to merchandise the dream of subaltern empowerment, dwarfing the Opposition with the energy of his populism and his ability to manipulate people and events. He turned his Rashtriya Janata Dal (RJD) into a private limited concern by sheer force of personality and political indispensability.But, in 2000, the Yadav strongman had to install wife Rabri Devi as CM when he got mired into Bihar’s fodder scam, relating to fraudulent withdrawal of Rs 1,000 crore from government accounts in various districts in the name of cattle fodder and medicine spends. But commands would flow from him and were obeyed. Lalu’s next major setback came in 2005 when his old friend Nitish Kumar ended RJD’s 15-year rule and became National Democratic Alliance’s (NDA) CM in Bihar.In the 2009 and 2014 Lok Sabha elections, Lalu’s party was decimated in his state. In 2013, a fodder scam case conviction got him five years in jail, disqualification from Parliament and a ban on contesting elections. He soon got bail.In the 2015 Bihar elections, something extraordinary was needed to block Prime Minister Narendra Modi from winning the state for Bharatiya Janata Party (BJP). Lalu chose to forget his bitter rivalry of 20 years with Nitish and formed a mahagathbandhan that also included Congress. Lalu was back in business. But it did not last too long. In July this year, Nitish dumped the grand alliance and formed a new government with BJP’s support. It appeared Lalu was back in political wilderness.But he remains a force to reckon with, a man who can still bugle the support of a substantial following. He became a key player in India’s “secular” politics by stopping BJP leader LK Advani’s ‘rath yatra’ in Bihar before Babri Masjid’s demolition in 1992. He still retains some of the “credentials”. Soon after Nitish made the shocking alliance switch, Lalu had a premonition of his second conviction in the fodder scam. Fearing uncertainty may grip his party and Bihar’s politics, he firmly positioned his son and political heir apparent, Tejashwi Yadav, as the leader of non-BJP forces at an anti-BJP rally in August this year.On December 23, a special CBI court in Jharkhand (part of Bihar before the state was bifurcated) convicted him and others in a second fodder scam case. Those close to Lalu say, the leader has been dreading the month of December, since he was arrested for the first time in the 1970s when he was leading a student agitation in the same month. In 1997, the CBI filed its chargesheet against him in December.Political analysts say, the incarceration of the veteran leader, who has kept the party relevant on the national front through frequent interactions with everybody from commoners to top leaders of like-minded parties, will leave a vacuum in Bihar’s politics. But RJD insiders say that, unlike the last time, Lalu has positioned Tejashwi as the de-facto number two in the party. A recent RJD national executive meeting even passed a unanimous resolution that the next election would be fought under Tejashwi’s leadership.However, others wonder if the former Deputy Chief Minister has the political experience to keep the herd together. There have been signs of dissent in the party, although muted, since its grand alliance with Nitish’s JD(U) came apart. There are also chances of Tejashwi coming under renewed attack from rivals over graft charges levelled against him in an alleged land-for-hotels scandal.Lalu is already barred from contesting elections till 2024. But unlike his first conviction in 2013 which affected his party’s fortunes in the 2014 Lok Sabha polls, RJD spokesman Manoj Jha believes, the latest will hardly have any impact as mechanisms have been put in place. Analysts, however, point out that in case Lalu does not get early bail, it will be a tough task for Tejashwi to lead an anti-BJP front in the 2019 general elections. The junior Yadav is also facing serious trouble in the hotel case. The Enforcement Directorate has registered cases against several members of Lalu’s family under the provisions of the Prevention of Money Laundering Act (PMLA). Lalu’s daughter Misa Bharti and wife Rabri Devi also figure in the cases.The result of the last Assembly elections showed that RJD’s Yadav-Muslim support base has remained intact, but Lalu’s absence from the political scene will be a big boon for the JD(U)-BJP alliance.With the probe agencies showing a remarkable alacrity in proceeding against his family, it becomes quite a possibility that RJD may have to find its leadership outside the Lalu clan, to keep its political base intact, which is unlikely to be affected by his second conviction.Many in Patna believe that while charges against Lalu could be true, raking those at this political juncture reeks of some sort of vindictiveness. “Why else would the central investigative agencies go after only BJP’s political rivals and leave aside many other corporate corruption scandals? Why is there no action against scams like Vyapam,” asks Jha.But in Bihar’s emerging political landscape the biggest challenge facing RJD is to remain a strong Opposition. They party will face a stiff challenge in coming polls, both in terms of seat-sharing with allies and selecting candidates.Insiders feel Lalu’s conviction may not immediately affect the party’s functioning, considering that it has a solid organisational structure – helmed by Tejashwi and supported by senior leaders. But his absence could jeopardise the chances of 18 political parties, including the Congress, coming together to form a grand alliance against BJP in the parliamentary elections.Meanwhile, Congress president Rahul Gandhi seems to have forged a bonhomie with Tejashwi. Rahul hosted Tejashwi over lunch at a restaurant in Delhi last November, indicating that he was not averse to continuing with him.It is still to be seen whether Rahul, riding the moral high ground during the Gujarat Assembly elections campaign, will distance himself from the Lalu camp or forge ties with the new crop of the RJD leadership.FODDER FOR THOUGHT1996Rs 1,000-crore fodder scam unearthed when massive embezzlement of funds from the government treasury in Chaibasa (now in Jharkhand) is detected and the animal husbandry department’s office there is raided.1997Mired into the fodder scam, Lalu installs wife Rabri as Bihar CM. But commands from jail would flow from him and obeyed. Released on bail in four months.WHAT WAS THE SCAM?Fraudulent withdrawal from government accounts in various districts in the name of cattle fodder and medicine spends. WHEN DID IT HAPPEN?When Lalu was at the helm in the 1990s.1998A case of disproportionate assets registered against both Lalu Prasad and Rabri Devi.2005Lalu’s next major setback when his old friend Nitish Kumar ends RJD’s 15-year rule and becomes NDA’s CM in Bihar. 2006Lalu and Rabri acquitted of charges in the disproportionate assets case filed by CBI.2013Convicted in a fodder scam case, Lalu sent to jail for five years, disqualified from Parliament and banned from contesting elections. Unhappy Guj Deputy CM Nitin Patel says it’s about ‘self-respect’, Hardik Patel courts him to join Cong

Gujarat Deputy Chief Minister Nitin Patel, who has been sulking since the announcement of portfolios in the new BJP government in the state, today said the issue was about his “self-respect”.Patidar leaders Hardik Patel and Lalji Patel have declared support for Patel. Lalji Patel has also announced a bandh in Mehsana on January 1 and demanded that Patel be made the chief minister. Patel, who is yet to take charge of the portfolios allotted to him, said he expected a proper response from the BJP high-command to his “feelings”. “I have conveyed my feelings to the party high-command and I am hopeful that they will give a proper reply to my feelings soon,” he told reporters. “This is not about some departments, this is about self- respect,” he added.The portfolios in the new BJP government, headed by Vijay Rupani, were allotted two days ago. Patel, who handled important departments such as finance and urban development in the previous government, was allotted road and building, health, medical education, Narmada, Kalpsar and capital projects this time. The deputy chief minister, who belongs to the influential Patidar community, has not taken charge of these departments so far, while his supporters today thronged his residence here to express solidarity with him. Talking to reporters, he said, “As a veteran politician, Nitin bhai has worked hard for 27 years to ensure that the BJP stays in power. The (Patel) community members need to understand that such politicians are being sidelined (in the BJP).”If Patel decided to quit the BJP and said 10 other MLAs were ready to quit with him, “We will talk to the Congress to take in Nitin bhai and give him a post he deserves,” the Patidar leader said. Senior Congress MLA Virji Thummar said Patel would be made the chief minister with the Congress’ support if he quit the BJP. The opposition party, however, clarified that Thummar was speaking in his personal capacity and described the row over portfolio distribution as the BJP’s “internal matter”. “It is the BJP’s policy to disregard its senior leaders and sideline them once it finds them to be of no use. How was the experience of writing the book on the disorder given that you yourself is afflicted from it?I think if someone is not a writer, and then he writes a book about bipolarity, that is brave. For someone who has always wanted to write, writing this book, was, more than courageous, it was cathartic. I felt much better after having written about my experiences. I felt I could make sense of it. One thing I have learnt is that the more you talk about things, the more you try and give it a guise of a story, the more are people able to participate in your narrative.Q. Do you think it is important to talk about the disorder?I don’t think people who want to keep it private, should be forced to make it public. I am blessed with a support system, a social circle, that allows me to talk about my condition and not judge me for it. There might be people who are bipolar, who do not want to talk about it because their support system might not encourage them to do so. One must keep in mind that not everyone has a luxury to talk. I am blessed to have a support system.Q. What are the ways in which they can be helped?More than coming out, it would help if you talk about it and see if you can find a kind and patient hear. If you find one such person, sometimes that might just be enough for you to come out of whatever it is that you might be suffering from. A medical or a therapeutic help is something that you should seek.Q. What can be done to understand a person suffering from the disorder?I would quite simply say, create spaces so that people can talk and you can listen. People who are bipolar, or afflicted with any kind of mental disorder, all they require is, their narratives and stories to be given some validity. Don’t just dismiss them as mad or as strange. Try to see whether you are able to detect, from what they say, a certain amount of logic. Like everyone else, they can also teach you that life can be lived. They are as human as anyone else.Coming to terms:Taking about the most difficult part of the book to write, Shreevatsa Nevatia said, “It was talking about my child sexual abuse that was most difficult.”“That was certainly hard because I have never stopped to think about to or give it some form. However, having written about it, I felt I had drawn a line. It does not bother me as much any more. It doesn’t define me,” he added.KNOW THE AUTHORShreevatsa Nevatia is the editor-in-chief of National Geographic Traveller India. The book, How To Travel Light, maps Nevatia’s journey as he deals with mania and depression. Progressing through his life, as a victim of child abuse Nevatia was diagnosed with bipolar disorder in 2007. The book is an insight into the mind of a maniac and gives the reader an insight into the life of the one suffering from the mental illness and yet coming out to the world as a fighter.“I would not want to be a manic again, but I am certainly not embarrassed about my mania now,” Nevatia said.

Post oath, TTV Dhinakaran rails against AIADMK

Sidelined AIADMK leader TTV Dhinakaran, who won the RK Nagar Assembly bypoll as an independent candidate, on Friday warned that the fate of the AIADMK government will be sealed in the budget session of the Tamil Nadu Assembly in two to three months.After taking oath as a member of the Assembly before Tamil Nadu Speaker P Dhanapal, Dhinakaran said the Madras High Court verdict in the case against disqualification of 18 MLAs supporting him would be out by January-end and a trial of strength would be held in February or March.Hitting out at Chief Minister Edappadi K Palaniswami, Deputy CM O Panneerselvam and some other Ministers, Dhinakaran, who was flanked by the disqualified MLAs, said that five-six “self serving” people who had committed “betrayal” were now ruling the roost with support from “north”, an apparent reference to BJP.Meanwhile, Palaniswami responded and said that some people were making false charges against the AIADMK due to political vendetta. “AIADMK party will remain unaffected even if a thousand Dhinakarans stood against it,” he said. Panneerselvam dismissed Dhinakaran’s claims and said that he would not reply to those speaking from the dream world.

Situation better in Naxal-hit areas, J&K: Rajnath Singh

Lauding the security establishment, Home Minister Rajnath Singh on Friday said the situation in conflict zones like Jammu and Kashmir, North East and Naxal-hit areas had improved.He said this during an inter-ministerial meeting convened to discuss development issues in Jammu and Kashmir, Left Wing Extremism-affected states and the Northeast region.The Home Minister said that the overall security situation in the country had shown considerable improvement, an official statement said.Those who attended the meeting included Environment Minister Harsh Vardhan, HRD Minister Prakash Javadekar, Minister of State for Communications Manoj Sinha among others.The meeting discussed issues related to increasing the limit of general approval under the Forest Conservation Act from five hectares to 40 hectares for all linear projects, upgradation of 2,187 mobile towers installed in Phase-I and installation of 4,072 mobile towers in Phase-II, the Home Ministry statement read.Functioning of approved 1,789 post offices, approval for additional 4,173 post offices in the 106 LWE- affected districts and provision of banking services in these post offices were also discussed.Education infrastructure with the opening of additional Jawahar Navodaya Vidyalayas and Kendriya Vidyalayas, opening of additional girls hostels and upgradation of schools in Rashtriya Madhyamik Shiksha Abhiyan and extension of Sarva Shiksha Abhiyan in Naxal areas was also discussed.Provision of solar pumps, lamps and street lights in LWE -affected districts, improvement of communication infrastructure in the Northeast, Jammu and Kashmir, particularly the Ladakh region, and Lakshadweep were discussed.Strengthening of the education infrastructure in Jammu and Kashmir was discussed at length.THE AGENDAThe Home Minister said that the overall security situation in the country had shown improvement. Functioning of approved 1,789 post offices, approval for additional 4,173 post offices in the 106 LWE- affected districts.

Centre working on data protection law, better connectivity

In the wake of continuous cyber threats, the government is working on a law for data protection, Law and IT Minister Ravi Shankar Prasad informed Rajya Sabha on Friday.He stressed on the need for cyber security and clarified that there was no proposal to make internet availability a fundamental right. However, he said that the government is committed to providing easy access of internet to all.Responding to queries, he said a committee headed by former Supreme Court judge Justice BN Srikrishna has been set up in this regard.”We are in the process of framing a data protection law. The paper has been circulated and field hearing is going on and very soon, we will come up with a data protection law,” he said.”We are alive to cyber security and our Prime Minister has said publicly that cyber war is a bloodless law,” he added.The minister said the government is working towards 100 per cent internet connectivity and encouraging competition in the sector to ensure better services.He said that in 2011, there was a plan to connect every village in the country to internet and optical cable fibre laying, but it did not go anywhere. However, since NDA government came to power, 2.53 lakh kms of optical cable fibre has been laid.

Kamala Mills fire: 14 killed in inferno during birthday bash, BMC suspends 5 officials after Fadnavis promises action

A massive fire swept through a plush rooftop pub in downtown Mumbai during a birthday bash before swiftly raging through the building, leaving 14 people dead and 21 injured, officials said today.Among those killed was Khushbu Bansali, the woman who was celebrating her 29th birthday at “1 Above” pub in upscale Parel’s Kamala Mill compound, and several of her friends.Two American brothers of Indian origin, and their aunt, who had gone to celebrate Khushbu’s birthday, were also among the dead.The blaze, the cause of which is not clear yet, started after 12.30 am at the 1 Above pub on the terrace, resulting in collapse of its bamboo-propped canopy, as towering flames leapt metres into the dark sky. People were running over me even as the ceiling above me was collapsing in flames,” she said separately in a tweet. “Still don’t know how I got out alive.”

50,000 Aadhaar enrolment operators suspended till date, govt tells Parliament

Nearly 50,000 enrolment operators have been suspended for violating the process guidelines for Aadhaar enrolment till date, Rajya Sabha was informed today.An operator is blacklisted on crossing certain threshold of errors during enrolment, Minister of State for Electronics and IT, Alphons Kannanthanam said in a written reply.The erroneous enrolments are rejected during quality checks, and, as a result, Aadhaar is not generated in respect of such enrolments. Two security guards have been hailed as heroes for their rescue operations that saved several lives after a nightclub in Mumbai caught fire late Thursday.Suraj Giri and Mahesh Sable, working security guards at Times Now, saw the fire break out just after midnight. Sabke told DNA that a number of patrons at 1 Above, the nightclub that caught fire, could not escape because the flames had blocked their path.Twenty-five-year old Sable, while speaking to DNA said that the Times Now office, and the nightclub were part of Trade House in Kamala Mills, which means that they were all interconnected. “I was at the link room when I saw the fire break out. The regular exit had been blocked, as a lot of cloth that made up the decor for the nightclub caught fire. Councillors talk about issues of city development and public interest outside the house, but issues related to the development and public interest are not discussed in the city corporation’s General Body Meeting (GBM). Every subsequent GBM attempts to make an unnecessary commotion. GBM has become the anarchy of the politics of BJP and Congress councillors. The seriousness of the councilor regarding this meeting can be gauged by the fact that they keep on clicking selfies and posting them on social media during the proceedings of the meeting.There were 31 proposals which were tabled on Wednesday in JMC’s General Body Meeting. In the meeting, the councillors strongly criticized the officials over the proposals related to employees. On these issue officials were charged with corruption and there was a ruckus in the house over this issue.The councillors discussed these proposals related to some employees. Half of the time of the meeting was taken on this issues. But when the number of proposals for the sewerage system, smart city, garden and fire cell associated with the city’s 40 lakhs people came, then there was not much enthusiasm in the councillors. These proposals could not be discussed. In the past, 900 plants in the various parks maintained by JMC had got dried up due to the strike of garden maintenance contractors. Due to the strike of these contractors, the public faced the problems and natural beauty suffered damaging the face of the city.Similarly, there is a problem of sewerage in many of the city’s colonies including Walled City, Mansarovar, Adarsh Nagar, Malviya Nagar, Jawahar Nagar.Misuse of powerCouncillors did not even discuss this proposal of sewerage. What is the justification for organizing GBM? Why is the public money being misused by spending lakhs of rupees on organizing meetings? Should the councillors not respond to the public? If the councillors will not answer, then the people will.

Harassment takes ex-MNC staff to Gujarat High Court doorstep

The High Court issued notice to the state government and officials of a Kadi-based multinational company on Wednesday over allegations of sexual harassment at the company.A 52-year-old woman knocked at the doors of the high court, alleging that a senior employee at Johnson Controls–Hitachi Air Conditioning (India) Ltd, sexually harassed her and when she refused to give in to his demands, she was forced to resign in November.After hearing the primary submission of the petitioner, single bench justice AJ Desai issued notices to Roopesh Jain, assistant vice-president (legal) of the firm; Gurmeet Singh, managing director; Sanjay Kumar, vice-president (Human Resource); and the state government, directing them to file their replies by January 22, 2018, when the matter comes up for further hearing.The petitioner has submitted that her termination order should be set aside and a criminal and civil complaint be filed against Jain for sexual harassment and others for putting pressure on her to resign or withdraw the complaint against Jain.The petitioner, a graduate in English literature and Law, was a practising lawyer in Gujarat High Court. She joined as a manager at Hitachi Home and Life Solution’s Kadi branch in Mehsana district in 2006.In her complaint, the petitioner claimed that after Johnson Controls Inc. and Hitachi Appliances joined hands, a new firm Johnson Controls-Hitachi Air conditioning (India) Ltd came into existence in August 2016.In February 2017, Jain joined the company as assistant vice-president (legal). He soon started making advances at the petitioner. On a number of occasions, he invited her to go out with him.When she did not give in to his demands, Jain wrote to the Global president (legal) — seeking permission to replace her — and vice-president (HR) and another woman colleague to pressurise her to resign in June.The petitioner alleged that when she refused to resign, Jain resorted to severe mental harassment at work and, earlier this month, the company terminated her services.GIVE IN OR MOVE ON According to the complainant, her superior made several advances at her, and when she refused to give in to his demands, he began mentally harassing her In her petition to the court, she said the superior wrote to the company’s global head, seeking permission to replace her, and also asked an HR official to put pressure on her to resign

2 died, 1 injured after car rammed into truck

In a tragic incident that took place on Thursday early morning, two persons died and one was injured after a speeding car rammed into a truck, while they were trying to overtake another vehicle.The deceased was identified as Nitin Bhraman (18) and Bhikhaji Rajput (20), both native of Banaskanta. They were working as employees with the Metro rail project in Ahmedabad. Their injured friend was rushed to a hospital for treatment.As per Naroda police, At around 5 am in the morning, the victims were on Naroda- Dehgam road in their company car. They were speeding their way to the destination when they tried to overtake a vehicle on the road and rammed into a truck from behind.In the incident, both the people who were sitting in the front seat of the car died on the spot, while the person in the back seat received injuries.Naroda police have lodged a case in the matter and further investigation regarding the same is on.

The districts which will be covered are Bundi, Kota, Bharatpur, Dholpur, Karauli, Swai Madhopur, Baran, Jhalawar, Jaipur, Tonk, Dausa and Alwar. Yamuna thrustThe state government has started preparations to bring Yamuna water in the state. It will be brought to Churu district via pipeline from Ghaziabad in Uttar Pradesh and will be used for drinking and irrigation in Churu, Jhunjhunu and Sikar districts. The Water Resources Department has prepared a project of Rs 20 thousand crore for this. Apart from this, 85 villages falling under Khetri (Jhunjhunu) get water from Kumbharam Nahar.

If you have been wondering why non-vegetarian food has been missing from the menu of Air India’s domestic flight in certain categories, DNA has the answer… The ministry of civil aviation has informed that this has been done to cut costs.On Thursday, the ministry informed that it had discontinued non-vegetarian dishes in the economy class of domestic sector flights since June 20, 2017.The airlines has estimated that this step will help provide an annual saving of Rs 8-10 crore. The airline continues to serve non-vegetarian meals in all classes of international flights. Passengers who travel in the business class of domestic travel too are also served non-veg meals. However, it’s the general public which usually travels in economy class and is not getting non- veg meals in the airline. Sources informed that the decision was taken based on a circular issued in 2015, regarding not to provide non-veg meals in flights of duration between 60 minutes to 90 minutes.Apart from cost saving, the step will also ensure avoiding any chance of mix up of meals .Other reasons include reduction in wastage and improvement in service .Air India currently operates flights from Jaipur for more than half a dozen destinations like Delhi, Mumbai Bhopal Lucknow etc and a large number of people used to book non veg meals for their journey with Air India.Meanwhile, private carriers do offer non-veg meals in flights and also in pre-booking and on occasions offer discounts.DNA VIEWTimes are changing and with competition growing, Air India should not have stopped non-veg meals. Instead, they should have followed what the private carriers like Indigo is doing. They should charge for the food and in these days, passenger mind-set has also changed. MLA to resign over Rajasthan doctors’ strike

Even as the Rajasthan government heaved a sigh of relief as the 12-day doctors’ strike finally ended on Wednesday, former minister of state for health and current independent MLA from Navalgarh, Rajkumar Sharma has announced that he will on Friday resign from the legislative Assembly as protest against the government’s handling of the strike. The BJP has termed Sharma’s action a ‘publicity stunt’.Sharma says he is protesting the government’s inaction in ending the doctors’ strike. Speaking to DNA, Sharma said, “The government and the health minister are responsible for the second round of the strike and subsequent deaths of the poor patients. What was the need for the minister to issue statements to antagonize the doctors and arbitarily transfer them? There were strikes even when we were in government, but we never abused the doctors,” he said.On Friday, Sharma plans to meet the assembly speaker to submit his resignation. “I will urge the speaker to seek permission from the Governor to call an assembly session for this issue. I will also ask that an FIR be registered against those responsible,” he added.However, dismissing his move, health minister Kalicharan Saraf said, “This is a publicity stunt. He wants to attract attention. Were there no doctors’ strikes during their government’s tenure? We ended the strike in 12 days; they took 14.”

NDMC official suspended for poor performance

While the city has been battling garbage and pollution woes, the New Delhi Municipal Council (NDMC) has suspended one of it’s top officers — medical officer (health ) (MOH) allegedly for “slackness in performance” over “waste management’ in Lutyen’s Zone.The order dated December 27, stated “disciplinary proceedings against Dr PK Sharma, medical officer – (health), public health department is contemplated.”The order undersigned by the NDMC chairman Naresh Kumar said “places Dr Sharma under suspension with immediate effect.”However, according to officials, one of the reasons for suspension was the upcoming ASEAN summit in January next year in which ten heads of states will be coming down to the capital while complaints of garbage not being collected we’re made from VIP quarters.”An observation was made after a few complaints of garbage being littered and not collected from the lanes were received after which waste management was geared up. However, the orders have come allegedly after negligence was noted on part of the department.”Lutyen’s Zone houses VIP and VVIP residents including the Prime Minister. The NDMC looking after the area is the richest civic body in Asia. The civic body had earlier this year suspended four executive engineers allegedly for “negligence”. However, the officers were reinstated after a brief period.

Delhi Nursery admissions: Govt tightens grip over pvt schools flouting norms

Tightening the noose around the private schools violating norms by setting abolished criteria for the nursery admissions, the Delhi government’s Directorate of Education (DoE) has started examining the regulations set by such schools.The admission process in the entry-level classes at 1,700 private unaided recognised Delhi schools kicked off on Wednesday. While most of the schools are giving heavy weightage to the ‘neighborhood’ criteria — children residing within the 0-3 km radius, arbitrary regulations issued by several schools are giving nightmares to parents seeking seats for their wards.”We have been receiving complaints against several private schools. We have already started examining the criteria set by these schools and are in the process of sending showcause notices to them,” said Atishi Marlena, Advisor to Education Minister Manish Sisodia.In blatant violation of the DoE guidelines, while some schools, including Mahavir Senior Model School on GT-Karnal Road, are granting extra points to “vegetarian”, “non-smoker” and “teetotaler” parents, some like the Apeejay School in Sheikh Sarai are preferring children/grandchildren of former school promoters or office bearers.Some schools, including St Michael’s Junior School in Prasad Nagar and Vidya Bal Bhawan School in Shakarpur are even violating the Right to Education (RTE) Act guidelines by calling parents and their wards for”interaction”. In another violation of the DoE norms, Abhinav Public School in Pitampura and Sachdeva Public School in Rohini have asked parents to give details of their monthly income, educational and professional qualification in the forms.”Some schools have issued absurd admission criteria which are nowhere mentioned in the DoE’s circular issued on December 19. DoE’s intervention only can stop them from following these unreasonable criteria,” said Ritika Singh, a parent seeking admission for her 3-year-old daughter.Meanwhile, experts have welcomed the government’s decision to intervene.”Schools are not only violating the DoE’s norms but also the RTE guidelines. It is good that the DoE has started looking into the matter,” said Sumit Vohra, founder of www.admissionsnursery.com.VIOLATIONIn blatant violation of the DoE guidelines, some schools, including Mahavir Senior Model School on GT-Karnal Road, are granting extra points to “vegetarian”, “non-smoker” and “teetotaler” parents. Arvind Kejriwal launches SMC app for coordination of schools with parents, students

Chief Minister Arvind Kejriwal on Thursday launched the School Management Committee (SMC) App, in a bid to help schools, parents and students for better coordination and management.Addressing the gathering of around 1,600 SMC members from across the government schools in the Capital, Kejriwal said, “It is certainly going to help the SMC functionary for effective delivery and will also decrease the paperwork and bring efforts at an ease. This app will help in making the process more transparent, and is going to be an effective help for all stakeholders by all means.”As per the Right to Education Act, 2009, the SMCs are formed to bridge the gap between the community and the school. “We have done an experiment towards democratisation of the school education system in Delhi. Our effort is to make the SMC members realise that they are the owners of the schools and will contribute their services for the betterment of education quality in the schools,” he added.Elaborating on the role of SMCs, the chief minister said that the Committees should be provided with some funds to carry out essential and need-based works in the schools, apart from giving power to the SMCs to fill up the vacant post of teachers in the schools on emergent and on hiring basis.Deputy Chief Minister and Education Minister Manish Sisodia, who was also present at the event, said that a separate fund would be given in the ensuing budget for the SMCs to carry out the needy and essential works in the schools. “SMCs were created with the vision that it would transform the educational atmosphere of the schools for the betterment of teaching and learning process. Education without the active participation of the community is considered a one-sided activity,” he added.

CBI hunts for builders who got government land

Days after the Central Bureau of Investigation (CBI) registered two separate cases probing a land scam involving more than 300 acres of land in Majiwade village, Thane, the agency will now check records of 64 plots to identify the builders who were granted these lands by government bodies.CBI says unknown officials from M/s Provident Investment Company Limited (PICL), Finance Department of Madhya Pradesh and Thane Municipal Corporation (TMC) connived with various unknown builders and private individuals to usurp the land.The land is worth thousands of crores and belongs to the Government of India (GoI). Earlier in the month, the CBI had registered two FIRs to probe the alleged transfer and sale of the land by PICL and Madhya Pradesh government to private builders.The matter stretches back to 1925 and involves the erstwhile princely state of Gwalior and textile baron Mathuradas Gokuldas.”On September 3, 1925, Mathuradas Gokuldas, a Hindu-Undivided Family, mortgaged plots amounting to 314 acres at Yeoor Revenue Village and Majiwada Village of Thane to the erstwhile state of Gwalior Darbar. The deed of indenture was again executed in 1938 and the Gwalior Darbar was represented by its Finance Minister and PICL, which transferred and assigned the mortgage to PICL. By then, PICL was looking after the financial investment portfolio of the erstwhile princely state,” says a CBI official.The loan given to Gokuldas was from the funds of the Gwalior State Railways, which after independence, merged with Indian Railways. Under Federal Financial Integration, all properties mortgaged by Gokuldas were transferred to the Central Government. “After 1947, PICL became the PSU undertaking of the Madhya Pradesh government and was assigned the management of mortgaged properties located in Bombay, Thane and Pune on behalf of GoI,” said the officer.As per the records of Talathi, the ownership of the 64 plots is still with GoI. “They were either given on long lease or sold to unknown builders,” said the CBI officer. “NOC for development was given by the said government bodies. We are now checking all land records from TMC to ascertain which builders were provided these lands.”In 2012, Mumbai High Court directed the CBI to probe into the matter while hearing a case pertaining to the destruction of records of prime properties in Mumbai. After five years of investigation, CBI filed cases under sections of criminal conspiracy, cheating and corruption against the unidentified officials of all the three bodies and unidentified builders.The agency will also register another case about Gokuldas’ land in Pune was sold to private builders.

JNU teachers raise concern over mandatory attendance of students

A day after the Jawaharlal Nehru University (JNU) made attendance compulsory for all the regular students from January next year, the university’s teachers association on Thursday wrote to the members of the attendance committee raising its concerns.According to a circular issued by JNU’s assistant registrar, Sajjan Singh to all centers on December 22, the decision for making the attendance mandatory was taken during the Academic Council (AC) meeting in December.However, the JNUTA claimed that no such decision was taken during the 144th AC meeting. “Please note that the circulars notifying compulsory attendance, as well as the constitution of your committee, were issued before the date for receiving comments on the AC meeting was over i.e December 27,” the JNUTA said.During the meeting, the V-C had reportedly mentioned about the formation of a committee to ensure provisions of compulsory attendance for School of Language (SOL). However, the JNUTA claimed that it was not even part of the agenda and was opposed by the majority of members.”No such proposal has been made by any board of studies and if it were to be made, it would be applicable to the school only,” JNUTA said.Claiming that there is no tendency of “absenteeism” among the students, JNUTA president Ayesha Kidwai said,”We don’t want our classrooms to be turned into the last outposts of chief proctor office, because the notion of discipline in classrooms is strictly from the current dispensation’s notion of the disciplined conduct by students.”This will be the first time when JNU will maintain a record of student attendance. Youth drowns in river while clicking selfie

A 20-year-old youth lost his life while taking selfies near a river in Badlapur on Monday. The deceased has been identified as Shahid Shaikh, a resident of Mankhurd. According to Badlapur police, a group of six to seven Chembur-based youth had gone to Badlapur to celebrate their Christmas vacation when Shaikh attempting to take selfies drowned in the river. His body was fished out on Tuesday evening by local swimmers who joined the rescue operations.The police said the youngsters were on a three-day holiday. On Monday Shaikh went to a river, was clicking selfies while perched on a rock. He slipped and fell into the water. Shaikh’s friends looked for him but failed. Some of the villagers rushed to help but they too could not locate him. The police was then informed.”We found the body a kilometer away from the spot and have registered an accidental death report in the matter. We are investigating the case,” said J. Agarkar, Senior Police Inspector of Badlapur police station.On June 28, this year, a 17-year-old drowned at Marine Drive while taking selfies with her friends.

Declare my area as Silence Zone: Sumaira Abdulali

Anti-noise pollution activist Sumaira Abdulali has written to the Brihanmumbai Municipal Corporation Chief seeking that the Nargis Dutt Road in Bandra West, where she resides, be declared as a Silence Zone and a No-Honking Zone. This has come after the BMC failed to take any concrete steps to begin re-notifying silence zones in the city, four months after the Maharashtra State Government de-notified all the existing silence zones of Mumbai.Explaining her stand she said that under the existing Noise Pollution and Motor Vehicles Rules, citizens can apply to have their residential or mixed areas be declared as Silence Zones/No-Honking Zones.”I have recommended this road as its a residential area and the people living in various buildings here including me are getting affected by the high decibel levels and hence I have decided to take a lead. I have also made it clear that this should be done after proper consultation with the residents living here,” stated Abdulali. She has been urging citizens to make similar applications to the BMC for a declaration of their areas as Silence Zones/No Honking Zones and that authorities should realise that citizens need their silence zones back.As per State Government’s interpretation of the Noise Rules amended on August 10, 2017, silence zones earlier identified and declared by the BMC were no longer in operation as they had not been specifically notified by the State Government. “In the period from August 2017 till date, silence zones have remained unprotected and there is not even clarity about whether loudspeakers can be used or needs to be removed and in all there is lot of confusion, which has been causing great hardship to residents of Mumbai and making them vulnerable to health issues caused due to noise pollution,” shared Abdulali.Several other anti noise pollution activists also alleged that they have no clue about steps being taken by BMC doing about notifying silence and no honking zones in the city as the civic body seems to have completely forgotten about this issue.The silence zone rules were first implemented in September 2, 2003 after Bombay High Court ordered the police to verify and certify before granting any loudspeaker permissions in a Silence Zone as defined under the Noise Rules.Infact on July 18, 2005, the Supreme Court of India ordered other noise sources such as honking to be added to the prohibitions in Silence Zones. In February 2009, the Court ordered the Government to identify and put up Silence Zone boards within one week after which the Ward offices of the BMC identified more than 1200 Silence Zones in Mumbai and put up boards on site with the help of citizen groups.

Come 2019, paper pattern for Class 12 can be picked

In a move that would be a relief for over 5 lakh students, the state education department will allow students to pick between an easier and a slightly difficult paper pattern for class 12 board exams from 2019. State Education Vinod Tawde announced on Thursday that the government is considering to offer students a choice to pick the difficulty level depending on whether or not they want to appear for competitive exams like JEE, NEET etc.On Thursday, DNA had reported about the state board’s move to make the paper pattern for class XI tougher with a view to prepare students for national level competitive exams. The same would be extended to class 12 from 2018 after the government comes up with a revised curriculum fore the grade. However the move was slammed by educationists stating that it would affect students who have no plans to take up national entrance exams in class 12 as their scores would be affected as per the new pattern.Tawde said that considering the case of such students, the education department is thinking of offering two options from 2019. “The idea behind having a tougher pattern was to make our exams at par with national level entrance tests so that students can prepare for both at once. However there might be students who do not want to pursue medical or engineering and want to do other traditioanal courses instead. Keeping that in mind, we are thinking of giving them an option to opt for the old pattern at the time of filling the class 12 board forms” he added.”To begin with the paper pattern is itself different as competitive exams have objective questions while there are subjective questions in the boards, ” said Subhash Joshi, Trustee, Science Parivar.

SGNP officials nurse two abandoned leopard cubs

Officials at Sanjay Gandhi National Park (SGNP) are currently nursing two- approximately month and half old abandoned leopard cubs, which were brought to the park by forest officials from Ahmednagar on December 20.As per forest officials it was a local farmer from Nandgaon village in Ahmednagar district who found two leopard cubs in his sugarcane farm on November 20, a decision was taken to send them to Manikdoh Rescue Center, in Junnar after several attempts to re-unite the cubs with the mother failed. However soon realising that the centre had no space to accommodate more leopards the cubs were sent to SGNP.According to Dr Shailesh Pethe, Veterinary Officer, SGNP the cubs might have been abandoned or separated from their mother and both-one male and another female were brought in quite a delicate condition.”The cubs that are separated from their mothers have very low immunity and hand raising them is not as simple as it sounds. They are currently coping up to the new environment and will require several weeks to settle down,” shared Pethe adding that a lot of precaution were being taken and they were even being monitored round the clock.As per the expert Vet, for the good health of these two cubs and to ensure that they do not catch any infection they have been kept in a restricted area and maximum precautions were being taken by not even allowing any visitors to see these cubs. “We are keeping them away as they are at a very vulnerable stage and only people involved in their care taking are allowed to go near them. “Anwar Ahmed, Chief Conservator of Forest (CCF) and Field Director for SGNP said, “These two cubs had to be brought to SGNP as Manikdoh Rescue Center, in Junnar has no space to take more leopards. Cyclone Ockhi: Central team visit parts of Chennai, Kanyakumari to assess damage

A Central team today visited parts of Chennai and Kanyakumari districts to assess the damage caused by torrential rains and cyclone Ockhi.While one group visited parts of Chennai and its neighbourhood, the otherheld discussions with fisherfolk in Kanyakumari, which was battered by Ockhi last month.Members of the fishing and farming communities expressed their grievances to the team members.Relatives of missing fishermen wanted the government to expedite search and rescue of the fishermen still missing in the aftermath of the cyclone.Revenue Secretary B Chandramohan told reporters here that the team will continue their survey of the affected areas in Chennai, Kancheepuram and Tiruvallur till tomorrow.The officials will study the extent of damage to roads, infrastructure, loss of lives and areas that faced inundation during the downpour in these districts.It will later submit its report to the Centre, he added.The Central team, headed by Sanjeev Kumar Jindal, Joint Secretary in the Union Home Ministry, is likely to meet Chief Minister K Palaniswami tomorrow.The team members are drawn from various central ministries like Finance, Power and Water Resources, according to officials.The state government had sought a central relief package of about Rs 9,300 crore from Prime Minister Narendra Modi towards taking up rehabilitation efforts in cyclone-hit areas of the state, including Kanyakumari, during his visit to the district post-Ockhi.The state government had wanted the Centre to declare the cyclone as a “national disaster” on account of its “severity.”It sought Rs 5,255 crore assistance towards implementing permanent rehabilitation measures in Kanyakumari and another Rs 4,047 crore to cater to other parts of the state, including Chennai, affected by the north east monsoon.

Two cops suspended over security breach during PM Modi’s Noida visit

Two policemen, who were in-charge of piloting Prime Minister Narendra Modi’s cavalcade during his visit to the city on December 25, have been suspended for taking the convoy on a wrong route and causing a security breach.SSP Love Kumar has suspended the two policemen for the security lapse. The suspended policemen are Sub Inspector Dilip Singh and police driver Jaipal. They were in the vehicle ahead to lead the prime minister’s motorcade, PRO in the SSP’s office Manish Saxena said.The two policemen took a wrong turn as a result of which the prime minister’s cavalcade was caught in traffic for two minutes near Mahamaya Flyover. Traffic policemen then rushed and cleared the route for smooth passage.Several rehearsals of the route were conducted before the visit. Triple Talaq Bill to be tabled in Parliament today

The Muslim Women (Protection of Rights on Marriage) Bill 2017, which seeks to criminalise the practice of triple talaq, is expected to be tabled in the Parliament by Union Law Minister Ravi Shankar Prasad on Thursday.The draft Bill says, “any pronouncement of talaq by a person upon his wife, by words, either spoken or written or in electronic form or in any other manner whatsoever, shall be void and illegal”.There is also a provision of imprisonment for a term, which may extend to three years and fine for violators. School fees: State welcomes HC ruling, asks schools to comply

Day 1 of the new government in Gujarat turned out to be a celebration as the Gujarat High Court on Wednesday upheld the state government’s law to regulate school fees. Rejecting around 40 petitions opposing it, a division bench of Chief Justice R Subhash Reddy and Justice V M Pancholi upheld the Gujarat Self Financed Schools (Regulation of Fees) Act, 2017. The Bill was introduced by the BJP government early this year.Welcoming the judgment, senior minister Bhupendrasinh Chudasama said, “This is a historic judgment. We will implement the judgment with immediate effect. We are happy that the court has also not entertained any kind of stay in this order.””Under the leadership of Chief Minister Vijay Rupani, the state government was firm to implement the Bill since the beginning. Now that the judgment has come, we will not let schools charge a heavy fee as per their wish,” Chudasama said.Through this judgment, middle-class families and students will benefit a lot. Schools who were pressurising parents for higher fees will be in docks and parents will get respite from all sorts of pressure, he added.After the Act was passed in April, the state government had formed zone-wise fee regulation committees (FRC) and had started the process. As per the judgment, schools that did not approach the FRC will have to approach the FRC with a proposal in three weeks from the date of the judgment.As per a statement released from the state government, 1,101 schools did not increase any fee for the 2016-17 academic year in Ahmedabad zone. Of the 12,402 schools that had filed affidavits, order for 9,453 schools has been passed. Nearly 2,987 schools had approached high court out of which 584 are primary and 2,403 are secondary and higher secondary schools. Those schools whose hearing has been over, order will be pronounced soon.Nearly 80 schools reduced more than Rs 10k fee:As result of the Act, 77 schools including 74 from Ahmedabad and 3 from Rajkot reduced more than Rs 10,000 in their fee. Speaking about the same, senior minister Bhupendrasinh Chudasama said, “37,60,112 students will be benefitted. I am grateful to the schools that reduced their fees after this Act. In Ajmer, Congress playing waiting game

After declaring Karan Singh Yadav as a candidate for Alwar parliamentary bypoll, the Congress still appears to be in a fix over announcing a candidate for Ajmer constituency. Names of senior leaders like Raghu Sharma and Nathuram Sinodia are making rounds to get the ticket, though extensive tours of Rajasthan Pradesh Congress Committee chief Sachin Pilot to the area once again fuelled speculation of his candidature which was subdued recently.The sources said that party has declared candidate for Alwar and now it intends to buy more time to field a candidate, possibly waiting for BJP to announce its candidate. “Congress will open its cards in Ajmer when BJP comes up with its candidature. Hopefully, after Election commission of India (ECI) issues notification over the dates of the poll, the name of the candidate will be made public,” says a senior party functionary while talking to DNA.Adding to that the office bearer said that a non Jat candidate is being preferred by the Congress as BJP mulls to field Ramswarup Lamba, a Jat, who is the son of late MP Sanwar Lal Jat. This may be strategy to consolidate votes of Non-Jats. “As a non Jat candidate, Raghu Sharma is among the top contenders. In Jats, the party mulls Nathuram Sinodia. The final call will be taken when the saffron party declares its candidature,” added another party functionary.Sachin Pilot was the first choice of the party in Ajmer which is his home constituency. He even had wished to contest election openly provided the high command nods. Though, his candidature was put on hold as a fraction may play a role of sabotage at the time of polling. His recent extensive tours of the area have speculations, once again. “The Congress is caught in a dilemma with regard to Pilot. There is a feeling that the PCC chief should be spared for larger party work,” he added.High commandMeanwhile, party state in charge and AICC general secretary Avinash Pandey met AICC president Rahul Gandhi on Monday to discuss the strategy of the bypolls. However, the high command will take the final decision.
