RUIDP rushes to complete phase two

The Rajasthan Urban Infrastructure Development Project (RUIDP) is expected to ink loan agreement with Asian Development Bank for the Rs 4500 crore fourth phase, the second phase of the project is still lagging behind deadline.The second phase planned to ensure development of urban infrastructure at 15 towns of the state with a cost of Rs 1762 crore was expected to be completed by December 2016. An year past the deadline as the officials attempt to ‘financially’ close the project, work related to STP at Bharatpur and sewerage at Jaisalmer are still pending. “The works related to phase two will be completed by June 2018,” urban development minister Shrichand Kriplani said after a department meeting. The second phase including 109 work packages had completed 22 of these in initial 11 months. However, work delayed on rest for various reasons including public agitation and non performing contractors. In November 2015, four contractor firms were debarred by RUIDP for poor performance, yet the project works continued to delay. As of now with work expenditure of nearly Rs 1700 crore the RUIDP claims to have achieved 96 per cent of its target. Meanwhile, the third phase of the project has commenced from 2014 and is expected to be completed by December 2019. Of the 13 cities covered under the phase work orders of Rs 3300 crore have been issued in 11 cities. At the recent meeting the urban development minister has also asked the officials to ensure that contracts for sewerage works in the remaining two cities of Kota and Mount Abu should be finalised soon. DNA was the first to report on the proposed fourth phase of the project in its July 18 edition. The phase will cover 39 cities including 10 heritage cities.

4-yr-old panther enters farmer’s house in Rajasthan

A panther strayed into a house in a village near Chomu town on Tuesday afternoon creating panic in the village. Although no person was attacked by the feline, the mere presence of a panther in the village not only made the locals curious to see the feline but also posed problem in its rescue. Moreover, even after being informed about the panther’s presence in the village, the forest department’s rescue team reached after two and half hours.According to the officials the panther entered the house of one Mangi Lal Bagra, a farmer from Barna village, near Chomu town.“Around 12 noon, a few villagers saw a panther venturing out from the nearby fields and forested area and towards the village. The news about the feline spread like wildfire in the village and a few youths saw the feline again near a school,” officials said.On hearing commotion by the villagers, the panther tried to flee from one part of the village, however on reaching towards another end of the village and seeing more people, the panther entered a house belonging to Mangi Lal.“As the panther entered the house, people living in the house rushed out from another part of the building, however, they closed the doors behind thus locking the panther in one part. Meanwhile hundreds of people assembled at the spot to look at the feline,” officials said.The police was informed which then informed the forest department. “After a delay of two and a half hours the rescue team finally reached the spot and tranquilized the animal. Although the rescue efforts took nearly three hours, the animal was finally tranquilized,” official said.Meanwhile the forest officials found that the panther is a four-year-old male with no injuries. “Check up was conducted as per protocol and the feline was found to be healthy. It has been kept under observation and will be released soon, ” said Arvind Mathur, Veterninary doctor, Forest department.

BJP corporators face-off, Shiv Sena workers make hay

While the Colaba constituency has erupted in a face-off between two BJP corporators belonging to different wards, Shiv Sena workers have taken it upon themselves to expose the fight on social media. All of this week, Sena workers in south Mumbai kept themselves busy on Twitter and Facebook where they uploaded a poster of the BJP corporator, Makrand Narvekar, from ward 227, only that it was spotted in ward 222, which belongs to BJP corporator Rita Makwana. Earlier this year, Makwana had written to the party chief asking him to stop Narvekar’s intervention in her ward.On Wednesday Amit Bhadricha, Shiv Sena’s active IT cell member and ward 222 resident, uploaded a picture of the poster on Facebook and said, “Nothing seems to be good between BJP corporators of #ColabaConstituency. BJP corporator from ward no 227 (A Ward) does work of ward no 222 (C Ward) and citizens thanking him for the work done. As a citizen of ward no 222 I am confused whom to contact to get our work done. Citizens are Confused.” The poster thanks Narvekar for the work done in a building in ward 222.Following this, several other Sena members posted the same photo with comments. A Sena member said, “Why should voter vote for BJP and get confused instead they should vote for Sena and let them do the work clearly.”Meanwhile, Makrand Narvekar, who was an independent till the BMC’s last term and joined the BJP before the BMC elections in February, claims that he is just doing his work. “I do not wish to comment on this, I am doing my work and don’t know what is the issue.”In the letter by Makwana, that was leaked in November, she had alleged that during Diwali some kids from Colaba’s slums represented by Narvekar in BMC were seen distributing packets of sugar to locals following which the matter came to Makwana’s notice and she confronted them. The letter alleges that the kids were paid and sent by Narvekar, whom she confronted along with another BJP corproator from the area, Aakash Purohit.

Doctors strike: Rajasthan HC to open today

Despite being a winter vacation, Rajasthan High Court will open on public holiday of Christmas for the hearing of ongoing government doctors strike. It is probably for the first time that the high court will open on a public holiday during winter vacation. The issue is, however, concerned to public health and large and same was pleaded before the court by advocate Abhinav Sharma.The lawyer submitted to the court that the government doctors have not returned to work despite court orders and now the private doctors too have warned to keep services suspended for a day in support of them. This has created a major concern for public health as patients needing medical assistance will be devoid of due treatment.”It’s just due to whims of a doctor leader that is responsible for the suffering of patients at state, this should not be allowed and I have requested the court regarding the same,” Abhinav Sharma said to DNA.Chief justice of Rajasthan High Court, Pradeep Nandrajog in consideration of the appeal has constituted a special bench that would hear Abhinav Sharma’s plea on Christmas morning this Monday. Even as the court will discuss out merit’s of the plea, the court has already shown its consideration to the gravity of the situation.Nearly 80 per cent of the government doctors at Rajasthan have been boycotting work for over a week following differences with the health department. Implementation of Rajasthan Essential Services Maintenance Act (RESMA) has also been unable to bring doctors back on duty. Meanwhile, the doctors association have been blaming the health minister for backing out of the agreement reached after the previous agitation.Abhinav Sharma, meanwhile, also claimed that government doctors willing to return to work are being threatened by the leader of the agitation and claimed to produce evidence of the same at court during the hearing on Monday.

Cops search godman’s school

The Jhotwara police on Friday searched a school run by self-proclaimed godman, Virendra Dev Dixit, who has been arrested in Delhi on the charge of raping several women. The Jhotwara police questioned nearly a dozen girls studying atthe spiritual school being run by the godman and have assured them of protection.It should be noted that after a woman from Jhunjhunu – mother of four girls – registered a rape case against the godman which lead to the investigation is being conducted in various ashrams and schools run by the godman in five states.The Jhotwara police also learnt about the presence of a school run by the godman in Om Shiv Colony area. The police team questioned a dozen girls who study there however did not find any suspicious evidence from the place.The team has assured them of security. Meanwhile, it has come to light that the school is being run in a rented building however the police has also found that the owner of the building has given the space to school out of favour. GST, RIICO dominate pre-budget meet

The issues and suggestions related to GST, newly introduced e-way bill and pending issues of VAT dominated the pre-budget meeting between the department of finance and various industrial representatives held recently.Sources informed that the industrial representatives spoke about the difficulties in execution of GST while the issues related to RIICO were also raised during the meeting. Apart from these two issues, topics related to e-way bill, mandi tax, stamp duty were also discussed and they gave the suggestions related to these issues.Additional chief secretary(finance) D B Gupta, who chaired the meeting, assured the representatives that the suggestions would be looked into while making the budget . The issues which the business representatives raised related to GST and the suggestions will be forwarded to the GST council. In the meeting, the officials of finance, commercial tax , RIICO, stamps and registration, labour etc who were present were asked to take up the problems raised by the industrialist s.The meeting was a part of the series of meetings which the department of finance has been taking with various sections of business and society for their inputs in budget.The current round of meeting started from Wednesday and will end on Friday with a meeting of various associations giving their suggestions. The meeting was also attended by multiplex’s association, cinema association apart from regular business organsiations.This year’s budget will be the first budget after the implementation of GST in which VAT, entertainment tax etc were subsumed which formed a major part of the state’s revenue. City govt tests anti-smog gun to ‘shoot down’ hanging pollutants

The Delhi government on Wednesday tested yet another method of beating the air pollution in the Capital with the trial of an anti-smog gun at Anand Vihar – city’s pollution hotspot. The experiment was conducted when the city witnessed haze and fog throughout the day with the air quality deteriorating to ‘very poor’ level at 359 units. However, the viability of the device to be used as an anti-pollution measure will be decided after a feasibility study is conducted by the Delhi Pollution Control Committee (DPCC). Anand Vihar inter-state bus terminus (ISBT) has been identified as a major pollution hotspot by the Environment Pollution (Prevention and Control) Authority (EPCA).The cannon sprays atomised water, making the pollutants such as particulate matter (PM) 10 absorb it, thus clearing the air. The real-time data gathered by the DPCC during the experiment between 10 am and 2 pm from the spot, however, showed that the pollution levels did not fall much, and rather rose as the day progressed.According to the DPCC officials, the hourly-readings of PM 10 recorded were – 630, 608, 736, 842 and 702, and for PM 2.5 – 444, 421, 476, 509 and 460. The units are measured in microgramms per cubic meters.PM 2.5 – ultrafine particles causing respiratory problems – is the most prominent pollutant in Delhi-NCR. The prescribed standards for PM 2.5 and PM 10 are 60 and 100, respectively.The PM 2.5 and PM 10 concentrations at Anand Vihar in the evening were recorded at 426 and 671, respectively.“The gun must be used and will be effective only during low wind speed. The wind speed during the trial was 3 kmph. The atomised water can hit the PM 10 pollutants and make them absorb the water. However, since PM 2.5 particles are ultrafine, the spray will not be able to hit them. This kind of cannon was first used during the 2010 Commonwealth Games to clear outdoor venues like stadiums of the dust. It can be a good initiative to mitigate city pollution,” said a senior officer. Delhi Environment Minister Imran Hussain, who was present during the experiment said,“This was the first of its kind field experiment and in the coming days the department will conduct many such experiments to ascertain which equipment will be best to control major contributors of air pollution.”Meanwhile, with fog returning to the national Capital, the visibility in the early morning hours was reduced to 500 meters. You can’t get a better result: Captain Amarinder ecstatic after Congress sweeps Punjab civic polls

On Sunday, Punjab CM Captain Amarinder Singh was ecstatic after Congress’ impressive performance in Punjab Civic Polls.He said: “Election results have been very good, we are very pleased. You can’t get a better result than this. Out of three corporations, we have swept polls and won all of them.”He added: “In Patiala, out of 60 seats, 56 results are declared, won those 56. Similarly, in Jalandhar, out of 80, 77 are declared and 63 we have won. In Amritsar, out of 85, 61 have been declared, 45 we have won.”He also tweeted: Meanwhile, SAD’s Sukbhir Singh Badal alleged booth capturing. He said: “It was organised booth capturing. We told EC that they are not letting our candidates file nominations. 20% candidates weren’t able to file nominations, some nominations were rejected & some candidates were arrested but state EC did nothing.” He added: “Our candidates & polling agents were thrown out of booths, media persons were beaten & booth was captured at every place. For the 1st time, state EC & govt became one & captured EVMs. We are going to High Court against this criminal conspiracy.”Ruling Congress today swept the three municipal corporations of Amritsar, Jalandhar and Patiala while the opposition SAD-BJP alleged misuse of official machinery.The Congress virtually swept the wards in the three important corporations as results were out by late evening, prompting celebrations in the ruling camp.The results come as a boost for the Amarinder Singh led government in the state. The opposition alliance, however, alleged gross poll code violations and demanded countermanding of the Patiala corporation elections.Polling was also held in 29 municipal councils and nagar panchayats today, amid tight security arrangements.Among the three municipal corporations, Patiala registered the highest poll percentage of over 62.22 per cent followed by Jalandhar at 57.2 and Amritsar at 51 per cent while the voting percentage in the municipal councils and nagar panchayats ranged between 60-86 per cent.Also readPunjab can fund education of children of soldiers killed in action if Centre can’t: Amarinder SinghIn Patiala, the Congress won 58 wards while the opposition failed to open account. The Election Commission had ordered videography of 103 hyper-sensitive wards.Polling was held for 222 wards out of the 225 wards of the three municipal corporations and 327 wards of the 29 municipal councils and nagar panchayats.In 90 wards, the candidates had earlier won unopposed, Of these, three were in the Patiala Municipal Corporation and 87 in municipal councils and the nagar panchayats.Nearly 900 candidates were in fray for the elections to the three municipal corporations – Amritsar, Patiala and Jalandhar.The civic polls in the state were held nine months after the state assembly elections after which the Congress stormed to power in the state.Punjab Chief Minister Amarinder Singh hailed the poll results as a “clear vindication of the Congress policies and a resounding defeat of the opposition’s deceitful propaganda.”Meanwhile, SAD-BJP demanded countermanding of the Patiala corporation elections.A SAD-BJP delegation submitted a memorandum to State Election Commissioner Jagpal Singh Sandhu here and also sat on a dharna outside his office.The SAD-BJP leaders claimed they had vidoegraphic evidence of alleged blatant rigging and violence in Patiala.Former minister and SAD leader Dr Daljit Singh Cheema, who led the SAD-BJP delegation, said “the Congress had murdered democracy in the state by using the police force to commit atrocities on Akali-BJP cadre”.Cheema said that even former SAD mayor from Patiala, Amarinder Singh Bajaj, was manhandled.He alleged that in Mullanpur Dakha a SAD candidate’s mother was attacked and injured by Congress supporters.”Similarly SAD polling agents were attacked by Congressmen in Sahnewal who barged into their booths with a group of outsiders. In Ghanour, when Akali-BJP supporters protested casting of fake votes they were thrashed..,” he alleged adding the SAD-BJP would now take recourse to democratic protests as well as legal remedy.BJP demanded a repoll in Patiala, Ghagga and some wards in Mullanpur Dakha and Jalandhar, alleging violation of model code and misuse of machinery by the ruling Congress.Former Chief Minister Parkash Badal described the entire process of civic poll as “utterly uncivilised” and a huge blow to democracy in Punjab.”This day will be remembered as a black Sunday for democracy in Punjab,” Badal said in a statement here.The AAP also alleged misuse of government machinery by the ruling Congress.Meanwhile, Punjab Congress president Sunil Jakhar thanked the people and party workers for ensuring smooth and impressive turnout in the polls, “despite the efforts by the Akalis to scuttle the poll process through threats, violence and rumour mongering in some areas.”He said the Aam Aadmi Party (AAP) had lost its ground completely in Punjab, as in the rest of the country.With inputs from PTI

Colleague ‘killed’ Chennai cop during accuse attack

Pandiyan, who was shot dead while trying to arrest a dacoit accused in Pali few days back, was not killed by the accused. He rather received the bullet injury from the service pistol of a colleague! The shot was fired when the accused and his family members charged at the cops and started beating them forcing the team to flee. However, Inspector Padiyan fell behind and was being beaten mercilessly when the other cop opened fire.Superintendent of Police – Pali District – Deepak Bhargava said, “Inspectors Poriya Pandiyan and T M Muni Shekhar along with a head constable and a constable came to Pali. They learnt that the accused – Nathuram Pindel – lived with his wife Manju and another person Deeparam Jat — at a house constructed at a brick kiln at Karoliya road. Around 2.30 am on the night of December 13, they raided the house in order to nab the accused. However, the accused and others retaliated. Cops use baton to curb agitators in Udaipur

Day after prohibitory orders were clamped in Udaipur and Rajsamand districts with threat of massive protests – particularly in Udaipur city – the orders did little to maintain law and order in the city. Massive protests occurred in the city resulting in clashes between cops and agitators. Stone pelting also occurred between the agitators and cops as the latter resorted to baton charging at the protestors several times. Interestingly, sources revealed that majority of the protesters were not from Udaipur but had landed in the city in the wake of the agitation.Since morning, people started gathering in the town hall ground and by afternoon the numbers had swelled substantially. People raising slogans for Shambhu Lal – the man who murdered Afrazul – reached the bus stand and then to Chetak circle.Since the administration had already imposed prohibitory orders, the police started dispersing the crowd. However, as the people tried to put a resistance, the cops retaliated and resorted to baton charge. The protestors even pelted stones at the cops. When the cops retaliated, the agitators ran away and tried to find a sanctuary in the houses but the alert cops found them and arrested them.However, the issue flared up after protesters entered the court premises. This resulted in a clash between cops and lawyers. The police took out a route march from Chetak circle to Court circle and the Inspector general and Superintendent of Police (SP) themselves took control.Meanwhile, the cops arrested at least 50 persons and additional forces were deployed to avoid any eventuality. Extra police sent, net shut

Within hours of apprehending Shyamlal Raigar for the murder, a pandora’s box has been opened for the Rajsamand police. While the police are on their toes in Rajsamand and nearby districts owing to the sensitivity of the matter, additional forces have been deployed in the districts and internet services have been temporarily suspended to avoid rumour mongering on social media.The police have also learnt that the man even made a few videos before the day of crime. “Shyamlal made a few videos some days before the commission of crime while on the day of murder he made two videos. The video of murder was made by his nephew who is a minor,” said Anand Srivastav, Inspector General – Udaipur Range.The cops have however detained a dozen of people for questioning. “Shyamlal’s friends and family members are being questioned. We are also trying to find out if the man committed the act under some sort of conspiracy and if someone other than him was behind the murder,” the IG said.Interestingly, Shyamlal does not have a criminal background as was being thought of by the brutal way he murdered Rafizul. “He was a marble trader for nearly a decade primarily operating in Rajsamand, Gurgaon and Anand in Gujarat. His parents live in Anand but are originally from Rajasthan. He has three daughters and the youngest daughter is undergoing treatment for a mental disorder. She was also benefited by pension given in such cases by the government,” Srivastav said. Meanwhile, the range IG said that internet ban has been imposed to avoid rumour mongering. “The police have been deployed to avoid any law and order situation while internet has been banned also.As of now no issue of ‘Love Jihad’ has come to light,” Srivastav said.

Face off between hostel students

A ruckus between students from two different hostels occurred on late Wednesday night when the students from Brahmin hostel and Jat hostel came at loggerheads. The students pelted stones and were even armed with sticks and metal rods to harm each other. When the cops got an information about the ongoing clash, police teams were rushed to the spot, however, stones were pelted on them as well. The hostels located at JLN Marg created the ruckus as the students clashed over past enmity between them.For nearly an hour, the stone pelting and clash continued till additional force was called after which the students ran away from the spot. Cops initiated a search of every room in the two hostels. Meanwhile, DCP East Kunwar Rashtradeep also reached the spot and took stock of the situation. Bombay High Court verdict confirming the constitutional validity of RERA has invited mixed reaction from the developer community. However, housing experts have welcomed the court’s verdict in the interest of house buyers. On Wednesday, Bombay HC rejected the pleas of certain developers challenging the validity of the RERA act. It took almost one month to confirm lethal Japanese Encephalitis infection

At the time when seasonal diseases are producing challenges in front of state medical and health department, recent cases of lethal disease Japanese Encephalitis (JE) have exposed the lacunae at monitoring and testing system of diseases in the state. In October, Rajasthan registered first death case due to JE, but it took 25 days to confirm that the deceased patient was infected with JE virus. Meanwhile, two more patients from Keshoraipatan in Bundi were infected with JE but by the time it was confirmed, both of them recovered from the disease. The disheartening fact is, that for almost 2 months they remained unattended by medical officials, within the community. In such a condition if there was no outbreak, we should thank the Almighty.Followed by the report from National Institute of Virology (NIV), Pune, and DNA report, published on November 13, about the first death for JE in Rajasthan a team of specialists from Jaipur, sent to Keshoraipatan, had collected 7 blood samples of JE suspects.“Samples were sent to NIV on November 16, and report confirms that two out of them, namely Ghanshyam (80) and Bhalchandra (35), were infected with JE and other two are reported indeterminate cases,” Dr Ravi Prakash Mathur, Director (Rural Health) told DNA. It is worth mentioning that it took more than 20 days for confirmation of JE in blood samples, by the time Bhalchandra got recovered from the disease. Ghanshyam too has no symptoms left now but, being an old man, has been admitted to medicine ward C in Hospital of Kota Medical college. “Patient has no fever, headache, unconsciousness or fits like symptoms.” DR Manoj Saluja, who is taking care of Ghanshyam told DNA. “Sample was drawn on November 13. It seems that he was infected at that time and was lately confirmed. But since the report is positive, he has been kept under observation for next twodays,” said Dr Saluja.

Will an app solve perils of potholes?

City residents may soon have a mobile app to report about potholes in their areas. Lieutenant Governor Anil Baijal, in a review meeting to discuss the state of potholed roads, asked the Public Works Department (PWD) to launch a mobile application for residents where they can report and share their feedback on potholes. “The app would facilitate identification of the location using GPS besides informing the complainant about the details of the road-owning agency concerned,” said the L-G. Besides, PWD Minister Satyendar Jain, who was also present in the meeting, emphasised on the need for immediate repair of potholes to take care of road safety as well as pollution mitigation through dust control. “PWD will work as the nodal agency for the repair of potholes. These potholes are one of the major causes of fatal incidents on the roads. The PWD will coordinate for repairs among various road-owning agencies in Delhi such as DDA, NDMC, MCDs, NHAI, and Delhi Cantonment Board,” Baijal said. Meanwhile, construction of Barapullah Flyover, widening of the road near Savitri Flyover and greening of central verges was also discussed in the meeting. The L-G instructed the DDA and PWD to conduct a joint site inspection to resolve their issues so that the work on the flyover and the road near Savitri flyover can be completed at the earliest. “In view of the directions of Delhi High Court, the LG has asked PWD principal secretary to commence the road widening work near Savitri Flyover at the earliest,” said a statement issued by the L-G. Baijal also stressed that roadside greening and plantation at central verges must be expedited. It was also discussed in the meeting that other road owning agencies such as local bodies, DDA, NHAI, NDMC and Delhi Cantonment Board should also do greening of central verges in their respective jurisdiction.

Prof molested: Cops comb Connaught Place

Four days after a 32-year-old professor was molested in Connaught Place, a team of police officers, including the Deputy Commissioner of Police, New Delhi, reached the crime scene on Sunday morning to investigate the matter.The complainant was also taken along so that the sequence of events could be recreated. Minor girl raped by neighbour in Jhalawar, accused detained

While the victim was playing outside her home, the accused youth, in the pretext of attending a birthday party, took her to a relative’s home at nearby Harigarh village at around 4.30 last evening and raped her there, he said. The minor was along at her home as her parents and elder sister are daily wage labors and was at work when the accused took her on a motorbike, the S.I. said.When the victim returned around 8 o’clock last night, she narrated the plight to her parents following which they approached the police station and lodged a case against the accused, Sub Inspector Singh said. The accused youth Vijay Singh, on the, complain, was booked under sections 363 (kidnapping), 376 (rape) of IPC, section ¾ of POSCO Act and under section 3 of SC/ST Act, he further said.The victim’s statements under section 164 before the magistrate would be recorded today after the medical examination, the SI said. On early morning of November 9, an empty Monorail on its way from Wadala Depot to Chembur, caught fire at Mysore Colony Monorail station.However, no injuries were reported due to the accident. MMRDA officials also have maintained that still it cannot be concluded whether operation and maintenance contractor can be held responsible for the accident or not.“There are some suggestions by the independent committee that will have to be adopted now in future before making the Monorail operational,” Madan added.The first phase of Monorail between Wadala and Chembur was made operational in 2014 and the second phase between Wadala and Jacob Cirle is expected to be made operational within few months. In July this year college authorities had decided to bifurcate the college building into two parts and convert the evening college into a day college but the decision was yet to be formalised.The move then triggered a controversy as the DSC (morning) teachers protested against the decision. They demanded a separate campus.”Now, since Dyal Singh (Morning) College already exists, the name of Dyal Singh (Evening) College has to be changed as it is also going to be a normal day college soon. India’s longest sea link: Work to start soon, but motorists have to wait till 2023

Along with easy connectivity to Navi Mumbai, MTHL will also help motorists plying using the Mumbai Pune Expressway or going further south. Sanjay Khandare, Additional Metropolitan Commissioner, Mumbai Metropolitan Region Development Authority (MMRDA), said, “We will start work for MTHL by January 2018. It will take around 4.5 years to complete the construction of the sea link. We can say that in mid-2023 the construction will be completed.”MTHL is a 22-km-long cable stay bridge and will be the second longest sea-link in the world after the 42-km link between Qingdao to Huandao in China. The project has been on paper since the 1980s due to lack of environmental clearances.According to MMRDA officials, marine engineering has its own challenges. The time required for construction till 2023 is because the construction will be done mid-sea. Meanwhile, MMRDA MTHL last week awarded the contract to three consortiums who are in joint venture constructing the project. The civil construction work was awarded at Rs 14,263 crore which is more than Rs 100 crore estimated by MMRDA.

Sheena Bora murder: Strong reasons to believe Peter abducted my daughter, says Indrani Mukerjea

On Wednesday, Indrani pleaded the special CBI court to provide her with the call data records of Peter, in order to establish her claim.Indrani claimed that she suspects that her estranged husband Peter and driver Rai must have entered into a conspiracy behind the sudden disappearance of her daughter Sheena. In her two-page application submitted before the special CBI court, Indrani pleaded the court to provide justice to her daughter.Indrani said that she fears that Sheena must have lost her life on account of greed, betrayal, jealousy, lust and ill-will of persons whom she dearly loved and trusted, and so she wants the main accused to be punished.The letter, which DNA has accessed, reads that she has strong reason to believe that Peter with the assistance of other persons, including Rai, may have conspired and abducted her daughter Sheena in 2012 and made her untraceable, and must have subsequently destroyed evidence.“I also believe that Peter along with other persons may have manipulated circumstances to frame me and influence witnesses. Also, situations were created and information was provided to lead to my arrest on August 25, 2015 for a heinous crime that they may have committed, aided and abetted,” reads the letter.Stressing on the need for Peter’s call data records, Indrani added, “I am convinced that if we are able to obtain the CDR of Peter’s mobile phone, we will be in a better position to ascertain if Peter and other persons were involved in the disappearance of my daughter Sheena. Also, there would be more clarity on whether Peter and other persons had a role in framing me.”When contacted, Peter’s advocate Shrikant Shivade did not wish to speak on Indrani’s allegations.According to the prosecution, Rai, Indrani and her ex-husband Sanjeev Khanna plotted the murder and killed Sheena, Indrani’s biological daughter. They also disposed off her body in Pen. However, Rai later decided to become an approver in the case and began giving statements against the accused. Meanwhile, Indrani’s estranged husband Peter was also arrested under the charges of conspiracy.

We have met senior police officials and will be meeting officials of the chief minister’s office today to take up the case,” Razzak Khan, uncle of Umar Khan said. He said that Umar Khan’s parents are elderly and could not come to Jaipur.The state government should compensate them with Rs 50 lakh and Rs 25 lakh to the kin of Tahir Khan who sustained bullet injury on November 10 incident, Razzak Khan said.He said that Tahir Khan had informed that on their way back home they were attacked by six to eight people. The assailants opened fire in which Umar Khan was shot dead and Tahir Khan sustained injuries, he added.

Accused killed in city court shooting

The accused was nabbed by the police before he could escape. Police said that the motive behind the killing is being probed into, but did not rule out the possibility of a gangwar or a contract killing.This is the second such incident in Rohini court after in April this year. Monday’s incident took place around 11.20 am, when the deceased, Vinod alias Balle, a resident of Mangol Pur, was being taken back after his appearance in the court by the Delhi Police’s 3rd Battalion Armed Police. Police officers said that the moment Balle reached near the canteen, the accused, later identified as Abdul Khan, opened fire at him.”Khan was not more than 10 metres from Balle when he fired at him. He pulled out a country made pistol suddenly and shot at Balle. As Balle collapsed, the 3rd Battalion armed guards immediately overpowered him before he could even plan to escape. Meanwhile, Balle, who had sustained grievous injury and was profusely bleeding, was taken to Baba Saheb Ambedkar Hospital where he was declared dead,” said a senior police officer.The court was immediately turned into a fortress and the gates were locked. The policemen deployed at the court complex then sanitised the entire area and a crime and forensics team was also called on the spot. Rishi Pal, DCP Rohini, said that the accused was taken into custody from the spot and the weapon was recovered from him. “We are questioning the accused to know the reason behind the murder. Since no criminal record has surfaced against the accused, and initial probe revealed that he was not known to the deceased, it does not look like a gangwar. Contract killing cannot be ruled out and the motive is being probed into,” Pal said.Police said that the accused initially claimed to be a juvenile, but later it was found that he is 24 years old and has a wife and a child.Pal also said that the CCTV footage of the incident is being checked in order to establish the sequence of incident. It is also being probed how the man managed to sneak into the court premises with the weapon, the DCP said. Balle was arrested in 2010 for a property cheating case, the officer said.The incharge responsible for the security of Rohini court i.e. Incharge of Police Post Rohini Court Sub Inspector Narender has been placed under suspension and Station House Officer Prashant Vihar has been sent to district lines pending further inquiry, the DCP added.The incident has raised serious concerns regarding the security of the courts in Delhi and additional deployment was ensured following the murder that took place in full public view.Earlier, on April 29, a prisoner was shot dead in the premises of Rohini court when he was being produced in the court for a hearing. The attacker, later identified as Mohit, opened fired when the deceased Rajesh, a criminal arrested in December 2016, appeared in court on charges of a murder.In 2015, three juveniles barged into a courtroom at Karkardooma court complex and shot at an undertrial, injuring him critically and leaving a constable in his security dead on the spot. Also in January 2014, a witness in an attempt to murder case escaped unhurt when a man outside the Rohini district court’s complex opened fire at him.

Youth sets self on fire outside police station

According to Manikpur police, Vikas Jha, a resident of Phoolpada in Virar was booked allegedly for molesting a woman in the locality. The youth also has six other cases filed against him at Virar police station. On Friday, Jha shot a video claiming that he was pushed to end his life by a local political leader and a police officer.After shooting the video, Jha reached the DySp’s Vasai office and set himself ablaze. Vishwas Walvi, DySp Vasai, rushed outside on hearing the chaos and saw Jha up in flames. Jha then approached Walvi to hug him. In a bid to avoid contact, Walvi stepped aside and pushed Jha away. However, Walvi suffered few burns. Meanwhile, the family members blamed Virar police for allegedly pushing the youth to death by filing false cases.

Mumbai: Available civic plots to be developed as hawking zones

However, at present, the civic body is only taking suggestions from hawkers.A senior official from the Removal of Encroachment (RE)) department said that they have received several suggestions including civic plots to be used for hawking from hawkers’ association and they will think over while finalising hawking zones. According to official from RE department, hawkers associations put up several aspects of their issues including the demand of open plot and fresh survey of hawkers. “Hawkers association sought to allow to continue business on the humanitarian ground at the same place. However, this cannot be allowed as we have to follow the Bombay High Court order, ” added the official. The official said that every ward may not have enough open plots available.” We have to check the availability of civic plots in each ward as we cannot ask to carry out their business at any plots available in the ward,” added the official. Meanwhile, the BMC will soon start issuing identity cards to around 99,435 city-based hawkers who were surveyed in 2014. According to BMC officials, they wanted to include members from the hawker’s associations in town vending committee (TVC). However, the person has to be elected by the hawkers themselves, said a civic official. “Hawkers issue can be solved in a proper manner and we need to check illegal hawkers,” said the official. In 2014, the Central government enacted the Street Vendors (Protection Of Livelihood And Regulation Of Street Vending) Act. As per the Act, the local body should form a TVC which will conduct surveys to identify street vendors, issue certificates to the eligible ones, recommend areas to be declared non-hawking zones, identify sites and spaces for hawking, and regulate timings, among other tasks.However, till the election process is not completed, one member from every association will be included in TVC. Currently, there are 12 hawkers’ association. The BMC can accommodate maximum eight members from hawkers association in the TVC as per the law. However, the civic cleared that issuing the identity cards will not give them a certificate to set up their shops within 150 metres of the railway station and no-hawking zones. “We will not tolerate anyone to set up their shop near the railway station and footpath having one merte width,” the official added.

Patel’s son registered an FIR against the trio on Sunday at a local police station. Meanwhile, on Tuesday morning, some men, allegedly related to Patel, forced all the six employees to undergo ‘Agni Pariksha’ at Jambuthal village. When contacted, Karamshi Patel, said, “We did not force anyone to undergo Agni Pariksha. These six people had gone voluntarily as there is a tradition in our Koli community to perform the procedure to come out clean from any allegation.”The politician said, “Out of Rs12 lakh kept in the safe, only Rs 6 lakh were stolen. They had also switched off the CCTV during this incident. When it was switched on, three employees can be seen sleeping peacefully. We suspected their involvement and lodged an FIR against them. We don’t know who called them for ‘Paarkha’.” He however did not pay courtesy to meet the employees after the incident and blamed that Congress was doing this to defame him ahead of polls. Patel was elected as Congress MLA in 2012 polls but voted for BJP candidate Amit Shah in Rajya Sabha polls held in August, 2017. He has demanded a ticket from Sanand before the BJP leaders.

The aggrieved people are mulling to file the petition against the authorities who have failed to not only restore the wetland but also could not keep it encroachment-free.It was under the directions of the Bombay High Court hearing, a PIL filed in 2013 and several months of constant follow-ups by members of New Link Road Residents Forum (NLRRF), that a joint operation was launched in February 2016. The BMC, the police and the suburban collector’s office not only vacated around 350 buses which were parked illegally but also cleared the garages and paver block manufacturing units in the area. However, the joy of the residents was shortlived. Only six months after the exercise, buses started thronging to the wetland again. “Despite lodging several complaints about the improper restoration, including that of the waterbodies which existed till 2005, nothing has happened. Even now, several buses are parked illegally in the area. The authorities are not even bothered. In fact, the Tehsildar’s office has stopped taking our complaints seriously. Now, we have no other option but to approach the court again,” said Harish Pandey, president of NLRRF. Since the authorities did not protect the land, all efforts made by the citizens and environmentalists — some of whom even put their lives at risk fighting to save the land — has been wasted. A senior official from Mangrove Cell said, “It is the responsibility of police as well as BMC and Tehsildar to ensure that the buses are not parked illegally.” Meanwhile, cops at MHB police station said they were unaware of any illegal parking issue in the wetlands and assured that immediate action would be taken if anybody files a complaint.

Kadam described a number of instances where the rules were allegedly flouted by the jail officials. The prosecution, however, has claimed that Kadam was merely trying to create pressure on the jail authority.“I have reported a number of instances where the law was misused by the jail officials. Initially, when I was lodged in the Arthur Road prison, I used to share my barrack with Sameer Bhujbal, Chhagan Bhujbal and Peter Mukerjea. It was then that I saw that a jail staff allegedly brought Vodka filled in a Bisleri bottle for Sammer. In another case, one Ramesh Shimpi, a 26-year-old pavement dweller, who was arrested in connection with a drugs case, was allegedly beaten up so brutally by the jail officers that he succumbed. However, the jail authorities informed that he died of head injury,” Kadam said.Kadam further informed the court that he is an eyewitness in Manjula Shetye’s case, where she was allegedly assaulted by the jail authorities leading to her death. “On the day Shetty was assaulted, jailor Manisha Pokharkar and her team cleaned the evidence and burnt it near the kitchen. Also, the day following the assault, the garbage vehicle that comes to pick up the garbage, was called two hours before the usual timings. Thiswas done with an intention of clearing evidence. I have recorded my statement with police,” said Kadam.Kadam further informed the court that there is a rate card which is allegedly shown to the accused who wants to have a good time in jail. “It starts with tea twice a day for which an accused has to pay Rs 30,000 a month and Rs 50,000 for homecooked food even. Further, there is an option of the jail who can provide bail, wherein on payment of Rs 50 lakhs to Rs 1 crore. The medical officer will prepare a report for the accused on the basis of which a bail can be opted from the court,” alleged Kadam.The court, however, held that the orders on the jail transfer would be passed only after viewing the necessary evidence. Meanwhile, an order was passed by the court to allow Kadam to withdraw his monthly salary from the accounts which were termed as cold and blocked by the bank authorities on the instructions of the investigating agency.Kadam was arrested for his alleged role in irregularities in the Annabhau Sathe Development Corporation in July 2015. Kadam has been accused of allegedly misappropriating crores of rupees of the Mahamandal in the process of loan disbursement.

He had put forth his application in which he challenged the appointment of the Special Public Prosecutor (SPP) Pravin Chavan.In his argument, Kadam claimed that the SPP was allegedly bribed. It was then the court ordered Kadam to be in his limits.Further, the Jailor of the Byculla prison also filed an application in the court claiming that Kadam is creating nuisance in the prison and that he should be transferred to Arthur road jail and kept in ANDA cell. As we tried to talk to them, the argument turned ugly and the men started abusing and threatening us,” Priya said.The women made PCR calls, but the police team kept giving the excuse that they were stuck in traffic. Meanwhile, a huge crowd had gathered around the spot. As the two men kept abusing the women, some people in the crowd got annoyed and damaged the diplomat’s car further. Somehow, the women managed to get out of the area and return home.”The police did not come on time and did not help us in any way even after reaching. After five days, we received a call from the South Campus police station, informing us that those men had registered a case against us. The probe revealed that the group used to interact with the help of a mobile phone application and were planning a terrorist attack. However, their plans were thwarted after the arrests.”During their interrogation, we came across Abu Zaid’s name. Zaid was staying in Saudi Arabia and was instrumental in instigating youths in Western Uttar Pradesh to support and join ISIS. We have evidence to this aspect from the seized mobile phones of the earlier arrested four persons. Following this, a Lookout Notice was issued against Zaid. We would now be interrogating Zaid to ascertain since when he had been instigating youths for radical activities. We will also look into his connections with people in Saudi, who funded the mobile app and what were his plans,” said a police officer.”His arrival in India was linked to possible terror attacks in different cities. Thereafter, it will be decided whether to accept or reject the application.Under this new facility, while making the checklist id it will be known if the name of applicant is already registered and where it is already registered.Bhagat, during the launch ceremony of this facility informed that this ERO net will be implemented across all the 200 assemblies of the state.For implementing this system, state level master trainers were selected across the state and were sent to Indian election commission in Delhi to get the best training.Now 5 assembly areas have been chosen for pilot project and include Udaipur rural booth number 267 , Mavli booth number 264 , Kota north booth number 218.The BLO’s are being given smart phone so that they can work online. <!– /11440465/Dna_Article_Middle_300x250_BTF –>A major fire broke out in a factory located in the Japanese Industrial Zone at Neemrana, late on Tuesday night, which could not be doused till Wednesday evening.The three hundred crore rupee factory was set up for manufacturing of disposable baby diapers and sanitary napkins. Three fire tenders from Jaipur fire department were rushed, as the raging fire could not be fought with tenders from Neemrana and nearby areas.The outbreak occurred at Unicharm India private limited, located at the Industrial Zone. “The fire first broke out in the warehouse of the factory where the inventory had been stored. Soon it spread across the warehouse gutting the inventory. Local fire department was informed, which rushed its tenders to the spot. However due to heat, fire soon spread to other parts of the factory as well,” officials said. The shift of the employees was changing when the outbreak occurred, thus no injury was reported in the incident. “As the fire spread to other parts of the factory, one after the other, various spots in the premise were gutted and the fire continued to move to a newer location. Due to the presence of flammable material, the fire department experienced problem in extinguishing the fire. Meanwhile, senior police and administrative officials also reached the spot and started helping in the efforts,” officials said. Late in the night, foam tenders were rushed from Jaipur. “Three foam tenders were rushed from Jaipur while several others were called in from as far as Gurugram. The fire tenders did dozens of rounds from nearest watering station, however the fire raged on till Wednesday.The major cause of concern is the presence of three underground tanks containing diesel. Festivities end, evacuation drives to recommence

The issue of Shastri Nagar graveyard is on the priority list of district administration, while JDA will be back evacuating encroachments along roads and highways. A decision on the proprietary of land to be evacuated from illegal constructions adjoining Shastri Nagar graveyard is pending at the state government level. Even as the high court has ordered for evacuation of the encroachments, the drive is on hold, awaiting a decision on the issue of land ownership. The district administration and concerned parties were reportedly asked to submit the survey details after Diwali. Meanwhile, also the Jaipur Development Authority (JDA) is expected to recommence its drive against illegal encroachments along the city roads. “The illegal encroachments along highways have been issued public notice of a month to voluntarily vacate the green belt strip along highways, even as there is still couple of weeks left on deadline, efforts will be initiated to develop consensus on the issue,” said a senior JDA officer. The issue of taking land possession at Ninder will also be on priority list of JDA, while the Jaipur Municipal Corporation that has been lenient with the encroachment by traders during the festive days will be back in action implementing the civic norms. FARMERS MEET DUDIRepresentatives of farmers agitating against acquisition of their land by JDA at Ninder met leader of opposition Rameshwar Dudi on Sunday. The meeting held a day before the assembly goes in session, was to request the opposition leader to raise the issue at house. “Its not just the issue of farmers at Ninder but concerns the rights of farmers across the state and thus we will demand the government for a considerate approach towards it,” Dudi assured.

ABE teachers march for pending arrears

The teachers were seeking clearance of arrears allegedly due since 2005.Ruiee Kapoor, one of the ABE teacher said, “We have marched silently today to Archbishop’s house to demand our long pending arrears. We have approached the ABE and even to our education minister Vinod Tawde. They are sleeping over the issues. We will wait even until evening to meet president Oswald Cardinal Gracias.”Almost 150 teachers of ABE from different schools participated in the silent protest to demand their arrears from the board. These are sixth pay commission arrears which is pending from 2005 to 2015.Zelda Viji, another teacher of ABE, said, “There are many primary teachers in different schools of ABE who are waiting for the arrears. There are also teachers who are retired and still haven’t got their arrears from the ABE.”Another retired primary ABE teacher said, “My husband lost his job after he met with an accident in 2000. I was the only earning member of the family and got retired this June. I worked for 38 years in ABE school and is waiting for my arrears which is around Rs 8 lakh”. Meanwhile, responding to the issues, Cardinal Oswald Gracias, said, “ I am not aware of their problems. Firecracker sale ban in Delhi-NCR: 1182 kg seized, 21 cases registered; two cops suspended

Meanwhile, two police personnel were suspended for allegedly failing to check the sale of firecrackers in their beat areas even after the Supreme Court temporarily banned their sale. The two personnel were deputed at the Mongolpuri Police Station in northwest Delhi and were suspended for allegedly “not knowing” what was happening in their beat areas, a senior police official said.A departmental enquiry has been initiated, the official said. A 40-year-old shopkeeper illegally selling firecrackers was also arrested, he said.Senior police officials of the outer district were informed on Sunday about the shopkeeper selling firecrackers despite the Supreme Court banning their sale until November 1.It is being probed whether the police personnel had colluded with the shopkeeper and were aiding him, he added.Also, one person was arrested and illegally stored crackers worth lakhs were seized from his possession, the Noida Police claimed today.Last night, we got information that fire crackers were stored for illegal sale in the Nangla Charan Das village, Noida Phase 2 police station, SHO, Shawez Khan said.Police team raided the premises and arrested one person named Vijay while crackers worth lakhs of rupees were seized, he said.During interrogation, the accused said that he was storing the stock of fire crackers to earn extra bucks by selling them at a high price during Diwali and Chhath festivals, the SHO claimed.He planned to sell the crackers at double the price as there is ban on the sale of fire crackers in the NCR area including Noida, Khan claimed.The Supreme Court’s decision to ban the sale of crackers during Diwali has become a highly contentious issue.The apex court said its last month’s order, temporarily lifting the stay and permitting sale of firecrackers, would be made effective only from November one, 12 days after the ‘festival of lights’.The immediate effect of the order was also made clear by the top court which ordered “forthwith” suspension of temporary licences issued by the police for sale of firecrackers pursuant to the order of September 12.A bench headed by Justice A K Sikri said that the November 11, 2016 order suspending the licences “should be given one chance to test itself” to see if there would be a positive effect of this, particularly during Diwali.The court, in its last year’s direction, had suspended all licenses which permits sale of fireworks, wholesale and retail within the territory of NCR till further orders.The apex court in 2005 had also directed that there should be a complete ban on bursting sound-emitting firecrackers between 10 PM and 6 AM.While referring to the air pollution levels in Delhi-NCR during and immediately after Diwali last year, the apex court observed that due to the adverse effects of burning of fire crackers, “the air quality deteriorates abysmally and alarmingly and the city chokes thereby”.It said the November 11 last year order, suspending all licences which “permit sale of fireworks, wholesale and retail within the territory of NCR”, was passed by the court keeping in view the situation that had arisen after the last Diwali.”This order prevailed during the year but the impact and effect of this order remains to be tested on Diwali days,” the bench, also comprising Justices A M Sapre and Ashok Bhushan, said.”Going by these considerations, we are of the opinion that the judgment dated September 12, 2017 passed by this court should be made effective only from November 1, 2017.”To put it clearly, though we are not tweaking with the various directions contained in the order dated September 12, 2017, the effect of that order would not be given during this Diwali and,The apex court’s order came on a plea seeking restoration of its November 2016 order.With inputs from PTI
