Ahead of New Year’s Eve, Jaipur civic body cracks whip

In light of Mumbai’s Kamala Mills fire tragedy on Friday, the Jaipur Municipal Corporation (JMC) swung into pre-emptive action and on Saturday, as its firefighting cell conducted a surprise inspection of more than two dozen hotels, restaurants, multiplexes and shopping malls; in it, six notices were issued. This surprise inspection will continue on Sunday, too. Additionally, the JMC has issued an advisory to prevent fire accidents on New Year’s Eve.Due to the weekend and New Year’s Eve falling together, and the ongoing winter season, a large number of tourists are expected to descend on the city and pay patronage at hotels, restaurants, clubs etc. In such a situation, to prevent another Mumbai-like tragedy, the civic body issued the firefighting advisory wherein all commercial establishments where a large gathering is expected have been instructed to keep the fire-fighting system fully-functional.To that end, if any event is being organised for the New Year’s celebration, then they will have to obtain the fire NOC from JMC and action will be taken if found lacking. On Saturday, two civic body teams conducted surprise checks at different locations in the city. “Both the teams made surprise visits to more than two dozen hotels, restaurants and other places. During these visits, the fire fighting system, entry and exit gate and the fire NOC of the programme were examined,” said Jalaj Ghasia, JMC’s Chief Fire Officer, adding, “During this time, the exit gate of some hotels and restaurants were found closed and were opened only when pointed out. Some establishments had not procured the fire NOC for their upcoming celebrations. Therefore, a notice was issued to such establishments.””Fire-fighting staff will be available 24 hours at all 11 fire stations. Apart from this, the reserve staff has also been kept ready,” he said.

Kargil martyr’s widow dies after Haryana hospital denies treatment without Aadhaar card, Centre orders probe

Widow of a Kargil martyr died in Haryana’s Sonipat after a private hospital allegedly denied her treatment in absence of Aadhaar Card, prompting the Centre to launch a probe into the matter. The son of the woman, Shakuntala Devi, alleged on Friday that he brought her ailing mother to the hospital for the treatment but the hospital refused to treat her as she did not have the original copy of the Aadhaar card.Shakuntala Devi was suffering from throat cancer and was also a heart patient. “With her condition worsening, my brother-in-law Ravinder Kumar and I took her to the ex-servicemen contributory health scheme (ECHS) hospital in Sonipat and got the referral slip for Tulip Hospital on Wednesday evening,” her son Pawan Kumar Balyan said. “I brought my mother in a serious condition to the hospital. They asked me to get the Aadhaar card, but I didn’t have it then so I showed them a copy in my phone. I said that I will get Aadhaar in an hour or so, meanwhile begin with the treatment but the hospital refused to do so,” he said. However, Tulip Hospital in Sonipat denied the allegation levelled by the victim’s son saying that the Aadhaar card was mandatory only for documentation process and not for treatment.”We never denied them treatment. Please note that he never got the patient to the hospital. We have never stopped any treatment due to Aadhaar card ever,” said a doctor at the hospital. She was the wife of Havaldar Laxman Dass who was posted with the 8th Jat Regiment in Muskoh valley near Kargil and died of bullet injuries during a gun battle with intruders on June 9, 1999, according to a Times of India report. Meanwhile, Minister of State for Health and Family Welfare Ashwini Kumar Choubey on Saturday said that a probe would be conducted by the ministry into the death. He added that all states were asked to implement the ‘Clinical Establishments Act’ to avoid such incidents in future.”The state government should take this matter seriously. Our ministry will conduct a probe into it. The Centre has also asked all states to implement ‘Clinical Establishments Act’ which will help us reduce such incidents,” Choubey said. Haryana Chief Minister Manohar Lal Khattar also promised to punish the guilty. “I have received information about it. We will conduct an inquiry and punish those found guilty,” he told reporters on Saturday. (With ANI inputs)

SDMC seals Chhattarpur farmhouse, traders protest

The South Delhi Municipal Corporation continued with its sealing drive on Tuesday even as the Aam Aadmi Party (AAP) alleged that the move was rather to”fill its coffers”. The corporation also extended its drive to agricultural properties being used for commercial purposes while sealing a farmhouse in Chhattarpur. The farmhouse used to host social functions and events, and had an additional built-up area, said the civic officials. The civic body had on Saturday sealed 51 restaurants and shops in Defence Colony market for “illegal” construction and not paying conversion charges. The sealing drive is being taken on the directions of the Supreme Court-appointed Monitoring Committee which, in a meeting with commissioners of the three municipal corporations and the Delhi Development Authority (DDA) on Tuesday, directed the agencies to carry out the drives in all the areas under their jurisdiction. The AAP, however, alleged that the Monitoring Committee was acting as a”tax collector” for the BJP-led corporations in the city.”We have asked all the civic agencies to carry out the drive in areas under their jurisdiction,” said Bhure Lal, former bureaucrat and member of the committee.Meanwhile, the trader’s body of the Defence Colony market, along with AAP MLA Saurabh Bhardwaj and local councillors, met the south corporation commissioner demanding the withdrawal of the sealing drive. They also asked for some time to pay off the conversion charges.”We were assured that the drive will be halted immediately while we have got three months time to pay the pending conversion charges. We have also urged them to reduce or waive off the conversion charges from Rs 89,000 to Rs 22,000 for which a proposal is pending with the Central government’s urban development ministry,” said RK Bhatia, member of the traders association.Kamaljeet Sehrawat, Mayor, South MCD, agreeing to the traders’demands said she will meet the Monitoring Committee in this regard on Wednesday.”We will be meeting the Committee to take the drive in a phased manner and give enough time to traders to deposit charges. Also, we plan to reduce the conversion charges from 89,000 to 22,000 as per the proposal,” said Sehrawat.

Bridging the dead end

At least 33 people were killed on Saturday when a bus crashed through the railings of the bridge and fell into the Banas river in Rajasthan’s Sawai Madhopur. What was more shocking and can be termed a major infrastructure failure was that the bridge on which the tragedy took over, didn’t have warning boards and the railings were not fortified which reflects the poor state of the bridge and ‘low-class’ engineering. According to the Central ministry of road, transport and highway, there are 8 major bridges in the state which can collapse at any point of time.Bridge inventory and condition survey were carried out by the Central ministry recently. The survey was basically based on visual inspection, according to which 8 major bridges of Rajasthan were found under distress condition which means bridge could collapse anytime. According to this survey, there are 5 major bridges under Udaipur region namely Panarwa, Subedra, Gogla, Nayarahat and Looniyara which are under the threat of collapse. One bridge under Ajmer region in Nagra is also on the list. One bridge at Mohabbatpura under Dausa region and one bridge at Belapur under Jaipur region is facing severe condition.Warning from the past: Deaths due to the collapse of structures: Data from the National Crime Records Bureau (NCRB) indicates that a total of 38,363 people lost their lives due to the collapse of various structures between 2001 and 2015. Most people lost their lives due to the collapse of residential houses. In Rajasthan, 2,066 people lost their lives due to structural collapse. The NCRB categorizes the data on the collapse of structures into 5 different categories. Between 2001 and 2015, the collapse of bridges recorded the death of 1,217 people.Kota bridge collapse30 people were killed on December 2009, 2015 due to a collapse of an under-construction bridge over Chambal river in Rajasthan. After 10 months, a high-level probe identified non-compliance of construction sequence prepared by the project designer as one of the main reasons behind the accident.

Slaughter cow and get killed, BJP MLA warns

BJP MLA Gyan Dev Ahuja has once again courted controversy by warning that those who smuggle and slaughter cows will be beaten up and killed. Ahuja was responding to a query about an alleged cow smuggling incident on Saturday, wherein villagers in Ramgarh, his constituency in Alwar district, thrashed a suspected cow smuggler.Ahuja’s threat came a day after he denied Saturday’s attack, insisting that the suspected cow smuggler suffered injuries after the vehicle he was travelling in overturned.Talking about his favourite topic, cows, Ahuja said, “Gautaskari karte hain, isliye maar khate hain. Maar khaane ke liye gaye hi kyon? Gautaskari karoge aur gaukashi karoge to yun hi maroge kyonki janta mein gay ke prati aastha hai.” (They get beaten up because they smuggle cows. Why did they do it?. People who smuggle and slaughter cows will get killed because people revere cows.)This is not the first time Ahuja has kicked up a storm. His statement against JNU students — that 3,000 used condoms, 2,000 empty liquor bottles, 10,000 cigarette butts and 4,000 beedi stubs are found in JNU every day — had created a major controversy, leaving his party red-faced and subject to severe ire, especially from JNU students. In another instance, Ahuja went on record to say that Pahlu Khan, who was lynched by cow vigilantes, had died of heart attack, even before his postmortem report was out. He had also claimed he was a ‘gaurakshak’ and his ‘men’ patrolled highways at night to ‘catch’ cow smugglers.Ahuja put his party men in another embarrassing situation when, during an interaction of BJP MLAs with national party president Amit Shah in Jaipur, he had asked Shah when the Ram temple would be constructed.

Those who did not fight for Cong will face action: Rahul Gandhi

Those within Congress who did not work to make party candidates win will have to face disciplinary action, said Congress President Rahul Gandhi in Ahmedabad on Saturday. He also assured that those who had worked for the party will be rewarded and that the grand old party also has a bright future.Addressing the party workers in Ahmedabad after a review meeting with the party leaders and MLAs, the newly elected party President said, “90% of workers fought for the party. 10% did not help the party. We will act against them, whoever they are, however big they may be. Everything will happen in a gradual manner.”Rahul thanked workers for their fine show even if the party did not get majority. Terming the performance a victory of sorts, he said that it was an uneven fight with BJP putting all the might of central and state governments besides ‘money power’, while Congress had only truth to rely upon.”We fought with love and we have won,” he said adding that during the course of the campaign, Congress was successful in bursting myth about development during Narendra Modi’s rule in Gujarat. “Inspite of asking so many questions, the PM was not able to reply,” he said.Gujarat Congress in-charge Ashok Gehlot said that PM Modi and BJP President Amit Shah had a tough time countering the onslaught of Congress and they had to take resort to sea plane and ‘Son of the Soil’ aspects to emotionally appeal to the masses. L-G: Fast track construction of Rani Jhansi flyover project

Lieutenant Governor Anil Baijal took stock of the long-delayed construction of Rani Jhansi flyover being built to ease out congestion by the municipal corporation in north Delhi on Saturday. The L-G has directed the civic agency to put work on a “fast track mode”.The 1.6 km flyover was proposed to be built since the erstwhile MCD was in power and has missed a number of deadlines since. The latest deadline was of January 2018.”The officials were told to expedite the development of the portion by putting all the resources so that commuters on the route can get relief by availing services at the earliest,” said a statement issued by the L-G’s office. He also directed the Public Works Department (PWD) and traffic police to study traffic pressure for its smooth flow at the entry and exit points of the grade separator from both sides so that it may not become a bottleneck. Also, officials of the North MCD have been asked to put up a weekly report on any hurdles being faced by them in the completion of the project.Four times the initial cost, the flyover was earlier given December-end as its deadline. From Rs 177.70 crores in 2008 to Rs 722 crores in 2016, the delay has caused the cost to go up manifold. The grade separator to link Filmistan to St Stephens Hospital, Tis Hazari was to ease traffic movement in areas including Civil Lines, ISBT Kashmere Gate, Karol Bagh, Paharganj, Sadar Bazar, Azad Market, Kamla Nagar and Mandir Marg, among others. However, civic officials have been claiming that they faced many complications in shifting utilities as well as the traders from the area.Fresh ordersThe L-G also directed the PWD and traffic police to study traffic pressure for its smooth flow at the flyover’s entry and exit points.Officials of the North MCD have been asked to put up a weekly report on any hurdles in the project’s completion.

Do not believe rating agencies’ report: Subramanian Swamy

The reports of rating agencies are unreliable, BJP leader Subramanian Swamy said on Saturday. Recently Moody’s had upgraded India’s rating, while another agency Fitch had lowered the projections of India’s economic growth.Addressing a gathering of Chartered Accountants in Ahmedabad at a function organised by the Institute of Chartered Accountants of India (ICAI), he said that “you can pay them and get the report published.”At a time when there was widespread sentiment of economic slowdown, Moody’s had upgraded India’s sovereign rating after a gap of about 13 years. This had brought cheers to the central government in Delhi. Swamy, however, said that India’s growth story has improved under the BJP-led NDA government, but it is slower than what it should have been. “Our growth should not be less than 10 per cent,” he said.He also advised getting the quarterly data published by the government agencies with a pinch of salt. Organisations like the Central Statistical Organisation (CSO) were also under pressure to bring out a report saying that demonetisation did not have any impact. “I am feeling nervous because I know there is an impact,” he said arguing that the printed report was available on February 1, indicating that it was published about three weeks earlier. “So in January, you calculate the GDP to indicate that there is no impact. How can one calculate it?” he said.Swamy suggested that the CSO has a history of collecting statistical data and one can rely on them, but it should not be forced to do something it cannot do.

CRPF hails amnesty scheme for stone-pelters

Giving a thumbs up to the amnesty scheme for first-time stone-pelters, Central Reserve Police Force (CRPF) on Saturday said that the large-hearted approach will help to encourage more people to shun the path of violenceLast month, the Jammu and Kashmir chief minister Mehbooba Mufti announced a major amnesty scheme and ordered the withdrawal of cases against 4,327 youth involved in 744 incidents of stone pelting and other law and order problems.”The amnesty given to first-time stone pelters is a good step. It will encourage people to shun the path of violence. These people should now take advantage of the large-hearted approach (of the government) and channelise their energy in a positive way”, said Ravideep Sahi, Inspector General of CRPF Srinagar. Most of the stone pelters, who were granted amnesty, were involved in the cases of 2016 unrest. 2G Judge couldn’t have questioned my work: Spl prosecutor Anand Grover

Questions regarding why and how the prosecution lost the 2G scam case continued two days after a trial court acquitted all 21 accused, including some companies, of all charges of corruption.Hitting out against the judgement, senior advocate Anand Grover, who took over as the special public prosecutor, said no fault can be found with his conduct or preparation of the case. “It is wrong for any officer of the court to impeach the integrity of an individual. It is simply damaging to the integrity of the institution,” Grover said, while speaking to DNA on Saturday.”I am very bothered by the insinuations made in the judgement. I had no choice but to respond,” he added. Grover further said the judge breached the integrity of the institution by not telling the truth and using petty irrelevant arguments. In a setback to the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED), special judge OP Saini said the prosecution had failed miserably to prove their case, while acquitting those involved. In a strongly worded judgement, the special judge said the prosecution was unable to prove a shed of evidence to make their case.Reacting to the judgement, Grover said if there was no case, it would have been evident one and a half years ago, when the judge framed questions under section 313.In a criminal trial, once the chargesheet is filed, the charges are framed. After the prosecution has presented their evidence, the trial court judge then frames questions, for which he seeks answers from the defence.Special judge Saini had posed 1,800 questions against former telecom minister A Raja, one of the prime accused.”The charge sheet was vetted by the Supreme Court before it was presented in the trial court, based on which the judge framed charges against the accused,” Grover said. Moreover, he pointed out, that he came in at a stage when the prosecution had completed presenting their case. “I merely argued on the money laundering charges,” he said, referring to the fact that he succeeded justice UU Lalit, who was the SPP before him.The prosecution has hinted at appealing against the verdict in a higher court as Grover believes the trial court’s verdict “is riddled with errors”.

Kupwara killing: Army not happy with senior cop

Even as the Jammu and Kashmir government ordered a time-bound magisterial probe into the killing of 28-year-old taxi driver Asif Iqbal in Kupwara, Indian Army is not happy with a senior police officer in the district over handling of the case.Sources said the Army’s main grouse is that the police officer ‘without any proof’ told media persons that locals have alleged that “the Army opened fire” in which Iqbal got killed at Thandipora village in Kupwara district.Army has maintained that Iqbal was killed in a cross-fire on Saturday night. On Sunday, the defence spokesman at Srinagar said that Army placed ambushes to maintain surveillance over the area on Saturday night based on information about the presence of terrorists in the area.”At around 10:55 pm the ambush party observed suspicious movement of three persons near Nallah in Thindipora village. After being challenged by troops, the terrorists opened fire towards the ambush party which was retaliated. Asif Iqbal Bhat was killed in the cross-fire due to a gunshot wound. Investigations are in progress,” he said.Kupwara District Commissioner Khalid Jahangir had ordered a magisterial enquiry and asked the inquiry officer to submit the report within three weeks. However, the army is not happy the way the senior police officer dealt with the issue. “What prompted him to point fingers at us when probe was yet to be completed? The government has set up enquiry, and law should take its own course. Why did the police officer jump gun? This is a serious issue and one cannot brush it under the carpet”, said an officer. The issue has also created a friction between the two alliance partners of the government. Sources in the BJP said that leaders were not happy at the finger pointing at the Army.

I used to collected fee to fund my project,” he said. While narrating his journey he explained that he first built a prototype of a drone, then developed a technology that could detect metallic landmines from a certain height.“However, my drone did not support the tracking technology. Indefinite strike call by the in-service government doctors on Saturday severely hampered the health services at government health facilities across the state. The doctors posted in District Hospitals, Sub Divisional Hospitals, Community Health Centers (CHCs) and Primary Health Centers (PHCs) remained absent after declaring an indefinite strike, 48 hours prior to the given ultimatum.Meanwhile, the government remained firm on its stand and arrest of doctors continued on the second day. Doctors have called the government action the “Rowlatt Act”.Till Saturday evening, as per the state police headquarters, 52 doctors were arrested across the state for not attending their duties as the Rajasthan Essential Services Maintenance Act (RESMA) is in force. The arrests were made in various districts including Ajmer, Sriganganagar, Bundi, Kota, Karauli, Dholpur, Swai Madhopur, Jhunjhunu, Jhalawar, Jaislamer, Tonk, Barmer and Bhilwara. Though, no doctor was arrested in Jaipur, the police raids were going on to nab the agitating doctors. It is worth mentioning that after the announcement of indefinite strike from December 18 made by the All Rajasthan In Service Doctors Association (ARISDA), state government has already extended RESM, imposed in September for next three months. This is the reason why the office-bearers of ARISDA, including main leaders of the agitation, have gone underground and switched off their mobile phones. However, these leaders are seeking support for the agitation social media. In an another development, the resident doctors have extended their support to in-service doctors’ agitation. In a statement, the Jaipur Association of Resident Doctors (JARD) said that any repressive action against the agitating doctors, resident doctors associated with JARD will also go on indefinite leave from December 18. In Jodhpur many doctors boycotted the work on Saturday to protest against the arrest of doctors. Jodhpur Collector Dr Ravi Kumar Surpur said that if the doctors refuse to resume their duties they will be arrested RESMA Act. He said that arrangements have been made to take the services of the doctors of Railways, AIIMS, army and BSF. He said that during the strike period AYUSH doctors will be deployed at primary health centres. Instructions have been issued to the ANM and other medical personnel to provide immediate treatment and refer serious patients to the district and medical colleges. He said that all relevant senior officers and police officers have been given instructions to take action against the striking doctors.

NCW chief welcomes cabinet’s approval of triple talaq bill

National Commission of Women’s (NCW) acting president Rekha Sharma on Saturday welcomed the Cabinet’s approval of a Bill to make instant triple talaq or talaq-e-biddat a criminal offence.“We fought because we were getting complaints regarding this. We welcome this move by the Cabinet. I also would like to add that any welfare scheme or policy should not be based on religion. The law should be common for everyone. This move is for the betterment of our society. I want triple talaq to be abolished all together,” she told ANI.The bill termed as the ‘Muslim Women (Protection of Rights on Marriage) Bill, 2017’ seeks to criminalise the practice of instant divorce in Islam.Cleared earlier yesterday, it will now be introduced in the winter session of Parliament. The Supreme Court, in August, had passed the order terming the practice of instant triple talaq (divorce) as “unconstitutional.”Despite the order, there have been sporadic incidents of husbands calling off their marriages through phones or messages or by uttering the word ‘talaq’ thrice. Now since the law has been framed to make triple talaq an offence, the victims will have the option of approaching the police and legal system for the redressal of their grievances and for the action to be taken against the husband.

Gujarat elections 2017: BJP confident of victory, but won’t celebrate till results out

The array of Gujarat BJP leaders, ranging from current CM Vijay Rupani, party chief Jitu Vaghani to national leaders like PM Narendra Modi and party president Amit Shah are confident that the saffron party will win the state assembly polls that concluded on Thursday. However, in a bid not to be seen as counting the chicken before they are hatched, it has been quite restrained and anxious.Party spokesperson Jagdish Bhavsar said, “There is nothing like celebration in the party, as it is not the right time yet. We are confident the party will win with more than 150 seats, but there is no need to show exuberance at this moment. We will celebrate on the day of results and that would be statewide. We will not need too much time to prepare for the celebration.”The election has been a closely fought one, as there were many weighing factors. There were issues like community agitations, Rahul Gandhi’s extensive campaigning and temple visits, anti-incumbency in rural parts of state and focus of Modi and Shah on local issues that could turn the tide.A senior party leader, on condition of anonymity, said, “I agree that the party can win in Gujarat, but it will be hard to predict how many seats it will ultimately get. Congress has also worked hard and to an extent, convince many voters of Gujarat. This could lead to upsets and that is why the party is not celebrating till the results. We are keeping fingers crossed. “Meanwhile, the state party leaders are going to meet on Saturday at the party headquarters in Gandhinagar. The meeting will focus on analysing the poll results and discuss other poll-related issues. The party leader also will prepare an account of the poll expenses of party and candidates individually. State Party chief Jitu Vaghani will head the meeting, and will be attended by Rupani, Nitin Patel and other senior leaders.

Greater Noida teen killer wanted food after getting arrested

Hunger and dehydration reportedly led the 16-year-old, who was absconding after killing his mother and sister in Greater Noida, into the police trap on Saturday. Senior police officers said that after losing all his money, the juvenile did not eat or drink for three days, while going from Simla to Varanasi. In fact, after being arrested, the first thing the teenager asked for was food.According to the police, after killing his mother Anjali Agarwal, 42, and sister Manikarnika, 11, in a high-rise apartment in Greater Noida, the boy travelled to five states – Delhi, Punjab, Himachal Pradesh, Jharkhand, and Uttar Pradesh, and Union Territory Chandigarh, between December 4 and 8, before finally being arrested from Varanasi.”He was spotted sitting quietly on the ghats. Local boatmen suspected that he was going to jump into the water and commit suicide, so they made a PCR call. When the Varanasi police picked him up, the first thing he asked for was food,” a senior police officer said.Police said the boy revealed that he hadn’t eaten anything for three days. “We served him food. Later, a call to his relatives revealed he was a suspect in a double murder case,” an officer said.Meanwhile, the teen’s classmates described him as lonely and isolated. He did not have any friends and would often misbehave in class. He would try to provoke or hurt people, would get scolded by teachers, and cry. Recently, he had become immune to the scolding as well.”They recalled how one day, when he was in Class VIII, the boy stabbed a pen into a wooden desk with brutal force and looked very satisfied after that,” the officer added.Police said the boy was not doing well academically and in view of his poor performance, his teachers made him study Computers instead of maths. On Tuesday night, the mother-daughter duo was found murdered in their Greater Noida flat in the 11th avenue of Gaur City-2. The incident came to light when the boy’s father, who was out of town for work, asked his relatives to check on his family as no one was answering his calls. On Saturday, the boy confessed to killing his mother and sister after he was taken into custody by the Gautam Budh Nagar police. He was produced before the juvenile court and was later sent to the correction home on Saturday.
