‘Petty’ issue leads to 30-yr-old man being shot at in GK pub

A 30-year-old man old was shot at inside the Rich Bratz 17 pub in south Delhi’s Greater Kailash area in the early hours of Sunday, after a fight over some petty issue. The accused was caught by the public and thrashed mercilessly.Initially, the police said that the altercation started in the parking lot. Later, however, they said the incident took place inside the club.Since the club was open beyond the permissible time limit of 1 am, the pub owner might lose the licence. The police officers found responsible for this will also face strict action. The incident took place around 3 am inside the Rich Bratz 17 pub in the upscale M block market in Greater Kailash.Vinay Bhati, 30, was partying with his friends at the pub, where Umesh alias Aditya Kumar was also present. A fight broke out between the two groups, following which Umesh whipped out a pistol and shot at Bhati. The bullet struck near Bhati’s collar bone. In the meantime, other people at the pub and locals caught hold of Umesh and started thrashing him. The police received a call regarding the incident at 3:48 am.”The victim did not give a clear reason behind the fight. When the police reached the location, Bhati had already been taken to hospital and Umesh, who was injured, was moved to the trauma centre. The weapon of offence was seized by the police. Umesh was arrested after his discharge from the hospital. A case of attempt to murder has been registered against him,” said Romil Baaniya, Deputy Commissioner of Police, South. After the police spoke to the victim in the morning, it was revealed that the incident took place inside the pub.The police have written to the licensing unit to cancel the pub’s licence stating that it allowed anti-social elements with weapons to come inside. On being questioned about the pub running beyond the allowed time limit, Baaniya said that a district-level inquiry is being conducted and necessary action will be taken during the course of investigation.Locals and several other visitors later claimed that fights often break out in the premises, which are generally hushed up by the club management, but also said that most clubs and pubs function beyond 1 am.The incident was reported at a time when the national capital is hosting hundreds of parties to celebrate the New Year.A major fire at a pub in central Mumbai, which claimed 14 lives, has also forced the police to remain extra cautious during this time of the year.LOOPHOLESThe pub was running beyond the permissible time limit of 1 am. Why did the local police not ensure that the pub was shut on time? The police initially stated that locals told them the incident took place in a parking lot but it was later revealed that it took place inside the pub. Why was the probe not carried out in the night? Why was the CCTV footage not checked to ascertain these claims?

9 car-jacking cases reported in city each month last year

Almost nine incidents of car-jacking were reported every month in the national Capital in 2017, at an average. South-west, among all administrative districts of the Delhi Police, reported the highest number of incidents.According to a data, accessed by DNA, 97 car-jacking incidents were reported in the Capital in 2017 up to November 15. Of all the incidents, 33 were reported from southwest alone, while North, Central, Shahadra and New Delhi districts, reported just one incident each. However, the data further says that Southwest district also recorded the highest solving rate in the car-jacking cases, which was 13. New Delhi, Central and Shahadra districts, which recorded one incident each, could not solve any of these cases till November mid. Of the total 97 car-jacking cases reported, only 45 were solved. In 2016, Delhi witnessed 124 cases of car-jacking, of which 67 were solved. Rohini district reported 44, which was the highest among all the districts in 2016.Senior Delhi Police officials said that special drives were undertaken in 2017 to bring the menace of car-jacking down and claimed it to have been effective. “Since a surge was witnessed last year, a number of special initiatives were started. These included picketing, erecting barricades at identified car-jacking prone stretches, bike patrolling and installation of CCTV cameras in and around the dark zones,” said a senior officer, adding that awareness among car owners also helped bring the crime rate down.On solving these cases, the officer further added that a tight watch over the second-hand car dealers across the Capital and intense round-the-clock vigil over the unauthorised parking places, where these stolen vehicles are hidden by the gangs until disposed of, has also helped in recovery and arrests. As an advice to the car owners, the officer also mentioned that everyone must ensure that their vehicle has GPS installed. “In many cases, vehicles have been recovered even when it has been taken across the state borders,” he said.SOUTHWEST TOPS2017Total car-jacking: 97 Solved: 45 District with highest:Southwest (33)2016 Total car-jacking: 124Solved: 67District with highest:Rohini (44)

5,500 first-time stone pelters to be granted amnesty in 2018

Call it a New Year gift to the misguided stone throwers, Jammu and Kashmir government is reviewing cases of 5,500 youth in a bid to save their academic career and amalgam them into the mainstream.Under the amnesty scheme for misguided youth, cases of around 5,500 first-time stone pelters of 2016-17 are being currently reviewed by the expert committee constituted by the Jammu and Kashmir government.Earlier, in November, cases against 4,327 youths involved in 744 incidents of stone pelting and other law and order problems during 2010-2014, were withdrawn under the Chief Minister’s amnesty scheme. Around 634 youths involved in 104 cases of 2008-2009 were given amnesty under this scheme.”Due to the improvement in situation this year the government took a decision of amnesty for those children who were misguided and not involved in heinous cases so that their career is not ruined. Same committee has been authorised by the government to review the cases of 2016-17. There are cases against 5,500 children and the committee, which I am chairing, is examining them,” said Dr Shesh Paul Vaid, director general of police (DGP), Jammu and Kashmir.Jammu and Kashmir police have brought back 74 boys from the jaws of militancy this year in the valley. Plus the new homecoming policy for local militants too have yielded positive results. “Seven boys have come back to join their family. I hope more boys will come back. Our effort is that the local terrorists should drop guns and we will help them to join the mainstream,” said Dr Vaid. The Director General of Police said this year around 206 terrorists have been neutralised, of which 84 were locals and 121 foreign terrorists. “It (local recruitment) has come down drastically and I am sure things will further improve,” he said.Additional Director General of Police, Kashmir, Munir Ahmad Khan said this year they have targeted leadership of militants who besides taking active part of terrorism were recruiting youth to militancy.”This year they have started operation in the areas where for some reason police was not able to enter for two years. There was resistance at some places. During the course of encounters there were some civil casualties because of cross fire. We have been appealing people to avoid going to sites where encounters are on,” said Khan. This year around 24 civilians have died near the encounter sites across Kashmir. “There is misconception that Operation All Out is about killing. It is not like that. Part of it is killing but it is about overall improvement by way of getting youth back, surrender and counselling,” he said.BUILDING TRUSTJ&K police, in 2017, brought back 74 boys from the jaws of militancy. The new homecoming policy for local militants too have yielded positive results. The forces also neutralised around 206 terrorists in 2017. Of this 84 terrorists were locals and 121 of foreign origin.

Terrorists storm CRPF camp, 5 personnel killed

A group of heavily armed Jaish-e-Mohammad (JeM) terrorists stormed the highly secured Central Reserve Police Force (CRPF) training facility in south Kashmir’s Pulwama district on Sunday, and killed five soldiers, including an officer, while injuring three others. Two holed-up terrorists have been neutralised so far.The outfit has claimed the responsibility for the attack. A JeM spokesman called up local news agencies to stake the claim. He also ridiculed the Operation All Out, launched by the security forces earlier this year to eliminate terrorists. The incident took place at 2 am. A group of terrorists cut the barbed wire fence of the 185th CRPF battalion, by the isolated hillside. They then lobbed grenades and fired indiscriminately. Three soldiers were injured after the terrorists stormed the facility and took refuge inside one of the three blocks to engage the troops.Security forces immediately rushed in reinforcements to track down the holed-up terrorists and rescue the soldiers trapped inside the training facility.Several people were rescued before the forces took on the terrorists inside the facility. Fierce gunfight between the two sides continued throughout the day. Five CRPF soldiers, including an inspector-rank officer, were killed and three others were injured in the gunfight. Four of them died due to gunshot wounds and another one died of a cardiac arrest during evacuation. Two terrorists were also neutralised and efforts are on to neutralise other terrorists hiding in the facility.”We have recovered bodies of two terrorists. When the room intervention (room by room sanitising operation) was on to retrieve the third body, security forces came under heavy fire from the hiding terrorists. The exchange of fire is currently on,” said Rajesh Yadav, CRPF spokesman for Kashmir. The attack comes days after JeM vowed to avenge the killing of its midget chief, Noor Mohammad Tantray alias Noor Trali, by security forces in the Samboora village of Pulwama district.”I think the inputs had been coming for the last two-three days. They had been trying. They probably could not get a place and time earlier. So, they struck last night. The challenge has always been there but as long as our neighbour (Pakistan) keeps sending people like this, my police, security forces, and the people of Kashmir have to go through this. This is unfortunate,” said Dr Shesh Paul Vaid, Director General of Police.Situated on a hillock, the 185th battalion CRPF camp is a huge complex used as a training facility for jawans and officers inducted for counter-insurgency purposes. The facility also houses the police component. The complex consists of an office and administrative block, residential quarters, and a control room.”The terrorists took shelter in the quarter block. There was no hostage-like situation. Of the four soldiers, one each is from Kashmir and Rajouri district of Jammu. Two others are from Rajasthan and Himachal Pradesh,” Yadav said.Calling the terrorist act dastardly, chief minister Mehbooba Mufti said violence has taken a heavy toll on the society in the state, in terms of death and destruction, tearing apart of social fabric, massive economic, academic, and social losses, besides the irreparable loss of human lives. The terrorist attack on CRPF facility comes almost three months after the security forces repulsed a Pathankot-type terror attack and killed three JeM terrorists, soon after they stormed a highly fortified Border Security Force (BSF) camp neighbouring the Srinagar International Airport and the Air Force Station on October 3.

Sena MP Ravindra Gaikwad who hit Air India staffer yet to be questioned: Delhi Police

After a case was registered, a Crime Branch team visited the airport to ascertain how the argument broke out between the MP and the AI manager. 15 AI staffers were questioned, including Sukumar. "The MP has not been questioned in the case. Both the parties have reached a compromise. We might file a closure report after fulfilling legal formalities," said an official privy to the probe. The incident had triggered massive outrage with the Air India and other private airlines even banning the MP from flying. The ban was later revoked after the MP wrote a letter to Union Civil Aviation Minister Ashok Gajapathi Raju expressing "regret" over the unfortunate incident. ”

Parakram vans, commandos to ensure safe revelry

With an aim to ensure a safe New Year’s Eve for Delhiites on Sunday, the Delhi Police will be on its toes, with special drives being launched against drunken driving, smoking in public places, and hooliganism. The police will also stay alert against threat perceptions conveyed to them by the intelligence agencies. For the purpose, anti-terror Parakram vans and additional force have been strategically deployed on the streets.Senior police officers told DNA that at some places, a special drive to identify those smoking in public places has been taken up. Those driving after drinking and violating traffic norms will also be under strict scrutiny of the Delhi Traffic Police, which will step out with additional force on Sunday.”Preventive measures against possible threat perceptions, such as vehicular attacks or lone-wolf attacks, have been taken. Parakram anti-terror commandos will be deployed at crowded places and barricades will be erected to regulate traffic flow. Pickets are also being raised on identified stretches, so that all moving vehicles are under close watch,” a senior police officer said.Talking about ensuring a safe and happier New Year, Delhi Police PRO DCP Madhur Verma said three-tier arrangements have been put in place. “Places of gathering and party hotspots will have additional deployment of Emergency Response Vehicles and Quick Reaction Teams, along with Delhi Police’s patrolling motorcycle squads. These will keep an eye on every corner of the city and will be able to reach to any spot of emergency in no time,” Verma said. The DCP further said that the police station staff and traffic police deployment has also been ensured. They will be equipped with breath analysers to keep a strict check on drunk driving.”Traffic diversions have been planned, so that neither the party goers nor the vehicular movement disrupt each other’s functioning. Senior officers will be on round and the deputy commissioners of police have been asked to personally supervise the arrangements,” he said.”Many people prefer visiting religious places on New Year’s Eve. So, temples, mosques, and other religious places are also under tight vigil and additional deployment has been ensured at such places to thwart any kind of drunken brawl, robbery, and hooliganism,” the officer said.MEASURES TAKENParakram anti-terror commandos will be deployed at crowded and party places. Tamil Nadu lags in cable digitisation: I&B

The report of the standing committee on I&B has revealed that though Delhi, Mumbai and Kolkata had clocked 100 per cent digitisation of cable TV services, Tamil Nadu was holding up owing to litigation of the ideal of achieving complete digitisation in the four metros. While complete digitisation was sought to be achieved in the four metros by October 31, 2012 in Phase 1 of the four-phase plan devised by the ministry, litigation by Arasu Cable had held up matters there. The same litigation was also responsible for holding up digitisation in Coimbatore, which falls under Phase 2. In the latter phase, which includes 38 cities that have a population of more than a million, it was to be completed by March 31, 2013.For the same reason, Phases 3 and 4 also had been disturbed and complete digitisation was pending. Phase 3, that includes “all other urban areas” apart from Phases 1 and 2 and Phase 4 which includes the rest of India had to reach complete digitisation by the extended time limit of March 31, 2017, but owing to the TN factor, “about 75% digitisation has been achieved in Phase III and IV areas (excluding Tamil Nadu). The ministry also cited “stays/extension granted by some High Courts in a large number of court cases filed in different courts” as hurdles in achieving 100 per cent digitisation. At the request of the ministry, all these cases had been transferred to the Delhi High Court, but the process took “considerable time”. Owing to delays, the ministry extended the deadline for the sake of consumers, but a large number of stakeholders took this for granted, expecting further relaxation. This, the ministry said, caused further delays.”On the cut off date of 31.3.2017 for Phase 4 areas, the progress of digitisation was about 70 per cent (excluding Tamil Nadu),” the report said. The ministry also said that the help of “Authorised Officers”such as DM, SDM, ADM and Commissioner of Police were considered essential to “take action against defaulting cable operators”.HC ORDERSThe I&B ministry also cited “stays/extension granted by some High Courts in a large number of court cases filed in different courts” as hurdles in achieving 100 per cent digitisation.

Kamala Mills tragedy: Pub claims fire emanated from ‘adjoining quarters,’ rejects cops’ version on safety violations

Claiming that it had all the fire safety regulations in place, the ‘1 Above’ pub, where a massive blaze killed 14 people, where a massive blaze killed 14 people, on Friday said that the fire emanated from the “adjoining quarters” to the establishment. In a statement, ‘1 Above’ rejected the claims made by Mumbai police and civic officials which said that pub did not follow fire safety norms, violated regulations and its staff fled from the scene after the fire erupted. “The facts of the incident, as seen by our staff, indicate a rising fire that began to emanate from the adjoining quarters to 1Above. We presume the unmanageable nature at the preliminary source of the fire resulted in it’s escalation to our property where all owners, staff and restaurant management from 1 Above engaged immediately in clearing the crowd from the establishment,” it said.It added, “There was no escape from Mojo’s Bistro therefore we believe that all their guests were told go through the premises of 1Above as we have an emergency exit. Hence patrons from Mojo’s Bistro also began to rush into our premises as we helped the Fire Brigade that had arrived at the scene to evacuate guests. All our premises are well inspected and we have the requisite permissions for the same.” The managment of the ‘1 Above’ pub claimed that there were over 10 fire extinguishers and “adequate fire safety signatures” in the premises as is required by the authorities.”1Above has all it’s fire safety regulations, licenses, procedures and norms in place – we have been able to help save many lives thanks to our fire safety protocols and are grateful to our staff for their presence of mind and help in this time of crisis,” it said. 1Above conducts a quarterly fire safety and crisis management training, it said. Earlier, Mumbai police and civic officials said the pub did not follow fire safety norms and violated regulations on encroachment with obstructions blocking its emergency exit.Contrary to the claim by 1Above, police said, the pub’s manager and other staff fled from the spot instead of helping the customers injured in the blaze.”No fire safety norms were followed by the pub and the management did not make any arrangement for the safe exit of its customers during the blaze,” police said. They said there were hindrances created on the emergency exit way. “Negligence on the part of the pub led to the death of 14 customers and injuries to several others.” “The manager and other staff of the pub ran away from the spot without helping those injured in the blaze,” police said.Meanwhile, a civic official told PTI the Brihanmumbai Municipal Corporation (BMC) had taken action against the pub more than three times for “violations”.According to the official, the pub had obtained the fire safety and building permissions from the civic body in October 2016.”However, as ‘1 Above’ flouted the rules and regulations by way of encroachment and other violations, the BMC had taken legal action against its management on May 27 for using the open space for commercial activities,” he said.Notices had been served on the pub on August 4, September 22 and October 27 this year by the BMC, asking it to stop encroaching on the open space, he said.”On August 2, we razed a portion of the pub for encroaching upon the open space. Thereafter, on October 22, we seized the open space, where it illegally served the customers. Despite that, the owners of the pub had indulged in violations,” he added. The fire started at the rooftop of the pub which was hosting a birthday party and spread rapidly through the building, killing 14 people, most of them women, shortly after midnight. The police have booked Hratesh Sanghvi, Jigar Sanghvi and Abhijeet Manka of C Grade Hospitality, which manages the pub, along with others, under IPC sections 304 (culpable homicide not amounting to murder), 337 (causing hurt by act endangering life or personal safety of others) and 338 (causing grievous hurt by act endangering life or personal safety of others). The case has been lodged at the N M Joshi Marg Police Station. Verma was allegedly blackmailing him, which resulted in his arrest. The police seized over 300 CDs from Verma’s house. Month on, Connaught Place molester roams free

Almost a month after a 32-year-old professor was molested in Connaught Place, the heart of the national Capital, the Delhi Police have failed to get any major breakthrough, though a sketch of the accused has also been made with the help of the victim. The police, however, maintain that a dedicated team is working on the case. The woman was molested on the terrace of her office building on November 30. A man groped her, unzipped his pants, and masturbated in front of her while she was taking a break from work. The accused also snatched her phone before fleeing from the location. DNA was the first to report the incident.Four days after the incident, the police got a sketch of the accused made, which was then circulated. The accused, however, still remains at large and has not been identified till now.Investigating officers said the accused was not known to the victim. He was wearing spectacles at the time of the incident. The police officers scanned the CCTV footage from the entire area. A list of people, including courier staff, regular visitors, food delivery men, cleaning staff, and other people who would often visit the building has also been made. So far, nearly 100 people have been verified through the sketch.”We have made a list of people who come to the building. It is a time taking procedure but our teams are working on it. We have put up the sketch at several places and are hopeful of nabbing the accused soon,” said BK Singh, DCP, New Delhi.

Seizure of party drugs rises sevenfold this year

There has been a sevenfold rise in drug seizures in 2017 compared to last year. The data revealed by the Mumbai police’s Anti Narcotics Cell (ANC) shows that the value of the party drugs seized in 2017 is roughly seven times that of the value of those seized in 2016.Data suggests that while drugs worth Rs 1.86 crore were seized in the entire year in 2016, drugs worth Rs 12.50 crore have been seized this year 2017 till December 15.More notable is the seizure and demand of high-profile party drugs like heroin and LSD, which are imported through the darknet using bitcoins, said police. The LSD haul has increased from 116 dot papers last year to 1,615 this year, while that of heroin has risen from 1 kg to 2.14 kg, which is worth almost Rs 3 crore. The ANC said that due to their sustained action on MDMA manufacturing units, which is the source of the supply of party drug M-Kat, the latter’s availability in the market has taken a hit. However, the demand for other party drugs started increasing and more heroin and LSD found its way into the city.”MD had replaced high-profile drugs like cocaine and heroin as it is manufactured in India itself and has a huge demand in the local market. But since the crackdown on its manufacturing units, other drugs’ supply started increasing. The origin of these drugs is out of India. For drugs like LSD, the suppliers use Darknet, which is alarming because all transactions take place in the virtual space using bitcoins,” said a senior police officer.MD, which is a component of the M-Kat, also known as meow-meow and mephedrone, is usually in high demand considering its easy availability and cheaper rate. In the year 2017, MD peddling saw a sharp rise, increasing from 3 kg to 33 kg (worth Rs 6.6 crore).”The increase in seizures is owed to sustained action against drug syndicates operating in the city. There is a change in the trend of drug supply after our crackdown on MD suppliers and manufacturers. We are continuously cracking the whip on drug peddlers and targeting suppliers,” said Shivdeep Lande, Deputy Commissioner of Police (ANC).

Five more minors rescued from Dixit Ashram branches

After Vijay Vihar in Rohini, members of the Delhi Commission for Women (DCW), the Delhi Police, and other authorities concerned conducted raids and rescued five more minors from suspected confinement in ashrams in Dwarka, Palam and Uttam Nagar on Saturday. Following this, the Delhi Police clarified that the Adhyatmik Vishwa Vidyalaya in Rohini, from where 41 girls were rescued, is far from getting a clean-chit.Eight sites in Delhi, owned by the self-styled godman Virendra Dev Dixit, were identified for raids, after a raid on the Adhyatmik Vishwa Vidyalaya in Rohini revealed a gory reality.DCW chief Swati Maliwal, who was present during the raid, said the same prison-like situation was found at the Mohan Garden site, where 21 girls were living in similar conditions. “The Ashram was smaller but prison like. The girls were kept locked. There were stacks of medicines and no registers were maintained. When questioned, all girls had evasive replies. Many girls are undergoing psychological treatment and have been shifted from the Vijay Vihar ashram,” she said.Maliwal added that locals told them that many girls were removed from the premises before the DCW’s visit. “The Baba is operating under complete secrecy and these Ashrams seem to be den of illegal activities. The Central Bureau of Investigation (CBI) should shut down these Ashrams and arrest the Baba. All girls should be rescued. Further, the CBI should also investigate the role of the police and political leaders in this matter. I am glad that rescue operations are being undertaken in other parts of the country as well. This Baba should be put behind the bars immediatelt,” the DCW chief said.Meanwhile, during a press conference, Delhi Police PRO Madhur Verma said they have received complaints from parents of girls living in Vijay Vihar ashram a number of times. He said many inquiries were being done under the court’s supervision and in many cases, counter complaints by girls were also given.”In one case, the court had directed the police to provide protection to a girl living in the ashram and her parents were directed not to take her out of there forcefully. In another case, a victim was given liberty to live in the ashram, if she wished to. So far, two FIRs have been registered against this Ashram at the Vijay Vihar police station. Both matters are under investigation and statements of victims have been recorded,” Verma said. The Deputy Commissioner of Police further said that since the rescue of 41 girls, the police have visited the premises twice. “The matter is being probed as per directions from the High Court. The Delhi Police hace never given a clean chit to the ashram. The DCP concerned had visited the ashram earlier as well, on a complaint from a Rajasthan family that their daughter was forcefully confined there. The officer met their daughter personally,” he said.

The second complaint has been lodged by the police on their own in which 13 named and 100 unknown people have been made accused. If needed, an FIR or other legal action will only be taken after the inquiry is completed,” he said.According to the bride’s father, he had called the groom’s family and relatives for a small reception after the marriage. But there have been protests outside his house since Friday morning.”Due to the entire scene, my guests were fearful, and we asked them to leave because of safety issues. I had been getting calls from several people who wanted us to call the marriage off for past two days,”said the bride’s father. The father added that the marriage was performed under the provisions of the Special Marriage Act on Friday and the bride and the groom signed the documents at the court. “There is no pressure whatsoever on my daughter to convert,”he saidOn Friday afternoon, hundreds of protesters, including those from the Bharatiya Janata Party (BJP) and right-wing organisations, protested outside the home calling the marriage an “anti-national act and a case of love jihad.”Protesters, led by BJP’s city unit, raised slogans and tried to barge inside the house but were stopped by the police who had to lathi-charge them to maintain order.WEDDING PROTESTEDAccording to the bride’s father, he had called the groom’s family and relatives for a small reception after the marriage. Cops’ neighbourhood watch schemes failed to uncover sex racket

With as many as eight sites identified in the Capital where minor girls were kept in confinement and were allegedly being sexually assaulted in the garb of running ashrams, Delhi Police’s numerous neighbourhood watch schemes seem to have crumbled completely. From the ‘Eyes and Ears scheme’ to ‘Thana-level and district level committees’ and even ‘Community policing’ that the Delhi Police Commissioner has often been talking about, surprisingly, did not help unveil the racket. When DNA spoke to locals and RWA members, it was revealed that the Delhi Police’s Neighbourhood Watch Schemes have not reached far. Thakur Vishambhar Singh, president of the Vijay Vihar Residents Welfare Association told DNA that a similar issue was raised two years ago when they had also informed police about such practices in the Ashram, but nothing was done.”Beat constables used to come and question us but nothing was ever done. And as far as Neighbourhood Watch Schemes are concerned, no meeting of RWA has been held by police officers in our area. We internally meet often to discuss matters, but police has never participated,” he said, adding that the police have been aware of the Ashram menace for long. The Delhi Commission for Women (DCW) on Wednesday in a joint raid with police rescued 41 girls from Adhyatmik Vishwa Vidyalaya in Rohini owned by a self-styled Godman Virendra Dev Dixit, after parents of a few girls admitted there created ruckus on not being allowed to meet their daughters. After their rescue from “inhumane conditions and confinement”, a further probe revealed eight other addresses owned by Dixit are also practicing the same. Eventually more rescues were made on Friday and Saturday from Dwarka, Mohan Garden and Uttam Nagar areas.Such major rescues which unveils a strong nexus of authorities running sex rackets in the Capital, have also raised questions on the community policing initiatives that the Delhi Police has often been talking about at public platforms.According to Delhi Police the ‘Neighbourhood Watch Scheme’ has enhanced security by keeping residents alert. At present, police claims this scheme is functional in 2,252 residential colonies and housing complexes. Further, ‘Eyes and Ears Scheme’ to sensitise roadside vendors, security guards, parking attendants, auto drivers, welfare associations etc. to keep a watch and look for suspicious persons and inform police immediately. Moreover, ‘Thana Level/District Level Committees’ are constituted by the order of L-G, headed by area MLA with members like ACPS and SHOs of the area. It also includes representatives from RWAs, educational institutions, women’s organisations and representatives from students and labour associations. The DCP is its convenor and the meeting of the committee is held once in three months, police claims.Apart from these, special community policing schemes have been launched like ‘Jan Sampark’ wherein senior police officers go to their respective areas on a pre-scheduled time and hear public grievances for speedier solutions to people’s problems/grievances.Despite repeated attempts, Delhi Police PRO could not be contacted for comment.

Thane: Days after a tragic death of a horse, activists demand registration of animals

Days after a horse died after drowning in Thane’s Masunda lake, animal rights activists are shocked over the negligence as the horse was not registered. Many are angry because despite a Government Resolution (GR), letters from Animal Welfare Board of India (AWBI) and 10 years of correspondence by an animal right activists, none of the horses in the city are licensed.“Working equines come under the purview of Performing Animals Rules (PRA) and therefore should be registered in accordance with the rules. Apart from this licensing with the police or local authorities will ensure that horses go through yearly medical fitness checks, which is otherwise completely ignored by the owners,” said Shakuntala Majumdar, President, Thane Society for the Prevention of Cruelty Animals (TSPCA).She also said that despite the fact that she has been pursuing this issue with Thane police since 2010 nothing has been done yet.Majumdar informed, “Animal Welfare Board of India (AWBI) had written to Thane Police Commissioner in 2010 asking valid licenses be issued to all the horses used for joy rides in Thane after which even a GR was issued and TSPCA has been regularly following up the issue yet nothing has been done so far,” she said adding that having license will also make them responsible owners as they will be answerable in case of any such incidents. In fact in absence of any registration or license horses in Thane are regularly abandoned and even left when they are injured.“We have had several animals that were found injured or abandoned and were treated at TSPCA and we even rehabilitated some of these horses,” she said adding that to check on abandoning by owners they had even suggested that the horses be micro-chipped, which which has a unique ID number that can be read using a device.

Delhi High Court orders inquiry into Delhi Ashram after Dera-like charges

The Delhi High Court initiated an inquiry on Tuesday against a Rohini-based ashram, called Adhyatmik Vishwa Vidhyalaya Ashram run by one Virendra Dev Dixit, after it received “serious allegations” of sexual assault on women and minor girls who have been allegedly held captive there under the garb of guiding them to enlightenment.Without making any direct references to Ram Rahim or the Dera Sacha Sauda sect led by him, the bench said similar activities were going on in Sirsa. “This issue is similar to the situation faced in Sirsa, where the girls and women were illegally confined,” a bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar said.A plea was filed by an NGO for Social Empowerment on behalf of several parents whose daughters have been wrongly confined in the ashram. The matter came to light last month when a family from Jhunjhnu, Rajasthan, visited the ashram to meet their daughter who had been detained since 9 November. The plea said that the parents were not allowed to meet her.Another such parent, whose daughter is a Chemical Engineering scholar with a PhD and Post Doctorate from IOWA State University (USA) in nano technology, was also present in court. They stated that their daughter has also been confined. An alleged victim said in the court that the people at the Ashram brainwash girls and women and sexually assault them under the pretext of religion. “I was left by my parents (at the ashram) for a two-month course, during which I was sexually assaulted. They brainwash people stating that no wrong deed is being committed. Wo kehte hain ki bhagwan hai (they say they are god),” she said.Several such cases were brought to light in the court through the plea, which also claimed that the victims are kept under the influence of drugs and indoctrination, and are being used to run a prostitution racket. The court directed Delhi Police Commissioner, Amulya Patnaik, to depute an official not below the rank of a Deputy Commissioner of Police (DCP) to conduct an inspection of the ashram. The bench constituted a three-member committee comprising DCP (Rohini) Rajneesh Gupta, a representative of the Delhi Commission of Women (DCW) Swati Maliwal and Nandita Rao to immediately conduct an inspection and submit their report by the next date of hearing, i.e. Wednesday. The court also directed a videography of the inspection. The matter came up on urgent mentioning following which the bench expressed serious concerns about the issue. The plea, filed through advocate Shalabh Gupta, alleged that these so-called ashrams have become like jails where women (both minor and major) are being detained and exploited by the founders. The bench said that the plea is of an “extremely urgent nature” and “suggests dangers to the lives of the girls illegally confined”.The court also expressed its displeasure on the non-registration of FIRs in five complaints, one of which also includes suicide. The inmates of the ashram are mostly women and all of them come from various parts of the country. The matter has been listed for hearing today.
