Thirty-year-old woman found dead at bldg site

A 30-year old woman was allegedly found dead at an underconstruction building with her two-month-old daughter crying next to her in Rohini’s Sector 28 area on Thursday morning. Her husband who is the prime suspect in the case and was with them was found missing in the morning.According to the police the couple along with their child had come to the underconstruction building on Wednesday night. They asked the watchman of the building to provide them shelter and some food to stay the night. “The watchman of the building provided the couple some food and a tripal to spend the night on the first floor, keeping in mind the cold and the child along with them,” said a senior police officer.Around 9.30 am the watchman heard the cries of the child and reached the first floor to check. The watchman saw the little child crying next to her mother who was not responding at all whereas the husband was no where to be seen. The child was taken down by the guards and the police was informed. There were signs of vomitting near the woman’s mouth.Cops are probing all angles including food being stuck in the wind pipe or the possibility of being given stale food by the watchman.The husband has been identified as Shiv whose portrait has been made and circulated.

Gujarat elections 2017: Election Commission says keep strict vigil on flow of liquor

The Election Commission (EC) has announced ‘dry day’ in Gujarat from 5 pm on Thursday to midnight of December 9, till first phase of polls are over. The dry day will also be implemented in two union territories and the border districts of three states neighbouring Gujarat.The dry day will be implemented from 5 pm on December 12 to midnight of December 14 ending the second phase of polls, and on December 18, the day of results.Mohan Jha, Additional Director General of Police (administration), said, “The dry day will be implemented across Gujarat and licensed liquor shops will remain closed on these days. We have issued a notification for the same aiming at a free and fair poll procedure so that voters can exercise their franchise without any fear.”“We have seized liquor worth Rs 40 crore so far,” Jha added.Around 12 lakh first-time voters and 90,000 Divyang voters have been registered in the electoral role. The EC has raised 24,689 polling stations across all polling areas. As many as 1.11 lakh male, 1.01 lakh female and 247 transgender voters will cast their votes on December 9.Chief Electoral Officer in Gujarat BB Swain said: “The EC has distributed voter slips to almost 95% of the total registered voters. When they carry this slip no other document will be required to prove their identity. Special arrangements have been made for Divyang and senior citizen voters for the polling process so that they do not face any difficulty while voting.”“The EC also ran an exercise to sensitise voters for fair voting. Our returning officers have got the petition signed by voters in which they agree to follow the fair practices of voting. The commission has also sent 93 lakh bulk messages to voters on their registered mobile numbers for the same,” added Swain.DIVYANG VOTERSAround 12 lakh first-time voters and 90,000 Divyang voters have been registered in the electoral role. Gujarat High Court reserves order on DGP appointment till Dec12

The Gujarat High Court on Thursday reserved an order on a PIL filed by former IPS officer Rahul Sharma demanding a full-time and regular director general of police (DGP) in Gujarat.The order was reserved till December 12.The court reserved the order after the Election Commission submitted that it had got three names from the state government for appointment as in-charge DGP. It further submitted that the appointment of the new in-charge DGP was done on basis of these names.Meanwhile, the government had submitted that the process of appointing DGP is a long one and that a new DGP will be appointed once a new government is formed. It should be noted that the government had earlier submitted that it cannot make an appointment of a regular DGP at this juncture.The state does not have a fulltime DGP since April 15, 2016, when PP Pandey was given the charge of the post. Aadhaar linking deadline extended

The Centre plans to push the deadline for making Aadhaar card mandatory for 131 services, including banking services, from December 31 to March, 2018. A notification in this regard will likely be issued on Friday, the Centre told the Supreme Court (SC) on Thursday.Attorney General K K Venugopal told a bench headed by Chief Justice of India Dipak Misra the deadline to link Aadhaar number with mobile phones could not be extended beyond February 6, 2018, since the order was imposed by the top court in another PIL.The top law officer’s submission came on the heels of a mentioning made in the Aadhaar matter before a bench that also comprised justices A M Khanwilkar and D Y Chandrachud.The bench then said it would set up a Constitution bench to hear petitions challenging the constitutional validity of the Aadhaar Act next week. At the same time, it would also decide on other related notifications issued by the Centre and see whether any interim orders need to be passed.Representing a batch of petitioners opposing Aadhaar, senior advocate Shyam Divan requested a direction seeking no coercive action against those who have not yet submitted their unique 12-digit identity number and a stay on the enrollment process.Venugopal, however, opposed the move and submitted that the Centre was ready to defend their pet project. “There cannot be a stay on the Aadhaar scheme that has gone on for years,” he said.The top law officer then added that a committee involved in bringing out a Data Protection law, headed by former SC judge BN Srikrishna, was likely to submit its final report by February.Earlier in August this year, a nine-judge Constitution bench declared the right to privacy a fundamental right and said that individual cases challenging Aadhaar would be separately decided by a five-judge Constitution bench.On October 30, the bench said it would hear the Aadhaar matter in November, almost five years after the first plea was filed. Several petitions in this matter have been pending since the top court referred the matter to a larger bench nearly two years ago.

Ex-scribe held for harassment

The Cyber Crime Police Station (CCPS) on Thursday arrested a 52-year-old former journalist for allegedly writing defamatory posts against women on Facebook. The accused was produced at Esplanade Court later in the day and was remanded to four days police custody.According to police, the accused, Ketal Kamlakar Tirodkar, had allegedly posted a defamatory write-up against women in July this year. On July 21, CCPS registered a criminal case against Tirodkar and initiated the probe. Later, police collected evidence against Tirodkar and placed him under arrest.“The accused used his Facebook profile account to write things outraging the modesty of women and was a clear act of criminal intimidation. After gathering enough evidence we arrested him after he failed to appear before the police when we asked him to,” said a senior cybercrime police officer.“We have arrested him under sections 509 (word, gesture or act intended to insult the modesty of a woman), 506 (criminal intimidation), 500 (defamation), 504 (intentional insult) and 506 (2) (punishment for criminal intimidation) of the Indian Penal Code. We have also booked him under sections of the Information Technology Act. We have to collect the device used to commit crime and submit it for forensic analysis,” said the officer.

Rajnath meets CMs of Bangladesh bordering states, looks to expedite setting up of additional outposts

Union Home minister Rajnath Singh, on Thursday after a meeting with West Bengal Chief Minister Mamata Banerjee and representatives of other states which share their borders with Bangladesh, failed to provide any solution to the setting up of 89 additional border outposts (BOPs) of the Border Security Force (BSF). The work has been kept in abeyance owing to the unavailability of land.After a two-hour meeting at Nabanna, the state secretariat, which, Singh described as ‘very fruitful’ during interaction with mediapersons, the Union minister, when asked about the issue at hand, said, “West Bengal chief minister has assured me of all necessary cooperation on making land available both for setting up new BOPs as well as for raising barbed fence at the unfenced borders. I have requested the representatives of all the five states having borders with Bangladesh to take personal interest to expedite land acquisition in the interest of national security.”He admitted that of the 4096 km long Indo-Bangladesh border across the five states, only 3006 km had barbed fence, roads, floodlights and BOPs. “Work for the rest of 1,090 km is yet to be started. Chennai man accused of murdering his mother and a seven-year-old girl escapes from Mumbai Police custody

S Dashwanth, an accused in the rape and murder of a-seven-year-old girl and a suspect in the murder of his own mother, has escaped from the police custody near the Mumbai airport when Tamil Nadu police team was escorting him on Thursday a day after nabbing him.According to police sources, Dashwanth was handcuffed when he escaped from the police custody. The accused was heading to a toilet near the Mumbai airport when he gave a slip to the police on Thursday evening. The 23-year-old Dashwanth who was arrested from Race Course in Mumbai on Wednesday was earlier produced in the Bandra Court and availed a transit warrant.The accused who was out on bail in the child rape and murder case was missing since December 2 when his mother Sarala was found murdered in his home with her jewellery missing. His father accused him of murdering his wife. He alleged that his son was demanding money for some days and he refused to give him. The police traced Dashwanth to Mumbai after enquired his prison friends – history sheeters James and David.In February this year, Hasini, a seven-year-old went missing and later her burnt body was found. Dashwanth who was residing in the same apartment complex was arrested by the police for rape and murder of the girl child. The Mahila Court framed charges against Daswant and the trial in the case was set to begin on December 5. The case was adjourned as Daswant went missing.

Hindi is the fourth most-spoken language in New Zealand, says top official

Emphasising on the growing cultural and people-to-people ties between New Zealand and India, its envoy Joanna Kempkers said here on Thursday that Hindi is now the “fourth most-spoken” language in her country.”We both share common values, such as commonwealth heritage and democracy. And, also, the common language i.E., English and now also Hindi,” she said at an event here.”In fact, Hindi is now the fourth most-spoken language. Also, we have about 1,85,000 people belonging to the Indian community, who are living in New Zealand and they are contributing to the growth story of our country,” Kempkers said.She also emphasised that the inflow of Indian tourists to New Zealand and the number of students going there are “on the rise”.”In 2016, the number of Indian tourists who visited New Zealand stood at 58,000 while the corresponding figure from New Zealand to India was 66,000. India drone crashed near our border, invaded our air space, claims China

Months after the Doklam stand-off resolution, China on Thursday claimed that India ‘invaded’ its airspace.Beijing expressed “strong dissatisfaction” with New Delhi on Thursday after ‘recent crash’ of an Indian drone in what the Chinese military said was Chinese territory.Beijing also said that the ‘incident’ that could cause further friction along the two countries’ disputed border.”This action by India violated China’s territorial sovereignty. We express strong dissatisfaction and opposition,” said Zhang Shuili, a senior military official in China’s western battle zone command, according to a Defence Ministry statement.”China’s border defence forces took a professional and responsible attitude in conducting an inspection of the device,” Zhang said, adding that the military would resolutely defend national sovereignty and security.It said only that the drone crashed in “recent days” and did not give a location.The drone report comes months after the border stand-off near Doklam in Sikkim sector..In June, July and August, Indian and Chinese troops had been confronting each other at the Doklam plateau .The two sides agreed to an “expeditious disengagement” of troops there about a week before Chinese President Xi Jinping and Indian Prime Minister Narendra Modi met in an effort to mend ties at a summit hosted by China in September.In November, China again ‘criticised’ a visit by President Ram Nath Kovind to Arunachal Pradesh, which China claims, saying China opposed any activities by Indian leaders in disputed areas.

Gujarat High Court issues notice to EC

Arjun Khatariya, Congress candidate in the Gondal assembly constituency, has alleged that he is unable to find polling agents in about 15 villages due to the muscle power of BJP and its former MLA. In a petition before the High Court, Khatariya claimed his opponent BJP candidate Geetaba’s husband Jayrajsinh Jadeja’s criminal history is keeping his polling agents away. He has prayed the HC to direct the ElectionCommission to allow him appoint polling agents from other villages.After hearing his primary submissions, the third division bench of justice Akil Kureshi and justice AY Kogje on Wednesday, has issued notice to the Election Commission asking it to file reply by Thursday, when the matter is kept for further hearing.Khatariya has also alleged that another person named Aniruddhsinh Jadeja, who too has long criminal history, is out on parole in election days, despite Supreme Court orders on the subject and he was roaming freely in his constituency spreading fear among his voters. He requested for the court to seek report if he was genuinely out on parole. He further sought deployment of paramilitary forces in all sensitive areas and installing of CCTV cameras.

Wait for Rohini residential plan allottees gets longer

The 37-year-long wait for the over 14,000 allottees of Rohini Residential Scheme 1981 is going to get even longer, as the Delhi Development Authority (DDA) on Wednesday said it will be issuing demand-cum-allotment letters once the development work in the area is complete.The DNA had reported last week about the indefinite delay in the handing over of the plots, even as many of the allottees have passed away while others have turned senior citizens.“The developmental activities in 1981 residential scheme are to be completed shortly. The issuance of allotment-cum-demand letters to the remaining 14,352 allottees can be issued once the developmental activities are completed,” the urban body said in a statement issued to the media on Thursday.The DDA is the government’s housing authority. Even after the Supreme Court order to hand over the said plots to applicants by 2016, there is still no clear deadline for the allotment.The plots of various sizes measuring between 36 square meters and 90 square meters are located in northwest Delhi’s Rohini’s sectors 34, 35, 36, 37 and 38.“Demand-cum-allotment letter in respect of 14,352 allottees of Rohini’s Sector-34 (Part-II, Pockets A-4, C-5 and C-6) Sector 35, 36,37 and 38 are yet to be issued in view of delay in development of land, which is likely to be completed shortly,” a senior DDA official said.The allottees had moved the SC after DDA failed to comply with Delhi High Court orders in 2009. The scheme had offered 1,17,000 plots for which 85,000 people had applied. Of these, 25,000 were allotted the plots in 2015 after intervention from the apex court.indefinite delayThe DNA had reported last week about the indefinite delay in the handing over of the plots, even as many of the allottees have passed away while others have turned senior citizens. Air quality improves to ‘poor’, relief temporary

The Capital breathed better with the air quality improving from ‘very poor’ to ‘poor’ category on Wednesday.The air quality index (AQI) improved to 282 units from 378 units yesterday. The sun showing up and winds picking up speed were attributed as factors behind the relief by the Central Pollution Control Board (CPCB).Delhi-NCR is likely to receive rainfall on Thursday, which officials of the CPCB said, is expected to wash down the pollutants hanging in the air.The relief, however, is going to be temporary, as fog is set to return after this period with a sharp drop in temperatures.”The AQI improved because of sunlight and movement in the air. The air is going to get even better if the expected rainfall occurs on Thursday. We are expecting a complete washdown. The AQI is likely to remain better over the weekend.However, a further drop in temperatures is expected thereafter, which will bring more moisture resulting in fog and trapping of pollutants,” said Dipankar Saha, air lab chief, Central Pollution Control Board (CPCB).Delhi witnessed much hue and cry over bad air quality, as Sri Lankan cricketers wore anti-pollution masks during the Test match at Feroz Shah Kotla Stadium. A player even threw up on the field during the match on Tuesday. ‘Very poor’ AQI comes with the warning that people may develop respiratory illness on prolonged exposure to air which affects healthy people and seriously impacts those with existing respiratory or cardiovascular diseases. The PM 2.5 — most prominent pollutant in Delhi NCR — has remained high in the NCR towns including Ghaziabad, Faridabad and Noida, which until Tuesday had’severe’levels of pollution.However, the wind speed helped clear the air with the AQI recorded as ‘very poor’ in these two towns with Noida (303), Faridabad (310) and Ghaziabad (347) units, respectively. While Gurugram was better off in ‘poor’ category — at 294 units. The units for pollution concentrations are measured in microgramms per cubic meters.

Gujarat fifth in crime against SC/ST: Data

According to the data released by the National Crime Record Bureau (NCRB) on Thursday, Gujarat ranks fifth in crime rate against those belonging to the Scheduled Castes (SC) and Scheduled Tribes (ST) category in 2016. While Madhya Pradesh topped the list, Rajasthan, Goa, Bihar and Gujarat followed closely.The data states 40,801 cases were lodged under (Prevention of Atrocities) Act across the country in 2016. Out of which 1,322 cases were lodged with Gujarat police. The number of such cases shot up in Gujarat as compared to the last two years. Tender notice issued for police township

In one of the biggest construction projects to be carried out in the Mumbai Metropolitan Region, a project belonging to the Brihanmumbai Police Co-operative Housing Society (proposed) will comprise 8,200 individual homes and cost Rs 1,225 crore. It will have houses for police constables and their widows and is located in Village Vayal close to the proposed International Airport in Navi Mumbai. The land was bought after 6,000 constables pooled in Rs 1.20 lakh each. They bought 107 acre of land from farmers and Rs 12 crore is still in excess.Pratap Dighavkar, Additional Commissioner, Thane Police, handling the project said, “We are going to give 650 sq ft carpet area project to every constable. These will be two bedroom hall kitchen flats with balconies. We haven’t decided the cost per flat but only construction cost will be charged to every constable.”If this is the first home of the constable then he will also be eligible for a subsidy of Rs 2.50 lakh under the Pradhan Mantri Awas Yojna. “This is the biggest welfare project in the state concerning police personnel,” said Dighavkar.A tender notice was issued on Thursday by the Sanstha inviting contractors who have experience in planning, designing and constructing approximately 8,200 individual apartments within high-rise residential buildings including stilt parking, along with site development and infrastructure services for the housing project.The completion period for the project is 36 months from the date of Letter of Intent.

Gujarat among worst states for children

Data released by the National Crime Records Bureau (NCRB) on Thursday revealed that Gujarat registered a total of 1,120 murder cases in 2016. Of the total murders, 94 were of those aged up to 18 years; 53 of whom were under six years of age — this is the second highest among states. In 2015, the state recorded 1,150 murders, and in 2014, 1,124 murders were recorded.In the total number of murders in 2016, Gujarat ranks 27th among states. A total of 79 murder cases were registered in the state, where 94 victims were children aged between 1 and 18 years. Of them, 53 were children under age six — 30 boys and 23 girls.As per the data, the highest number of children below six were murdered in Maharastra (94), followed by Gujarat and Karnataka, with 53 murders each, and Uttar Pradesh, with 49.Honour & passion killingGujarat is on the third spot in honour killing and fourth in crimes of passion in 2016. A total of 1,493 cases of crimes of passion were registered in the country in 2016; 133 of which were in Gujarat.The highest number of passion killings was recorded in Uttar Pradesh, with 398 murders, followed by Tamil Nadu (180), Bihar (133) and Gujarat, with 133.In honour killing, a total of 71 cases were registered across the country in 2016. The highest number was reported in Madhya Pradesh, with 18 cases, followed by Uttar Pradesh (16) and Gujarat (10).

Citizens step forward to adopt abandoned baby saved by Mumbai police

A week after an abandoned baby was admitted in Lokmanya Tilak Municipal General Hospital (Sion Hopsital) at Sion by Mumbai Police, the baby got discharged from the hospital on Thursday, November 30. The infant was found in an auto-rickshaw on November 20 morning at Kanjurmarg by a man. He later handed over the infant to the Mumbai Police officers.According to the police officials, citizens are coming forward to adopt the baby since a week. The police officials stated that they are still tracing for the baby’s parents.Gajanan Taple, Senior Police Inspector at Kanjurmarg Police Station, said, “To trace her parents, we are scrutinizing CCTV footages of the road. Since it is a crowded road, it is difficult to find out but the search is going on. We have shifted the baby to Vatsalya Charitable Trust at Kanjurmarg. The baby will be taken to the hospital for follow-up check ups.”Taple, added, “While few citizens have come forward to adopt her, we have informed them to connect with the charitable trust since we don’t have authority to conduct adoption process. Yesterday the baby was handed over to the NGO and citizens who are wishing to adopt her, we are directing them to contact the ngo.”The baby was diagnosed with Hydrocephalus, a condition in which fluid is build-up deep within the brain and requires a surgical intervention.“The baby underwent CT scan and we were waiting for the medical reports. A surgery was performed on her few days ago and is kept in neonatal intensive-care unit (NICU) of the hospital. While her condition is stable now, she is fit to get discharge from the hospital. We have informed the Mumbai Police. They completed the discharge process and have taken the baby to the orphanage,” said Dr Jayshree Mondkar, Dean and Neonatologist at Sion Hospital.

City’s air quality gets worse, AQI at 360

The air quality in the Capital deteriorated to 360 units on Thursday from 334 on Wednesday, remaining in the ‘very poor’ category for the eleventh day. The air quality index (AQI) at 360 is six times more than the permissible standards of 60.However, even as officials of the Central Pollution Control Board (CPCB) said the air quality is likely to improve by Monday with the winter setting in, some Delhiites complained of breathing difficulties and irritation in eyes.CPCB officials said that an increase in moisture and humidity in the winds has been the trigger for the spike.”The winter is still to set with winds coming in from the north. So far winds have been fluctuating making it difficult for pollutants to be dispersed. At present south-easterly winds are bringing in humidity which is trapping the pollutants further deteriorating the air quality,” said D Saha, head of air laboratory, CPCB.The AQI is expected to hover from 320 to 360 units until this weekend, said Saha. The air quality is measured against PM 2.5 — the most prominent pollutant in Delhi-NCR — in units of micrograms per cubic metre.However, even as the average air quality index in the capital remained in the ‘very poor’ category, NCR towns such as Ghaziabad, which is an industrial hub, continued to reel under ‘severe’ pollution levels.The Delhi government had issued a health advisory on Monday asking schools to avoid all outdoor activities including assembly, sports and other physical activities that are held in the early morning hours. State to roll out int’l board schools by Feb ’18

The state government is all set to kick-start its own Secondary School Certificate-I or SSC International board schools by February 2018. The state’s school education and sports departments issued a government resolution (GR) Thursday with guidelines on how the 100 international schools will be setup in the state.DNA was first to report that the medium of instruction at these SSC International board schools will be Marathi in Maharashtra, and will soon start other regional languages in the state as well.The state government has decided that nine international schools will guide the other international schools in their areas. The regions where the schools will open are Konkan, rural areas of Pune, Aurangabad, Nasik, Amravati and Nagpur. The GR states that one school from municipal corporations, two schools from rural district areas and two from social welfare departments will be chosen for the international school status.The selection of schools and teachers will take place in December this year. There will be a workshop on the selection of schools, principals and teachers. From March 2021 and March 2022, the 100 schools will prepare for Programme for International Student Assessment (PISA), Trends in International Mathematics and Science Study (TIMSS) and Programme in International Reading Literacy Study (PIRLS).The criteria for schools to bag the international status include having the best school infrastructure, facilities for increasing the number of students in school, separate toilets for girl and boy students, internet and technological facilities, clean premises, adequate transportation for students and a school management committee.GOING GLOBALNine international schools will guide the other international schools in their areas. Gujarat elections 2017 | Civil society rejects CM’s ‘only 6 lakh jobless youth’ claim

Civil society organisations on Thursday criticised Chief Minister Vijay Rupani’s statement that Gujarat had only 6 lakh educated jobless youth.At a press conference held by the Lokshahi Bachao Abhiyan, Hemantkumar Shah, an economics professor said that what the CM conveniently forgot to mention is that the 6 lakh figure is the unemployment figure only for last year.”The cumulative unemployment figures of Rupani were from the data available from employment exchanges. The number of people registered and the number of people who got a job. The difference is the number of unemployed,” said Shah.However, he said the CM only mentioned the figures for last year. If we continue to add the number of people who have remained unemployed (as per data from employment exchanges) for each year since 2001, the total figure would come to 19 lakh.He said the 6 lakh figure was arrived at because the cumulative employment exchanges create fresh data (of people registered and those who got a job) every year and the last year’s data is not carry forwarded. Ex-CM Suresh Mehta also called on the government’s claims that investment summits like the Vibrant Gujarat had created jobs in Gujarat. He said no employment potential was ever mentioned for the Vibrant Gujarat Summits for the year 2003, 2005, 2013, 2015 and 2017. “For the year 2007, it was claimed that the deals made during Vibrant Summit would provide employment to 13 lakh people when in fact only 55,000 people got jobs. Similarly, for 2009 only 3.8 lakh jobs were created against the promised 29 lakh jobs,” said Mehta. He said the jobs touted to be created due to Vibrant Summits were, in fact, more or less in tandem with the jobs being created even if the summit was not held.He said usually whenever an industry is given sops one of the conditions is that it would hire 80% of local labour force. “No industry in Gujarat that took benefit of the government’s sops have done this. The government does not bother to implement this condition and this is a reason why despite offering red carpet to industries our own people remain unemployed,” said Mehta.

Gujarat elections 2017 | 249 candidates left for 21 seats in Ahmedabad

With close to 100 candidates withdrawing their nominations, 249 candidates are left in the fray from the 21 assembly seats in Ahmedabad on Thursday, the last day for withdrawals, officials said.At 22, Viramgam seat has the highest number of contesting candidates, after 12 nominations were withdrawn. BJP has fielded former Congress MLA Tejshree Patel from the seat. Vatva, Bapunagar and Dhandhuka seats, all three held by BJP, have 16 candidates each in the fray. Danilimda (SC), from where Congress’s Shailesh Parmar is seeking re-election, has just six candidates in the fray, the lowest among all seats. The two BJP strongholds of Maninagar and Ellisbridge have seven and eight contesting candidates respectively.Sanand and Nikol seats have 14 candidates left in the fray, while Ghatlodia and Dholka seats will see a contest between 13 candidates. Congress had won Sanand seat in 2012, while BJP had won the remaining three.Exactly one dozen candidates are contesting from Vejalpur, and 11 each from Amraiwadi, Dariapur and Sabarmati assembly segments. Barring Dariapur, BJP had won all the seats in the last elections, and has repeated the sitting MLAs.

Crime control: Bihar gives cops the stick, stop salaries of 70 SHOs

Bihar has decided to give police the stick for improving vigilance and bringing down crime in the state by withholding the salaries of 70 station house officers (SHOs) in Patna for zero arresting in major cases in their respective police stations in the last one week.The order was issued by Patna Range DIG Rajesh Kumar on Thursday, after he found that the cops had made no arrests in major cases such as murder, dacoity, loot, kidnapping, violence against women etc between November 23 and 28. Kumar found it as he reviewed the performance of all police stations, who were asked to update the headquarters about their activities every day since October 11.”Only three police stations in Patna – Kadamkuan, Phulwarisharif and Gaurichak – have reported arrests in serious cases during the last one week while the others have reported zero arrests. This shows their indiscipline, dereliction of duty, negligence and disobedience towards senior officials,” reads Kumar’s strongly worded order.Kumar said, “What sort of a policing is happening where not a single arrest has been made in serious cases in the entire week in a police station? The cops should be on their toes to investigate and arrest at least one accused (in serious crimes) every day.”A show cause notice has also been issued to 10 sub-divisional police officers (SDPOs) and deputy superintendent of police (DSPs), under whose jurisdiction the said police stations function. “They should reply within three days, why no arrests have been made in serious cases in their respective areas despite several reminders? They will invite disciplinary proceedings if they fail to respond within time,” Kumar said and added that the senior officials should also be proactive in making arrests.He also directed the Patna senior superintendent of police and city superintendents of police to ensure compliance of such orders from the Bihar Police Headquarters or other senior level and monitor it on a daily basis.The order aims at bettering crime control in the state, which seen increased law and order issues over the last few months, including murder of several businessmen and loots in the state capital. The Opposition Rashtriya Janata Dal (RJD) has also cornered the government over it calling it ‘Mahamangalraaj’ of the NDA in Bihar.

Metro ferried record 1 crore commuters this November

The Mumbai Metro One Private Limited (MMOPL) operating the Versova-Andheri-Ghatkopar Metro-1 corridor on Thursday announced that it carried more than 1 crore commuters in November, the highest till now in a calendar month.The MMOPL operated 10,606 train trips in November 2017 with 99.9 per cent punctuality performance. In November 2015, the ridership was 70,67,775 whereas the in November 2016 the ridership had increased by 84, 92,650,” MMOPL said in a statement on Thursday.The MMOPL, added, “Train availability has been increased in comparison to last year too. In November 2016 the total trip in a typical weekday was 370 which have been increased to 378 trips. The trips were increased after strategic realignment of trains in both platforms of Ghatkopar Metro station.”The MMOPL spokesperson attributed the achievement due to near flawless service, best-in-class commuter experience and a slew of passenger-friendly marketing initiatives helping them with a ridership of 1,02,57,057 commuters in a calendar month.

The fact was revealed in a data released by the National Crime Records Bureau on Thursday which also stated that Delhi recorded the highest number of crimes against children among metropolitan cities.The total number of crimes against children in 2016 was 1,06,958, which is 13.6 per cent more than in the year 2015, which saw 94,172 cases. Statistics reveal that children are increasingly becoming victims of traffickers and sexual predators across the Capital as the total number of cases of crime against children was 7,392 in the year 2016 which includes the 1,392 cases of Protection of Children from Sexual Offences Act.Around 5,770 kids were kidnapped and abducted in the year 2016 and 79 juveniles were the victims of human trafficking. Reports also suggested that Delhi had the highest number of cases of juveniles in conflict with the law at 35.6 per cent (2,368 cases out of 6,645).Delhi also had the highest number of cases pending trial from 2016 at is 6,329.The Capital also witnessed apprehension of 3,808 children for their involvement in different crimes. A sudden rise in the murders committed by the youngsters was also recorded in Delhi 2016.

Bombay High Court dismisses woman’s leave plea for SRS

Observing that the Maharashtra Administrative Tribunal can look into the issue raised of right to live with dignity, enshrined under Article 21 of the Constitution, the Bombay High Court on Thursday dismissed a petition filed by a woman police constable, Lalita Salve, seeking one month’s leave for undergoing Sex Reassignment Surgery (SRS).A division bench of Justice SC Dharmadhikari and Justice Bharati Dangre said, “We have never seen the tribunal brushing aside the challenges made to the service rules. We have no doubt that the tribunal will cover the matter and give sympathetic hearing. If the petitioner is not satisfied, it can come to the high court, until then we cannot bypass the alternate remedy available.”Salve had challenged the communication of the higher authorities rejecting her plea for leave to undergo the surgery as it is not mandated in the rules governing the police force. The relief sought by Salve is based on a medical examination and thus wants to undergo the surgery to live a dignified life.

Surat, Ahmedabad in top 10 for IPC crimes

Of the 19 metropolitan cities with populations of more than 20 million, Surat and Ahmedabad have the dubious honour of being in the top 10, as measured by the highest number of IPC crime cases registered.As per data released on Thursday by the National Crime Records Bureau for 2016, around a total of 5.1lakh crime cases have been registered in the 19 cities, led by DelhiSurat came in at 6th position with 19,844 cases while Ahmedabad was in the 9th position with 16,383 cases in 2016.Ahmedabad saw 103 murders in that period, followed closely by Surat with 102. Cases of attempted murder were 65 in Ahmedabad and 44 in Surat, Ahmedabad has 170 cases of causing grievous hurt, while Surat had 190.Ahmedabad was also a far less safe city for women, with 131 cases of assaults against women with intent to outrage her modesty. Surat had less than half of that, with only 55 cases.However, Surat was marginally ahead in rapes, with 121 registered cases versus 112 for Ahmedabad.Kidnappings were also much higher in Ahmedabad, totalling 376, while Surat, the diamond polishing hub of the nation, had 270.Ahmedabad also had more that twice the number of theft than Surat, with 2,624 cases against 1,174.

Om Prakash Galhotra takes over as new DGP

Ajit Singh, one of the illustrious police officers, ended his career on a high note when he retired on Thursday as the Director General of Police (DGP) after more than three decades of exemplary service.On the last day November, he handed over the reins of the state police to OP Galhotra who took over as the new DGP.Om Prakash Galhotra, 58, till yesterday was serving as the additional director general (ADG) of the armed battalions. Taking over the reins on Thursday evening, Galhotra was given the baton by his predecessor Ajit Singh. Notably, Galhotra was given a promotion on Thursday and made Director General from ADG.Interestingly, Galhotra also started his career from the same place where Ajit Singh had started – Kota. Apart from ASP Kota, Galhotra has served as SP Dholpur, Chittor, Bharatpur, Jodhpur and had a stint in the CBI as SP and later as Deputy Inspector General.Galhotra was later promoted to the rank of Inspector general wherein he served as IG Jaipur-I range and later as IG Jaipur – II range. He has also served as IG railways and as joint director CBI. As additional director general he was posted as director of the Rajasthan Police Academy and later of the armed battalion. It is from this position that the man had been promoted to the director general rank and made the DGP.About Singh: Known for his simple and straight forward approach towards any situation, Singh had mastery on police works. He has been instrumental in several achievement by state police during his illustrious career spanning three and a half decades. It was on 3rd April 1984 when he started his career as additional SP, Kota. For the next seven months he gained experience of police work as he served as a trainee and was moved further to the PHQ for additional training. It was in January 1985 when he got his first posting as CO of Rajgarh.Singh held several positions in 35 years of serving like SP of CID (Security) Kota Zone, Sirohi, CID, Jhalawar, Sawai Madhopur, Jaipur (Rural), Jodhpur, Jaipur (City).Though Singh had established himself as a hard working and thorough police officer, it was his experience gained in his early life while serving as SP Sawai Madhopur which prepared him for future roles. Love, illicit affairs sparked 3 murders a month: NCRB data

In Delhi, almost three murders were sparked every month either due to an illicit relationship or a love affair at an average, out of the total 479 murders reported from the city in 2016. Delhi ranks first with 21.8 per cent as the Capital’s percentage share in total murders recorded in all metropolitan cities across the country.The fact was revealed in a data unveiled by the National Crime Records Bureau on Thursday. Other reasons that the data mentioned behind killings in the Capital, were personal enmity in 50 murders, property related dispute leading to 37 killings, four people were killed over water or money disputes, three due to rape and two murders were claimed by honour killings.The Capital also witnessed one death following road rage and apart from this six people were killed for robbery in 2016. The data also states that out of the total number of murder victims of 2016, 11 were below the age of six years and 14 victims were among the age group of 12 and 16 years. The highest number of murder victims targeted between the age of 18 to 30 years, was 254. Twenty senior citizens including 11 women were also killed in the city in 2016.Interestingly, at a time when the Delhi Police is seeking curbs on regulation of illegal arms in the Capital, data read that 26 victims of murders were killed by firearms, of which 21 were executed with the help of illegal unlicensed firearms. The highest number of murders by illegal firearms were reported from Uttar Pradesh at 1,302.A few weeks ago, based on Delhi Police data, DNA had reported that sudden provocation in the Capital leads to 12.60 per cent of the total crimes reported, while 22.83 per cent were sparked out of enmity.

Cyclone Ockhi claims 4 lives in Tamil Nadu

Four persons were killed when heavy spells of rain accompanied by squally winds lashed Kanyakumari district in Southern Tamil Nadu under the influence of cyclonic storm Ockhi on Thursday.A deep depression in the Bay of Bengal intensified into cyclone Ockhi in the Comorin area, about 70 km south of Kanyakumari on Thursday morning, said Director, Regional Meteorological Centre, S Balachandran told reporters.The storm is likely to intensify into a severe cyclonic storm and to move west-northwestwards towards Lakshadweep Island in the next 24 hours, he said, adding the cyclone is expected to have a wind speed of 65-75 km per hour and that the sea will be rough.With several trees uprooted by the squally winds, the normal life in Kanyakumari district came to a halt. The power supply has been disrupted in most parts of the district with snapping of the electricity cables by the uprooted trees. A couple of trains, originating and passing through this district suffered partial to full cancellation, even as some of them were rescheduled, Southern Railway officials said. Local administration employed personnel to remove uprooted trees even as the movement of vehicular traffic was affected.Tamil Nadu Chief Minister Edappadi K Palaniswami assured all assistance to the cyclone-affected people at the earliest. “The state government is taking all the measures to ensure relief reaches the affected people as soon as possible. People need not worry as the ministers and seniors officials are deputed to oversee the relief works,” he said in a statement. He also noted that to carry out the relief works on the war footing, two teams of National Disaster Response Force comprising 60 members each and a team of State Disaster Response Force comprising 70 members have been rushed to the district.Superintendent of police of Kanyakumari district M Durai said all the four persons including a woman was killed by uprooted trees in different parts of the district.People living in low-lying areas have been shifted to temporary shelters. The Collector has asked residents to stay indoors and also requested fishermen not to venture into the sea.Sajjan Singh R Chavan, Kanyakumari Collector, said that people from low-lying areas have been shifted to shelters. He also dismissed rumours on tsunami. “Because of the cyclone, the wave height has been higher. We have already clarified that there is no chance of tsunami as some rumours doing the rounds suggested. We have already told fishermen not to venture into the sea. We have evacuated people from low-lying areas into shelters and also asked people not to leave their homes,” he said.Tsunami rumoursAfter rumours of cyclone triggering tsunami started doing the round, Kanyakumari Collector SSR Chavan clarified that though the wave length is higher, there is no chance of any tsunami.

Cancel anticipatory bail of Sajjan Kumar: SIT

Congress leader Sajjan Kumar has been “erroneously” granted anticipatory bail by a trial court and it should be cancelled, the Special Investigation Team informed the Delhi High Court on Thursday.Appearing for the Centre, Additional Solicitor General (ASG) Sanjay Jain informed the court that the trial court had ignored the legal position that the anticipatory bail at the investigation stage in serious crimes should not be granted.”Additional Sessions Judge has erroneously and arbitrarily passed the impugned order (granting bail) as a blanket order and failed to consider the settled legal proposition that applicant (Kumar) must show categorically and specifically that he had reason to believe that he may be arrested in the present case,”the ASG said in a petition seeking the cancellation of anticipatory bail granted to Sajjan Kumar, in connection to the 1984 anti-Sikh riots.ASG Jain also informed Justice Anu Malhotra that due to the influential position of the accused, the witnesses are not coming forward to record their statements as the leader was not in custody.Kumar was granted anticipatory bail by a trial court on December 21 last year in a case where three Sikhs were killed during the riots, which had erupted after the assassination of the then Prime Minister Indira Gandhi by her Sikh bodyguard.The court was informed that the witnesses had fled to Punjab due to the fear of Kumar during the riots and now want to come forward to record their statements.”The memories of the mass murder will stay forever. Today if they want to come and ventilate everything that happened with them, then what is wrong in it,” Jain said, adding, the truth would always remain even after the passage of time.Two cases were filed against Kumar at Janakpuri and Vikaspuri police stations in West Delhi.

Tihar inmate abuse case: HC tells cops to register FIR against staff

Amid claims of brutalities on Tihar jail inmates, the High Court has directed the Delhi police to register an FIR against the jail staff alleged to have assaulted 47 prisoners in September this year.A bench of Justice S Muralidhar and Justice IS Mehta also expressed its displeasure on the non-constitution of a three-member committee in a time-bound manner as directed by the court.Prior to this, the court had stressed that functional CCTVs is a “non-compromisable imperative” and ordered the government to set up a high-level committee to suggest measures for enhancing security of all jails in the national capital.The bench had given ten days to the Home Secretary to constitute the committee comprising a retired district judge of Delhi as the chairperson, a senior official of the National Informatics Centre, and a senior official of the Delhi Police, not below the rank of a deputy commissioner of police.During the proceedings on Thursday, the Ministry of Home Affairs sought the nomination of the members from the HC, prompting the bench to clarify that the MHA would act without further delay.The prisoners who had alleged torture and assault, highlighted the inquiry report and nature of medical injuries, arguing that there should be an FIR in this regard. The court agreed while asking the local SHO to register a case against those identified in the report.Advocate Mehmood Pracha, appearing for undertrial Jamal, lodged in Tihar jail number 3, claimed that his client was not being produced in the lower court despite a direction.ANOTHER CASEHC direction comes after a plea filed by one Jamal alias Ranjha contended that on September 13, inmates in Central Jail no-3 were brutally beaten by the prison staff and Tamil Nadu Special Police.

Delhi Development Authority holds draw for 2017 scheme

The Delhi Development Authority (DDA) held the draw of lots to its much-awaited 2017 housing scheme on Thursday. The housing authority allotted 12,617 flats across different income categories.The draw of lots was conducted for the 46,080 applications it had received for the houses on offer. With the draw concluded, the DDA is now planning to launch the 2018 housing scheme offering around 20,000 flats between March and June next year.Of the total flats on offer, over 11,000 were LIG (low-income group) houses which were surrendered during the 2014 housing scheme.”The draw was conducted in a transparent manner in which 12, 617 flats were allotted from the 46,080 eligible applicants. The allotment letters for the winners will be handed over within a month. After this, the winners will get three months duration to pay the full amount. We will now focus on our next 2018 housing scheme for which 90% construction has been completed,” said J P Aggarwal, Housing Commissioner, DDA.The 20,000 new flats under the upcoming scheme are part of the urban body’s plan to build 81,000 more flats in the Capital over the four years till 2021 under the Prime Minister’s Residential Scheme.Besides, new in-situ rehabilitation projects are also in the works, added Aggarwal.Of the total flats allotted — 11,757 are LIG, 403 are MIG (middle-income group), 372 are Janta flats (one-bedroom), while 85 are HIG (high-income group) flats.TOTAL HOUSES ALLOTTED -12, 617LIG – 11,757MIG – 403Janta – 372HIG – 85Total no.of eligible applicants — 46,080LOCATION OF FLATSThe HIG flats are located in Dwarka and Vasant Kunj while the other houses are spread across Rohini, Narela, Peetampura, Siraspur, Jasola and Paschim Vihar, among others.Nageshwar Rao, was the first winner of the lots, who was allotted an HIG flat in Dwarka.

13-year-old rape victim moves Bombay High Court to terminate 26-week-old foetus

A 13-year-old victim of rape on Thursday approached the Bombay High Court seeking permission to terminate her 26-week pregnancy.The girl’s father has sought the permission for abortion on the ground that she is physically not capable to bear and deliver a baby and that she be saved from the mental and physical anguish that may be caused to her if she continues with the pregnancy.On the plea of the girl’s father, a bench of justices Shantanu Kemkar and G S Kulkarni directed the civic-run KEM Hospital’s medical board of expert doctors to examine her present health condition to determine whether a medical termination of pregnancy will be safe at this stage.Abortion after 20 weeks of pregnancy is not allowed in the country under the Medical Termination of Pregnancy Act.According to the plea, the girl was repeatedly raped by her cousin, who used to live in the house of her parents.Also readHC seeks cops reply on minor rape victim’s plea agst JJB orderThe pregnancy came to light on November 7 after the girl complained of pains in the abdomen and was subsequently taken to a doctor by her parents.Subsequently, an FIR was registered by the police on November 17.A compulsory medical test of the victim revealed that she was 24-weeks pregnant at that time.The plea argued that considering the young age of the victim, she must not be forced to continue with the pregnancy that was the result of rape.”Forcing the girl to continue with an unwanted pregnancy will deprive her of her right to safeguard the privacy of procreation, motherhood and child-bearing, as guaranteed under Article 21 of the Indian Constitution,” the petitioner said.The plea also cited research claiming that the “risk of maternal mortality could be five times higher for mothers aged 10 to 14 than for those aged above 20 years”.

Jammu and Kashmir: Four terrorists killed by security forces in Budgam

Four terrorists were killed by Jammu and Kashmir’s security forces in an encounter at Budgam’s Fultipora village on Thursday. So far, two first information reports against five accused have been registered. Three of them are behind bars, while two are out on bail. Ashar and Singh said they fell for the con after the accused promised them a flat at a cheaper rate in flats constructed by MMRDA for its staff in Vile Parle.In Singh’s case, the MMRDA has also given in writing to the accused and the police that the allotment letters issued to Singh is fake and were not issued by MMRDA. Singh had further in May 2017 had filed FIR with the Amboli Police station which arrested five accused. In case of Ashar, the Amboli police station on Thursday registered an FIR under several sections of Indian Penal Code (IPC) for forgery, cheating and creating fake documents.Speaking to DNA, Singh said, “I have paid around Rs 1.55 crore for purchasing six flats of Rs 25 lakh each. I paid the whole amount to the accused because one of the five accused worked with me in my office and told me that they have contacts with officers in MMRDA. However, even one year after paying the amount we had nothing except the provisional letter that turned out to be fake certificate when we checked with MMRDA.”Singh added, “The police later arrested five accused after filing FIR in May but have not filed charge-sheet even after completing 90 days of arrest due to which two accused have got bail. We fear other two will also get bail after their 90 days are completed and they will flee with our money.Ashar, whole filed FIR on Thursday, said, “I paid around 25 lakh because I came to know about it Priti Singh and I trusted her but later we came to know we both were duped when my lawyer checked about the documents with MMRDA.”Meanwhile, Bharat Gaikwad, Senior Police Inspector, Amboli police station, said, “I will not like to comment on part of the investigations in both the case. We will take action according to due process of law.”UPS Madan, Metropolitan Commissioner, MMRDA, told DNA, “We are also enquiring into one such complaint received on Thursday only. We will file a police case so that real culprits are brought to book.”MMRDA constructs various flats for project affected people (PAP) and its staff but general public are not eligible to buy or purchase flats in such apartments.

Over 1,200 flee Myanmar’s Arakan to take refuge in Mizoram

They fled their homes after the Myanmarese Army clashed with the ‘Arakan Army’ militants recently, they said.The government officials, on condition of anonymity, said 500 people took shelter in Laitlang village while Zochachhuah, Hmawngbuchhuah and Dumzautlang villages hosted 420, 200 and 120 people, respectively.

CM offers suggestions to speed up slum rehabilitation

Minister of State for Housing Development Ravindra Waikar, Additional Chief Secretary for Housing Sanjay Kumar and officials from the CM’s office were also present.Fadnavis directed them to make the law easy so that rehabilitation could be sped up, and ensure that slum rehabilitation does not become a long-pending project.Often slum dwellers can’t claim a house due to inadequate proof of being the slum’s resident. In such cases, Fadnavis suggested the possibility of including them under Pradhan Mantri Aawas Yojana if the concerned person does not own a house elsewhere in the country. Fadnavis also suggested providing a separate police force for removing the hurdles in slum rehabilitation.Often the developer does not complete the project for a long time and in such cases Fadnavis told the officials to look for another developer if 90 per cent of the residents agree to it.

Pay Rs 10 lakh each to 150 students for illegal admissions: SC directs medical college

<!– /11440465/Dna_Article_Middle_300x250_BTF –>The Supreme Court on Thursday directed a Lucknow-based medical college to pay Rs 10 lakh each to 150 students as a compensation for illegal admissions.Terming it the case ‘judicial indiscipline and impropriety’, the top court has barred the college from admitting students for the academic year 2018-19.A bench of Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud directed the college to refund the admission fee paid by the students and slapped a fine of Rs 25 lakh to be paid to the SC registry, reported Times of India.The lawyers appearing for the Medical Council of India ( MCI ), told the bench that the High Court allowed admissions even though the college didn’t have formal. According to Hindustan Times, the case came under the scanner in September when one judge of a two-member Allahabad high court bench made hand written corrections to its original order to allow the medical college to admit students to MBBS course for 2017-18.The top court also said that the High Court bench virtually overruled the SC order, saying it may cause an institutional problem.In September, the CBI had arrested retired Orissa High Court judge Ishrat Masroor Quddusi and five others, including the chairman of a private medical college in Lucknow, which was barred from admitting students for two academic years 2017-2018 and 2018-2019.The former High Court judge was allegedly trying to help the Lucknow-based Prasad Educational Trust to overcome a bar on admitting students in its medical college for two academic years (2017-2018 and 2018-2019).Quddusi was granted bail on September 27.(With agency inputs)

Ration shops in Seemapuri sealed after surprise checks

The minister found several deficiencies in the functioning of the FPS.“During the inspection of Circle Offices at Rohtash Nagar, Seelampur and Babarpur, no Food & Supply Officer (FSO) and Food & Supply Inspector (FSI) were found in the Circle Offices. The Minister has directed Commissioner (FCS) to conduct an urgent inquiry into the matter. Several other irregularities were also noticed during the inspection,” the government said in its statement.An official said that ration shops were required to remain open from 9 am to 1 pm and 3 pm daily with a weekly off, in accordance with the existing orders of the government.“Out of five fair price shops (FPS) (ration shops), one was found closed during the minister’s inspection. Also, a number of ration cards were found returned undelivered in circle offices,” the statement stated.

Child rights panel summons principal, staff

Considering the seriousness of the matter you are asked to appear before the commission on November 27 and bring along the two teachers concerned and the aaya,” the commission said in its notice.The girl’s mother on Wednesday had approached the police and alleged that her daughter was “inappropriately touched” by a classmate. According to the mother, when the girl returned home from school she complained of pain in her private parts. She was taken to a hospital where the doctors confirmed sexual assault.Based on a complaint filed by the mother, a case was registered at the Dwarka (South) police station. The school administration was booked for negligence.The school authorities, however, denied the allegations of negligence and non-cooperation in the complaint filed by the mother.“We are cooperating with the police, and the video footage and other evidence sought from us have been provided to them. All necessary actions are being taken to help the investigating agency to probe the alleged incident,” the school’s legal adviser S Rajapa said.

In rejecting the petition, the court observed that the main grievance of defective balloting had been addressed by the EC. In another petition, the Gujarat Chambers of Commerce and Industry had challenged the Election Commission’s election code manuals, under which cash transactions had been brought under surveillance. The first division bench of chief justice R Subhash Reddy and justice Vipul Pancholi reserved its order after submissions by both sides concluded on Thursday.The petitioners claimed that searches by Static Surveillance Squads encroach on the privacy of trade and industry, and that even high-value banking transfers are reported to the Income Tax department.Election Commission’s senior counsel Percy Kavina submitted that the EC’s teams act only after there is order from the executive magistrate, which protects the rights of the common man, and that people have got relief from police harassment on a large scale.

Peter claimed that Indrani’s move is with an ulterior motive to defame him. Indrani in her application had sought for the call data records (CDR) of Peter so as to establish the claim as alleged in her application. The CBI claimed that there is sufficient evidence available on records to prove the allegations against Indrani and other accused persons including the role played by each accused in the commission of offence.Peter’s lawyer in his reply said,”The allegations made by Indrani are completely false and per say defamatory to the knowledge of Indrani herself.

Setback for citizens on civic open space policy

The long-pending policy stipulates that everyone should be granted access to plots, without any discrimination.The other highlights of the policy are: developed civic plots should be given to caretakers for maintenance only for a period of 11 months and no commercial or political events should be organised on civic plots.Deputy Municipal Commissioner D Kshirsagar said, “The policy allows any person, residents associations, NGOs, and private firms, to become caretakers.””However, a committee will be set up under the chairmanship of additional municipal commissioner, and it will pick caretakers from among applicants. The duration and renewal of contract will also be decided by the committee,” Kshirsagar said.There have been several instances wherein municipal plots maintained by private parties, especially firms owned by politicians and caretakers, have discriminated while granting entry. They have even rented civic plots for commercial activities. In view of such practices, the BMC last year decided to take back a total of 216 RG/PG plots handed over to private parties and appointed care takers or maintained them on its own.On Thursday, the Congress party expressed its disappointment, citing that the BMC general body passed the RG/PG policy without any discussion.The Opposition leader in BMC, Congress corporator Ravi Raja, said, “The BMC has failed to take back 60 plots which are maintained by BJP and Shiv Sen bigwigs. Before passing the RG/PG policy, they should have first taken possession of all the 216 plots; that would have ensured proper implementation of the policy guidelines. Now, it is unclear whether the 60 plots will be maintained by the same parties and whether the RG/PG policy norms will be applicable to them.””The mayor has silently passed the policy without putting it up for a debate. This shows his favoritism towards the BJP and Shiv Sena leaders who are the caretakers of municipal plots. The policy has been passed under pressure from the chief minister,” Raja alleged.Another Congress corporator, Ashraf Azmi, noted, “The corporation did not give us a chance to present our views on the policy. The Congress party is not in favor of the policy; after discussion with senior leaders, we will reopen the proposal for detailed discussion”.”When the BMC has funds to maintain its plots, why does it need private caretakers,” Azmi added.Considering that many corporate firms are owned by political leaders, there are chances that civic plots may go to political leaders again for maintenance. However, if the Congress decides to reopen the policy, for discussion in the BMC, it remains to be seen how soon the policy will be implemented.

SC issues order to auction Aamby Valley

Till then we will appoint the Receiver of the Bombay HC to help in auctioning till it is complete,” the bench said.Earlier in October, Securities and Exchange Board of India (SEBI), the country’s market regulator, filed a contempt petition against Roy and other senior executives of Sahara for allegedly obstructing the auction of its prized Aamby Valley.Representing SEBI, advocate Pratap Venugopal had submitted that the project “had adopted subterfuge methods to avoid auction of the property”.

The term hacking may have acquired an exciting, even if dubious, overtone. We need to ensure that cyber protection becomes an attractive and viable career option for the youth”.GCCS, a two day event, started on Thursday and is being attended by delegates from 130 countries. It is improving access, in domains from education to health. And it is helping to shape the future of business and economy. On a macro-scale, it has contributed to emergence of a flat world, where a developing nation like India can compete on a level footing with developed nations.”

Beach clean-up act gets CM boost

On November 19 Shah took to social media announcing the suspension of Versova beach clean-up drive citing ‘volunteers being abused’ ‘administrative lethargy’ and blaming the Brihanmumbai Municipal Corporation (BMC) for not clearing the garbage picked up during the clean-up.During the meeting, the CM spoke to police officials and even pulled up the BMC officials, questioning the delay in picking up of garbage. He sought an assurance from them that the volunteers do not face any kind of issue during the beach-cleaning drive. He even lauded the efforts of the Versova Residents Volunteers (VRV) and said that the state will back the VRV since this work was worth congratulating.Speaking about the meeting, Shah said that he was touched by the concern shown by the Chief Minister. “We discussed in detail about the Versova clean up and the mechanism that needs to be put in place and apart from that there was also discussion on the need for a proper tender system for beach cleaning across Mumbai as well as a policy on marine litter,” informed Shah adding that the partnership between citizens and the government, be it local body or state Government is crucial.During the meeting, Shah who is a recipient of United Nations Environment Programme (UNEP) ‘Champion of the Earth’ Award for initiating the world’s largest community beach clean-up initiative also offered the CM his help in drafting a proper policy on marine litter for Maharashtra, given the huge coastline and constant impact of marine litter.WHAT’S IT?Afroz Shah along with Versova residents started the beach clean-up drive in 2015.
So far they have cleared seven million kilogram of garbage from the beach including piles of plastic waste.
