Delhi: 13 trains cancelled as fog engulfs region; air quality dips to ‘very poor’

The cold wave continues to intensify in the national capital, with a blanket of fog engulfing the region, leading to disruption of normal life.Furthermore, the air quality index at Lodhi Road was recorded at a ‘very poor’ level – with PM 2.5 and PM 10.As many as 36 trains have been delayed, 13 cancelled and two rescheduled due to poor visibility and other operational conditions.The Meteorological Department has predicted a maximum temperature of 25 degree Celsius, with lows of 8 degrees and a moderate fog.A similar situation was witnessed in Uttar Pradesh’s Lucknow city, with a thick layer of fog and poor visibility.

The BJP has removed its Ghaziabad city unit president Ajay Sharma from the post for disrupting the marriage of a Hindu woman with a Muslim man in the Rajnagar area here claiming that it was a case of “love jihad”.Sharma has been removed from the post and Ghaziabad city unit general secretary Man Singh Goswami has been appointed as the officiating city president, according to a letter by BJP Uttar Pradesh State General Secretary Vidyasagar Sonkar.”I have received the letter from the state head office and will obey the instructions,” Sharma said.A large group of BJP workers led by Sharma, and some people belonging to right-wing groups protested outside the marriage venue on December 22.The marriage between the man and the woman, who were friends and worked in a multinational company, was later solemnized in a court.Police said they used mild force to disperse the protesters.

GST: 5 undue profiteering cases reported

There have been 5 complaints in Rajasthan against undue profiteering under GST. A four-member committee which was set up by the ministry of finance after GST was implemented to receive the complaints of undue profiteering by any entity under the GST regime has got these complaints.These complaints from the state are part of 70 complaints which have been received by this committee across the country. The highest number of complaints has been received in Haryana with 45 number of complaints while Rajasthan along with Andhra Pradesh is on number two in the list with 5-5 complaints each.These complaints are now being examined by the state level screening committee. Interestingly, these complaints were received from only 11 states and the total number of complaints was 70. Rajasthan is one of these states in the list which includes apart from Rajasthan, Haryana and Andhra Pradesh, states like Jharkhand, Maharashtra, National capital territory of Delhi, Uttar Pradesh, Punjab, Kerala, Chattisgarh, and Tamilnadu.While most of these states are considered more industrialize than Rajasthan, they all had complaints number less than Rajasthan.Notably, section 171 of GST deals with rules related to anti-profiteering and a committee and the national anti-profiteering authority may determine the methodology and procedure for determination as to whether the reduction in rate of tax on the supply of goods or services or the benefit of input tax credit has been passed on by the registered person to the recipient by way of commensurate reduction in prices.The authority while examining the case may also order to reduce the price.The complaints are currently being examined by the state level screening committee.Screening panelThe screening committee may examine if the supplier has contravened the provisions of section 171, forward the application with its recommendations to the Standing Committee for further action. Ministers wait for portfolios

Generally in Gujarat government, portfolio allocation is made soon after the swearing in and the Chief Minister calls for the Cabinet meeting the same evening. This time, however, it’s been two days since, but neither the Chief Minister Vijay Rupani has convened his first cabinet meeting, nor has he distributed ministries.While no one is saying it, it is believed that Rupani is waiting for an auspicious time for the portfolio allocation as there was bad omen just before the swearing in ceremony when a small accident occurred between Rupani and Uttar Pradesh Chief Minister Yogi Adityanath’s convoys. A BJP leader confirmed this, but requested anonymity.When asked why the allocation had not taken place yet, the deputy CM Nitin Patel said, “I do not know why. That is the prerogative of the Chief Minister. I assumed charge and started work soon after the swearing in. The cabinet members were also in Gandhinagar until the evening, but the cabinet meeting was not called.”When pressed for a reason, Patel speculated it could be because the PM and party chief Amit Shah were busy with Himachal Pradesh swearing in. “I believe it will happen soon after consultation with the party high command,” he said.The wait is however is too much to handle for the new ministers. “This is very suffocating as I do not know what portfolio I am going to get. There was no meeting and there is no message when it will be, so I left for my constituency where my supporters have organized for a felicitation programme. I will now return to Gandhinagar only next week,” said one minister.

Uttar Pradesh: Man gives Triple Talaq to wife for waking up late

While triple talaq bill is scheduled to be tabled in the Parliament on Thursday, a woman in Uttar Pradesh today woke up to find her husband uttering the three dreaded words.Gul Afshan, a resident of Azimnagar in Rampur district, said that her husband Qasim thrashed her and divorced her by uttering talaq thrice because she woke up late in the morning. The wife alleged that later, Qasim escaped from the house after locking her up inside. The police had to break in. Narrating her six-month-old abusive marriage, she said that he used to beat her from the very beginning.The police said that they can’t do anything as the woman has not filed a complaint against her husband as of now. “The woman has not filed an FIR as yet. We will take action against him once the complaint is lodged,” said Sanjay Yadav, Azimanagar SHO. Growing cases of triple talaq questions Muslim Board opposition to Bill

A case of triple talaq has been reported out of Bareilly district in Uttar Pradesh where a man reportedly divorced his wife over the phone before heading to Saudi Arabia.According to reports, the woman was married in 2013 to the brother of influential BSP leader Mohammad Yusuf Zariwala. She wanted to complete her graduation and study further, but her husband did not allow it following the birth of their son.This caused a rift between the two and Farzana was forced to stay with her parents leaving the son with the father. The husband soon divorced her over telephone before leaving for Saudi Arabia.The woman then lodged a complaint with Farhat Naqvi, sister of Union Cabinet minister Mukhtar Abbas Naqvi, who runs an organization to help and rehabilitate victims of triple talaq. She has also approached the District Magistrate and SSP Bareilly.Recently, the All-India Muslim Personal Law Board (AIMPLB) rejected the Centre’s Muslim Women Bill 2017, saying it was anti-woman and alleging that it wasn’t consulted.Reacting to Board’s claim, the Uttar Pradesh Deputy Chief Minister Keshav Prasad Maurya said that Centre had sought objections from all while framing the Bill. “Where was the Board then?”The All-India Muslim Women Personal Law Board Chairperson Shahista Amber has also ridiculed the Centre for causing impediment in framing of legislation to protect rights of Muslim women in India. “Their opposition to the Bill is clearly disrespect to Muslim women in the country. They never want rights of Muslim women protected under the law,” she alleged.

Uttar Pradesh: Five minors raped in separate incidents across state

Five minor girls were allegedly raped in separate incidents in four district of Uttar Pradesh in the last two days, police said.In Ballia, a five-year-old Dalit girl was allegedly raped by a 14-year-old boy on December 24, in a village under Sikandarpur police station.SP Anil Kumar said that the accused had been nabbed.In Pratapgarh, a six-year-old girl was allegedly raped last evening by a teenager when her parents were out for work in fields.The accused lured the girl for a cycle ride and took her to a secluded place where he raped her.He was later arrested, the police said.In Banda, a 15-year-old girl was allegedly abducted and raped several times in Attara area on December 24.An FIR was registered yesterday when the girl managed to flee from the clutches of the abductor, identified as Anirudh, who is still absconding.Another similar incident was reported in the district when a five-year-old girl was allegedly raped by her uncle Omprakash in a secluded place.An FIR has been registered in the matter and probe is on. The accused is absconding, police added.A 15-year-old girl was allegedly raped at gunpoint by two youths at her house in Nagla Bajurg village in Muzaffarnagar, the police said.Two men entered the girl’s room yesterday and took her to the terrace.Based on a complaint lodged by the victim’s father, the police said that the accused raped her at gunpoint and threatened to kill her if she told anyone about the incident.”The family members of the victim were asleep in another room when the incident took place,” the official said, adding efforts are on to nab both the culprits at the earliest.

Meerut shocker: Ambulance used to ferry alcohol, belly dancers for state-run medical college’s alumni meet

In a shocking incident, ambulances were used to ferry liquor bottles and Russian belly dancers at a doctors’ alumni meet at Lala Lajpat Rai Medical College in Meerut. A department inquiry has been ordered by the red-faced principal after the news broke out.The incident came to light on Christmas Day, which also happened to be the silver jubilee function organised by the old school association which saw several eminent doctors from the 1992 batch in attendance at the college premises, reported The Times of India.“I got to know that Russian Belly dancers were called and liquor was stored in an ambulance van, it is absolutely wrong, it should not have happened at a state run medical college. Inquiry has been ordered into the incident,” said Rajkumar, CMO, Meerut.This is not the first incident of a state-run medical college landing in trouble in Uttar Pradesh. In August this year, the Baba Raghav Das Medical College and Hospital was in the centre of news after a number of infants died due to lack of oxygen supply in the hospital premises. Most of the infants admitted were victims of encephalitis, a disease that has plagued Uttar Pradesh for over two decades.

UP government releases 93 prisoners on Atal Bihari Vajpayee’s 93rd birthday

The Yogi Adityanath government in Uttar Pradesh today released 93 prisoners from various jails of the state on the 93rd birthday of former Prime Minister Atal Bihari Vajpayee.”It was decided to set free 93 prisoners convicted in different cases on the 93rd birthday of the former prime minister. These prisoners have completed their tenure in jail but could not be released due to non-payment of fine imposed on them,” Principal Secretary (Home) Arvind Kumar told PTI.To ensure that they walk free, the prisons department was asked to see if the fines could be paid by NGOs, trusts and others, after verifying their credentials.The names of convicts to be set free was picked up in a random manner from a list of 135 such prisoners who are not named or were serving imprisonment in another case, the official said.Former prime minister Vajpayee had represented Lucknow in the Lok Sabha five times — 1991, 1996, 1998, 1999 and 2004.The BJP stalwart was the first and till now the only non-Congress leader who completed a full term as prime minister.He was also the first External Affairs Minister to deliver a speech in Hindi in the UN General Assembly in New York.

Uttar Pradesh police keep strict vigil on Christmas in the wake of Hindu Manch warning

Uttar Pradesh police on Monday kept strict vigil across the state to ensure Christmas festivities passed off peacefully in the wake of the Hindu Jagran Manch warning against celebrating the festival, officials said.All SPs were put on maximum alert in the districts after the Manch, an RSS-affiliate, recently issued a circular threatening all Aligarh schools against celebrating Christmas saying, they would be doing it “at their own risk”.No untoward incident was reported from any school or church till late evening and that traditional festivities passed off peacefully in Aligarh, Senior Superintendent of Police (Aligarh) Rajesh Pandey said.In Lucknow, the day was celebrated with usual pomp and fanfare at the St Joseph’s Cathedral with nearby markets decorated with balloons and Christmas trees.There were grand celebrations at the All Saints Cathedral in Allahabad, the Basilica of Our Lady of Graces in Meerut, the Christ church in Bareilly and the St Mary’s church in Varanasi, which were decorated tastefully for the occasion.Additional Director General (Law and Order) Anand Kumar had directed all district police chiefs to ensure that the freedom of practising one’s religion is protected and appropriate action taken to that end.The Manch was in the news last month when it announced its decision to launch a “reverse Love Jihad” by setting a target of 2,100 Muslim brides for Hindu boys in the next six months under a campaign called “beti bachao, bahu lao”.Last year, the right-wing group launched its “anti-love jihad” and “save Hindu girl” campaign in Uttar Pradesh, where they planned to hold classes in all schools run by its parent organisation to “educate” youngsters about the “ill-effects” of marrying a Muslim.

BJP leader bats for those who were martyred in 1857 war of independence

A BJP Lok Sabha member has urged the Centre to identify those who fought for the country’s Independence since 1857, and give their family members monetary and other government benefits.Sharad Tripathi, an MP from Uttar Pradesh, said many of those who fought against the British rule in 1857, recognised by many as the country’s first war of Independence, are not known much among the masses.”I believe that India’s fight for Independence began in 1857 leading to the freedom in 1947. The government should do a study and recognise such heroes as martyrs. Their family members should be given benefits,” he told PTI.Earlier this year in Parliament, Tripathi had demanded that a martyrs gate be built in the national capital in the honour of freedom fighters who laid down their lives between 1857 and 1947.A list containing the names of such freedom fighters should be released by the government as currently, there is no such authentic record, he said.While the names of Indian soldiers who fought the World War-II were inscribed by the British on the India Gate, there is no such commemoration for the Indians who died for the country’s freedom from 1857 to 1947, he had said.

Home Ministry issues advisory to states for security during Christmas

Union Home Minister Rajnath Singh today said an advisory has been issued to all states to ensure law and order during Christmas in the wake of fringe elements recently threatening some Christian community members against celebrating the festival.A fringe group in Uttar Pradesh’s Aligarh had on December 17 issued a circular and threatened the management of all city schools against celebrating Christmas saying, if they did so, it would be “at their own risk”.When asked about it, Singh said an advisory has been issued to all the states so that there is no law and order issue. Uttar Pradesh Assembly: Opposition stages walkout over government’s ‘insensitivity’ towards farmers

VHP in Meerut launches campaign telling Hindus to not sell homes to minorities

The Uttar Pradesh unit of the Vishwa Hindu Parishad has launched a campaign that disallows people belonging to the minority community to buy property in Hindu-dominated areas.According to the VHP, if sold, then people may use these houses as a safe haven to conduct terrorist and anti-national activities.“We will also educate Hindus not to sell their houses to Muslims as their culture, and way of living does not match with us,” Sudarshan Maharaj, VHP Organizing Secretary, Meerut, told media.The campaign comes after Sanjay Rastogi, a Meerut-based businessman, from Maliwada in Meerut district, sold a portion of his house to a Muslim family. However, when the buyer Nauman Ahmed went for the possession, he was heckled by VHP activists and local residents and warned not to shift into the house.Locals also confronted Sanjay Rastogi for selling his property discreetly to a Muslim family without consulting and seeking consent from his neighbours.The matter went to the Kotwali police station where a compromise was reached. It asked Sanjay to return the money to Nauman within two months to close the matter.Meanwhile, a delegation of the members AIMIM met the SSP Manzil Saini and other senior police officials. They sought action against VHP and BJYM activists making a property deal into Hindu-Muslim and demand protection for the Muslim family to shift in the house.

Not one Rohingya deported yet

There are nearly 40,000 Rohingyas in India, according to home ministry estimates, but not a single illegal immigrant flagged as a terror threat has yet been deported. The ministry had asked for states to identify Rohingyas with terror links and deport them to Myanmar, but no such links have been reported as yet.On the other hand, in the last three years, 330 Pakistanis and 1,700 Bangladeshis have been sent back to their country for illegal entry into India.In August, the Home Minstry wrote to state governments urging them to identify illegal Rohingyas and deport them. “Detection and deportation of such illegal immigrants from Rakhine state, also known as Rohingyas, is a continuous process. Therefore, it is essential to identify them and keep a watch on their activities for preventing any untoward incident that can take place,”the home ministry communication to states said.Government sources also say that keeping in mind certain strategic reasons, the Rohingyas need to be deported. The government has been under attack for its decision to deport Rohingyas and even UN human Rights Chief Zeid Ra’ad al-Hussein condemned India’s move. However, the government has defended its action and Minister of State for Home, Kiren Rijiju has in the past called it “calibrated design” to “tarnish” India’s image.”As per an estimate, more than 40,000 illegal Rohingya immigrants are presently staying in India mostly in the States of Jammu & Kashmir, Telangana, Punjab, Haryana, Uttar Pradesh, Delhi and Rajasthan,” the Home Ministry said in a reply stated in Parliament on Wednesday.Ministry says‘Since entry of such illegal immigrants without valid travel documents is clandestine and surreptitious, it is not possible to have accurate data of such illegal Rohingya immigrants living in parts of country’

Reacting to the BJP victories in Gujarat and Himachal Pradesh, the Uttar Pradesh Chief Minister Yogi Adityanath said that it was a lesson for those who indulged in “divisive and caste politics” to reject the Gujarat Model of development.“People all over the world have lauded the Gujarat Model except for the Congress. BJP’s win should serve them as a lesson for the Congress,” reacted Chief Minister.“BJP not only retained Gujarat but wrested Himachal Pradesh from the Congress. People have rejected their caste and divisive policies and voted for BJP’s agenda for development,” pointed Yogi Adityanath.He attributed the Gujarat and Himachal win to Prime Minister Narendra Modi. “It is the dynamic leadership of the Prime Minister and party workers’ hard work that enabled the BJP to win at both places,” said the Chief Minister.He said that people of both states has given a befitting reply to the Congress for using unparliamentary language against the Prime Minister and stooping to a new low in politics by forgetting political courtesy.He did not forget to take a dig at the new AICC President Rahul Gandhi saying that he had predicted a few days ago that change of leadership in the Congress will be a good sign for the BJP and beginning of an end for the Congress.The Uttar Pradesh chief minister also said that the BJP win in Gujarat and Himachal has set the tone for the 2019 Lok Sabha polls.”It is time for the Congress to do some serious introspection whether or not it should contest 2019 Lok Sabha polls. We will win all 80 seats in Uttar Pradesh in 2019,” said Adityanath giving credit to party President Amit Shah’s poll strategy.

Cold wave to continue in northern India; temperatures likely to drop

People who expected a relief from the biting cold will feel disappointed as cold wave conditions will continue in northern part of India.According to Skymet Weather, the seasonal wind pattern is being prevalent over the northwestern plains of the country. In addition to this, the active western disturbance has been pushing the cold winds from the snow clad mountains to hover across the region, thereby plummeting the temperatures further.On Saturday, severe cold wave conditions were witnessed at isolated places of Punjab, while cold wave conditions at isolated places over Haryana and North Rajasthan.Rajasthan, Chandigarh and West Uttar Pradesh too observed cold day conditions at isolated pockets.The national capital also saw cold conditions for the last few days.As a result, cold breeze is lingering over the region. The weathermen do not forecast any major weather system in the coming two to three days to affect the weather over northwestern plains of the country.Therefore, the sky conditions will remain clear, paving way for bright sunshine. In the wake of this, day maximums will ascend, while night temperatures are anticipated to descend during the next 36 to 48 hours.Besides this, during the late night and early morning hours, shallow to moderate fog can be seen over the northwestern plains that will disperse once the sun shows up, day temperatures escalate and speed of winds increases.Atleast 19 trains were delayed, two rescheduled and eight were cancelled due to low visibility in Delhi on Sunday.With minimum temperature recorded at 7.8 degrees Celsius, Delhi woke up to a clear Sunday morning. The maximum temperature is expected to be 20 degrees Celsius. The humidity was recorded at 73 percent at 8.30 a.m, a Met department official said.

Bhagavad Gita Research Institute to be set up in Mathura

A research institute for the study of the ‘Bhagavad Gita’ will be soon set up by the Uttar Pradesh government in this temple town, a minister said.The Gita Research Institute has been proposed by the Yogi Adityanath government, Minister for Religious works and culture Laxmi Narayan Chaudhary said.”For research on Gayan (singing), Vadan (the art of music) and Nratya (dance) of the Krishna age, the government is setting up the institute,” the minister said.Speaking at the 144th anniversary celebration of the Government Museum, Mathura, the minister said no language in the world was as sweet as Brij Bhasha and no art was as gifted as the art of Mathura.Unfortunately, no efforts were made to promote these, he said.

India may surpass first world nation in terms of economic growth, but when it comes to women empowerment, the Asian giant cuts a sorry figure.The latest numbers from the National Commission for Women report just proves the pathetic state of affairs.Sample this – two women were harassed at their workplace daily in 2017, with Uttar Pradesh topping the ‘shame list’.The women panel’s report for the year 2017 says that on an average, the NCW received 1.7 complaints per day, a Times of India report said on Sunday.The Commission got 539 complaints with maximum coming from UP, Delhi, Maharashtra, Madhya Pradesh and Haryana. But the panel feels that this is just a minuscule number, a tip of the proverbial iceberg as majority of victims still don’t report such matter either to the local police or to the Commission.In last four years, the Commission has received just 1,971 complaints. With #MeToo trending all this year in post Harvey Weinstein expose era, there has been a greater understanding among the women about this issue. Now, the stigma attached to such cases is giving way to women speaking openly about their horrifying experiences.The trend was also responsible for finally making the Indian Inc responsible towards the issue with the Corporate Ministry making it mandatory for all companies to make full disclosure on their compliance with the Sexual Harassment Act.It should be noted that this was a two-year-old demand by the Maneka Gandhi’s ministry, which was accepted only in 2017.

Ex-BJP MLA’s son shot dead near UP Assembly complex: Police

The son of a former BJP MLA was allegedly shot dead at the Kasmanda House, barely 300 metres from the Uttar Pradesh Legislature building and the state BJP office, a senior police official said.Vaibhav Tiwari (36), the son of former Domariyaganj MLA Prem Prakash Tiwari alias Gippy Tiwari, was called by some of his acquaintances from his residence at the Kasmanda House last night, Additional Director General of Police, Lucknow Zone, Abhay Prasad said.Following an altercation, Vaibhav was allegedly shot dead, he said.Gippy Tiwari was BJP MLA from Domariyaganj in 1989, 1991 and 1993. Then in 2014 he went to the Samajwadi Party. In this year’s Assembly elections, however, he campaigned for the BJP.Vaibhav was the only son of the former MLA and a local BJP leader said that he reportedly had love marriage with a non-Brahmin girl.The police said an investigation was underway.The Uttar Pradesh Legislature is currently in session.

Biker wheels to create awareness on road safety

Inspired by a video of Sachin Tendulkar asking riders to wear a helmet, Mumbai-based rider Vinay Maurya has, since then, travelled nearly 2,500 kilometres on his bike across the state and Gujarat requesting people who ride without helmets to do so. Armed with data on bike deaths and stickers, the Marine Lines resident has been spreading road safety awareness. “Sachin Tendulkar has inspired me to work towards spreading awareness of wearing helmets. I have been riding solo across India to talk to people about this issue,” said Vinay Maurya.Sachin Tendulkar had recently uploaded a video where he was seen creating awareness about traffic safety by insisting that people wear helmets. Maurya decided to take this issue to the next level by starting an Instagram campaign #HelmetDaalo, riding solo across India. “I am known as The Indian Motorcyclist on social media. The survey was published by Exide Life Insurance as a part of its CSR initiative. According to the survey, riders are basing their decision to ride helmetless for a variety of reasons; Staggeringly, nearly a third (29%) admit to riding without a helmet for reasons of ‘comfort’! 13% due to the cost of a helmet, 16% believe that they are not required to by the law, 22% simply ride bare-headed due to a force of habit.

Minor set ablaze by neighbours for opposing molestation in UP’s Mainpuri

A minor girl was set ablaze by three men, who earlier allegedly had molested her in Uttar Pradesh’s Mainpuri.The accused, who were the neighbours of the victim, allegedly use to feed some intoxicating material to the parent of the victim and harass her.As per the police, the accused had been molesting the victim for quite a long time and when she reported about the incident, they broke into her house and set her ablaze.“She filed a report about harassment few days back and we were looking for the accused when this incident took place. A case has been registered and we are making efforts to apprehend them soon,” the police said.The victim was taken to a mini PGI hospital in Saifai for treatment and now she is said to be out of danger.

Yogi Cabinet approves UPCOCA to check organized crime

To give more powers to security forces in controlling crime, law and order in Uttar Pradesh, the Yogi Adityanath government approved the UP Control of Organized Crime Act (UPCOCA) on the lines of MCOCA (Maharashtra Control of Organized Crime Act).A Bill in this regard was approved by the Yogi Adityanath Cabinet on Wednesday after six-month long deliberations over the provisions of the Act. The Bill will now be tabled at the winter session of the State Legislature, beginning Thursday, for promulgation of the Act. In another important decision, the Cabinet also approved to install bio-metric attendance systems at the Secretariat and other government offices and made bio-metric attendance mandatory for all government employees, including the IAS, IPS and PCS officers. “The State government has accorded top priority to control law and order. The Act is aimed at tightening further noose around criminals in Uttar Pradesh,” said Srikant Sharma, BJP government Spokesperson.The Bill was drafted after studying the provisions made in MCOCA. Stringent measures have been recommended in the bill against those involved in criminal activities, organized crime like running mafia gangs, mine mafia, land grabbing, kidnapping for ransom etc.The Bill provides to confiscate and attach properties acquired through illegal means of criminals and makes provisions for punishment from minimum three years to Capital punishment. It also provides a fine of Rs 5 to 25 lakhs. To break the nexus between the criminals and politicians, it envisages special power to the police. The bill also proposes o extend period of filing chargesheet from 90 days to 180 days.Provisions of UPCOCA could be slapped only after recommendation of the Commissioner or IG rank officials. The state government would also establish special force and UPCOA Courts to expedite such cases. The Principal Secretary Home will personally monitor cases under UPCOA.The Yogi Adityanath government has already launched a massive cfrackdown against criminals in the state. About 30 reward-carrying criminals have so far been shot dead by the police in encounters.“The UPCOCA will give much-required additional powers to the security forces to send criminals to jail and get them punishment in shortest time through the UPCOA Courts,” said a senior police official.The ruling BJP has majority in UP Assembly but ot would be interesting how the Bill is passed in the UP Council, the Upper House, dominated by the opposition Samajwadi Party which had opposed the Bill in 2007 when then Chief Mayawati had tried to introduce it.

Day before second phase of Gujarat polls, UP farmers protest, raise slogans against Rahul Gandhi in Amethi

Farmers staged a protest and raised slogans against Congress president-elect Rahul Gandhi in his home turf Amethi in Uttar Pradesh on Wednesday.The protesting farmers demanded that either their land that was given to Rajiv Gandhi Foundation is returned or else they are provided employment.They said if their demands were not fulfilled they would demolish the structure built there and continue to protest.The farmers were carrying a banner stating: “Shame on you Rahul, return the lands of farmers.”They staged the protest near Samrat Cycle factory, which was inaugurated by former prime minister Rajiv Gandhi when he was the MP from Amethi.In the 1980s, Jain brothers had taken over 65.57 acres of land in the industrial area of Kausar to run a company but after its failure a land auction took place in 2014.According to the records, UPSIDC had leased 65.57 acres of land to the company in 1986 but when the company was closed down, the Debts Recovery Tribunal got it auctioned in 2014 at Rs 20.10 crore to recover the loan.The land purchased in the auction was paid by the Rajiv Gandhi Charitable Trust for a stamp duty of Rs 1,50,000.However, later the land auction process was termed invalid by the UPSIDC following which a Gauriganj SDM Court ordered the return of the land of the Samrat Cycle Factory to UPSIDC.Since then the land is on papers with UPSIDC but is still occupied by the Rajiv Gandhi Charitable Trust.The farmers have not received any compensation for their land which was used for this factory till now.Earlier, Union Minister Smriti Irani had also accused Rahul of grabbing the land of farmers through the foundation.The Congress scion has, however, always pitched for farmers’ welfare and even promised to waive their loan in Gujarat election speeches.

SC raps Centre for not acting on orders over extradition of fugitives

The Supreme Court on Tuesday pulled up the Centre for “not even bothering about” its orders on extradition matters and questioned the government’s will in getting persons evading law back from foreign countries.The remarks were made by the top court in the matter relating to extradition of a businesswoman, who is facing criminal trial in India but was allowed to travel to London on apex court’s direction in January, 2016.The apex court had earlier forfeited Rs 86 lakh deposited by her as security and directed for revoking of her passport as well as initiated contempt proceedings against her.”What is this attitude? You don’t even bother about the orders of the Supreme Court. We have been virtually extending threats to the officers in the Ministry of External Affairs but you still don’t act,” a bench of justices Arun Mishra and M M Shantanagoudar said.The top court said that “somebody has ran away from the country but the government isn’t doing anything about it”.It asked Additional Solicitor General Maninder Singh and senior advocate V Mohana: “We have been issuing orders in this case for last eight months but you have done nothing. You should tell us what is going on and why are you (Centre) not acting?”The bench even expressed its annoyance over different government lawyers on different dates in the matter and said “We think we will now call the secretaries in the MEA. They will be called to court to explain. That seems to be the only way forward now.”The bench posted the matter for further hearing after the ASG assured it of taking instructions on the issue.The court directed the ASG that all formalities relating to the extradition of the woman be completed by then.Ritika Awasty, a promoter of Bush Foods Overseas Pvt Ltd, is facing criminal trial in Uttar Pradesh on charges of cheating, forgery and criminal breach of trust.She had challenged the Allahabad High Court order refusing to quash FIR lodged against her but was granted bail and allowed to travel abroad by the apex court on an undertaking for looking after her husband and daughter in London.She had given an undertaking to return to India by March 31, but she did not. The court further extended her stay in London on her request till May 31, but she again did not return.This compelled the top court to initiate contempt proceedings against her and revoking of her passport.On September 12, the Centre and Uttar Pradesh had told that they have agreed that State shall initiate procedure relating to extradition and they are agreeing that Uttar Pradesh will take effect steps within three weeks.The court directed the Centre to take appropriate steps within two weeks thereafter, for extradition with the Crown Prosecution Services and sought details of her properties in India.Earlier, the top court had asked Awasty to furnish her current address in the UK by the next date of hearing and the state had assured the court appropriate steps for extradition of the woman will be taken.The apex court had also asked the Centre to file the income tax returns of Awasty and of her husband.On August 29, 2016, the apex court had said that it is “prima facie satisfied” that Awasty has “committed contempt of this court by breaching the directions issued by the court, as also, violating the undertaking given to this court”.It had issued notice to Awasty to show cause why contempt proceedings be not initiated against her.The top court said that “in order to ensure, that the petitioner does not flee from justice, we consider it just and appropriate, to direct the passport authority concerned to revoke the passport issued to the petitioner forthwith”.It had said that the Indian High Commissioner at London, shall initiate action for the return of Awasty to India, so as to face the judicial process, which is pending consideration before the apex court.

Yamuna water to resolve drinking, irrigation issues; report set

The state government has started preparations to bring Yamuna water in the state. It will be brought to Churu district via pipeline from Ghaziabad in Uttar Pradesh and will be used for drinking and irrigation in Churu, Jhunjhunu and Sikar district. The Water Resources Department has prepared a project of Rs 20 thousand crores for this.Water Resources Minister Dr Ram Pratap, during a press conference on Monday, said that the pre-feasibility report of 20 thousand crore rupees for bringing Yamuna water to Rajasthan was presented in the Central Water Commission(CWC). The Commission has approved the report and has appreciated the state government for this. Now, DPR will be made and sent to the CWC. Principal Secretary Shikhar Agrawal said that under this project, about 270 KM long, five pipelines of 3.2-meter diameter each will be laid down from Ghaziabad to Rajgarh (Churu) after which, the irrigation and drinking problem of the area will be resolved. On the fourth anniversary of the state government, Dr Ram Pratap organized a press conference and told about four years achievements of his department. He said that the government sanctioned the budget of Rs 11 thousand 930 crores in four years whereas, in the previous government’s five years, only 4 thousand 257 crores projects were made. He said that many major projects will be inaugurated and laid out in coming days. In this order, the foundation stone of Parwan Project will be laid on December 15 and work orders of Rs 273 crores have been issued for construction of dam and tunnel under this and after 15 days, the foundation stone for the construction of the Isarda dam will be done. Similarly, the foundation stones of the Batissa Nallah Project and Dholpur Lift and Irrigation Project in Sirohi district will be put up. “State government has formed Rajasthan River Basin and Water Resources Planning Authority. Under the Eastern Basin Transfer Project, drinking water and Irrigation facility will be provided in 2 lakh hectare area in 13 districts namely Jhalawar, Baran, Kota, Bundi, Sawaimadhopur, Ajmer, Tonk, Jaipur, among others,” said minister.LOAN WAIVER: A REPLY, NOT ANSThe Minister of Water Resources, Dr Ram Pratap, did not give a clear answer to the farmers’ bank loan waiver, on Monday. But in a philosophical way, the minister said that all political parties and farmers have to solve it, by studying this problem.In order to consider the demand for farmers’ debt waiver, the state government had formed a committee under the chairmanship of Dr Ram Pratap. On the question, in a press conference, Dr Ram Pratap said that in states like Kerala, Karnataka, Uttar Pradesh, Maharashtra etc., it has been declared to waive bank loans of farmers. These states have announced debt waiver, but have not done anything on the ground. He mentioned that something has happened in Kerala and Karnataka in this direction for debt waiver. That’s why our government sent a team of officials to study. Apart from this, the members of the committee, co-operative Minister Ajay Singh Kilak and Minister of State for Energy Pushpendra Singh, went to Karnataka to study the work.

India outrage over brutal rape and murder of six-year-old

Teen cancer survivor gangraped in Lucknow

Even as the Uttar Pradesh Police was observing ‘Women Safety Week’, a 15-year-old girl who survived blood cancer was gangraped by three persons at Sarojini Nagar in the state capital here late on Saturday night.The victim told police that one of her acquaintance called her up for dinner at around 8.30 on Saturday night. She went along with him, only to find a friend of her acquaintance too joining them. The duo took her to a secluded place, raped her, and left her bleeding on the road.But the worst was yet to come. Hearing her cries, a passerby offered to help her, and on the pretext of taking her to the police station, he too raped her.Later, she was taken to the Sarojini Nagar Police Station, where a case was registered and she was sent for medical examination. Police swung into action on the basis of her statement and arrested the passerby. He has been identified as Virendra Yadav of Banthara.”We have already arrested one accused. Efforts are on to nab the two others, including her acquaintance,” said the police officer.The incident has put a big question mark on policing, particularly during the Women Safety Week, which was launched by DGP Sulkhan Singh to provide security and protection to girls and women in Uttar Pradesh.

Criminal carrying Rs 65,000 reward on his head killed in encounter in Dadri area

A criminal wanted in several cases of attempt to murder and dacoity was shot dead after a brief encounter in the Dadri area of Greater Noida on Saturday night.Police said the deceased was identified as Aslam, 30, who was carrying a reward of Rs 65,000 on his head. Instead of stopping, they opened fired at the police personnel,” Circle Officer Nishank Sharma said.The duo tried to escape by continuously firing. In return, the police party also fired at them and after a brief encounter, the cops managed to overpower Aslam. His accomplice managed to escape.”Aslam received a bullet injury on his chest and succumbed to death while on his way to hospital. Two constables were also injured in the crossfire and are being treated at the district hospital,” Sharma said.Police said that after confirming his address, they found that Aslam was a resident of Shamli district in Uttar Pradesh and was a wanted interstate criminal. He was booked under section 307 (attempt to murder) of the Indian Penal Code (IPC), among others.”On checking his criminal history, we found out that he was carrying a reward of Rs 50,000 from the Uttar Pradesh police and Rs 15,000 from the Uttarakhand police. Efforts are being made to nab other criminals,” a senior police officer said.Police further revealed that he had been allegedly involved in crimes such as murder, attempt to murder, robbery, and extortion in Noida and Greater Noida.

Yogi Adityanath to tighten noose around private schools

The Yogi Adityanath government in Uttar Pradesh (UP) is bringing in a legislation to curb the exorbitant fees charged by private schools.The state has drafted the UP Self-Financed Independent School (Regulation of Fee) Bill, 2017, to tighten the noose around private schools that charge high fees as well as raise it almost every year.The Bill, which is likely to be tabled during the Winter Session of the state legislature, was drafted after studying similar legislation in Delhi, Gujarat, Punjab, Haryana, and Rajasthan by a committee, headed by deputy chief minister Dr Dinesh Sharma, and taking into account views of parents, teachers, and management of private schools.Prominent private schools in Lucknow charge anything between Rs 3,000 and Rs 12,000 per month from each student. The new Bill will cover all private schools affiliated to ICSE, CBSE, UP Board, and even the minority institutions. Primary schools charging less than Rs 20,000 annually have been kept out of the Bill.Sharma, who is also the education minister, said the main aim of the new legislation was to regulate fee structure in private schools. Under the new Bill, private schools will not be allowed to charge admission fees every year. It can be charged only at the time of admission and three other times — when a student is promoted to Class VI, IX, and XI.The Bill provides for annual fixation of fees and allows a maximum of 15 per cent as development charges. Most schools in the state charge 30-50 per cent on this head. The Bill also directs schools to spend fees raised from this head only on renovation and development of the school infrastructure.No more secretsThe Bill makes it mandatory for private schools to keep their fee accounts and display them on their notice board and website. Also, schools must disclose income from commercial activities

Noida double murder case: 16-year-old confesses to killing mother, sister

The 16-year-old minor, who was the prime suspect, on Saturday confessed to killing his mother and sister in their flat in Gaur City-2 Greater Noida.According to police, the boy was apprehended by Gautam Buddha Nagar police from Varanasi in Uttar Pradesh late on Friday night. “The boy who was on the run after committing the murder had called his father on Friday afternoon from an unknown number. The father immediately informed the police after which a team reached the location and found him,” said Luv Kumar, Senior superintendent of police (Gautam Buddha Nagar). Police said the boy did not confess his crime during the call, but kept crying on the phone. The phone number was passed to the police by the father of the minor following which location was traced to Mughal Sarai. A team was sent from Greater Noida by air and brought him to here. Noida double murder case: Cops detain juvenile from Varanasi in Uttar Pradesh

Uttar Pradesh becomes first state to endorse Centre’s draft bill on triple talaq

The Yogi Adityanath Cabinet gave its nod to the Central government’s draft bill banning instant triple talaq or talaq-e-biddat. With this, Uttar Pradesh has become the first in the country to endorse the Centre’s draft bill.Presided over by the Chief Minister Yogi Adityanath, Cabinet which met late Tuesday night approved the draft Muslim Women Protection of Rights on Marriage Bill 2017 and sent it back to the Centre for tabling it during the forthcoming winter session of the Parliament.Significantly, the Yogi Cabinet did not suggest any alteration and amendments into the draft bill while endorsing the Centre’s proposed law unanimously.The proposed bill provides a maximum sentence of three years’ imprisonment and fine to men pronouncing talaq-ebiddat. Under the new proposed law, instant triple talaq will become a cognizable and non-bailable offence. It has also made provisions for providing maintenance allowance and custody of minor children to the aggrieved Muslim women.The draft bill says that triple talaq in any form – spoken, in writing or by electronic means such as email, SMS, Whatsapp – would be bad, illegal and void. The provision of maintenance and custody of minor child has been incorporated to ensure legal and financial protection in case husband forcibly throws the victim out of the house. It would empower women to approach magistrate seeking maintenance and custody of minor childThe BJP Spokesperson Dr Sidharth Nath Singh said that a law on the contentious practice of instant triple talaq among Muslim men necessitated following the Supreme Court landmark judgment on August 22 banning the practice. “Even after the landmark verdict, there were cases in which Muslim women were made subject of harassment by their husbands by pronouncing instant triple talaq,” pointed Dr Singh.“There were 177 reported cases of instant talaq before the Supreme Court verdict and 66 after the apex court order. Unfortunately, Uttar Pradesh tops the list,” he added.“The proposed law would not only protect marital rights of Muslim women in the country but will be a big step in the direction of empowering them. We hope that new law will give a big relief to Muslim women in improving their status in the society,” said Srikant Sharma, another BJP Spokesperson.Though All-India Muslim Personal Law Board is yet to react to the Centre’s darft bill a few Muslim clerics have already dubbed it as interference in their religious and personal matters. “Triple talaq is made by Allah and we cannot overrule or do away with it,” reacted Maulana Khalid Rashid Firangi Mahali.

Union minister Uma Bharti on Tuesday said she would launch ‘mahaupvaas se mahaprayan’ (fast unto death) if an implementation of plans related to Ganga cleaning did not start by October next year.The drinking water and sanitation minister made the remarks in the presence of Union Water Resources, River Development and Ganga Rejuvenation Minister Nitin Gadkari at an event here.Bharti had held the portfolio of water resources before Gadkari took charge of the ministry following a reshuffle of the Union Cabinet in September.”I want to see each Ganga-related plan being implemented by October, 2018. Babri Masjid case: Supreme Court to commence final hearing from Tuesday

The Supreme Court is likely to commence final hearing in the long-standing Ram Janmabhoomi- Babri Masjid title dispute from Tuesday, a day before the 25th anniversary of the demolition of medieval-era structure.A specially constituted bench of Chief Justice Dipak Misra and Justices Ashok Bhushan and Abdul Nazeer will be hearing a total of 13 appeals filed against the 2010 judgement of the Allahabad High Court in four civil suits. The high court had then ruled a three-way division of the disputed 2.77 acre area at Ayodhya among the parties — the Sunni Waqf Board, the Nirmohi Akhara and the Lord Ram Lalla. A sect of Muslims, under the banner of Shia Central Waqf Board of Uttar Pradesh, had earlier approached the court offering a solution that a mosque could be built in a Muslim- dominated area at a “reasonable distance” from the disputed site in Ayodhya.However, its intervention was opposed by the All India Sunni Waqf Board which had claimed that judicial adjudication between the two sects had already been done in 1946 by declaring the mosque, which was demolished on December 6, 1992, as one which belongs to the Sunnis. Recently a group of civil rights activists also moved the apex court seeking intervention in the Ayodhya dispute and urged it to consider the issue saying it is not just a dispute over property but has several other aspects which would have far-reaching effects on the “secular fabric of the country”.In pursuance to the apex court’s earlier direction, the Yogi Adityanath government has submitted English translation of exhibits and documents likely to be relied upon, as these were in eight different languages. A battery of high profile lawyers including senior advocates K Parasaran and C S Vaidyanathan and advocate Saurabh Shamsheri will appear for Lord Ram Lalla, the deity, and Additional Solicitor General Tushar Mehta will represent the Uttar Pradesh government.Senior advocates Kapil Sibal, Anoop George Chaudhari, Rajeev Dhavan and Sushil Jain will represent other parties including All India Sunni Waqf Board and Nirmohi Akhara. The top court had on August 11 asked the UP government to complete within 10 weeks the translation of the evidence recorded for adjudication of the title dispute in the high court. It had said it would not allow the matter to take any shape other than the civil appeals and would adopt the same procedure as was done by the high court.BJP leader Subramanian Swamy, an intervenor in the matter, had attempted to raise the issue of fundamental right of religion of the Hindus under Article 25 of the Constitution. Many of the original plantiffs and defendants in the matter including Mohd Hashim, who was the first person to take the matter to the apex court, have died. A three-judge bench of the Allahabad High Hourt, in a 2:1 majority ruling, had said the land be partitioned equally among three parties — the Sunni Waqf Board, the Nirmohi Akhara and Ram Lalla.

Train derails in Rajasthan, no injuries reported

A Bikaner-bound train derailed today when a tractor rammed into its engine near Nawa railway station in Rajasthan, a railway spokesperson said.The Delhi Sarai Rohilla-Bikaner Express derailed at 2:52 am on the Zerpur-Satnali section after a tractor collided with it, causing four of its wheels to go off the rails, the spokesperson said.No injuries have been reported, he said.”The train was provided with fresh power and it left the site at 5:25 am for Bikaner,” railway spokesperson Anil Saxena said.This is the second incident in less than 10 days where unauthorised vehicles have caused accidents.On November 24, a bolero, carrying a marriage party, was hit by a local train in Uttar Pradesh.

Azam Khan redux: UP Police launches search operation to recover BJP MLA’s missing buffaloes

In an incident similar to past when UP Police searched desperately for SP leader Azam Khan’s lost buffaloes, now police in Sitapur district have launched a search operation to trace buffaloes of a BJP MLA. The police is looking for a pair of buffaloes missing from the farmhouse of of a BJP MLA Suresh Rahi, son of former Congress Union Minister Ram Lal Rahi.A complaint was lodged by the caretaker of BJP MLA’s farmhouse that a buffalo and her calf was stolen by someone on Saturday night. The farm-house is situated about 90 kms from Lucknow near Sitapur district jail. Suresh Rahi is BJP MLA from Hargaon Assembly constituency in the district and his father Ram Lal Rahi was a former Congress Union minister in the PVNarsimha Rao government.Since the complaint was from the BJP MLA’s caretaker, the police swung into action promptly and lodged an FIR against unidentified miscreants at Sitapur Police Kotwali. Oppn blames EVMs for BJP win in UP civic polls

Whereas in Nagar Palika BJP secured 916 posts against 4295 by others and in Nagar Panchayat polls it won won- 663 seats in comparison to 4715 won by other parties and independents.About 70% of the elected representatives of the other posts were independent candidates.

After drubbing in UP civic polls, Akhilesh Yadav, Mayawati invoke tampered EVM allegations

A day after humiliating defeat in Uttar Pradesh civic polls, Mayawati and Akhilesh Yadav on Saturday blamed the ‘rigged’ EVMs for the verdict.Bahujan Samaj Party chief Mayawati alleged the BJP tampered with the Electronic Voting Machines (EVMs) in the Uttar Pradesh civic body polls.“The BJP has tampered with the EVMs in the assembly elections of 2017, as they did back in 2014. Even in these civil body elections, they tampered the electoral process, otherwise our mayors would have won. Overall they were unable to make us lose, as the BSP came second in position,” Mayawati said in Lucknow. Gujarat among worst states for children

Data released by the National Crime Records Bureau (NCRB) on Thursday revealed that Gujarat registered a total of 1,120 murder cases in 2016. Of the total murders, 94 were of those aged up to 18 years; 53 of whom were under six years of age — this is the second highest among states. In 2015, the state recorded 1,150 murders, and in 2014, 1,124 murders were recorded.In the total number of murders in 2016, Gujarat ranks 27th among states. A total of 79 murder cases were registered in the state, where 94 victims were children aged between 1 and 18 years. Of them, 53 were children under age six — 30 boys and 23 girls.As per the data, the highest number of children below six were murdered in Maharastra (94), followed by Gujarat and Karnataka, with 53 murders each, and Uttar Pradesh, with 49.Honour & passion killingGujarat is on the third spot in honour killing and fourth in crimes of passion in 2016. A total of 1,493 cases of crimes of passion were registered in the country in 2016; 133 of which were in Gujarat.The highest number of passion killings was recorded in Uttar Pradesh, with 398 murders, followed by Tamil Nadu (180), Bihar (133) and Gujarat, with 133.In honour killing, a total of 71 cases were registered across the country in 2016. The highest number was reported in Madhya Pradesh, with 18 cases, followed by Uttar Pradesh (16) and Gujarat (10).

Delhi is national capital of crime

When it comes to the rising crime rate, Delhi has left behind states such as Uttar Pradesh, Madhya Pradesh, Bihar, and Maharashtra. In 2016, the Capital also recorded the highest number of Indian Penal Code (IPC) crimes ever in its history, according to the data released by the National Crime Records Bureau (NCRB) on Thursday.The NCRB has ranked Delhi first based on the crime rate across the country and also first among all metropolitan cities based on the percentage share of incidents. It also ranked Delhi fifth based on the percentage share of crimes across the country.The data further suggested that the Capital ranked fifth, when it came to the number of crimes, and it alone added 7% to the country’s crime records. According to the data, in 2016, Delhi witnessed 209,519 crime cases. The number was 191,377 in 2015 and 155,654 in 2014.The data also stated that in 2016, 545 people were murdered while 1,591 died due to rash driving. Dowry claimed 162 lives, 6,982 fell victim to kidnapping and abduction, 2,079 were raped, and 85 were gangraped in 2016.Apart from this, 837 victims reported stalking, 183 were made victims of unnatural offences, and 230 cases of extortion, 4,776 robberies, and 131,418 thefts were reported. Based on the crime rate in 2016, after Delhi, Kochi was ranked second and Jaipur was ranked third.Moreover, as inflow of arms in the Capital has reportedly increased in the recent past, 688 cases under the Arms Act were also registered while total number cases under the Arms and Explosives related Acts were 702.The data further stated that 2,356 cases were registered under the Excise Act while 2,653 were lodged under the Liquor and Narcotic Drugs-related Acts.

The Maharashtra government has organised a two-day brain storming session on December 1 and 2 on the state’s report card on crime control, investigation, detection, conviction, and the steps to be taken for further improvement.The Home Department officers, under Chief Minister Devendra Fadnavis’ initiative ‘Transform Maharashtra’, will make a series of presentations on achievements, shortfalls and the roadmap for future with regard to crime control.The session will take place a day after the National Crime Records Bureau (NCRB) released crime data for the year 2016. According to NCRB, Maharashtra ranked third when it comes to reporting of Indian Penal Code (IPC) cases in the country. Uttar Pradesh accounted for 9.5% of the total IPC cases, followed by Madhya Pradesh (8.9%), Maharashtra (8.8%) and Kerala (8.7).Furthermore, Maharashtra tops in cases of assault on women with intent to outrage her modesty with 11,396 registered cases, ranks second in kidnapping and abduction cases with 6,170 cases and comes third in cases of rape with 4,189 cases registered in 2016.A senior officer, who will be present at the two-day session, told DNA: “There has been marked improvement in the crime conviction rate which has surged to over 47% from 9% in 2014, largely due to the increase in forensic facilities. Still, there is scope for improvement. Also, crime against women are being tried in 27 fast-track courts, and the pending ones are going on in 22 such courts.”

Journalist working with Hindi daily ‘Hindustan’ shot dead in Kanpur

A journalist working with a prominent Hindi daily was brutally murdered in Kanpur’s Bilhaur area on Thursday.The victim has been identified as Naveen Gupta, who was working with Hindi daily ‘Hindustan’.According to the police, Gupta was on his way to home, when unidentified attackers riding bikes stopped him and started firing indiscriminately.Four bullets hit Gupta when the attackers opened fire on him from a close range near Nagar Palika building. Four empty cartridges were recovered by the police from the murder site. With 16%, UP accounts for most murders in country: NCRB

Uttar Pradesh recorded the highest number of heinous crimes such as murder and those against women in 2016, according to the data of the National Crime Records Bureau released today.UP, the country’s largest state, reported the highest number of cases of murder – 4,889 – accounting for 16.1% followed by Bihar where 2,581 (8.4%) murders took place last year.UP registered 14.5% (49,262 cases) of total cases of crime against women followed by West Bengal 9.6% (32,513 cases) during 2016.Rape cases recorded an increase of 12.4% from 34,651 cases in the country in 2015 to 38,947 in 2016.Madhya Pradesh and Uttar Pradesh reported the highest incidence of rape with 4,882 cases (12.5%) and 4,816 (12.4%) followed by Maharashtra 4,189 (10.7%) last year, the NCRB data said.UP recorded 9.5% of the total IPC crime reporter in the country followed by Madhya Pradesh (8.9%), Maharashtra (8.8%) and Kerala (8.7%).A total of 37,37,870 people were arrested in the country in 2016 for various crimes while a total of 32,71,262 people were chargesheeted, 7,94,616 were convicted and 11,48,824 people were acquitted or discharged.

Day after voting ends for UP civic polls, Adityanath govt hikes power tariff by 12%

A day after urban bodies’ polls, the Yogi Adityanath government in Uttar Pradesh gave an electrical shock to people of the state increasing the power tariff by 12%.Announcing the hike in the tariff, the Uttar Pradesh Electricity Regulatory Authority (UPERC) Chairman SK Agarawl said that against the demand of 22% hike, the authority has allowed only overall 12% hike.The UPERC has, however, kept the industries out of the power tariff hike. The worst affected are the rural consumers who will have to shell 63% more than what they were paying now. Commercial and urban consumers will have to pay 9.89% and 8.49% more.The cap for the subsidized tariff of 150 units for BPL consumers has been reduced to 100 units. Now they will have to pay Rs 3 for first 100 units and above that Rs 4.90. The worst affected are the rural consumers who were enjoying unmetered power at the rate of Rs 180 per month fixed rental charges will have to install metres or they will be asked to pay Rs 600-700 per month. The unmetered commercial traiif in rural areas has been hiked from Rs 600 to Rs 1000.Though industries have been kept out of the hike but farmers were not spared. They will have to pay Rs 150 per bhp against Rs 100 charged earlier. The new tariff plan has also given a jolt to urban consumers. They will have to pay Rs 4.90 per unit for first 150 units against Rs 3 per unit earlier, Rs 5.40 for 150 to 300 units slab and Rs 6.20 per unit 300 to 500 slab. The power department is running huge losses to the tune of Rs 75,000 crores and was desperate to seek tariff hike to fulfil the promise of the Yogi Aityanath government to make available power in every villages by October 2018 under Power for All Mission. Uttar Pradesh Power Corporation was losing Rs 22.50 crore per day due to power theft and lines losses which about 30% against national average of 15%. There are about 88 lakh katia (illegal) connections across state. To check power theft and reduce line losses, the department has proposed to install metres in every rural and urban household to bridge gap between the power supplied and revenue collected.

Within seconds, the situation goes downhill, and the policemen start thrashing the staff.The Hotel manager, Ramesh said that the policemen also misbehaved with other customers at the hotel.”They went along banging doors of all rooms from ground floor to second floor, and misbehaved with the customers. They pushed open doors, and beat up any customer who came out,” Ramesh told ANI.The customers checked out the very night without paying, he further informed.Alambagh Police have ensured disciplinary action against the concerned policemen.”The matter is being investigated. <!– /11440465/Dna_Article_Middle_300x250_BTF –>The National Human Rights Commission (NHRC) has written to the ministry of Human Resource and Development at the Central Government to look into the matter of children falling ill after the midday meal initiated by them.The letter was sent after an applicant seeking information under the RTI filed a complaint with the NHRC when he became aware of 74 cases of students falling ill in the state in the last five years.Maharashtra has ranked third in the list of the number of cases regarding children falling ill after consuming midday meal in schools. In the past five years, in Maharashtra, at least 467 school students fell sick after consuming food under a midday meal scheme at schools across the state.While the complaint filed by the activist on September 16 was tabled before the NHRC on November 1, the Commission has asked the secretary to take appropriate action within eight weeks.Chetan Kothari who registered the complaint, said, “A committee must be formed to make a report on the food safety matters in midday meal, preventive measures to be undertaken for any future calamity, and implementation of the same must be ensured in a time-bound manner. Surprise tests, visits from the Centre to the midday meal centres must be made compulsory.”As per the state-wise data received, from 2013 to 2017, of the 74 cases of children falling sick/death due to midday meal in India, Bihar tops the list with 17 cases reported. It is followed by Uttar Pradesh with 12 cases reported, Maharashtra and Odisha with eight cases each.Kothari, said, “While total 4, 278 children fell sick due to contaminated food across India, if we see the trend in Maharashtra, in 2014 only 30 children were reported falling ill, in 2015 the number raised to 236 which is like an eight-time rise in the number of children falling ill.
